The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

Large metallurgical complexes have more data than a small city and these data change as internal and external conditions evolve. Staffing turnover hinders experienced-based decisions especially with simple tools like spreadsheets. Lack of current information can contribute to decisions that result in significant deterioration in the quality of operation. Timely, unified information from sophisticated analyses presented to the broadest possible reach will improve operation. The major innovation is the addition of the web browser to the suite of software people will use with no training – the other two are spreadsheets and graphical presentations – and the consistent organization and transformation of the real time data to support broad access. This paper describes the data transformations and presentation methods necessary for a Web view, especially the special needs of real time data and analysis required for active operations decision-making. Many people inside and outside the complex, not just operators, need timely information that is abstracted, aggregated, organized and unified. Unification and aggregation of real time data presented via the Web opens a new paradigm for collaboration. The analysis tools are as important as the data. These rule-based tools add significantly to the operations database in the form of results stored for viewing with plant data. Mining and metallurgical plants already use many sophisticated analysis tools such as predictive maintenance policies based on statistical analysis vibration analysis, and oil and lube analysis for critical equipment. These add real time events, similar to an alarm package, and unified production information to the operational database. Simple models are used on line to create key indices that provide a real time indication of performance. Key indices include metrics for losses due to plant availability, performance efficiency, and overall process equipment effectiveness. These additional data in the operations database are used for early fault detection, increased production, better quality, higher availability of equipment and faster detection of process bottlenecks. An important feature is the ability for people to create their own key indices and store the results for use by anyone in the plant historian, but accessible by a browser. The recent trend in underground mine developments is “bigger is better.” This is most certainly evident in the mine shaft and conveyances that operate within its compartments. Today, there are several new installations requiring mine cages that can transport up to 170 passengers. The technology in mine hoisting is advancing to address a combination of higher capacity requirements, deeper hoisting depths and faster winding rates, however, some areas of the hoist plant have not changed in the past 50 years. The most notable of these areas is the shaft compartment guide string and the conveyance mounted safety arrest mechanism. The technology in use today for the protection of passengers in a shaft conveyance from a hoist rope severance incident remains conceptually unchanged from Elisha Otis’ design of 1850. The actual retardation components, the safety dogs, have taken on several forms since Elisha’s invention with the last major design change occurring in the late 1940s. The arrest of a free falling shaft conveyance requires that the shaft guides withstand the energy imparted on them by the safety dogs. There are some very real limitations presented by the use of wood for this application. The new hoisting era will most certainly continue to demand larger capacity equipment, but also an increased awareness toward safety

The phosphate fertilizer industry is a large activity in Brazil because the soil has a phosphorous deficiency. The phosphoric acid that is produced is extensively used in the production of fertilizer. It is produced by reacting phosphate carbonaceous rock with sulfuric acid, generating phosphogypsum as a by-product. In 1991, there were about 29 million tons of phosphogypsum stored in Brazil. This has increased to an estimated 280 million tons in 2001. While the phosphogypsum is used in the cement industry and also in agriculture, the quantity used is much less than the production rate, and the stockpiles are still increasing. The radioactivity of this waste may not allow its continued use as a construction material and some other uses. However, Brazilian phosphogypsum contains a smaller quantity of radioactive materials than is reported for phosphate rocks from other countries. One important reason is the geological origin of the Brazilian apatite. All the large deposits being currently mined are igneous, not sedimentary, as is the majority of the phosphate rock produced around the world. An extensive study is being conducted to characterize the phosphogypsum generated in two production facilities in Sao Paulo state to develop safe uses for this waste and determine the environmental impact caused by the present method of phosphogypsum disposal.

This paper presents the design concept using floating piles to support 2500Ton oil storage tanks on a very soft alluvial clayey soil of about 40m thick in Riau Province of Sumatra, Indonesia. The floating piles of various penetration lengths were designed to support seven numbers of such storage tanks seating on a 20m diameter and 500mm thick reinforced concrete (RC) circular raft. The pile points have been strategically located at the RC raft. Varying pile penetration lengths have been designed to minimize the angular distortion of the thin RC raft and the out-of-plane deflection at the tank edge. Vibrating wire strain gauges were installed at different levels inside the ø350mm prestressed reinforced concrete piles to measure the load transfer profile during the static load tests and water-loading test. The installation and interpretation of the instrumentation are described and discussed. Boreholes, in-situ tests like piezocones, vane shear tests and standard penetration tests, and laboratory testing were carried out to obtain geotechnical parameters for the pile designs. Static load tests were also carried out on the spun piles of varying lengths of 24m, 30m and 36m respectively. It has been demonstrated that the floating pile system can be a cost effective design to support heavy structures on very soft compressible deposits with satisfactory performance. Finally, the design concept validated with the results of instrumentation is discussed.

We have searched and analyzed several modern technologies aiming at the best applications of environmental management, the studying of quarrying ? mining as well as the excavation sites ? utilization ? rehabilitation. We have used long-range reflectorless laser surveying systems, so as to achieve the fastest and most accurate surveying of the extractive work sites. We also used them, in order to collect field data, measure distances, surveying monitoring stations and environmental parameters ? data. Furthermore these systems can make the field work quite faster, more reliable and credible and have low cost in collecting data even in dangerous and non-approachable areas. We have used and processed on the field data in G.I.S. applications, in order to create 2-D and 3-D digital ground models. These G.I.S. applications present the existing relief and the management of the final stage of the area. The suggested techniques and works needed, for reclamation and utilization of the areas, could be tried, evaluated and well presented. The evolution and utilization of these ?smart? modern tools for the effective environmental management of quarrying ? mining ? extractive activity sites, will be presented by using case histories from the Hellenic territory.

Abstract - Ore reserve estimation, based on sparse drill hole data, was conducted for a placer gold property in Nome, Alaska. A problem with sparse data is that random subdivision of the data into modelling and evaluation subsets (as is commonly done) becomes a problem, as random selection may result in biased/skewed subsets. Therefore, a technique that combined data segmentation with genetic algorithms (GA) was applied to divide the samples into three equivalent subsets: training, validation and testing. Data segmentation was done on the basis of the distribution of gold values. Neural network and a variety of kriging techniques were used to estimate gold grades. A multi-layer feed forward neural network along with "early/quick stop" training was used for neural network modelling. A comparative evaluation of kriging and neural network methods was then performed. The results revealed that neural network was generally superior to the kriging techniques for gold grade estimation in the Nome deposit.

Automation technologies are increasingly adopted in different mines world-wide. This paper presents the technical aspects of vehicle automation applications at two Noranda operating mines. Teleoperation of 5 LHDs at Noranda?s Bell Allard mine is used in order to meet aggressive mining requirements under difficult conditions. The equipment is performing under high demand for reliability and performance. In order to further increase performance, automated loading has been commissioned on one of the LHDs and is being tested. Results to date indicate improved performance with respect to an operator through better filling of the bucket, fewer passes at the muck pile and shorter cycles. Noranda?s Brunswick mine is currently commissioning an automated haulage zone where two optically guided trucks transport ore from a remotely operated chute to two ore passes. Expected operational advantages include increased system capacity and enhanced safety and comfort for the operator. Monitoring to date indicates that the trucks can operate reliably under the conditions imposed by mine production.

Detailed porewater profiles of arsenic and other interstitial metabolites were used to assess the relationship between trophic status, sediment redox chemistry and arsenic mobility in a historic tailings repository. The results demonstrate that in eutrophied systems which exhibit greater sediment oxygen demand, the depth of the Fe(III) redoxcline, and hence depth of arsenic release, may lie in close proximity to the sediment-water interface. As a result, arsenic scavenging mechanisms are significantly reduced, resulting in a greater flux of arsenic to the water column. Such considerations have important implications for the management of pit lakes, tailings ponds and contaminated lakes which may consider: 1) the discharge of sewage to the water body during operations; and/or 2) post-closure fertilization as a remediation strategy.

The final arsenic bearing waste products at the majority of metallurgical and chemical enterprises are cakes in which arsenic is present in the form of calcium arsenate. Burial of cakes demands construction of special burial sites and does not guarantee reliable protection from arsenic penetration into the ground and surface waters. Under laboratory conditions we developed technology for processing calcium arsenate cakes with obtaining low toxic products suitable for long-term storage, meeting environmental requirements. The investigations have shown that thermal processing of briquetted mixtures of cakes containing 15 - 20 per cent weight of pyrite under the temperature of 873 - 923¦K during 45 - 60 minutes gives briquettes sufficiently hard for transportation and long-term storage. Arsenic, under high sulphidisation temperature is bonded into low solubility non-volatile iron sulphide bearing compounds having chemical properties similar to the natural arsenic compounds. Solubility of the obtained products in neutral, acid and alkaline media was investigated during long period of time (three to 12 months). It was determined that arsenic content in the solutions did not exceed the norms for cultural and welfare basins and fish-ponds.

Bench-scale selective-flocculation tests were conducted on samples of Florida and Western phosphate process tailings. Physical, mineralogical, and surface characteristics were determined for both types of samples. The flocculation tests investigated dispersant and flocculant types and doses, pH, and slurry percent solids, while other parameters were held constant. Where selectivity was achieved, phosphate minerals remained dispersed, whereas silicate minerals flocculated and settled. In single-stage tests, flocculants having low to medium anionic character effectively upgraded products at moderately elevated pH. Multiple-stage tests, and tests in which flocculants of lower molecular weight were used as site-blockers, gave improved results.

Heavy media cyclones (HMCs) are efficient, high-tonnage devices suitable for upgrading run-of-mine coal in the 50 to 0.5 mm size range. Unfortunately, industrial HMC circuits are often not optimized due to problems such as incorrect operating pressures, poor feed distribution, excessive media contamination, mismatched components, and improper density control. To avoid these problems, operating guidelines have been provided in this article that are useful for optimizing the performance of HMC circuits. The validity of these guidelines has been assessed by means of density tracer tests carried out at several coal preparation plants.

In this paper, the Australian thick coal seam underground mining potential is highlighted and the characteristics are investigated by analysing a thick seam database. It is clear that thick coal seam resources should be mined with a high recovery, productive, efficient as well as a safe and reliable mining method. Longwall Top-Coal Caving (LTCC) is the most recent thick coal seam mining method which has been developed and extensively used in China for the last ten years. The successful applications indicate that this method has a very high recovery and productivity rate and less development cost in comparison with any other thick coal seam mining method. One of the aims of the current study is to seek potential for the application of LTCC as a thick seam mining method in Australia. In this paper, preliminary results of investigation on Australian thickseam potential are given and results of data analysis for potential LTCC seams in Australia are described. The outcome of this study shows a great promise for the application of LTCC in Australian coal industry.

"The Lady Loretta lead-zinc deposit in Northwest Queensland, Australia contains an average of 5.9% lead, 17.1% zinc and 97 g/t silver. Ore mineralization is mostly comprised of fairly complex intergrowths of pyrite, sphalerite and galena. Starting in 1998, Noranda Inc., the major joint venture partner of the project, conducted extensive metallurgical test work, which culminated in July - August 2000 in a series of Pilot Plant tests. A common thread to all the metallurgical work has been the deportment of a large portion of silver into non-payable metallurgical products. Average silver distribution from four Pilot Plants shows a distribution of silver in lead concentrate of 28%, whereas silver in zinc concentrate was 49%, and 23% in the final tails.The consistently poor silver recovery as well as the fairly unusual silver distribution, particularly in zinc concentrate, was considered an issue to be thoroughly investigated. A mineralogical plan was devised to determine if these particular metallurgical results were somewhat related to the nature and mode of occurrence of silver carriers. Work was performed to determine discrete silver-bearing minerals and/or silver contained in solid solution in a suite of commonly occurring sulphides. Ore microscopy, SEM methods, Electron Microprobe and Ion Microprobe analyses were all used to answer these questions, and to find the silver carriers, so a metallurgical plan could be devised to improve silver recovery.INTRODUCTIONPotential economic exploitation of the Lady Loretta deposit in Queensland, Australia is driven by revenue derived from zinc and lead flotation concentrates and co-product silver recovery in lead. "Acid mine drainage (AMD) is one of the most significant environmental challenges facing the mining industry worldwide. It occurs as a result of natural oxidation of sulphide minerals contained in mining wastes at operating and closed/decommissioned mine sites. AMD may adversely impact the surface water and groundwater quality and land use due to its typical low pH, high acidity and elevated concentrations of metals and sulphate content. Once it develops at a mine, its control can be difficult and expensive. If generation of AMD cannot be prevented, it must be collected and treated. Treatment of AMD usually costs more than control of AMD and may be required for many years after mining activities have ceased. Therefore, application of appropriate control methods to the site at the early stage of the mining would be beneficial.Although prevention of AMD is the most desirable option, a cost-effective prevention method is not yet available. The most effective method of control is to minimize penetration of air and water through the waste pile using a cover, either wet (water) or dry (soil), which is placed over the waste pile. Despite their high cost, these covers cannot always completely stop the oxidation process and generation of AMD. Application of more than one option might be required.Early diagnosis of the problem, identification of appropriate prevention/control measures and implementation of these methods to the site would reduce the potential risk of AMD generation. AMD prevention/control measures broadly include use of covers, control of the source, migration of AMD, and treatment. This paper provides an overview of AMD prevention and control options applicable for developing, operating and decommissioned mines."

The aim of this study was to investigate the possibility of leaching zinc from the tailing (-2 mm) of Angouran flotation plant using sulphuric acid. The tails were first calcined at 800¦C for one hour. The effect of factors such as stirring rate, temperature, initial acid concentration and solid/liquid ratio, on zinc extraction were studied. The results obtained show that at the best conditions, about 91 per cent of zinc were leached using a stirring rate of 800 rpm, a reaction temperature of 50¦C, a 30 minute reaction time, a 100 g/L initial sulphuric acid concentration and solid:liquid ratio 1:6 g/ml. The P85 of the feed material was about 150 ¦m and acid consumption was 600 kg/t.

Five major veining events have been identified within the area surrounding the Mount Whaleback microplaty hematite deposit. These veining events can be directly correlated to the established deformation history of the Hamersley Province (Brown et al, in press). Vein formation temperatures of 203 to 231¦C have been obtained from primary fluid inclusions within veins which formed around the postulated time of ore formation. Preliminary proton induced x-ray emition (PIXE) analysis of these inclusions indicates KCl is the dominant salt species with varying levels of Ca, Fe, Ti, Mn present. It is suggested that some of these veins may have formed from feeder or effluent fluids from microplaty hematite ore formation.

"The Venturi-aerated flotation column (VAC) is based on a reactor and separator design for a new generation of flotation machines. The reactor is a Venturi tube, where the air/slurry contact takes place with intensive aeration for efficient particle collection. The separator is a column of 1-3 m length that provides quiescent hydrodynamic conditions for effective separation of bubble-particle aggregates from the remaining slurry.Aeration in the Venturi tube occurs via two mechanisms: air dispersion and nucleation (cavitation). By forcing air through a restricted passage with a fast flowing slurry stream, air is dispersed into fine bubbles. Bubble formation due to cavitation occurs on the surface of particles in the low-pressure section of the Venturi, from dissolved air contained in the liquid.Size-by-size recovery and flotation rate constants were determined for a small-scale laboratory Venturi-aerated flotation column. The results were compared to those obtained in a laboratory 2.2 L Denver cell. It is shown that the Venturi-aerated flotation column has slightly slower flotation kinetics to the Denver cell, but with much higher flotation selectivity. A portable Venturi-aerated flotation column can effectively be used to investigate process or equipment problems in operating plants.INTRODUCTIONFlotation processes can generally be divided into two sub-processes: 1) selective collection of hydrophobic particles by air bubbles and 2) separation of bubble-particle aggregates from hydrophilic particles that remain in the pulp. The methods of aeration, or bubble generation, control the mechanism of particle collection by either collision with, and subsequent attachment to bubbles, or by in situ bubble formation on the surfaces of hydrophobic particles. A flotation device should provide optimal aeration conditions for efficient particle collection and a suitable hydrodynamic environment for effective removal of bubble-particle aggregates from the remaining pulp."

The Western Mining Resource Center (WMRC) at the Colorado School of Mines (CSM) received a grant from the National Institute for Occupational Safety and Health (NIOSH) to perform a study that will help reduce the amount of respirable dust generated from the cutting of coal. The study is based upon laboratory testing and field experience. This information is being used to develop a new cutterhead design in conjunction with Joy Mining Machinery. The new cutterhead design is being evaluated with existing computer models developed at CSM. The new continuous miner cutterhead will be tested at the Twenty Mile Coal Company’s Foidal Creek Mine. Baseline testing with the current cutterhead will also be performed. This paper presents laboratory test results, design methodology, and test results performed to date.

Recently, research efforts have been made to lower the magnesium content of phosphate rock concentrate to be a suitable feed for phosphoric acid production and other related industries. Among these efforts is the bioprocessing technique. However, this study is devoted to study of using an enzyme, extracted from coffee waste, as a surface modifier during the fatty acid flotation of calcareous phosphate rock. A mixture of oleic acid and kerosene was used as collector. Factors, which affect the enzyme activity such as enzyme dosage, solution pH, temperature and conditioning time, were studied. Under the appropriate conditions, a concentrate product containing less than 0.60% MgO was achieved from the Abu Tartur feed (1.80% MgO) with a P2O5 recovery of more than 94%.
