Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb e earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled.

The concern for air pollution goes back centuries as will be seen from this quotation : "Strife and coal, it seems, have a hand-in-hand historical relationship. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining, the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers, etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables.

"Environment and the economy are interwoven irrevocably. They need to be publicly discussed, and discussed often so that new approaches can be understood and developed - approaches which are complimentary, not confrontational.Discussion on the environment is timely, from the perspective of mining engineers and developers, from that of bankers and from their shared perspective as people concerned with enhancing the quality of life, the environment and the economy.This paper will touch on how what is called the ""environmental economy "" that has evolved has become entangled with regulatory and financial issues in a way that is dangerous for all of us. It will also look at some of the promising possibilities that a world-wide and continuing concern for the environment holds out for us.For many decades, British Columbia has provided some of the key examples of the intertwining of environmental and economic issues, and, very importantly, providing the people prepared to do something about them.Canada's first environment minister, the late Jack Davis, came from British Columbia. He led this country's delegation to the Stockholm Environment Conference in 1972, a conference that laid the groundwork of principles necessary to establish some international certainty as to the legal liability for causing trans-national environmental damage.Another British Columbian who was also a national environment minister, John Fraser - now the Speaker of the House of Commons - was one of the first to dramatize the importance of acid rain and force it into the international public arena.Some 20 years ago, British Columbians made Vancouver and their province one of the major centres of opposition to the Alaska Pipeline and Tanker System - with some justification, it now seems.That a British Columbian , then MP David Anderson, was given legal recognition to sue in a United States' court against a system that was either in U.S. territory or international waters was an important precedent in, and of, itself in terms of environmental law. That old controversy is now a very current case study - in terms of dealing with the question of liability.-"

Comparatively recent Tasmanian legisla tion established a series of rigid control standards for environmental protection just as ma spectacular expansion of the mining industry was nearing completion. Upgrading existing protection to obtain the necessary licence to operate under these new regulations required further major works and involved a considerable outlay of non- productive capital at a time when escalating costs and falling metal prices were straining economic efficiencies to the limit. Late in 1974 a major environmental protection scheme was commissioned by the Electrolytic Zinc Company of Australasia Limited at Rosebery on the West Coast of Tasmania. This 4 million dollar project was specifically developed by the Company ahead of and to meet the new standards for control of total effluents discharged from its zinc-lead -copper-pyrites mine and concentrator.

FUGITIVE DUST Most state air pollution regulatory agencies now have rules and regulations requiring control of fugitive dust. Fugitive dust has been defined by the courts as particulate matter other than that emanating from a specific point such as a stack or chimney. A typical air pollution control agency regulation reads as follows : “Fugitive Dust " "No person shall cause, suffer, allow, or permit any material to be handled, transported, or stored; or a building, its appurtenances, or a road to be used, constructed, altered, repaired or demolished without taking reasonable precautions to prevent particulate matter from be- coming airborne. The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

"Acid Mine Drainage (A.M.D.) formed from oxidation of disposed pyritic wastes presents a potential pollution hazard for Equity Silver Mines Limited and the mining industry in general. Failure to collect and treat these acidic effluents can eventually affect the quality of receiving streams and endanger aquatic life forms. Treatment and discharge of A.M.D. to the receiving environment must comply with stringent anti-pollution laws.Wastes mined at Equity Silver Mines Ltd. are predominantly acid generating and must be handled according to a materials management plan to minimize impact on the environment. Effluent collection and treatment facilities have been constructed to address the short term environmental concerns with reclamation and research programs being developed to address and monitor abatement measures for control over the long term.The purpose of this paper will be to offer a brief overview of these measures. Key topics for discussion will be: kinetics of Acid Mine Drainage, acid generating potential, water treatment and sludge handling, special wastes, waste dump construction, waste rock amendments, bacteriocide research, simulations, and reclamation measures. Programs designed to evaluate impact on the receiving environment, although they form an extensive part of the program, will not be discussed in this paper.INTRODUCTIONEquity Silver Mines Limited is located in the Central Interior of British Columbia, within the Omineca Division, 35 kilometers southeast of Houston Mining and approximately 575 kilometers by air north-northeast ofVancouver (Figure 1).The deposit consists of three economic mineralized zones: The Southern Tail, Main and Waterline Zones. Mining of the Southern Tail commenced in April, 1980 and was completed in the first quarter of 1984. Main Zone production was initiated during the last quarter of 1983 and the Waterline Zone remains undeveloped to-date. Remaining reserves are in the order of four years contingent on favourable metal prices. The three deposits (Figure 2) occur within a window of interbedded volcanic and minor sedimentary rocks. The older volcanic sequence is bounded on the west by a small granite-like stock and on the east by a gabbro-monzonite complex. All are overlain by a series of younger lava flows."

Environmental information is an essential part of successful mine design and approval. In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. Applied Geology Associates have established a methodology to facilitate the structured collection of environmental data, which provides for the diverse needs of both engineering design and applications for statutory and non-statutory approvals. Principal aspects of this methodology are the scope, timing and management of the environmental studies within the overall project planning framework.

EDC established an Environmental Review Framework in 1999. Throughout the early fall of 2001, the Corporation held public consultations across Canada to strengthen that framework, leading to a public release on November 15, 2001 of a report summarising the results of these consultations. Following this, the Corporation implemented strengthened environmental review requirements in the form of its Environmental Review Directive, in compliance with legislated amendments to Canada?s Export Development Act that went into effect on December 21, 2001. Over the past few years, there has been a global trend towards an increase in the social and environmental requirements of multilateral/bilateral financial institutions and export credit agencies. More recently, this activity has focussed on capturing institutions that have not yet adopted similar requirements and, more specifically, on developing a convergence of the requirements from institution to institution. This paper describes EDC?s new ERD and some of the initiatives that have taken place or are in process that are moving international financial institutions toward converging their environmental and social requirements for projects in the private sector.

Over the last few years a multi-faceted feasibility study has been evaluating the introduction of hydrogen fuel cell powered equipment into underground mines to replaced diesel engine powered equipment. The analysis has shown that under normal operating conditions fuel cells could at the very least be an environmental and health benefit by eliminating combustion engines and their unwanted by-products. However, they could also generate significant reductions in the amount of ventilation a mine needs to supply when compared to dieselized operations; this would further decrease a mine?s energy consumption, its associated greenhouse gas impact and also reduce a mine?s significant ventilation associated costs. Fuel cell powered equipment also has the advantage of lower noise and heat production compared to their equivalent diesel powered counterpart. The degree to which fuel cells can generate ventilation benefits in underground mines depends upon a number of operational parameters and mine specific qualifiers such as current ventilation control or management, mine depth, inherent dust conditions and minimum velocity requirements. However another major consideration in the introduction of fuel cells in underground mines will be the safety requirements associated with diluting and removing the potentially explosive hydrogen in the event of a gas leak. In outside surface applications, it is possible to use dispersion, buoyancy, time, and lack of ignition sources as mitigating factors in deriving a low risk of an explosion. However, in underground operations these factors change, dispersion and buoyancy are limited; time may not be available and in non-coal mines ignition sources are not typically controlled. When a hydrogen leak occurs, the availability of sufficient ventilation to dilute and effectively remove the gas will be critical, consequently ventilation may be the prime risk controlling factor. In this paper, the authors evaluate the potential benefits of replacing diesel engines with fuel cells in powered production equipment, discuss the mitigating qualifiers that could limit ventilation savings and evaluate solutions to retain and maintain an additional ventilation capacity in the event of an emergency situation such as a hydrogen leak from the fuel cell stack or its distribution system.

"Certain environmental problems can substantially alter the physical properties of the subsurface. In such cases, geophysical methods can be used to map the distribution of subsurface contamination or buried wastes prior to drilling or sampling. For example, inorganic contamination by acids, bases, salts, or metallic ions can be detected by instruments that measure ground conductivity; metallic objects such as buried drums, pipelines, etc. can be located by magnetic survey, and radioactive mine waste can be mapped by radiometric techniques. Geophysical methods can also be used to characterize site geology. If carried out prior to development, they can assist in identifying areas of high- and low permeability and sources of natural contamination. The methods can also be used to establish baseline values and to locate stable areas for development of environmentally sensitive facilities. Application of geophysical methods to environmental problems is illustrated with examples from base-metal mines, uranium operations, and potash and oil-sands operations. Particular attention is given to the problem of acid mine drainage. =IntroductionGeophysical methods have been used for many years by the mining industry in exploration and geotechnical investigations. The basic techniques for mapping variations in physical properties of the subsurface have been adapted to meet the special needs of resource exploration and development in the coal, potash , oil sands, industrial minerals, precious metals, and base-metal industries. Now the mining industry is facing another challenge: to operate the mining cycle, from discovery to closure, with minimum impact on the environment. This involves the rehabilitation of abandoned mining sites, the minimization and effective containment of pollutants at operating and developing sites, and the longterm containment and monitoring of sites after mine closures.Some of the most difficult aspects of environmental control and monitoring relate to the location of buried waste and contaminated fluids in the subsurface. As in the search for buried ore deposits or in geotechnical investigations, geophysics can be a valuable aid in subsur face environmental investigations. Investigations can be remedial , involving the location or monitoring of existing problems, or preventative, where problem areas are identified or background values are established before site development. In either case, geophysical methods should not be considered as a substitute for drilling. Geophysical interpretations in general do not provide the detail required for a complete environmental or geotechnical investigation. They are most useful as rapid reconnaissance methods for targeting subsequent drilling or for interpreting subsurface condit ions away from drill holes. Table I lists the common geophysical methods and the physical properties to which they are sensitive."

The optimal maintenance and control of the air flow and pressure distribution in a mine network are achieved by the correct positioning of the mine fans and regulators within the mine ventilation circuit. The principal considerations are the location of the main and underground fans or regulators and the attendant control of mine leakage. Air flow control is achieved by either passive or active regulation. Passive regulation adds resistance, usually in the form of a regulating door. Active regulation adds pressure sources in the form of underground booster fans. Ventilation engineers are increasingly turning to analytical tools to assist them in the design and operation of ventilation systems. The phosphate fertilizer industry is a large activity in Brazil because the soil has a phosphorous deficiency. The phosphoric acid that is produced is extensively used in the production of fertilizer. It is produced by reacting phosphate carbonaceous rock with sulfuric acid, generating phosphogypsum as a by-product. In 1991, there were about 29 million tons of phosphogypsum stored in Brazil. This has increased to an estimated 280 million tons in 2001. While the phosphogypsum is used in the cement industry and also in agriculture, the quantity used is much less than the production rate, and the stockpiles are still increasing. The radioactivity of this waste may not allow its continued use as a construction material and some other uses. However, Brazilian phosphogypsum contains a smaller quantity of radioactive materials than is reported for phosphate rocks from other countries. One important reason is the geological origin of the Brazilian apatite. All the large deposits being currently mined are igneous, not sedimentary, as is the majority of the phosphate rock produced around the world. An extensive study is being conducted to characterize the phosphogypsum generated in two production facilities in Sao Paulo state to develop safe uses for this waste and determine the environmental impact caused by the present method of phosphogypsum disposal.

The utilization of blast furnace and BOF slags has long traditions and well-known applications in the building and road construction industries and in soil conditioning. The starting point for product development has been the basic physico-chemical properties of slags. This development has led to the almost 100% utilization of blast furnace slags and also considerable amounts of steel slags. While new methods and applications are continuously being looked for and developed in order to recycle and utilize all types of slag, there is at the same time an increasing debate over the exact nature of the slags, whether they are products or waste material, and whether they should be considered substances or preparations. These questions have emerged as a consequence of the environmental effects of the slags and current environmental legislation. The environmental effects of slags can be seen to be both beneficial and less beneficial. There is no doubt about their benefits in the road construction industry, as they allow significant savings in terms of natural materials and in transportation. It is also a known fact that using slags as fertilizers and in the cement industry leads to reduction in CO2emissions. The less favourable effects are the possible harmful emissions into the soil and groundwater. In this paper we describe the properties of slag products and their environmental effects according to investigations carried out in Finland. Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. The City of Toronto and the Toronto Transit Commission (TTC) have conducted an Individual Environmental Assessment (EA) for a 6.2 km, 4-station underground extension of the Spadina Subway from Downsview Station to Steeles Avenue. This Environmental Assessment Study was performed in three phases including routes and general station locations, alignments and station concepts and detailed assessment of the effects of the undertaking. URS Canada Inc. has led the consultant team for this Study. The anticipated total duration of the project is approximately 6 years and its estimated total cost is about $1.4 billion. This paper presents the planning process of the project, the environmental and engineering challenges, and the measures taken to address them.
