MUCH information concerning pegmatites which was thought to be true a few years ago has been proved false, and what is now actually known about some pegmatites is not true of many others. The erratic and seemingly unpredictable structure and variable composition of this class of mineral deposits has been widely emphasized. Even parts of the same pegmatite body exhibit marked differences in texture, mineral composition, width, and attitude. Constructive geological thinking in respect to pegmatites now aims to establish general laws rather than to stress the confusing diversity of features having no special economic significance.

IN preparing this paper it has been the aim of the writer to keep the problems of both producers and consumers in mind. Until now, no attempt has been made to familiarize each group with the other's practice and limitations. This paper is an effort to acquaint the readers with some of the factors pertaining to the problem and cost of mining and preparing steam coal, and also to the economics of producing steam with such coal. In recent years all lines of endeavor have turned to intensive mechani-zation in order to lower the unit cost of production. The average fuel consumption in steam electric generating stations has dropped in 20 years from 4.0 lb. to 1.4.1b. per kilowatt-hour; while the modern power station can generate 1 kw-hr. on a fraction under 1 lb., or 13,000 B.t.u. coal. Also, the amount produced per man has in that same period risen from 3.8 to 8.2 tons, owing to the use of modernized equipment below ground for coal cutting, drilling, shooting, loading, hauling and hoisting. Unfortunately, the rapid speed of 5 tons per minute of operation at which the coal is loaded mechanically precludes any appreciable removal of impurities at the coal face, so that the raw coal is hoisted containing a markedly higher percentage of impurities than the hand-loaded coal, which was subjected to the scrutiny of the miner during loading. Also, during the past 20 years, certain seams of coal lying close to the surface have been made economically available by the improved design of electrically operated shovels and draglines for the removal of overbur-den running as high as 56 ft. This strip coal frequently contains so much ash in the raw state (Table 1) that it would have no sales value. There-fore, coal preparation must be adopted to beneficiate the raw product. Some seams in the United States have a decreasing ash content with decreasing size, owing, in all probability, to the fact that the coal is friable while the impurities are hard, causing a concentration of the low-ash material in the fine sizes. Illinois No. 6 coal being rather hard, naturally the reverse is true.

A physical beneficiation flowsheet was designed by the Bureau of Mines for reclaiming and recycling metal and mineral values contained in municipal incinerator residues, and a continuous processing plant was installed. Residue samples collected from incinerators located in various parts of the country were processed at a rate of 1/2 ton per hour. Continuous screening, shredding, grinding, magnetic separation, and gravity concentration techniques were applied to produce metallic iron concentrates, clean nonferrous metal composites, clean fine glass fractions, and tine carbonaceous ash tailings. Research to develop systems for refining and upgrading the reclaimed metals and glass into marketable products is also underway. From the engineering data developed in the continuous processing plant, evaluations of the capital and operating costs for plants with capacities of 250, 400, 670, and 1,000 tons of dry incinerator residues per day were made. Research on a parallel system to separate and recover the metals, minerals, glass, paper, and plastics from raw, unburned refuse it currently underway, as are studies on the use of air classification to separate the refuse into organic and inorganic fractions.

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. Computers and other microprocessor technology lead the world of technological change. Nevertheless, the real advances in the world at large are not necessarily in the computer industry, but in the industries whose economics benefit most by the advances that this computer revolution makes possible. The minerals industry has always been in the forefront of this advance. Technological change in the era preceding the industrial revolution, and the mining industry's part in it, provides an instructive lesson for what is happening today. Strong parallels can be drawn for predicting future advances. With each technological advance allowing more efficient production comes a re-alignment of economics - absolute and relative changes to prices, to quantities demanded, and to other market characteristics. This re-alignment applies not only to the mineral industry, but also to the world at large. Adaptability, rather than technical advancement per se is the key to survival and growth in a changing world. 'Adaptability' as a concept is easy to support. As an operational philosophy it is not so easy to implement. As a goal for planning, it is much harder to quantify. A fixed scenario of a future world may provide helpful guidelines, but a scenario that demands adaptability to an uncertain future world is much less definite. Of course, everyone else in the world is also uncertain about the future, and they are making their plans using different assumptions. This virtually guarantees that our future will turn out different to our expectations. This is in part what Hayek (1945) calls the 'knowledge' problem. Until now, most of the planning and technical research undertaken in the world has ignored this problem. This ignorance is a luxury that we can no longer afford. The paper looks at the history of technological change and highlights the characteristics of successful technological revolutions. 'Adaptability' to unforeseen circumstances is the key to success in this environment. The paper examines the knowledge problem from the perspective of the mineral industry, and suggests a number of directions for maximising the returns from application of computer technology in this important area.

The mining industry has aggressively sought competitiveness through increased productivity and return on investment. A primary strategy has been the pursuit of economies of scale. This has also been dependent upon the implementation of new technology and systems integration. System integration has been accomplished through the implementation of mine dispatch, global positioning and mine wide communication technologies. These technologies have tended to advance at different rates of development and implementation. The result has been that across the industry, and even within companies, mines are at various stages of operational system re-engineering in these areas, driven by improvements in productivity and operational efficiency. Although this strategy has been successful, little effort has been made to analyse change in operational performance in order to understand and model the effects of scale in a quantitative manner. This paper considers the particular impact of equipment scale, together with potential future trends. It then presents and demonstrates a preliminary method to quantify through simulation the anticipated benefits of economies of scale.

Por tal motivo, el presente texto señala los datos obtenidos con la preparación de barrenos y la economía obtenida con este sistema. La preparación de barrenos consiste en un corte de la cabeza del barreno a través del un previo calentamiento, para luego ser derivado en una nueva cabeza, de manera que la superficie plana tenga una conexión del conducto de agua y que la forma requerida para la cabeza de este barreno sea en forma de Chaflán, a través de la barra de soldadura. Una vez conectado el conducto de agua, se cortan los rebarbados del barreno en los extremos del canal para la pastilla, obteniendo el ángulo exacto del barreno para la perforación. Finalmente, el canal para la pastilla es limado y cubierto con soldadura, colocando la pastilla en la soldadura y revistiéndola nuevamente para ser fijada en el barreno. Who We Are Farmland Hydro (FHLP) is a Limited Partnership formed by Farmland Industries, the largest U.S. farmers’ cooperative, located in Kansas City, MO, and Norsk Hydro, a large Norwegian company engaged in fertilizer, petroleum and the specialty metals industry. Both of our parent companies have a long history of commitment to the fertilizer industry. This year, Farmland Industry celebrates its 71st year in the business, and Norsk Hydro celebrates its 100th operating year! We employ approximately 300 associates in Central Florida. What We Do Farmland has been active in Hardee County, FL since the 1970’s as a large landowner and citrus grower. We plan to expand this activity into phosphate rock mining. The phosphate rock produced here will be shipped to our nearby chemical fertilizer complex in Polk County, where we produce quality phosphate products - liquid and granular fertilizers. Of the phosphate rock mined, 90% is used to make fertilizer. Other uses include animal feed, vitamins, medicine, light bulbs, soft drinks, film, flame resistant fabric, optical glass, toothpaste, bone china and other consumer products.

EPA NRMRL Mine Waste Technology Program and Region VIII Superfund office are jointly conducting an in-situ technology demonstration at the Anchor Hill Pit Lake, Gilt Edge Mine Superfund site. The goal is to develop in-situ treatment cost/performance data for potential application in long-term water treatment/management at Gilt Edge and similar sites. The pit contained 77,000,000 gallons of pH 3water with elevated metals, sulfate, and nitrate. The Green World Science® patented process for in situ treatment was implemented to isolate and sequester metals; create stable long-term water quality and restore a sustainable ecosystem. COCs have decreased more than 99%, and dissolved discharge standards were attained.

A qualitative test program was sponsored jointly by the University of Alaska and Eriez Magnetics, in order to study placer gold nugget recovery using an eddy-current separator. Various gold nuggets from Alaska, ranging from 6.4 mm to 63.5 mm in size, were tested. All testing was performed using an Eriez Laboratory ESC, Model REA, fitted with 2000 gauss, surface field strength magnetic rotor. The belt speed was set to 91 meters per minute and the rotor speed was set to 2500 rpm in the forward direction. The splitter was adjusted to just reject the largest pieces of rock that measured an average 76 mm x102 mm x 127 mm. Based on the results of this limited test work, it can be recommended to placer gold mine operators, that Eriez Magnetics ECS technology is a viable and practical concentration technology for coarse gold recovery. Silver and platinum were also tested.

Edmonton South LRT is the latest expansion of the Subway system in Edmonton, Alberta, Canada: Consisting of twin 5.8m segmental lined tunnels, 280m long, driven by a Lovat EPB machine. The key challenges were as follows. A 6% downhill grade. Tight radius curves of 250m.Overlying structures within 3m of the tunnel. Strata consisting of sand above the water table, glacial tills and bed rock below the water table. Located within The University of Alberta Campus and adjacent to a hospital. Northern Alberta climate with winter temperatures routinely falling below—minus 30 degrees Celsius. This paper provides a case history and outlines the challenges involved in completing this project.

"Does Canada need a mining industry? Isn't it a chronically depressed collection of businesses that pollute the air and water and tear up the countryside? Wouldn't it be better if Canada's investors devoted their attention to high-technology endeavours, tourism, and other relatively pleasant tasks?Probably the answer to whether Canada needs a mining industry in the 21st century is to look at the real mining industry that is in operation today. The facts indicate that mining is a very important contributor to Canada. It has certainly encountered some challenging times during periods of recession, and it face s severe and continuing problems of cost and competition in world markets. However, uneconomic mines have been closed, others suspended, and productivity has risen dramatically with employment at 77 000, down from 101 000 in 1981. The country's metal and non-metal mines, metallurgical plants and semi-fabricated metals industries employed an estimated 378000 workers in 1986, and paid wages than any other sector of the Canadian economy. This effort resulted in the production of 60 different metals, non-metals and structural minerals valued at $13.5 billion.The trade aspects of the mining industry are of paramount importance. If there is a reason for this situation to change during the next century. it eludes the authors. Canada has the well-developed expertise to discover, evaluate, develop, operate and profit from existing and new businesses based in an enormous area endowed with a nearly unbelievable variety of mineral resources. Many countries throughout the world must rely on producers like Canada, if they are to maintain and/or improve their standard of living."

This innovative educational program is designed primarily for mature students with an engineering or science background who want to acquire or upgrade their knowledge of mining engineering. Students can specialize in several different areas of mining, such as surface mining, underground mining, mine environment and the like. All courses constituting the program are taken online, through the Internet, without the need to attend the UMR campus in person.

The Department of Mining Engineering at the University of Pretoria accepts that the process of teaching and learning improvement is an ongoing exercise with the ultimate aim to deliver well-rounded mining engineering practitioners. Various challenges impact on the success of this process. An integrated and innovative process was developed and is followed in the Department to overcome these challenges. The aim of the Department is to apply a holistic teaching approach by introducing multiple integrated interventions with regards to teaching and learning strategies. Three phases of this process are discussed in this article, and are illustrated in Figure 1. During the first phase, prior to 1999, several teaching and learning challenges were identified in the Department of Mining Engineering. These challenges are discussed in the next section. In the current phase, a variety of interventions to address the challenges are being developed, implemented (in some cases piloted), and evaluated. The future phases will focus on the improvement, successes, and full roll-out of current interventions, as well as on training, development, and support for all staff members to participate in the process. As one of the four basic sciences, the study of geology is intrinsically worthy as a means of increasing fundamental knowledge of the behaviour and evolution of the universe. Geological knowledge can also be translated into practical outcomes for society such as resource discovery and protection of the environment. Australia has a long tradition of providing very high quality geoscience programs to prepare graduates for a range of occupations. We are, however, reaching a nexus in the way universities should or can deliver engaging programs. This has been triggered by the rapid evolution of the digital world (the Internet of Things), new technologies, unprecedented access to information, better understanding of the processes by which we learn and adapt our thinking, growing complexity in the problems we must face or opportunities to grasp, and university funding models. Designing education programs for the next generation of geologists extends far beyond tinkering with syllabuses. We must develop skills sets that will allow graduates to work in rapidly changing landscapes, but in doing so may have to sacrifice content to build capability in our graduates. Whereas universities must respond to changing demands on graduates by ensuring degree programs contain an appropriate balance of material and high quality of delivery, industry and government must also fulfil their responsibilities to provide additional training programs for graduates to assist their rapid transition into independent professionals. This paper examines various educational issues being considered in developing the new Decadal Plan for the Earth Sciences, and reflects on directions that education is heading in many of our universities.CITATION:Cohen, D R, 2017. The Australian mining industry faces skills shortages across a broad spectrum of disciplines and levels, as it enters another major growth phase. Critical amongst the areas of most significant shortage in the professional sphere is the discipline of geotechnical professionals. More mines, deeper mines, ageing workforces are all contributing to this chronic shortage. But the shortage is not just at the operating sites, it is across a range of employment fields including sites, head offices, consultants, researchers and educators. This paper reviews the status of a number of these fields and explores some of the issues being faced. The different roles of a site geotechnical professional and a specialist geotechnical consultant are explored, together with some of the trends in terms of how such people are operating, and the skills they are expected to have to fulfill their job requirements. The paper also considers the move towards possible mandatory statutory geotechnical positions at mine sites and some of the implications if this were to come into force. Finally, the paper considers the current provider programs for mining geotechnical education, and how additional offerings are going to be needed in order to address the current shortages and the inconsistencies in terms of job expectations for people assigned to geotechnical roles without adequate education and training.

Geological. engineering is a field of engineering practice concerned with design and construction of excavations and structures in soil and rock masses. The role of geological engineering in mining practice is defined in this paper, and the scope of the various disciplines in engineering science and geoscience which support geo-engineering research is discussed. The current national research capacity in geo-engineering is considered, and current and future needs for geo-engineering research for mining practice are proposed. Experience over the past eight years has proven that partnership and cooperation in mineral engineering education is essential to maintain programs in this field. At this moment the joint European Mineral Masters Engineering Course (EMMEC) has three programs in the areas of mining, minerals engineering and geotechnical/environmental engineering, offered by combinations of nine universities in seven European countries. About 25 companies are associated with the universities in the Federation of European Mineral Programs (FEMP) which coordinates these activities. The EMMEC has applied for recognition under the newly launched EU “Erasmus Mundus” program in which the EU makes 280 million Euro available for bursaries for non-European students and scholars.
