The Australian Bureau of Statistics and the United States Bureau of Labor Statistics publish data for a range of industries, allowing a measure of performance to be quantified, called multifactor productivity (MFP), and allowing performance between industries to be compared on a consistent basis. At the time of writing, the last released data was for 2011-2012. For Australia, the plot of mining industry productivity and a basket of the 12 most significant industries in Australia?s economy (including mining) are shown in Fig. 1. For the United States, mining and petroleum and all manufacturing productivity are also displayed in Fig. 1. The trends are as follows: ? The MFP in the Australian mining sector rose 36 percent from 1986-1987 to 2000-2001. There was a 47-percent decline in MFP from 2000-2001 to 2011-2012 (Australian Bureau of Statistics, 2011). ? The MFP in the United States mining sector rose 17 percent from 1986-1987 to 2004-2005. There was a 7-percent decline in MFP 2004-2005 to 2010-2011, (Topp et al., 2008).

On April 30, 2003, representatives of the Society for Mining, Metallurgy and Exploration, Inc.(SME) met with the staff of the Division of Corporation Finance of the U.S. Securities and Exchange Commission (SEC). The meeting was held to discuss issues related to the estimation and publication of mineral resources and ore reserves. It took place in the Washington, D.C. offices of the SEC. SEC staff members included Roger Schwall, assistant director, Division of Corporation Finance; Jill Davis, senior accountant; Roger Baer, senior mining engineer; Carl Chavez, chief mining engineer; Ron Winfrey, senior petroleum engineer; and John Murphy, senior petroleum engineer. SME committee members included JM Rendu, independent consultant and chairman of the SME Committee on Resources and Reserves; Ian Douglas, manager of deposit modeling and reserve estimation with Newmont Mining; Art Graham, director and mining engineer with Deutsche Bank Trust Company Americas; Larry Smith, chief geologist with AMEC Mining and Metals Consulting; and George MacDonald, vice president of exploration with Freeport-McMoRan Copper and Gold.

When overburden depth exceeds economical recovery in openpit coal mines, the use of highwall mining systems has increasingly come into play. However, stability in the highwalls is always a major safety concern during such mining. The U.S. Mine Safety and Health Administration requires that highwall mining operators follow ground control plans that specify the pillar sizes necessary to prevent collapse that would threaten highwall stability.

Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

Flotation reagents are critical to the optimum performance of flotation circuits. How a flotation reagent performs within the first few cells of a flotation train is a key indicator of how well it will perform throughout the entire circuit. A method to compare reagent performance was recently developed by Ashland Water Technologies. The procedure involves collecting a timed sample of concentrate from each cell and then measuring the volume of the settled solids. An estimate of the percentage of concentrate collected from each cell can then be mathematically determined, providing an understanding of the recovery changes in each cell. Data from trials at a coal flotation circuit are used to demonstrate the method's validity.

Vermiculite is currently mined from shallow (less than 25 m or 80 ft) surface deposits throughout the world. The largest producers are Palabora Mining of Phalabowra, South Africa (ore stock is a phlogopitemica), Xinjiang Yuli Xinlong Vermiculite of Korla, China, and W.R. Grace of Enoree, SC (ore stock is a biotite mica). Smaller operations are in Australia, Brazil, Russia and Zimbabwe. They also produce vermiculite on a continuous basis but do not export any significant amounts of product to North America. Intermittent and poorly documented production on a minor scale is reported from Argentina, Egypt, India and Uganda. Worldwide vermiculite production in 2004 increased1.7 percent to 432.8 kt (477,000 st). North American production declined, while African and Chinese production continued to increase.

The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide)are situated in Arkansas. Less concentrated brines(about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in those two states. Its value was $191 million. In 2004, the estimated U.S. bromine production was 222 kt (244,000 st). That compared with 216 kt (238,000st) produced in 2003.

A method for stabilizing mercury containing waste for landfill disposal would be a very cost effective solution for industry. A mercury polythiocarbonate material which is made via a metallurgical process passes a traditional TCLP for mercury. The mercury polythiocarbonate material was subjected to a more thorough evaluation, the Integrated Leaching procedures as described in Kossan (1) and Sanchez (2)The procedure involves leaching the mercury polythiocarbonate material at varying pH and sample size to liquid. The procedure had to be adapted for small sample sizes and finely divided materials due to the product characteristics and available material. The leachates were evaluated and found to be stable within common environmental pH values. The performance details on how Inter-Mountain Labs met the leaching requirements of the procedures and the analysis of mercury are presented.

GENERAL Tunneling by hand digging is as old as the history of humans. Mechanized tunneling did not begin to replace manual methods until around the beginning of the 19th century(Brunel patent, 1818). It brought with it a higher degree of safety for the workers and a much higher rate of boring. But for any kind of tunneling, an accurate and feasible method of survey must be accomplished during mining. That means, that for each tunnel project the most efficient survey method must be devised. The method to be defined depends on the spatial curve, diameter, speed of tunneling method, purpose of tunnel and contractual accuracy. The final accuracy of a finished tunnel is heavily dependent upon three critical elements: 1. Quality of the above ground survey 2. Tunnel traverse and directional transfer from above ground 3. Guidance for the mining job. Combining The Survey And The Guidance System Since the guidance system (GS) is one of the critical factors in the determination of the tunnel final accuracy, it is necessary to analyze how the directional control and tunnel traverse measurements can be effectively integrated into a GS. Any guidance system, whether manual or high technology, must continually detect and compensate for movement of its theodoliteor laser station standpoint. Movement beyond a preset allowable amount must generate a warning or error message to the user. Additionally, optical refraction can interfere with the results. Refraction will have an effect on any kind of optical GS. Therefore, careful selection of target and standpoint locations can minimize, but not completely eliminate, the influence of refraction. Some GS technologies, such as Gyro-based systems, are immune to the effects of refraction, but have other, methodical errors which will be described later in this paper. B.A. Hancock It is not at all surprising that causticized potato and potato derived amylopectin starch solutions performed much better than their parent starches. Some preparation is required to rupture the starch granules to effect the polymeric adsorption and interparticle bridging necessary for selective flocculation. In laboratory work comparing the deslime performance of causticized and autoclave cooked laboratory corn starch solution preparations, it was found that higher deslime weight rejections, with attendant proportionally greater iron unit losses, occurred with the causticized starch. These results may be specific to the ore involved but they do suggest that cooking and causticizing cause different starch granule rupture and/or starch breakdown, which have an effect on desliming response. I calculated from the data in the article that the slimes product grades were high - 24.3% and 20.3% Fe when 53.7% and 54.5% Fe concentrate products were obtained, respectively, in Table 4, and 21% Fe with a 62.6% Fe concentrate in Table 5 - using the natural tailings sample, which had a head of 34.3% Fe. It may be advisable for the authors to consider different starch preparations in future investigations. The combination of upgrading and selectivity results presented in Table 4 are not as good as the authors suggest. The authors' claim that a system has been developed to produce saleable concentrates from the Kudremukh tailings is quite disconcerting. There are many hurdles yet to be crossed before commercial application of selective flocculation becomes possible because differences between the very small-scale laboratory tests conducted and commercial application are rather large. Among the many differences are varying circuit feed grades that will occur from use of tailings, the apparent face that much lower tailings grades will be encountered in practice (it is much easier to achieve a high concentrate grade with reasonable recoveries using 34.3% Fe tailings as in the study rather than 25.3% Fe tailings grades that the plant apparently averages), the hydraulic nature of the thickeners used in operations compared to the static system used in laboratory tests, the different size distributions that will be obtained from a plant closed grinding-classification circuit, and differences in water used in a plant operation and the laboratory. The authors wrote that it was necessary to overgrind to be sure that the coarse gangue would not settle with the iron oxide floccules. This situation is likely to be exaggerated in commercial operations where it is assumed cyclones would be used for classification. Because cyclone classification is greatly influenced by particle densities, there will probably be an even greater difference in size between the iron and gangue particles in the plant, which would make the gangue slightly coarser still in relation to the iron. This would make the selective flocculation-desliming separations using the procedure employed by the authors even more difficult and, using the dispersant system the authors employed, greater overgrinding would be required. To grind finer to minimize the coarse gangue in the flocculated iron oxides is quite inefficient and appears not to broach the problem. The actual problem appears to be insufficient dispersion of the ground pulp. In this situation, addition of a dispersant would likely be required to attain a sufficiently high pulp dispersion level to efficiently effect a selective flocculation-desliming separation. Although the very coarse particles would still have a tendency to settle with the floccules, it probably would be found unnecessary to overgrind as much as indicated. Use of an optimum combination of dispersant and pH modifying reagents may also significantly improve the selectivity of desliming. Additionally, although it is possible that sufficient dispersion may be obtained by pH control alone in some situations, it is quite probable that added dispersity was obtained in the reported work from using distilled water. It is research experience that distilled water enhances dispersion. In commercial operations it may not be expected that sufficient dispersion will be obtained by pH control alone, unless the water used in the process is by nature quite dispersive. Overall, a change in the Kudremukh tailings dispersant scheme appears necessary where a dispersant is used in conjunction with a pH modifying reagent. With this change, different dispersion-flocculation responses will result that would have to be further evaluated. Therefore, it is still an open question whether an efficient and effective selective flocculation separation using Kudremukh tailings may be obtained that will produce saleable concentrates.

Approximately six hundred air sample measurements were taken at several U.S. underground metal/nonmetal mines in 1998 and 1999. This air sampling effort was organized by the Nevada Mining Association to evaluate mining conditions and to evaluate the Mine Safety and Health Administration’s (MSHA) Proposed Rule on Diesel Particulate Matter Exposure of Underground Metal and Non-metal Miners. MSHA’s proposed air sampling method, NIOSH Method 5040, was tested under controlled conditions and under normal mining conditions. Unfortunately, NvMA sampling results have indicated that carbonaceous rock dust, oil mists and even cigarette smoking create severe sampling interference problems for NIOSH 5040.The main conclusion was that NIOSH 5040 did not distinguish between DPM and other airborne carbon particulate. Thus, it is not a reliable method of accurately and unequivocally measuring DPM in underground metal/nonmetal mines.

The attapulgite industry saw a year of solid growth after a weaker 2003. Demand was up between 5 percent and 6 percent driven by almost all of the key markets. Construction continued to show record new housing demand, assisted by continued low interest rates. That drove strong growth in construction related markets like coatings, tape joint compounds and other construction materials applications. The agricultural markets rebounded modestly to increase sales for suspension fertilizers, animal feeds and pesticide carriers. Oil drilling also showed strong growth due to high oil and gas prices. Sales to molecular sieve applications grew due to petrochemical and construction demand. The export markets were assisted by further depreciation of the dollar. The only weak area was in nonagricultural granular sorbents, where other sorbent materials continued to dominate.

Estimated natural zeolite production worldwide during 2004 remained at about 3.6 Mt (4 million st), about the same as in 2003. China continues to be the largest producer of natural zeolites followed by Cuba, Germany, Japan and South Korea. This may be changing, however. Since 1988, zeolite production from Australia, Indonesia, Malaysia, New Zealand, Philippines and Thailand has increased rapidly. Most of the production is consumed in aqua culture. Global demand for seafood has exceeded the ability of the oceans to supply it without over fishing. Zeolite minerals remove ammonia compounds from the ponds in which fish and shrimp are grown. It is estimated that, in Thailand and Indonesia more than 55,000 farms produce260 kt (286,500 st) of shrimp. Therefore, as shrimp production increases, so does zeolite consumption.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. The WMC Olympic Dam Operation in South Australia is an integrated site, involving brown fields exploration through to production of copper cathode, uranium oxide, gold and silver bullion. The Geology and Analytical Services (GAS) Department reflects this totality and, therefore, is perhaps a unique construct in the industry. It comprises Geology, the Metallurgical Laboratory and the Analytical Laboratory, offering a single point of contact in matters of metal discovery and tracking through mine design, production, beneficiation and final product certification. This structure promotes value adding by removing traditional barriers between groups that can deliver more, collectively, than as individual units. This approach to value adding by bringing disparate groups together is echoed in each of the three sections where enhancements in the traditional value adding activities have been delivered by multi-skilling and encouraging overlapping involvement.

More than 5,300 mining professionals from around the world attended the SME Annual Meeting and Exhibit, March 1-3 in Denver, CO. Seventy three technical sessions highlighted innovative technologies and applications for the development of mineral resources. And the exhibit featured 421 companies worldwide and 632 exhibit booths. The 1999 SME Annual Meeting had 10% international attendance. Professionals from outside the United States were guests at the first SME International Reception.

The Galatia Mine is a dual-seam underground coal mine located in Saline County, IL. In 1984, it became the first coal mine to be permitted by the Illinois Department of Mines and Minerals to operate diesel equipment underground. And it is one of the larger underground coal mines in the nation to use diesel equipment. From the beginning, Kerr-McGee determined that diesel equipment offered the best approach to the safe and productive development and operation of the Galatia Mine. The flexibility of this equipment and its ability to promptly respond to changing conditions and mining locations made its use desirable for building this large dual-seam coal mine. The mine had a planned nominal annual capacity of 3.6 Mt/a (4 million stpy) and would employ more than 500 people. Galatia's current reserves are estimated at 231 Mt (255 million st) of recoverable coal from two seams of high-quality, high-volatile bituminous coal. The Harrisburg No. 5 seam is shipped primarily as a low-sulfur steam coal or as a metallurgical blend stock. It is also used in the pulverized coal injection (PCI) process for steel making. The Herrin No. 6 seam is a medium-sulfur coal. Annual production is shown in Fig. 1. A good indicator of a mine's success is employee productivity improvement. For many reasons - the proper use of diesel equipment, the introduction of longwalls and increased employee ex¬perience - Galatia employees have achieved a steady growth in annual productivity (Fig. 1) while maintaining an exceptional safety record.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. "Soft technology" computers and computer programs-brings to mind a room full of machines, tape drives, disks, plotters, and printers spitting out financial reports. Computers now have a much broader scope of applications because of reductions in equipment size and cost. For example, people now interact directly with computers to control events. Such computers and associated equipment-called interactive control systems-are often small, relatively inexpensive, and can be designed to increase productivity at mining operations. This is accomplished by improving communications between individuals; giving employees the information needed to make decisions in real time, as events are happening; and giving individuals the background needed to perform more effectively. This paper will describe a procedure for determining the return on investment for interactive control systems, and describe four such systems. The analysis process is general in nature and can be applied to any type of mining operation or production process.
