Although water quality predictions are often made in Environmental Impact Statements (EIS's) as part of the National Environmental Policy Act (NEPA), comparisons between predicted and actual water quality conditions are rarely reviewed. A comprehensive review of predicted and actual water quality conditions was conducted for a number of large U.S. hardrock mines with EIS’s. For mines with large differences between predicted and actual conditions, factors responsible for the deviations, such as characterization and modeling errors or engineering failures, were identified. Recommendations are made for how the NEPA process could be modified to better predict water quality at hardrock mine sites.

In the present study, we have investigated the conditions for the formation of bubble clusters and the effect of well-defined agitation on the stability of clusters. A specially designed cell was used in which bubble clusters could be formed at the surface of a porous block in a fluidized bed of relatively coarse hydrophobic silica particles. The clusters then rose through a flow field of known turbulent characteristics. The size of the clusters before and after passing through the turbulent zone were measured using a high speed camera. The influence of shear rate on the deformation of the bubble clusters was investigated. The results showed that the Kolmogarov microscale was much smaller than the maximum cluster size, suggesting that the breakage of the clusters was mainly due to interaction with clusters in the inertial convection sub-range.

The assurance of future raw materials supply to the EU mineral industry has become, in recent years, one of the most important tasks of the EU Commission. It is focused on creation a new mineral policy within the EU zone. One of the starting points for this activity was identification of the mineral commodities that are critical for the sustainable development and technological progress. The paper presents the glance to this problem from the National Member level. Domestic mineral reserve base as a possible source of critical raw materials for the EU was shown. Poland cannot be considered as its resource base. The source of these raw materials are not only scarce in Poland, but also they are not produced, and their demand is now - and according to forecasts is going to be in the future - met by imports. The raw materials in question are not considered exactly critical for Polish economy, but they are of limited economic importance. On the other hand, their growth is a best opportunity and at once the need to the future sustainable development.

Is the laboratory sized coal specimen much stronger than underground coal pillars? The answer to this question has a profound implication to many coal operators. It will decide how much of the coal reserve can be recovered. Or, in many cases, it will determine whether it can be mined economically. Recent trends in several eastern states to establish regulations regarding coal pillar design to prevent surface subsidence long after mining heighten the debates. And, in some cases, these trends highlight the existing practices that seriously question the conventional wisdom. Currently, nearly all researchers and practitioners agree that as the size of rock specimens increases, its strength decreases. This concept has been universally adopted as the basic principle for coal pillar design in the United States. Several formulas have been derived to account for this effect. The reduction factor for underground coal pillars ranges from one-half to one-sixth of the strength obtained in the laboratory, depending on the formula selected. Recent case studies indicate that the reduction factor is not justifiable, at east in some cases. The use of a reduction factor is based on the assumption hat smaller rock specimens as tested in he laboratory contain none or fewer fractures or planes of weakness than larger specimens or underground coal pillars. In other words, the larger the rock materials, the more fractures it contains and subsequently weaker in strength. Do all underground coal pillars have more fractures than laboratory sized coal specimens? Not necessarily. All coal contains cleats. Some are con¬spicuous but others are not. In terms of cleat density (number of cleats per unit area), there is no difference between an underground coal pillar and a laboratory sized specimen, provided the specimen size is larger than the cleat spacing, which is mostly 25 to 75 mm (1 to 3 in.).

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

Mechanical mining is steadily gaining usage in the mining industry. A variety of machines currently finds employment: tunnel boring machines, roadheaders, continuous miners, surface miners, and augers. These machines have advantages compared to drill and blast mining methods, including increased safety, lower cost, uniform muck size, and accurately sized openings. A century of experience with mechanical methods has already paid dividends to the coal industry. Current trends guarantee eventual development of true general-purpose hardrock mechanical mining machines. Mechanical miners will become integrated mining systems and will determine the design of mines, when several significant challenges have been met.

The recycling of electronic waste (e-waste) tends to be a rather complex undertaking when considering the intimate bonding of materials in the average printed circuit board. The development of a recycling process is further complicated when considering the wide variety of products being generated under the heading of “electronics” as well as the constant change in materials of construction coupled with the speed at which electronics are changing. CSM researchers have undertaken a survey of the current state of pyrometallurgical processing of e-waste. This base-line will set the stage for the development of new recycling technology at CSM.

The Morenci concentrate leach plant construction was completed and successfully commissioned in October 2007. The plant was designed to operate at medium temperature, 160ºC and pressure, 2,100 kPa. The concentrate leach plant utilized many innovative design features. This paper examines the first year?s operation, the challenges, the successes and the lessons learned. The future plans for Morenci concentrate leaching will also be presented.

The influence of solution ionic strength (IS) and electrolyte valence on the flotation behavior of malachite has been investigated. The microflotation tests were conducted over a range of solution IS (1?300 mM) at a constant speed (340 rpm), pH (9.5), flotation time (10 min), and sodium oleate dosage (5.3×10-7 moles/g). The size of malachite ranged from 45 to 53 µm, and two different types of electrolytes (NaCl and CaCl2) were employed. Electrophoretic mobility was also measured over the same IS range employed in the microflotation study. Overall, strong coupled effect of solution IS and ion valence was observed. Specifically, the flotability of malachite increased with increasing IS in the presence of monovalent cation (Na+) while the flotability increased up to 30 mM and decreased with increasing IS in the presence of divalent cation (Ca2+). Notably, the flotability of malachite was greater with the presence of Na+ compared with Ca2+ under high IS conditions (IS>30 mM). Consistent trend for Na+ versus Ca2+ was observed from the flotation results with different SO dosages. The characterization and flotation results suggested that the trend was likely attributed to the increased unfavorable interaction between malachite and bubble via the charge reversal of bubbles and malachite at higher IS in the presence of Ca2+.

Aquatic organisms are sensitive to free cyanide (HCN) though the presence of certain metals that can form stable complexes and thereby reducing both the amount of bioavailable cyanide. Recent work has suggested that consideration of HCN rather than total cyanide can provide the basis for water quality criteria. Cyanide is often present in complex effluents that affect speciation and bioavailability. We have developed a model to predict the speciation of cyanide in complex effluents and have shown that this model can predict the toxicity of metal-cyanide complexes in terms of HCN. This study evaluated available cyanide toxicity exposures with this model to assess the role of water chemistry (e.g., metal-cyanide interactions) on the observed. Toxicity endpoints based on total cyanide ranged over several orders of magnitude for a variety of metal-cyanide mixtures. However, predicted HCN concentrations among these same tests described the observed toxicity data to within a factor of 2. Aquatic toxicity can be well described using HCN though in certain metal-cyanide mixtures toxicity was jointly described by HCN and elevated levels of bioavailable metals. This work was performed in support of an industry-sponsored reassessment (Gensemer et al 2006) of the U.S. EPA water quality criteria for cyanide (EPA 1985) using free cyanide as the basis for the re-calculation. The work presented in this manuscript presents technical support for using free cyanide as the preferred basis for this recalculation.

Clean Diesels fuel-borne catalyst, Platinum Plus, helps improve fuel economy for all engines up to 10 percent while reducing particulate emissions by up to 25 percent. When used with a simple diesel oxidation catalyst, particulate emissions can be reduced by 30 to 50 percent. The use of Platinum Plus enhances combustion in the cylinder, burning fuel more completely. This reduces CO2 and other greenhouse gases and lowers total operating costs by improving fuel economy.

The size of bubbles plays an important role in flotation. Equations used to calculate the size of bubbles all show the effect of liquid/gas surface tension. However, the surface tension does not change much with frother concentration and experiments conducted using single capillaries (or single-hole spargers) do not reveal any clear effect of the frother concentration on bubble size. The size of bubbles does, however, strongly depend on frother concentration when multi-hole spargers are utilized (or when measured in a flotation cell); at low frother concentrations the bubble size is much larger indicating coalescence as a main mechanism determining the size. Coalescence can be prevented at frother concentrations exceeding the critical coalescence concentration (CCC), which in turn was found to be interrelated with the dynamic foamibility index (DFI).

Viscosities of industrial lead slags with various compositions were measured as a function of temperature using a Brookfield viscometer. Based on the experimental data from this study and other investigations reported in the literature, an expression has been developed to correlate the viscosities of lead silicate slags as functions of composition and temperature. The effect of each individual slag component on the variation of the slag viscosity is identified. The composition dependency of viscosity of lead silicate slags is discussed. The calculated results using this viscosity expression are in good agreement with the measured data.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. Three rock tunnel sewer systems are underway in the Chicago Area. (Figure 1) The three are designed to act independently and to be later connected to the future tunnels of the master plan. The tunnel excavation for each of the systems has been completed. One is in the Northwest area within the City being built by the City, known as the Lawrence Ave. System. Another is in the Southwest suburbs, known as the LaGrange-Brookfield Sewer or Southwest 13A, being built by the Sanitary District, the third is in the South suburbs called the Crawford Avenue sewer or Calumet 18-E, Ext. A- being built as a joint venture between the City and the District. The three are similar in that they have the same purpose, the same component parts and their tunnels were constructed in the nigaran limestone using a mechanical mining machine. The purpose of each of the systems is two-fold. First to provide flood relief for existing inadequate sewer systems, and second to reduce the pollution load to the waterways caused by combined sewer overflows. The existing systems in the areas to be relieved are combined sewers built many years ago. The main outlet for the Village of LaGrange, for example, was built in 1908, is badly in need of repair and lacks the capacity to handle the flood flow from the heavily urbanized area it now serves. The Anshan Iron and Steel Co. (AISC) broke its steelmaking design capacity in 1978, bringing its total production of steel products to 6.86 Mt. Located south of the industrial city of Shenyang, Liaoning Province, in northeastern China, it is by far China’s most important iron and steel complex, ranking twentieth among world centers. The complex represents a unique blend of old ecluipment and new ideas for increased production and improved products. Under a state plan, the Chinese hope to raise capacity to almost 15 Mt/a in the future. Originally started by the Japanese in the early 1920s, Anshan has had a rather turbulent 60-year history. It was disassembled by the Soviets after World War II, only to be reassembled by them in the 1950s. Production was also suppressed during the Cultural Revolution. Since the present-day organization, AISC, emerged, the center has experienced progressively improving conditions as well as increased production. Today, the center includes 10 blast furnaces, 24 open hearths, and two basic oxygen units, designed for 7 Mt/a ironmaking and 6.5 Mt/a steelmaking. In addition, it has six batteries of cokemaking facilities with combined 4.4-Mt/a capacity. Solid Iron Resources Anshan’s iron resources consist of a proven reserve base of over 7 Gt of 30~0 Fe, according to Kao Yang, president of the Anshan Iron Mining Co., a subsidiary of AI SC, Most of that, he continued, is amenable to surface mining. Five major mines located to the north and northeast of the city of Anshan are the principal iron ore producers. These mines trend in a somewhat circular manner and combined, represent an estimated 28.6 Ylt/a of ore capacity. In addition, some 2.2 Gt of magnesite, a necessary ingredient in steelmaking, are also part of the reserve base, according to Kao. Annual production is around .2 Mt/a of 47% magnesite, well over the steelmaking center’s annual requirements, Excess production is shipped to other steel-making centers. The largest of Anshau’s open-pit mines is the Chitashan operation with a design capacity of 8 Mt/a. Ore reserves here are well over a billion tons of 30% Fe. Earlier plans to expand production at this mine to 15 Mt/a, with the help of US Steel, have been temporarily shelved. The other mines in the district and their rated design capacity are: Kungchangling, 7 Mt/a; Donganshan, 6.4 Mt/a; Dakushan, 4.2 Mt/ti; and Yenchienshan, 3.0 Mt/a. The Kungchangling mine is the richest in terms of ore grade at 6076 Fe. Reserves are somewhat smaller at 100 Mt. The unit also operates a small shrinkage stoping operation. Current design guidelines for the surface catalysed oxidation of Fe(II) on Fe(OH)3 (Ochre) in passive mine water treatment systems are based largely on empirical data as the details of rates and mechanisms have not fully been revealed. Also the effects of elevated carbonate concentrations, typical of many UK minewaters, on the surface catalysed oxidation rate are unclear. In order to move away from empirical design and towards sound engineering that is based on geochemical and hydrological understanding it is necessary to quantify these reaction rates. In this study the effects of Fe(OH)3 and carbonate on the rate of Fe(II) oxidation by dissolved oxygen have been investigated with an aim to delineate the reaction mechanism. Experiments were conducted under well-controlled conditions. Preliminary results indicate that the surface catalysed reaction is an order of magnitude faster at pH ~6.4 with 200 mg/l Fe(OH)3 than the homogeneous rate and is dominated by an elevated rate of removal and oxidation of Fe(II) from the solution phase. It is also apparent that the oxidation rate of actual adsorbed Fe(II) is substantially retarded with respect to the homogeneous rate. Carbonates were not shown to affect the surface rate within the bounds of this preliminary study.

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

Time-dependent ground behavior may have important implications for the construction process or the life of a tunnel. The paper gives a concise overview of the influence of time on the deformations and the stability of underground openings, including topics such as face stability in soft ground or the time-development of pressure or deformations in squeezing or swelling rock. While keeping in mind practical questions of tunnel engineering, emphasis is placed on understanding the observed time-dependency, on the underlying mechanisms (such as pore water pressure dissipation or chemical processes) as well as on the respective inherent prediction-uncertainties and design-uncertainties.
