Methods to prevent, minimize, mitigate, or treat polluted waters are identified and evaluated. Best Management Practices are incorporated in a recommended plan to manage the area's water quality.

Much of the land reclaimed since enactment of the 1977 Surface Mining Control and Reclamation Act is over-compacted. Research has shown that excessive compaction in replaced growing media is detrimental to establishment of trees. If trees are to be grown on reclaimed surface mined sites, something must be done to alleviate this excessive compaction. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed growing media. The University of Kentucky has developed test cells on reclaimed sites at a surface mine in eastern Kentucky to determine the impact of tillage (ripping) on soil compaction and tree survival rate. The ripping methods being evaluated include shallow tillage using conventional farm equipment and deep tillage using a dozer with a ripping arm. The impact of organic soil supplements on soil physical properties and tree survival rates is also being evaluated at the site. The organic soil supplements being evaluated include application of hardwood bark and application of straw and mulch. Each test cell has been planted with various species of trees, and for the first two years, data have been collected at these test cells for soil dry bulk density, penetration depth and resistance, and survival rate of trees. These data are currently being correlated to determine how ripping and the application of organic soil supplements affects the relationship between soil compaction and tree survival rate.

The objective of this 20-month program was to define the relationships between mine ventilation, temperature, humidity, ore properties, material's used in mine operations, etc., and the spontaneous combustion problem in underground metal mines. Tradeoff studies of availability, reliability, cost, and maintenance of spontaneous combustion protection sensors and telemetry were conducted, after which a prototype system was selected from four design alternatives. This selected system was then laboratory tested and demonstrated in an underground copper mine.

Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

The use of wetlands to treat mine drainage has become increasingly common, particularly as more information is available on their operation and construction. However, the lifetime of each system is still, at best, an estimate. Treatment lifetime depends on the types of processes that provide the majority of the metal removal. Anaerobic systems (vertical flow systems) rely primarily on sulfate reducing bacteria, which reduce sulfate to sulfide and generate alkalinity. Metals can be precipitated as sulfides, and acidity is neutralized. These systems can remove over 90% of the metals and increase pH from around 4 to over 7. The bacteria will remain active as long as the system remains anaerobic and contains an adequate supply of sulfate and small chain organics. Although estimates of lifetime made on the total carbon in the system suggest that lifetime should exceed 20 years, data from field and laboratory studies show that the rate of sulfate reaction decreases with time, and that after several years rates decreased substantially. To maintain acceptable treatment, either additional organic material must be added or the total metal and acid load to the system would need to be reduced substantially. Aerobic systems (overland flow wetlands) can effectively remove metals from neutral mine drainage by reactions with organic material in the substrate. Over 90% of the copper and nickel have been removed in aerobic systems treating mine drainage in Minnesota. The primary removal processes in these systems include adsorption, ion exchange and complexation, which are finite; removal will cease unless new removal sites are generated. Two wetlands built in Minnesota have been successfully treating mine drainage for 12 years. At one of the wetlands, the annual production of new removal sites has been estimated to be equal to the annual metal input, and, as a result, metal removal should theoretically continue indefinitely.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. For millions of people, cold weather is a fact of line – and one that can make a major challenge out of just getting to work. But for those working in the blasting industry, a number of obstacles are created when old man winter blows in. In addition to the obvious concerns regarding personal protection, Mother Nature can throw some very nasty weather at the blasting crew trying to travel with explosives products from the magazine site to the job site. As such, divers need to be familiar with cold, ice, and snow driving conditions both on and off the blast site. It’s critical to know what to expect before you leave. Keep informed of the latest weather and road conditions as they change often; it will help you make the right choice in clothing and driving habits. Remember bridges and overpasses will freeze first even in temperatures above or near the freezing mark due to the effects of wind chill. Plan to take extra time to and from the job site.

To maximize productivity and improve minerals processing technology, the U. S. Department of the Interior, Bureau of Mines, is investigating a particle agglomeration technique as a means of increasing the percolation rate of leaching solutions through heaps of clayey or finely crushed, low- grade, gold-silver ores. Bench-scale and pilot-scale experiments conducted on different ores indicated that the percolation rate of cyanide leaching solution was enhanced markedly by mixing the ore with a binder, such as lime or portland cement, moistening the mixture, then mechanically agglomerating and aging the feed prior to heap building and leaching. In addition, the rate of silver and gold extraction markedly increased without sacrificing total recovery of values. The use of concentrated cyanide solution instead of water during the agglomeration procedure substantially decreased the leaching time required to obtain maximum recovery. Results from bench-scale and pilot-scale experiments using the particle agglomeration technique are discussed.

A computer program was developed to simulate transient strains and stresses during an overcoring in the situ stress measurement. The solution is based on superpositioning of elastic stresses. The measured strains can be compared with the calculated ones to check if the measured transient behaviour is accordant with the interpreted in situ state of stress. If not, the in situ state of stress can be calculated based on any transient or final strain values. The transient stresses can be compared with the strength envelope of intact rock and thereby estimate the core damage potential. Technically, the developed code fulfilled all the objectives, and the numerical error was found to be less than 5%. The basic idea can be applied also for different overcoring probes with minor modifications and recalculation of stress tensors. The analysed case studies showed clearly the advance of having an objective and practical quality control method to study the reliability of the in situ stress measurement data. The study was set up and funded by the nuclear waste management companies Posiva Oy ( Finland ) and Svensk Kärnbränslehantering AB ( Sweden ). La solution se fonde sur une superposition de contraintes élastiques. Die Studie wurde aufgestellt und durch Atommüll-Management-Firmen Posiva Oy (Finnland) und Svensk Kärnbränslehantering AB (Schweden) finanziert.

The Kerr-McGee Coal Corporation's Galatia Mine's first longwall mining system was implemented on May 3; 1989. Start-up of the longwall face represnted the successful conclusion of an effort begun nearly four years earlier. This paper-presents a case history of the processes that led to the longwall's implementation, and the subsequent mining of the first 7,900 foot long panel.

The principal purpose of this study was the development of an engineering and economic model of a hypothetical large-scale open pit gold mining operation. The guiding concept in developing the model was the idea that, through study of a number of such models, it would be possible to evaluate a mineral property and to make reasonable estimates of the benefits to be derived from research in mining and metallurgy. The model by use of a computer is able to produce results easily and quickly when cost factors are varied. Cost factors may be varied as a result of assumptions of improved technology or of assumptions of assuming different approaches or methods to accomplish a particular segment of the mining or processing operation. The discounted cash flow rate of return was used to measure the effect of changes in costs or expected revenue. In this study, assumptions based on past processing practices were made in an effort to reduce costs of processing the ore These assumptions were: (1) Eliminating the low-grade cyanide circuit; (2) reducing the quantity of material to be processed by screening after crushing; and (3) using a combination of assumptions (1) and (2). All three assumptions resulted in reduced capital investment and operating cost that caused substantial increases in the rate of return.

In the October 1998 issue of the Holmes Safety Association Bulletin, NIOSH authors Mark Stephenson and Carol Merry wrote the article Hearing loss among miners and measures to protect hearing, which focused on the extensiveness of hearing loss among miners and the use of hearing protection to prevent hearing loss. While the primary importance of engineering controls in preventing hearing loss was discussed, since miners do not generally have control over their work en­vironment or assignments, the article focused on the importance of consis­tent use of hearing protection. In this article, all aspects of a compre­hensive approach to the prevention of hearing loss in miners will be covered. The discussions will do the following: ? describe application of the hierarchy of controls in preventing hear­ing loss in miners, ? give an example for each type of control measure and its impact, ? explain the major provisions, be­yond the hierarchy of controls, of the recent NIOSH document en-titled Criteria for a Recommended Standard: Occupa­tional Noise Exposure, Revised Criteria 1998 relative to a hearing loss prevention program, and ? summarize important points on control of noise exposure for every miner to remember, equipment in most facets of operations. Miners are well aware of noisy areas in or around equipment, icluding extraction machinery such as draglines, power shovels, longwall shearers, and continuous mining machines; powered haulage equipment such as load-haul-dumps, shuttle cars, large trucks, and continuous haulage units; roof bolting machines; jackleg drills and stopers; auxiliary equipment such as compressors, fans, and pumps; size reduction equipment, etc. They are not well aware of the insidious nature of pro­gressive hearing loss, which is per­manent, but they are generally aware of what levels of noise are hazardous and what measures can be taken to reduce their personal noise exposure. Behaviorally, however, there are many reasons why miners choose not to use hearing protection faithfully.

The location and shape of potential failure surfaces in soil slopes were directly determined based on the stresses induced in the soil mass and the strength of the soil itself. Stress calculations were carried out by the finite element method with the Drucker-Prager nonlinear material model. The Mohr-Coulomb failure criterion and Mohr's circle stress analysis were then applied to the calculated stresses to determine the characteristics of the failure surface.

Pipe piles can be either closed- or open-ended piles. Pile load capacity for a closed-ended pile consists of the shaft and base resistances, while, for an open-ended pile, it consists of shaft, soil plug, and annulus resistances. In order to investigate the pile load capacity of both closed- and open-ended piles, two field pile load tests were performed. For the open-ended pile, the fully instrumented double-walled system was used to separately measure all the components of the pile load capacity. The soils at the test site were predominantly granular soils with relative densities varying from loose to dense with increasing depth. The incremental filling ratio (IFR), which affects significantly the load capacity of open-ended piles, was also measured during pile driving. The test results indicated that the total load capacity of the closed-ended pile was higher that that of the open-ended pile, mostly due to the difference in shaft capacity. The shaft and base load capacities of the open-ended pile were 44% and 20% lower than the corresponding values for the closed-ended pile.

MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

"The ores of the Iberian Pynte Belt are typically massive sulphide ores with very fine grained mineral textures. EuroZinc Mining Corporation is currently evaluating one of the massive sulphide deposits located near the town of Aljustrel, in South Central Portugal. The deposit contains significant grades of lead, zinc and silver. The ores are comprised solely of sulphide mineralization consisting of pyrite, sphalerite, galena and some secondary copper minerals. Liberation requirements for these ores are typically 22 to 25 microns. A selective flotation process has been utilized to produce separate lead and zinc concentrates for sale to off-site contract smelters.This paper outlines the process test results and describes the process parameters required to optimize the process parameters. Ths test program has been conducted in support of the re-opening of the facilities in Aljustrel. The 3500 tpd mining and milling facility was commissioned in 1990 and operated for 18 months before closing. The previous facility was designed to produce three products using a selective copper-lead-zinc flotation process. EuroZinc Mining Corporation is proposing to re-open the operation, selectively mining from a lead-zinc phase of the massive sulphide deposit and produce only lead and zinc concentrates.Results are presented and discussed.PROJECT HISTORY AND CURRENT PROJECT OBJECTIVESThe EuroZinc Aljustrel Project is a potential major producer of lead, zinc and silver located in the Iberian Pyrite belt of south-central Portugal. The town of Aljustrel is historically associated with mining dating to the time of the Romans. The area is rich in pyrite deposits, and sections of the pyrite deposits contain significant zones of copper, lead, zinc and silver. Mining in Aljustrel during the last century (1900’s) included a major pyrite mining operation, which produced feed for sulphuric acid production. Pynte mining operated from the 1930’s to the early 1970’s and a short-lived base metal operation from 1989 to 199 1."

Rough sketches, field notes, an on-site conference or a phone call may no longer suffice to establish your blast plan at a job site. More and more, general contractors, site supervisors, owner re p resentatives, or the owners themselves want to know details about proposed drill and blast operations at their site, in advance. We are seeing more contracts that re q u i re a blasting plan to be submitted in writing. The purpose of this session is to discuss items that you might want to include and address in a written blast plan, and some ideas about how to present them. This is not intended to be a complete list of items that could be included in a blast plan. Contracts may list specific items that need to be addressed. Only a few of the more common elements will be covered here. The bro a der purpose of this discussion is to get you thinking, about what you might want to include in your own “standard ” blast plan.

In late 1997 a request was received to assist with determining the powered support unit (shield) load capacities for the planned 2 seam short wall. This project had a number of aspects which made it attractive to utilize numerical modelling in conjunction with other more conventional design tools in the design of the shields. Amongst these were: The 2 seam panels were to be laid out about 25 m below the previously short walled 4 seam, the 4 seam had in turn been over-mined by the 5 seam long wall, the proposed face height of the 2 seam short wall was 5.5 m while the 4 seam had been mined at 4 m. The top seam in the area (5 seam) had been mined at between 1.5 and 2.2 m high, the face conditions with about 95 m of broken material applying dead weight loading to the 2 to 4 seam inter-burden septum were hard to predict and cyclical loading due to the presence of strong sandstone bands in the 2 to 4 seam inter-burden. The basic thrust of the study was to take the known, and successful, situation (4 seam short wall) and carry out comparative modelling to enable prediction of likely 2 seam conditions. Some two dimensional aspects studied were: 5 m goaf hanging up behind shields, stresses in beams to determine likely first goaf roof span, stresses in cantilever beams to asses cyclical loading due to sandstone bands in the interburden being loaded by the overlying goaf and stresses on chain and crush pillars adjacent to the goaf edge. Three dimensional aspects that were investigated included: Load distribution along face for close goafing and 5 m goaf hang-up and load in a 1 m wide rib modelled in the position of the powered support units. From the modelling it was possible to determine the optimal shield leg capacity of the new 2 seam equipment. These outputs were used when drawing up the technical specifications for manufacture of the new equipment. The face was successfully commissioned in August 2002. La couche supérieure de la région (couche 5) avait été exploitée entre 1.5 et 2.2 m de hauteur ; il était difficile de prédire les conditions de taille, avec environ 95m de matériaux cassés ajoutant une charge morte à la plaque de séparation entre les couches 2 et 4 et un chargement cyclique causé par des bandes de grès dans l’entre-fardeau 2-4. L’idée principale de l’étude fut de prendre la situation connue et réussie (couche 4 courte taille) et de faire une modélisation comparative pour prédire les conditions probables de la couche 2. Certains des aspects à double dimension qui furent étudiés étaient : Un accrochage de remblai de 5m derrière les boucliers ; contraintes dans les poutres pour déterminer le premier intervalle probable entre remblai et toit ; contraintes dans les poutres en porte-à-faux pour évaluer le chargement cyclique causé par les bandes de grès dans l’entre-fardeau qui est accablé par le remblai et les contraintes sur les piliers par chaîne et d’écrasement adjacents au bord du remblai. Aspects à trois dimensions qui furent étudiés : Distribution de la charge le long de la taille pour les remblais proches et l’accrochage de remblai de 5 m et la charge dans une nervure de 1 m de large modelée dans la position des unités de soutènement mécanisées. La modélisation a permis de déterminer la capacité de portée optimale du bouclier du dispositif nouveau pour la couche 2. "The Johnny Mountain gold mine in northern British Columbia, owned by skyline Gold Corporation, has been in operation since August 1988. Mill operating difficulties at the start of the operation resulted in a depleted cash flow situation and quick improvements were required to generate a self-sustaining financial basis of operation. In October 1988, Melis Engineering Ltd. was contracted to identify metallurgical difficulties, implement necessary modifications, and undertake mill operations and personnel training in order to achieve production targets.This paper presents the operating difficulties which existed at start-up and describes the methodology used to overcome production problems. Metallurgical testing results are described along with the modifications made to the milling circuit to suit ore metallurgy. Plant changes led to the operation of a simple gravity/flotation circuit to recover gold as bullion and in a copper concentrate. Operation of the originally installed cyanidation circuit was discontinued. This contributed to substantial savings in operating costs and virtually eliminated environmental problems. PROPERRTY LOCATION ANR DESCRIPTIONThe Johnny Mountain mine site is located in northern British Columbia along the Iskuit River about 60 km east of Wrangell, Alaska and 275 km north of Terrace, B. C.. A location map is presented in Figure 1 and a site plan is shown in Figure 2. The complex is located on a mountain plateau about 3, 600 feet above sea level. The plateau is flanked to the north by Johnny Mountain and surrounded on the other sides by steep cliffs."

The 1965 Lignite Symposium, the fourth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. Them 7 symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including inspection of (1) the 200-megawatt, pulverized Lignite-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glenharold mine of the.
