In November 1989, the U.S. Bureau of Mines sponsored a 2-day conference to stimulate thinking and discussion about changing materials technologies and implications for the Government's materials information programs. On the first day of the conference, speakers provided overviews of developments occurring in each of the major materials groups. Emerging technological developments, applications, economic and national defense significance, intermaterial competition, and potential market growth in advanced plastics, polymer composites, ceramics, metals, and electronic materials were described. In general, the speakers forecast advanced materials market growth rates in excess of overall gross national product (GNP) though high costs will tend to limit growth outside of aerospace, defense, electronics, medical equipment, and other typically high value-added businesses. On the second day, a wide range of speakers representing several facets of the materials community described how advances in materials technology are creating a need for new types of data, statistics, information, and analysis. Reflecting the speakers' broad range of organizational, professional, and personal perspectives, an array of information needs was identified. Most requirements, however, seemed to fall into one of five major categories: Federal materials research activities, material standards, market and economic information, health and safety, and public policy.

The Galore Creek Mine project is one of the newest major mining projects under development in Canada. The project is located in a very remote area of northwestern British Columbia and is being developed by NovaGold Resources and Teck-Cominco of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site a new 120 km road is required including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipe-line. Structural portal canopies and portal houses have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works have commenced prior to any other works at the mine site and will be constructed entirely by helicopter support. The tunnel works commenced in the summer of 2006 with the advanced excavation of the overburden materials at the portals. Tunnel construction from the North portal commenced in the spring of 2007. When completed, the mine access tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed along with a construction status update as of late 2007.

The mine access road tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed.

The Midvale Slag Site covers 300 acres in Midvale, Salt Lake County, Utah. Midvale (population 10,000) is part of the Salt Lake City metropolitan area (population 936,000). Between 1902 and 1971, United States Smelting, Refining and Mining Co. smelted ores on the site to produce copper, gold, lead, and silver. Figure 1 shows a picture of the historical Midvale smelter operations. [ ] When operations ceased, the site was estimated to contain 2 million tons of slag from these operations. The smelter no longer exists. In 1971, Valley Materials, Inc., acquired the site to process the slag into materials for railroad beds and asphalt highways. During the 1980s, the U.S. Environmental Protection Agency (USEPA) raised concerns regarding environmental impacts associated with the historical site operations. The Midvale Slag Superfund Site was listed on the NPL in 1991. The Site consists of two Operable Units (OUs): OU1 covering the properties north and adjacent to former ore smelting operations; and OU2 covering the smelter site itself. OU1 had historically been affected by wind blown slag dust and stack emissions occurring on OU2 and the Sharon Steel site further to the south. These emissions resulted in elevated levels of arsenic and lead in the native soils. The EPA issued the final Record of Decision (ROD) for the OU1 Site in 1995. The OU1 ROD required the implementation of institutional controls for the undeveloped portions of OU1 in order to restrict future land use to commercial/industrial purposes unless additional remediation was performed. Hence, the land comprising OU1 was originally considered in the ROD to be suitable for commercial or industrial purposes without the need for remedial action. However, development of OU1 for other land uses, including residential or recreational, would require additional assessment and probable remediation. The OU2 parcel was remediated by EPA to allow future land development, and the Sharon Steel site was remediated by EPA and deleted from the NPL. PROPERTY TRANSACTION AND REDEVELOPMENT In February 2006, a private development company, Mercer Bingham Junction, LLC. (MBJ) purchased 130 acres of the OU1 property for the purpose of performing environmental remediation, and developing mixed residential and commercial real estate. Development of the property was conducted in cooperation with USEPA Region 8 (EPA), the Utah Department of Environmental Quality (UDEQ) and Midvale City. The guidelines under which residential development could occur were defined by EPA. The 130 acres was to be developed for open space, residential and commercial use as part the Midvale City Bingham Junction development. Figure 2 shows the general layout of the proposed land uses. [ ] In May 2005, MBJ began pre-acquisition due diligence activities to purchase the 130 acres of OU1 north of 7200 South Street, which now comprises the Bingham Junction Development. This included the completion of Phase I and limited Phase II investigations. The Phase II investigations were performed to evaluate arsenic and lead concentrations in the planned residential areas of the site, and to explore the contents of the historic landfill on the property. The historic landfill area was on the far west side of OU1, adjacent to the Jordan River. Soil samples collected during the Phase II investigation showed that the planned residential parcels did not currently meet the criteria established in the Tech Memo and that additional placement of fill or soil excavation would be required for residential development in this area. An evaluation performed by the previous owner of the property, Littleson, Inc., showed similar results.

The gold mine sector is presently facing low gold prices as well as technological challenges. Its competitiveness and survival will depend on new mining methods and equipment to improve ore extraction. In 1999, Natural Resources Canada has invested new funds over a period of three years at CANMET?s Experimental Mine to establish the Narrow-Vein Mining Project. A team of engineers and researchers specialised in mining, mechanics and electronics engineering are working to meet the critical need of ore-extraction technology. CANMET?s program in mechanisation and automation for narrow vein mining had, prior to 1999, realised several important achievements, many in co-operation with a consortium of mining companies (Soredem). The investment of new funds in this area will contribute to develop technologies to improve the productivity, as well as health and safety conditions of the narrow vein mining industry. Several important impacts of this project will be monitored. Specifically, a database of methods and equipment used in narrow vein mining is being developed. A key thrust is to identify operators? needs with respect to the development and automation of mining methods and equipment. Based on those needs, research and development projects will be created. The main problems identified following meetings with mine operators are described with a few elements of solution and the Web site created for the broadcast of the results is presented.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. In an effort to facilitate the rapid dissemination of information and publications produced by the U.S. Bureau of Mine, an electronic document dissemination system is now available for use. MINES FaxBack is a simple-to-operate automated fax response system that operates 24 hours a day, seven days a week. All a user needs is access to a fax machine with a touch-tone telephone. MINES FaxBack can be accessed by calling (412) 892-4088, using the touch-tone telephone attached to the user's fax machine. Joseph H. Birman (Chairman, Dept. of Geolcgy, Occidental College, Los Angeles, Calif.) Many thanks to J. L. Gillson for so comprehensive a survey of the titanium sand deposits of the world. Over the past two years, the writer studied rather carefully some of the Cretaceous ilmenite deposits in New Mexico and Colorado, including the Sanostee deposit shown in Gillson' s map, Fig. 6. The deposits were geologically mapped and sampled, surveyed by magnetometer, and the Sanostee deposit was drilled. Moat of the genetic interpretations made by Gillson concerning the recent sedimentary ilmenites can be clearly read in the Cre-taceous deposits in New Mexico. The deposits are in marine regressive members of the Mesaverde group. The deposits trend within a few degrees of N 55° W and persistence of this trend through both distance and time (the deposits are in different members of the Mesaverde group) implies that the deposits are offshore bar accumulations. Heavy mineral content ranges from about 10 pct to more than 50 pet. Thicknesses are from 4 ft to as much as 20 ft, widths range from 150 to 600 ft, and lengths range from a few thousand feet to a few miles. All are locally or completely overlain by carbonaceous shale and thin coal. The deposits are strongly altered, and from X-ray diffraction the principal titanium alteration product appears to be anatase. Drilling of the Sanostee deposit shows that the alteration is not related to the present erosion surface but took place at the site of deposition and before burial by the overlying sediments. Iron oxide derived from the alteration cements the grains and is the chief coloring agent in the immediately overlying shales. In the Sanostee deposit, there is virtually no feldspar, the gangue mineral being almost exclusively quartz. Sorting is excellent, but the quartz grains are subangular to angular. Petrographic examination reveals that the angularity is not due to overgrowths. Therefore, short distance transport is implied. The mineralogical composition suggests a low relief granitic terrane as the source area. Feldspar may have been decomposed by weathering at the source, but an alternative preferred by the writer is that each of the deposits represents a long-term concentration site (for example a large sand bar) which was continually being deprived of light minerals by wave action and selective transport. Feldspar may have been mechanically reduced in size more quickly than the quartz, and thus its rate of removal may have exceeded that of quartz. Concentration of heavy minerals would thus occur until the marine regression removed the zone of maximum wave energy from the site. Chemical alteration would then become the most important process until burial by encroaching swamp deposits.

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

The uppermost subsoil profiles of the Bangkok plain can be divided into four layers, namely: weathered clay, soft clay, stiff clay, and dense sand layers. The soft Bangkok clay is a normally consolidated marine clay with built-up preconsolidation effects and overlain by a weathered crust. Up to the present, a large number of full-scale tests on excavations and pile foundations has been made by numerous investigators. Based on these results, the available data are reviewed and evaluated. The results show that for test excavations, the excess pore pressures were overpredicted by the existing theories. The vertical and lateral movements in the excavations can be predicted by the bilinear and non-linear finite elements using appropriate modulus values. Relationships among probability of failure, safety factor, and safety margin of the excavation were also obtained. In the case of pile foundations, good agreement between the measured and predicted ultimate pile capacities were obtained for long piles. The adhesion factors ranged from 0.4 to 1.0 while the average skin friction factor was found to be 0.33. The ultimate capacity of the pile was also predicted successfully by using the Dutch cone data. For lateral deflection of piles, Davisson and Gill's theory predicted well in the low deflection zone while Poulos' theory agreed well in the high deflection zone. From the probabilistic analysis of ultimate pile capacity, the probability of failure was related to the central factor of safety. Contractor's working in an urban environment face a multitude of working conditions. There is no typical "Downtown" job site. From afar we just see the skyline, or up close a specific building. This, of course, does not give us a clue as to the site conditions the foundation contractor faced in doing his work. The open, downtown building site is still available on some projects, but they are becoming rare as our cities are becoming more developed. A typical site today might include any one or several of the following problems: A. Deep pit with no ramp access B. Multi-type known or unknown obstructions C. Height limitations D. The performance of the V-Day Mine near Danville, Illinois has been evaluated from data extending over about a 20 year period. The area included in this study involves over 16 acres. Essentially this entire area has progressively subsided. Extensive data has been collected on the geologic and mining conditions, the subsidence movements, as well as on the response of the surface structures to the subsidence. In this paper a detailed summary of the site conditions is given, and the mechanics of progressive failure of the studied room and pillar mine is postulated. These progressive long-term failures of the V-Day are then compared to other similar mine failures in Illinois. Some overall, but tentative, long-term strength evaluations are presented as well.

Full-Scale cyclic field testing was performed on a 3x3 pile group consisting of nine cast-in-drilled-hole (CIDH) reinforced concrete shafts and a comparable single-shaft in order to investigate group interaction effects. Both specimens were constructed with pile diameters of d = 0.61m (2 ft), fixed head boundary conditions, and placed in stiff clayey soil at a test site near the LAX Airport in Southern California. Internal instrumentation was installed in the single pile as well as in three piles within the pile group to obtain pile curvatures. External instrumentation controlled the lateral displacement of the specimens. A combination of experimentally and analytically obtained p-y curves for the single pile was used to simulate results for piles located in the group when field data were not available. All test specimens were tested to structural failure and excavated after test completion to investigate pile damage and plastic hinge formations. Calculated group interaction factors ranged between 1.0 at very small displacement levels of <2.5 mm (0.1 in), 0.8 at the initiation of the pile-soil-pile interaction, i.e. between 4 mm - 15 mm (0.16-0.6 in), and increased towards 0.9 near structural failure (displacement >25 mm or 1 in). A literature set of p-multipliers was found to reproduce an accurate fit to the available load displacement test data from the group.

A five steps remediation program was commissioned in 1998 for the acid generating Lorraine mine site, located in the Témiscamingue region, Quebec, Canada. It included, as the main expenditure, a cover with capillary barrier effects (CCBE) used to limit oxygen migration. After construction of the cover, instruments were installed on site to monitor the CCBE performance. Modified oxygen consumption tests were also done to measure the oxygen flux through the cover. Results from water content and suction data, measured from 1999 to 2003, show that the capillary barriers effects are effective and that the water retention layer stays near saturation throughout the years. Oxygen fluxes estimated from monthly water content measures are generally below 10 g/m2/year. Results from modified oxygen consumption tests made on the site give almost similar oxygen fluxes. A two dimension numerical model of the Lorraine mine site was also constructed to verify that mathematical models could predict realistically the in situ conditions on such a large scale site. Numerical results obtained for three years show a good concordance between measured and calculated values. The results obtained form these different evaluation methods for the performance of a CCBE concur and confirm the efficiency of this cover in limiting acid mine generation.

A study was initiated to examine the ways in which a number of foreign countries classify and regulate metal/non-metal mines which experience problems due to naturally-occurring flammable gases. Twenty countries were selected for study, and useful information was obtained from sixteen of these. Nine countries were visited (five of them twice) to hold meetings with representatives of government mine regulatory agencies and mine operators, and to visit mines encountering methane and other gases (carbon dioxide, nitrogen). In the later stages of the study seven gassy metal/non-metal mines in the United States were visited so as to provide a basis for comparison, and hence the evaluation of both the U.S. and foreign gassy mine regulations. In addition to obtaining copies of the mining laws and regulations of a number of foreign countries, nine foreign gassy mines, and the seven in the United States were documented in as much detail as possible. All this information is presented, along with appropriate conclusions and appendices. The study took two years and three months to complete.

The common approach of designing blasts on a trial and error basis is quickly coming to an end. When utilizing the full scale blast environment, trial and error can quickly become cost prohibitive and leaves much to be desired in terms of true blast diagnostics. In these situations testing is usually only continued until a perceived improvement is achieved and when the gross undesirables in blast results are removed. This does not preclude, however, that further improvements of up to 100% or more can not be obtained.

"Hydrometallurgical technology and equipment have been developed in the Gintsvetmet Institute (Moscow, Russia) for processing of rhenium-containing alloys waste to produce commercial- grade metal products with recovery of all valuable components. The technology is based on waste treatment with hydrofluoric acid with subsequent decomposition with nitric acid at pH = 1 to 1.5 to ensure maximum degree of rhenium conversion to the liquid phase of pulp. Some experimental lots of ammonium rhenate and ammonium molybdate were produced at a pilot plant. The following main techno-economic performance values have been achieved when processing grinding residues (balance-based tests were conducted with a lot of SP-2 alloy waste) to produce ammonium rhenate of high purity, as well as tantalum-niobium, nickel-cobalt and tungsten-molybdenum concentrates: rhenium recovery of 92.3% into a commercial product from grinding waste; production cost of 170-210 US Dollars per 1 kg of rhenium in commercial-grade ammonium perrhenate taking into account its recovery; tantalum and niobium recovery of 75- 77% into bulk concentrate; nickel and cobalt recovery of 88-89% into a mixed concentrate; tungsten and molybdenum recovery of 88% to 91% into concentrate. Introduction During the recent years the use of rhenium has been increasing at a fast pace worldwide [1]. The growing prices for this refractory metal are an essential factor encouraging collection and processing of rhenium-containing wastes. Double-component waste, such as molybdenum- rhenium or tungsten-rhenium alloys can be readily decomposed and the process of rhenium recovery does not cause, therefore, any difficulties. The main separation of metals takes place at the stage of waste digestion with acid, because molybdenum and especially tungsten remain in precipitate in the form of hydrated oxides and rhenium reports in the liquid phase, from which it can be easily extracted by solid ion-exchange or solvent extraction techniques. However, most of rhenium is contained in super-alloy waste [2]. Such waste has different contents of valuable components, such as tantalum, niobium, molybdenum, tungsten, cobalt, nickel, chromium and other metals. The basis of all such super-alloy waste is nickel. Refractory metals in the super- alloy composition are in the form of metallized target-oriented eutectics, and due to this reason hydrometallurgical decomposition of such alloys is a difficult technological task."

The Chibougamau area represents a part of the Abitibi greenstone belt. The rocks constitute a volcanic pile (Roy Group) overlain by a volcano-detritic sequence (Opemisca Group). Three important periods of tectonic deformation have been distinguished. The first one produced folds with north-south horizontal axes. The second one is responsible for the isoclinal east-west folds, and the associated regional schistosity. Reverse faulting contemporaneous with this period of deformation, produced two distincts effects. In some cases the faults cause a repetition of the stratigraphic sequence. Whereas in others the faults truncate second period folds. Domes and basins interference pattern are produced by the superposed effect of Di and D2 deformations. The motion of these two periods would be more or less contemporaneous. The deformation could be generated by rising diapirs of early plutons combined with the progressive formation of troughs by gravitational subsidence of denser strata. The rising diapirs of late granitoid plutons produces a wraparound of the host strata.

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor&apos;s Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.

"When hard times strike in the mining cycle, sites tighten their belts and focus on lowering their unit costs. Lower unit costs can be achieved by reducing expenditure, increasing production, or by a combination of both. Faced with these requirements, site personnel must turn to areas where they can focus their effort for maximum return. For many sites, both in Canada and overseas, focusing on improving flotation cell maintenance is one of the areas where gains can be made for minimum outlay. Due to resource limitations and/or lack of equipment understanding, maintenance on many sites is only conducted on a reactive basis, once equipment fails. This paper will promote the idea that mineral processors should become more familiar with their equipment so they can ensure that the plant’s ability to produce is not compromised. By better understanding the flotation equipment and ensuring the critical components are maintained, it should be possible to unlock value in an operation. Flotation equipment inspections will be discussed in detail, including key items to look for during these inspections. Potential approaches for predicting wear and change-out time for flotation equipment components will be also demonstrated. An example of one approach used at a South African nickel site will be given.INTRODUCTIONWith metal prices decreasing and operating costs rising, concentrator operators are looking for ways to improve their bottom line. Lower unit costs can be achieved by reducing expenditure, increasing production, or by a combination of both. To meet the expectation of shareholders, mineral processors must turn to areas where they can get the best return for their efforts. One area where there is a large opportunity for improvement is in the maintenance of flotation equipment.On many mine sites, both domestically and around the world, it is quite common to see the philosophy applied of repairing equipment only once it has failed. Though some sites have advanced enterprise management systems and monitoring programs, in the authors’ experience, the decision on flotation equipment maintenance is rarely made on a proactive basis. Two common trends that are evident in the mining industry are that operations are under pressure to keep the plant producing, and maintenance managers generally have very strict budget targets to meet. In addition to these factors, few sites have a good understanding of the financial implications of running with worn or broken flotation equipment. Knights, Jullian and Jofre (2006) summarize this situation well, stating that the lack of correlation between some commonly used maintenance performance measures and key business drivers can lead to maintenance being seen only as a cost center (that needs to be reduced) rather than a tool for productivity improvement."
