In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. It has often been said by consulting engineers that foundation contractors are in the business of taking risks. One would agree that the mere fact a foundation project can be budgeted, planned, engineered and executed solely on the reliability of eight test borings made at a proposed site having an area of approximately 19,000 square feet, is a risky proposition, in and of itself. Now imagine that this site is actually one half of a city block located in an urban setting in an old, congested, historical neighborhood, surrounded by narrow city streets and historic landmark buildings. And suppose that the required depth of excavation for the construction of the new building on this site is approximately 35 feet and the natural groundwater table is at a depth below existing grade of only 25 feet. Given the difficult site conditions outlined above, one could certainly add the words "challenging" and "complicated" to the inherent word "risky" when describing the construction techniques involved to undertake a foundation project of this magnitude. This case study will discuss in detail how the excavation, sheeting, dewatering and underpinning work was accomplished as well as the problems overcome along the way.

"INTRODUCTION The Iron Mountain deposits were examined in the summer of 1943 by engineers of the Bureau of Lanes, and a diamond-drilling project was set up under the Strategic Minerals Program. Actual drilling operations, under the supervision of a Bureau engineer, commenced November 9, 1943, and were completed on November 1, 1944. When the Bureau began detailed exploration of the Iron Mountain deposits, the Federal Geological Survey participated. Dr. I. W. Newhouse, of the Survey, and Dr. A. F. Hagner, of the Wyoming Geological Survey, were assigned to the investigation.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "The artisanal mining sector in Central Africa is largely informal, yet provides an essential livelihood for many (directly or indirectly) participants, as well as facilitating an important source for the flow of income into many communities. Artisanal mining varies from site to site, but appear largely well structured despite its informality. The artisanal mining sites in Central Africa have some inherent management structure and the extraction itself is often organised. Artisanal mining is labour intensive and is generally conducted utilising hand digging methods e.g. shovels or hand chisels. Artisanal mining is generally more dangerous than small-scale or large-scale modern mining operations. This is especially true as artisanal operations are generally subsistence activities with artisanal miners focusing more on immediate concerns than the long-term consequences of their activities. When miners have no other source of income, they will usually find ways to evade controls and carry on working. The objective, through proper/dedicated training of artisanal miners is to migrate Artisanal mining to establish a small-scale mining (SSM) industry in Central Africa. Through developing the necessary skills in the fundamental areas of mining it is proposed that Artisanal Mining can become more productive and safer mining operations. The paper reviews the above focus areas, highlighting the skills and tools that are necessary to assist in establishing a sustainable small scale mining industry migrating from manual labour to semi-mechanised mining and processing. The purpose of the transformation process is to create a safe, healthy, environmental and community oriented mining operation with the objective to uplift the skills and wealth of the mineworkers and the general community."

During research on mainly the weathering of kimberlite, it became evident that its mineralogical composition is an important factor in the complex process of physical and chemical disintegration. The mineralogy of tuffisitic kimberlite breccias from two localities, the Cullinan and Venetia mines, is compared with special reference to the occurrence of associated clay minerals. The clay mineral composition influences the engineering properties of these rock types. It is illustrated how the presence of swelling clay components can be confirmed by ethylene glycol treatment and chlorite minerals by heat treatment using X-ray diffraction. Smectites are present in both tuffisitic kimberlites, dominant at Venetia while chlorite is more frequent at Cullinan. More tuffisitic kimberlite breccias samples from venetia were also characterized. It was found that kimberlite disintegration is correlated with the presence and abundance of smectite.

In modern mining, the core of mine planning and design is the block model, a simplified representation wherein the ore deposit is divided in a number of virtual rock cubes, each characterized by technical and economics parameters. Mining engineers use this model to design the mine and develop production schedules. Traditionally, sustainability issues are not considered in the mine design, planning and engineering processes but rather are incorporated in the later stages of the feasibility evaluation as necessary expenditures and operating costs. This paper describes the results of a research project aiming to develop a methodology to incorporate sustainability parameters directly into the block model, so that they become an integral part of the design, planning and scheduling processes. It is considered that the incorporation of sustainable parameters into the block model would yield a more responsible mine design and improve mining projects sustainability performance

Surface coal mining in West Virginia has supplied energy to the eastern coast of the United States for over a century. The coal mining industry has been forced to adapt as societal demands regarding health, safety, and environmental impacts have changed with time. More recent pressure has called for another iteration of change: long-term post-mining sustainability. The research presented in this paper investigates one potential solution?or component of a solution?to improve mining sustainability in Appalachia: post-mining wind power. This paper intends to demonstrate and explain the feasibility of synergistic mine closure and wind development. Wind conditions at three reclaimed mine sites in West Virginia were monitored in order to develop representative case studies for post-mining wind power. This paper contains a summary of the literature consulted to plan the site assessments, the methodology employed to execute them, the analysis steps undertaken to derive conclusions, and a discussion of all findings. This research has found that significant cost savings can be yielded from synergistic mine closure and wind development, as compared to greenfield wind development. Though wind conditions themselves remain the primary driver for site feasibility, post-mining wind power is a practice with significant promise for improving project economics, contributing to renewable energy development, enhancing company-community relations, providing local employment opportunities, and exemplifying sustainable business practices in Appalachia.

This Bureau of Mines study outlines the history of 11 major metal ore deposits or districts that are relatively new discoveries. The oldest operation is the White Pine mine, where major exploration was initiated in 1929. Discovery (delineation of ore bodies) dates range from 1948 to 1976. All but two of the deposits, Quartz Hill in Alaska and Flambeau in Wisconsin, are or shortly will be in major production.

Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

About 15 per cent of total electricity (400 MkW) was generated by nuclear power plants in the world (2009) and about 36 000 tons of uranium has been mined in uranium mines annually. Radioactive waste material is produced from uranium mines and nuclear power plants. The wastes must be disposed or stored safely for long-term. If they leak and/or move from disposal or storage sites due to air/groundwater flow, then a serious environmental pollution can occur. Hence, multi-layer system has been proposed and employed in order to seal off these radioactive waste materials from biosphere. Basically, bentonite is now used for establishing absorbing and sealing layers in this system. However, the amount of high quality betonite is very limited and in some cases it is hard to be obtained.On the other hand, a great deal of refuse from coal burning plants is produced every year and the amount of it is expected to be higher each year, especially in developing countries. More than half of flyash is utilised and the remaining is disposed at the disposal sites. However, the life of the disposal site is limited and it is diff cult to find a new disposal site. It is requested that the percentage of the utilisation of the flyash be increased in every field.From the above two points of view, a flyash-based barrier layer/cover system is considered in this research and this paper discusses the applicability of flyash as a content of barrier layer/cover material based on the results of a series of laboratory tests.

"Explosives used in blasting operations, natural and anthropogenic sources such as septic systems,fertilizers, and decomposing vegetation can potentially contaminate groundwater with nitrate in thevicinity of construction sites and make identification of blasting impacts difficult. Blasting operationsfor a private construction project in Windham, New Hampshire were indicated as the source of water quality impacts to private drinking water wells prompting the New Hampshire Department ofTransportation (NHDOT) to implement a proactive approach to limit the potential for impacts fromblasting for ongoing NHDOT projects. NHDOT has developed a baseline drinking water monitoringprogram designed to detect potential impacts and to ensure alternative drinking water is providedthroughout the construction phase of projects. In 2013, the U.S. Geological Survey (USGS) andNHDOT began a study to determine the source and fate of nitrogen compounds near blasting sites using a combination of isotopic, time series, geochemical, hydrologic, and geologic data. Approximately 1.75 million cubic yards (1.33 cubic meters) of rock were removed by blasting in several locations for roadway construction at a major highway construction site in southern New Hampshire."

Improperly designed support systems have led to unplanned roof falls in longwall tailgates. To prevent such falls requires appropriate support and adequately designed support systems. The National Institute for Occupational Safety and Health (NIOSH) is currently developing a standing support design methodology based on the ground reaction curve. To design the support system with this methodology requires a quantitative assessment of the ground and support interaction, which is developed from instrumented test sites installed in longwall tailgates. To compliment and expand the field data results and to optimize the support design, numerical modeling is also conducted. The models are calibrated from the test site data. In the present study, data was obtained from a longwall tailgate in the Illinois basin. The test site was located in the Herrin No. 6 coal seam at a depth of 500 ft. At the site, the immediate roof was a weak shale overlain by a competent limestone. Above the limestone, sandstone formed the intermediate roof. The floor consisted of a weak underclay. In the study, the performance and interaction with the surrounding rock mass of two different standing supports, an engineered crib and a conventional 4-point wood crib were monitored. The two cribs have similar load-displacement characteristics at least through 6 in of displacement. Beyond 6 in, the engineered crib becomes unstable and begins to strain soften and shed load. The measurements and developed ground reaction curves indicated that the tailgate at the mine was a low convergence environment until well inby the face. Because the convergence was well below their capacity, both supports provide more than adequate levels of support to the tailgate. Significant convergence and support loading did not occur until 90 to 100 ft inby the face. The results of this study were also compared with results from similar studies conducted in the Pittsburgh seam to further advance the development of the ?ground reaction curve? based support system design.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

The National Institute for Occupational Safety and Health (NIOSH) has continued the research role of the former U. S. Bureau of Mines to develop techniques that will reduce the hazards in the mining work place associated with coal bumps. Current research focuses on both analyzing historical seismic data from bump-prone operations and utilizing a mine-wide seismic network to investigate the exact strata failure mechanics associated with bump-prone geology. The anticipated outcome of this research will be reduced bump incidences through advanced engineering concepts and designs which implement the new understanding of strata behavior. The analysis of the historic seismic data consists of correlating observed mining seismicity with the geologic and geometric parameters at the sites. The primary seismic parameters are the timing, location and magnitude of are corded seismic event. These parameters are correlated with such mining parameters as: the overburden, the size of the immediate gob, the size of the district gob area, etc. This detailed analysis of historical seismic data has provided an informative quantifiable relationship between many of the specific mining parameters and the induced seismicity. The second aspect of the coal bump research is the instrumentation of an appropriate field site to determine the main roof, floor, and gob behavior associated with bump behavior. The chosen field site is a deep-cover longwall mine with competent geology in a historically bump-prone area. The primary field instrumentation is a three-dimensional, full-waveform, seismic array with both surface and underground sensors surrounding an active multi-panel district. The purpose of this seismic array is to determine the timing, the exact location, and the mechanism (tensile fracture, bedding plane slip, etc.) of the failure of the strata surrounding the active and multi-panel gobs. The preliminary results presented in this paper help to define the strata failure areas around the longwall panel.

This study was conducted to make a limited evaluation of experimental and standard tractor dozer blades. A field test program was conducted in the southeastern part of Kansas on strip-mined areas where the spoil banks are parallel with rest-to-crest distances between 90 and 120 ft and maximum dozing distances usually less than 50 ft. This evaluation was a part of an overall joint Pittsburg and Midway Mining Company--U. S. Bureau of Mines (USBM) Specialized Reclamation Field Test Program primarily centered on the field t sting of experimental high-volume lateral relocation blades. The three blades evaluated were the 60-ft-wide angle (A) blade mounted on two 41B tractors. a 48-ft-wide A blade mounted on two D9H tractors, and a 13-ft-wide reclamation universal (Rec U) blade mounted on a D9H tractor. In addition to the experimental blades, three commercially available blades were tested: A 20-ft universal (U) blade mounted on two side-by-side (SxS) D9H tractors; a 20-ft U blade mounted on a 418 tractor; and a l2-ft straight (S) blade mounted on a D8H tractor. The dozer blade evaluations compared measured blade performance with soil and other site characteristics and with estimated earth-moving performance rates based on earthmoving methodology that accounts for the traction and speed of the tractor. The earthmoving methodology was also validated with data collected during this program.

As part of the regeneration of the centre of Dublin, a multi-functional development is being constructed on the site of the historic Smithfield Fruit Market. The site is being developed in three phases, and includes one of the deepest basements (10m) constructed in Ireland to date. Until the recent improved economic climate, there has been little requirement for deep basements in Dublin, and this is the first to be constructed entirely within fluvio-glacial gravels and boulders. The difficult ground conditions led to the adoption of a diaphragm wall solution to ensure a watertight construction. Tie-back anchorages are utilised in the temporary case, and the wall is propped by floor slabs in the permanent case. Where required by high bedrock levels, the diaphragm wall is dowelled into limestone bedrock to ensure toe stability. The recorded lateral movement of the wall is significantly below that calculated by numerical analysis. Temporary bentonite cut-off walls were installed to divide the site into discrete sections. The basement was constructed as a tanked structure, and is subject to uplift water pressure. Passive tension minipiles provides an innovative alternative to the standard stressed anchorage solution. This report contains a theoretical study on the usefulness of fighting mine fires with inert gases. Four introductory chapters review the role of fires in the mining industry; the conventional fire fighting techniques, the influence of inert gases on the burning of gases and solids, and the well established inert gas fire extinguishing systems for buildings and machinery. A large chapter describes the use which inert gas has found so far for fighting mine fires in major mining countries. More applications have occurred than generally expected and the inert gas method has in the last years become routine in Czechoslovakia and the USSR. This chapter is based on an evaluation of the extensive literature as well as on personal information obtained from leading experts.

The Bureau of Mines explored the Three Kids deposit in 1941 as part of a strategic minerals program. Earlier mining and exploration had established the presence of a substantial tonnage of medium-grade wad ore, and drilling and sampling by the Bureau of Mines, in collaboration with the Federal Geological Survey, indicated an additional tonnage such that development and exploitation became more clearly feasible. Private interests, with Government support, undertook to produce metallurgical-grade manganese. The present paper describes the Bureau of Mines exploration and subsequent development. Manganese in the Three Kids area is found in one of the lower members of the Muddy Creek formation in a bed of fine sandstone and silt, which outcrops around the north edge of the River Mountains and generally dips 20° to 40° away from the hills. There is considerable variation in the thickness and grade of the ore. The ore is light weight, having a density of 1.2 to 2.

"The “Jameson Cell” flotation cell was developed at Mount Isa Mines in the late 1980’s to address deficiencies in our flotation column installations. Early base metal installations had a variable record. The test work and trials showed they made an improvement metallurgically when operated correctly, but performance of the early installations was hindered by a range of operational and maintenance issues. The installations needed to be more robust, and we needed a better understanding of how to successfully integrate the cells into the plant flow sheet.During the 1990’s, Jameson Cells had great success in coal fines flotation and organic removal in SXEW applications, and became the standard in these applications in Australia. These installations improved the cell design and materials of construction and the cell flow sheet design, to make it low wear with self-regulating control, producing good performance with little operator input.These improvements have enabled a fresh look at the use of Jameson Cells in base metals. Recent new installations have shown significant benefits in “hybrid” circuits, that combine the best features of both Jameson Cells and conventional flotation cells, achieving better overall circuit performance in a smaller footprint than either technology could do by itself.Case studies of successful base metal applications are discussed, using size-by-size mineralogical performance to explain the improved circuit performance. The new methods of flow sheet test work design are also described."
