The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. It is shown that factors associated with conditions whIch are thermodynamically favourable for the formation of CuS04 in roasting lead to high copper recoveries on leaching. One of these factors is the ratio of the air to solids used for roasting. This can be varied widely without loss of temperature control in the sulphating roasting of many Australian copper concentrates.Thus, the prediction of the air to solids ratio corresponding to a maximum p(SO3) value, for a given concentrate and temperature, is of importance in fluidized bed roasting, since this could be associated with the formation of a maximum quantity of CuS04. Calculations are presented which predict this air to solids ratio, not only for a given concentrate composition, temperature, and pressure, but also for air which is enriched with sulphur dioxide or oxygen.

The Toulon Tunnel project is a key component of the highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960s. The tunnel project is comprised of two separate tunnels: south and north. The north tunnel was built between 1992 and 2002 after 10 years of difficult construction. On March 15, 1996, for example, a collapse of the tunnel in the Marchand area generated a sinkhole in the city center, causing a 20-month delay. The south tunnel alignment runs parallel to the north tunnel below Toulon?s historical downtown at a depth of 20 to 40 m (65 to 131 ft) with some areas with less than 10 m (32 ft) of cover. The risk management program was studied to be a state of the art program in urban tunneling construction.

Lord (Geological Survey of Western Australia): During the last few days in Kalgoorlie here we have heard on various occasions of the great job the mining engineers have done persisting against rising costs and increasing salaries without a rise in the price of gold. I think it has been somewhat overlooked that it has been difficult to find additional ore as well. I consider that geologists also should be commended on their action in persisting to search for more orebodies. This goes on in any mining community, but in Kalgoorlie in particular, I believe, over the last few years that it has been more difficult all the time to find additional orebodies and the Companies are calling for higher grades to offset the economic condition. I feel that this paper by Mr. Finucane shows that the geologists have persevered on an idea and discovered that they can find additional orebodies in the calc schist where previously it was thought that these did not occur. This has added many tons to the ore reserves, and although it is not very significant at the moment, the significance will probably improve as more work is done.The whole thing has shown us the importance of economic geology. Mr Finucane has had many years of experience here and he has given us a very able exposition of the economics of ore finding, and there are not many questions that one could pose to him, because most of the information he presented is obviously fact borne out by drilling, underground development and lining up the ore channels. The following data cover a phase in the systematic testing of gold deposits which does not appear to have been specificalIy investigated.In boring either secondary or primary deposits, gold, by virtue of its high specific gravity, will tend to migrate downward, below the driving shoe or bit, and thus cause misinterpretation of value unless final recovery Can be effected after the hole has been bottomed.Unlike fortuitous and non-recurrent errors, due to, say, running ground, "pile driving" or rock fractures, systematic error due to migration may be unpredict.able from operating data alone, and, therefore, result in serious miscalculation of the weighted average upon which the engineer's recommendation is based.Applied to diamond drilling, loss by downward migration appears to have been largely responsible for distrust of sludge assays in the past. On the other hand, although modern practice rightly trends towards an integration of both core and sludge samples in borehole valuation, the possibility of systematic loss must be investigated when using combination graphs such as those of Longyear, Moehlman and WeIler. If the sludge value is incorrect the combination graphs will serve solely to stultify the core valuation.It appears to be axiomatic that: 1. With full core, sludge assays are of minor import.2. With recovery above 90%, differentjal grinding, of the high grade sections may have occurred, and this c!ln be corrected only by the us.e of cOJ;rect sludge valuation.3. With core recovery less than, say, 70%, no accurate valuation is possible without integrating the sludge assay.4. With less than, say, 10% core recovery, the sludge assay affords the sole basis of evaluating a borehole which may have cost many hundreds of pounds.The conditions demanded for reliable sludge valuation have, in practice, been restricted to high quantitative recovery and return of nearly 90% of the drill water. It is submitted, however, that the following additional knowledge is required:1. The nature of gold distribution in the ore.2. The lifting power of the return water column, which can be gauged by the maximum quartz particle, provided that the degree of "hindrance" can be determined.3. That all gold has been cleared from the bottom of the borehole immediately after it has passed through the orebody.The three cases discussed hereunder are offered not only as proof of the thesis, but also in the hope of promoting discussion on the interpretation of borehole values and on methods for saving free gold in the sludge. The fact that two of them cover alluvial boringand the third diamond drilling has resulted in this attempt to reduce the behaviour of free gold to a basis common to all types of boring.

Computational fluid dynamic (CFD) modelling is used to research the complex flow structures that exist in a hydrocyclone. By simulation of a two phase (water and air) flow system, the internal flow and multiphase interactions are investigated. The suitability of CFD modelling as a design tool is further evaluated by examining the effect of varying device dimensions. Three hydrocyclone geometries, used in previous studies, are specified. A transient simulation approach, which employs the Reynolds Stress Model as turbulence model and the Volume of Fluid model as multiphase model, is followed. THE object that the writer has mainly in view in presenting this paper is to draw the attention of those connected with the technical side of the industry to the unsatisfactory and by no means up-to-date methods employed in estimating the tin contents of an ore. At the same time, what is regarded, from the writer's personal experience, as a satisfactory and reliable method is explained in detail. It is a curious fact that for the last 25 years tin·assay methods have made little or no advance, while those now in general use ill connection with copper and lead ores can scarcely be compared with those then obtaining, so greatly have they been improved upon. Though it. is not altogether expected that the method herein advocated will at once meet with general approval, the writer hopes the resultant discussion may bring out points that have hitherto escaped detection.FIRE METHODSThe old Cornish method of smelting with anthracite is now obsolete. The cyanide assay, although unreliable, is still much used because of its simplicity. In the Malaya many buyers of tin ores use the cyanide assay, the smelting being carried out generally in a benzine furnace. This modern plant consists of a battery of 72 Otto Wilputte Compound Under-jet Ovens with extensive plant for the recovery by-products. The ovens produce 9000 tons of furnace coke per week together with some 17,000,000 cub. ft. of coke oven gas, which is used for heating purposes throughout the works and for heating the ovens.Coal is supplied from the, company's colliel'ies and is stored under a Coal Handling Bridge of 264 ft. span and 365 ft. overall, capable of handling 250 tons per hour. The coal storage space of 1600 ft. can. be extended to a maximum of 2800 ft.Preparation of the coal for coking involves fine grinding which is carried out as follows:-Coal is dumped from rail waggons on to a conveyer belt which delivers it to a 12 ft. x 22 ft. Bradford Breaker, with a capacity of 400 tons per hour. The coal, then approximately 4 in. in size, passes, to the mixing bins; and after careful blending is reduced in the,hammer mills to a fineness suitable for the ovens.The fire coal is elevated to the main storage bin over the battery for subsequent charging by electric larry car. The average cokingtime is 15 hrs. 36 mins. At the end of ,this period the doors, are removed and the coke pushed from the oven by a mm. The coke, is, then quenched with fresh, water and sent to the Blast Furnace in 50-ton Copper Waggons.The gas is exhausted from the ovens by Brown Boveri turbine, exhausters of 23,000. cub, ft, per min. capacity. Exhaust steam from these is used for various. purposes in the By-Product plant. After removing the last traces of tar by Electrostatic Precipitators', the gas is bubbled through sulphuric acid, the ammonia forming ammonium sulphate, which is subsequently washed, dried and bagged for sa,le as a fertilizer. The gas then goes to the Benzol Scrubber Towers, where benzol and other derivatives are recovered and later redistilled and purified. The cleaned gas is then piped to the main works for heating purposes, being used with tar to fire the steel furnaces, and also the soaking pits and reheating furnaces.BLAST FURNACES.The company is at present operating two Blast Furnaces of 800, and 1000 tons nominal daily capacity respectively. Based on the concepts of statistical thermodynamics of athermal mixtures, an approach is developed which is capable of quantitatively explaining the thermodynamic properties of binary silicate systems. Expressions for the ionic fractions of various anionic linear and nonlinear chain polymers are derived. The developed expressions for free energy of mixing are tested by applying these to the system PbO-SiO2. The ionic fractions of various chain polymers in this system are calculated. The two cases, namely, of linear and nonlinear chain polymers are compared with each other.Limitations of earlier models are pointed out.

"Seafloor mining provides significant potential economic benefits for many Pacific nations that may be "land poor" but "coastline rich," meaning they have the potential to utilize and profit from the mineral wealth within their Exclusive Economic Zones that extend 200 nautical miles (360 km) out from their coastlines. The Independent State of Papua New Guinea (the State) recognizes this tremendous opportunity and is taking a leadership role in this emerging industry by becoming a 15% partner in Solwara 1 (with an option to increase their investment to 30%).The Solwara 1 Project has been gaining momentum since Nautilus Minerals and the State signed an Agreement on April 24. This new agreement with the State in which they have staked a minimum 15% interest as a meaningful partner, underscores the State’s continued and widespread support for the Project. Signing of this Agreement was a historical occasion and a milestone achievement for Nautilus Minerals and the people of PNG.The machinery being built for the Solwara 1 Project is taking shape. The Seafloor Production Tools are now over 90 percent complete. Assembly of the biggest tool, the Bulk Cutter, was completed in April this year and assembly work on the Collecting Machine and the Auxiliary Cutter commenced in May and June this year respectively. The Riser and Lifting system, which will be used to transfer the mined material from the seafloor to the surface within an enclosed system, is over 50 percent complete. The critical path for the Solwara Project is to secure a suitable vessel arrangement. Nautilus aims to have this completed by the end of this year."

"The Center for Advanced Mineral and Metallurgical Processing (CAMP) has recently obtained a Mineral Liberation Analyzer (MLA). CAMP has utilized the technology for several projects with excellent results. The MLA is able to both analyze size and quantify mineral phases. Therefore, the MLA is becoming the Sherlock Holmes of the mining and metallurgical industry. For this presentation, four projects have been evaluated and data was collected using the MLA. The first project involved tungsten mine. Previous mining practices have yielded poor tungsten results and recoveries. By using the MLA, tungsten mineral phases, along with possible contaminants, were verified and the results used to try to increase overall tungsten recoveries. The second project evaluated a molybdenite/chalcopyrite concentrate with surprising results. The third project is a silver project. Initial flotation scoping tests were performed by attempting to separate silver from gangue material. Because of the poor recovery results (less than 5%), MLA was used to determine possible scenarios for increasing silver recovery. Finally, the last project involves gold evaluation in tailings. For all projects, MLA application results will be presentedand discussed.INTRODUCTIONThe Center for Advanced Mineral and Metallurgical Processing (CAMP) has recently received a software add-on to a scanning electron microscope (SEM) located at Montana Tech. The Mineral Liberation Analyzer (MLA) technology was developed by Dr. Ying Gu of the JKTech Center of the University of Queensland. Since August 2006, CAMP has received and processed over 50 samples. These samples include a total mineralogy of tungsten ore samples, gold tailings, lead zinc tailings pile, molybdenite concentrates, copper concentrates, as well as others. During analysis of these received samples, the technology allows the samples to be quantified mineralogically with some surprising results.For analysis, the samples were initially sieved between 170 to 200 screen sized mesh. This ensures that received samples mineral size is fairly uniform. The samples are then placed into epoxy and allowed to harden. Next, the samples are polished and carbon coated for MLA analysis."

With ever-increasing global demand for mineral resources, numerous mines are moving towards developing and mining deeper, more complex and lower grade ore bodies. In many cases, mass mining methods (e.g. block caving) are being considered to deal with deeper, lower grade deposits. The body of practical knowledge, however, related to the impacts mass mining methods have on the surface environment in terms of rock mass response, subsidence, etc., is limited, imposing both economic risks to the mine and safety risks to mine personnel. This paper presents the framework for and preliminary results from a large collaborative research initiative between Diavik Diamond Mines, Rio Tinto, the University of British Columbia (UBC) and Simon Fraser University (SFU). The project involves the integration of available subsidence, rock mass, mine operation and monitoring data, together with the advanced application of combined finite/discrete-element modelling codes capable of simulating fracture behaviour, cave propagation and surface subsidence above block cave mines. The main objective of this work is to develop advanced numerical modelling methods to characterize complex rock mass behaviour above block cave mines. The research will also include the study of rock deformation mechanisms associated with the transition from surface to underground mining and the potential interaction between simultaneous open-pit and underground mining operations.

Detailed mineralogical investigation of a tailing sample from the Juno plant circuit at Tennant Creek was carried out to determine the nature of the unrecovered bismuth and whether any possibility existed for improving bismuth recovery. The investigation showed that the Ibismuth was present in a complex mixture of Bi-Pb-Ou-Se-S minerals (termed "bismuthinite"), of which about 74 per cent was locked (mainly with magnetite) and 26 per cent was liberated (18 per cent in the minus 7 µm slime). The results suggested that attention should be directed to both finer grinding and improved flotation of slime "bismuthinite", and testwork carried out by Peko Mines N.L. on the basis of these recommendations led to a significant improvement in bismuth recovery.Detailed mineralogical investigation of two Juno concentrates was carried out to determine the nature of the selenium present and whether any possibility existed for improving the selenium grade. The investigation indicated that virtqally all the bismuth, selenium, and lead was present in "bismuthinite", which showed a composition range of 32-82 per cent Bi, 0-42 per cent Pb, 0-24 per cent Se, and 5-18 per cent S. Differences in the Bi/Se ratios of the two concentrates could be attributed to different average Bi/Se ratios of the constituent "bismuthinite", and the relatively low selenium grade of the "bismuthinite" precluded the possibility of obtaining a high grade selenium concentrate with high selenium recovery.However, differential flotation and/or low intensity magnetic separation to remove chakopyrite, and magnetite, the main diluents of the concentrate, could be expected to upgrade the selenium content byup to 80 per cent (relative) and .festwork carried out by Peko Mines N.L. on the basis of the recommendations of the mineralogical investigation confirmed that depression of chalcopyrite in the flotation circuit could produce significantly improved selenium grades.These investigations illustrate the application of mineralogy to the practical problems of improving plant performance. Mineralogy has an important role to play in providing quantitative data on which the metallurgist can evaluate plant performance and base a programme of metallurgical testwork, and early mineralogical investigation of feeds, concentrates, middlings, and tailings can lead to the avoidance of much abortive and expensive metallurgical testwork.

Obviously, the paramount advantages of contract mining have been recognised by mine developers throughout Australia, as evidenced by surface gold mining operations of significant output almost exclusively being performed under contract. These paramount advantages of using an experienced professionally managed contractor result from the mine developer being freed from financing the required relatively large capital expenditure at current relatively high interest rates or in a capital scarce stock market, and from the need to recruit and sustain a large operating work force in a competitive labour market.

Previous analyses of small samples of mining projects have found that feasibility studies tend to well under-estimate the actual capital costs of the project. Our review of 63 mining and smelting projects completed over 4 decades confirms that as-built capital costs are, on average, 25% higher than as estimated at the bankable feasibility study stage. There appears to be little attenuation over time of this bias in capital cost estimation, at first appearing to reflect an absence of learning on the part of the consulting engineer. We instead argue that this persistence of bias is intentional, driven by a scarcity of project financing and the need to inflate the project economics in a bid to secure financing. Around this intentional bias is a considerable amount of scatter. Roughly half of all projects’ as-built capita costs fall outside of the expected ±15% of the feasibility study capital cost estimate, even after allowing for intentional estimation bias. Cost overruns of 100% or more happen in roughly 1 out of 13 projects. The data reveal that a shifted lognormal probability distribution should be used when modeling mining project capital costs in a Monte Carlo analysis.

"An autogenous grinding circuit was commissioned at the Brunswick concentrator in October 1998. The AG mill was subsequently converted to SAG operation in May 1999 for a number of reasons. The mill had 48 rows of the NORCAST top-hat integral lifter/liners configured in Hi-Lo mode. A charge motion simulation study, the results of which are the subject of this presentation, was initiated to develop a better understanding of SAG mill behaviour. Using a design of experiments approach, a lifter face angle was determined that would increase mill power draw. Once determined, lifter profiles were modified and installed in July 2001, and a second set installed in February 2002. Resulting changes in mill power consumption are presented.INTRODUCTIONThe Noranda Inc. Brunswick Mine, located near Bathurst, New Brunswick, is a large lead/zinc mine and began milling ore in 1964. The ore is massive sulphide with approximately 20% valuable minerals, 60% pyrite and 20% silicates. In October 1998, an autogenous grinding circuit was commissioned at the Brunswick concentrator (Cooper, Orford, Larsen, 2001).At the time, the autogenous grinding circuit replaced existing surface crushing plants, fine ore storage, rod mills and primary ball mills. The 8.54 m diameter x 4.27 m long (EGL) ANI mill was subsequently converted to SAG operation in May 1999.The mill had 48 rows of the NORCAST top-hat integral lifter/liners and was operated initially with all shell lifters at the same height. Following problems with packing and abnormal wear pattern, the profile was changed to a high-low configuration.Further, it was found that over the life of the lifters, mill power draw and throughput varied considerably. Although a change in mill power draw was expected following lifter replacement (predicted during mill design to be in the order of 300-400 kW), the replacement of the worn lifters with new high lifters resulted in mill power draw decreased by some 1000 kW."

Ground water at construction sites can be controlled by properly placed wellpoint dewatering systems. Care must be taken in planning cofferdams to have adequate space for and access to pumps, headers and the points. A most important part of dewatering is protection of adjacent structures from movement. A checklist gives items to consider in bidding.

Copper, sulphur, nickel, cobalt, palladium, silver, and gold can be recovered from the copper sulphide precipitated from the "copper boil" of the Sherritt-Gordon nickel process used at Western Mining Corporation's Kwinana nickel <refinery. The method is based on an oxidative ammonia leach of copper, nickel, and the precious metals at temperatures below 40°C to produce, in part, elemental sulphur, in the residue. This is followed by heating to decompose thiosulphate and remove some ammonia with precipitation of some of the copper, palladium, gold, and silver. Addition of sulphur dioxide to pregnant liquor precipitates copper, as either Chevreul's salt or copper(I) ammonium sulphite, together with the remaining gold and silver. Less than 10 per cent of the dissolved palladium and less than 1 per cent of nickel and cobalt precipitate to this stage.In one option, the Chevreul's salt is dissolved in a solution of copper(II) sulphate, acetonitrile, and water to generate a solution of copper(I) sulphate. Gold and silver do not dissolve. The solution of copper(I) sulphate is thermally disproportionated by distilling acetonitrile to give exceptionally pure copper powder, with desirable characteristics for powder metallUrgy. Nickel, cobalt, and ammonium sulphate are recovered from the motherliquor of the Chevreul's salt precipitation by return to the Sherritt-Gordon process, where recovery procedures already exist. Palladium is recycled for eventual removal as a sulphide with the gold and silver.In the other option, solid copper(I) ammonium-sulphite is <thermally disproportionated in water at 150°C to copper powder.
