In engineering in general, close agreement between theoretical predictions and structural performance is rare—this is particularly true in rock slopes. Since the complexity of natural arrangements makes exact theoretical solutions of associated structural problems almost impossible, the role of theory should be that of developing guides or markers to which observations and experience can be related. The author in this paper has outlined the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Some important practical considerations result—especially in regard to horizontal stresses—when theory is compared with full-scale experience. In the field of engineering activity, specific examples of close agreement between theoretical prediction and structural performance are rare. Particularly is this so for the case of rock slopes, where, owing to the complexity of the natural arrangements, it is quixotic to expect exact theoretical solutions to the associated structural problems. The role of theory is rather that of developing signposts or guide rails to which observations and experience can be related. It is with this in mind that the present paper has been prepared; the author's aim has been to set out briefly the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Despite the idealization of the problem, it will be seen that the theoretical conclusions are in accord with full-scale experience, particularly as far as horizontal stresses are concerned, and they point to some important practical considerations. CLASSIFICATION OF ROCK SLOPES At the risk of over-simplification, an attempt has been made to classify the problem of rock slopes into three broad categories with respect to internal stress systems. These are illustrated in Fig. 1. It is tacitly assumed in this classification that the strength of individual particles is very much greater than the interparticle strength whether the particles are the crystals of an igneous rock (Case I) or the blocks of Cases 2 and 3. The Homogeneous Monolith: This case is representative of uniform unjointed rock. Under relatively low stress conditions the internal stress system may approximate to that of an elastic body as given by Terzaghi.' It is more usual, however, for overall stability, to consider the material as a rigid plastic which yields in shear when S =C + c tan 4> where S is the shear yield stress, o is the normal stress on the surface of failure, and C and d are empirical constants according to the Mohr-Coulomb criterion of failure. Sokolovsky has recently developed, for the first time, a series of mathematical solutions to problems involvinga C, mass subject to self-weight. He demonstrates that for such a case a semi-arch (Fig. 2) is stable. A corollary of this argument is that for a true C, d material a curved overhanging slope is possible and such an observation may well aid field identification of these materials. The shape of the curved slope face is however directly dependent on the C-value, and from the long-term point of view this is a most difficult value to establish with any degree of confidence. A hypothetical economic model has been developed for diamond projects in the Canadian Arctic using data from recent exploration and mining projects. The model reflects economic conditions applicable to the diamond mining industry in the Canadian Arctic at the present time. The economic model captures pre-production expenditures, production data, and post-production costs. Before- and after-tax cash flows are derived from the data along with the relevant economic criteria. From the corporate perspective, the model provides guidance concerning the minimum size and/or in situ value per tonne requirements of targets being sought in order to ensure economic success and predict exploration and development expenditures. From the government perspective, the model provides an indication of income and mining tax revenues that can be expected from a particular diamond project. The model shows, on average, diamond projects in the Canadian Arctic are expensive to explore for and develop, but are economically robust under the present conditions. They generate great economic return for mining companies and significant amounts of tax revenue for governments. The fact that diamonds can be transported directly from the minesite by air makes them particularly attractive targets for mining companies that operate in the Canadian Arctic.

Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign countries and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treatment of mineral resources, the Bureau of Mines undertook an investigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70,a which gave an outline of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publishing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treatment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

Around the world, mining has been done for thousands of years for the benefit of humankind. The winning process in mining operations ends with the depletion of the deposit or its closure if the operation becomes economically unprofitable. After that, a period of post-mining follows which may last for a very long time and which is generally regarded as a period of hazards, risk and high cost. In the USA alone, approximately 500,000 abandoned mines do exist; worldwide, there are millions. In Germany, too, we have had to deal with abandoned mines for a considerable period of time now.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The structure of a comprehensive research project into mine fires study applying the Ventgraph mine fire simulation software, preplanning of escape scenarios and general interaction with rescue responses is outlined. The project has Australian Coal Association Research Program (ACARP) funding and also relies on substantial mining company site support. This practical input from mine operators is essential and allows the approach to be introduced in the most creditable way. The effort is built around the introduction of fire simulation computer software to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Application of the simulation software package to the changing mine layouts requires experience to achieve realistic outcomes. Most Australian mines of size currently use a ventilation network simulation program. Under the project a small subroutine has been written to transfer the input data from the existing mine ventilation network simulation program to æVentgraphÆ. This has been tested successfully. To understand fire simulation behaviour on the mine ventilation system, it is necessary to understood the possible effects of mine fires on various mine ventilation systems correctly first. Case studies demonstrating the possible effects of fires on some typical Australian coal mine ventilation circuits have been examined. The situation in which there is some gas make at the face and effects with fire have also been developed to emphasise how unstable and dangerous situations may arise. The primary objective of the part of the study described in this paper is to use mine fire simulation software to gain better understanding of how spontaneous combustion initiated fires can interact with the complex ventilation behaviour underground during a substantial fire. It focuses on the simulation of spontaneous combustion sourced heatings that develop into open fires. Further, it examines ventilation behaviour effects of spontaneous combustion initiated pillar fires and examines the difficulties these can be present if a ventilation reversal occurs. It also briefly examines simulation of use of the inertisation to assist in mine recovery. Mine fires are recognised across the world as a major hazard issue. New approaches allowing improvement in understanding their consequences have been developed as an aid in handling this complex area.

Indian limestone mines which are highly mechanized in operation and supply limestone to the cement plants have been quite successful in devising ways and means to optimize blasting parameters, so as to have best fragmentation, powder factor, and cost of excavation. In primary blasting mechanized or manually mixed ammonium nitrate Fuel Oil is quite popular in dry holes, and in case of watery holes conventional packaged slurry/emulsions are being used. In order to avail the low density characteristics of the ANFO, some limestone mines have also used Saw Dust and Rice Husk along with ANFO. A number of field trials have been undertaken to explore the suitability of mixing rice-husk and saw dust with ANFO. Presently, about 10% of rice husk/saw dust is being used only to expand the explosive column. The main technical consideration for the use of saw dust/rice husk, has been to reduce the final density and increase the occupancy of explosive in the blast-hole. This not only lowers the detonation pressure in the blast holes, but also reduces cost of explosive without compromising on the fragmentation quality. Besides, with sleeping of the charge there is no substantial fall in the blast quality.

This U.S. Bureau of Mines report presents a review and evaluation of existing and new backfilling materials and methods for their applicability to the problem of gate road stress reduction in deep retreat longwall coal mines. Candidate backfill materials include pulverized coal combustion fly ash, flue gas desulfurization, and fluidized bed combustion by-products from coal-fired electric power generation plants. Properties of both backfill and its component materials are presented, with particular emphasis on the unconfined compressive strength and elastic modulus of backfill mixtures. Hydraulic mix designs discussed in this report include high-water content slurry and low-water content paste fills. Three gate road stress-transfer-modification concepts are proposed to reduce abutment stresses in gate road systems. The first concept, packwalling, involves packwall construction behind the headgate shield inby the face and adjacent to the headgate pillars. The second concept, gob-filling, involves infilling a strip of gob inset from and parallel to the headgate using paste injection methods patterned after a technology recently developed in Europe. In the third concept, entry-filling, slurry fill methods are used to fill abandoned gate roads and crosscut entries inby the face.

The surge of activity in the solar energy market, spurred by government incentives, has created new and more efficient solar technologies, but issues surrounding land- and water-use have backlogged the full-scale development of solar farms. This paper explores siting solar power plants on degraded or polluted lands, such as mine tailings impoundments. Historically, mining and has been integral to Arizona?s economy, but has dwindled in relevance due to urban pressures and environmental regulations. Currently, it is legal to site solar power plants on degraded or polluted lands, but the question remains whether the economics of this degraded lands solar development is more favorable than developing pristine land. Therefore, we explore economics of developing mine tailings impoundments at both the institutional and financial level. Methods of research for this paper were interviews with government regulators, environmental advocacy organizations, farmers, and mining company executives. Financial models using extant tax incentives show a positive net present value for the installation of solar power plants, even when accounting for the costs of land remediation.

THE solid nonmetallic inclusions present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, how- ever, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general, the term non- metallic inclusions seems to be satisfactory and adequate. NATURE AND CONSTITUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those occurring as a result of reactions taking place in the body of molten or solidifying metal and (2) those resulting from mechanical incorporation of refractories or other materials with which molten steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag-stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulfides but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from molten or solidifying steel may be caused by: (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change

ANFO was being used as one of the blasting agents on a construction site in New England. Groundwater was encountered in numerous blast holes. The blasting contractor was employing typical explosives loading procedures for wet conditions. An abutter to the project complained that blasting caused her well water to have an odd taste and smell. Through testing, it was determined that there were hydrocarbons and nitrates in the well water. Several days later a second neighbor complained of foul tasting water; again it was determined that hydrocarbons and nitrates were present.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are being made primarily to provide preliminary information to the Department of Interior agencies and to others concerned with planning the proposed Federal power developments within the Missouri River Basin. This report has been designed to permit public distribution of the factual data obtained . Virtually all known metallic -mineral occurrences and some nonmetallic mineral deposits within Fergus County were investigated in 1948. The investigations cannot be considered complete , however , because some long inactive mines or prospects may have been missed . Most of the old mine and prospect openings now are caved ; many are completely inaccessible . Many of the claims located years ago have been abandoned ; others have been relocated under different names and ownerships . Because of such conditions , much of the information regarding their development and operation necessarily has been obtained from available Federal and State publications , supplemented by information provided by owners and local residents .

MINING rock asphalt for use as a paving material is an industry which has grown with the spread of the good roads movement. "Mineral Industry During 1930" reports asphaltic pavements constructed, including maintenance and repair but excluding pavement constructed with road-oil, cut-back or emulsified asphalt, as grown from 23 million square yards in 1911 to a high of 144 million in 1927. In 1930 the same source reports 106 million square yards of such paving laid and, in that year, 664,871 tons of native rock asphalt were so utilized. Many states contain rock asphalt deposits of greater or less importance but in only a few places are the de¬posits being mined commercially. In the year cited Ken¬tucky produced 305,024 tons of bituminous sandstone, Texas 270,138 tons, mostly bituminous limestone, while Alabama, Oklahoma, California and Utah produced 89,709 tons of bituminous rock for road construction. In addition Utah produced 37,906 tons of the purer asphaltic products, gilsonite, wurtzilite and ozokerite, for other uses. Speaking generally, the rock asphalt is a sandstone or limestone naturally impregnated with asphalt to an extent that makes it an ideal road surfacing material without mixing or treatment other than crushing. The asphalt content of the commercial product runs 8 to 12 per cent.

Expansion and the economic growth in the southwestern region of Missouri necessitated the expansion of State Route 249 and the construction of a new interchange to provide service to the Joplin, Missouri area. The project is located above a former lead and zinc mine in Jasper County, Missouri and includes a five bridge interchange connecting State Route 249 and US Route 171. The variable subsurface conditions, both natural and manmade, prompted the design team to use ground improvement via grouting and small diameter micropiles to provide support for several of the bridge foundations on the project. The scope of work included mine shaft closures, 56,000 ft of overburden and rock drilling, 11,139 ft of micropiles, 524 cy of balanced/stabilized high mobility grouts, and over 8,700 cy of low mobility grout. The selection of the grout used was based on the actual subsurface conditions. Low mobility grout (LMG) was used in voided conditions and for closure of the mine shafts encountered during the excavation. High mobility grout (HMG) was used in fractured rock with the goal of improving the mechanical properties of the rock underneath the future bridge footings and controlling grout volumes during micropile installation. The split spacing method was utilized for both LMG and HMG holes. Geology of the project site subsurface consisted of extremely variable bedrock with strong to very strong limestone, chert, breccia, extremely weak shale, and weak to strong sandstone. Previous activities associated with the mining disturbance (such as partial filled vertical mine shafts, shallow and deep mine horizons, modified hydrology including artesian conditions) further complicates the site subsurface conditions. Real time monitoring and recording of all drilling and grouting parameters was conducted to assist in the evaluation of in-situ geological properties of the site in order to modify the ground improvement and micropile program as necessary. This paper will discuss the design and execution of the ground improvement and micropile program. The project is an excellent example of the use of multiple ground improvement and foundation support techniques combined with real time data analysis to provide a foundation support solution for a complex geological environment.

Leading Article from "British Medical Journal," London, 4th, November, 1944.Assuming that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid, Denny, Robson, and Irwin thought that if the solubility of siliceous material retained in the lungs could be suffciently reduced the usual fibrotic response could be diminished or prevented. They discovered that aluminum powder rendered siliceous material insoluble in vitro by coating the silica particle with a thin film of gelatinous hydrated alumina, which on drying formed crystalline alpha aluminum monohydrate. The presence of this adsorbed layer on the surface of the quartz was shown by staining it with aurin. That metallic aluminum dust produced no fibrosis in the lungs was demonstrated by dust-inhalation experiments on eight rabbits. Attempts were therefore made to prevent silicosis by mixing quartz with metallic aluminum dust.Animals exposed to quartz dust developed typical silicosis in about five months, but the addition of 1 per cent. aluminum powder prevented this even after exposure had been lengthened up to 22 months, provided the aluminum powder was of a particle size below 5. This year Crombie, Blaisdell and MacPherson have reported the treatment of 34 silicotic miners by the daily inhalation of fine aluminum powder freshly ground from small aluminum pellets in a specially constructed mill. Daily treatment began with five-minute inhalations, which were gradually increased to 30 minutes. Some of the men received 300 treatments, but the majority only 200. Out of the 34 cases thus treated clinical improvement was manifested by lessening or disappearance of shortness of breath, of cough, of pain in the chest, and of fatigue. In 15 cases the condition became stationary and remained so in spite of continuous employment in silica dust throughout the treatment. The progress of the disease was assessed by means of tests for respiratory function repeated at three-monthly intervals. Obviously this treatment cannot be regarded as a cure for silicosis, since it cannot restore lung tissue which has undergone fibrotic change; but Crombie and his colleagues believe that the inhalation of finely particulate aluminum powder offers every prospect of preventing the development of human silicosis.In view of these findings, it is surprising that repeated papers by Goralewski from Germany describe various types of lung disease attributed to aluminum dust, and press for them to be scheduled under the Workmen's Compensation Act in that country. Seven hundred workers were investigated. They were making, probably by a stamping process, aluminium powder containing about four milliards of particles of dust per grain, and are reported as complaining of dry cough with pain on breathing, shortness of breath, poor appetite, and gnawing abdominal pain. 3900 Yonge St. was not a typical site on which to build a condominium apartment. A steep hill covered the majority of the site. In order to use as much of this site as possible, the rear of the building was to have nine stores cut into the face of the hill. A permanent shoring system was required as the building structure was not designed to provide sufficient stabilizing elements to support the total earth pressure. The total excavation depth required was 36 m (120'-0") with the upper 12 m (40'-0") to be backsloped. The vertical face of soil to be supported was 24 m (80'-0'). The shoring system originally designed by the Structural Engineer was to support this face by installing soldier piles and inclined earth anchors. During bid preparation it became evident to us that the system as designed would be difficult and expensive to install due to wet soil conditions. An innovative design was required to overcome these problems. Anchor Shoring hired John Stephenson Consultants Ltd. to aid them in accomplishing this goal. After extensive investigation together with The Trow Group, a unique design was proposed which provided a practical solution to the shoring problem.

Abstract: Triaxial tests were conducted on the schist specimens with various anisotropic angles under confining pressures of 0, 7 and 15 MPa, and axial stress-axial strains, were measured and plotted for various conditions. The results obtained reveal the effects of schistose on the strength and deformability of the rock very clearly. Peak strength of the specimens for 00 and 900 schistose orientations are nearly the same. Modulus of elasticity of this rock varies with anisotropic angle. For 0 orientation modulus of elasticity increases to a maximum. Confining pressure increases the peak strength and improves the rock deformability. However, this effect is not the same for various orientations, and there are no similar trends for each anisotropy direction. Analysis of the results shows that consideration of a linear failure criterion such as Mohr-Coulomb is appropriate for the prediction of rock behaviour up to 10 MPa, rather than a non-linear one. The analysis also reveals that the friction angle and cohesion are affected by the anisotropy orientation, and this effect is more important for the cohesion than the friction angles. Maximale Kraft der Exemplare für 0° und 90 sind° schistos Orientierungen beinahe das gleiche. Modulus der Elastizität von diesem Felsen ändert sich mit anisotropic Winkel. Für 0° vermehrt Orientierung modulus der Elastizität zu einem Maximum. Einschränkender Druck vermehrt die maximale Kraft und verbessert den Felsen deformability. Aber ist diese Wirkung nicht das gleiche für verschiedene Orientierungen, und es gibt keine ähnlichen Tendenzen für jede anisotropic Richtung. Analyse der Ergebnisse zeigt jener Überlegung Kriterium eines linearen Ausfalls wie zum Beispiel Mohr Coulomb passend für die Voraussage von Felsen Verhalten bis zu 10 MPa, anstatt eines nicht linear ist. Die Analyse offenbart auch, daß der Reibung Winkel und Bindekraft werden beeinflußt von der anisotropic Orientierung, und diese Wirkung wichtiger für die Bindekraft ist, als der Reibung Winkel

Information technology (IT) initiatives in the past have tended to be sold on their ability to maximize resource output and return on capital by allowing assets to be used more effectively and efficiently. Many IT projects fail, not delivering return on their investment. This is known in the IT industry as the “productivity paradox,” where increasing investments in IT do not result in comparable increases in productivity. Experiences and studies of most business sectors reveal that this paradox is rooted in the false assumption that more IT spending automatically results in financial benefit, whereas the benefits are in how effectively IT is used. Most business sectors have accepted that re-engineering of processes is required to gain the full benefits promised of IT. A mining operation has organizational processes similar to most business sectors, but unique operational processes. The lessons of changing business practice in more common business processes, such as inventory control and customer-supplier relationships, can be adequately transposed into a mine setting. The unique operational processes in mines, in turn, require unique redesign efforts. Several enabling information technology opportunities have recently become available, such as more integrated mine production management systems and tactical manager training simulators. This paper reviews some of the latest IT products and outlines the processes and kinds of change that will be required in order to benefit from these new investment options.

The Gebo Mining District (District) is located in the Bighorn Basin of Wyoming. Commercial underground coal mining began in 1906 with the arrival of the railroad in Thermopolis, which is located approximately 11 miles to the south. Mining in the District ceased by the early 1970’s. In Fall of 1999, Lidstone and Associates, Inc. (LA) and their subcontractors were retained by the Wyoming Abandoned Mine Land Division (WyAML) to perform an inventory of over 500 abandoned mine sites across Wyoming. During the summer of 2000 field inventory, a 30-foot deep headcut (Figure 1) and sink-hole were noted in the West Fork of Sand Draw (WFSD), immediately west of the Town of Gebo. The headcut and sink-hole were located at the culvert outfall associated with a stream crossing of a relatively well traveled county road. Upon further investigation, it appeared that underground mine workings had been exposed at this location. This resulted in a condition whereby water would be conveyed directly into the mine workings during a runoff event. The exposed mine workings as well as stream capture created a very hazardous condition. The WyAML implemented mitigation measures in the summer of 2000 by constructing a temporary stream crossing upstream of the existing failed crossing. To address this hazardous situation as well as a number of other hazards identified in the District during the field inventory, the WyAML retained PHC Reclamation, Inc. (PHC). PHC was directed to perform a field investigation and develop a Reclamation Plan to address all existing abandoned mine hazards in the District. Federal, state, and private parties own lands within the District. Hazards identified during the investigation included an underground mine fire, open adits, open shafts, subsidence, drainage problems, and coal slack. A Report of Investigation (ROI) was submitted to various regulatory agencies that documented the existing conditions and conceptual reclamation plans to remediate the hazardous conditions. After review of the ROI by the US Department of Interior - Bureau of Land Management (BLM) an on-site meeting was conducted. BLM Cultural Resource personnel declined to approve a District reclamation project until a historical overview of the entire District was prepared. Due to the hazardous situation associated with the WFSD stream crossing, Hot Springs County Road and Bridge Department convinced various state and federal regulatory agencies to allow reclamation of the stream crossing to occur. A decision was made to allow reclamation on privately owned lands within the WFSD drainage. This decision limited the amount of channel that could be subjected to reclamation upstream of the crossing to privately owned lands. PHC contracted LA to perform a geologic, geomorphic, hydrologic, and hydraulic investigation of the drainage to assist in the development of a WFSD reclamation plan. LA’s investigation consisted of four parts: Delineate the extent of mine workings in the area; Identify all drainage structures that required mitigation; Survey a series of channel cross-sections and a longitudinal profile of the impacted channel; and, Develop basin hydrology to assist in the design of a stable reclaimed stream channel.
