Deposits of rare earth elements (REE) are found in NM, but they have not been important exploration targets in past years because demand has been met elsewhere. However, with the projected increase in demand and potential lack of available production from China, the New Mexico deposits are being re-examined for their potential. REE-Th-U veins are found in the Gallinas, Caballo, Capitan, and Cornudas Mountains and Laughlin Peak-Chico Hills. Past production of bastnaesite has come from the Gallinas Mountains. Carbonatites are found in the Lemitar and Chupadera Mountains, Laughlin Peak-Chico Hills, Lobo Hill, and Monte Largo (Sandia Mountains). Although carbonatites have not been found in the Gallinas Mountains, they are suspected to occur in the subsurface based upon mineralogy/alteration. Disseminated Y-Zr deposits in syenite are found at Pajarito Mountain, Mescalero Apache Indian Reservation near Ruidoso. In 1990, Molycorp, Inc. reported historic resources of 2.7 million short tons grading 0.18% Y2O3 and 1.2% ZrO2 as disseminated eudialyte. Two additional deposit types have potential for REE in New Mexico: Cretaceous heavy mineral, beach-placer sandstone deposits and pegmatites. Exploration is ongoing in the Lemitar, Gallinas, and Cornudas Mountains.

"The Deep Ocean Resources Development Co. Ltd. (DORD) of Japan signed a 15-years contract with the International Seabed Authority for exploration of polymetallic nodule in a 75,000 km2 area, consisting of West and East Areas in the Clarion and Clipperton Fracture Zone in 2001. The exploration work is now concentrated in resource estimation of the first generation of mining area, the High Abundance Area.A detail survey of the Model Area, set in the High Abundance Area, was conducted using AUV (Autonomous Underwater Vehicle) equipped with MBES (Multi-Beam Echo Sounder), SSS (Side Scan Sonar), Sub-Bottom Profiler (SBP) and still camera. The seafloor topographic map based on 1 m grid data was produced in an area of approximately 80 km2 (Figure 1). Photographs, continuously covering the seafloor taken by AUV along two west-east trending traverse lines, together with detail seafloor topographic map produced from MBES give an excellent opportunity to observe distribution manner of pollymetalic nodule related to topographic features. This helps to understand more accurate resources estimation of a whole area of the High abundance Area. Furthermore, information of micro-topography gives ideas for conducting ore collecting operation and designing ore collector."

Analytical predictions of the rate and magnitude of settlement of deposited oil sands tailings slurries generally overestimate how fast pore pressures will dissipate. Field deposits of nonsegregating tailings to mature fine tailings show continued high pore pressures near the surface which impede surface reclamation. In geotechnical analyses which predict the consolidation behavior of soft soils a finite strain theory is used. Effective stress-void ratio and void ratio-hydraulic conductivity relationships determined from laboratory large strain consolidation tests, are used in the finite strain predictions. This theory, however, cannot predict the full range of sedimentation, consolidation and pore pressure dissipation which occurs in large scale deposits of thixotropic tailings slurries. A new large strain consolidation model which assumes that the creep rate of the slurry exceeds the pore pressure dissipation rate is being investigated. This model is relevant for rapidly deposited, low permeability thixotropic slurries where the upwards drainage path increases by several meters a year, such as, in oil sand fine tailings ponds and nonsegregating tailings deposits. The model will be verified by analyzing the 10m high column of fine tailings at the University of Alberta which has been monitored for over 20 years and in which the excess pore pressures are still very high.

Indian tribes own a substantial portion of the West's minerals. More importantly, Indian reservations contain coal, oil and gas, uranium, and oil shale reserves in unusually large and unencumbered blocks. Many tribes are now prepared to intensify development of their large reserves knowing that they can offer energy partners the unique opportunity to develop major energy facilities free of overlapping local, state, and federal permitting authorities. The tribes, therefore, can offer mineral developers both substantial reserves and an unusual degree of freedom from a multiplicity of government regulation. In the past, Indians and energy companies enjoyed only partial success as business partners. Indian tribes lacked the resources and know-how to act as equal partners with large oil and gas and mining operators. The tribes relied on the Bureau of Indian Affairs (BIA) to initiate and execute reservation energy projects, and as a result the tribes never developed adequate tribal structures and the expertise to responsibly manage their energy resources. At the same time industry made little effort to understand and learn the laws, customs, and institutions existing on Indian reservations. To the contrary, industry found it easier to bypass the tribes and deal with BIA officials. But the situation has changed. In 1975 the tribes organized an effective coalition, the Council of Energy Resources Tribes (CERT), which recently acquired substantial federal assistance to bring the tribes a level of technical and business expertise that begins to equal that of industry. Because the tribes have changed the rules of the game, industry must now change and learn to work directly with tribal governments. A working knowledge of Indian law, practices, customs, and policies must be acquired by energy companies before beginning negotiations with tribal governments for development of reservation energy resources.

Yet, mining is a complex and risky business: plenty of high risk factors can occur and severely affect nature and the miner?s life and health. Especially for small and medium enterprises (SME) risks may also threaten the economic existence of the company. The responsible and sustainable management of a company should thus be based upon the systematic finding and handling of risks or briefly upon an efficient risk management system. Why do we need risk management? Because nobody is perfect and we make mistakes in the normal course of operation.

Following the 1989 Loma Prieta earthquake, California Department of Transportation (Caltrans) expedited an effort to evaluate and retrofit important state-owned toll bridges to en­hance performance of the state's transportation systems during and after major (credible) earthquake events. Imbsen and Associates, Inc. (IAI) along with their sub-consultants, were awarded a contract to conduct seismic evaluation and to develop retrofit design for Benicia-Martinez Toll structure, to meet a "Serviceable" performance requirement after the event of a "Safety Evaluation Earthquake." This paper describes the design and construction specifications for the deep foundations supporting the main spans of the Benicia-Martinez Bridge. Benicia-Martinez Toll Structure (George Miller Bridge), a high-level deck-type welded truss bridge with welded girder approach spans, carries Interstate Route I-680 over the easterly end of Carquinez Strait near San Francisco, CA. The nearly 5000 ft long main truss structure consists of ten spans, ranging from 330' to 528' in length, supported on cellular reinforced con­crete pier structures. Foundation systems across the waterway, consist of cellular reinforced concrete footings, supported by groups of 6' diameter, concrete filled, steel caissons, resting on 5' deep rock sockets, at depths of 50' to 150' below the water level. Seismic evaluation of the existing foundation systems accounted for spatially varying ground motion along the length of the structure, variability of foundation material strength (i.e. at bed-rock), variation and effects of scour depth on the performance of the foundations, and dy­namic soil-structure interaction. Performance of caissons beyond their elastic strength, as well as their effects on the behavior of the foundations and substructures were evaluated and considered in establishing foundation vulnerabilities. Several retrofit strategies were considered leading to a final retrofit strategy to strengthen end connections of existing caissons, as well addition of new caissons to provide adequate lateral force resistance for the foundations. Final design package includes specifications as well as construction methods and requirements for existing and new caissons, under traffic, and pile load testing procedures for design loads of up to 12500 kips per caisson.

Rolling disc cutters are the business end of hard-rock and mixed-face tunnel boring machines (TBMs). Since their first successful employment on a TBM more than 50 years ago, disc cutter technology has constantly evolved, allowing modern TBMs to excavate very hard and abrasive rock efficiently. Disc cutters have also been employed successfully on earth pressure balance (EPB) and slurry machines, cutting rock under water and ground pressure. The range of materials excavated by machines today is broader, excavation rates are higher and cutter costs are lower than ever before, proving the value of investment in cutter development. Disc cutters are used on a range of tunneling equipment, from pipe jacked slurry micro-TBMs less than 1 m (3.3 ft) in diameter to 15 m (49 ft) in diameter, hard-rock boring TBMs. The geological conditions under which they are employed range from sands and gravels, with several bar of water pressure, to extremely hard, massive rock with UCS up to 420 MPa. Regardless of the type of machine or geology, one thing remains constant: changing worn out cutters is costly. When cutters must be changed in the middle of a tunnel, the contractor incurs the cost of downtime as well as the cost of refurbishing or replacing the cutters. In the case of catastrophic cutter failures, the project can be stopped completely for long periods, and the costs mount up rapidly while tunnel production is at a stand still. Catastrophic cutter failures include the occasion when hard-rock disc cutters are failed in groups (called a ?wipeout? phenomenon) and the operator fails to stop the machine, which results in severe damage to the cutterhead. The cause of this can be either an undetected failed cutter propagating damage to surrounding cutters or operator error in steering. Regardless of the cause, the resulting damage can take days or even weeks to repair. When cutters fail prematurely on EPB or slurry machines in certain geological conditions, it is impossible to evacuate the chamber and, therefore, impossible to get [ ] into the chamber to change the cutters. The solution is frequently an unplanned intervention shaft that must be sunk at great cost. The importance of being able to predict cutter life accurately, and in all geological conditions, cannot be overemphasized. For these reasons, cutters have been developed for specific machine types and sizes, as well as for specific geological operating conditions. Different size cutters are required for different size machines. For example, while 483- and 508-mm (19- and 20-in.) cutters are used on large diameter TBMs, it is impossible to employ cutters so large on a small micro-TBM. Also, the cutter must be designed for the specific geological conditions under which it will be operating. The disc cutter rings required to bore extremely hard rock are the most expensive of cutter rings. However, they provide little advantage in weaker rock formations where less expensive rings will do the job as well. It is important to choose the correct cutter for the machine and the geological conditions in order to get the best balance of cost and risk.

This research study was performed on a case study basis and can be divided into two parallel thrusts: electrical and thermal energy conservation. Energy consumed annually in mining and refining operations represents about 6% of the 80 quadrillion Btu's consumed nationally. In the electrical portion of the study, five areas were addressed: optimal dispatching of on-site generation, high-efficiency motors, conductor selection, power factor correction, and high efficacy lighting. In the case study mine which has a multiple unit on-site generation system, optimally dispatching units can save significant energy. The other four methods are difficult to justify on a retrofit basis due to capital costs. In the thermal portion of the study, a thermodynamic analysis was performed on the reverberatory smelting process possible areas of energy conservation were identified as radiation and convection heat losses from the furnace arch and the dumping of high energy content smelting slag. It has been shown that materials currently available can provide the means of reducing heat loss from the reverberatory furnace. It has also been shown that a significant amount of energy may be recovered from the slag. However, these are both subject to further study and validation.

Most operations, when considering their comminution circuit, are primarily concerned with achieving the desired particle size distribution to obtain adequate liberation for the separation process, at minimum cost. Invariably, the effect the grinding media has on the subsequent separation process (ie flotation, leaching) is not taken into account when selecting the media. This choice is driven by cost rather than metallurgical outcomes. Maximising valuable mineral recovery, with optimum selectivity against gangue minerals, is about good particle preparation. And, particle preparation is strongly related to achieving adequate mineral liberation with the correct pulp chemical conditions. However, the pulp chemistry of a system is largely ignored and relies heavily on pH control and the addition of appropriate reagents (collectors, frothers, activators, depressants). The changes effected by the addition of the various reagents are obtained through conditioning the ground pulp prior to or during the concentration stage, subsequent to grinding. Frequently, reagents are added during grinding with good effect, but the impact of the grinding media on down stream processing is usually overlooked. A number of case studies examining the effect of grinding media on pulp chemistry and subsequent flotation performance were completed on several different sulfide mineral systems (for example, lead/zinc, copper, refractory gold). The evidence suggests that a change in grinding media type from forged to high chrome (ie conditioning the pulp during grinding) resulted in a shift in pulp Eh to less reducing conditions, an increase in the dissolved oxygen content of the pulp and a reduction in the iron species present. The changes have a positive impact on flotation behaviour. The results of the case studies are discussed.

The Golden Cross Gold Mine is located at the head of the Waite kauri Ri ver, 8 km northwest of Waihi near the southern end of the Coromandel Range. The mine produces gold and silver from epithermal veins hosted by Miocene andesitic flows and pyroclastics of the Coromandel Group. Golden Cross is owned in joint venture by Coeur Gold NZ Ltd (80 per cent) and Viking Mining Company Ltd (20 per cent). Mining is by open pit and underground methods. Mineralisation in a near-surface sheeted/stockworked vein zone is mined from the open pit. The deeper Empire Vein System is mined from underground where higher grade mineralisation is restricted to generally discrete veins. The open pit stockwork zone is west of and offset from the updip trend of the Empire Vein System. The Empire (hangingwall) Vein strikes generally north-northeast and dips steeply west. Dips become subvertical at greater depth. The hangingwall vein is a well developed, generally continuous structure with relatively high gold grades. A complex footwall vein system forms shallow west-dipping offshoots to the hangingwall vein. Structure and gold grades become increasingly erratic away from the hangingwall vein. The better developed footwall veins carry economic grades and high 'spot' grades over 50 g/t Au are not uncommon. Highest gold grades are associated with tightly crustiform banded sections of quartz veins and with dark fine grained siliceous breccias. The main hangingwall vein occupies a major north-northeast trending fault structure, the Empire Fault. Footwall veining forms within subordinate splinter fault zones. There has been extensive multidirectional pre-, syn- and post-mineralisation faulting. Fault manifestation is highly dependent on host rock characteristics. The central part of the hangingwall vein and surrounding silicified country rock has been shattered by a major fault structure, the West Mine Fault, forming a poorly consolidated, blocky quartz-breccia ore zone. Away from the more brittle ore zones and associated silicified envelope, wide clay-filled shears mark the major fault trends. Development of the deposit is considered to have occurred in two distinct stages related to separate episodes of dilational jog movement on the Empire Fault. The first phase reactivated the pre-existing Empire Fault as a dilational fissure with subordinate splinters on the footwall side. The Empire Vein System (hangingwall and associated footwall veining) formed during this phase. A second phase of renewed movement with further dilation resulted in more extensive fracturing of the Empire Vein and surrounding country rock and formed the sheeted/stockwork veining of the open pit. An upwards/westward migration of the hydrothermal system is assumed but fluid pathways between underground and open pit veining are unclear. Ore extraction and mining geology methods have responded to improved understanding of the grade and structural variability, and changing ground conditions inherent in the vein system. The underground mine produces ore from flatback cut and fill, post-pillar and bench stopes. Open pit and underground ores are campaign milled through a conventional CIP plant.

A method is proposed for the continuous calulation of a rock mass in real time while tunnelling with a TBM. Rock properties are investigated through models of the fracture stress under the disc cutters, the quasi-shear stress between the disc cutters and the specific energy of cutting under the disc cutters. Comparison of theoretical and monitored data of cutting specific energy can be used to determine theoretically the prevailing shape and size of the bulk debris. The shape and size of the chips from a given rock vary with the boring parameters. Introducing shape and volume corrections into the models of the evaluated stresses suppresses the influence of the boring regime and allows the rock properties to become dominant

There are several methods available to estimate deflection and ultimate Capacity of laterally loaded piles. In this investigation an attempt has been made to verify the existing methods for prediction of ultimate lateral resistance and deflection with the laboratory and field test results reported in the literature. A 75 pile loading test data obtained from the literature was used to evaluate two methods designed to predict the ultimate lateral resistance of rigid piles and three methods designed to predict the lateral deflections of rigid piles and four methods designed to predict the lateral deflection of flexible piles subjected to lateral loads. The accuracy and precision of each method is quantified statistically. The statistical results of the overall analysis indicate that the mean values of the ratios of predicted to measured lateral capacities vary from 0.62 to 1.14 with an average of 0.88. However, the settlement predictions were much more widely scattered than the ultimate load predictions and in general all the methods have a tendency to under predict the deflections. A new method is proposed by modifying the Broms's method to estimate the lateral deflections of free headed rigid and flexible piles separately. The proposed modified methods were found to be reasonably good in comparison to existing methods and to overestimate deflections.

FROM the results of his investigation of the hardenable copper-nickel-silicon and copper-cobalt-silicon alloys, M. G. Corson1 explained the dispersion-hardening effect by assuming the precipitation of the inter-metallic compounds nickel silicide and cobalt silicide, and on this basis he constructed diagrams for the pseudobinary systems copper-nickel silicide and copper-cobalt silicide. A consideration of these diagrams and of the factors that exert such an important influence upon the rate of precipitation, such as degree of supersaturation, nucleus number and rate of diffusion, leads to the expectation that the rate of precipitation of the silicides on reheating the quenched solid solutions at temperatures below the alpha-phase boundary should increase continuously as the reheating temperature is raised. The present investigation shows that while this rate does increase with the reheating temperature in a general way, it does not do so continuously. Supplements to Corson's diagrams are offered, showing the discontinuities, and slight modifications in the solubility curves are suggested.

Three drill-blast cycles of 3.1 m advance achieved in one working shift of 7.5 hours at the Holsfjorden Tunnel project in Norway. The tunnel, 5235 m long, with a cross section of 8.6 m2, was completed several months ahead of schedule. This remarkable performance was achieved by a crew of 16 men, using machines specially designed for small tunnel excavation. The integration of drilling and charging into one unit, mucking and transport in another, reduced non-productive time considerably. The average cycle time of 140 min made it possible to complete three rounds in one 7.5 hours shift.

The risk of injury caused by minor roof falls continues to increase in underground mining. Most ground control injuries result from small rock falls that occur in a supported area, but do not involve the failure of the support system. In the roof, these are the "skin failures" that occur between previously installed primary or secondary bolting systems. To minimize skin failures and the associated accidents, several devices were designed and tested in the laboratory to maximize stiffness, minimize material thickness and weight, and ease material storage and handling on roof bolting machines. The goal of this project was to design and evaluate devices that can be installed with traditional primary or secondary roof supports, and that are easy to handle/install under temporary or previously supported roof.

"An investigation into pillar cutting was carried out at a platinum mine on the western limb of the Bushveld Complex. The focus was on crush pillar design and implementation in order to ultimately improve the compliance percentage for pillar cutting. The major findings from the investigation suggest that the pillar cutting problem lies with the implementation of the design rather than the design itself. Observations of the practical issues underground that prevent good pillar cutting were made. After these issues had been identified, recommendations to rectify these problems and a few other issues identified during the investigation were provided. The recommendations are aimed at improving the pillar cutting compliance and reducing the likelihood of pillar bursts or pillar runs, which will ultimately create a safer mining environment. Thousands of miners, construction workers, and truck drivers are exposed to diesel exhaust particles. Diesel Particulate Matter (DPM) is a probable human carcinogen and stringent occupational and environmental standards have been established or are planned worldwide. Modifications in fuels and diesel engine designs have reduced emissions, but may not be enough to comply with the tightest standards. Post-combustion aftertreatment devices are likely necessary for many engine operators. However, even the most common and well studied aftertreatment devices fail from time to time. The objective of this study was to design, construct, and test an electrostatic aftertreatment device to treat DPM. An electrostatic precipitator (ESP) was designed and constructed to capture DPM from diesel exhaust, and different configurations were tested to optimize its performance. DPM was produced by a 6 kW diesel-powered electric generator and directed to the ESP through a short section of galvanized steel pipe after the muffler. Number and mass removal efficiencies were measured with a condensation particle counter (CPC) and by sampling through a stainless steel cassette and collecting the DPM on Teflon filters. Particle size distributions were measured with and without control using a 6-stage cascade impactor. The experiments were performed with the engine running at idle and also at medium load. The results show that our first generation ESP provides 60 percent mass removal efficiency, and up to 80 percent number removal efficiency. Power consumption was generally low, about 20 to 30 watts, to achieve these levels of performance.

Beginning from the point of view that process control of ore flotation can be approached by on-line analysis of processing behavior, an equation was developed which has characteristics useful for a multi-variable feedback loop. The application of this equation to optimizing control with a data acquisition system will be discussed in Part 11. OBJECTIVE OF CONTROL The purpose of developing a feedback method for concentrator control is to provide a means for determining ore processing behavior in order that data describing the ore can be used to make appropriate changes in control conditions while the ore continues to flow through the flotation circuit. In absence of simple linear relationships between pairs of variables in the flotation process, attention is directed to the need for a generalized relationship which possibly would incorporate all pertinent variables. It would be possible to apply such an equation to the control of variables in a concentrator in real time according to operational requirements as ore gradually changes in quality and processing behavior. To meet this objective, it is necessary to define relationships describing flotation performance in terms of performance variables capable of being measured on-line, either with on-line instruments and analyzers or with manual methods lending themselves to quick determination of meaningful information. Relationships derived to meet this objective form a model for the flotation process. The evaluation of flotation parameters of the ore and the execution of control on the basis of the derived information while the ore is continuing through the process would constitute a feedback control system. Data for the following control and performance variables can be made available: 1) ore feed rate, 2) collector addition rate, 3) lime addition rate, 4) pulp density, 5) assay or multiple assays in feed, tails, or concentrate sufficient for material balancing, 6) particle size distribution in flotation feed, 7) froth height, and 8) frother addition rate. Other process variables, such as flotation air input and mechanical agitation intensity, are usually not considered as control variables and were not taken into account in this analysis. Other data, such as that describing the ore, would be useful for concentrator process control. However, information of this type (such as ore hardness, grain size of the mineral, chemical species of the mineral, and ore surface properties) being not presently measurable in the on-line sense, has the effect of causing disturbances in the system which can be detected only indirectly. The process control system being sought must recognize disturbances by their effect on measured performance followed by determining control changes to compensate for them in meeting the objectives of improved performance (perhaps higher throughput, maximum return, etc.). A suitable model for the process having capability of recognizing the effects of ore disturbances should provide the means for introducing proper compensation through control changes. This would be done by processing on-line data with the model to calculate coefficients reflecting ore characteristics. This procedure can only be applied in a typical flotation system when on-line data can be processed at faster rates than the usual rate at which the ore in flotation feed takes on significantly different characteristics. For example, material balance data can be accumulated in approximately 5-min intervals using on-line X-ray fluorescence analysis. The flotation system time constant might be 15 min including grinding. Ore changes having time constants longer than 1 hr could be accommodated using on-line feedback control by this procedure. The genesis of Simrac?s technology transfer practices and future initiatives are discussed in this report. Simrac produces a relatively large volume of research-based health and safety outputs that must be communicated to its tripartite stakeholders and to other interested and affected parties. The wide spectrum and complexity of the transferables, together with the diversity of end-user needs and skills of the recipient population, necessitate customizing of technology transfer practices. In an attempt to optimize this process, a variety of practices are employed. Information is transferred by means of publication and dissemination of a variety of reports (paper, website and CD).Knowledge transfer is directed to health and safety practitioners by means of workshops, seminars, best practice booklets, handbooks and textbooks. Promotion of recently completed projects is directed at targeted recipients by means of project launches. Only isolated cases of piloting and implementation of technologies have been undertaken due to lack of resources and past organizational focus. It is anticipated that Simrac?s new organizational structure and management system, together with end-user involvement by industry champions, from project inception to implementation, will enhance the effectiveness of the technology transfer process.
