Chemically, mica is a complex silicate of sodium, potassium and aluminum. There are no important uses of mica where the chemical analysis is important, except that in some uses of ground mica, the content of iron oxide present as an impurity must be kept to a very low limit. Muscovite mica is frequently found containing black and red "stain" as a homogeneous part of the books or sheets. In most cases this stain or impurity is magnetite or hematite. Some mica contains impurities deposited by infiltration. This is commonly a red stain, less often brown or white. The best mica is free from all such impurities, and the greater their content, the less value does the mica have.(1) It is because of these undesirable impurities that a large segment of the fine ground mica industry relies on weathered pegmatites and alaskite ores as a source of raw material. The mica concentrates obtained from these ores are relatively clean and require moderate beneficiation to meet color and density specifications. One need only to observe the stained and decrepitated condition of the mica recovered from mica schist to appreciate the challenge that processing this material presents. Despite these adversities there are several advantages to be gained by mining and processing mica schist ores. The mica content of these ores are considerably higher than the pegmatites and alaskite ores now being mined, often containing in excess of forty percent mica. The demand for thermal coal both nationally and internationally is projected to increase rapidly. The marketability of high ETU thermal coal produced in the USA is, however, limited by its high sulfur content. Fortunately, over 70 percent of the sulfur exists in pyritic form. The research conducted at Southern Illinois University indicates that over 90 percent of the pyrite can be removed by simple devices such as concentrating tables, cyclones, or froth flotation cells and the desulfurized coal can be blended with low sulfur western coal to produce EPA compliance coal. Thus, both the low BTU western coal and the high sulfur midwestern coal can be rendered competitive in the utility markets, here and abroad due to improved utilization.

The application of automatic control to mineral processing operations has been gaining momentum during recent years. Many strategies are being developed for controlling crushing, grinding and flotation circuits, however, their implementation in industrial plants is being slowed down because of the costs and difficulties in evaluating these strategies in a systematic manner. An interactive computer simulation package, developed at the University of California, provides the capability of analyzing the process dynamics of mineral processing circuits. This paper presents an overview of the simulator and its application to the case studies of grinding and flotation.

Experimental results obtained from large scale (7 tons), long-term (500 days) leaching of low tenor copper sulfide ores were interpreted by a geometric model involving the movement of a reaction zone through the ore fragments. The postulated leaching mechanism involved mixed kinetics and included diffusion of the reacting species through the host rock and a chemical reaction at the surface of the mineral particles. Ore properties which were considered were ore particle size and shape, grade of ore, and mineral content. Excellent agreement between the mixed kinetic model and the laboratory leaching results was obtained when minus ½ inch ore particles were not included in the leach. Also, a satisfactory prediction of copper recovery from plus ½ inch ore with a different particle size distribution was made; however, it was necessary to modify the shape factor in the model. Predictions of copper recovery from an ore sample which included the minus ½ -inch fine fraction and leaching for 460 days was 56.5 percent, and the recovery from leaching was 47.0 percent. The presence of fines caused channeling and uneven solution distribution and inhibited the leaching rate.

Slurry technology developed for the marine transport of mineral commodities has been increasingly applied to on-shore slurry transport systems. Reclaim of mineral concentrates, sand tailings for mine backfill and various industrial minerals from storage tanks or ponds normally require a slurry of high density at constant flow rates to improve process performance and to reduce handling costs. An efficient system must accomplish this at minimum capital costs with maximum reliability. Continuing improvements in equipment design to improve repulping efficiency and their application are discussed.

A positive pressure ventilation system, augmented by a dewatering well curtain and underground longhole drilling, provides effective ventilation and radon control at EXXON Minerals Company's Highland Underground Mine in the Southern Powder River Basin of Wyoming. Testing different types of bulkheads, sealants, and bleeder systems has led to improvements in the basic ventilation system. Continued testing of new or different materials and equipment is expected to lead to further improvement in the ventilation program. Effective training of both miners and supervisors is essential to maintaining and improving ventilation techniques. This paper addresses the ongoing ventilation program and experience to date at the Highland Uranium Mine.

Waste solutions from sea water desalination processes are enriched in minerals by a factor of two or three. This suggests that extraction of selected mineral components from the concentrated brine might help pay desalination costs. The possible recovery of gold has received particular mention. Sonstadt, in 1872, reported the gold content of sea water as 65,000 micrograms per cubic meter, or 65,000 parts per trillion. At $35 an ounce, this is equivalent to $0.065 per ton of sea water. Fritz Haber, however, after his abortive venture to restore Post War I Germany to economic health by recovering gold from the sea, concluded the gold content was 4 micrograms per cubic meter. Haber's analysis is equivalent to 0.0004 cent per ton. In the past 10 years, investigators using advanced analytical techniques reported from 4 to 27 micrograms per cubic meter. Our brief experiments to determine a threshhold value for the gold in sea water employed solvent extraction for initial concentration, evaporation of the gold-loaded organic for further concentration, and atomic absorption analysis of the gold in the concentrated organic. Radioactive gold was used as a tracer for monitoring the gold through the concentration and analytical steps. Our method established that sea water contains about 11 parts gold per trillion parts sea water, or 0.001 cent worth per ton. This agrees closely with results of recent studies by other investigators employing ion exchange resins and neutron activation techniques.

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

A year ago, if I had the pleasure of addressing you, I would have discussed ocean mineral resources from a promotional standpoint. I would have described exciting indications of mammoth tonnages of sea-floor industrial minerals. I would have attempted to fire your imaginations as to the potential of a nation having the technologic know-how to exploit its submerged boundaries. As a first step toward this capability, I would have solicited your support for a Bureau of Mines? program aimed at determining the industrial worth of marine minerals and devising techniques and hard- ware for their recovery. We still need your support, but recently we have ventured out of the realm of planning and into your Government's first program in marine mineral engineering. Today, I wish to describe what we have done within the framework of existing research problems and our possible goals. I will be brief so as to allow ample time for questions, and I can do this with confidence because our program is so new that I need not be chagrined at not having all the answers.

These developments are affecting the lives of each of us, although some may appear remote and unrelated to us as individuals. The Institute of Applied Geology (I.A.G.), a joint project sponsored by the University of the Philippines, the Philippine Bureau of Mines and the United Nations Development Programme (Special Fund) undertook during 1965-66 a number of field projects in Northern Luzon Island (Fig. 1). These field operations were of a two-fold nature: during approximately six weeks an orientation survey, involving, geology, geophysical surveying, and geochemical prospecting, was conducted over a partly developed, disseminated copper deposit at Sto. Nino (Fig. 1). The Sto. Nino study demonstrated (Hale and Govett, 19677 Govett and Hale, 1967) the feasibility of geochemical prospecting relative to other exploration methods for the location and delineation of disseminated copper occurrences, the major source of metal in the expanding mineral industry of the Philippines. "Mining began, in the Colstrip area in the 1920's by the Northern Pacific Railroad. The coal was used for steam locomotives until 1957, when the advent of diesel power made them obsolete. In 1959, Montana Power Company purchased the Northern Pacific properties including the mining equipment, coal leases and the town of Colstrip. Western Energy Company, a wholly owned subsidiary of Montana Power Company was formed in 1966 to manage the mining operations in Colstrip. The Rosebud Mine officially re-opened in 1968 to supply coal for Montana Power Company's J. E. Corette Plant In Billings. Since 1970, Long Construction has operated the mine equipment for Western Energy Company". The Rosebud Mine is located in Southeast Montana and supplies coal to two 350 megawatt power plants located in Colstrip and one 180 megawatt plant located in Billings. Approximately 30 percent of Western's annual production is consumed by these plants. The remaining production is shipped to the mid-west and burned by utility companies and municipalities.

What is the most practical method for storing a huge quantity of crude oil for a long period of time to assure availability if conditions curtail the source of supply? Underground storage is a logical answer. But can abandoned mines be used for this purpose? That is the proposal Fenix & Scisson International, Inc. submitted to the S.F.F. Association (acting in behalf of the Department of Industries of the Republic of South Africa), Johannesburg, South Africa, in October 1966. This engineering and contracting firm with headquarters in Tulsa, Oklahoma, specializes in underground storage; and based upon previous experiences their engineers were reasonably certain that a mine could be used for storing crude oil. The answer subsequently proved to be "yes." The result was con- version of a coal mine to provide storage for a quantity of crude oil which is the equivalent of a sizeable oil field. The total cost of purchasing, testing, and converting the mine was less than 15 percent of the cost of conventional steel tanks. Operating and maintenance costs are proving to be about 2 percent of those experienced at two large tank farms owned and operated by the Association.

This morning, gentlemen, I should like to discuss resin anchors of a type introduced to North America approximately 2-1/2 years ago. We shall also briefly review the basics of mechanically anchored rockbolts so that a general comparison may be made. Previous efforts with synthetic resins were aimed at aiding a mechanical Or "point" anchor, obtain a better purchase in the rock mass. Resin cartridges of the type to be described in this paper are capable of achieving point anchorage or full encapsulation of mine roof or rockbolts. Of significance, therefore, is that unlike a mechanical bolt, placed and tensioned, celtite rockbolts may be fully grouted and tensioned or left untensioned in the installation sequence. Our principle effort has been to offer this system to mining and civil engineers who have encountered difficult rock conditions and wish to reinforce strata to achieve a greater degree of permanence and safety.

Resource Enterprises, Inc. (REI) is exploiting the coalbed gas resource by working in unison with active underground mining operations. At REI?s pilot project at the Soldier Canyon Mine, Carbon County, Utah, REI has drilled nearly 15,250 m of horizontal in- seam and slant boreholes during the initial two years of drilling activity. Produced gas has been sold to a natural gas transmission company on a continuous basis since mid 1983.

Simulation models have been widely used to analyze the operations and characteristics of a variety of systems. Such models mimmick a projected reality by analyzing the interaction of the events, transactions, and facilities which combine to make up the system. The models are structured as a computer representation of the system components and their logical, precedence and timing relationships. The operation of the system is then simulated over some finite time interval to gather analytical and staistical data. This paper presents a method whereby bulk handling systems, either actual or proposed, may be analyzed by means of simulation models to project the enconomic consequences which may be expected from the system over some future time interval. An example is given to illustrate the construction of bulk handling simulation models, the derivation of performance data, and the analysis of the information with an eye to effective decision making.

The overall economics of a coal production unit are governed by a number of interdependent parameters which individually and collectively affect the final result. A business judgement is measured through return on investment considerations and in this respect, a sensitivity analysis proves useful. Figures 1 and 2 show how the various parameters affect return on investment through unfavourable change from planned or expected values. In the case of metallurgical coals, the selling price negotiated is the primary and most sensitive variable, followed by transportation, clean coal yield and capital funds invested in mining. It is clear that coal preparation plant capital and operating costs are the least sensitive to R.O.I. For energy coals, the selling price is determined by heat energy content (x cents per million BTU's) and is therefore not con¬sidered as an interdependent variable. In this case, transportation cost is the major primary factor affecting the level of income. Again the amount of saleable clean coal or total yield has a major effect on return on investment. Most of the factors considered in Figures 1 and 2 are fixed and unfavorable change from planned values becomes critical but clean coal yield is to a great extent controllable during actual operations. Once the theoretical yield for a particular coal has been determined, the optimum return is achieved by approaching this theoretical yield as nearly as possible in practical commercial operation.

The results obtained for the selective flocculation or flotation of natural ores do not usually agree with the corresponding properties of the constituent minerals when present alone. This is mainly due to the presence of dissolved mineral species which can interact in many ways with other components in the system and alter their behavior. In this paper, the effect of dissolved species on the flocculation and electrokinetic properties of sulfide minerals is disscussed. Dissolved Fe, Cu and Ni species are found to affect the properties of chalcopyrite, pentlandite, millerite, pyrrhotite and covellite in certain pH range. These effects are interpreted in terms of species adsorption leading to activation or depression of reagents, surface precipitation and complexation of species, etc.

The Washington State Highway Department consists of seven geographic dis¬tricts. District offices are located in Seattle, Wenatchee, Olympia, Vancouver, Yakima, Spokane and Bellevue. District is covered from the Spokane office, and is responsible for the six counties in the northeast corner of the state (Fig.l). It is bordered on the north by the International Boundary, on the south by the Snake River, on the east by the Washington - Idaho border, and on the west by a north-south line thru Lake Roosevelt. The landslides to be discussed in this paper are at Colfax, Washington, which is located in the southeast corner of the district. The town of Colfax is situated in a narrow valley eroded into the Tertiary volcanic basalts by the Delouse River. The valley walls are steep and generally colluvium mantled. State Highway 1°c, from Spokane to Colfax, descends into the valley from just north of Colfax on a bench cut into the valley wall. The highway department designed a widening project to increase the misting two lane roadway to three lanes, thus providing a passing lane for uphill traffic. The third lane was constructed as a cut section for the entire length. Construction excavation was begun at the top of the hill in silts of eolian origin. Proceeding downhill, excavation encountered three individual basalt flows with two zones of palagonite tuff separating them. The upper palagonite zone was dry, and excavation proceeded across this zone with no mishaps. The lower palagonite zone carried considerable groundwater. As excavation crossed the lower zone landsliding became contemporaneous with excavation, due to removal of toe of slope and saturated conditions. Remedial measures for landsliding consisted of designing shot rock buttresses across the palagonite zone and also the installation of horizontal drains to reduce hydrostatic pressure.

The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, Colombia's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. By way of background: ? The mine is located on the Guajira peninsula in Northeast Colombia, about 90 miles from the coast, as shown in Figure 1. ? In addition to the mine itself, the project involves construction of a dedicated railroad and port, which form a modern, efficient and integrated system. ? The Project is embodied in a 50/50 Association Contract between International Colombia Resources (Intercor), a wholly owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally and Intercor has the additional responsibility of managing operations on behalf of both partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. ? The project is a multi-seam, truck and shovel operation, based on large reserves (2-3 billion tonnes') of high quality bituminous coal. ? Exports began in the first quarter of 1985 at modest levels through what we call Early Coal Facilities, designed and constructed apart from the permanent coal handling system. ? Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt per year in 1939. Based on available resources, however, the resource will support expansion, and continued growth n production into the 1990s appears feasible.
