Mini-projects studying the flotation chemistry of paper de-inking were incorporated to an educational program at Michigan Technological University with support from the paper recycling industry. Interfacial activity of frothing agents, surfactants and polymers in de-inking flotation systems has been studied through flotation, atomic force microscopy, zeta potential, contact angle, surface tension, and froth stability measurements. These fundamental studies were developed to understand microscopic and molecular effects occurring in flotation of ink particles that may lead to improved designs in de-¬inking flotation processes. Fundamental studies indicate that ethoxylated alcohols are efficient frothing agents in flotation and can be used to clean the recovered paper from hydrophobic ink particles. Next, it was further supported in this research that the fatty acids activated by calcium ions act as collectors in flotation of ink particles. Finally, improvements in de-inking flotation are reported in laboratory tests involving aqueous solutions of polymeric flocculants.

When we were asked to prepare a paper on gold to be part of the Economics of Precious Metals session, our immediate thought was that we should address the question of supply. Are the existing mines of the world capable of filling the demand for gold? We recognized that gold does not conform to the normal pressures of supply and demand. Major new sources of production and increased sales might have a very short term effect and depress the price but this does not last very long. Those forces that affect gold prices are very different from the ones economists normally deal with. Factors such as mass psychology, political tensions and fear are certainly more important to the gold price than supply and demand in today's world.

A full survey of the laboratory and blast-furnace tests on 2 types of acid pellets is given. From the laboratory tests, carried out in an atmosphere containing hydrogen, it appears that type B, produced out of 100% magnetitic ores, has a far better low temperature disintegration index and a lower reducibility index than type A, produced from a hematite/magnetite mixture. The swelling index, chemical composition and mechanical properties of both types of pellets do not differ significantly. From the blast-furnace test, carried out with a burden consisting of 45% of pellets and 45% of sinter with basicsty ratio about 2.2, and at constant driving rate, it follows that there is no significant relationship between the disintegration value of the pellets and the blast-furnace permeability. If also is concluded that the lower reducibility of the type B pellets leads to a significantly higher coke consumption.

Techniques useful in operations, analysis are applied to the problem of planning an exploration program. The model used treats mineral exploration as a Markov process, and maximization of gain is the criteria determining the optimum program. The mathematical description of the model and the optimization are first worked out. Application of the mathematics to several simple examples is given. Finally, comparison of the data necessary to use this operations analysis with the available data shows that the method can only be a guide to planning an exploration program.

Ontario has a diverse industrial mineral resource base including abundant resources of structural industrial minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone and dolostone. These resources are used in the production of aggregates, brick, metallurgical stone, fillers, lime, cement and other construction materials. The majority of the operations are in deposits of Paleozoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were over 140 million metric tonnes of aggregates produced in 1985, approximately 115 million tonnes of which was produced in southern Ontario with the remainder being largely from Crown land in northern Ontario. The structural industrial minerals account for over 80% of the value of total industrial mineral production, with the remaining 20% of the value king accounted for by the non-structural minerals being led by salt which is produced in southwestern Ontario. A host of other non-structural industrial minerals are known but production is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite and by-product metallurgical sulphur products (Fig. 1). Location and Market Area Major production is in the area closest to the large markets of urbanized southern Ontario and the northeastern and north-central United States. In general, with the abundant variety and widespread resources of industrial minerals and the large population within 400 miles of most deposits, the market offers great potential. Ontario's 9 million population accounts for about 35% of the entire gross domestic product of Canada of $476.361 billion dollars in 1985. This equates to about 113 of the nation's buying power being within a 200 km (125 miles) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well developed industrial minerals industry fulfilling most of the structural industrial minerals demand in Ontario, as well as a subsidiary demand in neighbouring provinces and states.

When Dick Robbins asked me to give a keynote address, I felt it might be in order to review some of the practices and techniques used in tunneling and work up to some of the concepts now used to mine and construct tunnels. Needless to say, there have been many changes in tunneling technology and also many changes in the Safety Codes controling them. An example of this latter change was the fact that in 1931, my father excavated the Owyhee Tunnel No.5 with gas locomotives. He was able to do it because there was no natural gas in the rock and the ventilation system was designed to free the tunnel atmosphere from powder and exhaust fumes. Today OSHA rules would never permit gas locomotives underground, although there were no incidents on this particular project. One of my first tunnels, as Project Manager, was the Clear Creek Tunnel for the Bureau of Reclamation. Our method of handling muck was the Conway Muckers. This unit was a valuable improvement to the hand mucking of previous generations. The Conway was also used in our Navajo Project, in New Mexico. Unlike the Clear Creek project, where water was one of our main problems - up to 7,200 gallons per minute, at a pressure of 395 pounds per square inch - in the Navajo Tunnel, we had a mixed face which caused a major problem with our support system. In one of the Navajo Tunnels, there was a major cave-in, when the squeezing shale came in during an attempt to strengthen the support system. Although moving shale was not a constant problem, there were areas where the shale was five to six feet above the spring line.

The Office of Mine Safety and Health Research, Spokane Mining Research Division, is continuing its high-energy, high-displacement testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link mesh, welded-wire mesh and combinations of them. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can assist in interpreting the condition of installed surface support. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to better quantify the stability of installed shotcrete support.

This paper describes four new families of flotation products which are currently being introduced at the industrial level. A brief summary of the chemical basis behind each product family will be given. This is then followed by a selection of flotation examples which illustrate the more important use characteristics that have been observed to date. It is becoming more apparent with further testing that these four new product families can offer both technical and economic advantages to the industrial flotation process operator.

Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

The environmental demands on the mining industry coupled with rising production costs have created a need for a low cost sludge removal system. The HYDRA* system meets these demands by offering a unique means of removing settled solids from the bottom of a clarifier or a thickener. This underflow system combines experience and proven concepts to form a low cost sludge removal system. The HYDRA system incorporates a flexible design that can be adapted to any settling area. The components are readily available and cost less than a conventional clarifier or thickener. Existing technology developed by preparation engineers provides for retrieval and recovery of mine preparation plant refuse. However, past retrieval methods have been extremely costly. The HYDRA system, because of its low cost, makes the complete process of retrieval and recovery economically feasible. This allows wasted resources to be converted to a saleable product.

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. However, when the transportation of stone is also considered, the desired end is to achieve that delivered cost which maximizes the company f s net return. Minerals have many uses in paint systems. These roles include use as primary and extender pigments, sheen control, film durability enhancement, and rheology control. These and other uses of minerals in paints, and the effects of mineral quality variations on coatings performance are discussed. As coatings performance requirements become more demanding, tighter consistency of important mineral properties, such as particle size distribution and purity, is becoming increasingly vital. Future directions of mineral use to meet projected environmental restrictions and performance demands on coatings, including the use of advanced minerals technologies, are examined.

The Lornex mine is located on the Southern slope of the Highland Valley in South Central British Columbia. The large low grade deposit was discovered in 1964; stripping began in 1970, and the mill started commercial production in October of 1972. The orebody is classified as a complex porphyry type having as major constituent quartz diorite, with varying amounts of quartz, grano diorite, and porphyry. A substantial degree of alteration is evident in the host rock, and this became the key factor in major equipment selection for the grinding section. A pilot plant was constructed on the property capable of treating 100 TPD of ore. The ore was mined to be as representative as possible of the entire orebody by sinking a shaft and cross cutting the deposit underground.

A systematic, balanced and inclusive formulation of the vast input data for mine design is presented. Since the quality of this statement severely influences subsquent design it is extremely important to senior mining engineers and the profession-at-large. If unfocussed, chaos can result along with serious ommisions. The basic categories, each a traditional one are: 1) Natural Conditions (geology and geography), 2) Company Capabilities (monetary and managerial), 3) Public Domain (regulations, contracts, good will, etc.) and 4) State of Art (mining engineering professionalism). To further reduce the data additional organizing principles were used: the distinctions of mining (vs. civil) engineering, proceeding from the general to particular, the basic engineering dimensions, and separating dependent from independent variables. The results are a unique and unified corpus, which anticipates the mine design procedure.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. In recent years limited markets have been developed for fly ash, the dust removed from coal-burning powerplant stacks, but most of it is still dumped in spoils areas at a cost ranging from 20 cents to $1.75 per ton. Aside from this cost, the creation of huge spoils areas can present a considerable aesthetic problem. Since the present annual fly ash output of about 20 million tons will probably reach 30 million by 1970, and because satisfactory disposal areas are becoming more limited, markets for much larger quantities of the waste are needed to keep disposal costs from becoming a significant economic factor in coal-burning powerplant operation. Current stress on air-pollution control and beautification, plus the vital need for good powerplant economy, makes it imperative, therefore, that coal producers and consumers expand markets and develop new applications for fly ash. Markets for established uses can be increased by making a greater effort to sell fly ash. New large tonnage markets for fly ash should be sought via more intensive, coordinated research. The economics of fly ash utilization underscores the vital role that must be played by research. To be competitive with other products, processes for the conversion of fly ash into marketable materials face difficulty in regard to two important economic factors--transportation cost and product utility--the other economic factors are favorable. Raw material costs of fly ash, for example, are quite attractive, and supply is no problem because there are many coal-burning powerplants in operation and many more are planned. Demand for products made from fly ash will grow if their utility is established and a good sales program is initiated. The major problems then are transporta¬tion costs and development of useful products.

While the use of synthetic polymers for solid/liquid separation is not raw technology (1)(its history goes back to the mid 1950's), its importance has increased dramatically over the past decade. This can be attributed to two major factors. The first of these was a change to mechanized mining (strip mining and continuous underground miners) which resulted in a lower quality (higher reject) preparation plant feed, as well as a higher percentage of smaller size particles in the feed. The second factor has been the greater restrictions imposed by governmental agencies on effluent discharge and solids impoundment, requiring pre-treatment of recirculating water before reuse and treatment of refuse before disposal. Today, synthetic polymers find utility in almost all applications requiring separation of solids from aqueous suspension, including "in-process" as well as waste treatment applications. In spite of the fact that there are over several hundred commercially different flocculants available in the marketplace (2), there are a limited number of chemically different materials available which are useful from a cost/performance standpoint. The potential reasons for using flocculants in a coal preparation plant are summarized in TABLE 1.

That grinding may change a crystalline material both in a physical and in a chemical sense has been shown by a number of authors in recent years. Thus Mackenzie (1) and Bartha (2) reported the effects of careful grinding on muscovite, quartz, gypsum, dolomite, etc. Increase in specific surface produced by grinding implies increase in total energy of a system. Newly produced surfaces are chemically more reactive; dislocations may be introduced during grinding, and existing strain may be released by the same process, as shown by Holt et el. (3) All these changes are easily detected by thermal analysis, but it is not easy to separate the multiplicity of effects registered and to arrive at quantitative interpretations. This paper is an attempt to analyze by the use of thermal analysis some effects produced in grinding. In differential thermal analysis (DTA) one measures all thermal changes occurring in a substance during heating or cooling. Chemical changes, such as decompositions, synthesis, oxidation, reduction, etc., and physical changes such as phase transformations, changes in specific surface and in thermal conductivity, strain release, etc. By thermo gradmetric analysis (TGA) on the other hand only chemical changes involving weight loss or gain are recorded. Similarly gas evolution analysis (GEA) will register only reactions involving gas evolution, including water vapor, and oxidation-reduction. By performing two or all three of these thermal methods of thermal analysis simultaneously and on the same specimen one can separate the different effects registered and by difference evaluate their magnitude.

The methodology and results of a feasibility study of an Automatic Truck Dispatching (ATD) system in an actual open pit mining operation, are presented. Using mine cost data, an economic analysis confirms that capital and operating cost savings with ATD out-weigh the costs. Productivity improvement achievable with ATD is quantified with a computer simulation of truck haulage based on mine production and operational data.

This paper discusses recent Federal Bureau of Mines research on the selective flocculation of various minerals with insoluble crosslinked starch xanthate (ISX). ISX is insoluble, has a shelf life of over a year when kept cold, and has a higher molecular weight due to cross linking than the soluble noncrosslinked starch xanthate used in previous flocculation studies on nonsulfide minerals. ISX readily flocculates a number of sulfide mineral fines but not silicious gangue. Floc formation, floc size, and settling rate are strongly dependent on pH, with the pH dependence differing for each mineral. Bornite has been selectively flocculated from bornite-quartz mixtures, and the bornite-containing flocs were separated from the unflocculated quartz using decantation and washing procedures.
