East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

A glance at the following chart reveals that because of the continued poor economy, the slump in industrial mineral production continued into 1980. Gypsum was down 17% from 1979; cement down 9%, sand and gravel, 17%, and crushed stone, 11%. All these downward trends reflect the high interest rates and high costs that slowed construction starts. Domestic fluorspar was down 21% and imports off 14% due to the steel iudustry slump. However, potash production was up 8% and phosphate, 5%. Increased drilling activity spurred au increase in barite production of 25%. Most other industrial minerals posted losses with only a few insignificant increases. As expected, prices were higher, reflecting increases due to high costs for labor, supplies, and above all, energy. Increasing energy and transportation costs also had their effect on industrial mineral production. Railroad freight rates increased 16-22% including fuel surcharge; truck rates increased 11-14%a; and ocean freight rates increased 20% for finished goods. The 1979 shortage of boa and hopper cars did not continue into 1980-most likely due to low production of many of the hulk industrial mineral commodities. All in all, 1980 was not a good Year for industrial minerals.

Multidisciplinary investigations were completed to prove the availability of water resources for the proposed San Cristóbal silver-lead-zinc mine in the arid Altiplano of Bolivia. Surface water resources are scarce, of poor quality, and unsuitable for development. Therefore, hydrogeological reconnaissance targeted alluvial aquifers for development. Follow-up resistivity, refraction, and water quality assessments were used to prioritize areas with prolific production potential. Pumping tests and regional water balance analysis indicate an alluvial aquifer can sustain the required approximately 40 000 m3 per day production for the life of the mine and predict no significant negative environmental effects on local groundwater users and the environment.

Over the last fifty years, the treatment of enargite concentrates has not received much attention primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid-bake leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400 ºC) sulfuric acid baking of an enargite concentrate followed by water-leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase for baking at 400 ºC. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400 ºC, sulfuric acid amount of 0.5 mL/g of concentrate, and 2 h baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). XRD analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in similar fashion.

Svedala started a development program in 1997 to develop a process to convert waste tires into valuable commodities. A review of numerous approaches revealed short-comings in the various approaches either process, mechanical, combination of factors, or trying to emphasis the production of low value products. A market study revealed that a process that could produce a good grade of carbon black would be economically feasible. This paper discusses the laboratory and pilot plant development and commercial plant design.

The El Sauzal gold-silver deposit is a high-sulfidation, epithermal precious-metals deposit hosted by an east-dipping sequence of dacitic and rhyolitic pyroclastic and debris-flow units of probable Oligocene age. Total gold production since startup in late 2004 is approximately 450,000 oz. of gold. Above the sulfide boundary gold is mainly disseminated as small grains interstitial to alunite, kaolinite and quartz. The majority of the ore is found in quartz-alunite-kaolinite altered rock that mantles tabular to irregular silicic cores of vuggy, residual quartz ±kaolinite ±dickite. Grade domains are modelled as subhorizontal to east and southeast-dipping. Higher-grade domains cut across alteration zones and also coincide with transitions from vuggy quartz to quartz-alunite-kaolinite. The highest grades are commonly found marginal to vuggy quartz in transitional, hematite-rich quartz-kaolinite and quartz-alunite-kaolinite rock.

While the United States and the rest of the world struggles with record-setting oil prices Canadian oil sands producers are ramping up production to meet demand for oil while also fighting against a host of negative images. In recent months, the price of oil has skyrocketed. Most of that oil comes from Saudi Arabia. In Alberta, Canada there are unconventional oil reserves that rival those in Saudi Arabia in the vast Canadian oil sands, sometimes called the tar sands. Proponents of the oil sands say that Alberta?s oil sands can be a secure source of oil and energy for the United States for many years to come. With new mining and drilling projects, the industry has said that it could quadruple its production to nearly 4 million bbl/day by 2020. Time magazine once called the oil sands, ?Canada?s greatest buried treasure that could satisfy the world?s demand for petroleum for the next century.? So why hasn?t the United States embraced this close, politically secure source of energy? Because, getting usable fuel from the oil sands can be a dirty business, say opponents. The oil sands are a combination of clay, sand, water and bitumen. It is a heavy, black, thick oil. Oil sands can be mined and processed to extract the oil-rich bitumen, which is then refined into oil. The bitumen cannot be pumped from the ground in its natural state. Instead, tar sand deposits are mined, usually using strip mining or openpit techniques, or the oil is extracted by underground heating with additional upgrading. These methods require a huge amount of energy and water and produce a large amount of carbon emissions. Environmental groups that have long spoken out against the oil sands projects got some political backing in the United States in June when a group of mayors from large U.S. cities spoke out against the oil sands, as did presumptive Democratic candidate for U.S. president Barack Obama?s senior energy advisor. During a convention of large-city mayors in Miami, FL, Alberta?s oil sands were singled out in a nonbinding resolution calling for national guidelines to track the lifecycle impact of different types of fossil fuels. The resolution urges cities not to use unconventional sources of energy with a large carbon footprint, such as liquid coal and oil shale and oil sands.

The Bay Area Rapid Transit (BART) District will be extending BART service south along an 8.7-km (5.4-mile) -long corridor in the city of Fremont, California as part of the Warm Springs Extension (WSX). The WSX project will link the existing BART system to the future BART to San Jose extension. A segment of WSX is located in Fremont Central Park (referred to as the Fremont Central Park Subway Project). The Fremont Central Park Subway is considered the most complicated and geotechnically challenging portion of the project with an underground subway box being constructed near the active Hayward Fault which is capable of ground motions up to 0.75 g and is located in an aquifer which is used for water storage and supply. Soil-structure interaction analysis was used in the design of the subway box to resist deformations due to earthquake ground motions. A water-tight excavation support system has been designed to allow subway box construction while minimizing impacts to the aquifer.

The Republic of Singapore’s Public Utilities Board is implementing the Deep Tunnel Sewerage System Project. The project’s deep tunnel component, 48 km of deep, large diameter sewer tunnels has been successfully completed (the works are in the defects liability period). Six International Design/Build tunnel contracts utilized eight Earth Pressure Balance TBMs ranging up to 7.23 m in diameter to deal with varied ground types ranging from deep soft clays to fresh granite. Numerous access/workshafts were constructed and using various support systems. This paper provides an assessment/overview of the tunnel contracts, tunnel excavation methods and equipment, and the shaft systems. Suggested enhancements to similar future projects are provided.

This summary of international mineral exploration activities for 2012 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for 2012: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2012 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

Real copper prices during the past several decades display two striking characteristics. First, they are highly volatile. Within a year or two, copper prices can rise or fall by 30% or more. Second, over the longer term, they are falling. Indeed, since 1970, the secular trend price for copper is down by more than 50%. Figure 1 highlights both of these characteristics. It shows the average annual US producer price for copper since 1970 measured in constant 2001 US dollars. While the London Metal Exchange (LME) copper price is not shown, it and the US producer price have for some time moved more or less together. So pronounced short-run fluctuations around a significant long-run decline describe copper prices, not only in the United States, but around the world.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

Microtunneling provides a necessary solution for multiple utility crossings associated with the New York Metropolitan Transportation Authority Capital Construction Company?s (MTACC) Eastside Access Project for the Long Island Rail Road. Construction of four TBM tunnels and their approach structures at the eastern end of the project in Sunnyside, Queens required significant modification and expansion of the railroad infrastructure at this location. Maintenance of railroad traffic during project construction is a principal requirement. As a consequence fourteen (14) utility crossing segments are being installed under active traffic by microtunneling methods. Microtunnels were installed in a variety of conditions including depths, types of soils and construction restraints.

INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Use of design/build for new starts was unheard of and most of the projects were smaller in nature in order to allow the methodology to be tested. The North-South Bypass Tunnel is a new $AUD1.5 billion underground traffic route in Queensland, Australia, a project of the Brisbane City Council. The tunnel is approximately 5.2 km long, bypassing the Central Business District, and is adjacent to and below major buildings and services. Road tunnel alignment issues include the complex southern connections to the Pacific Motorway and the design of ramps to the east and the north. A review of road tunnel alignment criteria and accident data for Australian and overseas tunnels, similar to the proposed NSBT, are discussed. The key findings of this review lead to a rationalization of the traditional tunnel cross sectional width allocation. The road alignment design elements adopted for the NSBT are also discussed. The NSBT route crosses beneath the Brisbane River. Geotechnical investigations and hydrogeological modelling are described. The crossing has a fundamental impact on the alignment and the tunnelling methods. The tunnelling methods to be adopted and the tunnel support are described. The geotechnical investigations and hydrogeology analysis culminate in the selection of a single shielded TBM for the reference design. These outcomes are related to complex issues of hydrogeology and contaminated groundwater. These are discussed in detail.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

In the drive for faster development advance rates, railbound systems can be advantageous, in the right application. Skanska BS, the contractor to mine-owner VSK Mining, is driving an adit access deep into the Volouské Urchy Mountain in Slovakia to access the Gemerská Poloma talc deposit, some 70 km (43 miles) west of Ko?ice, the economic and cultural center of eastern Slovakia. Skanska began driving the Stolna Elisabeth drift in February 2007, extending 25 kg/m (50 lb/yd) rails (with 750 mm or 30 in. between sleepers) into the mountain to provide the main haulage to bring talc ore and waste out of the new mine once it gets into production. It will also be used for personnel transport, and is now almost complete. As a second egress and for ventilation, a 2.5-m- (8.2-ft-) diameter shaft of about 300-m (984-ft) depth will be sunk from surface down into the orebody. Stolna Elisabeth is a 4.2-km- (2.6-mile-) long drift mined at a cross section of some 11 m2 (118 sq ft). The finished profile is 3.2-m- (10.5-ft-) wide by 3.6-m- (11.8-ft-) high. It has been developed on a very slight incline so that water runs down it to the portal. The portal is 450 m (1,476 ft) above sea level and the end of the tunnel is 475 m (1,558 ft) above sea level. Much of the rock through which it has been developed is magnesite with a compressive strength of 150 MPA. The drilling jumbo is an Atlas Copco twin-boom Boomer 282 Raildrill drilling 42- to 45-mm- (1.6- to 1.7-in.-) diameter holes to a maximum length of 2.5 m (8.2 ft), depending on ground conditions. This is a drill jumbo that Skanska has used successfully on a number of projects during its life. The condition of the rock through which this drift has been driven is extremely variable. Five classifications of A1 and A2 and B1, B2 and [ ] B3, where A1 is the most competent rock and B3 is the worst, have been established. The amount of support used, of which more later is determined by the classification of ground conditions. At the time of the author?s visit, the project it was about 40 days ahead of schedule, thanks to high advance rates. For instance 6 m/day (20 ft/d) was the plan for the advance to be achieved in B1 rock, but sometimes the crews have achieved 8 m/day (26 ft/d) ? which is the average for the whole project ? in those conditions. In A1 the best advance rate achieved is 12 m/day (39 ft/d). The loading unit is a Häggloader 9HR-B on crawler tracks with a pony track to run on the rails. This allows the unit to be towed up and down the drift along the rails. To load from the face, the Häggloader lowers the foot of its onboard conveyor system to the floor and the backhoe pushes material on to it. This digging arm-conveyor combination produces uninterrupted, optimal volume loading of the haulage unit, without spill ? a technique offering load capacities as high as 180 m3/h (6,356 cu ft/hour). As time is costly, engineering companies have developed methods, procedures and mechanical equipment to tunnel faster. But the best excavation method will not be able to cope with the time pressure if there is not a reliable backup system. Therefore, the application of belt conveyors for tunnel boring machine (TBM) drives as well as for drill-and-blast driven tunnels assure a quick and smooth removal of excavated soil in order to enhance the efficiency of the tunneling equipment. During the last 10 years, belt conveyor systems have achieved ?state-of-the-art? levels and have become the first choice for muck removal systems in both TBM and drill-and-blast driven tunnels. Because time has become such a key criterion in tunneling projects, it is essential that all equipment is operated so as to derive optimum efficiency and minimize costs. Efficiency also means to think about new tasks for existing technologies.

The use of a single tunnel boring machine (TBM) tunnel of approximately 12 to 13 m (40 ft to 43 ft) diameter for transit systems to house both light rail or subway tracks in a stacked configuration is an advanced concept that allows significant savings in construction cost and time while reducing, to a large extent, the negative effects on the environment. This solution, similar to the recently completed Barcelona Metro Line 9, integrates station platforms, train storages, crossovers, bypass tracks, ancillary areas and utility corridors inside a single tunnel. Each of the underground stations consist of a cut-and-cover entrance structure and ventilation shafts, that also serve as emergency exits. The excavations for the station structures and shafts can be done on one side of the street with nominal impact on traffic and utilities.
