The purpose of this paper is to describe the geology and the modelling work carried out to date. The Lisheen Zinc-Lead deposit was discovered in April, 1990. The deposit comprises two stratiform sulphide orebodies, hosted within the Lower Carboniferous Waulsortian limestone formation. The fully diluted geological resource is 22.5 Mt @ 13.02% Zn and 2.19% Pb, based on a total of 548 diamond drill-boles and 10,998 sampled core intersections. Due to the absence of a geological marker it was necessary to apply economic criteria to define and model the resource envelope. In common with other drill-hole geological databases, the establishment of a workable geological model presents unique challenges.

The Pocahontas Coal Field consists of eight mineable seams of low-volatile coal in southern West Virginia and Virginia. The deeper seams, especially the Pocahontas No. 3 and No.4 Seams, under heavy cover and below drainage are notoriously gassy. Methane in the Pocahontas Field is generally thought of as being confined in the coal itself, rather than in mud slips or clay veins. Furthermore, it is characteristic of Pocahontas coal to retain its gas until the coal is broken and removed from the solid. Because of this inability for gas to escape from unmined coal, entries developed around large blocks are seldom of significant value in bleeding off methane before pillar extraction begins. This is evidenced by the fact that it is not uncommon to find gas liberated during the mining of chain pillars and barriers which have been developed for several years. The Pocahontas Fuel Company develops almost all solid coal by conventional methods with shuttle car haulage. To provide the maximum productive capacity without compromising ventilation and safety requirements, the Company has adopted standards for ventilating 5, 6 and 7-entry sections.

At the beginning of the 80-s the first diamond pipe in the East-European platform was discovered in the North of the Russian Federation on the White Sea Winter coast. During several years while studying this unique area data on kimberlites and country rocks petrophysical characteristics have been collected. Considerable experience in geophysical methods when searching and exploring diamonds was accumulated, and various methods of geophysical data interpretation were used. It has been established from the analysis of geophysical data that diamond-bearing kimberlites are located in the most ancient and the most stable block of the East-European craton.

The Inland System supplies raw water to the industrial and domestic users in the City of Birmingham, Alabama. The Inland System, which is nearly 60 years old, consists of an approximately 57.9m (190 feet) high earthen dam across the Blackburn Fork of the Black Warrior River, a 39.6m (130 feet) high reinforced concrete intake structure, a 1524mm (60inch) diameter Dresser coupled steel transmission pipeline, and various distribution lines extending into Birmingham. The Inland System was owned, operated and maintained by the Industrial Water Board (IWB) of the City of Birmingham, an agency of the city government, from 1958 until 1994. In 1994, the City of Birmingham consolidated all water and distribution functions under the Birmingham Water Works Board (BWWB). In 1988, the IWB determined that the Inland System had reached a point where its reliability could not be assured without an in-depth evaluation and renovation. The IWB engaged Christy/Cobb, Inc. (CCI) of Birmingham as its consultant for the renovation work. CCI evaluated the Inland System and submitted a report to the IWB in April, 1992. The report contained several recommendations for capital improvements to the system including increasing the emergency spillway capacity, reconstructing the fuse plug, relocating public access to the lake away from the dam area, constructing a new intake structure, and constructing a tunnel through the dam abutment to deliver the water from the proposed intake structure to the existing 1524mm (60 inch) diameter supply line. The new intake structure and tunnel would provide for a future maximum demand flow rate as well as provide bypass and level control capabilities. CCI was authorized in 1992 to proceed with the engineering design for the renovation of the Inland System with emphasis on the spillway and intake structure. PROJECT DESCRIPTION The major component of the renovation of the Inland System was the new intake structure and tunnel through the dam abutment. CCI engaged Jenny Engineering Corporation (JEC) of Springfield, New Jersey as a consultant for the tunnel design. JEC was responsible for the design of the tunnel, the connecting shaft between the intake structure and tunnel, and the steel pipe final lining, while CCI was responsible for the intake structure and the connection to the existing supply pipeline as well as overall project management. CCI and JEC evaluated the project site in order to select the location for the new intake structure and set the alignment for the tunnel. A factor in the evaluation process was that the level of the lake could not be lowered to construct the new intake structure since the supply of water from the Inland System had to maintained. This paper is devoted to a discussion of the factors governing design of concentrators for large grinding circuits. Emphasis is placed on the manner in which use of ever larger grinding mills has affected the size of grinding bays, service cranes, gear reducers and electric motors, and the selection of ancillary equipment for cushioning of the starting load of large mills. Information is presented on the effect of using large grinding mills on the capital and operating costs of concentrators, e. g. : (Fig. 1) ? Benefits in lower cost of mills, drives and materials handling equipment, plant space, power, grinding media, operating labor and maintenance, and in ease of instrumentation and automation. ? Penalties in distribution of materials from the grinding mills to multiple lines of equipment which have not been developed to commensurately large sizes, and higher cost of ancillary equipment.

As coal reserves at shallow depths continue to be exhausted, a number of US coal companies are developing seams previously considered too deep to mine economically. Because of increased cover load, mines operating in deeper seams face unique ground control problems. In addition, the volume of methane gas in coal beds increases with depth, and ventilation requirements are much more stringent for deep mines than for shallower mines. When the longwall mining method is wed at great depths, ventilation, ground control, and operational considerations all influence the design of longwall panels. This paper examines these influences, particularly ventilation and operational considerations, on the feasibility of two-, three-, and four-entry longwall development panels in Jim Walter Resources' four deep mines.

Recent investigations on fine grinding with jet mill miprototypes of original design, constructed at the DIMM and Centro Studi of the National Research Council at Cagliari University, have led to the realization of a third generation micronizer characterized by large capacity and high efficiency. The new model and its distinctive features are described here and the results are presented of grinding tests on typical, high grade Sardinian minerals used for quality products. The operating principles of the jet mill are described in relation to the mechanico-elastic properties of the minerals treated. In particular the efficacy of the comminution process is demonstrated in terms of both solid treated and of impact, attrition and shearing forces generated in the micronizer. Particle size distribution of the finished products are reported, that satisfy the most stringent market specifications for the different minerals, as well as energy consumptions. The alternative operating options for solving particular grinding problems and minimizing energy consumption are discussed. Lastly, the main developments of the jet mill for a possible application at industrial scale are suggested.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. In world-wide mining circles countries become known by the principal minerals they produce. The production of iron, copper, phosphate and sulphur in the United-States-has-been particularly significant and has provided the base for aggressive developments in heavy industry, agriculture and chemicals. Mention diamonds and gold-and you will think--South Africa; silver-Mexico; nickel and asbestos--Canada. The main purpose of this paper is to point out that potash mast be added to the list of minerals by which Canada is known in the mining World. The potash deposits of western Canada must be classed as a major world source of chemical fertilizer raw material. We believe that they are both the largest and the richest of all known deposits in the world. The most knowledgeable people in the industry avoid making estimates of reserves because even where the arithmetic is correct the total is so large that it appears to be ridiculous. In 1957 Marion Goudie made a carefully qualified estimate of 6 billion tons of recoverable potash above 3,500 ft, and grading 25 per cent K20 or better. This figure can now be increased by the amounts available through solution mining. No one has bothered to estimate how much this is because it is so large that the actual amount is not significant.

For the year 1985, the U.S. coal industry produced 881 million tons of bituminous coal and lignite. Domestic consumption amounted to 814 million tons. The electric utilities consumed 689 million tons, almost 85 percent of total consumption, over 78 percent of production. In May, 1986, the NCA forecast that with moderate growth rate averaging 1.9% per year from 1985 through the year 2000, production could reach 1,176 billion tons and domestic consumption 1079 billion. The estimate for electric utilities indicate 924 million tons for the year of 2000, about the same percentage of production and consumption as now experienced. Before we consider the main topic of this paper, the cost of using high sulfur coal, let us examine the coal use patterns of the last 25 years, the changes in those patterns and consider the reasons for those changes. Table I shows those changes.

J.R. Atkinson, office engineer to Kennecott Copper Corp., summarized data on the Mineral Park area [Wallapai (Chloride) Mining District, Mohave County, Arizona, Fig. 1] and submitted it to the New York office in 1950. He recommended an examination. Weston Bourret, a Kennecott geologist, accompanied by B.S. Butler, the well known former US Geological Survey geologist, examined the larger of two hydrothermally altered areas in Mineral Park that same year. Bourret recommended that the property be optioned and mapped. Georges Ordonez, Kennecott's chief geologist, after a field examination, agreed with Bourret's conclusions At the end of the summer of 1951, Annan Cook (another Kennecott geologist) accompanied Ordonez to the property prior to starting a mapping program. At Ithaca Peak, the structure, alteration, and reddish-brown coloring in leached cavities-hematite, jarosite, and goethite with minor copper staining - made an interesting target. The Peak, which has since been mined, was a Laramide quartz monzonite porphyry grading into quartz porphyry, penetrating Precambrian rocks. Turquoise had been mined from several workings on the Peak. Surrounding the central area of alteration, but mainly to the northwest, there were many long-abandoned underground workings mined for zinc, lead, gold, silver, and copper. To the west of Ithaca Peak within the main area of alteration, surface evidence of a chum drill hole suggested interest in the disseminated mineralization probably prior to World War II. A topographic and geologic survey of the altered Ithaca Peak area was initiated by Cook in September 1951. He was assisted by Richard Vosburgh, field engineer, and by four geologists: Charles Goddard, III, Donlon LoBionda, Keith Martin, and A.T. Stone. When Cook returned to New York, Vosburgh was left in charge. Mapping continued and diamond drilling took place during the winter of 1951-1952. Drill sites were selected entirely on the basis of surface geology. Five drill holes, including a flat hole, located around the flanks of Ithaca Peak, averaged about 183 m (600 ft) in length. A sixth hole caved at less than 60 m (200 ft). The best values obtained were in the first hole (-45°): 90 m (300 ft) averaged 0.62% copper and 103 m (337 ft) averaged 0.041% molybdenum. In another hole, 43 m (142 ft) averaged 1.09% copper and 0:023% molybdenum. The values of copper and molybdenum in these two holes were generally higher than in the remaining holes, although molybdenum values were always around 0.024% or better. The New York office decided, however, to abandon the project even though the remaining field crew of three had recommended more drilling.

Since 1993 Inco Ltd. has been using wet shotcrete at Stobie Mine. Through an evolving process the mine has reduced the thickness and fiber content of its steel fiber reinforced (sfr) shotcrete. However, the shotcrete support is used without any other type of ground support. A process referred to as bolt less shotcrete. Boltless shotcrete is used as the primary ground support method in development headings when the sub level caving front passes through the development drifts which now serve as migrating ore draw points. Although there are references of drifts and tunnels supported by shortcrete only, written accounts are rare. The empirical nature of most underground support designs makes them of limited value in a boltless environment. Considerable amounts of material testing and insitu trials have been completed in order to estimate material property strengths. Material testing, for adhesion, flexural strengths and compressive strength along with observational insitu data have been used to evaluate the performance of shotcrete. Punch tests on panels have also been undertaken in order to gain insights on the limitations of the two dimensional testing common to the laboratory. All these design aspects have been successfully utilized to design an efficient ground support process.

Future mining systems will possess the ability to cut from crosscut to crosscut where advances could exceed 30.5 m (100ft). However, limitations arise when ventilating such mining systems. In deep advance mining, there will be no workers at the face to manually advance ventilation tubing or curtain. Additionally, traditional methods provide no means for maintaining face ventilation after the miner backs out. Problems such as these have suggested the need for innovative ventilation methods compatible with deep advance mining systems. The Bureau of Mines is currently considering a number of innovative ventilation schemes. One such method is the use of a jet fan to ventilate a deep cut. A jet fan is simply a freestanding fan using little or no ducting to direct the ventilation flow. Previous testing in large metal-nonmetal mine entries showed that jet fans provided adequate face ventilation for deep advances in large headings. Current testing will determine the application of jet fans in ventilating smaller coal mine entries. Another approach considered compatible with deep advance mining will use either exhausting or blowing tubing that can be remotely extended from crosscut to crosscut. During the mining cycle, such a device would extend automatically as the miner sumps into the face. The Bureau of Mines is considering several different operating designs using this tubing.

Froth flotation is now, the most commonly used method for cleaning fine-coal fractions in coal-preparation plants. Past research and industrial practice have demonstrated that froth flotation achieves excellent separation efficiencies for fine coals having only a small fraction of middling particles. However, the efficiency of froth flotation decreases sharply as the concentration of middling particles increases. This is due to the flotation of high-ash particles that have a small amount of hydrophobic coal present at the surface. Because gravity-based processes are much more efficient for the treatment of middlings, the application of centrifugal washing for fine-coal cleaning was studied with an emphasis on the primary cleaning of fine-circuit feed. Results are shown of a parametric study that used a semibatch Falcon centrifugal concentrator. The results of the study revealed that separation performance is a function of particle size, bowl geometry, feed solids content and feed rate.

A comparison is presented of coal pyrolysis at temp¬eratures ranging from 4090 to 497°C and thermal dissolution of coal in tetralin at temperatures ranging from 350° to 450,°C, both utilizing a Utah high-volatile bituminous coal. The initial coal pyrolysis reactions are second order with an enthalpy of activation of 35.6 kcal per mole. The fraction of total product yield produced under second order conditions ranges from 67% at 409°C to 96% at 497°C. The process then gradually deteriorates to a first order reaction in the later stages with enthalpy of activation of 4.1 kcal, per mole. The initial reactions of solution of coal in tetralin are second order with an enthalpy of activation of 28.8 kcal per mole. The fraction of total product produced under second order conditions ranges from 63% at 350°C' to 94% at 450°C. The dissolution process then gradually changes to first order in the later stages with enthalpy of activation of 15.6 kcal per mole. A model is presented which relates the two processes and explains, the significance of the above similarities.

The ventilation of a mine is one of the key elements to a successful mining operation. It is, or should be, one of the primary concerns of the mining engineer at an underground mine. Too frequently, however, insufficient thought is given to future requirements. As a result, the mines suddenly find themselves with ventilation problems that cannot be corrected economically, or in short order, and have to suffer the consequences of being on the verge of having units shut down from time to time until the venlilaltion system can be improved. Insufficient ventilation in capital-intensive mining can cause production losses, the values of which far outweigh the significant costs of providing and operating an adequate ventilation plan. Many theories, and techniques in planning and control of underground ventilation systems have been developed over the years . It is the intent of this paper to point out some of the fundamental concepts, from the practical point of view, in the design and operation of a ventilation system, with special reference to underground mines using a room-and-pillar method.

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

These influences take a variety of forms. In this paper, the author seeks to delineate certain broad trends which are occurring relative to industrial minerals and the environment and then, through a series of examples, outline opportunities, developments, and impacts respecting a number of industrial minerals produced and consumed in Canada and the United States.

Capital resource budgeting is the means by which managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects in a manner that maximizes the net present value of the firm's future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components. The accuracy and reliability of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm. The present paper will explore tools for forecasting the spot market price of a commodity, silver, to demonstrate the difficulty and uncertainty involved in forecasting the future. The commodity price is only one of a number of components of the cash flow equation. Each component has a unique and uncertain future and must be individually analyzed and forecast to arrive at a robust cash flow model.

At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.
