INTRODUCTION The planning process for projects requiring construction of tunnels in urban environments can be highly complex and involves interaction with professionals of many disciplines. Typically the initial step in the planning process is to establish basic design criteria for the tunnel or tunnel system consistent with its intended purpose. Such criteria might include acceptable tunnel geometry, minimum and maximum slope or other associated criteria. Ideally, once the basic criteria have been established, the next step in the process might include establishing technically feasible horizontal and vertical alignment and shaft siting alternatives and developing "ball park" construction and operational cost estimates for the alternatives. Comparisons can then be made regarding the relative technical and economic merits of the alternatives and the most favorable alignment(s) are selected for further study or preliminary design. Typically the last and perhaps the most important task that is conducted during the planning stage includes identifying issues and potential problems to be addressed during the design and construction stages of the project. Many issues warrant consideration during the planning phase of a tunneling project. For the purposes of this paper, these issues can be divided into two broad categories: technical and non-technical. Important technical issues include, among others, general design criteria, geotechnical and geoenvironmental issues, and constructibility issues. Important non-technical issues include, among others, right-of-way and easement related considerations, project scheduling constraints, both short and long term environmental impacts and overall cost/benefit aspects of the project. With respect to influence on the planning process, these two groups of issues often cannot be separated completely. INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. A series of computer programs for the analysis and mapping of coal-related data has been developed at the Illinois State Geological Survey; these programs, known collectively as the Coal Data System, represent the latest achievements in computer processing of geologic data at the Survey. Building upon programs previously developed in the Survey's Computer Services Unit, they expand the scope of the computerized data base that the Survey has been using for analyzing coal-related data. The System was partially developed during a joint study by the Illinois State Water Survey and the Geological Survey entitled, ?Coal and Water Resources for Coal Conversion in Illinois.? 2 In that study the available coal reserves more than 42 inches thick in the two principal coal seams throughout the state were mapped. The System was used to calculate the coal reserves and to report the average number of tons of coal in place per square mile in each township (Figures 1 and 2). It also produced maps of the coal features of sufficient quality to be printed on material that was scribed as master copy for the printing of full-color 1:500,000 scale maps (see Figures 3 and 4).

The bulk handling industries have long been plagued with problems in their attempt to obtain one of their major goals - the maximum efficiency for which a bulk handling flow system was designed. Mentor Dynamics Ltd. is an international firm with offices in Canada, Japan, and the United States. Mentor Dynamics Ltd. is in the business of solving the "why not" of a system and engineers the solution for the problem. Studies of the varied difficulties encountered with bulk flow systems indicate that 90% of all flow problems fall into one or more of the following categories: abrasion, impact, sticking, and/or inadequate design. These problems can occur with a myriad of bulk solids: coal, gypsum, aragonite, phosphate, fly ash, ore. Solutions to the problems are as varied as the problems. The proper lining material, ceramic, urethane, rubber, and/ or ultra high molecular weight polyethylene, must be coupled with the correct fastening system, annular ring and 'F' cap, weld washer, button head fastener, weld studs and/or nuts and bolts.

Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. In 1996 a KBR (Brown and Root) led international JV was appointed to design and supervise an underground and surface package. The design of 6 km of tunnels, plus enlargements, deep shafts in glacial and sandstone deposits for the conversion of the existing LEP underground laboratory at CERN, Geneva adjacent to the Jura Mountains/Lake Geneva had to be undertaken in an operational environment and in conjunction with other underground constructions associated with the US$3bn refurbishment.

Specific software tools for Statistical Multivariate Analysis combined with real time process data were applied to Concentrator Plant at Compañía Minera Doña Inés de Collahuasi SCM in Chile, basically to two Mill Lines, each one with one SAG mill (32’x15’8MW)and one Ball mill (22’x36’9.7MW). The main objective was to empower the operator actions using process patterns references instead of process variable set-points. Pattern clustering and the analysis of pattern deviations regarding normal or desired pattern, allows for improvements in process control and the further implementation of soft sensors for those variables not included in the initial model.

Acid mine drainage (AMD) is a serious environmental problem that preoccupies the Canadian Mining Industry. Considerable amounts of money are spent every year in an effort to prevent or reduce the acid mine drainage phenomenon. AMD occurs when sulphide minerals (ex. pyrite) contained in rock are exposed to air and water and subsequently oxidise to produce low pH water. This acid effluent has the potential to mobilise any heavy metals contained in the rock. Coating the sulphide minerals with silicates is a new promising technology to reduce AMD. Pynte is treated with a solution containing H2O2, sodium silicate and a buffering agent. H2O2 oxidises a small part of pyrite producing ferric iron (Fe3+) ions. These ions subsequently react with the silicate ions to produce ferric hydroxide-silica that precipitates on the pyrite surface producing a passive coating. This silicate coating can protect the grains of pyrite from oxidation. This paper presents a series of experiments that confirm that silicate coating can considerably reduce AMD.

Summitville is an old mining district located south of Wolf Creek Pass in the southern San Juan Mountains of Colorado at an elevation higher than 3500 m (11,500 ft). The Summitville mine site is about 40 km (25 miles) southwest of Del Norte. The current mine, developed by Galactic Resources Ltd. and its subsidiaries in the mid-1980s, is on the north facing side of South Mountain. The area is drained by Cropsy Creek to the east and Wightman Fork to the north, both tributaries to the Alamosa River. Mining in the Summitville area began in 1870 when James Wightman discovered placer gold on what is now known as Wightman Fork of the Alamosa River. The first vein-type deposits were located in 1873 on South Mountain near the current Summitville Mine. Mining began in the district in 1875 and continued sporadically through 1942. Major mining episodes occurred from 1875 to 1894 and from 1926 to 1942. Total gold production from the mining district through 1949 totaled 7.5 t (240,000 oz). An additional 7.7 t (249,000 oz) were produced during Galactic's tenure. Natural degradation of the outcropping sulfide-rich veins in the area and the early mining activity, including development of the Reynolds, Dexter and Iowa drainage tunnels in the late 1890s, have polluted the streams draining the area with heavy metals and acidic water. Names of the various tributaries to Wightman Fork, such as Iron, Alum and Bitter Creek, testify to this natural pollution. This degradation has reduced, or killed, aquatic life in several area creeks, including Wightman Fork, for many years before recent mining activity.

Although past investigations (2, 5)have been conducted to determine crushing relationships, no program which covered a broad range of crushing conditions had been conducted. The previous studies appear to concentrate on small segments of the overall picture and did not fullfill our desired information objectives. The Crusher Variables Research Program conducted at the Mineral Research and Test Center (MRTC) of Rexnord, due to the broad range of variables utilized in a production size crusher, is believed to be the most comprehensive study of its kind as of this date. The principles developed by the Symons brothers in 1925, when they patented the cone crusher as we know it today, are still being used in the machine known as the Symons Cone Crusher, During the development of this novel crushing concept, a technique known as the fall of material (called the Bouncing Ball Theory1 by some) was used to determine an idea as to the proper head angle, eccentric and speed of eccentric rotation, The final variables used for the Symons Cone Crusher design were, therefore, the logical conditions to start with and use as a reference against which other variables could be compared.

The 1970s have witnessed the completion and successful start-up of several new non-ferrous metallurgical operations in the Western Hemisphere which utilize large semi-autogenous mills in the grinding circuits. These facilities' are arranged either as single-stage circuits, or in a two-stage configuration n with ball mills. Another major concentrator, designed with an autogenous mill, ball mill, crusher (ABC circuit), is presently under construction and scheduled for start-up late this year. The large primary mills employed in these circuits have high diameter-to-length ratios and are designed to accept a very coarse feed, i.e., the product of a primary gyratory crusher, or run-of-mine ore. This characteristic obviates the need for a secondary-tertiary crushing plant or, in selected cases, even a primary crusher, which is a basic requirement in feed preparation for conventional grinding mills. This paper discusses three such grinding circuits and, presents operating data for two of them: the Island Copper Mine of Utah Mines, Ltd., near Port Hardy, British-Columbia,- and the Pueblo Viejo Cyanide Leach Plant of Rosario' Dominicana, S.A. on the island of Hispaniola. The design criteria for the Cyprus Bagdad Concentrator under construction' at Bagdad, Arizona, are also included. Data pertinent to these circuits are tabulated in the Summary.

INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. GEOTECHNICAL INFORMATION CP Rail site investigations began in 1978. 1. Introduction This is a report on applications of the earth pressure type balanced shield tunneling projects executed under narrow streets on soft alluvial layers in Japan. Japan is a long island country surrounded by the sea. Steep mountain ranges run along the archipelago and numerous rivers originate from the mountains, leaving only limited areas of flat land along the upper and middle reaches of the streams. The majority of cities in Japan are on soft alluvial layers. Alluvium represents an extremely complex soil formation, sections bordering diluvium being characterized by sharp undulations. Various difficulties are therefore encountered in shield tunneling work undertaken in such ground conditions. Particularly, at work sites lying in an unstable, waterbearing layer with high permeability, shield excavation becomes utterly impossible, hampered by large amounts of underground water as well as land collapsing caused by the water. Even when work can somehow be accomplished by using chemical grouting or by lowering ground water level, which require extra expenses and time, undesirable effects such as ground surface settlement are unavoidable in projects undertaken in the past. The newly developed method allows safe and accurate tunnel excavation at normal speed and without giving any adverse effects on buildings above, even under such unstable ground conditions. An outline of this new method was announced at the "International Tunnel Symposium '78" held in Tokyo, and the method has since been employed in a number of tunneling projects in this country. U.S. Government sponsored studies proclaim large reductions in surface mine productivity. Consulting studies place a large share of the blame on increased governmental regulatory activities and on inexperienced, improperly train people. Union rules, which allow indescriminate bidding for job openings, seem to be a major factor causing the lack of experience in spite of elaborate training programs.

The Cu-Au flotation cleaning circuit at Freeport Indonesia consists of three stages: two flotation column stages, in series, followed by one stage of mechanical cells. Concentrate from both column stages is combined as final concentrate. The mechanical cell stage has two parallel rows of seven Wemco 500's. The Wemco concentrate is recycled to feed of the second column stage and Wemco tails report to final tailings. This paper examines cleaner circuit performance, focusing on size-by-size performance of the individual stages and the individual mineral groups -copper sulfides, gold and in sol minerals. The recovery mechanisms of insol minerals are examined.

Large diameter autogenous and semi-autogenous grinding mills represent the primary thrust of the expanding grinding technology. In spite of initial difficulties, large autogenous and semi-autogenous mills have reached an acceptable level of technology which provides the mineral engineer with a reliable, low cost means of ore comminution. A successful milling installation begins during the design stage of the grinding mill and the plant it is to be installed in. This is particularly true in autogenous and semi-autogenous mills. Critical mill and plant design factors should be considered while the mill and installation are still only ?paper.? Various current liner designs will be discussed ranging from lifter bar/plate to integral types. Modes of operation such as "high-low" will be considered. Liner maintenance procedures ranging from laydown area in plant design, proper mill shutdown methods, to installation and bolt tightening complete the equation to yield optimum performance possible for any particular grinding application. The objective of this paper is to discuss trends in wear materials, designs and operating practices, and provide some guidelines for good practice as we move through the 1980's. We will put together concepts that relate to the designs, materials and applications so that higher performance can be obtained by the operator for his specific application. The concepts are shown as being in series because they are dependent on each other to achieve the desired performance.

In particular, progress in various technical aspects of the ironmaking process, including burden materials, equipment, and operation has greatly contributed to the increase in productivity and the reduction of the fuel rate in blast furnaces. With the recent rise in the price of petroleum, the conversion of the energy source from oil to coke has resulted in a temporary increase in the fuel rate of blast furnaces.

Flotation columns have been readily accepted for use in most sulfide flotation plants; however, recently columns are being used in many other areas. Recent improvements in design methodologies have overcome many operating problems and led to improvements in metallurgy. In addition, physical improvements in column design have simplified their operation while leading to better control. The Turbo-Air External Bubble Generator has provided a method for bubble size control and variation in air holdup and carrying capacity. These have enabled commercial operations to improve grades and recoveries by optimizing performance.

The U.S. Bureau of Mines utilized a central composite experimental design to investigate leaching kinetics of pure chalcopyrite in the sulfuric acid-oxygen system. The six factors studied were oxygen pressures of 150, 300 and 450 PSI, leach temperatures of 35O, 65O, and 95O C, oxygen-to-chalcopyrite mass ratios of 0.5, 1.0 and 1.5, leach times of 8, 16 and 24 hours, initial acid strengths of 0.6, 1.2 and 1.8 g H,SO,/g chalcopyrite and pyrite to chalcopyrite mass ratios of 0, 1, and 2. Chemical analysis and oxygen consumption measurements indicatedthat leaching occurs through three consecutive reactions. Temperature was the primary determinant of leach rate and solution acidity was the primary determinant of oxygen consumption, sulfur oxidation, and activation energy.

There may be someone here who is not required to run his equipment at its maximum capacity. There may be some fortunate enough to have more crushers than needed, wider conveyor belts than required, and other mill equipment equally oversize. If so, then this paper will have no interest for him; but if most of you are in the situation we in the aggregate producing industry are in, then you probably wish to crowd your mill equipment to its limit. When you do this you must watch for block-up and overloads of all sorts. You need more eyes than you have to guard the critical points. The human eyes that now do nothing much, but watch should be freed for more productive work.
