Fault tree analysis is a systematic safety analysis tool that proceeds deductively from the occurrence of an undesired event (accident) to the identification of the root causes of that event. One recurring mine safety problem-a dozer falling into a void over a drawpoint on a coal surge pile-was analyzed using available, inexpensive fault tree programs on a personal computer. The analysis identified basic and intermediate events that led to the burial of the dozer and graphically depicted the interrelationship between these various subordinate events as well as the various chain of events leading up to the primary event. A sensitivity analysis on these probabilities showed which events had the greatest influence on dozer burial in a coal surge pile.

Several issues deserve further attention to improve subsidence prediction accuracy. These include: subsidence initiation and development over a setup entry area; subsidence development after face stop; and subsidence over chain pillar. An intensive subsidence monitoring program has been carried out over several longwall panels. A large amount of subsidence data has been collected, analyzed and solution techniques developed. In this paper, some of the measured data. data analysis techniques and the developed prediction methods are presented.

The areas of application, the limitations imposed by water chemistry as well as the advantages and disadvantages in the use of limestone for the treatment of coal mine drainage have recently been described by the authors (1),(2), (3). The process has been demonstrated in continuous, full-scale operation to yield a treated water meeting specifications established by the Pennsylvania Sanitary Water Board and containing excess alkalinity. Their final pH levels are usually less than seven, a condition which avoids consumption of excess neutralization reagents, but which occurs with lime-based processes and results from unwanted side reactions. Operating experience has been cited by Calhoun (4) using ferric waters while others (5), (6), (7), (8), (11), have reported on related research efforts. Despite the advantages including ?the relative simplicity, and minimal costs of the process, there have been very limited industrial applications of mine drainage neutralization with limestone. Although any treatment of these waters may be considered as a temporary control measure (9), the lack of feasible, immediate alternatives, the extensive magnitude. of the waters and the high cost of treatment requires that optimum processes should be utilized and that operating experience in their use be developed as is feasible. This paper will review treatment experience with a ferrous water of moderate pollution loading .

The kinetics of loading of gold from bromide solution onto an anion exchange resin, PAZ-4, were investigated in a batch stirred reactor. The initial loading rate was described mathematically by a first-order reaction rate equation. The effect of agitation speed, temperature, resin particle size, resin concentration, initial concentration of gold and bromine in solution on the rate was investigated. The model described fairly accurately the loading process in terms of the variables investigated. The rate constant for the initial loading ranged from 0.5 to 1.3 x10-3 sec-1 and the half-time was 9.3 to 56 minutes. The initial rate constant increased with increasing temperature with an activation energy of 15.7 kJ/mole (3.8 kcal/mole). The rate constant was directly proportional to the concentration of the resin in solution. The subsequent reduction reaction was also modeled by the first-order rate equation and the apparent rate constant was estimated to be 3.0 x 10-6 sec-1 with a half-time of about 44 hours.

In business mining, dilution is the result of the operating parameters that occur too often and cause serious consequences to mine performance, questioning TO WHOM BENEFITS DILUTION. Mining persists in changing perception of real meaning of dilution. The lack of interrelation between mineral processes and nature compromises the understanding of dilution; this absence of interrelation occurs due to the misinterpretation of nature, otherwise, Geomimic could be helpful to filling the gap of misinformation. NATURE provides LIMITED metals in low content deposits; it is a challenge to obtain them. Nature never considers dilution. Furthermore, though dilution is a human concept, dilution is accepted and promoted. Reality of dilution is in its errors accumulation that translates into technology level or status applied in nature. It is doubtful that dilution can continue surviving if it is ?meaningless?. It will discourse: Is dilution illegal? If the change occurs in the prediction of mining will prevail a different destiny, it is important to touch the cores of the business; otherwise, it would represent repetition of the same ?negative? effects, as usual. Mining defines many losses during the disturbance of nature, from NPV elaboration to the metal recovery to commerce, demanding BETTER DESIGN. This paper introduces and applies MANAGEMENT BY LOSS, as first steps, to limit risks and uncertainties in mining. As result, the management of dilution will be obtainable under mining practices which promotes its character of SUSTAINABILITY.

Calcine is transported from the Reduction Plant at 850°C in insulated hopper cars and charged into three rectangular electric melting furnaces each equipped with three - 18.5 MVA transformers. The electrical energy is applied through six in line prebaked carbon electrodes, and slag and metal are tapped at opposite ends of the furnaces on an intermittent basis. The slag, 5000 tonnes per day, is disposed of by a pot train directly to the dump. The ferronickel, 250 tonnes per day, is tapped into 40 tonne capacity ladles in which it is refined in two ASEA-SKF ladle furnace stations. Casting is done over lip at 1520°C in a pig casting machine with stepless speed control at up to 55 tonnes per hour. The ingots are stacked into self palletizing bundles weighing about 1500 kilograms and are strapped and tagged and transported to the seaport, from which the final shipment is made to the world market. The paper describes constructional details and gives information of both normal operation and start-up and shut-down procedures. Consumption figures for refractory, electrodes, electric energy and refining additions are given and metal chemistry is given before and after refining.

It is said that there is nothing new under the sun and this is certainly true about refractory gold Ores. Ores which have been refractory to treatment have been the bane of the Metallurgist's life ever since gold has been recognized as a metal valued for its indestructability, malleability and beauty. Webster's Dictionary defines "Refractory" as; "Resisting control or authority, stubborn, resistant to treatment or cure, unresponsive to stimuli, difficult to corrode or draw out," And gives as a synonym the word "unruly." I don't think any metallurgist would disagree with these definitions as they quite accurately describe refractory gold ores as we know them and I wouldn't be a bit surprised if many of you in this room today had applied far stonger language to your own refractory ores in the course of your metallurgical test programs. Pliny the elder put it very well when he wrote in 79 A.D., Gold is the first of man's follies, Silver the second." Perhaps Pliny was speaking of "unassayable gold" or "incipient gold." These are truly refrac tory ores which probably existed before Pliny's time and although many people have claimed to have solved their metallurgy the untold wealth that lies within them has never been bankable. On the other hand, Virgil is his Aenead, could very well have been speaking of refractory ores when he wrote; "Quid non mortalia pectora cogis, auri sacra fames!" which translates as, Accursed thirst for gold! What doest thou not compel mortals to do. Certainly, gold was extremely rare at that time because it had to be recovered by much labor from the then refractory ores and their refractoriness caused the early metallurgists (or alchemists if you will) to seek an easier way to produce it; thus the long and fruitless search for the "philosopher 's stone" which would aid in turn-

The selective depression of pyrite from the Kentucky No. 9 coal seam was systematically examined using various kinds of inorganic and organic chemicals. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates was explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta-potential measurements. It was shown that pyrophosphate reacts strongly with the iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

The mining industry has recently been. - experiencing a difficult period. Escalating costs, lower grades and deeper level mining, are a few of .the reasons' why interactive graphics or CADD (computer aided design and draughting) systems are increasingly being used. CADD systems which support powerful and flexible mining applications have great potential for making all forms of mining more efficient and effective. There are many application programs which address almost every aspect of mining. Most of these programs originated to satisfy a particular need. Graphics and other features were added until they, reached a point where they were commercially viable as a mining package. Because of their evolution these packages, lack many CADD-type features. Today there are powerful personal computers (PC's) and engineering workstations running the best CADD systems available. These systems, support hundreds of applications in almost every discipline. Mining was until recently not well supported by interactive graphics vendors because of the highly variable nature of mining and the lack of common standards. Users of CADD systems have experienced the benefits of CADD and come to expect similar features from graphic mining packages. Several developers of mining packagers have either attempted to include some CADD features or make their packages compatible with one or other CADD system. Mining can benefit greatly From a combination of interactive graphics (or CADD) and the right mining application software.

Froth flotation technique is an effective and efficient process for recovering of ultra-fine (minus 74 pm) clean coal. Economical dewatering of an ultra-fine clean coal product to a 20 percent level moisture will be an important step in successful implementation of the advanced cleaning processes. This study is a step in the Department of Energy's program to show that ultra-clean coal could be effectively dewatered to 20 percent or lower moisture using either conventional or advanced dewatering techniques. The main focus of the pilot plant study was on proof-of-concept testing of a dewatering technique for a fine clean coal product. The coal industry is reluctant to use the advanced fine coal recovery technology due to the non-availability of an economical dewatering process.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

A 1989 FIPR characterization study of the future phosphate resources in Florida showed that MgO would be a problem with both the pebble and concentrate as phosphate mining moves deeper. Since the ratio of concentrate to pebble will become higher and higher in the future, reducing Mg content in the concentrate by a small margin would allow blending of a large portion of the high-dolomite pebble. This research was conducted based on that logic. The following six approaches were tested for reducing MgO content in the flotation concentrate: (1) Adding a dolomite depressant in the rougher flotation step; (2) Dolomite flotation on the rougher concentrate with and without grinding; (3) Dolomite flotation on the cleaner concentrate with and without grinding; (4) Scrubbing the flotation feed; (5) Scrubbing the rougher concentrate; (6) Scrubbing the cleaner concentrate. Successful methods include adding a dolomite depressant in the rougher flotation, dolomite flotation on the cleaner concentrate with grinding, and scrubbing the cleaner concentrate in quartz sand. These techniques could reduce MgO content in the final concentrate by 20-40%. The flotation process could achieve a concentrate with the lowest MgO content, but it is the most expensive approach. Adding a dolomite is inexpensive and easy, but the effect is limited. Overall, scrubbing may be the most promising technology for this purpose.

The bulk of the ore found in the Lihir Island deposit is refractory in nature, with the gold contained in auriferous pyrite. In support of an evaluation of the development of this deposit by Kennecott (a wholly owned subsidiary of RTZ) and Niugini Mining Ltd., testwork has been carried out at the Sherritt Research Centre to demonstrate the amenability of the Lihir ore to pressure oxidation pretreatment to liberate the refractory gold. The results of pilot plant treatment of the Lihir ore in a continuous circuit with a feed rate of between 10 and 30 kg/h ore are described. The integrated circuit comprised pressure oxidation, residue washing, and gold recovery from the washed residue by carbon in leach or carbon in pulp cyanide leaching. Significant factors affecting gold recovery included temperature and retention time in the pressure oxidation step, and the concentration of soluble chloride in the feed. Gold extraction from well washed ore, after oxidation at 210°C for 66 minutes in the autoclave, was typically between 94 and 96%, compared with less than 30% by direct cyanidation.

This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

GENERAL DESCRIPTION The Climax mine is located 161 km (100 miles) southwest of Denver on Fremont Pass astride the Con¬tinental Divide. Climax employs 2800 people to pro¬duce 42 670 t/d (47,000 stpd) of molybdenum ore. The Storke level, the main underground level, produces 19 970 t/d (22,000 stpd); the 600 level, the lowest ac¬tive underground area, produces 7260 t/d (8000 stpd); and the open pit presently produces 15 430 t/d (17,000 stpd), Fig. 1. A panel caving method is possible because of the favorable geology and geometry of the Climax ore body. Geology The Climax deposit is composed of three separate ore bodies formed in a massive Tertiary stockwork which penetrates Precambrian granites and schists. The ore bodies are elliptical in plan with overall dimensions of 914 x 1219 m (3000 x 4000 ft). In section the ore bodies are arcuate with an overall height of 457 m (1500 ft), although the depth is not firmly ascertained. Ore grade decreases rapidly into a highly siliceous cen¬tral core and more gradually toward the outer bounda¬ries of the deposit. The mineralization is relatively continuous in the ore zone and contains few dilution-causing waste inclusions. Molybdenite is contained in pre-ore fractures which were largely recemented during the three mineralization pulses. Postore fractures, with a spacing of a few inches to several meters (feet), render the deposit amenable to caving when it is undercut. The peripheral rock caves similarly to the ore, but the central core is competent and is difficult to cave. Caving Feasibility Successful caving action requires an undercut area of approximately 122 by 122 m (400 by 400 ft). When the undercut area exceeds this minimum distance, the arching effect is lost, and the ore column collapses. Ore extensions from the main cave area less than 122 m (400 ft) wide usually cannot be caved. Waste or low¬grade areas within the deposit can be left if they are large enough to carry weight around openings passing through them. Experience indicates that these areas should be over 30 m (100 ft) in length and width. Smaller unprofitable units of waste, such as postore dikes, are mined to avoid weight problems and result in ore dilution. Successful caving and ore recovery are dependent upon timely ore removal from the undercut zone because columns of immobile ore inhibit caving and concentrate weight onto the underlying workings. Climax experience indicates that a finger (drawpoint) spacing* averaging 10.4 m (34 ft) yields an excellent caving action and a 92.5% ore recovery at the estimated grade. The burden of achieving this objective falls on the mineral manager. He must strive to produce a salable product in an environmentally acceptable process while continuously Improving the profit margln.(1,2) Metal prices fluctuate on a regular basis. They directly Impact revenue and hence operating philosophy. The mineral engineer needs to develop an optimum operating strategy to meet his overall objectives, One would expect that, In the modem era of complex computer models, it would be easy to develop an economic model to maximize profits and/or cash flow. Discussions with mill managers Indicate that one mine/corporation's optimum operating strategy is not necessarily optimum for another. This paper approaches the problems from basics "Economics 101" and Illustrates the complexity of developing a universal model which can be applicable to all mines. Case examples are used to illustrate the need for better communication to avoid the basic economic fallacy “that optimization of segments leads to optimization of the whole system.” TECHNICAL MODELS Technical models are a prerequisite to the development of economic models because they provide the necessary Input data to these models, The flow of material from a mine through the sale of the finished product is shown In Figure 1. The ore Is mined and milled, and the concentrate can be stored for sale or smelted and refined In-house or at a toll facility. The finished product(s) are held In Inventory until sold either through existing contracts or in the spot market. [ ] Fairly reliable technical models have been developed for mining, milling and smelter operations. Mine plans are developed to provide a good Indication of the relationship between production and cut-off grade. It is easier to change surface mine plans than plans for underground mines. However, there are limits to maximum production that can be achieved with existing equipment. It Is possible that mine benches may not be developed to handle additional equipment, even If It was purchased to enhance production. More often than not, the cut-off grade Is lowered to Increase throughput goals.

The destabilizing effect of water pressure on rock mass stability is examined quantitatively by the finite element method. A coupled code that accounts for the simultaneous effects of rock mass deformation and transient fluid flow is used for this purpose. The traditional soil mechanics assumption of an incompressible fluid is shown to be untenable for the analysis of porous, fractured rock slopes. A Mandel-Cryer effect, a transitory but elevated and potentially destabilizing water pressure following a cut, was not observed.

Studies have been carried out to optimize the VCR's mining sys- tem on the basis of synthetic analysis at Fankou Pb-Zn mine in Southern China. The synthetic e- valuation method is proposed for selection of mining alternatives and stope dimension optimization techniques. Theoretic calculation and computer optimization of the fragmentation of rock blasted by multispherical explosive charges are discussed. The mathematical and optimal fragmentation models are built. The optimum model is built for the main mining operations such as drilling, blasting and haulage. Lt can be used to evaluate VCR?s mining projects, select mining parameters and provide design fundations. From the point of view of system research on the geomechanical process, stoping technological process and benefit, the complex method of optimization is proposed for VCR's mining. Using computer simulation, based on this model, the optimal parameters are established and analysed. An effective approach is provided for research on the mining method optimization and getting better economical benefits from the application and improvement of VCR's method.

Historical production data and reserve decline rates can be used both to predict future coal production rates and to estimate when the reserve will be depleted. Reserve estimates inferred herein from historical production data and decline rates are commonly lower than estimates made from geologic data. The latter include significant amounts of lower quality (deeper, thinner, higher sulfur) coal which may be mined when the better deposits are depleted.
