"INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

In processing heavy mineral sands, the low feed concentration and respective high value of the desired minerals require high capacity production and sharp classification/separation techniques to reduce the specific production costs. The allflux® separator, a new process system introduced to the heavy mineral industry, meets these criteria in an economical way. Its two-stage process, a combination of rising current and fluidized bed technology, allows the treatment of extremely high massflows in a single unit. Using concepts that have proven successful in processing concrete sands for many years, testwork in coal, iron ore, and heavy minerals looks very promising.

The application of simulation to production planning at a large, complex open-pit mining operation proved to be challenging and enlightening. The mine is divided into two separate pits and several dump areas which are served by the same truck fleet. The operating system consisted of shovels of two different sizes, wheel loaders, and a fleet of three different truck types moving material from seven source locations to ten dumping sites. The interconnecting haulroad network included many common segments. There were operating constraints unique to the system, such as: traffic rules; manpower limitations; shovel, material-type, and destination priorities and production limitations; and a unique, non-centralized dispatching method for truck distribution. The truck distribution was further constrained by the matching of trucks to shovels, loaders, and destinations by truck type. The gathering and transformation of input data as well as the evaluation of results and validation of the model were also challenging. Despite a high level of sophistication in production reporting, some input data were neither readily available nor backed by field observation. As a result, many innovative techniques had to be used to develop realistic input data and to validate the simulation results. Nevertheless, this case study definitely proved the feasibility of applying computer simulation techniques to short and long range mine planning and budgeting at a large, complex mining operation.

The cleaning of coal by the use of jigs is one of the oldest methods of separating coal from its impurities. Although in many situations jigs have been replaced by other methods, by far the largest percentage of coal today is still being cleaned by some form of jigs. Some piston- or plunger-type jigs are still in use throughout the world; however, the greater number are air pulsated, generally called the Baum jig, named after the original inventor, Fritz Baum of Germany. This standard jig, with slight modifications, has been in use for over 75 years. Up until recently, however, it has had certain limitations in obtaining the high performance and efficiencies required in modern coal preparation practice. TO improve its performance, some radical modifications have been made in its design and operation SO that there is now a Baum-type jig giving much higher performance in terms of capacity, efficiency and sharpness of separation- This new jig is called the Batac, and the purpose of this paper is to describe its characteristics and present data giving its performance in treating coarse and fine sizes of coal.

INTRODUCTION Hydraulic fracturing was applied in horizontal drill- holes in the Salado salt formation near Carlsbad, New Mexico. Tests were performed approximately 650 m be- low surface to validate the design of a Waste Isolation Pilot Plant (WIPP) for the disposal of radioactive waste from defense activities of the United States. Hydraulic fracturing was performed primarily to determine whether the virgin in situ stress state at the WIPP site is isotropic and whether the magnitude of the virgin in situ stresses corresponds to the weight of the overburden. Beyond these limited objectives, however, measurements are now being reviewed to evaluate the usefulness of hydraulic fracturing in salt formations in general. Such measurements are desirable to determine stresses induced by mining and to monitor time-dependent stress changes around underground excavations in salt masses. Hydraulic fracturing was chosen because it is the only technique that can be readily applied in virgin ground far from existing mine openings. The method also appeared to yield directly the magnitude of the least compressive principal stress, regardless of the mechanical properties of the rock mass. A knowledge of the least principal compression was deemed sufficient to establish the isotropic character of the virgin in situ stress field under two conditions: (1) the Salado formation was mechanically isotropic, i.e., the fracture toughness did not vary normal and parallel to bedding so as to permit preferred fracture paths, and (2) pressure measurements were combined with determinations of the orientations of hydraulic fractures and, more generally, with observations of the characteristic hydraulic fracture patterns. The latter was possible by locating the drillholes for hydraulic fracturing along the axes of drifts that were mined several months later. The success of general stress measurements by hy- draulic fracturing of salt subjected to anisotropic stress conditions was and remains less certain. While the smallest in situ compressive stresses should still be equal to instantaneous shut-in pressures, there may not exist any unique relationships between the greatest and intermediate in situ principal stresses on one hand and the primary breakdown and fracture reopening pressures on the other. This problem would be a consequence of stress relaxation due to salt creep around any drillhole in which hydraulic fracturing tests are conducted. Moreover, lab- oratory measurements suggest that creep and stress relaxation could be so rapid that it might not be possible to interpret the measurements for anisotropic stress conditions even if hydraulic fracturing were performed as soon after drilling as possible. The primary objectives of the stress measurements in the WIPP were met by combining hydraulic fracturing tests with finite element analyses of the effects of salt creep, observations of hydraulically induced fracture pat- terns, and laboratory hydraulic fracturing tests on oriented core. In situ hydraulic fracturing tests in long drillholes were preceded by several trial tests to establish the best test methods and to demonstrate that salt could be fractured. The resolution of anisotropic stresses and special problems, e.g., in the identification of instantaneous shut-in pressures, are currently being addressed in hydraulic fracturing tests in a mine pillar, in tests following different delays between drilling and fracturing, and in tests with different frac fluids. This paper will review the main results of the analyses above and of one group of hydraulic fracturing tests at different distances from existing excavations. The paper will conclude with a brief description of the geometry of the hydraulically induced fracture patterns. Because of space limitations, it will be assumed that the reader is familiar with hydraulic fracturing or will first consult other sources (e.g., Cleary, 1980; Gronseth and Detournay, 1979; Zoback and Haimson, 1983; Nemat-Nasser et al., 1983; Kim et al., 1984)

Refractories, called the Hidden Industry by The Refractories Institute, provide the temperature and chemically resistant linings for the multitude of vessels that are used today in high temperature processes ranging from giant iron-making blast furnaces to industrial incinerators to petrochemical cracking units to the smallest furnaces used by the jewelry trade. While these refractory linings are absolutely essential to the proper functioning of these processes, the linings are almost always on the inside of the vessels and thus hidden from the eyes of the public. Refractories are defined in Standard C71 of the American Society for Testing and Materials (ASTM), titled "Standard Definitions of Terms Relating to Refractories," as "nonmetallic materials having those chemical and physical properties that make them applicable for structures, or as components of systems, that are exposed to environments above 1 000°F (538°C)." This criterion of ability to withstand exposure to environments above 538OC is the critical distinction separating refractories from other ceramics, fibers, and coatings applicable only at lower temperatures. In addition to resisting temperature, the refractories must with- stand abrasion, chemical and slag attack, resist thermal shock, and carry sustained structural stresses at high operating temperatures for as long as years. The most common methods of classifying refractories are by forming method and composition. First are the traditional formed and fired bricks, batts, and the associated multitude of special shapes. These refractories are usually formed at room temperature, dried, and then fired to high temperatures to develop the final properties desired. Other formed refractories are chemically bonded or resin or tar bonded. To complete the formed refractory matrix, some fired refractory bricks and shapes are subsequently impregnated with resins or tars. Physical dimensions of these formed refractories are classified into two general categories: standard sizes and special shapes. The standard sizes are those in common usage in the United States described in ASTM Standard C909 "Dimensions of a Modular Series of Refractory Brick and Shapes" based on the 38 mm basic module as described in ASTM Standard C861 "Determining Metric Dimensions of Standard Series Refractory Brick and Shapes." The most common size is the "9-inch straight" 228 x 114 x 64 mm (9 x 4 ½ x 2 ½ in.) of the "2 ½ -inch" series or 228 x 114 x 76 mm (9 x 4 ½ x 3 in.) of the "3-inch" series. Bricks of nonstandard sizes are referred to as special shapes. Their use is required in specific furnaces for particular requirements or applications. In addition there is the large and growing group of refractories sold as unshaped mixtures that may be formed into their final shapes at the application site. These unshaped mixtures are sometimes referred to as specialties. The mixtures are prepared to be hydraulically cast, plastic or wet rammed, dry rammed, or dry vibrated into their final shapes. Some are designed to be projected through nozzles (or gunned) onto their forms. The refractory mortars used to lay up the shaped refractories fall into this group referred to as specialties. Prepared refractory grains also are sold. These are usually calcined or fused materials that are subsequently crushed and sized to a variety of specific carefully controlled grain sizes or size distributions. These grains include calcined fire clay, dead burned magnesite, periclase (fused magnesia), dead burned dolomite, kyanite, tabular and fused aluminas, fused zirconia, fused mullite, and calcined alumina-magnesia spinel. The primary composition groups of refractories are the 1) alumino-silicate refractories made largely from fire clay and high- alumina materials, 2) silica refractories made from quartzites and ganisters, and 3) basic refractories from magnesia (or magnesite) and chromia (also referred to as chrome ore), alone and in combination, and dolomite. Special refractories include carbon, zirconia, zircon, high purity alumina, mullite, silicon carbide, silicon nitride, and some borides. In addition there are groups of special insulating refractories.

Considerable potential for metallic mineral resources in the lower Proterozoic rock of the Lake Superior region exists (Mudrey and Kalliokoski, in press). Most of the identified resources occur within a 2.0- to 1.9-b.y.-old lithotectonic assemblage characterized by extensive sedimentary strata in the north and thick volcanic se- quences in the south, all deposited on a two-terrane, composite basement of Archean age (DeMattis, 1989). Since the late 1960s, measured resources of nearly 90 Mt (100 million st) of typical volcanogenic massive sulfide at eight localities in Wisconsin have been discovered. The largest of these, near Crandon, contains about 61 Mt (67 million st) of ore averaging 5.6% zinc, 1.1 % copper, and 0.5% lead. Although none of these properties are in production, estimates by Mudrey (1978) suggest that Wisconsin could become a major contributor of newly mined zinc and copper in the United States. These discoveries and uranium and gold discoveries in the Canadian Precambrian are what have led to in- creased metallic mineral exploration throughout the northern half of Wisconsin (Fig. 1). In this chapter, we discuss the geology and legal framework in which the Proterozoic volcanogenic massive sulfide deposits were found. Exploration activities for other metals have generally been negative, and have been background noise for the legislative activities related to the massive sulfide discoveries. Uranium exploration has been consistently negative, although several different environments have been assessed. Other metal discoveries. such as titanium/vanadium, have been subeconomic.

In 1994 Western Mine Engineering, Inc., (WME), which is now InfoMine USA, Inc., set out to build a suite of stand-alone software programs that would provide their clients the means to estimate the costs of developing and operating mineral exploitation projects. After the first program (Sherpa for Surface Mines) was completed and launched, the developer (me) left WME to form Aventurine Engineering, Inc., in order to complete the series of applications. In the years since, four programs have either been developed or upgraded and enhanced. Applications were produced that estimate the costs of underground mining, placer mining, and project site reclamation. In addition, an application specifically designed to evaluate the economics of these projects, which was based upon a program previously developed for WME by Bill Willoughby of Willoughby & Associates, was redesigned and the code updated to a MicroSoft compatible platform. All these programs follow an engineering-based approach to cost estimating. Instead of relying on rules-of-thumb and statistical averages, they calculate all of the engineering and operational parameters needed to estimate costs. The premise is that the uncertainty associated with cost estimates should lie with the data available for the resource, not the approaches used to design and estimate the associated design parameters. In other words, it is acceptable that items such as the resource grades, deposit dimensions, ore and wall rock characteristics, and mill recovery rates carry with them some uncertainty, but parameters such as loader bucket capacities, truck speeds, pump horsepowers, hoist velocities, and grinding mill diameters can be calculated (although uncertain data might be used in those calculations). No additional uncertainties should be introduced because the cost-estimating procedure relied upon statistical manipulation or anecdotal inaccuracies. To that end, the programs rely upon calculation-based approaches to selecting and sizing machinery, assigning the required workforce, and determining the extent of the consumables needed to recover mineralized material at a rate defined by the client. And while calculation-based software is not unusual, more modern approaches work toward the development, accumulation, and manipulation of data. INITIAL CONDITIONS AND PROJECT GOALS In 2016 we had five separate programs completely disconnected from one another. Each was written in VisualBasic, a language that was falling from favor. In essence, the status in 2016 was a series of stand-alone programs (Figure 1) in which results from one needed to be manually entered as input into another.

Thallium (Tl) is a highly toxic heavy metal, soluble over a wide pH range. Tl levels may exceed discharge limits in mining-influenced water associated with processing gold, lead, cadmium, zinc, and copper ores. In this work, the effect of sodium permanganate (CARUSOL® C liquid permanganate) on Tl removal from mining wastewater was studied. Factors influencing Tl removal, namely permanganate dosage/demand, coagulant and flocculant use, order of chemical addition, and co-existing metal ions were examined. The results show that permanganate addition is very effective at removing Tl to below target limits and can provide a unique solution for improving wastewater quality and optimizing overall treatment costs. In addition, several on-line monitoring techniques were evaluated for process optimization. The Hach DPD Free Chlorine method was optimal, allowing plant operators to rapidly and easily spot check effluent samples for excess permanganate dose.

"The East Side Access Project (ESA) involves the construction of geometrically complex underground structures including a large number of caverns and bifurcations. Initially conceived as dual lined structures with either traditional concrete or shotcrete final linings (SFL), construction economy, advances in concrete placement technology and scheduling among others led to a wide use of what is referred to as freeform or pneumatically applied concrete (PAC) for the construction of tunnel final linings. PAC is a method of applying concrete without using formwork, where a wet mix concrete is pneumatically installed to encase reinforcement to full lining thickness. PAC has been widely adopted at ESA well beyond initial expectations. The paper addresses the design and construction aspects of the PAC method and contrasts it to traditional SFL lining placement. The experience made provides guidance for future PAC and SFL applications. THE EAST SIDE ACCESS PROJECT AND USE OF FREEFORM CONCRETE The Long Island Rail Road (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodates New Jersey Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the New York City Transit (NYCT) Subway System and Metro North Rail Road. The construction includes mining and lining of new tunnels and facilities under Manhattan and Queens. The tunnels run from Queen’s Sunny Side Yard through the existing 63rd St. Tunnel, underneath Manhattan’s Park Avenue until termination at 37th Street. Differing types of tunneling methods and final lining systems are being used depending on the ground conditions, geometry and size of the excavation, site constraints and functional requirements. Mining of the Queens segment of the ESA Project involved soft ground tunneling by pressurized face tunnel boring machines, cut and cover construction, and conventional tunneling. The Manhattan segment of the ESA Project involves mining in hard rock by tunnel boring machines, drill and blast, and road header."

Recycled materials are increasingly being used in road construction to supplement natural aggregate derived from crushed stone, sand, and gravel. An understanding of the amount of substitution that is taking place, its economics, and factors affecting the level of substitution is useful in estimating the potential for recycling and in assessing the total supply of aggregate. While U.S. consumption of recycled aggregates from crushed concrete is estimated to have increased 160 percent between 1994 and 1996; it comprised less than 5 percent of total aggregates consumed in 1995. Construction waste supply is regional, and is determined by infrastructure decay and replacement rates. Aggregate recycling rates are greater in urban areas where infrastructure is being replaced, natural aggregate resources are limited, disposal costs are high, or strict environmental regulations prevent disposal. Recycling is expected to increase as construction contractors attempt to save on transportation, disposal, and new material costs. Aggregate producers include recycled material as an option to consumers in order to prolong the life of their reserves and improve their range of products. Recycled aggregates can be a supplement for natural aggregates in selected applications, but their use should be evaluated locally based upon relative cost, quality, and market factors Because aggregate recycling is often affected by local and regional transportation systems, disposal and tipping fees, resource supply, the market for specific products, and municipal support, costs for three representative fixed site operations of different sizes were modeled. Under study conditions, all were found to be profitable, but highly dependent upon local tipping fees and market prices, which can differ significantly by location. Smaller operations were found to have different operational dynamics, often requiring creative marketing or incentives to maintain profitability.

Coal and rock pillar design is critical not only for mineral extraction but also for the safety of the mine operators. Pillar strength can be estimated through numerous empirical formulas that are available in the literature, which are typically based on a statistical analysis of case study data. The limitation of most of these equations is that they only considered the width to height ratio and in situ rock or coal strength for pillars in horizontal seams. The adoption of such equations to estimate pillar strength in inclined seams may overestimate the pillar strength and ultimately lead to a poor pillar design. This paper will discuss different techniques that can be used to estimate pillar strength in inclined seams as well as present preliminary modeling results for stress redistribution around inclined pillars. Factors in the parametric analysis include pillar shapes, geometry, and seam inclination.

INTRODUCTION Shabanie mine, situated some 180 km east of Bula¬wayo, has been a producer of chrysotile asbestos for more than 50 years. The ore bodies occur in serpentinized dunite, which overlies talc-carbonate schist. A zone of relatively competent rock of varying thickness occurs between the schist and the ore bodies, which are gen¬erally less competent. The hanging wall of the ore bodies is economic, and the hanging-wall serpentine carries a variable subeconomic amount of fiber. It is important to note that, in general, the ore body competence is less than that of the foot and hanging-wall formations. Historical After surface operations ceased, cut-and-fill stoping was used to win ore from underground; this was success¬ful until the increasingly stoped-out area caused insta¬bility in the stope pillars and back. Consequently, dur¬ing the early 1950s, a gradual change to cave-mining methods was made, the ore being won by hand lashing in drawpoints, situated in the basement of the stope blocks, and passed through orepasses under gravity to the haulage level some 13 m below. About this time, interest was focused on the sub¬level caving method in use in Swedish iron ore mines: it was felt that it might be applied economically to the Shabanie ore bodies. Accordingly, in 1958, an experi¬mental stope block was laid out in which sublevel inter¬vals and extraction tunnel spacing were 9 m. The tun¬nels (ring drilling drives) were oriented on strike-in contrast to the Swedish system, in which crosscuts that retreat from hanging to footwall are used. The advantages of the method were quickly appre¬ciated by the operating personnel and, despite the in¬evitable teething troubles pertaining to the introduction of any new mining method, it was not long before sub¬level caving was providing a high proportion of the mill feed. The disadvantages also became apparent at an early stage, however, and, from that time to the present, continuing modifications have been made to mining lay¬outs in an effort to improve ore recovery. GENERAL DESCRIPTION OF METHOD The mine is served by a vertical hoisting shaft, in which two skips, a man cage and a service cage, provide adequate capacity for production requirements. The rock hoist is a Ward Leonard control hoist, in which two electric motors drive a common gearbox. The man winder is driven by an a-c motor. Several auxiliary shafts provide secondary egress and intake and return ventilation. Main haulage levels are above (Fig. I a and b). Blasthole fan patterns are drilled by drifters of 100 mm bore, drilling 41-mm holes; when a sufficient strike length has been drilled, a slot is cut in the upper¬most sublevel and the rings are broken into the slot. Initially, a limited tonnage is drawn, since it is essential to ensure that the hanging wall caves behind the retreat¬ing stope face. Once this has been established, maxi¬mum tonnage can be drawn, as described later in this chapter, under the heading "Draw Control." The broken rock is loaded by 0.14 and 0.20-m3 load¬ers into cocopans (rocker-dumping type of tipping truck), which are hand trammed to orepasses, discharg¬ing on the haulage where 11-t electric trolley locomo¬tives haul 3.95-m3 Granby cars to the main shaft bins. As is evident from Fig. 1, the layout is simple, the block is brought rapidly into production, there is a high degree of selectivity and flexibility, and the result is a low-cost high-productivity mining method. DEVELOPMENT Main haulages are developed at 3.2 x 3.2 m, and once the service winze connections have been completed the development of the sublevels is undertaken. The footwall drives are cut first, to obtain access to the block. These ends are of the standard section, 2.4 x 2.8 m, and from them crosscuts at intervals of 70 m are driven through the ore body to the hanging wall. These crosscuts are used to supplement the geo¬logical information previously obtained from diamond core drilling, and they provide additional and more de¬tailed data on fiber percentages and lengths, structural features, and other relevant criteria which are used to build up the geological assessment of the area and to classify it in terms of the geomechanics rock classification (Laubscher and Taylor, 1977). The crosscuts also allow the necessary orepasses to be sited conveniently so that tramming distances from the loading points are not excessive. Development Drilling Once the skeleton development has been completed, the extraction headings are developed at 2.4 x 2.4 m as shown in Fig. 1. Standard development practice is to use crews of a machine operator and his helper, equipped with air-leg mounted jackhammers, to drill rounds of 1.8 m with integral tungsten carbide tipped drill steel. The round drilled is a normal drag round, as shown in Fig. 2, but considerable attention is paid to the drilling of the perimeter holes to use effectively the

An innovative patented process has been developed to convert high volume wastes--fly ash from coal-fired power plants, municipal solid waste (MSW) ash from incineration, solids from waste water treatment and paper mill sludge into a high value and environmentally benign product in the form of a lightweight aggregate. Lightweight Aggregate is widely used in the building construction industry in the United States, Europe and some Asian countries. This paper will present the development of the process, the process itself and details on the first commercial scale plant. The commercial plant is owned and operated by Wisconsin Electric Power (WEPCO).

In April, the US Synthetic Fuels Corp. broke a three-year silence and made its first financial award by approving a $820,750 loan for the First Colony peat-to-methanol project in North Carolina (ME, May, page 403). Peat Methanol Associates (PMA), a partnership between Koppers Co., ETCO Methanol Inc., Transco, Peat Methanol Co., and l. B. Sunderland, broke ground at First Colony last year and plans to begin production in Dec. 1985. Although the award is only a small part of Synthetic Fuels Corp.'s $15-billion budget, it does signal the corporation's intention to move aggressively ahead. It also is a positive indication that First Colony will be completed and operated successfully. This article describes the methods and equipment that will be used to harvest peat at First Colony, as well as how the peat will be converted to methanol. Introduction Peat deposits found along North Carolina's coastal plain contain high-quality fuel-grade peat with an average heating value of more than 23.3 MJ/kg (10,000 Btu/lb) (dry), with a low sulfur and ash content. The deposits differ from other US peats in that they contain large, sound Atlantic White Cedar and Cypress logs, stumps, and roots that may extend throughout the full depth of the deposit. A second difference is that these deposits are much more highly decomposed and, in the raw state, have the appearance and feel of a heavy, reddish-brown grease. These factors make it impractical to use standard production equipment so a new line was developed. Also, because of these conditions, techniques were modified to facilitate production. First Colony Farms, located near Creswell, NC, developed and evaluated a milled peat program. Equipment for this production method was designed and built, production rates were established from field operations, drying rates were established, weather data were analyzed, and total operating and capital costs were estimated. The method depends on the sun and wind for drying peat to the desired moisture content, in this case around 40%. Therefore, field preparation is actually the construction of a large solar collector to dry the peat so it can be harvested and stockpiled. It is essential that this collector be properly profiled initially and maintained during production to prevent precipitation from ponding. Initial Field Preparation Initial field preparation includes cleaning existing canals and constructing ditches and water control structures for proper drainage of rainwater run-off, building adequate roads for site access, removing surface vegetation, and profiling and sloping the fields. At First Colony, the 60.7-km2 (15,000-acre) harvesting area was divided into 129.5-hm2 (320-acre) blocks about 1.6 km (1 mile) long and 805 m (0.5 mile) wide. This was accomplished by cleaning main outfall canals with adjacent roads built from canal spoil at 1.6-km (1-mile) intervals. Existing intermediate canals that feed into main outfall canals at 805-m (0.5-mile) intervals also are cleaned. Headland roads are constructed from canal spoil along each side of each intermediate canal. This 129.5-hm2 (320-acre) block is then divided into 32 harvest strips by small V-ditches constructed at 50-m (165-ft) intervals. At the end of the field with the lowest elevation, corrugated steel pipe culverts are installed under the headland road in each V-ditch to control rainwater runoff into intermediate canals. Runoff water from the fields is diverted to a holding pond to prevent any increase in peak water runoff rates and to allow for more uniform drainage rate than experienced to date. After the drainage system is installed, harvest strips are ready for grinding and sloping operations. Surface vegetation, made up of small, waxy-leafed shrubs such as Gallberry, Bayberry, Magnolia, and scattered pond pine, can be effectively ground and incorporated into the upper surface of the peat layer. Here, it will rapidly decompose and have little effect on overall peat quality, thus eliminating the standard practice of pushing the vegetation and upper wood layer into long windrows with bulldozers and hauling this debris from the fields. Incorporating vegetation into the upper surface is known as the initial 102-mm (4-in.) surface vegetation grind and is accomplished by using a modified Bros Rota Mixer. Following this operation, and by using the same unit, a sec¬ond grind with a depth of 200-255 mm (8-10 in.) is made. This reduces the debris to a finer consistency, mixes it with the upper peat layer, and grinds any wood found in the upper 200-255 mm (8-10 in.). Inco Limited operates 11 underground mines in the Sudbury District. The mines are located on the rim of the Sudbury Basin, an oval with the axis in the range of 27 and 60 km. The ore dips to at least 3000 m below surface. The ores are mined primarily for nickel and copper. Total ore production from underground is in excess of 55,000 tons per day. Over 40 surface fans have been installed since the late 1960's. All of the fans are adjustable pitch, axial flow units. A major factor influencing ventilation design in the last 30 years has been the introduction of diesel equipment underground. Volumes per fan have ranged from 60 to 330 (cubic metres per second), with motors from 100 to 2500 hp. Fans of the axial flow type have been in common use for main fan installations at Canadian mines for many years. The standard arrangement has been to mount these fans horizontally, i.e. with the fan shaft and the long axis of the housing horizontal. This is a natural arrangement for an underground fan, but for a surface installation, a vertically mounted fan has definite advantages. The surface area taken up by a typical vertical fan installation is generally about one quarter of that with a horizontal fan of the same capacity. (1) This is not a problem with isolated fans and flat surface outcrop sites, but where the installation is to be near existing buildings, or where there are poor surface soil conditions, space and cost considerations greatly favour vertical fans. MAIN FANS INSTALLED There are 43 main surface fans in operation at 11 mines. Twenty-seven of these fans are supply units, and 75% of them are vertical installation. The remaining 16 units are main surface exhaust fans, with predominantly horizontal installation. Within the last five years, some 20 main booster fans have been installed underground at several mines. Axial flow fans, with adjustable pitch blades, are used for both surface and underground installations. Exhaust fans are equipped with stainless steel or cast aluminum blades. Main underground fans are arranged horizontally and the majority of them have a floating shaft between the fan shaft and the motor. (2) The size of the fans in service varies from 1.8 m to 5 m in diameter, with the majority ranging from 1.8 to 2.5 m. The pressure produced by these fans varies from 0.25 kPa to 2.0 kPa. At Inco Limited, two main fans in parallel are preferred, rather than a single fan, so that if one fan fails, the remaining fan can still supply up to 70% of normal air quantities, while the damaged fan is repaired. This requires closure doors on each of the fans so the fan can be isolated in case of failure. It is more expensive than a single fan, but results in less production interruptions. The fan installations are well away from sharp inlet and outlet bends. FAN DESIGN INTEGRITY Both the mine operator and the fan manufacturer must understand that the main fan is critical to the mine operation, and that everything technically possible must be done in design and manufacture to ensure the highest degree of reliability. Some of the design parameters and criteria, based on Inco experience, are outlined and discussed below. RESONANT FREQUENCIES AND HOUSING MODEL ANALYSIS Any fan assembly will have many different resonant frequencies. It is a challenge to the designer to arrive at a design in which forcing frequencies do not coincide with any of these resonant frequencies to produce unacceptable vibration levels in operation. Finite element analysis is a useful tool that can be used to identify the most critical of these, so that housing and blade stiffness can be adjusted to change any resonances that might be close to forcing frequencies. Shaft critical speeds should be at least 25% above the fan operating speed, and there should be sufficient separation between other resonant and forcing frequencies to avoid excitation that might result in high vibration levels. QUALITY ASSURANCE Radiographic Blade Examination Mine fan blades are normally cast in small lots. To ensure that the castings are sound, a full radiographic examination is recommended in the highly stressed lower 1/3 of the blade.

Jet fan (ductless fan) ventilation in underground mines and tunnels is a subject requiring further attention. At present there are no accepted procedures or guidelines for this type of ventilation. The main reason has been the absence of sufficient general data, which has hampered the development of rules. There is great potential for using jet fans in terms of both effectiveness and economics because they eliminate the need for ventilation tubing. In the present studies a procedure is described and results are presented from a jet fan modeled in a square section wind tunnel. The major purpose of the studies was to provide fundamental data on jet fan performance after it was realized that previous work had been limited and too site specific. The jet fan position in relation to the tunnel walls was varied in order to study the influence of confining walls on entrainment rates and the resulting aerodynamics. A clearer understanding of the fundamental principles of jet fan applications was obtained.

Gold Fields Mining Corporation started processing ore from it's Chimney Creek operation in northern Nevada in November, 1987. Since that time production has averaged about 200,000 ounces per year from the milling and dump leaching circuits combined. The events that led up to commissioning of the plant started in January of 1985 when the Gold Fields exploration team drilled their first hole in an area now known as Discovery Hill. The major orebody was located later in the year in what is currently the major focus of activity, the North Pit. Subsequent drilling since plant startup has found another 14 million tons of ore two miles south of the original orebody. This South Pit orebody is currently being stripped and metallurgical testing is underway. Engineering Engineering on the Chimney Creek plant started in earnest in May, 1986. Davy McKee Corporation from San Ramon, California, did both the engineering and the construction management. Before engineering began the entire senior staff of the Plant Department was hired and assigned to the project. Senior staff included the Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist. Gold Fields does not employ an internal central engineering staff to design their plants. We feel that the people who design the plant should be the ones who will be required to run it once it has been commissioned. This philosophy affords a continuous accountability from start of design through commissioning and operations. All four of the senior staff spent the most critical phase of the engineering stage at Davy McKee, so the plant is truly a reflection of all four disciplines. In bringing on the Maintenance General Foreman from the start, there was a focus placed on ease of maintaining the plant. Another philosophy that was adopted from the start was that the plant be easy to work in and maintain for both operators and maintenance personnel. Numerous design criteria were given to Davy McKee to ensure this. For example, we required that every piece of equipment could be reached easily with a crane or fork lift. All conveyors were required to have walkways on both sides for ease of maintenance and a minimum of 30 inches of clearance under them for ease of cleanup. Visibility for operators was considered very important and the control rooms and general plant layout were designed with this in mind. A list of about 100 general rules were given to Davy McKee during the early layout meetings and these were held as the general design criteria throughout engineering and construction. While engineering was progressing in San Ramon, California, dump leach test work was being done at the site. Three 6 foot diameter fiberglass columns were constructed and filled to a 20 foot height with low grade ore. Leaching characteristics were determined and the dump leach design was based on information collected from these columns. Construction The major contractors on the project were The Industrial Company for the bulk of the piping and structural, EMKO on the electrical/ instrumentation and Hunewill for most of the earth work and leach pad construction. All plant operating and maintenance personnel were employed eight weeks before startup for intensive training. Instructors were Gold Fields personnel, including foremen, and Davy McKee engineers. On occasion, selected suppliers representatives were brought in to discuss major pieces of equipment. Project completion was targeted for January, 1988 at a projected cost of 78.9 million dollars. Actual startup was about 1 1/2 months ahead of schedule and slightly under budget. Full design capacity was achieved the first full month of operation. Crushing Run of mine ore is delivered to the crusher and dumped into a 90 ton hopper which is topped with a 30" X 30" opening stationary grizzly. Crushing and grinding The Crushing and Grinding Technical Committee There was substantial activity in the area of crushing and grinding with the improved outlook in the industry. The Crushing and Grinding Committee's theme of 1987's Annual Meeting in Denver was Fundamentals of Mechanical Design for Crushing and Grinding Mills. At the meeting, the concept of gearless sag mill variable speed drives was taken out of the closet, dusted off, and a wraparound motor was put on hard copy with the ordering of a 9.7- x 4.5-m, 8.2-MW (32- x 15-ft, 11,000-) sag mill. Additionally, comparisons were provided to the mill design of the gearless drive sag mill and the twin 4.5 MW (6000 hp) do variable speed drives placed on the drawing board for the Kennecott UCD Expansions. This involved a 10- x 4.5m, 8.9 MW (34- x 15 ft, 12,000 hp) sag mill. Differing opinions were also expressed in technical presentations pertaining to the need for quality mill specifications in design and manufacturing. J. Berney-Ficklin of Bechtel presented a paper outlining the need for quality design and manufacturing specifications in large scale grinding mills, and the overall cost reduction in capital and operating costs. Others presented differing specific views, but all emphasized a central theme. Quality and reliable designs in large mills should not be compromised. In-pit crushing applications continue to increase, overseas and in the US, in both mining and quarrying. Different in-pit crushing units have been classified as mobile, with integral transport systems; semi-mobile, typically modular systems that use separate transporters for repositioning; semi-stationary plants that must be dismantled before transporting and typically require earthwork and concrete foundation work; and stationary in-pit crushing plants, which remain in place for the life of the pit. The majority of equipment sales of conventional crushing and grinding circuits in 1987 were to gold mining operations. There have been two areas of end use: • conventional jaw/gyratory or impact crushing circuits preparing low grade ores for heap leaching; and • small scale sag/ball mill circuits preparing higher grade ores for classical cyanide leach/ recovery circuits. There was also continued interest in ABC and SABC circuits for both base and precious metals plants. High pressure roll crushers continue to attract considerable interest in the cement industry. There, they are used to prepare raw materials or clinker for subsequent ball/tube milling. However, they have apparently been less successful in the mineral industry where the energy savings/ capacity gains have been much less dramatic. Several papers covering the theory and application of these machines were presented in an industrial minerals session on cement at the SME Annual Meeting. The Third International Conference on Hydrocylones, held in England in October produced several papers of interest on classification and screening to the mining industry. In particular, a new cyclone apex, developed by Mt. Newman Mining, shows promise of reducing water flow to the cyclone underflow stream and, therefore, increased underflow pulp densities and reduced fines recycle in grinding circuits. A twin vortex hydrocyclone was also described and shown to give a sharper split than conventional units. Similar double cyclones were introduced in the 1950's, but failed to achieve widespread acceptance. This was due mainly to a proneness to blockage in the transitional zone. It will be interesting to see whether this latest variant can overcome this problem in the typical operation. A number of North American iron ore plants installed the capability to produce fluxed iron ore pellets. Most chose to grind the stone on site with circuits designed to grind taconite ore. Methods employed to grind this material included single-stage ball mills closed with fine screens, rod and ball mill circuits - both open and closed with cyclones - and semiautogenous mills, followed by ball mills closed with screens or cyclones. Dewatering and tailings disposal B.M. Moudgil and D.L. Sober, University of Florida Due to tightened environmental regulations and the need for more efficient land use, a greater interest in dewatering and waste disposal has developed. As a result, research efforts in flocculation, surface chemistry, and polymers science have focused on the problems related to the dewatering of solid mineral wastes. A few studies have been conducted to examine the flocculation process. Hogg et al., (1987) discussed the formation and growth of flocs.
