Beneficiation of high magnesium Florida phosphates requires ultrafine grinding to liberate the dolomite (the main source of magnesium), and a separation process capable of dealing with ultrafine sizes such as selective flocculation. The objective of this study was to investigate the feasibility of separating dolomite from apatite ultrafines by selective flocculation. To achieve this objective, selective polymeric reagents to either dolomite or apatite must be first designed and synthesized. This challenging task was accomplished by carefully selecting complexing/chelating agents which are selective to either the Ca or Mg ionic sites on the minerals, and incorporating these reagents into the structure of long chain water soluble polymers to obtain either selective flocculants (with high molecular weight, MW, polymers), or selective dispersants (with low MW polymers) to either the dolomite or the apatite particles. Synthesis and testing of these polymers on individual and mixed mineral slurries, and on a sample of natural high magnesium phosphate ore, have been attempted and the results are described in the paper. The preliminary results showed encouraging signs for the feasibility of selective flocculation separation of dolomite from apatite.

A United Nations (UN) administered degasification technology transfer project, funded by the Global Environmental Fund (GEF) is underway at the Shihao Mine of the Songzao Coal Mining Ad- ministration in the province of Sichuan, Peoples Republic of China. This mine exploits multiple seams at depths ranging from 300 to 600 m below surface. In-seam boreholes and frequently spaced in-mine vertical boreholes, developed from underlying galleries constructed specifically for this purpose, currently degasify the seams in advance of mining at the Shihao Mine. Because of ventilation system constraints and the in-situ gas con- tent, longwall mining of the coals at this mine could not proceed without some form of pre-mining degasification. This paper presents a simulation based degasification plan of long, in-seam horizontal boreholes for the Shihao Mine. Simulations with a coalbed reservoir program assessed time dependent degasification characteristics of both vertical and in-seam horizontal boreholes. The simulations used input data from reservoir and desorption tests conducted at the mine site. The results produced system design nomograms to assist mine engineers in defining the appropriate borehole spacing necessary to degasify the seam in the time available for pre-mining drainage. The predicted effectiveness of the current vertical degasification scheme was compared with that for a horizontal borehole program and served as the basis for the recommended in-seam borehole configuration for the project at the Shihao Mine. The horizontal borehole degasification program requires substantially less gallery and borehole development than the present vertical degasification scheme.

IN THE BEGINNING Contrary to popular myth, the personal computer can trace its roots back to a time before 1981 and the IBM PC. The seeds of the personal computer revolution were probably founded in 1975 with the release of the Altair (kit) personal computer, first advertised in Popular Electronics. June of 1975 marked the beginning of the Homebrew Computer Club in San Francisco. The founding membership list of the Homebrew Club now reads like a "Who's Who" of those involved in the early development of the personal computer industry. The Apple I computer was created by Steve Wozniak in early 1976 from the newly manufactured MOS Technology 6502 chip. It had 4,000 bytes (4K) of Random Access Memory (RAM] memory, a revolutionary amount of memory in 1976. Another early pioneer, the Commodore Pet computer, was another 6502 machine, but with 8K of memory. Tandy Corporation made its name in the hobby industry with leather kits. They embarked on a new path with the production of the TRS-80 line of personal computers. Most were based on the Z-80 chip, but again, were memory limited. A number of other Z-80 based systems followed later, including the Osbourne and the KayPro Computers. These systems were based on the Digital Research CP/M operating system and had a maximum of 64,000 bytes of memory (64K). The Apple I1 Computer appeared in 1977. Newer models of the original Commodore Pet and an Atari computer followed. These machines were also limited to 64K of memory addressing, and the early models typically shipped with only 16K, 32K, or 48K of memory. The Z-80 and the 6502 were the first truly commercialized CPU chips touting boxes with key- boards, monitors (sometimes a TV), and the ability to expand (peripheral slots for serial communications, centronics parallel communications, etc.1. They all shared one technology, audio tape as a storage media. The use of a portable tape recorder provided inexpensive, if not always reliable, magnetic storage. The tape recorders were typically finicky and required patience to use. Adjustments to the volume control were often needed to find "just-the-right" setting for loading or saving information. This kept the personal computer from being accepted in many markets, and gave it a reputation as a hobbyist or experimenters' toy. In early 1979, Steve Wozniak finished the design of a floppy disk drive and controller. This was a revolutionary design which reduced the "then" standard number of controller chips from fifty-plus, to just eight. With the advent of an affordable floppy disk drive mechanism, the personal computer was about to gain respectability. From a business standpoint, it was now possible to save and reliably retrieve business information. It also provided a superior means of distribution for commercially created software. Commercial software became a commodity rather than an oddity.

A group of geologists is located in a remote area of North America, without telephone lines, electricity or even running water. They have spent days accumulating data for a mining company that is eager to receive any information about the dig. But the team does not have access to a wired communications infrastructure. Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

Repairing and replacing equipment damaged by corrosion and abrasion is a major cost throughout industry, especially in the coal mining industry. Careful study of corrosion and abrasion, and their causes and effects, often leads to the selection of alternative materials which can provide economies. What, actually, are corrosion and abrasion and how do they contribute to the cost of operating a coal-preparation plant? Furthermore, what can be done to alleviate corrosion and abrasion problems and thereby reduce operating costs? These questions will be answered in the following discussion, which will describe the destructive action of corrosion and abrasion and give several methods for controlling corrosion and abrasion losses, These methods include the substitution of stainless steel for carbon steel, the use of corrosion inhibitors, and the use of design to eliminate corrosion and abrasion. Examples will be given illustrating the benefits that have resulted in plant tests when these methods of controlling corrosion and abrasion were used.

The United States has the largest total (364 billion metric tons) and recoverable (182 billion metric tons) coal reserves in the world.1 However, progressive coal utilization in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. New technologies are being pursued both to appease these environmental concerns and improve economic performance and process efficiency. These technologies, however, have not reached the level of effectiveness required for optimum operation. If more stringent emission standards are imposed, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the successful development of new and advanced coal cleaning technologies in order to continue and promote the use of coal in this country. The EPA New Source Performance Standards In 1979, the Environmental Protection Agency in response to the amendments to the Clean Air Act of 1977 issued new source performance standards (NSPS) for utility and industrial boilers. The NSPS set emission standards for sulfur dioxide, nitrogen oxides, and particulates affecting boilers of 250 MM Btu per hour heat input or 'greater that started construction after September 1978. Plants starting construction or in operation before September 1978 remained subject to the provisions of the regulations promulgated in 1971, i.e., SO2 emissions of 1.2 15/MM Btu. The NSPS for SO2 emissions provides a sliding scale for SO2 reduction depending on the sulfur content of the run-of-mine coal, with an upper limit of 1.2 lb of SO2 per million Btu and a minimum emission level based on 70% SO2 removal. Table 1 summarizes the EPA NSPS for SO2 emission standards.

The San Luis deposit is one of the few documented gold deposits on a detachment surface. This paper presents mineralogic and geochemical data that was gathered to characterize the mineralization, classify the ore deposit, and provide details of the ore forming process. Included are data on the paragenesis; alteration-mineral assemblages major and trace element geochemistry, and fluid inclusions. The San Luis deposit occurs on the western slope of the Sangre de Cristo Mountains adjacent to the San Luis Basin about 5 miles northeast of the town of San Luis in Costillo County, south-central Colorado. Mineralization was discovered in the district in the early 17th century. Production began in 1890 on lead-silver ores from which the district took the name the old name of "El Plomo". From 1897 through 1934 gold was intermittently produced. Battle Mountain Gold Company took an option on the property in 1987 and proved on ore body comprising an eastern block that has 1,277,300 t ore at a grade of 1.68 g/t and a western block of 9,744,000 t with a grade of 1.34 g/t. Production began in 1990. A companion paper by Benson (1994) describes the San Luis district and the ore body, hence the reader is referred to this or Robert and David (1990) for details of the geology from which the following is summarized.

INTRODUCTION Mine waste monitoring and management is essential when the industry is being required to accept the environmental liability for all generated, stored and disposed solid and hazardous waste. Environmental regulations mandate the operator to minimize waste production while requiring the operator to cleanup existing contamination. Since these requirements are being enforced, many operators do not have a clear under- standing, whether their existing operation will or could be required to adopt remedial plans to mitigate off-site contamination impacts. The following methods, using conventional and advanced geostatistical methods, provide a tool to make appropriate assessments whether existing or potential contaminant issues are present. BACKGROUND Generated solid wastes from mining operations are currently exempt from Solid Waste Disposal Act (SWDA) Sub- title C (RCRA), statutes and promulgated regulations, however, compliance with SWDA Subtitle D statutes and regulations is required. In order for the mining operator to be exempt from hazardous waste regulations, the operator must demonstrate that generated waste does not have hazardous waste characteristics. In many instances the operator will be able to use statistical tools and their existing data to determine whether their site could be a potential hazardous waste liability. METHODS The following statistical and geostatistical methods can be used to determine whether existing wastes could be a regulatory concern. The following presents a brief discussion of standard statistical methods and discusses, in greater detail, how advanced geostatistical tools can be used to define potential waste issues. The following will discuss how data can be screened, "Data Filtering and Reporting"; how data can be evaluated using "Conventional Statistics"; followed by a detailed discussion o f "Geostatistical and Estimation Techniques" and "Statistical Modeling". Data Filtering and Reporting Data filtering is the simplest, but potentially the most powerful statistical tool because data can be easily sorted to meet regulatory reporting requirements. Filtering includes unions and intersections of data such as date, maximum and minimum values of one or several variables. Using the data base presented in "Mine Waste Data Base Management Procedures", Robinson and Hagar, 1987, an example of a filter group is presented.

All uranium mills are required to perform sampling and analysis for radioactive particulates in their gaseous effluent streams and in the environment. Pacific Northwest Laboratory was requested by the U.S. Nuclear Regulatory Commission (NRC) to provide technical assistance to them for their Uranium Mill Health Physics Appraisal Program. In conducting appraisals, air sampling methods used at NRC-licensed mills were reviewed and several deficiencies noted. This paper includes only environmental and effluent particulate sampling although much of the information is applicable to both in-plant and environmental samples. First, the components of a proper sampling program are discussed: program objectives, program design, sampler design, analyses, quality assurance, and data handling. Then the specific deficiencies, or the "pitfalls" from the first 8 mill appraisals are discussed. The first consideration in establishing an air sampling program is defining the objectives of the program. What is air sampling suppose to accomplish? Many of the deficiencies we have observed have resulted because the desired objectives were not clearly established in the minds of the radiation safety staff. PROGRAM OBJECTIVES An environmental air sampling program ought to fulfill the following seven objectives. The first is to: 1) [demonstrate regulatory compliance]. Although a goal of most programs, regulatory compliance, is not well understood. One has not only to comply with the conditions of the source materials licensee, but one must also demonstrate compliance with 10CFR20 and 40CFR190. For example, 10CFR20.106 states: "A licensee shall not possess, use, or transfer licensed material so as to release to an unrestricted area radioactive material in concentrations which exceed the limits specified in Appendix B, Table II of this part .... For purposes of this section, concentrations may be averaged over a period not greater than one year." Even if a mill's license does not require sampling at the site boundary of maximum concentration, a sample may be necessary to demonstrate compliance with 10CFR20. Most mill personnel are painfully familiar with 40CFRl90.10, which states: "Operations.... shall be conducted in such a manner as to provide reasonable assurance that: (a) The annual dose equivalent does not exceed 25 millirems to the whole body.... of any member of the public as the result of exposures to planned discharges of radioactive materials, radon and its daughters excepted... from uranium fuel cycle operations..." This means a licensee's sampling program must give "reasonable assurance" that the member of the general public receiving in the most exposure gets no more than 25 millirems per year. The sampling program necessary to provide that assurance may or may not be a license requirement. However, merely meeting the license requirements and the explicit regulatory requirements does not necessariarly ensure an adequate effluent and environmental air sampling program. The second objective of the environmental air sampling program, is to 2) [identify the source(s) of contaminants]. This will include not only the routine program, but special sampling for verification of sources and nonsources. Only after sampling can a mill operator be assured that roof vents, laboratory hoods, and other localized ventilation systems are not making a significant contribution to environmental releases. An environmental sampling program should also allow the mill operator to fulfill the third objective, to 3) [estimate exposures]. Even before 40CFR190, a sampling program should have provided the mill operator with the information necessary to determine the dose to the "fence post" person, or at least to determine if doses were well below the 10CFR20 limits previously allowed. The program should 4) [detect and measure unplanned releases]. If there is a fire, a scrubber failure, or if a drum of yellowcake breaks open, measured releases will almost always be lower than conservative estimates. Whether or not a system to provide sampling during accidents is needed is almost always a cost-benefit decision. In general, uranium operations do not sample just in case an accident may occur. Yet they may decide on continuous air sampling in lieu of intermittant sampling partially because of the potential for accidents. Another objective of air sampling is 5) [to provide information on the effectiveness of control systems]. This is always a concern with new or modified equipment and may dictate sampling frequency in other situations as well. For instance, if a small leak in a bag filter cannot be detected by other means, then more frequent stack sampling may be indicated. A routine effluent and environmental monitoring program should also fulfill the sixth objective,

Track-type tractors remain one of the most cost-efficient stripping tools available to coal miners. Whether they are "sweetening up" a dragline operation with prebenching or serving as the primary tool, dozers are important in driving down mining costs. This article reviews the application zone of track-type dozers. It also provides suggestions for site setup, equipping tractors and machine operation. In recent years, the track-type tractor has become more of a production tool in mining. With the advent of bigger machines, bulldozers have become a typical component in mining operations, removing overburden down to the top seam of coal. Large tractors can also be teamed up with draglines and other systems to maximize the effectiveness of the mining system. Bulldozers remain the tool of choice for topsoil removal, spoil reclamation or any application that demands low ground pressure, or short distance. The introduction of the 523-kW (700-hp) track-type tractor to the mining industry has made the bulldozer a low-cost-per-ton means of removing overburden. The large tractors offer enough productive capability to be considered prime stripping tools. And they can lower mining costs by complementing other mining systems (dragline, cast blasting and loader/truck). Four criteria determine whether a track-type tractor is the right machine for a particular application: ? Production requirements - dozer may fit job requirements better than a second dragline. [ ] ? Product support - availability of parts, service and technical expertise. ? Labor situation - how much of the cost per ton goes to the operator. ? Resale opportunity - recover a percentage of capital cost. Mining efficiency is economically controlling the cost of any system. Most operations rate the most economical means of moving material as cast blasting, dragline and the track-type tractor. All three of these systems share one common value: They are all sensitive to distance. Regardless of the application, all mining systems have an economic range. Exceeding this distance will affect cost and productivity.

The list of environmental issues facing industry in general, and the mining industry in particular, has placed greater emphasis on the concept of risk assessment and risk management. In informal terms, risk can be defined as the chance of injury, loss or damage. More formally, it is defined as the probability of an occurrence and its consequences. In simple terms, risk assessment involves three questions: What can go wrong? How probable is it to go wrong? If it goes wrong, what are the consequences? Experts on the subject of risk assess¬ment and management met in St. Louis, MO in October 1992 to discuss the extensive and innovative technology that has been developed in this arena. Each agreed that a consistent framework can be used to approach risk assessment/ management considerations in siting and design alternatives, as well as when considering financial aspects of mine development. And the environmental planning process for mines, as well as planning for operation through closures, will rely more heavily on risk assessment and management techniques. Risk assessment is a tool to assist engineers, scientists and managers make better, defensible operational decisions. A realistic and probabilistic risk analysis, coupled with a sound financial model, can combine a large set of alternatives and criteria to arrive at a defensible decision. Organizers of this regional SME conference believe that mining professionals should become fully conversant with risk assessment techniques and approaches because this arena provides opportunities to develop more rational decision-making techniques. Current health risk assessments rely heavily on Environmental Protection Agency (EPA) approaches. Several speakers and papers show how this approach has been applied to a variety of topics. Two major advantages come forward when applying risk assessment techniques to environmental clean-up options for contaminated sites. They are the selection of practical options and cost-effective alternatives. A probabilistic risk assessment provides results that can be directly related to clean-up costs. It has been shown that small reductions in risk are obtained for large increases in cost after a certain threshold value is reached. A preferred, practical clean-up alternative that provides permanent solutions can be selected based on a probabilistic assessment. Here are summaries of some of the papers presented at the meeting.

Most of those involved in the mining industry are aware of the negative feelings that the well-informed citizens of this country, also known as the American public, have for the industry. As noted in an issue of Mining World News, “The general public perceives mining as dirty, noisy, destructive and belonging somewhere else.” The same theme was raised at a conference in Scotland in July 1991. It was noted there that mining has an unattractive public image around the world “as dirty, dangerous work that pollutes and degrades the environment.” Why is this? Why does mining have such a bad rap? I’m afraid that some of the blame rests with the mining industry itself - both in the past and in the present. Hopefully, we can do something about this in the future. And hopefully, the information here will help the reader to spread the word to offset the negative messages being issued almost daily by industry foes. I hope this will become more than just the words of another miner talking to miners and their friends. In the past, belching smokestacks and polluted streams and waterways were common sights. Today, the negative results of mining operations can also be seen in the form of waste dumps, leaked acid mine waste water and dust blowing from tailings piles. Some will argue that mining did nothing illegal in the past, and that all the regulations in force at that time were carried out to the letter. That may be so. The fact remains, however, that mining did these things, and the evidence is very clear in many parts of the country. It is visible to the well-informed citizens, in spite of the fact that many mine sites have been cleaned up and new technologies, such as flash smelting, dump leaching, pressure leaching and bioleaching, have greatly overcome many of the pollution problems. What is not so visible is the importance of the mining industry in our daily lives. Not long ago, knowledge about our non-renewable mineral resources ranked low on the list of qualifications for being a well-informed citizen. Events during the past two decades have changed this scenario. Politicians, writers, newscasters, economists and administrators, as well as the ‘public,’ are expressing opinions and forming judgments on oil company profits, desecration of landscapes, waste disposal sites and pollution by the extractive industries.

GENERAL DESCRIPTION The Granduc mine is situated on the west side of Granduc Mountain in the Leduc River area of north¬west British Columbia about 51 km (32 miles) north¬east of the town of Stewart. Entry is by means of a 16.6-km (10.3-mile) long haulage adit from the concentrator site at Tide Lake. The principal ore mineral is chalcopyrite. Ore mineralization varies from dis¬seminated to irregular semimassive stringers generally associated with highly folded and sheared biotite-rich sections of metasediments. The ore bodies vary in width from 3.6 m (12 ft) to over 18 m (60 ft) in a zone some 800 m (2600 ft) in length dipping at an average of 75° to the west and plunging steeply to the south. Capping varies in thickness from 0 to over 300 m (1000 ft). SELECTION OF MINING METHOD In the early stages of planning the primary require¬ments to be met by the mining method were: (1) suit¬ability to high output and productivity, (2) adaptability to mechanization in order to minimize operating costs, and (3) minimization of the costs and the development period for preproduction. Considering these, the selection of a mining method was narrowed to a choice be¬tween sublevel long-hole stoping or sublevel caving. A method utilizing backfill was ruled out as uneconomical, especially since mill tailings would not be readily available. At the time, the following facts about the ore body were recognized: (1) the average width of the ore body was 12 m (40 ft), (2) 30% of the stoping blocks were in areas of 6 m (20 ft) or less in width; (3) in many cases, ore zones were located in parallel lenses or were irregular in shape; (4) major faults were present in the hanging wall close to the ore, with minor faults within the different ore zones; and (5) the ore itself was lami¬nated with fractures and jointing crossing such bedding planes. Considering these factors, the two stoping meth¬ods were compared. Sublevel Open Stoping The characteristics of sublevel open stoping are: 1) It is generally not used for widths below 6 m (20 ft) since the ratio of waste development increases as level intervals are reduced to insure good control of long-hole drilling. 2) This method is used where ground is relatively competent. Otherwise more pillar support is required, increasing ore losses or mining costs with pillar recovery. 3) The method is not easily adaptable to parallel ore zones separated by relatively narrow waste bands. 4) Close control of pillar and stope design will per¬mit some degree of dilution control. Sublevel Caving Sublevel caving is characterized by the following: 1) The method can be used for a variety of ore widths, recognizing that 3 m (10 ft) in width may be an economical minimum. 2) It is particularly favorable where wall rock is weak. 3) The method has flexibility so that irregular ore bodies or parallel lenses can be mined. 4) The need to leave pillars for support is eliminated 5) Dilution and tonnage recovery are interrelated. With concern about the stability of the hanging wall and the geometry of the ore bodies, there was a growing favor to choose the sublevel caving method. However, this method was relatively new to Canadian mining practice. Teams were sent to Sweden to tour mines using sublevel caving and to study their methods and any extraction and dilution problems. The objective was to develop cost and performance data and ore recovery grades and tonnages for feasibility comparisons. Next, detailed mine plans were developed covering a three-year period using sublevel caving and sublevel open stoping. Extensive analyses of the development and production costs for each method were made. With sublevel caving, ore losses of 10% with a 20% dilution rate were used. The same ore loss was estimated for sublevel open stoping with dilution varying from 11 to 15%. As a result of these studies, the decision was made to use sublevel caving partly because slightly lower op¬erating costs, together with higher productivity, offset the adverse effects of higher dilution; and partly be¬cause, at the start, there would be less risk in being able to handle the ground, and the method offered more flexi¬bility. Open stoping was not ruled out for testing at a later date. It was recognized that some other method of mining would be required for mining the ore extensions below the glacier, where surface subsidence must be avoided. During the operating life of the mine, open stoping was tested in narrow width ore zones and found un¬satisfactory due to wall failure. A cut-and-fill stope, utilizing run-of-mine waste from development, was also operated on a trial basis. A sequence was finally estab¬lished that permitted ground control; however, produc¬tivity needed considerable improvement in order for open stoping to be considered as a sole alternative for mining below the main haulage level. At the termination of operations in June 1978 over 13 000 000 t (14,500,000 st) had been extracted from above the main haulage level at production rates varying from 3270 to 7250 t/d (4000 to 8000 stpd). The estimated total energy demand for the U. S. is 60 quadrillion BTU for 1970 and is expected to more than double by the year 2000. Today the energy crunch is here. It is evidenced by brownouts to conserve electrical energy, and the shortage of gas and oil. Many such headlines, including suggestions for energy rationing, are in the news today. Paradoxically we have an abun¬dant source of energy in the form of coal. Energy consumers, however, are geared to use fuel in other forms. It is the intent of this presentation to discuss processes under development for conversion of the energy contained in these vast coal reserves to more usable forms. Coal conversion to synthetic fuels should be of particular interest to those engaged in mining. Coal consumption in a single conversion plant is expected to range from 10,000 to 40,000 tons per day. Plants will be located at the mine mouth and will operate continuously 24 hours per day, seven days per week. Further, many such plants will be needed., For example, looking at natural gas only, the supply/demand gap is estimated to reach 13 trillion cubic feet per year by 1985. Assuming that gas from coal conversion were to fill only 101, of this gap, 15 plants producing 250 MMSCFD would be required. These plants would consume about 90 million T/Y of coal or 135 million T/Y of lignite. It will indeed be a challenge to mine, suitably prepare, and transport coal at these projected volumes without interruption. Many ideas have been conceived for better utilization of coal and these are in various stages of development. Those supported by public money are covered by the Annual Report of the Office of Coal Research (OCR), Department of Interior. The two processes to be discussed, the Consolidation Coal Company's (Consol) C02 Acceptor Process (1)(2)(3) and The Pittsburg and Midway Coal Mining Company's (PAMCO) Solvent Refined Coal Process (4)(5) are both sponsored by OCR.

Maintenance and inventory are usually the last items considered in mine development. They need to be addressed properly and early. The micro-computer brings sophistication within the reach of even the smallest mines. Maintenance and inventory programs, if properly installed, will reduce costs 15 to 25% and allow management time to address the mining and metallurgical problems at start up. Shops and warehouses are rarely designed properly. Large engineering firms spend 5 to 20 times more than is necessary for first class facilities. There is an optimum design, size, and layout. Take the time necessary to assure you get the right people, programs, and facilities in that order. Maintenance, inventory, and inventory control must be addressed early if a small mine is to have a chance at optimizing costs during the first two years of operation. This is hard work and is usually put on the back burner until the mine is in some degree of trouble. Hiring an experienced maintenance superintendent is important but it is not the complete solution. Maintenance systems, design of facilities, and use of computers are not skills that maintenance people usually have. In addition, the work of ordering spare parts and working with erection people is a full time job and any maintenance people on site during construction are quickly recruited. The end result is that few mines start up with an adequate Maintenance or Inventory System in place. The months, and in some cases years, that the mine attempts to operate without a system are both painful and expensive. Designs of successful integrated maintenance and inventory programs are virtually 100% supported with some outside assistance. Our system is the approach that we are most familiar with and this paper will isolate how Rushton International would go about setting up systems and designing support facilities. Micro-computers are the only way for a small mine to go. ~ini-computers cost more originally and operating costs are many times higher than even the most sophisticated micro system. Micro- computer software is developed further and recent advances in hardware makes medium priced units equal to most mini's in RAW COMPUTER POWER. Mines in general, and especially small mines, have no need for main frame power. MAINTENANCE A good maintenance program has: 1. Equipment Master List a. Equipment Detail Reports 2. This paper describes the use of index testing to obtain rock properties that are useful in the design and construction planning of an underground development for civil engineering or mining projects. The index properties discussed include: point load; Schmidt hammer hardness; abrasion hardness; and total hardness. The first two index properties correlate to uniaxial compressive strength (UCS) and Young's modulus. Discussions are given on empirical, normalized relationships of UCS to rock mass properties and the integrated use with semi-empirical, geotechnical design methods. The hardness property indices correlate to construction performance parameters and some relevant experience is cited. Examples of data are presented from an index testing program carried out primarily on siltstone, sandstone and limestone rock core samples retrieved from depths up to 1005 m (3300 ft) in a borehole drilled in the Paradox Basin of eastern Utah. The borehole coring was done for a nuclear waste repository site investigation.

Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

Foster-Miller has recently developed a new concept for a highly specialized shaft lining system. This innovative shaft lining system uses a continuous slip forming placement technique, lining the shaft from the bottom up such as in a raised bored shaft. Although this part is not unique, the concept is designed to use polyurethane foam instead of concrete for the liner material. Furthermore, the concept is designed to attain rates of advance of 30 m/h (98 fph). The polyurethane foam liner is designed to be thinner (100 mm or 4 in.) than a conventional concrete liner (300 mm or 12 in.). It will eliminate the high cost associated with the erection and operation of an on-site concrete batch plant. The system will be designed to operate remotely, requiring few personnel for its operation. This system (or parts of it) may be appropriate where fast construction speed is required or where a jointless liner is needed.

Computer applications in the past five to seven years have become a typical and necessary practice in most modern geological offices. Manual calculations, interpretations and plotting of data can be, at times, quite tedious, inefficient and lacking in ac- curacy. The introduction of geostatistical and geological software can eliminate these problems. Computer applications in the uranium industry are not new; however, they are constantly being developed. A variety of soft- ware programs are available. Generally, these programs support most geological and geostatiscal applications in uranium mines. The Rabbit Lake Operation - Eagle Point mine in Northern Saskatchewan is a high grade mine, as one such case. Computer applications at the Eagle Point mine have been a mainstay in the geology department, since the mine's collaring in 1991. This paper presents a discussion on descriptions of programs, operations and applications of computers. It also explains and de- scribes the radiometric equipment used at Eagle Point. This pa- per will demonstrate how, by using computer systems, mine site information flows reliably with the involvement of computers.
