Mining of the Schefferville iron deposits began in 1954 on completion of the 574 km railway linking the mines and the St-Lawrence river port of Sept-Iles. Apart from crushing, no treatment of these ores was required before smelting. In the late 1950's, testwork began at Schefferville to develop a process for upgrading the extensive lower grade deposits containing 5l% iron with 15% silica (natural analysis). Engineering for 6.1 million tons per year Beneficiation Plant using cationic silica flotation and the A-C Grate kiln began in 1970 and the first pellets were produced in mid 1973. Production requirements and operating difficulties have restricted capacity to approximately 85% of design but ongoing improvements are being made continuously to attain design capacity.

The evolution of open-pit mining has been rapid during the last two decades. The development of larger, more productive and efficient equipment has been one of the key factors in this open-pit advancement. Selection of the proper equipment and its correct usage is paramount to successful operation while maximizing return on investment. The quantity of material being moved prior to mining the saleable product is increasing at a significant rate. For example, at a southwestern copper mine more than two hundred million tons of over- burden have been removed prior to exposing an ore which contains less than 1% copper. A recent survey of twenty-three Western Hemisphere copper mines reveals the average strippingratio was 2.2:l with a range of 0.9-8.5:l. In the face of increased mineral demand, the resulting technological developments and rising overburden to ore ratios, many open-pit mines now use totally different concepts for the removal of ore and overburden. An increasing number of these concepts now being installed include wheel tractor scrapers as a major part of the material handling system for unconsolidated overburden removal. To say scrapers move only unconsolidated overburden is incorrect. On the contrary, ripped phosphate rock, copper ore, iron ore, and moderately consolidated overburden are also being moved by scrapers in various areas of the world. As reported in the Minerals Year- book, however, about one-half of the material moved in metal and non-metal mines is never drilled and blasted or broken by other means. We will, therefore, in this paper, concentrate on the role of wheel tractor scrapers in unconsolidated overburden; the area of greatest usage.

In Novemeber of last year I visited a mica mine in Hunan Province, China. For nine months , we had been trying to sell Chinese mica to a customer in Belgium. Talking to the customer was like negotitating with a stone wall. The buyer refused to communicate any -thing other than his steadfast refusal to consider Chinese mica. He would not advise us what he wanted, what specifications or grades. He would give no indication if our price at market, or reasonable, or totally out to lunch. He would not even accept samples. It took no genius to guess that the mica buyer had at some time in the past bought a shipment of Chinese mica and had received a disaster. I invited the mica mine in Hunan in order to see for myself what could be done - without massive investment in equipment and instruments - to upgrade the quality of the mica for export. We had seen this type of customer reaction before. One disgruntled customer who had pur¬chased pigment grade barites direct from China ranted and raved about unreliable and inconsistent quality. It did no good to explain to him that China is a big country, with hundreds of mines scattered throughout many areas, each producing a different product. Our further explanation that Chinese export organizations also varied in degree and efficiency of customer service fell on deaf ears. Samples had no effect on his perception. Eventually we showed him photoraphs of two mountains of pigment grade barites. One lot was our sales of pigment barites to a major European minerals processor. Our Chinese barites stood proudly white and beautiful next to a hill of other material which now appeared at best mediocre and dull by comparison, and which the buyer had decided to reject after he received our Chinese barites. Finally the customer was sufficiently impressed to look seriously at our guaranteed specification and the outturn analysis performed by our other customer.

Lignite reserves occur all over the world in different climatic regions. This means, that the impact of the hydrologic regime upon mining activities and, vice versa, of the mining activities upon ground and surface water conditions will be different between any two mines. On the other hand, most economically important lignite deposits can be grouped according to principal depositional and structural features described briefly in the following section. These features do allow a preliminary assessments of the nature of ground water problems which may face the mine. The cost of protection against water which threatens a mine, the environmental impact of the appropriate measures to achieve this end and the restraints of population density which both might exclude the most cost-effective approach will govern the project expenditure for drainage work. Whether or not this expenditure can be borne by the project must be established during the feasi¬bility phases of mine planning. So, the somewhat provoking title of this paper does not mean that its question can be answered once for ever. It should rather serve to bring to the attention of the audience the major features of mine water control.

A series of performance studies were conducted using countercurrent column flotation to recover a marketable clean coal product from existing preparation plant fine waste streams. The test work was conducted at several preparation plant sites in Kentucky and Virginia using a 150-mm (6-in.) inside diameter column that was 5.8 m (19 ft) high. Both thickener feed and classifying cyclone overflow with a typical size distribution of 150 µm (100 mesh) X 0 were tested. The percent solids of the column flotation feed varied from 1.5% to 15% while the ash content ranged from about 30% to 60%. The concentrates produced contained 2% to 10% ash with Btu recoveries of nearly 90% using 0.12 to 1.25 kg/t (0.25 to 2.5 lbs per st) fuel oil and 0.12 kg/t (0.25 lbs per st) MIBC. These results were consistent with or better than results obtained in preliminary laboratory scale column flotation evaluation. Test results from seven different seams are discussed as well as scale-up relationships used to design a full-scale installation presently in operation.

As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using crosslinked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganrte, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The iminodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pryolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethano lamine derivative. The separation of hematite from quartz by selective flocculation with chelating cross- linked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dupersing agent.

The Fence Lake Project is located in the Salt Lake coal field, an extension of the San Juan Basin. Geologic formations exposed in the Project area range in age from late Cretaceous to Quaternary. Coal is encountered in the Moreno Hill Formation (upper Cretaceous). Salt River Project (SRP) followed the basic textbook approach for the exploration, regional appraisal, detailed reconnaissance, detailed surface appraisal and three dimensional sampling (physical exploration). SRP is exploring this property as a potential fuel source for the Coronado Generating Station. Therefore, for the physical exploration stage, the quality sampling program was designed from a utility company viewpoint to determine possible impacts to the Station. Exploration drilling was completed in spring, 1982; September, 1982, and summer, 1984. Engineering, environmental, and land acquisition studies were added in the Summer, 1984 Program to more closely evaluate the potential Fence Lake Project coal supply option for the Coronado Generating Station. Studies, including drilling, are ongoing-at this time.

Simultaneous alkaline pressure oxidation and sodium cyanide leaching treatments on a pyritic ore from Mulatos Mine located in Sahuaripa, Sonora, Mexico, were carried out. Mineral characterization, agitated leaching, hot cyanidation under atmospheric pressure conditions, simultaneous moderated pressure oxidation and leaching, and kinetic tests results are shown. The modified variables were temperature, pressure, and cyanide concentration. Characterization indicated that pyrite was the main mineral. Simultaneous pressure oxidation and leaching experiments were conducted in a temperature range of 40 to 80 °C, an oxygen pressure range of 87.5 to 200 psi, and cyanide concentration range of 0.8 to 1.2 weight percent in a 2-L Parr pressure reactor. Dissolution rates of 81 to 86 percent were achieved under the following conditions: 87.5 psi, 80 °C, 0.8 weight percent NaCN and processing time of one hour.

The National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research recently developed a series of models using computational fluid dynamics (CFD) to study the gas distribution around a continuous mining machine with various fan-powered flooded bed scrubber discharge configurations. CFD models using Species Transport Model without reactions in FLUENT were constructed to evaluate the redirection of scrubber discharge toward the mining face rather than behind the return curtain. The following scenarios are considered in this study: 100 percent of the discharge redirected back toward the face on the off-curtain side of the continuous miner; 100 percent of the discharge redirected back toward the face, but divided equally to both sides of the machine; and 15 percent of the discharge redirected toward the face on the off-curtain side of the machine, with 85 percent directed into the return. These models were compared against a model with a conventional scrubber discharge, where air is directed away from the face into the return. The CFD models were calibrated and validated based on experimental data and accurately predicted sulfur hexafluoride (SF6) gas levels at four gas monitoring locations. One additional prediction model was simulated to consider a different scrubber discharge angle for the 100 percent redirected, equally divided case. These models identified relatively high gassy areas around the continuous miner, which may not warrant their use in coal mines with medium to high methane liberation rates. This paper describes the methodology used to develop the CFD models, and the validation of the models based on experimental data.

This work evaluated the effect of bucket orientation and operating parameters on resistive forces and penetration for rubber tire loaders. The work used a 1:16 scale LHD model to test a rubber tire loader (RTL) bucket operating at different levels of tractive effort, speed, digging height, and rake angles in a full factorial design experiment. The work repeated the test on two different muck piles with different particle sizes and used generalized regression modeling to test the association of rake angle, tractive effort, speed, and digging height on penetration and resistive forces for RTL buckets. The results show that speed and tractive effort are more important in explaining RTL penetration and resistive forces than height above the floor and rake angle. Speed, tractive effort, and height above the floor are positively correlated to bucket penetration, whereas the rake angle is negatively correlated to penetration. Similarly, speed, tractive effort, rake angle, and height above the floor are all positively correlated to resistive forces incurred during initial penetration. The observation that the combined effect of speed and tractive effort is negatively correlated to penetration and resistive forces is a novel contribution that enhances our understanding of RTL loading. The results also show that the effect of speed, tractive effort, and height above the floor all change with changes in particle sizes. This work adds to the literature on the effect of rake angle, height above the floor, tractive effort, and speed on penetration and resistive forces for rubber tire loaders.

The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. The results of a study are presented in which gaseous oxygen was dissolved in the leach liquor at concentrations of the order of 300 parts per million. This oxygen-containing solution was injected into portions of a field being operated on a commercial basis with hydrogen peroxide as the oxidant. Comparative results indicate that were concentrations and production rates were essentially equivalent with these two oxidants.

The results of an extensive one- year test period of a nonelectric explosives detonating system led to the mine-wide adoption of this system at the Henderson Mine in early 1978. Since that time, extensive experience with nonelectric initiation has verified the earlier results which include the following benefits: 1. Increased blasting safety 2. Improved productivity 3. Cost effectiveness 4. High reliability At the present time, while electric blasting caps still experience a limited use restricted to trunkline initiation, all heading rounds as well as the longhole bell, undercut, boundary cutoff and raise blasting are detonated non-electrically. The primary blasting agent used is AN/FO, and primers are typically one of the following products (depending on application): PETN, semi-gelatin dynamites or a nonnitroglycerin water-gel slurry.

The Macmillan Pass tungsten property (MacTung) is the largest known copper-tungsten, calcic, exoskarn deposit in the Western Hemisphere. Located on the border between the Yukon and Northwest Territories in northwestern Canada, the deposit crops out on Mt. Allen within the Selwyn Mountain Range. It was discovered in 1962 by a subsidiary of AMAX Inc. and has since been explored by 16,300 meters of surface and underground diamond drilling and by 800 meters of underground development. Geologic reserves are in excess of 30 million tons, grading slightly less than 1.0% WO3. Scheelite (CaWO3 ) is the main mineral of economic interest. Accessible by road, the property is not in production. Previously estimated reserves at MacTung have been unable to fully utilize all the geological controls on mineralization. In the past three years, however, an intensive program has been underway to improve our understanding of the deposit and to use the resulting information in a more precise way. This paper will discuss the key aspects of the geology as they specifically relate to reserve estimation and will demonstrate how these controls are being used in a geostatistical model of the deposit.

Early studies in the carbonate leaching of uranium ores led to the investigation of pressure leaching as a method to enhance the dissolution of the metal values in this system. The initial investigations conducted at the University of British Columbia supplemented by the work done by the group at the A.E.C. Grand Junction pilot plant, all established the higher efficiency and better economics of the alkaline pressure leaching system. This work was conducted either in laboratory autoclaves using oxygen overpressures, or in pilot plant sized horizontal autoclaves with air as an oxidant. Both of these testing vehicles utilized agitation provided by relatively high speed impellers (300 to 700 rpm), which apparently enhanced the oxidation of the uranium to the hexavalent state. The installation of vertical autoclaves on a production scale, which through design considerations require relatively slow agitator speeds (68 rpm), led to the studies of the utilization efficiency of the air addition and the use of catalytic type oxidants to effect a greater usage of the oxygen added through the aeration system. In addition to investigating the effects of the chemical additives, studies were also conducted on the effect of different impeller configurations on the extraction of uranium, which in itself is a measure of oxidation efficiency. The material presented in this paper was compiled in the Ambrosia Lake district of New Mexico, and the majority of the data was obtained in the Homestake- Sapin Partners mill, located at Grants, New Mexico.

Solvent extraction as a method of purifying and concentrating metal values from solution has become a standard hydrometallurgical operation for recovery of both uranium and vanadium, and within the past two years it has been put into operation in a commercial plant for recovery of copper from leach solutions. In this first full scale solvent extraction plant for recovery of copper operated by Ranchers Exploration and Development Corporation near Miami, Arizona, a kerosene solution of an organic compound, LIX-64® is used to selectively extract the copper from the dilute acidic copper sulfate leach liquor obtained from heap leach operations. The copper is back extracted from the solvent into a stripping solution which is fed to an electrolysis circuit producing cathode copper for sale.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. The LA Effluent Outfall tunnel is a 7-mile long, 18' internal diameter, secondary treated effluent discharge tunnel currently under construction by Dragados USA for the Los Angeles County Sanitation District No. 2 (LACSD). The purpose of this tunnel is to add redundancy and increased capacity for discharge of secondary treated effluent from the LACSD’s Joint Water Pollution Control Plant, located in Wilmington, California within Southern Los Angeles County. Current discharge from this facility flows through two existing tunnels of 8' and 12' horseshoe profile, constructed in 1937 and 1958, respectively. When the new tunnel is complete, it will add an additional capacity of 670MGD in peak wet weather flow conditions. Geology of the roughly 7 mile long tunnel was divided into six reaches by the contract documents. Tunnel Reaches (TR) 1 to 3, comprising 19,550' will be excavated in alluvial sands of the San Pedro and Lakewood formations, with cover ranging from 45 to 90 feet. In this reach the tunnel intersects the seismically active Palos Verdes fault Zone. TR 4 is a 1,600' transitional zone between alluvium and the rock formations of the Palos Verdes (PV) Hills, comprised mostly of Malaga Mudstone. TR’s 5 and 6 total 15,591', and are within the rock formations of the PV Hills with overburden ranging from 315' to 475'. The primary constituent of the PV Hills is Altamira

Low-rank coal (LRC) drying processes are generally categorized by operating temperature, drying environment and type of feed (either sized or ground coal). Within these broad categories, drying processes differ according to the type of drying equipment and methods of quenching and stabilizing the dried products. This paper focuses on the produce quality of various LRC drying processes including conventional low and high temperature evaporative drying and non-evaporative, hydrothermal drying. The former may be preferred if the dried product can be utilized immediately, but moisture re-absorption, spontaneous heating and fines production during handling are problems associated with longer term storage, transportation and utilization. Methods for reducing these problems are discussed. Hydrothermal processing is an advanced technology featuring high pressure, non-evaporative drying, which solves stability problems by producing a liquid fuel.

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.
