Federal regulations require that refuge alternatives (RAs) be located within 305 m (1,000 ft) of the working face and spaced at one-hour travel distances in the outby area in underground coal mines, in the event that miners cannot escape during a disaster. The Mine Safety and Health Administration mandates that RAs provide safe shelter and livable conditions for a minimum of 96 hours while maintaining the apparent temperature below 35 °C (95 °F). The U.S. National Institute for Occupational Safety and Health used a validated thermal simulation model to examine the mechanisms of heat loss from an RA to the ambient mine and the effect of mine strata composition on the final internal dry bulb temperature (DBT) for a mobile tent-type RA. The results of these studies show that 51 percent of the heat loss from the RA to the ambient mine is due to radiation and 31 percent to conduction. Three mine width and height configurations and four mine strata compositions were examined. The final DBT inside the RA after 96 hours varied by less than 1 °C (1.8 °F) for the three mine width/height configurations and by less than 2 °C (3.6 °F) for the four mine strata compositions.

Every underground coal mine in the United States must deploy and operate a wireless communication and electronic tracking system. This paper addresses the reliability and availability of an installed tracking system and the communications infrastructure that supports it. This paper assumes that the tracking system uses the communication system to perform its operation. A particular interest is the requirements for the systems to operate continuously without failure after a mine disaster for 24 hours, and the requirements in the MINER Act for the tracking systems to be “functional, reliable and calculated to be serviceable” and the communications systems “redundancy.” These requirements imply a certain reliability and availability. This paper describes a quantitative way to assess these systems requirements, using tools that are available to and commonly used by the reliability, maintainability and availability community.

"The Mined Tunnel is part of the Central-Wan Chai Bypass and Island Eastern Corridor Link (CWB), which is a strategic road along the northshore of Hong Kong Island targeted to alleviate the heavy traffic congestion. The objective of this paper is to review the performance of construction of a 160m long Mined Tunnel with a trinocular cross-section area of 460m3 and a combined span of about 50m underneath the southern approach ramp of the existing Cross Harbour Tunnel (CHT) by sequential excavation method (SEM) in hard rock. Mechanical excavation of tunnel by adopting the New Austrian Tunnelling Method (NATM), together with the application of NGI Q-system allows observational approach and optimization of temporary rock support design. Furthermore, the good performance of optimized rock support and the stability of CHT are confirmed through instrumentation monitoring review. This paper also discusses the selection of different tunnel plant and equipment to achieve the planned rates of tunnelling by mechanical excavation in competent granitic rock. INTRODUCTION The works of the CWB mainly comprise construction of 4.5km dual three-lane trunk road, of which a 3.7km section is a tunnel connecting Rumsey Street Flyover in Central to Island Eastern Corridor at North Point (see Figure 1). The Mined Tunnel runs from the ex-Public Cargo Working Area (ex-PCWA), underneath the existing CHT, and through the Causeway Bay Typhoon Shelter. The Mined Tunnel passes at an oblique angle beneath the southern portal of CHT over a length of some 50m. CHT is the primary sensitive receiver of this project and is utilized with a daily throughput of about 120,000 vehicles that far exceeds the design capacity of 78,000 vehicles per day. Hence it is necessary to choose the most appropriate tunnelling method to preserve the structural integrity of the CHT. Other sensitive receivers in the vicinity include structures to the north of the Mined Tunnel, the Royal Hong Kong Yacht Club (RHKYC); and to the south of the Mined Tunnel, the Police Officers’ Club (POC)."

This paper reports on recent modeling efforts to analyze the eastern U.S. steam coal market with a cross-sectional econometric as well as a quadratic programming approach. The background to coal modeling is examined first. The particular aspect of the steam coal market to be modeled are then presented and the corresponding coal model described. Both empirical results and rigorous mathematic pertubation analysis are presented. Conclusions are then drawn regarding potential modeling applications in the policy area.

In surface mining for coal, common practice for the disposal of preparation plant refuse is to bury it. As with surface refuse piles, these buried wastes can ignite and can also lead to ground and surface water pollution. Steps to ameliorate these problems have been devised over the years. C and K Coal Company, of Clarion, Pa., the largest Pennsylvania surface mining company, has incorporated all of these steps and added of few, of their own in their latest disposal practice. In addition to layering and compacting, C and K practices selective placement and dilution to minimize longterm problems.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). l, INTRODUCTION Uranium mine and mill workers are exposed to external gamma and beta radiation fields from radioactive ore. In the past the average uranium content of ores mined in the United States and Canada ranged from about 0.1% to 1.0% U308 with pockets of much higher grade ore. Holiday (1973) reported that radiation surveys in the U.S. uranium mines found mean gamma "radiation rates ranged from 0.20 to 0.70 mrem/h. Such radiation rates cause relatively insignificant exposures." Others also concluded that the external gamma radiation fields associated with uranium mining did not result in significant worker exposures (Federal Radiation Council, 1967; Simpson, S.D. [et al], 1959) Gamma exposure levels in most modern-day Canadian uranium mines are reported to be low with average annual exposures estimated to be less than 1 rem/a (Frost, S.E. [et al], 1981). However, two developments are taking place which affect the potential significance of external radiation fields in the uranium mining environment. The first development stems from the most recent system of dose limitation developed by the ICRP which is intended to limit the workers' overall risk from exposure to ionizing radiation through the adoption of a sum rule (ICRP 26, 1977) which combines external and internal radiation exposures. In the case of exposure to radon daughters the sum rule will have the effect of reducing the annual exposure limit below the recommended limit by an amount that depends on external radiation and other sources of internal exposure such as the inhalation of ore dust (ICRP 1980). The Atomic Energy Control Board of Canada (AECB) is reviewing this subject and is expected to produce its recommendations shortly. Irrespective of the form of the sum rule eventually adopted by the AECB, it is clear that the net effect of the sum rule will be a collective reduction of the individual dose limits for individual exposure pathways. The second factor is the increasing development of high grade uranium deposits in Northern Saskatchewan. Some of these ore bodies have an average ore grade of 1% to 5% U308 or greater. Since the potential external radiation fields increase in proportion to the ore grade, it is apparent that increased effort in radiation protection planning is required in order to develop safe yet workable methods for mining and milling such ores. This paper is intended to provide information which can be of assistance in the formulation and development of a mining and milling plan. The principal focus of the paper is source identification and the design of radiation protection measures to limit external gamma radiation exposure. The exposure of workers to external beta radiation fields is also discussed. The paper is organized as follows: - Section 2 deals with source characterization. - Section 3 discusses the effects of finite source size and distance (i.e. geometry effects). - Section 4 presents selected data that are useful in evaluating shielding requirements. - Section 5 discusses the potential beta radiation fields. - Section 6 discusses practical data requirements for worker exposure scenarios. - Section 7 presents a variety of work exposure calculations. - Section 8 is a summary of this paper. 2. SOURCE CHARACTERIZATION This section develops the basic formulae for estimating the fluxes and doses from external gamma radiation. The calculation of the radiation flux due to a distributed source (i.e. a linear, area or volume source) as a function of distance assumes that any distributed source can be treated as a summation of point sources. [ ] Uranium ore contains radionuclides from both the decay chains of U-238 and U-235. In this paper the radioactive daughters are assumed to be in secular equilibrium with the uranium parent. (If natural thorium were present in the ore in significant quantities, the gamma rays originating from Th-232 would have to be added to the gamma rays from the uranium series). In all, there are over 50 separate gamma rays (as well as alpha and beta particles) emitted from the U-238 and U-235 radioactive decay series (USHEW 1970). The total

A joint research program between the U.S. Department of the Interior's Bureau of Mines and Cyprus-Yampa Valley Coal Company is being conducted at the Foidel Creek Mine, Oak Creek, Colorado. This program goal is to study the effects of state-of-the-art, high-speed, automated longwall mining on health and safety, and primarily, ground stability under various geological conditions. The Bureau installed an automated data monitoring system, known as the Ground Control Management System (GCMS), to monitor in real-time the effect of rapid mining on pillar and face loading, stress redistribution in and around the longwall panel, and caving characteristics of the roof. The Bureau's GCMS, combined with the company's existing monitoring systems, which include environmental monitoring, a computer programmable conveyor belt system, and gamma ray roof control thickness indicators, has been effectively used to improve safety at the face, increase productivity, and reduce production costs.

INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. Coal mines in the United States are the most productive in the world in terms of efficient labor employment. This is because of an abundance of workable coal beds, large infusions of capital, improved management practices and continuing competitive pressures. The standard unit of measurement for labor productivity is expressed as tons/manshift, although for underground mines, operators often refer to tons per machineshift. Articles written concerning labor productivity generally focus on measurement techniques, safety considerations, application of technology and training. This article will illustrate by example the impact of labor efficiency (or inefficiency) on the ultimate selling price of coal, f.o.b. mine site. During the past several years, the coal industry has seen significant improvement in labor use. Figure 1 shows the trends in productivity for all active mines in the United States from 1985 through 1994. Productivity in 1985 was 20.1 t/manshift (22.1 st/ manshift). This factor has increased almost linearly throughout that period to 37.5 t/manshift (41.2 st/manshift). This is a 7.2% annual compound growth rate.

The mechanisms involved in the adsorption of modified thiol-type collectors on sulfide minerals have been investigated in the present work. These collectors belong to the broad classes of thionocarbamates, thioureas, thiophosphates and thiophosphinates. They differ significantly from the traditionally used thiol-type collectors, such as xanthates and dithiophosphates, in terms of structural features that involve either the introduction of an additional oxygen donor or the alteration of electron densities on donor atoms. Electrochemical studies suggest that the adsorption of these classes of collectors is probably the result of a coupled reaction of the EC-type, involving an initial electron transfer step (E), followed immediately by a chemical reaction (C). Thus, the overall adsorption process is controlled by both the E, and pK of the system. The role of structural features in changing the interaction of the donor atoms with sulfide minerals is also discussed.

The exploration geologist is frequently confronted with the problem of allocating his resources, i.e., exploration effort, among various areas. Although geologic, financial and logistic considerations influence the allocations, no objective criterion is usually given which determines the optimal allocation. Maximizing the gain in information, subject to the constraint of a limited exploration budget, is used as the objective criterion to allocate reconnaissance effort. The information function, I(x), quantifies the expected gain in information, where x is the scale of exploration. To calculate the information function the following data are necessary: 1. The probability that an area contains a target must be estimated. 2. For each scale of exploration, four probabilities must be estimated: the probability that an anomaly is produced by the target; the probability that an anomaly is not produced by the target; the probability that an anomaly is produced by a barren area (false signal); and the probability that an anomaly is not produced by a barren area. Alternatively, the barren area can be replaced by other targets. To illustrate the allocation model, the optimal number of line kilometers/line spacing per area is determined for an aeromagnetic survey for iron in Egypt.

The limited effectiveness of the original hot water process for recovery of bitumen from certain Utah tar sands containing bitumen of higher viscosity (e.g. Sunnyside, Tar Sand Triangle)1,2 indicated that bitumen viscosity strongly' influences the separation efficiency. In this regard, there should exist a critical value of bitumen viscosity above which the effectiveness of the hot water process decreases significantly. Apparently certain tar sands contain bitumen of such high viscosity that even a digestion temperature of nearly 100°C is insufficient to lower the viscosity below the critical value. In addition it seems that differences in physico-chemical forces which act between sand and bitumen are negligible in comparison to the difference in visco-mechanical forces. Predominantly mechanical forces hold viscous bitumen on the rough surface and in the pores of sand particles, resulting in strong adhesion. This phenomenon is a critical feature in the phase disengagment of oil-wetted domestic tar sands with viscosity control by temperature. Besides increasing the temperature for viscosity control the effectiveness of the original hot water process could be enhanced by control of bitumen viscosity with diluent additions. Strictly speaking this appraoch is the only possibility for heavy bitumen for which the high temperature of digestion does not lower the viscosity sufficiently. As a result of viscosity control by diluent addition the digestion temperature can be lowered which is important from an industrial standpoint. Another important consideration is that effective phase disengagement occurs only when the entire bitumen phase has the same viscosity. This means that some time (penetration time) is necessary for complete and uniform dilution of the bitumen. If the viscosity of bitumen, which is a function of temperature, diluent addition and penetration time, controls the separation efficiency, hot water processing of many different kinds of tar sands should be possible, assuming that the sand phase consists primarily of quartz-type minerals.

The western phosphate field, one of the United States' great mineral resources, lies within the western states of Idaho, Utah, Wyoming and Montana. This Permian sedimentary deposit has been known since the turn of the century and since the 1920's has been mined for its phosphate content. Isolation from markets and relatively high mining costs have restricted development as compared to eastern United States deposits, but nevertheless a significant western phosphate industry has developed. Geographically the deposit covers an enormous area of about 337 000 km2 (130 000 sq miles). It covers Idaho from Pocatello east- ward, western Wyoming to the eastern flank of the Wind River mountains, and extends well into southwestern Montana and into a large area of northeastern Utah north of the Uinta Basin and east of the Salt Lake valley.

One of the most important fundamental characteristics of iron ore pellets is their porosity. This importance arises from the fact that the pores are the busy avenues whereby many changes are brought about in the life and form of the pellet from the time it is made until the iron it contains emerges as a molten stream from the blast furnace. As a green iron ore pellet is first heated in the drying cycle of a typical heat-hardening process, the pores act as conduits to allow the escape of steam from the water or vapor from the oil which served as binders to hold the green pellet together. After the release of the steam (or oil vapor) the pores then act as conduits whereby oxygen can enter the pellets to 1) convert magnetite (Fe304) to hematite (Fe203), if appropriate, and 2) promote solid state grain growth between adjacent particles of iron ore. The rate of oxidation and the rate of grain growth are directly related to pore size' and pore size distribution. Rate of oxidation is also directly influenced by length of pore and length of pore is obviously related to pellet diameter. It is well to keep in mind that the heat-hardening process does not harden the mineral grains themselves. What it does is weld them together to change the green pellet from a doughy mass, composed of thousands of tiny individual particles, into a strong, intergrown monolithic structure. In the blast furnace the pores again act as conduits for gases, but in this case they trans¬port reductants such as hydrogen (H2) and carbon monoxide (C0) which remove most of the oxygen from the ore. Rate of reduction is also directly related to pore size and pore size distribution.

Oxide particles are commonly used as fillers in plastics, paper, rubber, etc. (particulate composites). The successful fabrication of such composites is dependent upon the adhesive strength of the filler particles to the matrix. The compatibility of the matrix and the filler particles is generally enhanced by the adsorption of surface modifiers such as surfactants and polymers at the particle-matrix interface. To develop a scientific basis for the selection of the appropriate modifiers it is necessary to understand their adsorption mechanisms. specifically, the adsorption of polymeric additives is attributed to a combination of chemical and electrostatic interactions, hydrogen bonding and van der Waals forces. Hydrogen bonding has been suggested to be the primary adsorption mechanism for nonionic polymers. However, a literature survey of the Poly(ethylene oxide) (PEO)-oxide system suggested that PEO, a nonionic polymer, was substrate specific. A systematic study was undertaken to investigate the adsorption mechanisms of PEO on oxide particles. It was determined that strong Bronsted acid sites on the surface interact with the ether oxygen, a Lewis base, of PEO to induce adsorption. In this work, characterization of PEO binding sites on oxides is reported and the mechanisms of PEO adsorption are discussed.

PT Kaltim Prima Coal's 13.1 km overland conveyor was commissioned in 1991. It is of conventional 3 roller 350 troughed belt type. Cost and performance optimisation during initial design ended up with 5.4m/s belt speed, 1,000mm belt width to convey 1,350tph, and 7mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1,100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30mtpa. Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4200tph satisfactorily.

The effect of intensive milling on the conversion of microcline ( KAlSi3O8) to potassium chloride (KCl) occurred during the chlorination roasting process for artificial KCl production was investigated. A feldspar ore with 10.89% K2O grade and containing microcline was dry milled by a planetary ball mill for mechanical activation. Milled ore mixed with calcium chloride was roasted at temperatures between 500 and 1000 °C to get the chlorination roasting process. The product was then leached in water to dissolve KCl occurring during the roasting, which will be precipitated from the pregnant leach solution by evaporation. Results showed that potassium recovery from the unmilled ore increased rapidly up to 800 °C, and dramatically decreased at higher temperatures due to the removal of KCl from the furnace by means of evaporation. A potassium recovery of 31.95% was achieved by the unmilled ore, whereas it was 88.43% when 15 min milled ore was roasted at 750 °C. It was concluded that intensive milling caused mechanical activation of microcline to reduce the roasting temperature of the chlorination roasting process.

With the development of the coal mine regulation regime, the situation of coal mine safety production in China has continued to improve. However, coal mine accidents have not been fundamentally eliminated; constantly learning from historical accidents can make mining work safer. Therefore, to better understand the coal mine accident characteristics, this study analyzes the tendency of coal mine safety accidents from multiple perspectives, among which all accidents after the establishment of the State Administration of Coal Mine Safety in 1999 are the top priority. The results show that strict national policy, technological progress, and reasonable coal prices are conducive to the safe development of mines. On the contrary, high-intensity centralized production will lead to frequent accidents in the peak season of coal production. In addition, the type of coal mine ownership will have an indirect impact on the occurrence of coal mine accidents. The research results not only play a positive role in the prevention and control of coal mine accidents in China but also have reference meanings for the safety production of coal mines in other countries in the world.
