The modelling of phenomena by nonlinear dynamic Systems Theory representations require the specification and identification of suitable models of the phenomenon and the availability of good optimization algorithms to determine the optimal controls. Stochastic disturbances and difficulties of monitoring the process lead invariably, otherwise, to suboptimal performance. It will be shown that an algorithm can be formulated which will simultaneously identify and optimize such a system. The properties of the algorithm will be derived and its convergence to an optimal control proved. Some results of actual applications will be presented and it will be shown how this approach generalizes easily to optimal control of the actual processing system. These results generalize those of optimal learning and input conditioning.

INTRODUCTION In 1982 and 1983, as part of the mine design program for a New Brunswick potash mine, series of laboratory tests were conducted on potash and salt samples obtained during the mine exploration program. Concurrently, two rock mechanics monitoring programs were initiated in-situ the short term test at site A, and the long term test at site B (figures 1 and 2). SHORT TERM TEST (FIGURE 1) The purpose of this test was to obtain a quick confirmation of laboratory data and comparison of the rock response to excavation with the data available from Saskatchewan potash mines. Instrumentation in the main drift was installed on Day 4 after excavation, and the pressure cells were pressurized on Day 33. The packer type cells in the east crosscut were pressurized on Day 25. Excavation of the west cross-cut was begun on Day 71. This "mine by" test has provided important information required for calibration of laboratory tests, as will be shown later. The test data recorded are shown in a series of diagrams: a. initial room closures, main drift-figure 3; b. convergence graphs, main drift-figure 4; c. stresses recorded, main drift-figures 5 to 8 and, d. stresses recorded, east crosscut - figure15 Three types of instruments were used in this test. In the main drift. Saskatchewan Research Council water type hydraulic inclusions. encapsulated in potash, were used to measure lateral and vertical stresses. In the east crosscut a home-made packer type hydraulic inclusion was used to record radial stresses. The convergence stations consisted of end-grouted bars of reinforcing steel. LONG TERM TEST (FIGURE 2) The purpose of the long term test was to study the steady-state behaviour of a single opening in potash. Site B was placed in a remote area of the mine, well away from any anticipated early mining activities. To assure homogeneity of rock mass, the site was placed within a 30 meter thick vertical limb of a syncline-shaped ore body contained within a 360 metre thick vertical section of salt rocks. It was excavated mechanically as close as possible to the designed square cross-section for the entire length of the room. The square cross- section was chosen in order to achieve a comparable geometry in vertical and horizontal directions; that is, to eliminate any undesired effects of geometry interaction with lithostratigraphy which might have generated non-homogeneous behaviour. The site was extensively instrumented. As in site A, the convergence stations consisted of end-grouted bars of reinforcing steel. However, in order to avoid any measurement inaccuracies which would be associated with the brittle yield zone in the opening walls, bars were placed to the same depth in opposite sides of the opening. This allowed the convergence measurement to be obtained as the absolute convergence between two points, rather than the convergence of a single point with respect to a potentially unstable reference. For stress measurements the Saskatchewan Research Council cells were placed vertically, laterally and radially. Unfortunately, due to cost considerations, it was decided to use a compacted sand, rather than grout, to encapsulate the cells in the boreholes. Due to the extremely small strain rates, only radial ly placed cells could be adequately pressurized. The rest of the cells did not perform adequately, and are currently being replaced.

"In oil fields that have been depleted with conventional surface oil wells but still contain significant reserves, an extraction alternative that has been constructed recently consists of a drilling gallery below the oil-bearing formation at the bottom of a 1,200-ft deep shaft where upward sloping wells are being drilled to allow oil collection by gravity. The gallery is 92-ft diameter with a flat ceiling supported by rock bolts and shotcrete structurally connected to the shaft liner, which doubles as a large tension support element. A special excavation sequence was implemented for the gallery to maximize arching in the stress above the large diameter gallery. The gallery was located in competent sandstone, constructed with sequential excavation methods, and designed with a 3D finite element model. Special consideration was given to optimizing the gallery location to take advantage of the geology for construction and support while giving good positioning to the well drilling equipment. BACKGROUND Brierley Associates was contracted to provide both design and construction management services for an approximately 1,165-ft deep, 18-ft excavated diameter vertical shaft that opens to a 92-ft diameter flat roof gallery. The geotechnical data for the site was based on information available from literature and from data obtained during core drilling and from in-situ testing in a 1250-ft deep borehole. Wire line coring was conducted using a HQ, 10-ft long core barrel with a mud-rotary drilling method through sedimentary bedrock. The geometry of the shaft and the bottom gallery is shown in Figure 1(a). GEOLOGIC SETTING AND STRUCTURAL GEOLOGY The stratigraphy at the site includes a series of interbedded marine limestone, shale, claystone, siltstone, sandstone, and chert units. Limestone and shale are the predominant lithologies in the upper approximately 675 ft, while the lower portion contains five distinct sandstone units and more abundant shale, claystone, siltstone, and coal than the upper zone. A cherty sandstone at a depth of 1,130 below ground surface (bgs) was encountered. At a depth of about 1,000 ft to 1,116 ft bgs, a non-marine sandstone unit was encountered. This sandstone is the hydrocarbon bearing layer. Joints and fractures observed in the limestone had dips ranging from 0 to 90 deg. from horizontal with joint and fracture surfaces that ranged from planar to irregular and smooth to rough. Several, near vertical shear planes with slickensides were observed with surfaces that were generally smooth and planar. RQD values for the limestone ranged from 0 to 100 percent but in general were good to excellent."

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. (UNEP 2017) The European Union has already begun to de-scribe pathways to decarbonization. The intimate association of iron formation and massive sulfide deposits has been documented by many investigators (McAllister, 1960; Hutchinson, 1972). In a classic example of such an association four distinct facies (oxide, carbonate, silicate, and sulfide) were identified in an Algoma type iron formation occurring in Paleozoic rocks, but exhibiting physical features (banding) and chemical composition (SiO2 + A1203 + Fe2O3) typical of Precambrian iron formations. The geochemical variation of the iron formation was studied by analyzing 62 samples for Si, Al, Fe, P, S, and CO2. Following a model proposed by James (1954), the geochemical and mineralogical variation of the iron formation can be used as an excellent tool for the exploration of massive sulfide deposits.

A field investigation was undertaken to study some of the. chemical and hydrological aspects of leaching an impermeable copper sulfide waste dump. Samples, obtained by means of a Becker pneumatic drill from Kennecott's Chino "J" dump, near Silver City, New Mexico, were analyzed for their moisture and soluble-salt content, Fe +2 , Fe +3, Cu +2 , and H in their interstitial solutions and non-water - soluble Fe, Cu, and S in their rinsed residues. Conclusions were drawn from these data concerning the overall chemistry of impermeable-dump leaching and the hydrological characteristics of the dump.

The processing of residues derived from various operations in the mining and metallurgical industry for by-product recovery is becoming more prevalent. A principal target for by-product recovery is flue dust produced by conventional smelting operations. Flue dust from zinc smelters has been processed for many years for the recovery of cadmium (1,2). The cadmium recovery technique which consists of a selective sulfation roast, followed by a water leach and zinc dust cementation, produces a lead cake residue (see chemical analysis in Table I), which consists primarily of lead sulfate.

A booster fan is an underground ventilation device installed in the main airstream to handle the total quantity of air circulated to one or more working districts. It is installed in a permanent stopping and equipped with airlock doors, a monitoring system and interlocking devices between the main fan and the booster fan. When adequately installed, a booster fan can be used to reduce the main fan pressure, reduce leakage and decrease the power consumption. However, an inadequate installation can increase the likelihood of mine fies and recirculation of air contaminants. This study identifies hazards associated with the operation and maintenance of booster fans. It analyzes the accompanying risks and recommends control measures to reduce those risks to acceptable levels. The ventilation network of an existing coal mine was updated to include a booster fan. The hazards associated with the operation of this fan were identified, the risks analyzed and the esponse to each failure mode established.

Using an exhaustive data set of Walker Lake, four different kriging techniques plus the inverse distance squared weighting were compared with regards to each one's performance in accurately estimating the block grades. The North-West quadrant of the Walker Lake data area was used because of its extreme variability of values and its distinct contour of the values. There were 1900 exhaustive data points in the selected area from which a total of 121 samples were drawn following the sampling strategy given in Isaaks and Srivastava (1989). The average of 5 x 5 exhaustive data points was treated as the true, known block grade. A total of 780 blocks, each block corresponding to the average of 5x5 exhaustive data points, were then estimated using the 121 sample points. The resulting estimates were then compared with the true known values to determine each technique's prediction performance. For this particular portion of the Walker Lake and for the given sampling strategies used, the obtained results for the global estimation are mixed. For the variable U which is much more variable, the rankings are; 1) Jackknife Kriging (JK), 2) Indicator Kriging (IK), 3) Inverse Distance Square weighting (IDS), 4) Ordinary Kriging (OK), and 5) Log-Jackknife Kriging (LJK). For the variable V, the results are; 1) OK, 2) IK, 3) JK, 4) LJK, and 5) IDS. When we apply several cutoff grades to the estimates to determine the conditional mean grades and tonnage, the above rankings generally get shifted around. Two exceptions to these cases are; a) UK for U and b) IDS for V. These two consistently ranked at the bottom.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been in progress for six years and the writer has been intimately associated with the project during the five years of exploration and the six years of exploitation. The industry is possibly aware of the fact that the Woodsreef Mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and of the fibre. Because of these unique features, a large volume of research has been undertaken by Woodsreef and by other scientific organisations in Australia, England and Canada on the Woodsreef fibre. The answers to some of the problems have negated some semi-sacred concepts of asbestos ore milling and led to the development of new techniques, such as the adoption of microscopic fibre counts as a routine procedure; the modification of accepted evaluation procedures; the development of new machines for dedusting fibres, and to the recognition of a fibre with a unique milling behaviour pattern and, possibly, properties. The problems experienced can be divided broadly into those associated with the geology and those associated with the physical properties of the fibre. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognised during the exploration stages a feasibility evaluation may be just that little closer to the actual.

At the time they had been observed by several seismic observatories as natural earthquakes away more than 100km from Bibai City. These facts taught us that the occuerrence of failure yielded in underground opening that was accompanied with seismic wave could be observed by seismometer on the surface. The Riley Pass strip mine is an abandoned uranium-bearing lignite deposit in Harding County, South Dakota, covering about 150 acres of highwalls, pit floor and mine spoils exhibiting elevated levels of radioactivity. Six reclamation design alternatives were developed, ranging from doing nothing to reclaiming to approximate original con-tour. The alternatives were evaluated for expense, site stabilization, and mitigation of public safety hazards. A comparative economic evaluation on three of the alternatives was completed for the Forest Service in selecting an alternative and substantiating federal funding requests. This evaluation included economic impacts associated with physical and radiologic health hazards, affects on recreational users, socioeconomic impacts and environmental improvement.

The application of post-tensioning in segmental structures was introduced in the early 1900s and has been successfully applied in different types of structures including immersed tunnels, bridges, buildings, metro stations, and stadiums. There are, however, only five known circular concrete tunnel projects where the post-tensioning approach has been adopted. This paper discusses the application of post-tensioning to mitigate the high internal operating pressures in an effluent outfall tunnel project 7 miles, 11.3 km long, currently under construction for the Los Angeles County Sanitation Districts, LACSD. This project will be the first use of post- tensioned segmental concrete tunnel linings in North America.

A digital computer program has been developed to mathematically simulate the effect of limited changes in feed rate on the grinding circuit of an operating mill. The data on which the program is based was supplied by the staff of the mill in question. Samples taken around the complete grinding circuit were analyzed for solids content and particle size distribution for two feed rates. Matrix models were used to represent the grinding units: rod mill and pebble mills. Parameters for these models were computed using a method developed by Mular(l). Classifier parameters were computed by the Powell search method(2) for the Plitt model (3) . The simulation program, which permits the computing of the size distributions in the circuit resulting from the changes in feed rate between the two measured values, assumes that a linear relationship exists between the corresponding parameter coefficients. The program uses an iteration method to bring the simulated grinding circuit to a steady-state material balance for any specified' feed rate between those measured. The program is, in addition, extremely fast and economic in computing time. The results show that the simulations are not everywhere consistent with practice. For example, higher feed rates on simulation predict finer products. These errors are shown to be attributable to anomalies in data gathering techniques. An improved sampling procedure for grinding-circuit data gathering is suggested for future simulations of this type. It is concluded that the

Water conservation and compliance strategy can be cause for success or failure of a new or existing mining operation. Water accounting at outset, and pit and waste dump planning, may not fully consider total inflows, or sediment loads encountered during mine life. Environmental impact assessments, and permitting often dictates the rules, and these may change, to be more stringent, during course of mine development. This paper will identify techniques to control unprojected fresh water, or increased surface water flows in surface mine operations.

The United States has traditionally been the world's largest producer and net exporter of phosphate rock and related fertilizer products with the exception of rock exports from Morocco. In recent years, however, U.S. producers have faced increasing competition from operations in foreign countries, leaving the future position of the U.S. phosphate .industry as a leader in the world markets somewhat less certain. This paper will review the U.S. phosphate rock industry in relation to its known demonstrated reserves, its historical and present production and export levels, and its future mining potential. The paper will include an analysis of the availability of phosphate rock in the United States represented by cost-tonnage relationships. The U.S. phosphate rock industry has for decades provided raw materials at reasonable costs to the phosphate fertilizer industry, and the fertilizer products have been made available to both domestic and international markets. Natural soils normally contain low quantities of phosphorus, and cultivation exhausts the available phosphorus through the removal of harvested products. Yields diminish, and it becomes necessary to apply phosphorus to the soil in an amount at least sufficient to compensate for removal. Raising the level of phosphorus also permits nitrogen and potash fertilizer nutrients to be effective and sustain the high crop yields necessary to support increasing food demands. In only a few areas of the world are soils, climate, rainfall, and low-cost phosphate fertilizer available to assure high agricultural yields in successive years. One of these areas is the central United States and south central Canada. By contrast, in the Soviet Union, the weather conditions in farming areas frequently cause crops to either bake or drown in the field. To attempt to counter the effect of weather on production, the U.S.S.R. has increased use of fertilizer and equipment in recent years. The effect of fertilizer on various crops has been documented, and in all cases, improvements in yield and plant development were noted, as was the ability of fertilizer to mitigate the effects of unfavorable climatic conditions. Phosphate resources can be classified as either identified or undiscovered. In the identified classification, we are principally concerned with demonstrated phosphate resources, or those that have been measured or indicated. In the southeastern United States, the phosphate mining areas of Florida and the Carolinas have been explored and drilled extensively in attempts to locate new deposits. The exploration programs indicate that another Florida Bone Valley Formation or North Carolina Pamlico River Deposit is unlikely to be discovered in the southeastern U.S. coastal plain. Phosphate rock deposits of commercial interest in the western United States are located in Montana, western Wyoming, northern Utah, and southeastern Idaho. The deposits are in the Permian Phosphoria Formation with most of the mining activity occurring in Idaho. Although substantial demonstrated resources have been identified, recovery costs and the field's isolation from markets have restricted growth of the industry in the west. The phosphate rock deposits in Tennessee are well known, and it is estimated that about 29 million metric tons1 are potentially recoverable. Undiscovered deposits of brown rock in Tennessee would likely be quite small.
