Good afternoon. I have entitled my talk "Investment for Progress," implying thereby a spark of friendly competition by private enterprise with such government-inspired foreign aid and investment programs as the Alliance for Progress. While the subject of foreign investment is hardly a new one, the perpetual flux of the political and economic surface of this earth we inhabit makes it forever timely and forever interesting. Especially do tremendous opportunities for international investment constantly present themselves to the mineral industry, and just as often must the industry approach these opportunities with a great deal of investigation and caution. This is not to say that the mineral industry--no less than any other industry--should be unenthusiastic about the foreign scene, but like everyone who proposes to put his money where his hope is, it should consider all the factors and weigh the possible disappointments as well as the rewards.

An investigation was undertaken for a ground water discharge plan for the Chino mining complex near Hurley, New Mexico. Operations which impact ground water include dump leaching, storage reservoirs, and tailings seepage. The investigation included both hydrogeological data collection and laboratory analysis. A conceptual understanding of surface water and ground water was then developed. Surface water and ground water models were used to match existing conditions and predict the impact of operational modifications. The study concluded that runoff and resulting leach reservoir overflows were primarily responsible for the ground water degradation. Tailings seepage represents a smaller part of the impact.

Gold extraction from refractory ores is still a problem. Gold losses in the cyanidation process are mainly due to the presence of sulfides and carbonaceous materials. Oxidation of carbon and sulfide minerals by sodium hypochlorite is a possible method to render the ore amenable to cyanidation, and earlier work by the USBM indicates that electrochemical generation of hypochlorite is promising. Laboratory work was carried out on the oxidation of pyrite and carbon in an electrochemical cell with a sodium chloride electrolyte. The results of preliminary tests are discussed in relation to the mechanism of electrooxidation of refractory gold ores and the estimation of current efficiency.

Abstract. Gulf Coast Salt Domes are being considered for radioactive waste disposal and this paper describes the geophysical techniques currently being used and those being considered for later phases of the program. Detailed gravity work utilizing a modification of the Talwani-Ewing modeling technique, shallow high resolution reflection seismic surveys using the mini-sosie concept, surface electrical resistivity and down-hole geophysical logging to add a third dimension to all of the surface techniques and to allow inverse modeling of the surface data sets are being utilized. The logic of the combined geophysical surveys will be discussed as well as their relative economics and their relationship to the overall exploration effort.

Dewatering wells producing iron-rich water experience rapid declines in yield and drawdown due to the formation of ferric (Fe +) hydroxide deposits in well screen, pump intake and riser pipe. Precipitation is caused by a combination of dewatering-promoted iron oxidation and iron-oxidizing bacteria. Physical and chemical well rehabilitation techniques, as well as alternative well construction and well development techniques designed to minimize well clogging, were evaluated in this study. The addition of acid downhole feed systems to dewatering wells prone to iron encrustation can, in some cases, prolong their operational lives up to 500 percent that of unacidified wells.

A geomechanical rock mass classification or RMR is currently being used for the evaluation of an LHD mechanized mining system versus the conventional block caving method. The successes and failures of a Panel lS-19 LHD test block on the 2315 level can be attributed to the geologic and geomechanical zonation present. Trench blasting, caving procedures, and sequencing are other factors that were also considered. Lessons learned from the P.lS-19 test block have been used to alter the design for future LHD production blocks on the 2615 level. These modifications are designed to maximize the pillar and insure an adequate draw connection.

Designing and constructing tunnels in seismic prone areas present unique challenges to both designers and contractors. The Westside Purple Line Extension Project– Section 3 in Los Angeles requires crossing an active fault that may subject the tunnels to extreme structural demands. In order to ensure that the linings will safely accommodate the fault movement, a revolutionary composite section—steel plate embedded in the intrados of the precast concrete segmental tunnel lining was finally selected. Additionally, continuous expansion steel plates over the circumferential joints will be installed to mitigate the potential opening of the circumferential joints.

This paper describes the results of an underground coal mine trial installation of a shielded trailing cable. The cable was a three conductor, round, type SHC-GC, and was installed on a shuttle car in a conventional room and pillar mining section. The purpose of presenting the information is to prepare mine operators for proposed legislation that will require shielding on low-voltage trailing cables. Specifically, machine modifications are required to cable reels, packing glands, and couplers. Cable splicing is not as complex as expected but additional materials are needed in the kit and splice training is necessary. Even though shielding will cause some problems for the mine operator, it can reduce the hazard of electrical shock to mine workers. This paper will present information that mine operators can use to solve most of the problems that will be encountered if they are required to install shielded cables. The in-mine evaluation was funded by the U.S. Bureau of Mines.

Efficient performance of EPB TBMs in clayey ground is primarily dominated by the flow capability of the excavated muck in the cutterhead and screw conveyor. Currently, Consistency Index approach is used to evaluate clay clogging potential, but it does not include the effects of surcharge pressure on clay behavior. In this paper, a macro-scale soil rheometer is introduced to assess the clogging potential under various water content and surcharge loading conditions. The results show that, in addition to water content, surcharge pressure has clear impact on clay clogging too. In practice, Consistency Index chart can be refined to incorporate the impact of face pressure to better simulate the EPB tunneling conditions.

Several research groups have spent considerable time investigating coarse ore leaching. Coarse ore leaching includes both heap and dump leaching. The term "heap leaching" will be used in this paper to mean any type of coarse ore leaching. The results of their work are generally in agreement: the progress of leaching can be described by the shrinking core model and its associated mathematics. The shrinking core model is schematically represented in Figure 1. The particle is contacted by the leach solution on its outside surface and the solution migrates inward by filling the pores on the particle. As the solution filling the pores comes in contact with grains of ore mineral the reagent chemically reacts with the ore mineral to solubilize the contained metal. The solubilized metal diffuses outward to the particle surface and is washed away by the leach solution flowing past the particle. The leaching reagent in the particle interior is replenished by the diffusion of reagent from the surface of the particle to the interior of the particle. If the chemical reaction between the leaching reagent and the ore mineral is relatively fast compared to the diffusion rate of the reagent in the solution in the pores of the particle then leaching proceeds from the outside of the particle inward resulting in a "shrinking core" of unreacted ore surrounded by a "leached shell". The rate controlling step in the reaction can initially be a chemical reaction between the reagent and the ore mineral grain, however, once the reaction has proceeded a short period of time diffusion of the leaching reagent through the leached shell will be the slow step and hence the rate controlling step in the production of metal from an ore particle.

A variety of chemicals offered by Armak were evaluated as dewatering aids for aqueous slurries of silica sand, sparsand and feldspar; an established commercial dewatering aid was used as a control. A number of Armak's potential dewatering aids yielded lower moisture retention values than did the commercial product on all of the mineral samples. In addition to the chemical dewatering evaluations, some of the mechanisms involved in the removal of water from these mineral samples were examined.

Mr. Chairman, Ladies and Gentlemen, I'd like to take just a moment of your time before we examine the current position of the asbestos industry and its market outlook to take a searching look at the product itself. I feel that if we are to understand the problems that beset this basic mining and manufacturing industry and, more important, if we are to appreciate the solutions to these problems that I plan to put forward in a few moments' time, then we had better look at asbestos from the proper perspective. Asbestos has a unique combination of properties - properties not found in any other natural substance or man-made material. This has resulted in asbestos finding its way - in fact, being welcomed - into literally hundreds of applications.

To most of you present here the word "refractories" is not new and you are familiar with the materials and use. To many people though the question is asked, "What are refractoriness and what are they used for?" Refractories are non-metallic products which are so resistant too melting at very high temperatures that they can be used for building or lining furnaces of all kinds. A large variation occurs in the size, form, and composition depending on the service for which they are intended. They are made from a wide variety of raw materials, of which fire clay and quartzite are used in largest quantities. Other refractory raw materials include magnesite, chrome, diaspore, bauxite, kyanite, sillimanite, olivine, zircon, and many others. Most of these are assembled from-widely-'separated points in the United States while others come from the far corners of the earth. Chrome is imported from the Philippines and South Africa, and, to a lesser extent, Turkey and Greece Kyanite and sillimanite come: from India and bauxite from the Guianas. And there's "magnesite from brines," produced in chemical plant's by treatment of sea water or inland deep-well brines with hydrated lime. The proportion of magnesia available in sea water is so small, less than one pound from 500 pounds of water,, that millions of gallons must be pumped and processed each day in a sea water magnesite plant. The realm of refractory raw materials, therefore, is very extensive and continues to grow because of the endeavor to find-better raw materials from which to produce better products for refractory service.

Leach pads of 272,000 tonnes (300,000 st) and 910,000 tonnes (1,000,000 st) with associated operating ponds have recently been constructed on sidehill locations with up to 20 percent slopes. The larger pad was designed in anticipation of ore heights up to 30 meters (100 feet). This paper describes site investigations and civil engineering design as well as construction experience associated with development of these pads. The leach pads were underlain by a double liner system consisting of 2 mm (80- mil) HDPE over compacted fine-grained tailings, with an intermediate leak detection layer. Both sand and geotextile drainage layers were used. Pad slopes were limited by the factor of safety against sliding on the HDPE liner. The sites for the facilities had been substantially disturbed by prior mining and construction activities. Natural conditions included peat layers and locally swampy ground. Site preparation included french drains to lower the water table and stripping of unsuitable subgrade materials.

[Commonly accepted maintenance methods are being outdated by the rapid acceptance and use of more complicated hydraulic circuitry on modern mining equipment. It is no longer adequate to use the maintenance program to merely repair or sustain equipment operation. Ever increasing operating costs place a huge premium on lost production time. It has, therefore, placed the maintenance programs in the position of being required to alleviate equipment malfunctions on production shifts and still attain the maximum unit life from each component part.]

Environmental geologic maps of the Wilcox and Jackson-Yegua lignite belts of the Texas Coastal Plain delineate land areas on the basis of their natural characteristics. Criteria used to define map units include substrate, soil, topography, geologic process, vegetation, and land use. The maps are useful in planning and reclamation of lignite mines and in meeting the requirements of State and Federal surface mining laws. Specific applications include identification of land capability, recharge areas and geometry of aquifers, flood-prone areas, areas that may qualify for prime farmland status, and other areas sensitive to lignite mining.

RADON EXPOSURE AND CARCINOGENIC CELL TRANSFORMATION The highest radiation burden to miners is due to inhalation of radon and its short-lived decay products. The quantification of the risk associated with this radiation burden is complicated by modeldependent lung dosimetry, insufficient accuracy of past human exposure data as well as lacking knowledge about potential synergism of various carcinogens. Nevertheless, it is evident from epidemiological studies of miners that inhalation of elevated levels of radon daughters is correlated with increased lung cancer incidence (UNSCEAR, 1977). The situation is further complicated by the lack of reliable data on the biological variability of the latency period for the development of lung tumor under varying exposure conditions. At present information on variation with age is scarce, however, it is indicated that the excess lung cancer rate for workers exposed to high radon levels is considerably higher, if exposure occurs at ages over 40 years as compared to under 30 years of age (Sevc, Kunz, Placek, 1976). Furthermore, latency period is shorter by 6 - 7 years for smokers exposed to elevated radon levels than for non-smokers (Fry, 1976). Analysis of US- and CSR-uranium miner data revealed that the mean latency period is in the order of about 15 years (Jacobi, 1973). These uncertainties, together with medical diagnostic shortcomings, lead to the dissatisfying situation that at present the detection of radon induced injury of mining personal is primarily the assessment of the endpoint, i.e. radiation induced cancerous transformation of lung cells with typically less than 10% chance for recovery. Therefore it would be advantageous to develop practically applicable diagnostic aids to indicate already early precancerogenic changes of cell characteristics. This would permit the identification of specific population groups at increased risk for the development of lung cancer, thereby increasing the chances of more successful medical treatment. Despite continuous improvements in the reliability of test methods for the diagnosis of cancer cells there is still need for techniques, which enable the detection of transformed cells before the onset of invasion of the host organism. It is generally recognized that the transformation of a cell into a malignant state leads to a change of the cell surface, indicating a correlation between membrane-specific immunological properties and loss of growth control. Surface alterations on cells appear to be responsible in part for the malignant state and are not simply secondary effects of the transformation (Schnebli and Burger, 1973). Furthermore, membranes of cancer cells differ significantly from those of normal cells, particularly, in permeability properties (Rastogi, 1976). In dying cells, proteins, glycoproteins, peptides, aminoacids and their breakdown products are released, which block the permeation of the membrane itself. A mammalian cell can be considered as a 3-phase system (interior, boundary, environment) with the membrane forming a heterogeneous barrier between two subsystems. Under normal circumstances a difference of chemical potential is maintained on both sides of the membrane, causing an ion gradient across and fixed surface charges on the membrane. This results in a membrane resting potential (MRP) between cytoplasm and the bulk medium. It has been shown that MRP is a highly sensitive indicator for cellular reactions due to physical, chemical and biological agents, particularly whenever phenomena of transport and ion gradients as well as permeability are involved (Redmann, 1980). The primary interaction of the agent "ionizing radiation" with any form of living matter occurs at the cellular level. The component with the highest hit probability is the cell membrane. In the study presented MRP-changes of human cells were investigated with simultaneous measurements during irradiation and post-irradiation intervals up to six days. Furthermore, the suitability of MRP-measurements of human cells was tested as an indicator for early changes of cellular properties prior to the histological confirmation of carcinogenic transformation. EXPERIMENTAL METHODS Lung cells The biological specimen used were cultured human lung cells and human lung biopsy samples. Monolayers of lung fibroblasts (W138) were grown in petridishes using conventional culture techniques. In addition, transformed lung cells (W138SV13, subline 2RA) were used applying similar culture methods. All petridishes were incubated at 37°C and only cells in logarithmic growth phase were used. Freshly excised lung biopsy samples were obtained from randomly selected male and female patients (20 cases), where suspected or unclear malignancies were indicated by clinical or X-ray observations. At the time of sampling 80 % of the patients were or had been smokers in the past. The samples were taken by means of a stiff bronchoscope introduced into the trachea under local anasthesia with 1 % Novesinsolution (preparation with Atropin and Pantopen). This permitted the observation of both main bronchi down to the segmental bronchials. From each patient two tissue samples were excised from the mucusepithelial layer under visual control with fiber optics and transferred immediately into 1 % NaClsolution. Mr. William. J. Montgomery in his book "Theory and Practice on Mine Ventilation stated "Ventilation is vitally important to underground mining for three reasons: First, it sweeps all workings with a plentiful supply of air and drives to the outside the smoke, gases, and contaminated air which would be injurious to the miners; second, it dilutes and renders harmless the explosive gases emitted from the strata, thus eliminating the dangerous conditions caused by the accumulation of these gases; third, it keeps the mine air as nearly as possible of the same composition as the outside air, thus giving to the miner the healthiest possible condition in which to work...." Specific methods to achieve the above basic reasons for mine ventilation were established in the Federal Coal Mine Health and Safety Act of 1969. Sections 303(y)(1); (y)(2), and Section 317(f)(4) of the Act, which can be broadly described as entrapment features, are controversial and debatable in the minds of many mining engineers in their intent and method for affecting, 303(y)(1) in certain cases prohibits the use of belt haulage entries as an intake for face ventilation, This is to say that air traveling in a belt entry will be placed into the returns and not used for face ventilation, 303(y)(2) limits the velocity of the air on trolley haulage entries. The regulations, as published in the Federal Register, have set this limit at 250 feet per minute unless a higher velocity is approved by the District Manager.

Perlite is a hydrated acid volcanic glass that has been derived from the alteration of obsidians through incorporation of water into the silica structure. It is distinguished from other members of the water-bearing natural glass family by total water content, characteristic fracture and luster. The distribution of major occurrences worldwide is associated with silicic Tertiary through early-mid Quaternary volcanics related to plate movement. The No Agua dome and flow complex is one of the most highly studied perlite occurrences in the world. It clearly exhibits lithologic and textural zonations that reflect simple cooling history. Similar features are commonly observed within other perlitized, extrusive glass selvages. This paper briefly discusses current thought regarding geologic occurrence, the hydration process and the modes of origin with special emphasis on No Agua.

In aging tunnels, wall and roof deterioration can eventually result in defects that must be detected and repaired to maintain safe structural conditions. In investigating tunnel defect conditions, a specialized FM radar system was developed with a programmable VHF and UHF operating sweep range for optimizing the penetration and measurement capabilities. The new FM radar technology was tested in two aging brick-lined tunnels in New York City. Test results showed that FM radar signals could penetrate eight courses of water-saturated brick and that the original steel liner outside the tunnel walls was intact.
