The prime movers of the Centralia Project, the surface coal mine and the power plant, private utilities are very aware of public attitudes. They have established and maintain the reputation for leadership in public service and are genuinely concerned that this project initiate the pro-grams and design the hardware to answer the question :What will be the impact of the mine and the plant on the physical environment, i.e., the air, soil and the water." So in the beginning almost as soon as the decision had been made to go ahead with the project, officials of the two private utilities, Washington Water Power and Pacific Power & Light went on record and publicly stated time and again that the overall approach of the Operators would be to do all that was reasonably possible to safeguard the environment. This attitude became part of the thinking of the project planners, part of the design of the power plant and part of the plan for the surface mine. The coal to be mined is from the Skookumchuck formation. The formation is Late Eocene and is made up of poorly consolidated marine and non-marine deposits. The major overburden removal equipment is a bucket-wheel excavator -conveyor system and a 56 yard dragline. Mining of the coal will be done with truck and shovel. The coal is processed, washed and crushed to 1 ¼ " for delivery to the power plant. The muddy water created by the washing process is chemically treated and the solids removed by a thickener-vacuum filter system.

With most of the coal currently mined in the eastern U.S. already requiring cleaning to meet electric utility coal specifications, the question remains how medium- and high-sulfur coal producers will provide the even better quality coal expected to be demanded if pending acid rain legislation is enacted. One emerging approach is to crush the coal to liberate additional ash and sulfur so that better quality coal can be produced at equal yields. This paper discusses how to measure liberation. the premiums the utility market is willing to pay for lower sulfur coal, and a staged middlings crushing scheme that promises the benefits of total raw coal crushing but at lower costs. For some coals, cautious application of liberation concepts may be the only way to produce a product that can be quality and cost competitive in the future utility coal market.

Large reserves of coal and uranium exist in the San Juan Basin of northwestern New Mexico. The mining and development of these resources necessarily also involves depletion of area water resources and disturbance of the hydrogeologic framework. In an effort to better define the water resources and hydrogeologic framework of this region, the New Mexico Bureau of Mines and Mineral Resources, the U. S. Geological Survey, and the State Engineer's Office are presently engaged in a cooperative study of the Hydrogeology and Ground-Water Resources of Northwestern New Mexico. The purposes of this paper are to introduce our project, review tine coal and uranium resources of the San Juan Basin, and discuss the various hydrogeologic considerations recognized in their exploitation.

We applied kriging (geostatistics) to interpret the structure of basement rock in Yucca Flat, NTS from borehole data. The estimation error for 118 data is 81 m comparable with those based on both gravity and borehole data. Using digitized topographic data, we tested the kriging results and found that the model validation process (Thomas option) on data gave a fair representation of the overall uncertainty of the kriged values.

To date, large-scale solution mining has received little attention in Australia, although the potential of this technique has not gone unnoticed. The possibility of long-term damage to the local environment has also been recognized. Because no two orebodies are the same, it is clear that the application of solution mining techniques and the assessment of environ- mental damage will be somewhat different for different orebodies, even though the general principles will be the same. At present the most significant copper solution mining operation in Australia is at the Mammoth (Gun- powder) Mine in northern Queensland. This mine currently produces more than 3 000 t of cement copper a year.1

Remotely located in the jungle near mount Puncak Jaya [16,500 ft (5,030 my), Irian Jaya, Indonesia rests Freeport's Indonesian copper mining operation. Shortly after start up of Freeport's copper concentrator in 1972, lower than estimated throughput was experienced within the crushing circuit. Within one year, Freeport had successfully engineered a solution, and was operating a 5,500 dmtpd wet screening circuit. Today, after 19 years of successful wet screening expansion and operation, the concentrator processes 57,000 dmtpd.

The Bureau of Mines, U.S. Department of the Interior, assessed the geological effects on the ratio of maximum subsidence and extraction thickness, hown as the subsidence factor, to develop a simple method for predicting the maximum subsidence. The study is restricted to the Northern Appalachian Coal basin where data were collected from 13 coal mines. A model previously developed to relate the subsidence factor with the lithology and with the width and depth of working panels was used in the assessment. The result shows the possibility of determining maximum subsidence without resorting to a rigorous method.

This paper describes the laboratory study which permitted an exploration of high grinding ball consumption in the secondary open circuit wet grinding mills at the Sidbec-Normines plant, Port Cartier, Québec. Corrosion undoubtedly exists but is of minor importance. Abrasion resulting from the physical nature of the company's iron concentrate is the main reason for the high ball wear. It was found that at least 30% reduction in ball consumption is possible by decreasing attrition grinding through the use of lifters in the mill. At the industrial level this would entail more lifters and/or higher lifters in the mill linings.

Natural graphite has been known for many centuries, having first been reported as a distinct mineral form by Gessner in 1565. At that time, graphite was used extensively as pencil "lead" because of the ease with which it marks paper. It is a black, unctuous material found as flakes, lumps, or needles in scattered locations throughout the world. The less crystalline, or "amorphous", natural graphites are thought to have been formed from coal under conditions of high temperature and pressure. The more crystalline varieties, such as those mined in Ceylon, probably were precipitated from molten solutions or were pyrolyzed from gaseous carbon compounds. Recognition of the good thermal and electrical conductivity of graphite, together with its highly refractory nature, led to an increasing number of appli¬cations for this material. Clay and pitch bonded natural graphite has been used in crucibles, refractories, foundry facings, and other high-temperature appli¬cations. These forms constitute the most important current uses for natural graphite in the United States. Other products containing natural graphite include batteries, lubricants, pencils, brake linings, etc.

Repeated noise exposure and occupational hearing loss are common health problems across industries and especially within the mining industry. Large mechanized processes, blasting, grinding, drilling, and work that is often in close quarters put many miners at an increased risk of noise overexposure. In stone, sand, and gravel mining, noise is generated from a variety of sources, depending on the type of ore being mined as well as the final consumer product provided by that mine. Depending on the source of noise generation, different strategies to reduce and avoid that noise should be implemented. The National Institute for Occupational Safety and Health (NIOSH) has evaluated the noise profile at three operational surface stone, sand, and gravel mines. A-weighted sound level meter data as well as phase array beamforming data were collected throughout the mines in areas with high noise exposure or high personnel foot or vehicle traffic. Sound level meter data collected on a grid pattern was used to develop sound profiles of the working areas. These sound contour maps as well as phase array beamforming plots were provided to the mines as well as guidance to modify work areas or personnel traffic to reduce noise exposure.

Banded siliceous manganese-iron bearing sediments recognized as distinctive facies of Algoma type iron-formation constitute low grade resources of manganese in many countries. Manganiferous facies associated with oxide and carbonate facies of iron-formation have iron to manganese ratios ranging from 0.2 to 2 and commonly about one. Manganiferous facies up to 30 meters thick occurring separately or with other iron-formation facies are associated with cherts, carbonates, shales, turbidites, tuffs and lavas. Primary cherty manganiferous facies and their gondite metamorphic equivalents represent significant manganese resources and are protores for higher grade deposits derived by secondary enrichment processes.

Particulate matter is one of the leading pollutants in the mines and in the communities in the areas near or surrounding the mines. The availability of large Clinical and environmental data sets obtained from the mines has brought about the need to use better approaches to analyze the collected data. Prediction and control of particulate matter concentration in the mining environment is essential in minimizing air pollution and protecting the respiratory health of mine workers. The main objective of this research work is to analyze datasets obtained from a mining area using machine learning techniques which will then be followed by the real-time estimation of dust particulate in the mines. Datasets collected over 8 years in an hourly sampling rate from an open cast mine is cleaned and analyzed for trends and patterns. Artificial Neural Networks (ANNs), Support Vector Machines and decision trees techniques are applied to analyze and predict the particulate concentrate. The estimation of particulate concentration using Artificial Intelligence will significantly contribute toward the development of quantitative tools to be used in correlating of cause and effect of dust concentration in mines. The results obtained in this work will form a sub-unit of a respiratory health monitoring system for mine workers. The system is essential in the collection, analysis, and tracking of mine workers’ respiratory health, thus it forms part of an early intervention system for mine workers. From the existing theory, we expect the Artificial Neural Network will perform much better than previously used classical models.

Vibration and air blast noise from blasting were evaluated during a research program which was sponsored by the U. S. Bureau of Mines. Blast variables were studied using small scale model (SCM) tests to evaluate specific variables as well as interactive effects, followed by experiments with production blasts at the surface coal mines. Experimental data showed that the primary variables affecting the ground vibration amplitude are the charge weight per delay and the length of the delay interval. Blast variables having a significant effect on the overpressure amplitude include the charge weight per delay, the length of the delay, burden and spacing, stemming amount and type, direction of initiation, charge depth and amount of detonating cord and cover.

Dissolution within Permian evaporites of the Delaware basin has created extreme lateral geologic and physical property inhomogeneity within and above the evaporites. Discriminating a sulfur deposit's geophysical signature from other variances is difficult. This is particularly true of porosity-dependent gravity and electrical methods. However, other techniques that detect alteration of strata above sulfur deposits may be applicable individually or in combination with other types of data. Relationships between sulfur deposits and gravity, magnetic, gamma radiation, spontaneous potential, and soil geochemical measurements are illustrated by data from several Delaware basin geophysical and geochemical surveys.

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. By combining statistical methods with specialized coal technology, novel and widely applicable procedures are developed which are useful for making important decisions based on coal seam structure. By analyzing such properties as ash in visual coal types of seam cross sections and by processing the ash data to 100 gram increments of coal ranging from the top to the bottom of the seam, intraseam comparisons between data populations of samples from a given seam and a reference seam can be made. Moreover, illustrations are presented for estimating the number of drill cores required to purchase a specified level of sampling accuracy together with procedures for determining the probability that different coal scan cross sections are not unlike and by inference are therefore comparable. Such comparisons can be valuable when making important, costly and long prevaling decisions involving coal exploration, mining, preparation and utilization.

The Cities Service Company's Pinto Valley mine and concentrator lie about 6 miles west of the town of Miami, Arizona at an elevation of approximately 4,000 feet above sea level. The concentrator started its first ballmill in July 74 and all six were available by November. Every effort was made to reduce capital costs, consequently, each unit process was studied critically to eliminate excess capital costs without loss of efficiency. Equipment selection was made on the basis of proven dependability and operating costs rather than on low bids. The result is a very workable plant with some important innovations. The concentrator is nominally 40,000 tons per day. The flowsheet is typical with 3 stage crushing, single stage closed circuit grinding, flotation, regrinding of rougher concentrate and cleaning of the rougher concentrate. Early solvent extraction circuits in the uranium industry utilized bona fide kerosenes as diluents for extractant chemicals. These kerosenes were used successfully in the uranium industry; however, at least one plant was destroyed by fire resulting from the use of a low flash point kerosene. Although the term "kerosene" is used throughout the solvent extraction industry, the authors have been unable to find any use of kerosene in copper solvent extraction circuits. A term that is occasionally used with reference to diluents is "metallurgical kerosene." Such a term is unrecognizable in the petroleum industry. Kerosene [or kerosine] is a flammable hydrocarbon mixture that is less volatile than gasoline. It is produced for combustion purposes and may have variable compositions of organic compounds including alkanes, alkenes, alkines, and aromatics. Diluents are constant composition hydrocarbon mixtures developed specifically for use in solvent extraction processes. These products usually have much lower vapor pressures and higher flash points than kerosene. In solvent extraction systems, they typically comprise 70 to 95 v/o percent of the circuit organic. The primary purpose of the diluent is to adjust the extractant concentration to the working range of the operation. The diluent and extractant must be completely soluble or miscible with each other. Secondary diluent effects are to promote transfer kinetics, optimize phase disengagement, and minimize both organic in aqueous and aqueous in organic entrainment.

During the past two years a computer program called "COPOR," Computerized Open Pit Optimization Routine, has been developed and used for mine planning of several base metal deposits. This routine utilizes a three dimensional computerized block model of an orebody, some economic parameters and operating constraints to locate the mineable or economic limits of the deposit schedule the yearly production from the mine and produce bench by bench ore reserve summaries and maps of the yearly and ultimate pit configurations. The moving cone method is used to perform these functions with a conventional block model. This model is conventional in the sense that each block is assumed to be homogenous; i.e., either ore or waste but not a mixture of the two. Due to the nature of a seam type deposit this approach is not realistic; therefore, revisions have been made to form a new version of the COPOR program. This version has been named "COALOR," Coal Optimization Routine. COALOR contains all of the power of the COPOR program but is equipped to handle the intricacies of coal seam type deposits. The deposit can be composed of a single seam or multiple seams which are horizontal or dipping at any angle. The numerous coal quality values can be incorporated to aid the optimization of the economic pit limits and yearly scheduling.
