Controlling dust generation and keeping it below permissible limits to meet federal dust standards at the working face of a roomand-pillar coal mine is a challenge for a mine operator. With the recent changes in federal dust regulations requiring lower worker exposure, maintaining compliance has become increasingly difficult. The current most effective practice of dust control at a continuous miner face in an underground mine is the use of a flooded-bed scrubber. A study carried out by the National Institute for Occupational Safety and Health (NIOSH) indicated that a flooded-bed scrubber could achieve cleaning efficiencies between 58 and 90%. But, the operation of such a system is maintenance intensive. The flooded-bed scrubber screen becomes clogged with dust particles and requires frequent cleaning to maintain performance. However, the dust control issue is not solely a mining industry problem. Other industries face similar issues. The University of Kentucky collaborated with Toyota Motor Manufacturing on the development of a novel wet scrubber, called the vortecone scrubber, for capturing oversprayed paint particles in automotive paint booths. The vortecone scrubber achieved a cleaning efficiency of 99% and required minimal maintenance. This study aims to assess the ability of this vortecone scrubber to capture respirable dust in an underground coal mine. The paper presents the results of computational fluid dynamics (CFD) modeling of this vortecone scrubber. It discusses the effects of air quantity and dust particle size on the performance of the scrubber.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

The Wyoming Mineral-Conoco Crownpoint Project represents the first time that big hole drilling has been exclusively used to develop totally a privately financed mine below a depth of 1000 feet. Three shafts, one ten feet in diameter and two six feet in diameter, were successfully drilled to depths of 2243', 2188' and 2188' respectively and cased with hydrostatic designed steel casing. The largest shaft is to be used to handle muck and water from station excavation and enlargement of the other two shafts. A reverse circulation system with potassium chloride base mud was used for drilling. The mud was cleaned by settling in steel lined tanks with assistance by cyclone type separators. Deviation was monitored by gyroscopic surveying at 30 foot intervals and did not exceed 16 inches off plumb. Casing was designed to withstand hydrostatic pressures with a 1.5 safety factor to the large shaft and 1.25 safety factor for the smaller shafts. All casing welds were x-ray tested prior to lowering the casing in the hole. Cementing the annular space completed the operation. The total time to mobilize, drill and move off the three shafts was 363 days. The drilling operation was completed ahead of schedule and under budget.

Paper 1?South African experience with asbestos-related environmental mesothelioma: Is fiber type important? Neil White, Gill Nelson, Jill Murray The purpose of this review was to illustrate the importance of the type of asbestos in environmental mesothelioma. South Africa is a logical place to assess fiber type. The three major types of asbestos (crocidolite, amosite and chrysotile) were mined (all asbestos mining stopped in 2002) in South Africa. The association between asbestos and mesothelioma was discovered in South Africa. The occupational literature indicates high mesotheliomagenic potential for crocidolite, less for amosite and less still for chrysotile. Since South Africa has been a major source of crocidolite, relatively high rates of mesothelioma in the mining population is not surprising. High rates of mesothelioma due to environmental exposure is surprising, except perhaps when the authors? point out potential sources for community exposures (e.g., mine tailings used for road surfacing, golf courses, brick and plaster making; insulation in residential ceilings; children playing on fiber-rich waste rock). The authors? reviewed four studies reporting on mesothelioma cases and their sources of exposure and fiber type. Overall 23% of the known cases were attributed to the environmental (not occupational) exposure and about 90% were due to crocidolite asbestos. The proportion of environmental mesothelioma is considerably higher than in Western Australia where crocidolite is also mined. There the overall rate of environmental mesothelioma is about 6% (and less than 1% from residence in a crocidolite mining area).

Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

At the start of the 20th century Denver?s population was 203,795. Most streets were unpaved. Buildings were constructed of wood frame or masonry. Transport was by horse-drawn-wagon or rail. Statewide, aggregate consumption was less than 0.25 metric tons per person per year. One hundred years later Denver had a population of 2,365,345. Today Denver is a major metropolitan area at the crossroads of two interstates, home to a new international airport, and in the process of expanding its light rail transit system. The skyline is punctuated with skyscrapers. The urban center is surrounded with edge cities. These changes required huge amounts of aggregate. Statewide, aggregate consumption increased 50 fold to over 13 metric tons per person per year. Denver has a large potential supply of aggregate, but sand and gravel quality decreases downstream from the mountain front and potential sources of crushed stone occur in areas prized for their scenic beauty. These issues, along with urban encroachment and citizen opposition, have complicated aggregate development and have paved a new path for future aggregate development including sustainable resource management and reclamation techniques.

The US mining industry today is fighting for its existence. We are plagued by the shortage of materials, of equipment, of fuels, of capital, of manpower. If we solve those shortages, we are then frustrated in our attempts to open a new mine or, perish the thought, a new smelter. If we manage to make a profit, demagogues will accuse us of stealing from consumers; and, if we do not make a profit and have to shut down, the same demagogues will accuse us of creating unemployment. Meanwhile, in every aspect of our business - from research, exploration and development, to production, marketing and selling - we are hindered in every way by the bipartisan mismanagement and crippling controls of a government bureaucracy gone amok. We are fighting a war on every front. Some of you realize that ours is a war of ideas. In order to win, our industry must make its ideas heard. But to be heard, we must have something to say - which means: we must know our case logically and consistently, all the way down to essential principles. A principle is a primary truth applicable to a great number of instances. A principle is like a road map: it shows you all the possible alternatives for getting from where you are to where you want to go. Although practically everybody recognizes the usefulness of a map and the need to consult it to find the best way' to get from one city to another, most people are not as careful in charting the course of their life, or the course of their industry, or the course of their nation. And so they act blindly, at random, by the whim of the moment, and get nowhere fast.

Exposure?response relationships between the relative risk of lung cancer and quantitative measures of exposure to asbestos are available from a number of epidemiological studies. Meta-analyses of these relationships have been published by Lash et al. (1997) [Lash, T.L., Crouch, E.A.C., Green, L.C., 1997. A meta-analysis of the relation between cumulative exposure to asbestos and relative risk of lung cancer. Occup. Environ. Med. 54, 254?263] and Hodgson and Darnton (2000) [Hodgson, J.T., Darnton, A., 2000. The quantitative risks of mesothelioma and lung cancer in relation to asbestos exposure. Ann. Occup. Hyg. 44, 565?601]. In this paper, the risks derived in these meta-analyses have been compared. Lash et al., concentrated on process and found that the risk of lung cancer increased as the asbestos is refined by processing. Hodgson and Darnton concentrated on fibre type and found that the risk was highest for exposure to amphibole asbestos (crocidolite and amosite), lowest for chrysotile and intermediate for mixed exposure. Some of the differences between the conclusions from the two meta-analyses are a consequence of the choice of studies included. The range of asbestos types included in the studies in the analysis of Hodgson and Darnton was wider than that in Lash et al., enabling differences between fibre types to be analyzed more readily. There are situations where occupational exposure to chrysotile asbestos has shown no detectable increase in risk of lung cancer. Taconite miners have shown no increased risk of mortality due to lung cancer. © 2007 Elsevier Inc. All rights reserved. Extraction and separation of La, Sm and Dy ions from acidic sulfate-phosphate solutions was investigated using a cation exchange extractant, bis(2,4,4-trimethylpentyl) phosphinic acid, CYANEX 272, in kerosene. The influence of shaking time, equilibrium pH, extractant, sulfate and phosphate ion concentrations, diluent type and temperature was studied. The extraction was found to be pH-dependent, and increasing the phosphate ion concentration inhibited the extraction which was found to be endothermic. The stoichiometry of the extracted metal species was found to be MOH.H2OHSO4H2A.A2. Aliphatic diluents were found to enhance the extraction compared to aromatic diluents. The results showed that there was a separation mode between the metal ions when varying the hydrogen ion and sulfate ion concentrations, under the used experimental conditions. The investigated process was used for the recovery of La, Sm and Dy from the acid solution resulting from the leaching of low-grade monazite.

Diesel powered equipment has been operated in underground coal fir mare than 50 years. According to the Mine Safety and Health Administration (MSHA), there are approximately 3,000 diesel units operating in underground coal mines in the United States. This number is expected to reach 5,000 diesel units in 250 coal mines by the year 2000. Also, there are approximately 5,000 diesel units operating in metal/nonmetal mines such as trine, potash and salt mines: and more than 3,000 diesel units operating in Canada. This increased popularity of diesel powered equipment over trolley wire, electric trailing cable or battery powered equipment is because of improved safety, greater mobility, higher productivity and increased power of diesel equipment. The operation if diesel powered equipment is not without challenges. Diesel engines generate exhaust emissions, in particular carbon monoxide, oxides of nitrogen, sulfur dioxide, unburned hydrocarbons, and diesel particulate matter that must be maintained at safe levels. The chief method to control ambient exposure has been dilution by ventilation. A new concept to ensure continued safe ambient emissions levels from diesel equipment in underground mines is the EMISSIONS MANAGEMENT PROGRAM™. The program encompasses all factors that will influence diesel emissions. By ESTABLISHING low tailpipe emissions through technology, such as clean engines, clean fuel selection, exhaust aftertreatment devices and filtration of the exhaust gases via the Dry System ™, this program ensures that the baseline emissions are at their lowest technically feasible concentrations. The DST Dry System™ exhaust conditioner reduces DPM by over 98%, as demonstrated through laboratory research at the West Virginia University. Carbon monoxide and hydrocarbon emissions and odor are similarly reduced. MAINTAINING these low emissions requires an expanded training program for operators and mechanics, onboard feed-back devices and a maintenance program with special focus on events and faults that can alter emissions. Finally, an on-board emissions sampling system allows the mechanic to VERIFY emissions levels and help diagnose engine faults. If the tailpipe emissions fall outside an established limit for a particular equipment, corrective actions will be initiated.

The reduction process of pre-oxidized ilmenite concentrate powder in 30%CO–70%N2 atmosphere was characterized by thermogravimetric and differential thermogravimetric (TG-DTG) analysis system at the temperature from 1073 to1223 K. The isothermal reduction results show that the reduction process is divided into three stages and the corresponding apparent activation energies are obtained by iso-conversional method and model-fitting method, respectively. For the first stage, the conversion degree increases sharply with increasing time, and the reduction process is controlled by the random nucleation and subsequent growth model (A2 model). For the second stage, the conversion degree increases slowly with increasing time, and the reduction process is controlled by the diffusion of carbon monoxide in the reduced layer (D1 model). For the third stage, the reduction processes at different temperatures are controlled by the diffusion of carbon monoxide in the reduced layer (1073 K and D1 model), phase boundary chemical reaction (1123 K and R2 model), random nucleation and subsequent growth (1173 to 1223 K, A2, and A3 models), respectively. For the whole reduction process, the apparent activation energies obtained by iso-conversional method and model-fitting method are 71.72 and 31.92 kJ mol−1 , respectively

Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.

Small-mine and contractor Fatal Incidence Rates have been a problem for over 20 years in the coal industry, and the rates persist as unacceptably high. This paper briefly retraces historical information and data on the continuing problem and recounts the many unsuccessful efforts and initiatives to address the problems effectively. Next the results of a review of international literature on addressing the problems are presented. After focusing on a method to pinpoint the trouble spots more specifically through a nested data analysis, suggestions are provided on how the problem may potentially be addressed more systematically and effectively in the U.S.

In spite of a global economy that continues to seesaw and a U.S. Congress that is at odds with the president and themselves, cities around the world are still spending billions on their infrastructure. And that bodes well for the underground construction and tunneling industry and the professionals who work in it. In June, 1,405 of those professionals gathered in San Francisco, CA for the Rapid Excavation and Tunneling Conference (RETC). In addition to the first rate technical programming, attendees were able to see first-hand the latest in tunneling technology from 127 exhibitors who occupied 152 booths. Two short courses preceded the conference and two field trips were offered following the conference.

The mining industry in Colorado faces the same problems the industry faces throughout the United States and the world — record low commodity prices and increasing regulatory and environmental restrictions that seemed designed to curtail mining activities. Despite those obstacles, the mining industry in Colorado still contributes about $8 billion annually to the state’s economy in the form of base and precious metals, industrial minerals, coal and associated service businesses and jobs. So the 300 attendees at the102nd National Western Mining Conference felt reason-ably positive about the industry in their state. The meeting is the Colorado Mining Association’s annual conference and was held at the Broadmoor Hotel in Colorado Springs in November. The theme was “Mining in the New Millennium — Achievement + Innovation = Survival.” Experts from Colorado’s mining industry and abroad discussed the challenges faced by the mining industry as it enters the new millennium. They offered insights into how the industry will operate during the early years of the 21st century and how it will survive low prices and increased regulatory restrictions.

The current state of knowledge concerning mesothelioma risk estimates is reviewed. Estimates of the risk of mesothelioma exist for the commercial asbestos fiber types chrysotile, amosite and crocidolite. Data also exist on which to assess risks for winchite (sodic tremolite) and anthophyllite asbestos. Uncertainty in estimates is primarily related to limitations in measurements of exposure. Differences in the dimensions of the various fiber types and of the same fiber types at different stages of processing add a further complication. Nevertheless, in practical terms, crocidolite presents the highest asbestos related mesothelioma risk. The risk associated with sodic tremolite (winchite) appears to be similar. In chrysotile miners and millers, the mesothelioma risk has been linked with exposure to asbestiform tremolite. Exposure to chrysotile in a pure form seems likely to present a very low if any risk of mesothelioma. While the majority of mesothelial tumors result from exposure to the asbestos minerals, there are other well established and suspected etiological agents. While a practical threshold seems to exist for exposure to chrysotile, it is unlikely to exist for the amphibole asbestos minerals, especially for crocidolite. To date there is no indication of an increased risk of mesothelioma resulting from non-commercial fiber exposure in the taconite industry. © 2007 Elsevier Inc. All rights reserved. The Pipeline gold ore body was discovered in Lander County, NV in March 1991. Construction of the new mine and mill did not start until early March 1996. The $289-million project was placed on a fast-track development schedule upon completion of permitting and corporate approval. The mine and mill were commissioned 11 months after the start of construction and the project ended up $40 million under budget. Project design and construction management were provided by Placer Dome Project Development Division (PDD). History The Cortez Joint Venture has operated in northeast Lander County since the late 1960s. The business structure is comprised of 60% Placer Dome and 40%Kennecott Exploration. Throughout the years, production has been from several small open-pit deposits— Cortez, Horse Canyon, Gold Acres and now Pipeline.

The field demonstration portion of the course was conducted June 10 at wlh Construction Co.?s yard in Denver, CO. The full-scale field demonstration presents many types of drilling and grouting equipment in operation as well as numerous grouting methods performed under various field conditions.

India does not possess any soluble potash reserves and depends completely on imports. In this study, an attempt has been made to recover potash (K) values from the mica sample employing thermal and mechanical routes followed by leaching. Direct leaching of mica in different lixiviants is found to be ineffective with very low K-dissolution (1–5%). Heat treatment with different fluxes, such as NaCl, NaOH, and CaCl2, is carried out and almost 85% K-values are recovered. Mechanical activation of mica and with different calcium additives is carried out to recover potash values. K is recovered in leach solution in the form of soluble salts, such as K2CO3, K2SO4, and KOH, and leach residue consists mainly of calcium-alumino-silicates. Using mechanical activation with flux, it is possible to recover >95% K-values from mica sample. Mechanical activation with calcium-based flux is found sustainable in the recovery of K-values from mica.
