The title of my paper, "A Company's Response to Federal Coal Leasing," brings to mind a picture of a dog chasing its tail. This is what the coal industry, has been doing since the Federal coal leasing moratorium went into effect in 1971. We've gone around in many circles, but we are only very slowly, if at all, getting closer to catching our tails, i.e., efficient, economical, and rational Federal coal leasing. My companies, The North American Coal Corporation and its four Subsidiaries, The Falkirk and Western Plains Mining Companies and The Coteau and Missouri Valley Properties Companies, together hold in excess of 4.5 billion tons of lignite reserves in North Dakota. Some of our North Dakota properties are substantially interspersed with Federal coal, with the government holding title to the minerals in every other section. This checkerboard pattern of Federal ownership has made it difficult to develop and market some of our reserves, and, as a result, it has become imperative that we be familiar with and active in the Federal Coal Leasing Program.

Computer programs commonly used to simulate mining operations generally require a fair amount of data. The common data input methods have been by either creating an ASCII data file or answering numerous questions during the data input phase. Both methods of data entry are tedious, time consuming, and inflexible. A screen handling system has been developed to drive FORTRAN-77 application software for the MS-DOS environment. The system utilizes keyboard functions with an aid of extended ANSI codes. It also allows a multi-view input data entries.

Dual Tube Reverse Circulation (DTRC) drilling has been extensively used for collecting groundwater information for the dewatering program at Amax Gold Inc. Sleeper Mine. This paper presents a discuss ion of the types of data which can be collected from DTRC drilling, as well as the effect submergence has on the data. A simple low-cost method of injection testing has been developed using DTRC equipment, allowing quantitative data to be obtained from exploration or test holes. Potential yields can be determined for each drill location, allowing siting and design of production wells to be optimized.

A new high intensity grinding technology has been developed and is now being commercialized by Hicom International of Australia. This has led to the development and manufacture of Hicom 120 grinding mills which are now being sold internationally for a range of mining industry applications. The first commercial process application has been for the diamond sector, where the ability of the mill to remove host kimberlite rock by attritioning, with no damage to the thereby liberated diamonds, is seen to be a most beneficial attribute. There are, however, many other mineral industry applications for this mill.

This paper summarizes and evaluates data on mine subsidence ground movements and associated damage for houses in Illinois. Based on the data collected, the response of homes to subsidence ground movements is expressed in terms of repair costs. A damage criteria is then proposed that relates the ground movements and damage levels. The data were collected as part of a comprehen¬sive study performed for the Illinois Abandoned ?Lined Lands Reclamation Council, A -M-RC, by the Civil Engineering Department at the University of Illinois, and probably will be published in late 1934 by the council. The study concentrated its efforts on surface ground movements and the effects to houses over abandoned room and pillar mines. The resultant surface subsidences are commonly dish or bowl shaped and are termed sags. Method of Analysis The steps in analysis used to arrive at the proposed damage criteria are: 1. Canvas and rap subsidence damage in houses, 2. Assess the associated ground movements, 3. Estimate the damage repair cost, 4. Develop a damage/repair level classifica¬tion, 5. Correlate the associated ground movement, damage/repair level and home construction type, 6. Propose a damage criteria.

The Australian coal industry over recent years has experienced the situation whereby exploration and mine development are moving into geographical areas where the coal seams have never been mined to any extent in the past, if at all, and particularly where there is no history of experience in preparation of these seams. Additionally, the demands have been such that the development of a mine up to production stage should proceed with minimum delay. This is a situation which is of some importance and concern, in view of the coal quality requirements now experienced within world markets which can only be met, in most cases, by careful preparation. Costs are such that the preparation plant should operate as required by the situation and with maximum efficiency, which means that laboratoty information of breakage and washability characteristics which are required for preparation plant design should be accurate and available as soon as possible, even to a certain extent during the progress of the exploration.

The lesser developed countries (LDC's) may be classified into two categories: 1) oil producers, and 2) non-oil producers. The non-oil producing LDC's, as a class, are at present in very difficult financial straits. (1) Since the quadrupling of world market crude oil prices in 1972, an ever greater share of the LDC's export earnings have gone to pay for oil imports, in-stead of national reinvestment. The LDC's inter-national debts--much of it to pay for oil--have soared to record levels, with consequent limits for future credits. (1) Again, this inhibits future national investments, and there does not seem to be an end to the future increase of Organization of Petroleum Exporting Countries (OPEC) prices. Indeed, some of the economic difficulties in some metal markets--particularly the imbalance of production vs. markets for copper, can be traced indirectly to the OPEC cartels' heavy-handed impact on copper producing LDC's which must produce copper at any price to meet their oil bills. (2) Among the major oil importing LDC's are the Philippines and South Korea. 50th nations have substantial cement industries. The South Korean industry is geared for major export markets in the Far East. Both nations have ambitious plans for economic growth in order to accommodate burgeoning populations with ever increasing expectations for high standards of living. These plans had some success, more or less, until the high OPEC oil cartel charges had to be borne. Now, in common with all oil-deficit areas, the Philippines and South Korea are seeking lower cost sources of energy. Both countries have coal deposits. In the case of the Philippines, the reserves are in scattered, relatively small deposits. Most of the coal deposits are faulted, folded and, in general present formidable production problems for limited reserves. Nonetheless production has been on the order of about 70,000 to 150,000 tons per year in the last 30 years. Prior productions (1920-1941) varied between 9,000 Co 150,000 tons per year. (13)

Conventional logging tools such as density, neutron, and acoustic have ranges of investigation of tens of centimeters. The borehole gravimeter, however, has a range up to hundreds of meters. For example, from the center of a cylindrical orebody 0.22 g/cm3 denser than its surroundings, one can detect the boundary of the orebody at a radius as large as five times its height. More complex structures can be investigated with computer programs. We can predict the usefulness of proposed gravity surveys, or decide which suggested structure is most likely to have caused the results of existing surveys.

A column flotation system was designed to conduct release analyses of a very finely disseminated, stratiform, copper ore from the Denali Copper Prospect, Alaska. Chalcopyrite is finely disseminated in a carbonate matrix and pyrite is disseminated in both the chalcopyrite and gangue, requiring grinding to 20 microns for adequate liberation. A 25 mm x 2.4 m glass flotation column was designed. The ore and its flotation tailings were repeatedly floated to obtain a rougher concentrate, which was repeatedly floated to produce release fractions. These were analyzed for copper, iron calcium and magnesium. Release curves were plotted. The procedure was replicated at each of two grinds; 99% and 88% passing 37 microns (400 mesh), and should find application for flotation characterization and process selection. Bond grindability work was also conducted.

Steel consumption forms a significant part of the operating cost of a minerals processing plant. An estimated one-quarter billion kilograms of steel in the United States and over one-half billion kilograms in the world are consumed each year in wet grinding alone. The depletion of ore grades and the necessity of finer grinding of abrasive ores are expected to increase the steel consumption even higher. Through continued research and development by the mining industry and the suppliers of steel products several remedies to reduce steel consumption have evolved. This paper critically reviews the mechanisms involved in steel wear, and currently available methods, materials and operating conditions for reducing steel consumption. Particular attention is given to liner design modifications and substitution of steel liners with rubber liners.

During the past fifteen years considerable progress has been made in the technology of slope design. It is possible to design rational slope angles if suitable data on geology, hydrology, and rock properties are available. It is of course preferable to conduct a full scale slope design study, but there are those situations where a full scale study is not feasible because of time and budget constraints. In this paper we will treat two situations: (1) choosing slope angles for a preliminary feasibility study at the exploration stage; and (2) dealing with a slope failure in an operating pit. In these instances slope angles must often be chosen on the basis of available or readily obtained data. In an exploration program all too often a feasibility study is initiates just a few months prior to the decision deadline to drop the property or to exercise an expensive purchase option. If all that is available at this point are a few cross sections at odd angles showing ore and waste contacts and a dog-earred map of the surface geology there may not be time to collect and organize enough information for design of slope angles. On the other hand if during the drilling program geologic cross sections are constructed and the structural data is presented in tabular form, rational slope angles can be determined within the allotted time. Certain types of data can be collected only at specific times during a project. Two prime examples are logging fracture intensity and collecting samples for rock testing before the core is split. It is particularly disheartening to ask to see the core and to be shown a tattered cardboard box filled with plastic bags of sample pulps.

Anthracite is widely known as a domestic or space heating fuel. The prevailing market ratio of domestic to industrial consumption was about 80 to 20 up until 1950. Since then it has been shifting until now the ratio index is about 50/50, exclusive of overseas export. Despite a declining domestic space heating market, the demand for industrial anthracite remains good. However, as a result of stringent air pollution regulations, there is a renewed interest in this low sulphur coal which cannot smoke under any conditions. Anthracite serves other important industries such as power generating, metallurgical, cement, ceramic, chemical, water sewage and industrial wastes filtration. Anthracite is an excellent natural source of carbon and may be utilized in many processes.

The filtration of phosphogypsum is a ubiquitous step in the manufacturing of phosphoric acid. It is highly desired to achieve the minimum concentration of P2O5 in the phosphogypsum cake. This work is aimed at addressing P2O5 losses in phosphogypsum (PG) along with the recovery of P2O5 from slurry by using constant pressure filtration at 1 bar pressure. Laboratory tests were carried out in the phosphoric acid production plant situated in Paradeep, India. Recycled water source near acid plant (i.e., pond water) was used for cake washing to reduce the burden on fresh water stock. The findings indicated that pressure filtration offered the most effective P2O5 recovery (nearly 93.48%). The moisture was reduced to 14–16%, and watersoluble P2O5 in the gypsum cake was found to be negligible. A narrow particle size distribution was observed, which offered effective filterability with average cake resistance of 2.38 × 1010 m/kg, indicating a moderately separable cake.

The technology employed in the processing of nickel- and cobalt¬bearing ores is a continually developing process for utilizing the natu¬ral resources available at a given time. Most of the nickel-bearing ores of commercial importance fall under the category of sulfide or lateritic ores. While the occurrences of both types of ore have been known for over a century, until 1960 sulfide ores largely from Cana¬dian mines have constituted the chief source of production for com¬mercial nickel in the Free World. Sulfide ores are readily amenable to some physical means of concentration, but the lateritic ores are not readily concentrated, and to compete economically with the sulfide ores only the high-grade garnierite ores (a type of lateritic ore) found in New Caledonia were processed to any great extent up to the time of World War II. Around 1960, a gradual shift in emphasis towards latetitic ores as a commercial source of nickel became evident. See Fig. 1. New discoveries of sulfide ores, usually located underground, had not kept pace with the steadily increasing demand for nickel. The lateritic ores, found near the surface of the earth, could be readily surveyed and mined. Lower cost processes were being developed for the extrac¬tion of nickel from lateritic ores and for a time it appeared that, based on pre-OPEC economics, the lower grade lateritic ores-down to 1.2% nickel-could satisfy an increasing share of the world demand for nickel. The sharp increase in the price of crude oil in the 1970s, however, slapped an economic damper on the lateritic ores. Processes for treat¬ing lateritic ores consume large amounts of energy; as the nickel industry entered its deep recessionary period in 1981-83, nickel pro¬duction from lateritic ores became less and less profitable than from sulfide ores. At the same time, new sulfide ores were discovered and brought into production, notably in Australia and South Africa. The chapters in Section 17 were prepared in 1973. Recent improvements in mineral dressing techniques since then include Inco's pyrrhotite separation process which can remove additional pyrrhotite from nickel concentrates, resulting in reduced sulfur dioxide emission from the Sudbury smelter, by some 25%. The chapters in this section dealing with nickel are grouped in line with the two broad categories of nickel ores. Starting with the description of nickel and cobalt ores in Chapter 2, Chapter 3 deals with the processing of sulfide ores, and Chapter 4 deals largely with lateritic ores. The intermediate steps to produce a suitable feed for extraction plants and refineries are similar in principle within the same categories, although dissimilar between sulfide and lateritic ores. Thus Inco in Canada employs flotation and so does Western Mining Corp. in Australia, although Inco's plants were started before World War II, and that of Western Mining only recently in the late 1960s. Treatment subsequent to the ore dressing step, however, shows some interesting differences. The Missouri University of Science and Technology?s (Missouri S&T) Experimental Mine is a teaching and research facility which has been excavated in limestone by mining engineering students over almost 100 years. The mine is currently being extended to a second level. Available fans for ventilation are two surface fans of 24 kW and two underground booster fans of 12 kW. The design of a ventilation network in conjunction with multi surface fans and booster fans entails a complex procedure. Ventsim Visual software modeling has been used for network analysis to determine the optimum surface and booster fans locations, blade settings, and speeds. Both natural and mechanical induced ventilation pressures have been taken into account. Three working faces on each level have been designated as target points that minimum air quantities are required. The model has been calibrated against a pressure and quantity survey. Design of ductwork, door/stopping positions and different fans characteristics have been examined. The optimum flow rate at identified working faces, efficiency and minimum energy losses and annual network power cost determine the best scenario. The optimum design has been determined for the ventilation network for the next 100 years. The optimum flow rate across working faces is the key criterion selected.

Estimated reserves of high-grade iron ore at Serra dos Carajás total 16 billion metric tons and have an average grade of 66.7 percent iron, 2.2 percent combined silica and alumina, and 0.05 percent phosphorous on a dry basis. Hematite is predominant and no significant sulfur or other deleterious elements are present. Figure 1 illustrates the comparative magnitude of the Carajás reserves. Serra dos Carajás is located in northern Brazil, about 550 kilometers southwest of Belém, Pará. It is six degrees south of the equator between the Xingu and Tocantins Rivers. Both rivers flow northward toward the Amazon River. The greater part of the area is covered by thick jungle, and the most practical means of access is by air. Figures 2 and 3 show the location of Serra dos Carajás. Figure 4 shows the distribution of the major iron-ore deposits.

When studying the feasibility of using autogenous or semi-autogenous grinding, operating and engineering companies frequently request assistance from the mill manufacturers in three areas - 1. Recommendations for studying the suitability of autogenous or semi-autogenous grinding for the specific ore. 2. Mill sizing, to accomplish required grind. 3. Recommendations on mill design and operation. Rod mills and ball mills are selected by the use of bench scale standard grindability tests and established calculation procedures, of which the most frequently used are the Bond Grindability tests and the Bond Work Index equation(1). The accuracy of these have been reviewed by C. A. Rowland in his papers, showing the correlation of work indices calculated from plant operating data and laboratory grindability tests(2)(3). The selection of autogenous and semi-autogenous primary mills has not reached the stage where mill size selection can be made from bench scale tests. Considerably more extensive testing will be necessary than required for selecting rod mills and ball mills.

This paper describes," the application, of a modular or building block approach to the analysis, design, and control of complex mineral treating processes. The main purpose of the paper is tutorial, to show the reader how such processes can be modeled using a modern digital computer" and, not to discuss in any detail the results that may be achieved in such studies. It is proposed that, the main techniques be illustrated by reference mainly to the Bayer process for alumina extraction and purification; in cooperation with the Aluminum Company of Canada Ltd. the author and his Colleagues at McMaster University and their students have studied this, process as a means of applying new computer techniques to extractive metallurgical processes. The plant described was studied by the author and his colleagues as a senior undergraduate project in cooperation with the Aluminum Company of Canada. It is one of several studies that have been carried out with Canadian industry. (1)

Autogenous grinding, defined as grinding with like material, while quite an old art has recently been revitalized. Two phases of autogenous grinding, primary and secondary, have been the subject of recent papers, technical articles and discussions. The purpose of this paper is to discuss a third phase of autogenous grinding - Intermediate Autogenous Grinding - comparing it to and indicating advantages over the other two phases. Autogenous grinding can also be called ?Rock grinding?1; that is, grinding using ore or rock from the same deposit as the mill feed as grinding media contrasted with using as grinding media steel rods, steel or ironballs, natural or manufactured iron, free pebbles, or other shapes and materials foreign to the mill feed.
