The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.

The Pacheco Pumping Plant is situated on the west end of San Luis Reservoir in western Merced County, California. It is designed to draw water from the reservoir and pump it into a 3,500,000 gallon regulating tank. The water then flows entirely by gravity to the Coyote Pump Station in Morgan Hill, a distance of 40 miles, where it is pumped into Anderson Reservoir. This water is used to recharge the depleted groundwater table in the Santa Clara Valley. Eventually, some of the water will be diverted to Hollister in San Benito County and to Watsonville and Santa Cruz in Santa Cruz County. The owner is the United States Bureau of Reclamation. The underground work consisted of a fifteen foot finished diameter surge shaft 250 feet deep to the crown of the pump chamber; a twenty foot finished diameter pump chamber which declined from the shaft at 14.2% for ninety feet and then ran horizontally for 180 feet; and twelve each five foot diameter steel lined intake shafts 240 feet deep which intersect the pump chamber in the horizontal section. (Figure 1) Upon completion of the pump chamber, the contractor had to dewater the existing tunnel under the reservoir, excavate the remaining fifteen foot plug, and concrete the transition. The low bidder for this contract was Underground - Continental-Heller at 414,456,000. Excavation of the open cut for the pumping plant and surge shaft began on April 14, 1983. This was performed using a Koehring 1066D backhoe, dozer, trucks, and two Cat 631 scrapers. The excavation was started at the surge shaft so that the grouting could begin

Introduction Examining the short- and long-term job prospects for engineers in the coal industry might include looking at coal tonnage projections, future export markets, federal regulations, and the decrease in overall graduates. But coal is the US most competitive basic industry. As such, why not go back to basics? That is, there are three basic challenges that need to be faced by students, faculty, and members of the coal industry. These challenges are counseling, career placement, and professionalism. Counseling Counseling can include elementary, high school, and college students, as well as individuals already employed. But what happens to students after they have selected a course of study at a particular university? As shown in Fig. 1, only 87,000, or 7.25% of our graduates have technical degrees. Generally, there is a strong market projected for these engineering graduates. However, many students who have majored in other nontechnical curriculums, have to scramble for jobs. This says something about our ability to make students aware of where the real job opportunities are. As a student spends four or five years pursuing a degree, he or she is looking for professional guidance. The student has the right to expect "real world" counseling - counseling that is not "the way it should be" but "the way it is." The influence of faculty members is significant. They should take this long opportunity to tell students not what they want to hear or what the problem's of academia or the industry are, but what the real job market is all about. If faculty do not use this opportunity, they in-advertently-through omission - mislead their students. Once a student graduates and is a working alumnus, faculty should take advantage of their relationship with the student and continue to stimulate conversation leading to a two-way exchange of ideas and information. Faculty should also encourage and solicit financial support for their mining departments from their alumni. These monies, in many cases, will be matched dollar for dollar or more, depending on the company the alumnus works for. In the private sector, the responsibility is to communicate with faculty and students. Alumni can be effective by participating in this two-way dialogue with their professors at meetings, technical seminars, and conventions. In many cases, alumni will employ summer or co-op students in their organizations. While getting to know these students, industry members should level with them on where the true opportunities are and what it takes to be successful. It is important to communicate with both faculty and students candidly on both the posi-

INTRODUCTION The Macassa Division of Lac Minerals Ltd. is a high grade gold mine that has been operating in Kirkland Lake, Ontario for the past 51 years. It produces approximately 120,000 tonnes of ore per year, averaging approximately 18.7 grams per tonne (0.45 ounzes per ton) of gold. Over the years, the ore body has been developed to a point where mining takes place below the 1,220 m (4,000 feet) elevation and 1,830 m (6,000 feet) west of the original shaft. The mine is currently serviced by two surface and two winze shafts. (Figure 1). The ore body extends below the 1,930 m (6,400 feet) Level which is the bottom of the existing mining operation. An ambitious underground exploration program has substantially increased these reserves. Concurrent with the discovery of greater reserves, has been rapidly escalating mining costs, particularly labour which constituted 66% of the total cost in 1981. These costs continued to escalate as the major proportion of mining was carried out to the west, far away from the existing hoisting systems. This required three lift hoisting for men, materials and ore. I n addition to the increased travel time and ore handling expense, increased humidity and temperature and ventilation and compressed air losses have added to the inefficiency of the operations. As a result, studies were initiated in 1980 to assess the future of the Macassa operation.

Worker safety is an issue that transcends industries, whether it be mining, construction, manufacturing or even general office work. In the mining industry, safety and training are particularly important because mining is a dangerous occupation. Throughout the years, federal and state safety regulations have been written and revised to keep up with the changing technologies. And mine operators have installed their own safety and training programs. They have come to realize that a safe and healthy workforce has positive effects on productivity and profitability —not to mention avoiding the high costs of injury-related absenteeism.

Mountaintop removal (MTR) mining started in West Virginia nearly 30 years ago. This surface mining method can extract multiple coal seams as thin as a few inches in whole and minimum rock dilution in very steep mountainous terrain. MTR is highly efficient, even if coal seams are in close proximity and small in a real extent. Consequently, MTR has been widely used in the Central Appalachian coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impact on the surrounding area. During the past two years, however, the debate over MTR mining has grown quickly and has become very intense. This article describes chronologically issues raised by various parties, legal actions, impacts on mining permit applications and research projects developed to address the issues.

Microcomputeranalysis has long been a technique for engineering professionals to improve the theoretical and practical design of continuous mining systems. Such work has been typically composed of modeling observed events and then introducing a variety of known elements with predicted results to compare against the results of the model. Programs written in BASIC, Cobol, Fortran or other language dominated such efforts. These programs have taken years to develop and prove out. This article explores a new management tool used daily at Tanoma Mining Co. (TMC) to track and improve continuous mining systems through the use of microcomputers and Lotus l-2-3 software. Data provided by section foreman, shift foreman, and maintenance personnel are analyzed against predetermined goals. In this way, new production targets are developed, weaknesses in the current mining systems are identified, and the results of changes are measured. The current results of this system on the productive output of TMC systems is on the order of 10% improvement. Thin seam coal mining is an industry within the broader industry of coal mining. Thin seam mining faces the same cost pressures and engineering problems as its higher-seam competitors without the advantages of moving volume per foot of extracted material to stay at an economic parity with others requires additional creativity within the management teams to extract higher productivity gains from the existing workforce and mining systems. TMC operates a deep mine in Indiana bounty, PA, about one hour northeast of Pittsburgh.

Graphite is soft and easily floatable but it is quite difficult to obtain high purity concentrate at coarse sizes. Chemical treatment can produce high grade concentrate but it is an expensive process. Graphite containing plus 96% fixed carbon (FC) with coarse flakes commands high price in international market. Such graphite concentrate containing plus 96% FC was produced in Indian Bureau of Mines (IBM) by using newly developed reagent (mixture of different hydrocarbons and terpenes, IBM/D7) instead of commonly used frothers viz. pine oil, MIBC, kerosine etc. and regrinding in a special type of mill with special grinding media instead of grinding in a conventional ball/ rod mill followed by cleaning. Both the new reagent (frother) and special grinding media are inexpensive and readily available. The process is under patenting. This paper focuses application of this new grinding methodology for flake size protection, and the new reagent for selective flotation of high purity graphite.

Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic. Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are: • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? • If so, when will subsidence take place? • Can a specific surface area be affected by subsidence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

There has been a continuous interest in chemical aids for processing Canadian oil sands by hot water extraction process since the first commercial industry operation in 1967. Several inorganic and organic chemical systems have been introduced, of which sodium hydroxide is the most widely used extraction process aid by major producers. Use of NaOH, however, results in accumulation of sodium ions in recycled water, causing higher clays dispersion and producing tailings with poor geotechnical properties that turn into mature fine tailings. This is especially true for low grade and oxidized ores, which present the greatest challenges in bitumen recovery and produce the major portion of fine tailings. In this paper, we are presenting a novel method based on use of inorganic polymers as process aids for various low grade oil sands ores. Denver flotation cell and a laboratory scale hydrotransport loop were utilized to evaluate the effect of chemical dosage and operating parameters on the processability of oil sands samples from Athabasca region. Process tailings were examined for properties such as water chemistry, suspended solids, settling rate and the ease of tailing treatments. Our results demonstrate that the use of inorganic polymers during the froth process lead to a significant improvement in bitumen recovery from low grade oil sands and can improve further tailing treatments. This offers a viable solution that can be easily incorporated into current processing facilities and deliver several operational and economical benefits. Advantages in use of inorganic polymers versus sodium hydroxide are presented in details.

The depletion of good-quality phosphate resources, coupled by a need to supply acceptable products at a rapid rate, while meeting the specifications of fertilizer chemical plants, is of significant concern to the phosphate industry, particularly the production of concentrates with tolerable dolomite content. Tremendous efforts have been made in the past to develop an efficient and economical process that can effectively reject dolomite. However, dolomite removal continues to plague the phosphate industry due to several process-specific challenges being encountered with various beneficiation technologies. In this regard, detailed characterization of phosphate reserves is crucial to understand textural limitations and help design appropriate strategies to achieve quality products. In this paper, the development of procedures to establish dolomite rejection/francolite recovery curves for gravity preconcentration of pebble phosphate from Central Florida is described using high-speed X-ray computed tomography (HSXCT). The developed procedure is illustrated with the analysis of high MgO pebble phosphate samples (10.39 mm × 1 mm) received from South Pasture and Four Corners locations operated by the Mosaic company. The rejection/recovery curves were calculated for each sample for five different particle size classes to observe the trend in rejection/recovery with variation in particle size. In order to evaluate the reliability of the HSXCT data, analysis using the high-resolution X-ray computed tomography (HRXCT) technique was performed on one particular sample (FC-3-1). Finally, to assess the separation efficiency, the HSXCT and HRXCT rejection/recovery curves obtained were compared to experimental gravity preconcentration results reported in the literature. In this way, liberation limitations for gravity preconcentration in the processing of pebble phosphate have been established based on X-ray computed tomography analysis.

It is an update of a paper of the same title which was presented by Sass and Mansanti at the AMC conference in San Francisco in 1987. New practices, new equipment and variations of older practices that have been introduced in the last five years are discussed in each of the following categories: process selection trends, comminution, gravity concentration, flotation, oxidation, agitated and vat leaching, heap leaching, solution concentration and purification, zinc precipitation, electrowinning, tailings disposal detoxification, and reclamation.

This paper details Keeler/ Dorr-Oliver's experience with the application of fluid bed combustion technology to the burning of coal-mining waste. The designs of two stage fluid bed combustors/dryers are demonstrated as useful in the drying of coal, slag and coke, using coal and coal refuse (gob) as fuel. Anthracite mining refuse (culm) is more than abundant in Northeastern Pennsylvania. After demonstration at Shamokin, Pennsylvania, a full commercial-sized fluid bed boiler using culm is used for district heating in Wilkes-Barre, Pennsylvania. Limited research work has shown the utility of using fine coal as filter aid in sludge in¬cineration. With the rising avenues of the suitability of coal as auxiliary fuel in fluid bed sludge incineration, an expansion of these concepts combines the use of coal or coal refuse as filter aid and auxiliary fuel. For the first half of the 21st century, the United States will rely on the same mix of fuels it has for the past 50 years. Petroleum for the United States will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in stress on the gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging “piggy-back” trailer haulage, co-generation for manufacturing and expanded passenger service.

INTRODUCTION The slurry shield method was developed in Japan in 1963 and its experimental tunnelling work was performed in 1965. Although the history of this method is short compared with the conventional shield method in Japan, many companies such as Tekken Construction, Okumura Gumi, Nishimatsu Kensetsu, etc. are engaged at present in developing their own unique system of the slurry shield method. The ground of Japan is generally pervaded with ground water and a large number of districts are covered with soft ground, which is composed of fine sand, silt and clay, etc. Therefore, the conventional shield method has always used compressed air with various kinds of auxiliary methods. However, with this method there have been experienced numerous troubles such as ground settlements, lowering of ground water, oxygen shortage within the tunnel, and so forth. The slurry shield method has been developed with the above background. In recent years remarkable progress has been made from the engineering viewpoint in applying this method to driving various kinds of tunnels such as road tunnels, subways, water supply and sewer tunnels, and other tunnels. Traveling through the moors and valleys of Cornwall, England, one is reminded of the extensive mining activities of the past. Abandoned shafts, remains of granite block wheel houses and engine houses, battered brick stacks, old calciners, overgrown water wheel pits, count house remains, overgrown waste pits, and old portals are gaunt monuments to a once flourishing mining industry. Cornwall is bordered on the north by Devon and occupies the south-western most tip of Great Britain. The Atlantic Ocean borders the promontory; to the north, the mouth of the famous Bristol Channel faces the open sea; and to the south, the English Channel separates the land masses of Great Britain and Europe. This part of England is probably the most extensively mined ground in all of Europe. Such great mines as Dolcoath and Wheel Vor, Consols and South Carodan, Levant and Bottalack, remain legendary in the annals of metal mining in the nineteenth century. Many US mining districts hold close ties with Cornwall, Devon, and Wales through ancestors who emigrated from there to work in US mines in the eighteenth and early nineteenth centuries. Their descendants can be found in many major US mining districts, and their terms, expressions, customs, and methods have left an impact on the US mining scene that remains with us today.

In the mid-to-late 1800’s the U.S. mining industry was on the threshold of nearly a century of golden times. Nearly every state had a prosperous and growing mining sector. The importance of the industry was reflected in the creation of the state school of mines. Today, with the depletion of readily available mineral reserves, much of the U.S. metals mining industry is considered to be in a sunset phase. The same is true with the mining schools that serve the industry. However, the United States is still a major consumer of the world’s minerals and requires a dependable supply of both minerals and minerals professionals. In his 2002 Jackling Lecture “You Can’t Make a Silk Purse Out of a Sow’s Ear” the author presented a list of concerns, propositions and recommendations. In this follow-up paper, the author further explores the subject through the presentation of a detailed case example focusing on the iron mining industry of Minnesota and minerals education at the University of Minnesota.

Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

Most of us are aware of the ever increasing use of underground space. At the Advisory Conference on tunneling in Washington, D. C. in June of 1970, the demand for construction oriented tunneling during the 1970s was estimated at some 21,000 Km of length with an excavation volume of 675 million cubic meters. Of this total, 11 million cubic meters were forecast for underground parking. Though this is a small portion of the total, it is significant to note it represents a 280% increase over the previous decade. Other areas of unusual increase were railroad tunnels, 150%, and rapid transit tunnels, 160% (1). Faced with this increasing demand, the need for improved excavating efficiency is obvious. Great strides have been made. In Japan, for example, several new long tunnels have been driven parallel to old existing ones at costs as much as 50; under those of the original tunnels (1). This is an impressive achievement. I am certain, however, that we would all agree that even greater improvement is required. Great emphasis is being placed upon sophisticated systems which include among others, mechanical borers, thermal fracturing, and various methods of rock weakening and softening. However, in hard rock excavation the fact remains that the drill-blast method continues to be the most widely used system. Undoubtedly it will continue to be one of the most important techniques in the forseeable future.
