Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

The gold mining industry has mainly relied upon the use of highly polluting chemicals, such as mercury and cyanide to recover gold from its ores. The Coal Gold Agglomeration (CGA) process was developed some years ago and has the advantage in that gold is recovered by a procedure which has little or no negative impact on the environment. A gold ore containing liberated gold particles is contacted with coal-oil agglomerates, where by the gold is recovered into the coal/oil phase. Laboratory scale batch tests were performed on an artificial mixture gold slurry and gold recoveries of up to 85% were found under optimized conditions. By recycling the coal/oil phase, it was found that the gold loading onto the agglomerates was increased. Tests performed on an industrial ore yielded slightly lower gold recoveries, and X-ray Diffraction (XRD) analysis on the coal/oil phase showed that minerals other than gold was recovered into this phase. A comparative study was conducted whereby the CGA process was compared to mercury amalgamation. Gold recoveries obtained through amalgamation were 15% lower than by the agglomeration process, which indicates that this process can be considered favourably as an alternative to amalgamation.

Changes in reductant and energy inputs which are required to adjust the slag composition in an ilmenite smelter to a higher or lower FeO content are calculated. The calculated changes are based on the assumption that solidification equilibrium with the freeze lining constrains the slag composition to follow a eutectic groove in the TiO2-FeO-TiO1.5phase diagram. Calculated equilibrium conditions along the eutectic groove are presented, and form the basis of the calculations. The inputs of energy and carbon need to deviate strongly from the steady-state values to adjust the slag composition. The inputs required at any given time depend on the desired rate of change of the slag composition, and the current slag composition. The steady-state relationship of a change in energy input of 5 kWh corresponding to a 1 kg change in carbon input also holds for the changed inputs during transient changes in FeO content. Raw material fed into a processing or refining plant is required to be uniform in composition for several reasons. When the mined ore is highly variable in quality the only way to ensure consistency is to homogenize the ore prior to the process. The problem is more complicated in the case of multiple ore sources. The idea behind the research is that theoretical blending ratios can serve not only to meet predefined specific criteria but also to reduce grade fluctuations of variables under consideration. In this paper, the problem is formulated as a quadratic programming problem, whose objective function is in quadratic form and constraints are linear. A case study was conducted on a data set from an iron orebody to demonstrate the technique. The objective was to minimize the blend variability in terms of each variable (in this study, iron, silica, alumina and lime) grade of ores extracted in three different production faces. The stockpile capacity, lower and upper limits of each variable satisfying operational requirements and non-negativity were constrained to the model. A modified simplex method developed by Wolfe was used for solving the blending and homogenization problem. The promising results can be used as apart of the stacking and reclaiming design. Abstract Between the German city of Dresden and the Czech capital Prague a 4-lane highway is under con-struction. At the outskirts of Dresden it will cross the narrow and deeply eroded Weißeritz Valley by a bridge. Two twin tube tunnels under oblique angles join the bridge out of the rocky valley flanks. The different geotechnical conditions of these 4 tunnel portals, their design and construction are described within this publication. The two southern portals of the tunnel Dölzschen are situated within a vertical 65 m high former quarry slope, 25 m above the valley floor. The slope proved instable due to toppling failure and exposed serious rockfall risks. Systematic anchoring, scaling, rock bolting, netting and filling under extreme access conditions eliminated these risks. Tunnel excavation started from the slope surface without any pre-cut or conventional portal construction. The opposite northern portals of the tunnel Coschütz are situated in more gentle rock slopes. After removal of debris, excavation of the eastern tunnel started in a 30° slope striking oblique to the driving direction, without any precut, too. Because of the gentle slope inclination the cross section was not earlier completely covered by rock than 30 m behind. The western tunnel started from an optimized short, narrow and steep precut. Its flanks were stabilized by reinforced shotcrete and rock bolts. Because of the small distance between the tubes rock bolts were drilled into the cross section of the neighboring tunnel. Tunnel excavation was made by drill and blast operation, preliminary support consisted of steel arches, reinforced shotcrete and radial rock bolts. Thorough survey of the bolt’s coordinates and direction prevented them from meeting each other. Rock bolts were of the permanent type to prevent the final lining from being obliquely loaded. Systematically arrayed measuring devices checked deformations of slopes and tunnels. Zusammenfassung Der Neubau der Bundesautobahn A 17 wird Dresden und Prag miteinander verbinden. Die vierspurige Autobahn quert westlich von Dresden das enge und tief eingeschnittene Tal der Wilden Weißeritz mit einer Brücke. An beide Brückenwiderlager schließen mit schiefwinkligem Anschnitt doppelröhrige Tunnel an, deren Portale in den felsigen Talflanken liegen. Die unterschiedlichen geotechnischen Verhältnisse, die Überlegungen für einen jeweils optimalen Entwurf und der Bau der portalnahen bergmännischen Tunnelabschnitte sind Gegenstand dieser Veröffentlichung. Die Südportale des Tunnels Dölzschen liegen in einer vertikalen, 65 m hohen Felswand, 25 m über dem Talgrund. Die Felswand erwies sich als global kippgefährdet, außerdem lagen flächig verteilte erhebliche Steinschlag- und Felssturzrisiken für Bau und Betrieb vor. Die Kippgefahr wurde durch ein Systemraster aus vorgespannten Felsankern, die Steinschlag- und Felssturzrisiken durch bergsteigerisches Beräumen mit dem Brecheisen, Felsnägel und Steinschlagschutznetze eliminiert. Der Tunnelausbruch begann von einer Vorschüttung direkt in der Felswand ohne Voreinschnitt im Schutz einer kurzen Luftbogenstrecke. Die gegenüberliegenden Nordportale des Tunnels Coschütz befinden sich in wesentlich flacheren Hängen. Nach dem Aushub einer mehrere Meter dicken Abraumhalde begann der Tunnelausbruch der östlichen Röhre asymmetrisch mit einer Luftbogenstrecke in einer spitzwinklig zur Vortriebsrichtung streichenden, 30° mit dem Vortrieb steigenden Felsfläche, ebenfalls ohne Voreinschnitt. Wegen der flachen Neigung der Böschung war der Tunnelquerschnitt erst nach 30 m vollständig überdeckt. Für den Vortrieb der westlichen Tunnelröhre mussten erst eine zwischen den Röhren vorhandene Felsnase teilweise abgetragen, die westlich anschließende zurückspringende Felswand vertikal gestellt und gesichert und Felsaushub in der rechten Flanke getätigt werden. Der damit entstehende Voreinschnitt wurde so kurz wie möglich und ohne seitliche Arbeitsräume ausgeführt. Die Sicherung der Böschungen erfolgte mit bewehrtem Spritzbeton und Felsnägeln. Wegen des geringen Abstands der beiden Röhren wurden die unteren Lagen der radialen Ausbruchsicherung durchgeankert. Der Tunnelvortrieb begann im Schutz eines geankerten Portalkranzes und ebenfalls von einer Luftbogenstrecke aus.

Skorpion Zinc operates a solvent extraction/electrowinning zinc plant producing over 150 000 t/a of special high grade (SHG) zinc (>99.995% Zn). In the current flow sheet copper and cadmium are cemented from the neutral leach solution using zinc powder, to prevent galvanic corrosion of plant equipment and build-up of copper in plant solutions. This process is effective but unfortunately consumes expensive zinc dust and produces a low value copper product. The EMEW® (Electrometals electrowinning) technology of Electrometals Technologies Ltd. uses a rapid flow of electrolyte through a cylindrical cell to deposit copper or other metals from dilute solution (less than 1 g/L) [1]. The copper can be deposited as powder or may be harvested as a tubular cathode product. The advantage of the use of EMEW® technology at Skorpion Zinc will be to eliminate the use of expensive zinc dust and to produce a high value copper product for sale. Following extensive bench test work, a piloting campaign was carried out at Skorpion Zinc. The tests demonstrated the ability of the EMEW® cell to effectively remove copper from solution through direct electrowinning at lower operating cost than cementation. Recent studies on the physico-chemical properties of molten slags and oxide solid solutions of interest are reviewed. The review covers redox and phase equilibria in slags, viscosity, diffusivity, electrical conductivity, kinetics of interfacial reactions between slags and CO-CO2, interfacial properties and phenomena. Some highlights from ongoing work on modelling phase diagrams, component activity, viscosity and electrical conductivity of multi component slags will be presented and results compared with published experimental data on slags with or without suspended solid phases.

Paper written on project work carried out in partial fulfilment of M.Sc.(Chemical Engineering) degree Chromite and talc are two major gangue minerals in platinum bearing UG2 ore processed from the Bushveld Complex in South Africa. During flotation, talc is effectively depressed by the addition of depressants. Chromite, on the other hand, is considered to be hydrophilic, its recovery is believed to follow water recovery and therefore recovered by entrainment only. In certain cases it has been shown that chromite can be activated by the reagent suite and hence is made amenable to true flotation. The aim of the work was to investigate the effect of the addition of copper sulphate as an activator and the effect of the depressant type and dosage on the recovery of chromite. The results of these experiments showed that copper sulphate, at higher dosages, activated the chromite. Low dosages of copper sulphate resulted in no chromite activation. This was observed at low depressant dosages of both IMP4 (guar gum) and KU5 (carboxymethyl cellulose (CMC)). When the depressant dosages were increased, at higher copper sulphate dosages, it was observed that the activated chromite was depressed by IMP4, but that the activation was still significant with the use of KU5. The activation of the chromite is attributed to the form of the copper species present in the solution and on the mineral surfaces at pH = 9 enhancing collector adsorption and thereby increasing hydrophobicity. These species were not measured directly and it is recommended that this should be further investigated using surface mineral techniques. Keywords: flotation; depressants; chromite; copper sulphate

Avmin have developed a flowsheet for the refining of copper, nickel and cobalt from Nkomati concentrates. Cobalt is recovered from calcium-saturated solution using Cyanex® 272. Nickel is subsequently extracted using versatic acid. The loaded organic is stripped using spent electrolyte, producing advance electrolyte for recovery of nickel by electrowinning. Cobalt was recovered with >99.5% extraction efficiency, reducing cobalt from 1.8 g/l to <10 mg/l. The cobalt/nickel ratio in the cobalt product solution was >1500. Nickel solvent extraction was optimized to recover 99%, reducing the nickel concentration from 32 g/l to <0.3 g/l, while minimizing calcium deportment to the nickel electrowinning circuit.

The kinetics of the dissolution of colloidal silver in aerated cyanide solutions has been investigated with the aim of developing a relatively rapid and convenient method for monitoring the ?leaching power? of solutions typically used in the cyanidation process. Experimental results obtained are consistent with an electro-chemical model, in which the mixed potential is set up in the active region of the polarization curve for the anodic dissolution of silver, giving rise to a rate of dissolution which is controlled by the rate of mass transport of either cyanide or oxygen to the surface of the silver. The rate of dissolution of colloidal silver was found to respond to variations in the reactant concentrations in a similar manner to gold (and silver) in a typical free-milling ore. The use of this technique for the monitoring and control of the cyanide leach process is discussed.

Monitoring of the slopes of surface mines can prevent loss of life, loss of equipment, loss of production and possibly the loss of the mine. The effectiveness of such monitoring depends on the extent to which slopes give adequate advanced warning before failing, and on the ability of the monitoring system to detect such warning. In this paper an overview is given of slope monitoring requirements, from both the geotechnical and survey points of view, as well as the types of equipment and instrumentation that are available. Legal issues relevant to slope monitoring are also dealt with. It is concluded that conventional geotechnical and survey instrumentation will continue to have their place in slope monitoring. However, the slope monitoring scene has changed substantially in recent years. A real and volume-based monitoring equipment is now available and this has provided, and will continue to provide, the means to improve safety, and to enhance productivity in mining. Its benefit to slope management is substantial. In the near future it is expected that data obtained from such equipment will add a much needed new dimension to slope engineering, and be used to improve slope designs and to optimize slope angles.

The paper deals with the importance of design and of codes of practice in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included, which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

Detailed investigations have been conducted into 21 rockbursts which caused damage to excavations in deep South African gold mines, in many instances resulting in the death or serious injury of workers. The objective of this study is to determine the principal factors controlling the severity and distribution of damage, so that strategies to reduce the hazard of rockbursts may be developed. It was found that the source mechanism is often controlled by the mine layout, and regional structures such as faults and dykes; while local rock conditions and support systems strongly influence the location and severity of damage. In the short term the most important lever for reducing the rockburst hazard is the effective implementation of existing rock engineering knowledge and technology.

In the synopsis, the author concludes that ?high levels of seismicity do not coincide with high rockburst rates?. Implicit to an appreciation of this statement is the necessity of a common understanding of what is understood by the terms: ?high level of seismicity? and ?high rockburst rates?. With respect to the former term there is no difficulty in that the level of seismicity is traditionally measured in terms of the Richter Scale. The latter term however presents a problem in that the author defines it as a particular sort of seismic event?viz: ?Rockburst? is understood as a seismic event that causes damage to an underground excavation with subsequent injury, loss of material/equipment or production shifts? (p. 322). No scale is given of the amount of: ?excavation damage ?level of injury ?material/equipment loss ?production shifts lost whether separate or cumulative, for a particular seismic event to be classified as a rockburst. A further difficulty arises in that in common usage the words ?rockburst?, ?seismic event? and ?earthquake? are all used to describe the same event.

This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

A selective dispersion process is presented and the work carried out to find optimum process conditions to minimise the colouring material in ground calcium carbonate (GCC) is described. The feed material is the overflow product from a hydrocyclone which results from using a Denver Attritioning machine with semi-autogenous grinding for one hour and a 1:1 ore/water ratio. By using sodium silicate (SS), with pH 9 and pulp density 5%, the iron content (as colouring impurities) is decreased from 0.21% in the original concentrate to 0.12% in the final concentrate. The degree of whiteness reached is improved to 85% from 63% in the original material. However, by using hexametaphosphate (SHMP) at pH 10 at the same pulp density, the iron content decreased to about 0.073% and hence the whiteness degree increased to about 96%.

Gravity separation techniques have been in use in the mineral sands industry for decades; from the Reichert cone to Wilfley tables, Wright sluices and the Kelsey Jig, all attempting that elusive perfect gravity separation. Just as the gravity separation industry evolved, Richards Bay Minerals also evolved in their use and approach to gravity separation. This paper discusses the history of gravity separation at Richards Bay Minerals and briefly comments on future developments. History Primary Concentration Richards Bay Mineral?s (RBM) first mining concentrator and mineral separation plant commenced operation in 1977 to process ilmenite, rutile and zircon bearing dunal deposits along the northern Natal coast. The orebody contained a greater proportion of non-valuable magnetic heavy mineral in the SG range of 3 to 4 compared to West Australian and Florida USA deposits, making mineral separation more difficult(1). The deposit was mined using two dredges feeding a floating 2000 tph concentrator. Concentrator feed was screened and fed to two four-stage circuits consisting of primary, scavenger, cleaner and recleaner Reichert cones [see Figure 1]. The primary units were fed at a rate of 80 tph and a density of 60% solids by weight.

Instability in rockpasses at deep levels often initiates as a result of stress induced fracturing of the rock on the walls of the pass. This may then progress to a stage at which the geological structure of the rock mass becomes dominant and permits large joint-defined blocks and slabs to become unstable. In this paper, a technique is described in which jointing parameters and their variabilities?orientations, spacings and lengths?are taken into account in estimating the extent of failure that may develop around a typical unsupported deep level gold mine rockpass. The results of this prediction are compared with the results obtained from a review of pass performance in the gold mining industry.

In this paper some failure phenomena observed in the crossing of brittle rock formations at the Lötschberg base tunnel are presented. A brittle failure criteria, recently developed by Canadian researchers, is applied through finite element calculations together with a semi-empirical failure criterion, to explain these behaviours. Good agreement is found between predicted and observed failures at the tunnel walls. This study also shows some of the limitations of this approach. Dans cet article sont présentés certains phénomènes de rupture observés durant la traversée de zones de roches fragiles lors de l’excavation du tunnel du Lötschberg. Un critère de rupture développé récemment par la recherche canadienne est utilisé à travers des calculs par éléments finis. En parallèle, les résultats sont comparés avec ceux d’un critère semi-empirique. Au niveau des parements, l’ampleur des ruptures observées est assez proche des résultats de calcul. Cette étude a également permis de mettre en avant certaines limites de l’approche choisie. In diesem Artikel werden verschiedene Brucharten dargestellt, die bei der Durchfahrung von sprödem Gestein im Rahmen des Ausbaus des Lötschberg-Basistunnels beobachtet wurden. Zur Erklärung des vorliegenden Verhaltens wurden die erst kürzlich in Kanada entwickelten Theorien zur Beschreibung von Sprödbrüchen herangezogen und bei der Berechnung mittels der Finite-Elemente-Methode und eines semi-empirischen Kriteriums angewendet. Die so vorhergesagten Versagenszonen an den Tunnelwänden stimmen mit den Beobachtungen gut überein. Die Studie hat auch dazu beigetragen, die bei der Anwendung des Lösungsansatzes angetroffenen Schwierigkeiten aufzuzeigen.
