Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

Keywords: Pyrometallurgy, furnace, ferrochromium, alloys, Zimbabwe Zimbabwe Alloys was founded in 1949 by a consortium led by the John Brown Group. It was the first ferrochrome plant in Africa. The establishment of the refinery was necessitated by an increase in world stainless steel demand and the need to reduce cost by shipping alloy rather than chrome ore. The location of the refinery in Gweru was influenced by a number of factors, not least of which were the abundance of chrome ore deposits, access to inexpensive power from Kariba, the availability of reductant coke from Hwange, accessibility to ports (as the town was well served with rail and road networks second to none in the country), and of course cheaper labour costs. The production of Low Carbon Ferrochrome (LCFeCr) was commissioned in 1953 and produced from an Open Arc Furnace with a Submerged Arc Furnace producing Ferrosilicon Chrome (FeSiCr) that is used as a reductant in the production of LCFeCr. An experimental furnace was commissioned in 1958 to help with efficiency and control on larger furnaces. A second Submerged Furnace was commissioned in 1963. Three other Submerged Arc Furnaces were built between 1967 and 1974. Several mines were acquired between 1974 and 1984, as a strategic move to ensure the growth of the refinery. A briquetting plant was commissioned in 1977, enabling the use of friable ores to enhance the capacity of ore supplies and ore cost management. A plant to recover alloy from slag was established in 1994 to capitalize on market demand without large capital outlay that would be required to build other furnaces to increase capacity. Zimbabwe Alloys has created employment opportunities throughout the years. There have been direct employment opportunities at both the refinery and the mining divisions. With time, indirect employment was realised both upstream and downstream of the refining process, enhancing the livelihood of numerous people. Zimbabwe Alloys' involvement with various labour skills has, of necessity, enabled it to develop a culture of safety at work, home, and play. Zimbabwe Alloys has contributed to society by participating and funding various local initiatives primarily to impact positively on societal needs. The latest development was in 1996, when Zimbabwe Alloys entered into a Technical Transfer Agreement with Japan Metals and Chemicals to improve the efficiencies and hence the profitability of the LCFeCr production process. A significant quantity of various alloys has been produced since inception, and significant foreign currency has been earned for the country. This was in spite of challenges that included the cyclic nature of market prices, the upheavals of sanctions affecting the macro-economic environment, and the challenges related to the deteriorating grade of chrome ore and reductant coke.

Horizontal belt filters are typically used for separation of relatively free filtering solids where good post treatment is required. He horizontal belt filter is a continuous filter with an endless cloth supported on a grooved carrier belt. The belt and cloth are driven around two rollers across a series of evacuated suction boxes. The feed suspension is introduced at one end of the filter and deliquored to produce a cake at the other end. The benefits of using horizontal belt filters are good cake washing, continuous and visible processing, fully automatic operation, flexibility, high capacity and relative high speeds of operation. Gravity assists the cake formation and the feed can be introduced in multiple stages. 2.2 Cake Washing Once the cake is formed, wash liquor/water can be introduced onto the top of the cake via a wash launder or sprays. Multiple wash stages, co-current, counter-current or direct washing can be added by increasing the length of the filter.

Alloys used at high temperature must resist both creep and corrosion. Design for corrosion resistance is based on the formation of a slow-growing, protective oxide scale by selective oxidation of an appropriate alloy component, usually chromium or aluminium. A successful scale will exclude other corrodents, notably carbon, which can otherwise cause extremely rapid corrosion at high temperatures. Selective oxidation of an alloy component necessarily lowers the concentration of that metal in the alloy subsurface region. Under thermal cycling conditions, mechanical damage to the scale leads to renewed oxide growth and accelerated alloy depletion. Eventually, a point is reached where diffusion of a corrodent into the alloy becomes competitive with the outward diffusion of alloy metal to repair the protective scale. Two examples of alloy failure by carbon attack are considered. In the steam cracking (pyrolysis) process, centrifugally cast tubes of heat-resisting alloy are exposed to a gas stream of hydrocarbon and steam, at a carbon activity of unity. Formation and repair of the surface chromia scale causes alloy depletion, Kirkendall void formation, and subsequent internal precipitation of chromium-rich carbides. Their formation makes chromia scale formation much more difficult, and generates internal stress. Eventually, the tubes fail by creep rupture. In other processes (e.g. steam reforming, heat treatment), synthesis gases are supersaturated with carbon at intermediate temperatures. Once the alloy's protective scale is breached, carbon attacks the depleted substrate. In the case of ferritic alloys, it forms a surface scale of Fe3C. As this scale thickens, the supersaturated carbon precipitates as graphite within its outer regions. The resulting volume expansion causes disintegration of the cementite in a process known as metal dusting. In the case of austenitic alloys, no metal carbide is formed. Instead, carbon dissolves in the depleted metal to diffuse inward and precipitate as graphite within the metal matrix. Again, volume expansion causes disintegration of the alloy, and metal dusting results. Dusting occurs at an extraordinarily rapid rate, and leads to failure by section loss or even penetration.

Determining the efficiency of a surface coal mine operation is an essential activity, which can help in deciding on the optimal use of input resources, including effective capital allocation, in generating a desired quantity of coal of a specific quality. Mines operate today in challenging conditions, with diminishing reserves of high-quality coal, remote location of new coal deposits, infrastructure problems, environmental legislation, and the effects of climate. All these have an impact on the performance of a mine. Given such challenges, a company has to be technically efficient compared to other existing coal producers in order to generate profits. It can use the measurement of its efficiency to evaluate its productivity, benchmarking this against the best-performing mines and determining optimal variables in order to minimize slack and achieve the desired outputs. This paper discusses the use of Data Envelopment Analysis (DEA) in evaluating the efficiency of a surface coal mine supply chain for the coal export market. The supply chain is considered to be composed of subprocesses that are modelled as a multistage system. Numeric examples will be used to illustrate the application of DEA.

It has previously been observed that industrial high-titania slags display a compositional invariance, remaining close to stoichio-metric M3O5. The present study focuses on this invariance and the phenomena which may cause it. The invariance was studied using thermochemical calculations and a mechanism is proposed for the observed behaviour. The mechanism suggests that a combination of thermochemical equilibrium and transient slag solidification and melting results in the observed compositional invariance. The proposed mechanism provides new insights and prompts questions about other mechanisms in the smelting process.

In this study, effects of the inert constituents, such as ash, and the effect of blending coals with differing rank and composition on the plasticity of coal blends were investigated. The reference coal originated from the Zonguldak region, in the north-west part of Turkey. Firstly, the effect of coal ash on the plasticity of Zonguldak coal was determined. Secondly, the relationship between the plastic properties of the individual coals and those of the blended coals were identified. Some important relations were found, related to the characteristics of the individual coals. Ultimately, the manner in which the plasticity of Zonguldak coal was affected by blending with low volatile coals was investigated. Keywords: coal blending, coal plasticity, coke, fluidity, rank.

Paper written on project work carried out in partial fulfilment of M.Sc. (Chemical Engineering) degree Thermophilic bioleaching, conducted at temperatures in excess of 65°C, provides considerable benefit over mesophilic bioleaching, particularly through extending the extent of leaching of base metal minerals such as chalcopyrite. Thermophilic bioleaching is facilitated through a group of micro-organisms known as the Archae, well adapted to extreme environment. In order to maximize the space time utilization of the stirred tank reactor in the thermophilic bioleaching process, it is desirable to maximize the loading of the finely divided mineral phase present while not adversely affecting the microbial performance. In this paper, the effect of the loading of the solid particulate phase on the bioleaching performance of Sulfolobus metallicus was studied in a stirred tank reactor. Emphasis was placed on the effect of the concentration of the finely divided solid phase (35 ? 75 µm). A model system comprised of 3% (w/v) pyrite in the presence of varying quantities of quartzite in the range 0 to 24% (w/v) was used to obtain the different solids concentrations. The bioleaching experiments revealed similar bioleaching performance in the presence of 3 to 18% (w/v) total solids. Above 18% (w/v) total solids (15% quartzite loading), bioleaching was impaired progressively with increasing solids concentration. At the highest solids loading studied of 27% (w/v), bioleaching was still observed. In terms of mass transfer, oxygen transfer potential was not significantly influenced in the bioleaching process over the range of solids investigated.

It has been noted in recent years that the pillars in some bord-and-pillar workings scale or spall. In due course this process may result in the collapse of the affected panels. This paper presents a methodology for assessing the long-term behaviour of such workings, employing a simple model of pillar deterioration by scaling. It is assumed that scaling causes a gradual reduction in pillar width, hence the safety factor of pillars reduces in time. It is also postulated that the process of scaling will be arrested if the coal rubble around the pillar reaches a critical height. The probability that the pillars will survive for a certain period of time, or indefinitely, can be estimated. This can be accomplished by using the log-normal distribution proposed by Salamon and Munro4todescribe the distribution of the apparent safety factor values at failure. If an estimate of the rate of scaling is known, it is also possible to quantify, using a Monte Carlo technique, the expected life of the pillars. The method also facilitates pillar design by specifying a probability of survival for a given number of years or, alternatively, for an indefinite period. Using the limited pool of available data, analyses show that the proposed model does not appear to be inconsistent with observed behaviour of pillars in the Vaal Basin. The crucial parameter is the rate of scaling. Back calculations from eleven cases suggest that the rate of spalling in the Vaal Basin is about 0.2 m/year. It is noteworthy that two further cases in the same area give significantly higher rates (0.85 m/year). Some underground observations in the Witbank area indicate considerably lower rates in the order of 0.02?0.04 m/year. Further areas for study are recommended. These include a study of old workings to determine the extent and rate of scaling in the various coal fields, an investigation into the possible relationship between scaling and the chemical composition of the coal. In addition, model studies will be required to assess the practical impact of the research findings.

It is important to know the breakage mechanism in materials since this knowledge influences the results of subsequent grinding operations. There are two distinct failure mechanisms in breakage: one is tensile micro crack generation at low stresses, which leads to macroscopic failure by disintegration, and the other is formation of shear zones under heavier dynamic impact forces, which generates more fines as seen in crush zones in blasting. Tensile fracturing simply breaks the material into fragments. It is seen as the disintegration of the specimen into two or more separate fragments. This happens under the absence of lateral stresses and the material is free to expand. On the other hand, compressive-shear breakage produces finer fragments due to shear stresses. The first mechanism is observed in laboratory tensile and bending strength tests and the second mechanism is observed both in laboratory brittleness tests and in situ blasting operations under dynamic impact forces. The friability of rocks and ores can be determined by a brittleness test. A test apparatus to determine the friability value has been designed to suit limestone strength characteristics used in cement production. The friability and stored strain energy values of barite, marble, limestone and bauxite have been determined and compared with the corresponding Bond work index (Wi) and grindability index (G) of these materials. The physico-mechanical properties of the tested materials have also been determined to investigate their effect on friability and grinding. The relationships obtained between the indices were in surprisingly good agreement, with high correlations (0.99 and 0.97). The Bond work index and grindability index can therefore be estimated from the friability value, which can be determined more rapidly than the Bond test. But for certain rock types such as andesites the relationships does not hold. Key words: comminution, tensile stress, shear forces, brittleness test, strain energy.

The emphasis of this paper is on the characterization and testing of the slag produced by a secondary lead refinery. This work forms part of a broader investigation aimed at reducing loss of valuable product from the process as well as minimizing the environmental impact of the process wastes. It was this work that led to a critical examination of the standard waste classification tests. Characterization of the slag was carried out using a number of complementary techniques. In the broader context, the slag characterization aided in identifying process deficiencies and thus was a critical tool in suggesting potential for process optimization. For this study, the slag characterization provided a relatively comprehensive picture of the composition and properties of the slag, which facilitated understanding the behaviour of the slag under batch test conditions. On the basis of quantity of hazardous components alone, the slag is hazardous according to South African Acceptable Risk Limits (ARL). However, when both the quantity and the leach potential of the hazardous components is taken into account, standard waste tests carried out by three independent agencies indicate that the slag should not be classified as hazardous according to local regulations. Also, according to United States Environmental Protection Agency (US EPA) limits, which are independent of the quantity of the waste, the slag would not be classified as hazardous. The standard waste tests used by the independent agencies was the Toxicity Characteristic Leach Procedure (TCLP), a test which was developed by the US EPA to classify hazardous wastes. One of the requirements of this batch test is that it should be quick, simple to carry out and that the results should be reproducible. Previously, the applicability of the TCLP test to mineral processing and metallurgical wastes has been challenged on a number of points. Additional testing of the slag was carried out using both the TCLP and the Synthetic Precipitation Leach Procedure (SPLP) recommended by the American National Mining Association as being more appropriate for mineral processing wastes. The particular physical and chemical characteristics of the secondary lead slag highlighted additional limitations of both the TCLP and SPLP tests as standard laboratory batch procedures. Subsidence phenomenon as an unwanted consequence of underground mining can cause problems for environment and surface structures in mine area. Surface subsidence prediction for inclined and steep seams has been given less attention than horizontal seams due to the difficulties involved in the extraction of such coal-seams. This paper introduces a new profile function method for prediction of surface subsidence due to inclined coal-seam mining. The results of calculation with the new function indicate that the predicted value has good agreement with the measured data. Between the main fan and the coalface in a mine a lot of air is lost through leakage at stoppings, doors, air-crossing etc. so that a much larger quantity of air has to be circulated by the fan in order that the stipulated quantity of air reaches the face. Stoppings are of vital importance not only for effective ventilation of underground mines but also for isolation of areas affected by fire or susceptible to spontaneous heating. Generally, isolation stoppings are made of brick in cement mortar. If the area is far from the pit or unapproachable, it is very difficult and sometimes impossible to build these stoppings. To overcome these difficulties, particularly near fire affected zones, an alternate successful attempt was made in Indian mines to make a plug underground, from surface through borehole, using cement concrete. In this paper the salient features of the methodology adopted for construction of the plug and the experimental procedure for the measurement of air leakage by SF6 tracer gas is described. Measurements of air leakage through rows of ventilation stoppings in two mines viz. Moira (Jambad and Kajora seams) and Kuardi11/12 (Niga seam) collieries of Eastern Coalfields Ltd. (ECL) have been incorporated. Results of experiments conducted at the Central Mining Research Institute (C.M.R.I) to determine leakage through25 and 38 cm thick brick stoppings are also discussed. Results of all these studies are compared, which show that the efficacy and reliability of the remote filled cement concrete plug in respect of air permeability is satisfactory.

Southern Africa has a history rich in the pyrometallurgical processing of ores. Two of the alloys produced are high-carbon ferromanganese (74?83 per cent Mn) and silicomanganese (59?67 per cent Mn and 14?31 per cent Si). The largest land-based manganese ore deposit in the world is based in the Northern Cape Province of South Africa. In 2010, 6.3 Mt of ore from the deposit was exported, mainly to China, Norway, Japan, and India, and an estimated 1.1 Mt beneficiated locally to produce manganese ferroalloys. In southern Africa the producers of manganese ferroalloys are Metalloys and Assmang, and of silicomanganese Transalloys, Mogale Alloys, and Match Corporation. Submerged arc furnace technology is utilized in the production of high-carbon ferromanganese (HCFeMn) and silicomanganese, applying the discard slag practice in both instances. The carbon content of HCFeMn is reduced using converter technology and that of SiMn using the Perrin process. Ninety per cent of the world?s manganese ferroalloys production is consumed by the steel industry. The consumption (and production) of manganese ferroalloys therefore closely follows worldwide steel production. From 2001 to 2010, the doubling of the worldwide production of manganese ferroalloys can be attributed to an increase in production capacity in Asia and Oceania, with the largest increase in the production of SiMn. Manganese ferroalloys produced in Asia and Oceania are mainly for the local market, with North America, Europe, Russia, and Turkey the major markets for alloys from southern Africa. The major challenges faced by the southern African manganese ferroalloy producers are increasing electricity tariffs and productivity of labour, which require a concerted effort by all parties involved to achieve a satisfactory solution. During galena flotation of Rosh Pinah milled material, metal ions and salts contents of various water resources (deionized, simulated circulated, lead concentrate thickener, lead tailing thickener and borehole) influenced mineral recoveries, upgrade ratios, selectivities, froth stability and flotation kinetics. The various water resources employed during galena flotation caused activation, depression or selectivity effects on minerals due to the presence of different ions in solution. Metal ions in these water resources were adsorbed by the ore, whilst ions associated with gangue minerals (dolomite and quartz) were released into the flotation pulp. Lead concentrate thickener water caused depression of sphalerite and pyrite, increased fast floating fractions for silver, copper minerals, sphalerite and quartz (unwanted), and improved slow floating rate selectivity against pyrite and sphalerite. Lead tailing thickener water enhanced sphalerite recovery during galena flotation (unwanted), and increased fast floating fractions of pyrite. Western borehole water did not affect galena recovery, but sphalerite and pyrite recoveries were unacceptably too high. Ions from copper, lead, and zinc salts tended to release high amounts of ions, such as calcium, magnesium, silicon, and manganese from gangue minerals (dolomite and quartz) during milling. During galena flotation, lead ions depressed sphalerite, pyrite and dolomite at a lead concentration of 400 ppm, but sphalerite was activated at a concentration of 800 ppm. Sphalerite was activated with copper ions (89% recovery, 2.09 upgrade ratio) and depressed with zinc ions (maximum recovery of 25%). This corresponds with findings in previous investigations. Dolomite and quartz were slightly activated with zinc ions. No evidence was found that lead and copper ions activated any gangue minerals during galena flotation. "*Paper written on project work carried out in partial fulfilment of BSc (Mining Engineering) degreeSynopsisLiqhobong Mining Development Company (LMDC) has been experiencing problems with boulders after blasting where the fragment sizes exceed the maximum of 800 mm as per mine standard. As a result, the mine has employed various methods to improve the fragmentation. The goal is to produce a run-of-mine (ROM) feed that does not choke the crusher and cause delays in production. In order to achieve this goal, fragmentation distribution within the fines and coarse envelope must be optimized through effective planning of blasting activities and accurate execution.The mine determined the fines-coarse envelope within which the entire crushing system can handle fragments using Split Desktop software. It is expected that both the predicted and actual fragmentation curves lie within that envelope for optimal fragmentation. The Kuz-Ram model with blast design parameters of 2.6 m for burden, 2.8 m for spacing, and 127 mm hole diameter was used to predict the fragmentation. The results show that the blast design parameters may need altering to achieve optimum fragmentation. Furthermore, the execution of the drilling and blasting may be the cause of the fragmentation problems. The mean fragmentation size (X50) differs greatly, unlike the uniformity index (n)s values which are relatively close to each other (0.6 to 2.2). The mean squared error (MSE) values have a large range. A proposed solution is a modified burden, spacing, and hole diameter. It is concluded that blast design parameters need to be reviewed in order to obtain correct predictions. IntroductionFragmentation has an impact on the mine production cycle which comprises, inter alia, drilling, blasting, loading, hauling, and crushing. Correct fragmentation as set by the plant design is important as it reduces the time lost due to secondary blasting and/or loading difficulties. In this paper we analyse blast results at Liqhobong Mining Development Company (LMDC) in Lesotho for a period of six months. This project was undertaken to observe the trends from the blasts and to identify whether any discrepancies exist in the overall blast information. The period under study included 16 blasts."

COALTECH 2020 initiated a research project to provide the coal mining industry with a modelling tool to determine the expected types of subsidence, risks and the investment required in post-closure funds to cater for subsidence associated with bord and pillar mines. A detailed literature review was conducted to determine the most important parameters in calculating the cost associated with surface subsidence. A subsidence prediction model was developed to determine the likelihood of different types of subsidence. The study made use of current knowledge of failure mechanisms and its aim is to assist the industry and government in arriving at the most suitable arrangements when authorities require financial instruments to assure compliance with environmental regulations.

This paper summarizes the results from a project aimed at adapting scroll centrifuges for application to the dewatering of flotation concentrates. The main impetus for the project was to reduce the high cost and footprint size of the technology currently used to dewater fine coal. The technical challenge was to enhance solids capture by incorporating a laser-cut screen into the design of the basket. The project has shown that a pilot-scale scroll centrifuge can be used to dewater froth concentrate. A number of different basket designs were tested, the best results being achieved with a basket comprising a laser-cut screen of aperture 70 µm. The best result on a sample of untreated flotation concentrate, which was taken from the open trough flotation cells at a coal preparation plant (CPP) in NSW was a solids recovery of 82 wt% at a product moisture of 24.3wt%. By comparison the best product achieved with a conventional wedge wire basket was a similar moisture content but solids recovery was only 64 wt%. This could only be achieved after the feed had been artificially thickened. Conditioning of the centrifuge feed with polymer flocculants led to an increase in recovery up to 88 wt% with a moisture content of ca 25 wt%. It is thought that optimizing additive selection and conditioning parameters, as well as screen aperture and open area, could improve performance still further. The results were obtained using centrifuging conditions (centrifugal force, feed solids, feed rate) in the pilot-scale machine which should be possible to translate into conventional designs of commercial scale machines, without downgrading solids throughputs. However only with full-scale trials will it be possible to establish this assertion with certainty.

The present study was carried out to investigate the impact of slag refractory lining reactions on the formation of inclusions during ladle treatment of steel. The experiments were conducted on an industrial scale in the ladle at Uddeholm Tooling AB in Hagfors, Sweden. The inclusion chemistry and population during ladle treatment were studied along with the composition of the ladle glaze, taken from the ladle lining. The inclusions in the steel were classified into four groups according to the Swedish standard SS 111116. SEM/EDS analyses were carried out to identify the phases present in both the inclusions and the ladle glaze. The number of inclusions in the steel before deoxidation was found to increase with the ladle age, i.e. the number of times the ladle had been in use. A similar increase was also found after vacuum degassing and before casting. A great portion of inclusions before casting was found to be supplied by ladle glaze. This observation was further confirmed and explained by thermodynamic analysis. The present results show that ladle glaze is a major source of inclusions in the ladle at Uddeholm Tooling. This paper is based on the experiences, over many years, of numerous authors in the South African mining industry and of the hot dip galvanizing process and its application as a corrosion protection system. The paper sets out the extensive development, financial resources and stringent operating requirements of the South African mining industry. After many years of research and operational experiences, hot dip galvanizing and, when necessary, duplex systems, have been found to meet the demanding requirements of this particular industry. The paper sets out the requirements from the standpoint of corrosion criteria and is followed with a case where the corrosion protection properties of hot dip galvanizing are demonstrated. This case history traces the early investigation of the expected corrosive conditions in a new mining operation and concludes with two follow-up visits to the mine in order to examine actual performance of the corrosion protection system after ten years in service.
