Project evaluation is completed through individual studies covering technical and financial aspects of the mine to market. These studies are completed at various levels of detail depending on where the project evaluation is in the project's life cycle. The competency of the studies varies in relation to the quality of data, level of the skills employed, control, management and reporting structure. The focus of this paper is managing elements of the study, looking at the cost of opportunity to influence the project, against the value added. Selection of the study manager and study teams is central to getting an integrated project evaluation addressing the correct issues completed on time. Retention of key personnel can reduce rework which, in turn, can reduce time and cost impacts. It is important to have a work breakdown structure at the outset so that the study teams have a common numbering and naming system that will integrate areas, equipment, budgets estimates and accounts. Having set up the evaluation groups and provided training in the study procedures, understanding the scope and schedule are vital elements in producing a project evaluation that addresses the opportunities and the risks of the final project. Arriving at an accurate capital budget requires integration of the research controlled through common systems. Project evaluation process must also address how the project is to be delivered.

The effects of shaft pillars left in deep-level hard-rock mines during the extraction of tabular deposits were studied some time ago, resulting in the formulation of design principles and procedures, which have been used with success in the design of shaft pillars in the deep-level gold mines of South Africa. The method has not yet been utilized in the design of shaft pillars in shallow and moderately deep hard-rock mines. The purpose of the present study was to remedy the situation since a great number of deposits are worked at those depths. The object of this paper is to present governing equations for the components of stress and differential movement as derived by use of an elastic model. The pillar is taken to be circular in the plane of a horizontal deposit. On the basis of the numerical results obtained, a study was made of the distribution of the vertical strain and tilt along the axis of the shaft, and of the vertical stress along the shaft and across the pillar. In every case investigated, the most adverse geometry was taken into consideration. By use of an empirical criterion and the results of some in situ observations, the determination of pillar dimensions and differential displacement components for South African gold-mining conditions is demonstrated. Pillar dimensions for shallow and moderate depths are compared with those accepted for deep-level conditions.

The paper will place into perspective the contribution that platinum makes to the South African economy. It will use statistics from official sources, namely the Department of Minerals and Energy, the Department of Customs and Excise, the South African Reserve Bank and Statistics South Africa. Surprisingly few people are aware of these statistics, especially Supply and Usage tables, published by Statistics South Africa, and trade statistics, published by the Customs and Excise division of the South African Revenue Service. The paper will therefore contain a concise explanation of input-output tables and supply usage tables, as well as the derivation of gross domestic product and an outline of the System of National Accounts, of which Input-Output Tables and supply and usage tables are components. GDP is a commonly used, but poorly understood, measure of the wealth of an economy. The paper will explain the methods used by SSA to calculate this indicator and its place in the System of National Accounts (SNA). South Africa exports almost all its platinum production (87.5% in 2002). Exports are a final demand, as opposed to intermediate demand from secondary industries, and therefore do not enter the value-adding process, which is the essence of GDP. By definition, therefore, platinum on its own is not a major contributor to GDP. The platinum industry does, however, have an impact (known as the multiplier effect) on other sectors of the economy. The paper will explain the meaning and derivation of these multipliers, using a model based on an Inverse Leontief Matrix.

TSG Consulting works with many of the major global mining companies using simulation modelling as an integral component in their development team's processes to determine which combination of infrastructure options, operating performance and operating rules best achieve project goals. All systems can be divided into a series of subprocesses. Conventional management and design practices focus on the optimisation of these system components. However, the interaction between subprocesses means that improvements made to the individual components do not necessarily translate into total system performance improvement. TSG Consulting advocates a `total integrated system approach' to understanding the behaviour and performance of complex interacting systems. In a constraint-based integrated set of processes, the instantaneous system capacity is limited by the subsystem component capacity that is the bottleneck at that point in time. Additionally, real world stochastic and dynamic influences tend to have knock-on effects across subsystem boundaries. This necessitates the requirement for simulation modelling to develop and validate solutions that are sufficiently robust to deliver sustainable outcomes. The key to maximising production is to understand the causes and effects the inherent variability has on component performance, subprocess performance and most importantly, the total integrated system performance. The correct use of simulation modelling techniques allows study teams to evaluate the relative merits of different capacity enhancement proposals. Put simply, when done well, simulation modelling provides a quantitative and rational process to enhance the knowledge and insight needed to make informed decisions.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, the National Institute for Occupational Safety and Health (NIOSH) at the Spokane Research Laboratory is developing, modifying, and testing equipment to replace the necessity of doing lifting tasks manually. To reduce single-event lift injuries, equipment having mechanical automatic weight sensing and balancing control was investigated. The Coleman manipulator was selected for testing. Modifications to the Coleman manipulator to make it more suitable for underground mine use included mobilization, self-containment, all-purpose gripper attachment, and support jacks. To reduce or eliminate the need to clean off manually the materials that commonly plug grizzly openings (timbers, wire mesh, roof bolts, and other debris), a track-guided pincher arm device was developed. The TGPA attaches to an impact hammer head, and the pincher arms are controlled by the operator of the hammer. Oversized rock can be broken with the pincher arms in the up position; the arms can then be lowered to grab and remove debris. Sweeping action to remove cohesive fines bridging grizzly openings is also greatly improved. This device is especially useful in recessed grizzlies. An industrial gun was tested to evaluate its effectiveness in breaking oversized rock. Boulders up to 76 cm in diameter were successfully broken to minus 33 cm. Although methods to control flyrock need to be developed, an industrial gun may be a safe and inexpensive alternative to breaking oversized rock in certain underground mining situations. Effective thermal conductivities of packed beds of chromite ores by M. L. YOUNG, B.Se. (Rand), M.Sc. (Rand) (Visitor) and J. B. SEE, B.Sc. (Hons), Ph.D. (New South Wales), M.I.M., M.I.M.M. (Member) The effective thermal conductivities in stagnant air of packed beds of fines, lumps, and indurated and pre-reduced pellets of two chromite ores with different chromium-to-iron ratios were determined in the temperature range 300 to I 100°C by the heat-sink technique. Packed beds of fines, whether of the size fraction between 20 and 65 mesh, between 65 and 100 mesh, or between 100 and 150 mesh, were found to have the same values of effective thermal conductivity. For one ore, the effective thermal conductivities of packed beds of fines between 20 and 48 mesh at tem peratures above 600"C were higher than those for finer particles. This difference is explained as being due to the increase in importance of radiation heat transfer, but no definite conclusions are reached about the relative contributions of conduction and radiation heat transfer to the effective thermal conductivities of packed beds of fines between 20 and 48 mesh. Two published models were used for the theoretical prediction of values for thermal conductivities of the indurated and pre-reduced pellets as well as of lump ore. The experimental and theoretical results were in good agreement in view of the uncertainties in the assumed values of emissivity and thermal conductivity of the chromite ore.

(Member) The iron charged to the basic oxygen furnace at the steel plant of Highveld Steel and Vanadium Corporation has a relatively high sulphur content. Considerable emphasis is therefore placed on the reactivity of the lime. An investigation of the lime used at the steel plant showed that its reactivity had deteriorated considerably both during transport from the supplier (Northern Lime Company) and during storage and handling at the steel plant. The deterioration on the steel plant is the more severe, and is due to hydration and carbonation. Rapid deterioration is a characteristic of highly reactive lime when exposed to the atmosphere. Plant tests showed that the desulphurization efficiency decreases with a decrease in the reactivity of the lime. The addition of slag rich in manganous oxide to the furnace considerably improved the efficiency of desulphurization that can be achieved with limes of lower reactivity and with lime that has deteriorated. A decrease in particle size of lime of lower reactivity greatly increased the desulphurization efficiency. Less lime of higher reactivity is required for the same degree of desulphurization to be achieved. Lime of higher reactivity gives rise to slags with lower ferrous oxide contents and hence the steel yield is increased.

A new type of bit, that has been developed and is being evaluated, shows great potential in expanding the range of rock strength that can be cut by continuous miners and roadheaders. This new style of bit is called the frustum. The tools tested in this program were developed, manufactured and patented by Briese Industrial Technologies, Inc. The frustum derives its name from the unique geometric shape of the cutter, or cutting insert. The frustum shape cutting tool has previously been proven as an effective cutting tool for machining metals, metal matrix composites and polymers. The frustum rock bit has a very dense carbide frustum shape tip mounted on the end of a steel body similar to the conical bits typically used on continuous miners and roadheaders. In between the carbide frustum cutting tip and the steel body there can be a bearing that allows the frustum to rotate around the bit axis. When the bit is forced into the rock at a skewed angle, the frustum tip rotates as it travels. This rotation greatly reduces the cutting forces acting on the bit when compared to the current state of the art conical drag bits. This cutting force reduction, derived from the frustum’s cutting action, allows for much harder and more abrasive rock to be cut without quickly wearing out the bit. Full scale laboratory cutting tests have been performed with the frustum bit in direct comparison to the current state of the art conical bits. Field trials of the frustum bit are currently being planned. Test procedures, results and findings are presented.

This paper summarizes the investigations carried out into a defect involving the corners of billets rolled from continuously cast blooms, which broke open during the rolling process. As it was believed that the defect must be connected with the formation of subcutaneous blowholes in the bloom, the investigations were directed towards an understanding of the roles of the three gases involved in the process. In an extensive trial programme, samples were taken from the heat at all stages of processing, as well as from all the raw materials and alloys. The main sources of nitrogen were found to be re blows, pick-up from the alloys added to the ladle (especially graphite), and open-stream casting. The major source of hydrogen was moisture in the alloys, especially high-carbon ferromanganese and silicomanganese. Further, it was established that the moisture content of the alloys is closely related to the appearance of the defect in steels with a carbon content of less than 0,20 per cent; 72 per cent of all the defects were present in this type of steel. Most of the remaining defects were found in steels with a carbon content of more than 0,60 per cent, where the nitrogen content was substantially higher than in the lower-carbon steels. It is suggested that the defect arises from the combined effect of oxygen. nitrogen, and hydrogen. Its occurrence in low- and high-carbon steels is triggered by the formation of subcutaneous blowholes when the critical oxygen level for carbon monoxide blowholes is lowered by the presence of excessive amounts of hydrogen and nitrogen respectively.

The rate of reaction between different carbonaceous reducing agents and silicon monoxide gas was studied by the use of a technique developed in Norway by Tuset and Raaness. Argon carrier gas was used to pass a known fixed concentration of silicon monoxide gas through an I1 cm3 sample of precalcined reducing agent at 1650°c. Silicon monoxide gas was generated by the heating of a mixture of silica and silicon carbide, and the progress of the reaction was followed by monitoring the carbon monoxide in the off-gas with an infrared spectrometer. The reactivity of silicon monoxide gas towards a number of carbonaceous reducing agents (charcoal, Iscor coke, Lurgi char, and petroleum coke) was shown to be similar to results obtained with the carbon dioxide reactivity test. The silicon monoxide reactivity test was able to indicate the extent to which fines were generated when the reducing agent was converted to silicon carbide. Of the reducing agents studied, Lurgi char appeared to be the most suitable for the production of ferrosilicon because it has a high reactivity towards silicon monoxide gas and high strength when converted to silicon carbide. So that industry could be given some indication of the suitability of certain reducing agents for the production of ferrosilicon and silicon metal, a reactivity scale similar to that of Tuset and Raaness was constructed that compares the volume of silicon monoxide gas required by a reducing agent to reach a carbon monoxide content of 10 per cent in the off-gas during the conversion of the reducing agent to silicon carbide. This scale assists in the selection of those reducing agents that require less silicon monoxide gas for conversion to silicon carbide, and that give savings in material and power costs because less silicon monoxide gas need be generated in the furnace.

In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10–40 km in length. Road networks for these vehicles have historically been designed and maintained empirically, relying heavily on local experience. Whilst it is possible to construct amine haul road that requires no maintenance over its service life, this would be prohibitively expensive, as would the converse but rather in terms of vehicle operating and maintenance costs. An optimal functional design will include a certain amount and frequency of road maintenance which can be planned, scheduled and optimized within the limits of required road performance and minimum vehicle operating and road maintenance costs. For existing mine haul road networks, which may not be optimally designed and maintained, the problem of identifying existing deficiencies, quantifying their impact and assigning priorities within the constraints imposed by limited capital equipment and manpower is problematic. This is reflected in the fact that most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. The aim of this paper is to present a road maintenance management system which utilizes on-board truck diagnostic data in conjunction with computer-based truck dispatch systems. Through a comparative analysis of the various haul road maintenance systems available to a mine, a condition-triggered road maintenance system is introduced. System architecture, evaluation of real-time data, event trigger level determination, specific condition signatures and real-time rolling resistance calculation are discussed. Finally the event, activity, transaction and notification system is portrayed in conjunction with the determination of key productivity indicators and benchmarked road and truck performance. Excessive build-up of methane and water pressures was identified as the leading cause of some Q/the roof falls in a coal mine in the eastern Transvaal. In order to characterize the migration of the methane and water into and around the mined coal seam, a laboratory investigation of the permeability of the roof strata was undertaken. The aim of the investigation was to correlate changes in the fades with changes in permeability to enable the prediction of possible zones of pressure buildup. The tests were carried out on samples from borehole core that had been obtained from the roof strata as part of the mine exploration programme. Permeability measurements were then conducted under atmospheric and triaxial-stress conditions. For the tests under atmospheric conditions, a modified Ohle cell was used and, for the tests under triaxial-stress conditions, a modified Hoek cell was used. The liquid equivalent permeability?s of the different samples were obtained by use of ASTM D4525- 85, and these were then used as a basis for comparison. Facies type, i.e. grain size, was found to have an influence on the permeability but, owing to the variable nature of the sediments, a range of permeability rather than a specific permeability value was associated with each type of Jades. The measured permeability was bound to decrease with an increase in gas pressure. The liquid equivalent permeability was bound to increase with an increase in grain size for the coarser-grained Jades, and to decrease with an increase in grain size for the finer-grained types. The application of an external stress regime to the sample was bound to reduce the permeability, but the amount of the reduction depended on the type of stress. The permeability was also found to depend on the recent stress history of the sample. The authors conclude that the methods described are useful for the correlation of facies type with permeability, but that the results are sensitive to changes in locality.

The issue of evaluating the economic impact of large mineral projects in developing countries was studied by the use of econometric models. The evaluating system is demonstrated by its application to an example from Namibia. Three-dimensional graphics are used to illustrate the procedures leading to an assessment of the economic effects of the mineral development. The analysis allows the assessment of the overall economic consequences of mineral developments where there is a need to incorporate in the evaluation issues that are broader in scope than the pure financial objectives. Sets of technical coefficients are exploited for the development of input-output models of the productive structure of an economy. The models are refined to incorporate country-specific behaviours. The increased flexibility of the enhanced semi-input-output model permits a more confident investigation of the economy wide effects associated with a new project in the mineral sector of a developing country. Synthetic measures of profitability at market and shadow prices are introduced, and the cost/benefit ratio is used to rank mineral projects according to their economic profitability. The cost is the capital mobilized for the development of the project and for increasing the productive capacity of the related satellite industries. The benefits are identified with the economy-wide increase in value added induced by the project. 80th costs and benefits are initially valued at market prices. Their ratio is likely to be an index of economic profitability superior to measures that concentrate exclusively on the benefit side of projects. To allow for market distortions, the concept of shadow prices is introduced, and accordingly project-related costs and benefits are re-evaluated. A new cost/benefit ratio at shadow prices is recalculated, which is more meaningful to the policy-maker than decision-making based on socio-economic issues.

The SILAG Material Tracking System MTS monitors and controls the complete material flow throughout the plant - and even companywide. The customized system developed by Siemens especially for bulk material handling applications enables companies to track bulk material from the mine to the harbor, to the steel mill or to the power plant. All relevant material data is available at every single step of the material’s journey. SILAG is an open, scalable system based on Windows NT / 2000. Using standard interfaces of Windows NT, like API, ODBC, SQL and socket technology, the system is very flexible and can easily be tailored to meet different requirements. SILAG can be used as a stand-alone solution or - if complete plant control and visualization is required - as a component of a fully integrated automation system with the Win CC HMI system and the PCS7 process control. In contrast to conventional material tracking systems, SILAG offers many advantages. - The Material Tracking System is an object oriented, online to the process, linked system. All changes in the plant during operation e.g. selecting another conveyor route, start and stop etc. will be automatically detected and will influence the calculation. - The systems is able to split and blend material (quantity and quality).Measurements of tonnage, volume or quality analysis can be linked online to the system. Each movement of material is monitored by the system and leads to online recalculations of the images and databases. - All material data is based on 3D-stockpile images, which are calculated by an internal mathematical model based on quantity and quality information. - If a laser scanner is available on a stockyard machine it can be taken to update the profile directly from the piles. - Efficient control and report functions are available on each, free selectable point of the total plant.

This study was aimed at a comparison of the efectiveness of a new axial-flow type of mixer impeller (the Prochem design) with the traditional inclined-blade turbine. The intended application of the mixers was in carbon-in-pulp plants for the extraction of gold from cyanide-leached pulps. The first part of the project involved water and ion-exchange resin, and measurement of the power drawn by the various sizes of impeller to fully suspend the resin. The rate of reaction between the resin and the solution was measured as a function of the power input to the mixer. In the second part of the project, use was made of activated carbon, silver cyanide solutions, and ore pulps. The rate of absorption of silver from the solutions and pulps was determined, as well as the rate of attrition of the activated carbon caused by the various impellers in clear water. The Prochem design of axial-flow impeller was shown to fully suspend solids at only one-quarter of the power requireabyan inclined-blade turbine of similar size. The axial-flow pattern produced was responsible for the more uniform vertical concentration profile of suspended beads produced by the Prochem design. These measurements verified the observations of other researchers that the rate of reaction is not affected by the ;design of impeller provided that al the solids are fully suspended. The Prochem design of impeller therefore achieved the same reaction rate as the conventional turbine at a quarter of the power input. The atrition rates of activated carbon could be correlated, in terms of the energy absorbed, by the same equation for al the impellers. Higher concentrations of activated carbon increased the amount of carbon fines produced. These results emphasize the importance of designing mixers for minimum power consumption.

Introductory remarks Dr N. G. W. Cook: This paper was published in your Journal in May of this year and you will, therefore, have had the opportunity of reading it over the past six months. I can state that experience has shown that the paper is substantially correct, but a number of questions have to be answered. The first question, Mr President, that I would be happy to answer, is how is it that one is able to cut hard, abrasive quartzite with a strength some six times greater than that of good concrete? The essence of the answer is that there is a tremendous difference between abrasion, or scratching, and cutting, or chipping. For example, it is well known that a diamond will scratch or abrade almost anything. It is also relatively easy to chip, crack or crush a diamond. As a demonstration I have here an ordinary bench grinder, and with the bench grinder I also have a piece of tool steel. The wheel on this bench grinder is a silicon carbide wheel, which is an extremely hard material, and the tool steel is much softer. In rock-cutting we use tungsten carbide for cutting the quartzite. The quartzite and the tool steel have roughly the same hardness. You can sharpen tungsten carbide with a silicon carbide wheel. In fact, this is done. It won't surprise any of you, therefore, when I show you that tool steel can be sharpened with silicon carbide. Now, what I propose to do is to change the configuration of this experiment and use the soft tool steel to cut silicon carbide, and if I can do that, I think you will agree that I have gone some way to being able to cut quartzite, which is about as hard as tool steel, with tungsten carbide, which is harder than quartzite. Let me do this. (Demonstrates.) That, I think, is a very clear demonstration of how it is possible, with a metal, to cut an extremely hard and brittle material. What, essentially, is the difference that we have here? In the first case, I held the tool with a relatively low force against the hard silicon carbide wheel. This generated a relatively low average stress, which was insufficient to fracture the carbide wheel. Nevertheless the protuberances on the silicon carbide wheel indented the tool steel and abraded it at a multiplicity of points, and quickly reduced the section of the tool steel that I held against the wheel. By changing the configuration and clamping my tool steel in a firm post, against the silicon carbide wheel, I changed these conditions very extensively. I now had a high force. I had to exert a considerable moment on that lever. The tool was anchored so that it could sustain these high forces, and they generated high stresses, which were adquate to fracture the silicon carbide. Now, what about wear? It so happens that, in these two experiments I have just done, the power I was using was about the same-a small fraction of a horse power.

S. J. Venning (Member): The authors should be congratulated on producing such concise data from the plethora of experimental report results. Their observations on the cost of liners calls for some comment however, as the really unique feature about liners in South Africa is that they can be obtained so cheaply. Attention has been focussed on the 1961 cost of white iron at R50 per ton for chill cast block liners while manganese steel liners are reported as costing as much as R250 per ton. The former are however, a relatively heavy, simple casting with a low labour content and reasonably high percentage productivity, made from metal melted in a cupola. The capital investment to produce this type of casting is low compared with that required to produce manganese or other alloy steels. The chill cast liner block is always a production item and is cast in a permanent mould. Almost all manganese mill liners, except perhaps small aperture screens, are sold for considerably less than the R250 per ton quoted by the authors. Where a price of this nature is asked it would be because the design of the casting demanded is complicated or leaves little metal to carry the labour and other costs of production. Steel R600 FAS New York hole Ni-Hard R320 Elliot Lake At this time the price of comparable manganese steel block type liners on the Witwatersrand was between R145/R155 per short ton. White iron in Canada was then quoted at about R150 per ton, but as Ni-Hard gave a life of at least two to twoand-a-half times that of white iron, it was a much more attractive proposition particularly when relining and down time costs were taken into consideration. There is little doubt that most foundries would welcome clear and complete specifications of the customers requirements and systematic checks to ensure that these specifications are being met. B.S.S. or other accepted standards should form the basis of these, and periodic inspections should be undertaken to ensure that only those foundries capable of complying should be included as suppliers. The authors have referred to new designs, but can the industry really call the grid and plate new when the patents were taken out during the second world war and the sawtooth block has been used for at least 35 years. Unfortunately, far too little thought and consideration are normally given to the ultimate mill liner design while the mills themselves are on the drawing boards.
