The locations of potential reserves of chromite ores throughout the world are discussed. Reference is made to the marked changes in international trade in chromite ores during the past ten to fifteen years, and to the change in locality of the production of ferochromium aloys, which is curently largely carried out in the country of origin of the ores. The influence of these changes has been very profound in South Africa, which has the largest smelting capacity and the largest production of ferochromium aloys in the world. A proportion of South African ore is stil exported to meet the demands for the production of chromium chemicals and refractories, including a large tonnage of foundry sands. Ferochromium smelters in South Africa have a capacity of virtualy 1 Mt of aloy per annum. Nearly al this development has taken place since the introduction of the argon-oxygen decarburization (A.O.D.) process for the smelting of stainless steels. Formerly, expensive Iow-carbon ferochromium aloys were required as raw materials, but the AO.D. process, which is being used world wide, permits the use of high-carbon ferrochromium, the main product of the smelters in this country. The production in South Africa of chromium-containing corrosion- and heat-resistant steels is stil on a relatively smal scale, but serious atention is being paid to the exploitation of low-carbon weldable feritic chromium steel.

A review of some aspects of shaft design by G. W. HOLL, Pr. Eng., Associate of the Mine Managers Association of South Africa (Fellow)- and E. G. FAIRON, Pr. Eng., F.S.A.I.E.E., M.I. Cert. M.E.E., M.I.Mech. E., (Visitor) The reasons for the choice of vertical shafts in preference to inclined shafts of comparable capacity are set out, and the conclusion that the former are superior in virtually all circumstances is substantiated. The shapes of vertical shafts sunk during the past sixty years are recorded, and the shapes of those sunk during the past decade are analysed. From this analysis it is clear that circular and elliptical (and quasi-elliptical) shafts are the shafts of the future and that the rectangular shape will conceivably become obsolete. The determination of the size of shaft is discussed and it is forecast that shafts of a diameter of 13 metres and over will probably be sunk without difficulty in the years to come. The depth of the shaft is determined intrinsically by the Mines and Works Regulations applicable to factors pf safety of winding ropes and the design of the winding system. The Blair winder is the most suitable winder for hoisting rock, men, and material from a depth of, say, 3000 metres on an economic basis. Tertiary shafts will, therefore, be unnecessary in future deep-level mining projects at the limit of depth now envisaged. A few other factors relating to shaft design are described.

Austenitic manganese-steel castings are very widely used in crushing and grinding in the' gold-mining industry in South Africa, The service life of a casting in a short-head crusher is difficult to predict because there are no clear-cut criteria by which such a judgement can be made, The addition of molybdenum and zirconium to the castings for crushers failed to result in improved performance, The results of extensive tests with through-hardened steel castings were very disappointing, mainly because of a design factor in the bowl liner. The design of the bowl liner is an important determinant of the life and performance of these castings. The extent to which the material in a crusher is reduced in size has profound effects on the consumption of metal and power, and on the effective life of a casting. Tests on manganese-steel castings in an 8 ft by 12 ft rod mill provided data on the total consumption of metal, and on the variations in the pattern and rates of wear of liners over lengthy periods. Progressive changes in the wear profiles of the lifter bars and the other liner components showed unexpected features. There are clear indications that, whereas a set of lifter bars will at first lift the charge strongly with relatively little slippage, there is a later period characterized by more slippage and greater wear on all the liner components.

The Samarco pipeline, the longest in the world for iron ore slurry transportation, started operation in 1977 to transport concentrate from the Germano facilities, in the state of Minas Gerais, to the pelletizing plant, located 396 km away, in the state of Espirito Santo, on the south-east coast of Brazil. Designed for a nominal capacity of 12 million tons per year, the pipeline reached 15.5 million/year due to operational improvement and, in late 2005, it was resized to transport 16.5 million tons per year, with the installation of a booster station. In order to ensure the accurate performance of the system, a pipeline cleaning programme was carried out and, since it has been 29 years from the operation start-up, precise knowledge of the pipe condition would be fundamental to guarantee the success of the project. The cleaning programme demonstrated the potential of operational gains from this initiative, and its effect on the corrosion control and future measures, which should be permanently adopted to maintain the improved capacity. The intelligent pig runs provided essential data used to establish a pipeline integrity programme that allowed Samarco to develop a pipe repair plan based on the severity and significance of the features and to implement a future pipe replacement plan.

In a first for the diamond industry, Koffiefontein Mine in the Free State, South Africa, opted for the front cave mining method to extract a 90 metre high block of kimberlite ore. Block caving, because of its high initial capital requirements, resulting in a negative internal rate of return (IRR),was ruled out as a feasible mining method for Koffiefontein Mine. Front caving is essentially a combination of the traditional block cave and sub-level cave mining methods, but uses two or more levels of retreating drawpoints. Two extraction levels, in the case of Koffiefontein Mine, are spaced 12 m apart vertically, with the upper 478 m level (48Level) acting as the undercut/extraction level, and the lower 490 m level (49 Level) as the extraction level. Caving is achieved by undercutting a small column of ore, which is then drawn, on both the 48 and 49 Levels, until the planned extraction percentage is achieved. The next column of ore is then mined by advancing the undercut (48 Level), and the process is repeated until the entire ore block is depleted to the contact. Caving-by-gravity techniques of mining rely on closely controlled draw of the caved ore to ensure proper caving action and to minimize the dilution of ore with waste material from the open pit. This paper discusses the need for, and implementation of, a draw control system at Koffiefontein Mine — a computerized production management system, and a draw control system based on linear programming, to allow control over the draw rate and mining sequence — a major factor in all production planning to optimize production efficiency, ore recovery and cave management. Historically the insurance industry's involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors' experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

The gas turbine industry is faced with a challenge to improve the performance of engines, while simultaneously adhering to stringent environmental legislation. One way of addressing the problem is by further increasing the recipient working temperatures. Unfortunately, the use of nickel based superalloys (NBSAs) in the gas turbine industry has reached its limitations. Although coatings can be used for small increases, and air cooling is also incorporated by design, attention is towards developing stronger metallurgical materials having higher melting points, with acceptable creep and corrosion resistance. A series of ternary and quaternary Platinum-based superalloys were developed. Platinum was selected because of its higher melting points compared to nickel, similar fcc structure and better corrosion properties. Mechanical characterisation studies of Platinum-based superalloys alloys, which included oxidation, creep and hardness, demonstrated reasonable results, outperforming an oxide dispersed strengthening (ODS) Fe-based superalloy (PM2000) and a nickel based superalloy (MAR-M200). During any materials development where high temperatures are concerned, high strength is the primary property of interest. However, during the development of gas turbines, component life and reliability, which are influenced by temperature, need to be taken into consideration, and therefore creep as well as corrosion (both temperature dependant properties), are important. These properties become significant with increasing temperatures. With increasing demand for higher temperatures, it is becoming increasingly important to include hot corrosion properties of the alloy during the material selection process. A short description on hot corrosion and its degradation mechanisms are given in this paper. Coatings are currently dominating as the best practical solution to address temperature increases. This paper looks at benefits and shortcomings of coatings over Pt-based superalloys as candidates for applications under extreme conditions. P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

The discussion written by Dr de Frey suggests that mine design should be based on closely spaced stability pillars. However, this concept leads to low extraction ratios at depth. The concept of `crush' pillars in conjunction with more widely, appropriately spaced stability pillars allows for significantly larger extraction ratios, particularly at depth. It should be noted that the rock conditions in many areas of South African platinum and gold mines are good, allowing significant spans to be mined safely between stability pillars. `Crush' pillars are cut small enough to fail stably near the face under stiff loading conditions, and their residual strength is intended to support about 10 m rock height between stability pillars. While this support resistance cannot be achieved by conventional support, crush pillars have been proven to have the required capacity for this purpose. The concept of leaving smaller crush pillars with appropriately positioned stability pillars has been used successfully for more than 30 years in areas of South African platinum and gold mines.

W. de Klerk, Minister of Mineral and Energy Affairs, announced the change of name at the official opening of the main entrance to Mintek's premises on 30th October, 1981. Awards for bravery Two men who disregarded the dangers of fiercely burning timber and falling rocks to douse an underground fire, using their hard hats to scoop water from a drain, received the Chamber of Mines Award for bravery at a ceremony held at West Driefontein Gold Mine near the end of October.

I appreciate the honour that has been bestowed upon me by my election as President of this Institute. We are starting what I believe will be a challenging year. The first challenge facing the Institute is financial. From the accounts for you will note that the Institute operated at a loss for the first time since 1987. average membership subscription was increased by only 10 per cent, reflecting desire to keep costs down in the minerals industry. The Institute will therefore to rely on other income to meet its budget requirements and break even financially. source of these funds will be the activities of the Technical Programme Committees. disciplines-Mining, Extraction Metallurgy, and Metals Technology are planning programmes for the coming year. I urge al members to increase their support of colloquia schools. Increased membership would also bring in more funds. Please, therefore, encourage colleagues who are not yet members of the Institute to join it.
