Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

The world?s second largest producer of platinum, Impala Platinum Ltd, approved two new twin shaft projects at the end of September 2004, Nos. 16 and 20 Shafts. Both shaft projects are stand-alone entities and are being sunk from surface. Previously Impala had embarked on a strategy of extending the life of its third generation shafts by means declines. No. 16 Shaft is the first of a new fourth generation shaft complex, while No. 20 Shaft is the last of the third generation type shafts in the so-called shallow to intermediate mining zone. This paper details the basic designs of each project and covers the initial implementation. Although both projects are twin shaft systems, the access methods from the shafts to the reef horizon differ. Initiatives implemented to speed up the projects are also briefly covered.

Zircon (ZrSiO4) is the most frequently found zirconium ore occurring in heavy mineral sands, from which it is extracted as a co-product in the production of ilmenite and rutile. Estimated world reserves of zircon are 124 million tonnes, highest in Australia (around 56 million tonnes), followed by Mozambique (15 million tonnes), India (12.6 million tonnes) and South Africa (12million tonnes). Zircon finds its application in ceramics (54%) and refractory industries (14%), which account for 68% of zircon?s total world consumption of 1.20 million tonnes. The rest (32%) is consumed in foundry, TV glass, zirconia chemicals and other applications. It is a long recognized feature of the zircon industry that supply is totally dependent upon the concurrent production of titanium minerals. But in recent years, several new developments such as the discovery of zircon-rich mineral sands in Australia, the continuing trend of higher prices of zircon and increase in trade of lower quality zircon have changed the scenario. These factors have prompted more intensive efforts to increase the recovery of zircon, particularly in the process for separating zircon from alumino-silicate minerals. Tata Steel?s proposed heavy mineral sands deposit contains on an average 10% heavy mineral content and 15% slimes of the size below 63 micron. Mineral assemblages of the resource contain65?70% ilmenite, 4?6% rutile, 4% zircon, 16% sillimanite and other minor minerals. Wide size range and tenacious iron oxide coating are the inherent characteristics of this deposit. High concentration of sillimanite among the non-magnetic heavy minerals and heavy surface coatings on the minerals are challenges for high recoveries and production of premium grade zircon. This paper outlines various process steps that were taken at pilot plant stage to produce zircon of premium grade and subsequently develop the appropriate flow-sheet.

Tecflote is a new group of nitrile-based collectors for sulfide flotation. Water insolubility results in some interesting implications for the actual mechanism. It is not yet understood if Tecflote is directly adsorbed on the mineral surface as emulsion droplets or if it is only active at the air-water interface, affecting the interfacial rheology or electrostatic- and Van der Waals interactions, which have a direct impact on the bubble-particle contact. Different investigations including contact angle measurements, AFM studies and micro-flotation experiments are conducted to obtain a better understanding of the actual mechanism of Tecflote. Due to the reagent’s insoluble character, the Langmuir-Blodgett technique is used to investigate its behaviour in the air-water interface and to deposit defined layers of Tecflote on mineral substrates for the above-mentioned studies. An interferometric set up is used to investigate the influence of Tecflote on the film thinning between an air bubble and a mineral substrate. In addition, possible synergistic effects for the combination of Tecflote and conventional frothers (e.g. MIBC) are studied. Keywords: Sulfide flotation, insoluble collector

Mining professionals recognize the need to continuously evaluate and refine mine planning standards and scheduling. We must examine our current reality, and evaluate the following: •How well do our planning standards represent the actual mining process? •To what extent do they support the requirements of the downstream mining activities? •How we apply them to operational management and control? In most operations, mine-planning standards are global averages. Little differentiation is madein quantifying key planning variables. Often standards used in the long-term, are applied to the short-term, and the standards and scheduling precedents are only reviewed occasionally. Mine-planning standards applied to production schedules are often only focused on the management of functional mining performance, and play no role in managing the requirements of down stream processing. Many mining operations are characterized by high levels of fluctuation, and typically incorporate a wide range of factors and adjustments to compensate for deviations from performance targets, in mining operations as well as for the other business areas. The reason for using global averages is because of a lack of understanding of the causes of deviations that occur through the process, and the impact that they may have on the performance of the business as a whole. Average standards and factors are often used to quantify the variability in a system. From these average values, measurement standards and performance targets are derived for the planning and execution environments. During the execution of a plan/schedule there will be deviation in actual performance and the planned ‘average’ standards. In reality the ‘average’ conditions seldom occur and the impact of variability and interdependency are seldom constant or predictable. The predictability of variability and interdependency is further complicated by the fact that mining conditions have a role to play in the actual production performance, and they too are variable. By developing the throughput knowledge of our production systems, we can better understand the nature of variability and the interdependency within the systems as well as the impact of interdependency between the links in our production chains. With this knowledge, planning standards and scheduling precedents can be better defined and sensibly differentiated. This will improve planning and management of ore utilization, mining production and the effectiveness of processing. As a result the business will be more stable and predictable and business performance will be improved. The purpose of this paper is to describe: •At a high level, the scope for refining and differentiation in mine planning standards, and incorporating geological and plant parameters into mine scheduling. This will improve planning and scheduling and the overall performance of the mine. Given our current level of scientific knowledge and the technological tools at our disposal we should be able to plan and schedule production so that we can manage pro-actively and improve business performance. In doing so we can also improve reconciliation and value tracking through mining and processing •The flexibility and functionality of the XPAC planning and scheduling tool that will enable a throughput management approach.

The concept of caring is in most cases confused with material needs and not psychological needs. By giving employees a job, most managers think that employees should be grateful and return the favour by being loyal, productive and working safely. Other managers hold the view that employees can be lucky to have a job. To show and demonstrate that management are caring for the safety of the workforce requires involvement, dedication and commitment. Obtaining the trust and respect of the workforce should be the main thrust of any organization because within trust and respect lie the secret of optimal safety performance. In the last 70 years, all the fatalities and serious injuries that occurred in the mining industry can be traced back to one thing, non-caring. The same safety non-compliances are still observed, reported and planned against as 70 years ago, and strange as it may sound, the same injuries occur the same way. The question could be asked: Does the mining industry need more risk assessments? More codes of conduct? More engineering. Or does the mining industry need more caring?

We show that the prioritization of business improvement and performance management decisions may be significantly improved by taking into account the systemic effects of changes made in a single process area. To do so we build a model of a mining value chain, taking into account consequential downtime that arises from downstream and upstream starvation and choking effects of each activity. Introducing the concept of internal capacity, this approach yields insight into the relative importance of key metrics such as loading and hauling rates. We suggest that a holistic view of this type should be a core component of business improvement and performance management decisions. Laboratory testing of the self-heating propensity of coal, using crossing-point temperature and differential thermal analysis techniques, involves the frequent recording of several temperatures. The volume of data and the desire for high accuracy of measurements motivates an automated recording system. The data which are recorded must be adjusted for calibration factors and the results presented in both graphical and tabular form. The paper describes hardware and software features of a computerised system which is being used to establish the relative propensity to self-heating of a wide variety of coals.

A new graphical method termed the ?Design Curve Diagram? (DCD) has been developed to analyse non-Newtonian pipe flow data by relating the plastic Karman number to the plastic Reynolds number. Since the plastic Karman number is directly proportional to the pressure loss gradient and the plastic Reynolds number is directly proportional to the velocity, the DCD is essentially a non-dimensional pipe flow curve. This makes the DCD conceptually easier than the commonly used Hedström-Moody diagram. While, the DCD was developed for the analysis of yield plastic fluids (e.g., Bingham plastics), it is equally applicable to Newtonian fluids.

Much debate has ensued over the past few years on the speed of transformation in the mining industry. By transformation is meant the degree to which the industry has met the requirements of the Mining Charter. In response to this, the Department of Mineral Resources (DMR) commissioned a research study in 2009 to ascertain the degree of industry compliance. The mining industry in response made a presentation to the Minerals Portfolio Committee in Parliament in 2011, during which it released aggregated figures on industry compliance to the Mining Charter. The conclusions of both of the studies are widely divergent. It is argued in this paper that both processes are flawed. The government-sponsored research is empirically and methodologically weak and the results therefore have to be taken with a great degree of caution. The Chamber of Mines figures, on the other hand, while faithful to the reporting of the Chamber member companies, do not represent the entire span of the industry but only the larger mining companies. It is further argued that in order to ascertain a true reflection of the industry an independent audit be undertaken using recognized social scientific survey methods.

A computer program was developed that incorporates a novel analysis of the behaviour of the froth in full-scale cells to predict the performance of the froth over a wide range of operating conditions. The program has the distinct advantage that it can be easily implemented on a microcomputer, which allows rapid computation and processing of the results. The program utilizes experimental data obtained in flotation-plant and laboratory testwork to provide parameters for the froth model under an initial set of operating conditions. These parameters can then be used in conjunction with a model describing the transfer of material from the pulp to the froth to predict the performance of the cell when its dimensions and operating variables are changed during scale-up.

The uranium production forecasting program described in this paper projects production from Reasonably Assured, Estimated Additional and Speculative Resources in the cost categories of less than $130/kg U. Originally designed to handle South African production, it has been expanded and redimensioned using available published information to forecast production for countries of the Western World. The program forecasts production from up to 400 plants over a period of fifty years and has built-in production models derived from documented historical data of the more important uranium provinces. It is particularly suitable to assess production cavabilities on a national and global scale where variations in outputs for the individual plants tend to even out. The program is aimed at putting the uranium potential of any one country into a realistic perspective, and it could thus be useful for planning purposes and marketing strategies.

The paper reviews the restrictions imposed by the Department of Mines (now the Department of Mineral and Energy Affairs) on the surface use of ground that has been undermined at shallow depths (down to a depth of244m). The reasons for the restrictions are discussed, with special reference to the early records kept by the Department of Mines on subsidence and fracture of the surface. A discussion of the nature of the strata overlying the ore-body, and the effect of undermining, is followed by a detailed account of investigational work, particularly since 1970, on the stability of shallowly undermined ground. The significance of the data collected during the investigations is considered next, with special reference to the social and economic implications. These are so farreaching, that it is proposed that the already flexible approach of the Department of Mineral and Energy Affairs in considering what structures may be built on undermined ground should become even more flexible. To this end, the appointment of a Commission is proposed to collect as much information as possible on the stability of ground undermined at shallow depth, and to revise the current overrestrictive conditions or guide lines that are in use.

Mining of sand in South Africa is rapidly growing to sustain an increasing demand for sand for building purposes. Although mining of sand is regulated by environmental legislation, such as the National Environmental Management Act 107 of 19981, previous bad mining practices have left areas of land degraded and vulnerable to erosion. This study was conducted in the Seringveld Conservancy, where mining of sand has left the landscape with a degraded and unsightly appearance, and where little rehabilitation of the original vegetation has taken place. The aim of the study was to develop rehabilitation techniques for the degraded mined soils on two sand mines, Boekenhout Sand and Krokodil Sand, and to develop an overall strategy of revegetation by regenerating key plant species. Techniques for regenerating indigenous tree species cover, using modified mined sludge if topsoil is not available, were used to develop a practical and cost-effective strategy to be used in revegetation. A comparative trial was used to cultivate indigenous tree species in different soil mixtures. The study is important as it provides new information on the rehabilitation and revegetation of sand mined areas in the Seringveld Conservancy. This study will determine if alternatives could be used to replace topsoil on mined areas where none is available. The study is needed to determine whether revegetation of the mined areas would be possible using indigenous plant species that are difficult to grow. The overall results indicate that replacing topsoil was successful for various modified soil mixtures that could sustain the growth of indigenous vegetation on the sand mines. Different indigenous tree species require different modified soil mixtures for successful propagation. A revegetation strategy was developed to complement and enable the rehabilitation of the mined areas in the Seringveld Conservancy. "The sizing, designing, and costing of copper electrowinning circuits requires an in-depth understanding of the fundamental relationships between circuit parameters and the practical operation requirements. The aim of this investigation was to optimize total copper electrowinning project cost by mapping the operating limits of key mechanical equipment. The model was compiled by mapping various cellhouse layouts in terms of number of cathodes per cell, crane productivity, stripping machine productivity, and rectifier–transformer (rectiformer) sizing using data tables for sensitivity analysis. These parameters were then collated and evaluated on a cost by size basis. The model provides an optimum band of operation for cellhouse productivity and project capital cost for a typical range of production throughputs, from 10 kt/a to 200 kt/a cathode copper. The information may be used as a high-level selection guide to assist with identifying a costeffective copper electrowinning circuit design for a specific production rate. The data was validated and compared with existing copper electrowinning cellhouses around the world that typically install no more than 84 cathodes per cell. IntroductionThe sizing, designing, and costing of copper electrowinning (EW) circuits require an indepth understanding of the fundamental parameters as well as the practical requirements to optimize cellhouse productivity and capital cost. "In this investigation, we optimize the grinding circuit of a typical chromite beneficiation plant in India. The run-of-mine ore is reduced to a particle size of less than 1 mm in the comminution circuit and concentrated using gravity separation. The comminution circuit comprises two-stage crushing and single-stage grinding in a ball mill in closed-circuit with a highfrequency screen. A detailed circuit audit was undertaken at the plant to understand and evaluate the performance of the grinding circuit. The audit revealed abnormalities in the process and design parameters which caused high energy consumption, lower throughput, and loss of ultrafine chromite. Laboratory studies indicated the differences in the grinding properties (work index, breakage rate, etc.) and liberation sizes of these ores. Studies also revealed that grinding media size, particle retention time, and pulp density are crucial in coarse grinding. Based on the laboratory grinding and characterization studies; simulation studies were performed to optimize the operating parameters of the grinding circuit.IntroductionComminution is a critical process in mineral processing which strongly influences the economics of production. In mineral processing, particles containing valuable minerals must be disintegrated at a sufficiently fine size to liberate valuable minerals from waste constituents, so that they can be easily separated by an appropriate beneficiation method. The Sukinda chrome ore beneficiation plant utilizes different types of run-of-mine (ROM) ore with different physical properties (viz. grindability characteristics, work index, mineral composition, liberation, chemical composition, etc. for the production of chrome concentrate. In the feed preparation circuit, the ROM ore is crushed and ground to below 1 mm. Grinding in the chromite beneficiation plant is a critical unit operation to achieve the desired product size of below 1 mm and to control the generation of the ultrafine particles. Furthermore, about 40% of total power consumption in the beneficiation plant is accounted for by the grinding of the ore. This implies that any improvement of the circuit performance will lead to an overall increase in productivity."

Keywords: Sphalerite, Bio leaching, Chemical leaching Sphalerite concentrates were prepared from tailings dam samples obtained from Rosh Pinah Mine in Namibia. The samples were subjected to froth flotation and concentrates containing between 7% and 14% Zn were prepared. Leaching of these froth flotation concentrates were studied in ferric chloride solutions at different Fe3+ concentrations for different times at different temperatures with the influence of other species on the kinetics in mind. Complementary to this research, GeoBiotics, LLC and Exxaro Resources have developed proprietary bioleaching technology for the oxidation of base metals concentrates using GEOCOAT bio heap leaching technology in a sulphate medium. The ferric chloride laboratory work was performed in a fluidising leach reactor. The studied material was obtained from flotation concentrate produced during an investigation into the recoverability of a tailings pile at Rosh Pinah mine in Namibia. The optimum conditions for the laboratory investigation were found to be a Fe3+ concentration of 0.3 mol/dm3 at 80°C. A control was performed by using synthetic zinc sulphide. GEOCOAT evaluation tests are performed for the purpose of evaluating the bioleaching of ore and flotation concentrates by means of mesophilic bacteria, Column tests were carried out on the flotation scavenger concentrate from Rosh Pinah to assess the application of the GEOCOAT® process for the oxidation of a low grade zinc concentrate. In this study an attempt was made to demonstrate the relationship between the Kinetic models and the experimental data by plotting the fraction of Zinc leached against time and applying the different equations to the data. The kinetic models were applied to the data obtained from both the test regimes. Habashi (1999) proposed that if a process is controlled by a chemical reaction at the interface (phase boundary controlled reaction), the following equation applies. kCt =1 ? (1-R) 1/3 Alternatively a process is controlled by diffusion through the product layer the following equation applies: [kt = 1 23- X (1 ? X) 2/3] As the anodic dissolution reaction progresses, reaction product forms either a more or less dense reaction product layer on surface As this product layer forms, a diffusion problem develops governed by the nature of the product layer. The conclusion from the study was that the kinetics is very dependent on the type of ore processed relating to the mineral composition of the ore body.

In engineering design of operators? compartments, in underground mining equipment, ergonomics principles are often neglected or not given the full recognition they deserve. This paper defines ergonomics, applies it to machinery in an underground mining environment, and describes the ergonomics analysis undertaken during the design phase of an EJC extra low-profile mining loader. Encompassing the design of the operator?s compartment of this new loader, this paper illustrates the importance of ergonomic principles within the collective design process ensuring that it is fully integrated into the design approach. An ultimate aim of this study is to ensure that all future designs follow this route to guarantee not only the outcome of a highly efficient, cost effective and productive machine but that it is also takes the human factor into account, not only in maintenance but also in operation. Maximizing comfort will have the ultimate outcome of actually increasing productivity beyond expectations.

Long blast hole drilling has been successfully implemented since the 1950s in caving operations, steeply dipping wide reefs and boxhole/raise developments worldwide. However, when applying long hole drilling to narrow tabular reefs, the challenges of achieving high economic drilling rates, combined with acceptable accuracy and appropriate powder factors have yet to be overcome. The focus in this paper is the selection, application and optimization of long hole drilling equipment at mining operations shallower than 2 000 meters. The drilling, blasting and cleaning operations have to be optimized as a process if maximum production at minimum per unit cost is to be achieved. For this to be possible, it is essential that the mine design and layout match the mining process being implemented. The critical parameters affecting the sustainable implementation of long hole drilling in stoping applications for platinum mines are improved safety and higher production rates compared to conventional methods. In terms of drilling, both top hammer and down-the hole hammer configurations have been considered. For economic drilling, the benefits of monitoring and optimizing performance (i.e. drill bit rotation, thrust, and percussive power) for specific rock types are discussed. While the drive is for longer, more accurate, smaller diameter holes to reduce drilling costs, the design of appropriate blast hole patterns and the corresponding charging and initiation systems is crucial for success. The effect of hole diameter and pattern on the powder factor, when comparing small diameter, shorter holes versus large diameter, longer holes, is a major factor in achieving good blasting results. Once appropriate drilling and blasting have been implemented, the cleaning process becomes a potentially critical operation to ensure the production, cost and safety goals are met. Hence, the blast hole pattern and charge have to be integrated for optimal fragmentation to suit the cleaning cycle for maximum production output. Providing that long blast hole drilling is applied as a process in a planned, committed and well-managed manner, the benefits in safety, production and cost over conventional methods should be achievable. However, if the implementation process is not planned and supported by all parties concerned, it will not be possible to succeed in the new operation. Hence, an implementation or roll-out plan of new technology is crucial for success.
