This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

Certain degrees of safety, economic, and financial risk are implicit in any mining operation. At Thabazimbi Mine, slope stability was one of the major sources of risk, largely due to data uncertainties. Consequently, a risk-based approach in slope design was followed. On 6 June 2015, a slope failure occurred in Thabazimbi Mine’s Kumba pit, involving approximately 65 million tonnes of rock failing into the pit and the valley below. Although the failed mass moved rapidly and resulted in a run-out distance of approximately 900 m, controls had been put in place to successfully evacuate all personnel. Risk assessment during the onset of failure supported the decision to not compromise the safety of personnel in any way, leading to unavoidable equipment loss. This contribution presents the failure as a case study in the context of a risk-based approach to slope design as well as the importance of implementing geotechnical controls to effectively manage slope instability risk. Furthermore, a comprehensive back-analysis was performed, on a fully constrained 3D model, utilising 3DEC software, to gain insights into the failure mechanism. In conclusion, lessons from the Thabazimbi slope failure are valuable as they demonstrate the importance of following a risk-based approach in slope design to effectively manage safety and financial risk in open pit mines.

The mining industry has much potential for automation. A great deal of work has been done on this subject and is still ongoing. With automation comes the possibility for optimization, because more information is available and actions can be repeated with more accuracy. This paper looks at possible solutions to the problem of optimizing the autonomous vehicle dispatch system in an underground mine. Possible optimization strategies are evaluated using a simulated environment. The majority of the results indicate that improvements on current methods are possible. Scandium is an important industrial metal for which demand is projected to increase in the future. Although many Sc deposits are secondary, Sc is scavenged by clinopyroxene during fractional crystallization of primary, mafic-ultramafic magmas. Sc may thus occur in sub-economic concentrations in mafic-ultramafic intrusions. In this work, we present new data on the concentration of Sc in the Bushveld Complex (BC) of South Africa. The eastern and western limbs of the BC are considered to be largely pristine, primary magmatic deposits, whereas the northern limb shows evidence of largescale, localized crustal contamination. Samples from the primary magmatic cumulates of the eastern limb, from the mineralized Flatreef of the northern limb, and from the crustal-contaminated Footwall Assimilation Zone (FAZ) of the Flatreef were analysed for Sc. Despite the FAZ containing abundant clinopyroxene, interpreted to have recrystallized from the original cumulates in the presence of melted sedimentary rocks, no significant differences are seen in the concentration of Sc compared to other cumulate rocks of the BC containing less-abundant clinopyroxene. The concentration of Sc in the analysed samples is mainly controlled by mineralogy, with anorthosites, chromitites, and harzburgites containing under 20 ppm, and norites and pyroxenites containing 20–40 ppm. The parapyroxenites of the FAZ are less enriched in Sc than expected, suggesting that Sc may have been lost during alteration and recrystallization.

The Witwatersrand Basin contains by far the most gold ever found, and has hosted mining from its discovery in 1886 to the present. For many years, South Africa was the world’s largest producerof gold, nearly all of which came from the Witwatersrand. Since 2000, South Africa has fallen back several positions because of declining gold output. There are many complex and varied reasons for this; however, declining gold resources in the Witwatersrand Basin are not one of them. As far as the author knows, there are no qualified estimates in the literature of gold remaining in the Witwatersrand Basin. This paper collects mining data from several sources and then, using elementary gold accounting and error analysis, attempts to estimate the amount of gold remaining in the Witwatersrand Basin. It includes gold underground in existing and defunct mines, in evaluated ore resources, and dumps. Compiled data from 1887 to 2019 shows that 50 200 t of gold were produced by Witwatersrand mines, while it is estimated that a further 48 100 t remainunderground, both within and outside of mine leases, a further 1 600 t on the surface in tailings,and an unknown amount in rock dumps. Nearly all of this gold will remain inaccessible with current mining methods, and major technical developments in mining will be necessary before any of the gold can be categorized as a code-compliant resource or reserve. To win this prize, the mining industry will have to rethink its approach to mining, both in old mining leases and in the unexploited ground. It will also have to find effective means of preventing gold theft and informal mining, which are on the rise.

In this paper, a methodology for a computerised recognition of joint sets on 3D point cloud models of rock masses is presented. The process starts with classifying joints on a 3D rock mass surface through training a deep network architecture and validated using manually labeled datasets. Then, individual joint surfaces are identified using the Density-Based Scan with Noise (DBSCAN) clustering algorithm. Subsequently, the orientations of the identified joint surfaces are computed by fitting least-square planes using the Random Sample Consensus (RANSAC). Finally, the joint planes are classified into different joint sets, and the dip direction and dip angle for each set are calculated. The performance of the proposed methodology has been evaluated using a case study. The results show that the presented procedure is fast, accurate, and robust.

The FlashPhos process aims to recover white phosphorus (P4) from sewage sludge by drying, flash combustion/gasification, and carbothermic refining steps. This study evaluates the material behaviour of sewage sludge ash melting and reduction in a refining furnace for the novel FlashPhos process. Thermodynamic modelling in FactSage 8.2 is combined with experiments from a tube furnace to determine the possible phosphorus recovery and minor element behaviour. For the two studied sludges, a yield of 40% and 75% white phosphorus is achieved after 1 hour at 1600°C, corresponding with a 60% and 25% loss to the metal phase. This is slightly above the calculated equilibrium yield of 28%–73%, which depends mainly on the Fe/P ratio of the sludge. Temperature is found to have a significant influence on the final phosphorus yield when leading to incomplete melting of the ash. A clean slag is produced in the process free of heavy metals making it suitable to be used as a cement-like binder material. The main heavy metals that co-evaporate with the phosphorus are Zn, Pb, As, Sb, and Sn. Additional processing steps will be required to remove these to produce a pure P4 product. The metal alloy consists of mostly Fe and P with smaller amounts of other components such as Mo, Cr, Cu, Mn, Sn, Sb, and V. The final slag consists of CaO, SiO2, MgO, and Al2O3 with virtually complete removal of P and heavy metals.

Hulamin Rolled Products (Ltd) developed a high Mn and Si containing alloy, EN 4017 as a scrap consuming alloy from the waste generated in producing their range of clad products for brazing of inter alia automotive heat exchangers. The multifaceted composition of this alloy (Al -1.2 wt% Si -1.1 wt% Mn -0.2 wt% Mg-0.26 wt% Cu) suggested that it might display some degree of strengthening via precipitate formation of the Mg2 Si-types. The aging isotherms constructed showed that EN 4017 with 0.19% Mg reached a lower peak strength (YS~210 MPa and UTS~260 MPa)compared to the EN 4017 material with 0.43% Mg (YS~270 MPa and UTS~325 MPa). The higher Mg variant of EN 4017 was comparable with the age-hardenable reference alloy EN 6061. Selected area electron diffraction (SAED) studies proved that the microstructure of age hardened EN 4017 contained a combination of ß', ß" and U2 phase after being aged at 175ºC for 65 h. The general microstructure contained precipitate free zones as well as grain boundary Si films, although these did not lead to significant embrittlement. The role of Mn dispersoids in the fracture mechanism of 4017 is also discussed. The article will compare the behaviour of EN 4017 with that EN6061. Advanced process and equipment analytics have been around for a while. However, with accessible IT infrastructure and site maturity, it is possible to analyse, monitor, and control processing plants and equipment easily. These various disparate systems provide different reports requiring the involvement of various personnel and attention to different reporting platforms. For efficient harnessing of the systems? capabilities, as well as effective improvement and monitoring of process and equipment, a single point of entry is required. A process and equipment optimization solution was required at a concentrator in South Africa, focussing on the product stream of platinum group metal (PGM) concentrate from the UG2 Reef. The investigation of data to identify strategies for optimization was required to allow visibility into plant operations to guide operators, an easier method to identify process loop problems, identification of imminent equipment failures, and advanced process control to optimize throughput and stability. A collaborative effort between the client and General Electric Intelligent Platforms (GEIP) investigated data-driven solutions to each of the problems. With the focus on process optimization and asset monitoring, as well as equipment monitoring, a combination of approaches was utilized to address the various problem areas that were identified. Each was implemented separately in the control layer of the plant IT infrastructure. The integration was done in a centralized web-based reporting tool that integrated the detailed results from the various solutions. On the process control side, monitoring of control loops was included by calculating performance statistics that were reported daily to identify sub-optimally performing control loops and indicating potential problems. The advanced process control solution for this site includes a surge tank controller, stabilizing flow through the flotation banks, and preventing the surge tank from overflowing or running empty. Equipment monitoring was investigated, for preventative maintenance, by making use of statistical data models to indicate imminent equipment failure. These predicted alarm events included the cause for failure, drilling down, and allowing focus on a specific variable for preventative action. The results included a more stable flow through the mill, with fewer stoppages due to surge tank overflows or running empty. The causes for process drift could be identified and operators could react early. Alarms warning of equipment failure 2½ and 4 months in advance were identified in an offline analysis.

The Global Industry Standard on Tailings Management (GISTM) requires mining companies to make four key appointments as part of their tailings management structure. These four positions are an Accountable Executive with policymaking responsibilities, a Responsible Tailings Facility Engineer with operational responsibility, an Engineer of Record to ensure facilities are designed, operated, and closed safely, and an Independent Tailings Review Board to assess safety drivers regularly. Little guidance on the traits of these individuals is available in a South African context. Consequently, the tailings community of practice was surveyed to develop a table of ideal competencies and establish the flexibility in meeting these traits.

This paper presents recent advancements in the MillMapper software technology, developed and used for thickness gauging of liners of cylindrical grinding mills used for mineral comminution. MillMapper uses calibrated laser scanner data captured inside a mill to determine thickness at several million points on all liner surfaces with millimetre accuracy. The paper is structured as follows. First, a review of the technology and its numerous advantages over existing techniques and the value it adds to operations are presented. These are followed by discussion of recently-implemented innovations, including improved visualisation and inspection tools, automatic ball charge volume measurement and automatic mill liner volume/weight measurement. Results from its application at several sites in Australia are presented throughout.

Namibia's newest mining enterprise, the Navachab Gold Mine, was officially opened by President Sam Nujomo during June 1990. The mine is a joint venture between Erongo Mining & Exploration Company Limited, Metal Mining Corporation of Canada, and Rand Mines Windhoek (Pty) Ltd. Erongo has a 70 per cent interest in the mine, while Metal Mining and Rand Mines hold 20 per cent and 10 per cent respectively. Anglo American Corporation and its associates hold two-thirds of Erongo shares and CDM (Pty) Ltd one-third. The Mine is managed by Erongo Mining & Exploration Company. The property is located some 10 km southwest of the town of Karibib and 170 km west-northwest of the Namibian capital of Windhoek (Fig. 1), the name of the Mine being taken from the farm on which the gold deposits were discovered. Navachab is an opencast operation and was brought into production in December 1989 at a cost of around R84 milion-RS,2 million under budget. The plant is designed to treat 840 kt annually at an average gold grade of 2,6 g/t. This wil produce 1900 kg of gold per year, which at today's prices will earn Namibia more than R60 million in foreign exchange.

Underground mining in high rock-stress environments can induce unanticipated dynamic rockmass deformation, posing a serious risk to the workforce. Data collected by seismic networks are imperative for the design-as-you-mine process. Often an inappropriate assessment of the seismic hazard is done when unnecessary data are included in analytical techniques, particularly short-term time frames. Depending on the methodology or application of data analysis and interpretation, some of the information may not be relevant and even detract from the objective. By using the spatial event clusters associated with active workplaces to define the shape and size of the polygons for data selection for subsequent analysis, a problematic subjective component can be eliminated. The mining of tabular reefs in South Africa, be they gold- or platinum group metals, is very extensive, and underground workplaces are often widespread. Production stoppages are very costly, especially for marginal mines, so there is just cause not to evacuate an entire operation’s workforce following the occurrence of a large mining-induced seismic event. A rationale based on the damaging peak particle velocities (PPV) of the past seismicity can exclude the unaffected underground personnel and allow a quick orderly withdrawal where required. Micro-deformation may precede rockbursting, which can occur on-shift close to the workface. A mine-wide array of geophones suitable for the accurate location and analysis of seismicity may not be able to detect these higher-frequency emissions. Inexpensive but fit-for-purpose accelerometers, providing real-time, continuous measurement of acoustic rockmass deformation near the workplace, integrated through underground and surface communications networks, are shown to record ‘rock-talk’, clearly distinguishable from the instrument background noise, which can be in the order of hours leading up to an imminent damaging seismic event.

Ore deposits are becoming more complex to mine as a result of the exhaustion of surface and other easily mined deposits. There is also increasing socio-political pressure to design more environmentally sound, sustainable, and safe mining practices. Wang and Ma designed a mining method for coal, similar to a modified drift and fill using a continuous miner to take sequential cuts (rooms) that are subsequently backfilled. The authors have modified the concept to make it more autonomous, safer, and less costly using highwall coal mining techniques, modified and adapted for underground applications. The method is more flexible than longwall mining and the percentage extraction would seem to be in the same range. In addition because of the backfilling, surface subsidence would not be a major issue and could be more effectively managed.

"SynopsisCapital cost estimates are important in decisions on whether a project will be approved, mothballed, or abandoned. In South Africa, junior coal miners do not have extensive databases of historical projects from which to estimate capital costs. The purpose of this paper is to establish formulae that can be used for estimating capital costs of developing coal mines in a coal-producing country, using South Africa as a case study. The costs are estimated to an error of magnitude level of -30% to +50%, which is suitable for a concept study level, using a parametric estimation technique. The study uses data from completed coal mining projects from selected coal-producing countries. Three formulae are developed and presented for estimating capital costs of underground bord and pillar, surface shovel and truck, and dragline operations.IntroductionCapital cost estimates play a critical role in deciding whether projects will proceed, be delayed, or abandoned. It is therefore important that capital cost estimates are carried out accurately as determined by the estimation guidelines based on the level of estimation conducted (Shafiee and Topal, 2012). The lack of literature on estimation of capital costs in many coal mining countries is adversely affecting junior coal miners, since they do not have an extensive database of historical projects on which to base estimations. In South Africa, the difficulty in estimating capital costs is attributable to lack of publicly available data on completed South African mining projects (Hall, 2013)."

In this paper we develop a physics-based model for lining erosion in steel ladles. The model predicts the temperature evolution in the liquid slag, steel, refractory bricks, and outer steel shell of the ladle. The flow of slag and steel is due to forced convection induced by inert gas injection, vacuum treatment (extreme bubble expansion), natural convection, and waves caused by the gas stirring. The lining erosion takes place by dissolution of refractory elements into the steel or slag. The mass and heat transfer coefficients inside the ladle during gas stirring are modelled based on wall functions which take the distribution of wall shear velocities as a critical input. The wall shear velocities are obtained from computational fluid dynamics (CFD) simulations for a sample of scenarios, spanning out the operational space, and a model is developed using curve fitting. The model is capable of reproducing both thermal and erosion evolution well. Deviations between model predictions and industrial data are discussed. The model is fast and has been tested successfully in a ‘semi-online’ application. The model source code is available to the public at [https://github.com/SINTEF/refractorywear].

Since the flow behaviour of slurry containing both coarse and very fine particles has not been sufficiently clarified, the paper focuses on the experimental study of the particle size distribution, time and intensity of shearing and the effect of chemical agents on the hydraulic gradient versus the average velocity relationship of fluidic ash slurries in the laminar and turbulent regimes. The recirculation pipe loop with smooth stainless steel pipes of inner diameters 26.8 and 36 mm was used for measuring the ash-water mixtures flow parameters. The dense fluidic ash-water mixtures behave as time dependent non-Newtonian slurries. Shearing, the addition of bottom ash or chemical agents, favourably affects the flow behaviour of dense fluidic ash-water slurries. The hydraulic gradient in the laminar region significantly decreases; also the laminar/turbulent transition region is reached for lower flow velocity.

The initial evaluation of a coal deposit often raises uncertainty with regard to the accuracy of the reported Resources and Reserves. Reconciliation of results from mining and beneficiation with the original raw field data highlights deficiencies in original estimations. Credible Resource and Reserve estimation forms the basis on which an entire mining enterprise is motivated, initiated, funded, and established as a commercially viable proposition. This is required for sustainable extraction purposes and to support vital downstream industries such as power generation. Accurate determination of the density of the matrix of the material being evaluated is the key to credible values being obtained for Resources and Reserves. Losses between 15% and 20% of the Resource/Reserve can be realized if incorrect densities are applied to the tonnage derivation. Coal plies and particles have different relative densities, determined by the maceral composition, rank, and mineral and moisture content. These factors in turn contribute to the moisture, volatile matter, ash and carbon contents of a coal, which affect the overall density of the raw coal. More specifically, the relationship of ash to density and the effective matrix porosity were found to be critical in solving the greater majority of the problems in predictive calculations. A major deficiency identified is the inability to determine effective porosity, allowing absorption of adventitious moisture and altering the mass of the core sample. Although the volume of the raw material is altered through crushing, the change in mass after controlled air-drying, used with the original geometrical volume of the raw material, provides a credible air-dry density and allows the determination of the volumetric change related to effective porosity. This parameter can be validated through the evaluation of proximate ash using the ash-adjusted algorithm and a correction for the inherent moisture applied to also give a credible relative density value for an air-dried sample. A combination of theoretical, empirical, and reconciliatory evaluations of the available data, taken from the exploration phase through the mining process to final production, has shown that an integrated approach using the ash-adjusted density (AAD) methodology, in conjunction with other evaluative techniques, provides credible results with a considerably higher degree of accuracy than is currently possible.
