This chapter includes tables for 1981 that were not available in time for publication of the 1981 Minerals Yearbook, but does not include corresponding tables for 1982. The value of raw nonfuel minerals produced in the United States during 1982 was estimated at about $20 billion, a decrease of $5 billion compared with that of 1981. The decline in value is the first since 1971 and is the largest percentage drop since 1938. Although the domestic mining industry continued to be troubled by difficulties in attracting capital and by import competition from countries with lower overall production costs, the principal cause of the decline was sharply decreased demand brought on by the worldwide economic slowdown. Metal commodities were impacted most severely with only 4 of 21 metals registering production value gains and only 3 of 21 showing production quantity increases. Overall metal production value decreased 37% from that of 1981, a reflection of the domestic slowdown in the automobile and construction industries, which are major metal users, Overall production value of nonmetals decreased 12% compared with that of 1981, with only 14 out of 44 nonmetals showing increases. Nonmetal production quantities increased over 1981 for only 6 of the 44 nonmetals.

To provide technology for achieving more efficient water filtration systems for the mineral industry, the Bureau of Mines performed demon-stration filtration tests at three iron ore mines and one steel mill. A comparison of equivalently sized magnesium oxide (MgO) and sand filters showed that MgO had a higher capacity and could operate at higher fil-tration rates than sand. In demonstration tests when alum (AlK(S04)2) was the coagulant, suspended solids breakthrough occurred even though the pressure across the filter (head loss) was 7 psig or less. Under these circumstances, the MgO demonstrated 20 to 100 pct greater filtra-tion capacity, defined in terms of the volume of water filtered before breakthrough. When an organic floccu1ant was used at one location, head loss was the run-limiting factor; the filters essentially plugged with-out any solids breakthrough.

Research conducted by the Bureau of Mines demonstrated the feasibility of preparing columbium and tantalum metals by the application of Kroll-process techniques. Yields in excess of 95 percent were obtained in a modified Kroll-process reduction apparatus constructed from nickel and Inconel.4 Operating conditions during reduction and distillation were determined. Optimum temperatures during sodium reductions ranged from 650° to 750° C and for magnesium from 700° to 800° C with retort pressures ranging from 3 to 7 psig. Undesirable vapor phase reactions occurred when temperatures exceeded 750° C during sodium reductions or 850° C with magnesium. Vacuum distillation at 850° C effectively removed volatile salts and excess reductant from the reduced metals. Calculations based on the results obtained in small scale tests indicate that reaction rates of up to 34 lb/hr could be obtained during columbium reductions and up to 60 lb/hr during tantalum reductions in production scale reac¬tors. The small, laboratory-scale techniques used in this study could be adapted to commercial practice. The reduced powder or sponge metals can be consolidated by conventional arc-melting techniques, and the arc-melted metals can be fabricated into ductile sheet at room temperature. Analyses of arc-melted buttons prepared from Kroll-process tantalum or columbium showed that tantalum of greater than 99.8-percent purity was obtained and that columbium purity exceeded 99.7 percent. A significant purification of the reduced metals occurred when they were consolidated by electron-beam melting, and the purity and ductility of electron-beam-melted Kroll-process tantalum and columbium compared favorably with the commercial metals. After electron-beam melting, the purity of the tantalum exceeded 99.95 percent, and columbium purity was approximately 99.9 percent.

THE WORLDWIDE economic expansion that has characterized the first 3 years of the 1960's continued through 1964 and was reflected in North America by strength in the industrial economy of the United States, which again was dominant. Advances in production were recorded in virtually all industries, including the mineral industry; 1964 mineral production established a new high, 5.4 percent above the previous peak recorded in 1963. However, the percentage increase in value of North American mineral production was slightly below overall economic growth. For industry in general, consumer demand held firm throughout the year and overall commodity prices averaged 2 percent higher than in 1963. Wages and salary payments also were up. With the single exception of the dock strike in the United States, the year was free of serious labor troubles and unemployment in both Canada and the States was at a low level. Despite the Viet-Nam situation, relatively tranquil international relations contributed to the forward movement of North American business. Total gross national product (GNP) for Canada and United States, in current dollars, was estimated at US$672.2 billion; 6.8 percent above the previous year's figure. Combined national income in 1964 amounted to US$546.9 billion, which was nearly 7.0 percent more than in 1963. In 1964, gains were recorded in each of more than 50 metals, nonmetals, and fuels commodities that comprise the North American output. The greatest category increase was 13 percent in metals, which was in part attributable to the 14 percent rise to a new record in value of iron and steel in United States, a 29 percent higher value of Canadian iron ore and a 57 percent rise in Canadian zinc. Despite a moderate decline in prices of iron ore and iron and steel products, generally favorable markets and rising prices for metallic ores and metals were a stimulant to the metals industry. Nonmetallic materials, with a total value in excess of US$5.25 billion were 7.3 percent higher than in 1963. As part of its efforts to maximize resource recovery, the Bureau of Mines conducted studies to recover valuable byproducts from Western phosphate beneficiation tailings. Potential byproducts include phosphorus, vanadium, and uranium. The objective was to determine roasting and leaching conditions for maximum dissolution of vanadium from tailings containing approximately 13 pct P205 and 0.23 pct V. Sulfuric acid leaching tests were conducted with the tailings either as a dilute suspension dried, or in a roasted condition with or without NaCl added during roasting. More than 90 pct of the vanadium was dissolved by roasting at 850° C for 120 min with 8-pct NaCl and leaching at 75°C for 120 min with an excess of 2N H2S04, By roasting without NaCl and avoiding the difficulties of the chloride impurity, nearly 80-pct vanadium dissolution was achieved with an 800° C roast for 180 min. Quadratic regression equations were derived to relate vanadium dissolution to roasting and leaching conditions.

Develop a down-hole replaceable diamond core bit that will reduce overall drilling costs and increase total available drilling time per hole. Approach A one-piece diamond core drill bit of unique geometric shape has been designed, fabricated and field tested. The bit can be withdrawn (or replaced) from the bottom of the well-bore without removing the drill rods from the hole, saving a significant amount of non-productive drilling time. How It Works The replaceable bit system consists of two basic subsystems: the removable core bit, and the equipment necessary to replace the wornout bit without pulling the drill rods out of the hole. The geometric configuration of the bit is that of a one-piece diamond studded cutting element created by "slicing off" two parallel sides of a conventional diamond cone bit. This geometric configuration, along with some minor modifications to the outer core barrel, allows the bit to be rotated in two planes and, with the retraction-insertion tools, raised or lowered through the interior of the drill rods using a conventional wire-line system. For example, to retrieve the bit, a retraction tool is lowered through the drill rods using a conventional wire-line system and at the hole bottom, the tool automatically orients itself within the outer core barrel.

This analysis was conducted in response to concerns raised by the Chairman of the Energy and Commerce Committee of the House of Representatives regarding the potential impacts on automobile production, GNP and employment resulting from embargoing south African supplies of the platinum-group metals, platinum and rhodium. This analysis should be considered an addendum to the recently released study in which the direct economic costs I of a U.S. embargo on selected South African strategic and critical materials are estimated. The estimated GNP and employment impacts result when a mineral shortage reduces domestic industrial production and are in addition to the direct costs estimated in the earlier study. The direct cost to this nation resulting from a decision to embargo six south African strategic and critical minerals was estimated at $1.85 billion per year during the 1988-1992 time frame of the study. The estimated direct costs include the costs to U.S. consumers resulting from higher strategic mineral prices, lower mineral consumption, and the cost of developing higher cost domestic mineral resources. A large proportion of the costs result from the shortage of the two metals: platinum and rhodium. The average direct annual cost of embargoing is estimated at about $1.4 billion for platinum and $384 million for rhodium.2

As part of a program to maintain an adequate supply of minerals and metals to meet national economic and strategic needs, the Bureau of Mines conducted research to determine the diffusion coefficients for ferric ions in synthetic copper leach solutions. Determination of ferric ion diffusion coefficients in typical dump leach solutions is necessary for predicting leaching rates of copper from large-scale leaching operations and for optimizing concentrations of ferric iron in solutions to maximize leaching efficiency. Derivative chronopotentiometry, an electroanalytical technique, was used to determine ferric ion diffusion coefficients. The diffusion coefficient decreased dramatically with increasing concentration of iron in solution. An empirical model was used to relate the ferric ion diffusion coefficient to the total amount of sulfate in solution. Measuring the diffusion coefficient dependence on temperature yielded an activation energy of 5.5 kcal/mole of ferric ion. Activity coefficients of ferric ions as a function of concentration were calculated from diffusion coefficient data.

An investigation was begun by the Bureau of Mines in 1948 to determine the preparation characteristics of American coals. Results of the investigation were planned to be reported on a county basis and from the data developed to determine: 1. Which coals either as mined or after beneficiation by conventional preparation are chemically suitable under present standards for producing metallurgical coke. 2. Which coals require special and more intensive treatment in preparation than is now practiced. 3. Which coals cannot be considered potential sources of metallurgical coke, regardless of preparation by present-day methods. This report is one in this county series that describes the preparation characteristics of the coals of Lee County, Va.

The Bureau of Mines recorded both particle accelerations and velocities from one-stick and production blasts at Eagle-Picher Industries' Shullsburg mine, Shullsburg, Wis., to test the effectiveness of square root scaling in grouping underground blast vibrations and to determine the effects of rock type and mine geometry on blast vibrations. Although the charge weights of subsequent delay periods sometimes exceeded the charge weight of the zero-delay period, both acceleration and velocity records showed that the zero-delay portion of the Shullsburg production blasts produced the highest vibration amplitudes. Because of the restricted range of charge weights in the Shullsburg experiments, no statistical determination of an appropriate scaling factor could be made. However, the square root scaled peak particle velocity data from the Shullsburg production blasts grouped well within the approximate band-width of vibration data obtained by the Bureau from quarry blasts in many different rock types. This indicates that scaling by some factor, perhaps the square root or cube root of the charge weight, may be an effective way to group and study vibration data from underground blasts. Further research is needed to determine which scaling factor is best for underground blasting.

Two series of tests were run with planer model 'BB": one at the Arickaree mine of the San Francisco Chemical Co., Rich County, Utah, and one at the Roslyn No. 9 mine of the Northern Pacific Railway Co., Roslyn, Wash. The tests at the Arickaree mine were started on June 25, 1958, and continued until September 30, 1958. Prior to these tests, an electrically activated remote-control system was installed, and other modifications were made on the planer. The tests showed that the planer in general and the remote-control system worked very well; however, the various cutting tools used would not consistently penetrate and cut the phosphate rock. This indicated that the cutterhead design had to be changed before the planer would operate efficiently in phosphate beds similar to the "A" bed in the Arickaree mine.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is ordinarily termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

Provide coal mine shafts/slopes with an optimum coal mine shaft fire and smoke protection system composed of reasonably-priced, reliable hardware. Approach Accident and injury data indicate that a relatively low percentage (5%) of underground coal mine fires occur in shafts or slopes. Nevertheless, shaft or slope fires are extremely serious because they block critical escape routes for miners. That also can happen when combustion products resulting from fires in other mine areas contaminate shahs and slopes. Seeking the optimum configuration for a shaft/slope fire and smoke protection systems, the Bureau of Mines gathered data on the performance of existing fire detection devices and signal telemetry systems In several mines, and analyzed the generic protection needs of the U.S. underground coal mining industry. The optimum system developed by the Bureau provided an adequate number of detectors, a wide area of coverage, and an extensive data acquisition, analysis, display, and storage capability. This system. recommended for fabrication and in-mine testing, consisted of a microcomputer-controlled master panel located in the test mine's slope hoist room, and four remote units. Two of the remote units were placed on the surface atop upcast ventilation shafts, a third was situated underground near the slope bottom, and a fourth was installed at the slope top in intake air.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Information on vertical magnetic noise in the voice frequency band, both within and above coal mines, is needed for the evaluation of through-the-earth baseband electromagnetic communications at mines where horizontal loop antennas are used. This report discusses the theory of the source of electromagnetic noise, the propagation of this noise to an observation point above a mine, and its interaction with the local earth conductivity structure, which gives rise to vertical magnetic noise. The relationship of surface noise to underground noise is also discussed. Bureau of Mines investigators made surface and underground vertical magnetic noise measurements at a number of coal mines located through- out the United States. These data were modeled through regression analysis to characterize expected noise levels. The results are presented, including results in one-third octaves for use in evaluating the expected performance of through-the-earth communication systems by articulation-index studies.

Results of detailed analyses of four cores from the Threemile Canyon area in the P. R. Spring tar sand deposit in Utah are reported by the Bureau of Mines. The cores were obtained by the Utah Geological and Mineralogical Sur-vey as part of a l7-corehole evaluation program in the P. R. Spring, Hill Creek, and Rim Rock tar sand deposits. Average properties of the oil zone in the Threemile Canyon area as deter-mined from these cores are as follows: Oil saturation, 67.4 pet of pore volume; porosity, 29.2 pct; permeability before oil extraction, 133 millidarcies; and permeability after oil extraction, 2,855 millidarcies. Average net thickness of the oil zone is 23.8 ft and average depth to the top of the oil zone is 189 ft.

Characteristics of metal/non metal mines were evaluated to determine the suitability of applying the U.S. Bureau of Mines electromagnetic location system to the problem of locating trapped driers in metal/non metal mines. Statistical distributions of mine depths and overburden conductivities show that the existing USBM EM system is inadequate for most metal/non metal mines. Alternate approaches to trapped miner location in deep mines were identified and subsequent field tests were conducted at six (6) mines to evaluate their feasibility. The approach considered to be the most promising is one which utilizes the existing manpack transmitting system, modified slightly for a dual frequency output, in conjunction with a sophisticated signal processing receiver on the surface. The main advantage of staying with a "through the earth" approach is that the underground equipment can be kept simple, easily maintained, light- weight and inexpensive.

In 2005, NIOSH and Badger Mining Corporation entered a partnership to implement ergonomic interventions, including a systematic process, to address exposures to risk factors that may result in musculoskeletal disorders or other types of injuries/illnesses. As a result of this partnership, an ergonomics process was integrated with the existing safety and health program to promote an on-going application of ergonomic principles, and over 40 task-specific interventions were implemented during the first year of the process. This paper presents details of the process integration, and several examples of task-specific interventions that reduced exposures to risk factors.

Improve face ventilation in mines with large cross-sectional entries. Approach Oil shale, salt, and limestone mines typically have large entries. Providing adequate airflow to the working faces of such mines for worker comfort, health, and safety is a substantial ventilation problem. If diesel equipment is used at the face or if a methane hazard exists in the mine, the problem becomes even more complex. To address this problem, a study was conducted under a joint contract between the Oil Shale Committee of the Colorado Mining Association and the Bureau of Mines. The study evaluated two face-ventilation concepts for large-entry mines. Improving Ventilation Two face-ventilation systems were selected for testing of an oil-shale mine, based on results of a cost/benefit analysis. The systems were a free-standing jet fan and a ducted fan operating in the blowing mode. The jet fan was spotted on the intake side in the mouth of the entry being advanced with final positioning, in or out, deter-mined by minimum recirculation. The ducted fan was also positioned in the mouth of the entry being advanced, with its tubing terminating 75 feet from the working face. The mine face entry was a dead heading 55 feet wide, 30 feet high, and 320 feet long. Sulfur hexafluoride (SF.) tracer gas was used to measure the performance of the two systems in diluting mine face pollutants including after-gases from blasting, hot diesel emissions, methane roof layers, and methane emitted from muckpiles.
