No producing mines are in the study area. Sample results indicate the only resources in the study area are low grade phosphate deposits associated with Cuyama Phosphate Mine (fig. 1). Within the study area, are more than 21.4 million tons of inferred subeconomic phosphate rock resources which would be reserves at an 80 percent higher phosphoric acid price; weighted average grade is 4.84 percent phosphorous pentoxide (P205). About 17.6 million tons of similar grade are outside the area to the northwest. The South Cuyama Oil Field, adjacent to the study area (fig. 1), produces petroleum from the Vaqueros Formation which underlies parts of the study area. Oil and gas potential was evaluated by U.S. Geological Survey. INTRODUCTION Location, Size, and Geographic Setting The U.S. Bureau of Mines conducted a mineral survey of the Fox Mountain RARE II area (No. 5120) during the summer of 1981. The area was examined to determine the presence or absence of mineral resources and reserves, and to estimate tonnage and grade where possible.

In a search for improved methods of upgrading tar obtained by low-temperature carbonization of coal, monoethanolamine (MEA) was found to be effective in extracting tar acids from coal tar distillates derived from a subbitunwous and a lignite coal. Patch extractions showed that both yield and purity of the extracted acids improved with increasing volume ratios of monoethanolamine to tar acid, varied from 1:4 to 8:1. Yield improved, but purity decreased as the concentration of monoethanolamine was changed from 30 to 70 volume-percent, and as the concentration of tar acid in distillate was increased ad from 14 to 45 percent. In a continuous countercurrent extraction employing a double solvent (monoethanolamine and hexane) approximately 80 percent of the tar acids was extracted from 170° to 350° C. tar distillate when using 1.6:1 volume ratios of amine:tar acids. Tar acids isolated from his extract, although of improved purity, contained appreciable quantities of neutral oils and some tar bases. Aqueous monoethanolamine was not effective for extracting the last 10 to 15 percent of tar acids in 170° to 350° C. distillate oil from lignite coal. The highest yield of isolated tar acids and the best recovery of monoethanolamine were obtained by diluting the extract with water and saturating with C02. Some losses of solvent were encountered when aqueous monoethanolamine solutions were heated through decomposition of the amine with the liberation of ammonia.

The western Mesabi range nonmagnetic taconites containing about 34 percent Fe were evaluated by the Bureau of Mines in a 900-pound-per-hour pilot plant employing a selective flocculation-desliming-cationic flotation technique. The flotation step was a reverse flotation process and involved the flotation of the gangue minerals. The objective of the research was to increase the availability of domestic raw materials for the iron and steel industry. The beneficiated ores yielded concentrates containing 62 to 64 percent Fe and less than 5.5 percent Si02 with accompanying iron recoveries that averaged about 75 percent. Comparable flotation results were obtained with either fresh or 80 to 90 percent reclaimed water. Recycled waters having turbidities as high as 5,000 ppm Si02 did not affect the flotation process. Reclaimed waters containing residual calcium contents of less than 10 ppm gave better flotation concentrates than those containing 15 ppm.

Reports that set forth the pertinent facts of existing secondary-recovery operations are an integral part of the work of the Bureau of Mines in promoting conservation and efficient utilization of the petroleum resources of the Nation. Knowledge of the success or failure of waterflood projects in an area is very useful to other operators. Although projects will not have identical results, information concerning the flood performance, method of operation, and difficulties encountered on one project will help operators to determine the feasibility of flooding a similar sand and to select the methods of operation most likely to prove successful. The increasing cost of discovering and developing new oil reserves, as well as the unending effort to reduce operating costs and increase ultimate oil recovery from known petroleum reservoirs, has required the petroleum industry to evaluate continuously the performances of various secondary-recovery methods. Waterflooding was recognized early by the petroleum industry as a possible means of increasing oil recovery. From the early accidental floods in Pennsylvania and through many haphazard attempts to inject eater into oil-bearing formations, waterflooding emerged as one of the more important methods of oil recovery. Waterflooding is important not only to the oil industry but also to the economy of the area concerned.

With the surrender of the Japanese Imperial Government as a climax to the capitulation of the German High Command , the main objective of the Petroleum and Natural Gas Division pivoted from war assignments to its main normal functions . One of these functions is to give wide public distribution to valuable technical facts which the Division has obtained through research on petroleum , natural gas , helium , and related subjects . During the war years many engineering data and scientific facts could be released only on a restricted basis as reports to war agencies and others immediately concerned . Moreover , many of the wartime reports contained masses of detailed data that were prepared under stress to meet emergency schedules . For peacetime publication and application , these data must be reviewed , correlated , and rearranged so as to present the essentials in proper form . To illustrate , a wartime report of 50 pages might be resolved into one curve in a composite graph for a peacetime publication . Another factor affecting the orientation of the work of the Division is the broader horizon of research revealed by its war activities . Fundamental research and careful engineering analyses are just as important in time of peace as in time of war; in fact , they should be more important to the forward view , because under peace conditions disrupting influences that distract from the orderly acquisition of knowledge are minimized . Therefore , the concerted effort has been not to " salvage " the results of the war activities , but to evaluate them on the basis of their relative importance in the future economy of the country . Where wartime investigations have pointed to peacetime accomplishments , the effort has been to give the corresponding type of work additional emphasis . This adjustment can not be made hurriedly , but many of the necessary preliminary steps on the new course have been taken ..

"The interaction of amorphous silica particles with several hydrogen bonding agents (H2O,, C2H,OH, C,H,NO) was investigated by monitoring the changes in the bulk and surface IR vibrational modes of silica using photoacoustic spectroscopy, It is argued that the intensity of the silanol band at 3747 cm-1 provides (an inverse) quantitative measure of the interaction of surface groups, along with the shift in the broad hydroxyl band, the interaction following the order C,H,NO > C2H2OH > H2O.The use of IR spectroscopy to study the adsorption on solid surfaces is well documented in the literature,"" For example, hydroxylation of a clean silica surface results in the formation of the free silanol group Si-OH, with a sharp IR band near 3747 cm-1. Further hydroxylation produces a broad band near 3500 cm-1, which is believed to result from various hydrogen-bonded silanol bands leading to a multilayered surface structure of few nm.3-6 Earlier studies had indicated a relationship between the surface silanol band and various chemical activities of silica such as cytotoxicity,7-9 catalysis,10-12 and others.13 Recent studies from our group14-in which the intensity of the silanol band and cytotoxicity of silica, heat-treated at various temperatures up to 1095°C, were investigated-have provided a strong correlation between cytotoxicity and intensity of the silanol band.Coating of silica by PVPNO (polyvinyl-2-pyridine N-oxide with the empirical formula C7H8N0), a strong hydrogen bonding agent, is known to reduce the cytotoxicity of silica, presumably by chemically blocking the silanol groups from phospholipids.15 This interaction of the hydrogen bonding agents with the silica can be studied by IR spectroscopy, and Knozinger16 and Rouxlet and Semples17 have used transmission IR spectroscopy to study the effect of various chemicals on the surface IR modes of silica. However, one of the major disadvantages of transmission IR spectroscopy is that the sample preparation (grinding and mixing with KBr and pelletizing) usually distorts the surface modes (see, e.g., Ref. 14) and there is always a doubt about the effect of the sample preparation on the measured properties, In recent years, photoacoustic (PA) spectroscopy has become the technique of choice for studying the IR spectra of samples in their natural state, since no sample preparation is necessary.18,19 Moreover, according to a recent paper,20 the relative intensity of the surface modes in PA spectroscopy of silica particles is much higher than that in transmission FT-IR spectroscopy. Consequently PA spectroscopy is ideal for studying the surface chemistry, In this work, we have used PA spectroscopy to investigate the interaction of three hydrogen bonding agents (C7H8NO, C2H5OH, and H20) with the silica surface by monitoring changes in the surface IR modes, Our results show that the surface IR modes get perturbed to a larger extent than the bulk IR modes in interaction with the hydrogen bonding agents, Moreover, whereas in the earlier studies, the shift of the broad silanol band near 3500 cm-1 was used as a measure of the interaction with hydrogen bonding agents,16,17 here we show that the relative decrease in the intensity of the sharp silanol band near 3747 cm-1 also serves as a quantitative parameter for the relative surface coverage and surface modification, Details of this work are given below,The Cab-O-Sil samples of silica used here were obtained from the Cabot Corporation of Tuscola, IL, In our earlier studies,14,20 we have shown these particles to be amorphous and about 0.05 am in size, For coverage of these particles with H20 and C2H50H, the following procedure was employed. Historically, underground mine rescue teams have received training only in the course of actual emergencies, or in simulated mine environments, usually on the surface, with placards to identify objects and hazards. Also, while U.S. Federal Regulations require all underground miners to walk escapeways and conduct fire drills every 90 days, this does not fully prepare them for the conditions that may be encountered in real escape situations, such as smoke filled entries. This paper describes technology and realistic training simulations that have been identified for the general workforce and mine emergency responders. Of all the technology evaluated by underground personnel, laser lights and lifelines were most beneficial in leading personnel to safety and out of the mine in smoke-filled passageways. These technological advancements can improve the state of readiness for rescue personnel and increase the chances of survival for personnel escaping from underground emergencies.

As a part of the general chromite investigation in California designed to aid In the production of chromite during the recent war emergency, the Bureau of Mines explored the Coggins property in Siskiyou County, Work by the Bureau in cooperation with the Federal Geological Survey began in October 1942 and was concluded in March 1943. This report presents a brief history of the mine, outlines the physical features of the district, describes the deposits) and explains the work completed by the Bureau of Mines, Table 1 shows the analysis of diamond drill-hole samples. The Bureau of Mines measured the vapor pressure of FeC12 , FeBr2, FeI2, Sb, Bi, Cd, Mg, Pb, FeC13 , and VCl2 using the Knudsen-and torsion-effusion methods, and on FeC13 -NaC1 mixtures, Au2Cl6, and MgNi2 using only the Knudsen method. Apparent vapor pressures calculated from the experimental data vary with orifice size and method of determination. Reaction with residual oxygen in the instruments was noted to have an effect on the iron halide data. Vapor pressure curves plotted as log P versus 1/T (where P is pressure and T is absolute temperature) for one substance using several orifice sizes tended to converge at a single point when extrapolated beyond the experimental region. All of the data, except those of VC12, agree with previously published results. The importance of comparing effusion measurements with those obtained by other methods and the variations encountered with various orifice sizes are discussed.

The Bureau of Mines investigated separating HF from HF-SiF4-H2O mixtures by passing the mixed gases through a sodium fluoride slurry in an airlift scrubber and forming a mixed precipitate of NaHF2 and Na2SiF6. The oven-dried precipitate was thermally dissociated in two stages. The first stage was carried out at 400° C and dissociated NaHF2 to NaF and HF. Condensation and analysis of the evolved HF proved it to be 97 to 99 weight-percent HF containing 0.79 to 0.99 weight-percent H2O and 10 to 93 ppm silicon. The second stage was carried out at 700° C and dissociated Na2SiF6 to NaF (for recycle) and SiF4. The quantity of HF recovered from gaseous HF-H2O-air mixtures decreased with increasing relative H2O concentrations. Air was beneficial when scrubbing extremely dilute wet HF gases. At HF partial pressures of 0.24 and 0.013 mm Hg in the scrubber entrance gases, HF partial pressures of 6.2 x 10-4 and 9 x 10-6 mm Hg were obtained, respectively, in the scrubber exit gases. Scrubber efficiencies were 99.7 and 99.3 percent.

A study on a small laboratory scale was made of the use of ammoniacalammonium carbonate for batch leaching Mn from low- grade manganiferous materials ( 6 to 16 pct Mn) obtained from deposits in the southern district of Aroostook County , Maine . These materials were partially reduced at 500 ° to 700 ° C with H₂ or CO and then leached with solutions of NH and CO₂ dissolved in water . Extraction of 80 to 90 pct of the Mn was obtained from some sample materials , but 10 to 34 pct of the iron was also extracted . Material from the Littleton Ridge deposit contained manganese intimately associated with Fe , a condition which contributed to difficulties in obtaining a commercially acceptable product . Extensive investigations of the leach and reduction processes with various mixtures of H₂ and water vapor , and CO and CO₂ , failed to disclose a set of conditions for selectively leaching the manganese . Finely divided metallic Fe was probably produced during the reduction steps so that Fe was leached with the Mn in the subsequent extractions .

5. Development of Initial Probing System 5. 1 Introduction The preliminary evaluation of a variety of potential methods for initial probing showed that the optical system using closed circuit television (CCTV) and the sonar, or acoustic ranging, system were the most promising. The former is capable of pro¬viding a visual display of the mine passages in a clear, non-smoky environment, and the latter is capable of providing a map of the spatial location of the coal surfaces making up the entries, as well as objects, such as cribs, mining machines, etc., in the passages in both smoky and non-smoky environments. The sonar system used in conjunction with the CCTV in a clear environment can greatly assist in resolving the spatial distribution of objects seen on the TV screen. Further, in a smoky environment the interpretation of the sonar information could be facilitated if some visual information were also available. CCTV systems exist but require some modifications to suit this particular application. The Industrial Hazards and Communications Division of the Bureau has an ongoing program for the development of such a CCTV system. Rather than duplicate this effort in developing a CCTV system, it was decided to evaluate the possibility of utilizing their system for initial probing, while continuing with the develop¬ment of a system which would work in any environment, including the presence of dense smoke. The concept of using sonar for the initial probing of mine passages represents the application of new technology requiring development. The results of such a development effort undertaken during the course of this program are described in the following sections.

"The risk of developing silicosis in underground coal miners, tunnel workers and some foundry workers is well-known. These persons generally develop the classic form of the disease over a prolonged period of time. Workers involved in abrasive blasting of bridges and those polishing tombstones have been reported to develop an acute form of silicosis within a few years of commencing exposure. Not well-appreciated is the potential for development of acute silicosis among drillers at surface coal mines. We report the case of a 33-year--old man who worked primarily at surf ace drilling, developed acute silicosis within three years of beginning exposure, and who initially responded dramatically to corticosteroid therapy. CASE REPORTThe patient is a 33-year-old white man who worked as a rock driller at a quarry and also at surface coal mines in western Pennsylvania since 1975. Prior to 1983, much of his work was done with a wet process in which water was applied to reduce dust generation. After 1983 he worked primarily as a driller at a surface coal mine using a dry process. He never wore a respirator. He described the dust as being so dense that he ""couldn't see anything.- In August 1986, he presented to his local physician with a complaint of pleuritic chest pain and shortness of breath. A chest x-ray film was obtained showing only a few p and q opacities. He continued working and these symptoms subsided, but the patient noted the onset of progressive weight loss. By May 1987, he had lost approximately 50 lb. In addition, he suffered profound malaise, dyspnea, migratory chest pain and arthralgia, fevers and drenching night sweats.A course of erythromycin therapy given in the hospital resulted in only fleeting improvement. Studies for Legionella and Mycoplasma infections were negative, as was a tuberculin skin test. The patient was transferred to Allegheny General Hospital in Pittsburgh on June 4, 1987.There was no history of serious medical illness, including tuber¬culosis. The patient admitted to smoking between I and 1 1/2 packages of cigarettes daily for 2 1/2 years prior to May 1987 when he stopped smoking. He denied intravenous drug abuse, homosexual activity or receiving transfusions of blood or blood products.On physical examination the patient was a thin, febrile white man who appeared chronically ill. Bilateral axillary and cervical lymphadenopathy was present. Chest examination showed restricted expansion and bilateral crackles. Examination of the heart and abdomen disclosed no abnormalities."

In 1984, as part of a project to evaluate Alaskan occurrences of certain critical and strategic minerals, the Bureau of Mines investigated a columbium-bearing regolith on upper Idaho Gulch, near Tofty, AK. The regolith is derived from weathering of a dolomitic marble and consists mostly of iron oxide minerals with accessory apatite, zircon, xenotime, rutile, monazite, and the columbium minerals aeschynite, columbite, and ilmenorutile. Two regolith lenses contain 340,000 lb of columbium resources at an average grade of 0.07 pct. Calculated composite concentrates from two regolith samples (approximately 200 lb each) contained 53 and 57 pct of the columbium at grades of 0.97 and 0.86 pct, respectively. In each case the grade could be improved to 1.1 pct Cb with a sacrifice of 9-pct recovery. The regolith's mineralogy, trace-element geochemistry, and similarity to descriptions of other columbium-enriched regoliths suggest that the underlying marble may be a carbonatite. The lack of associated alkalic igneous rocks and the stratiform nature of the regolith, however, may be interpreted as evidence for sedimentary origin of the marble. The marble and regolith are a lode source for some of the minerals in the Idaho Gulch placer deposit.

This Bureau of Mines study investigated molten salt electrorefining for beneficiating low-grade, high-carbon ferrochromium products which can be readily produced from domestic chromite concentrates. A second objective was to refine commercial ferrochromium into low-iron chromium products. Electrorefining of both types of ferrochromium in molten CaC12-NaCl-CrC12, CaCl2-MgC12-CrCl2, or KC1-LiCl-CrCl2 electrolytes produced chromium-iron products with virtual elimination of other impurity elements and some lowering of the iron content, Over 90 percent of the chromium present in the feed materials was recovered. The electrodeposited products were upgraded further by magnetic separation techniques into chromium containing less than 5 percent iron. The technical feasibility of preparing a premium chromium product from a low-grade, high-carbon ferrochromium made from domestic chromite was demonstrated. Chromium virtually free of carbon, oxygen, and silicon from high-carbon ferrochromiums was produced. In addition, the amenability of three commercial grades of ferrochromium to electrorefining and magnetic separation for preparing chromium metal containing less than 5 percent iron was determined.

"The Bureau of Mines determined coal-cutting forces and primary dust generation of four styles of radial gage bits as used on end rings of continuous mining machines. Direct comparisons for reference were made with two widely used conical plumb-bob types having 60° and 90° (nominal) included tip angles. The cutting forces for all of the gage bits were similar to those of the 60°-tip plumb-bob bit. All bits except the RAD-3 gage bit generated similar amounts of primary total dust at shallow cutting, but during deeper cutting, the amounts varied and the gage bits produced as much as 2-1/2 times the dust produced by the 60° bit. This seems atypical since past experience has always shown differences in dust generation at shallow cutting. The specific energy was more like that found previously with other bits, since the values were spread at shallow cutting but became nearly similar at deeper cuts. The 90° bit and the RAD-3 gage bit are not recommended for use except in extremely difficult cutting conditions where dust and forces are of secondary importance. The choice among the remaining four bits can be made on the basis of dust, energy, forces, or cost, as circumstances dictate. INTRODUCTIONThe Federal Coal Mine Health and Safety Act of 1969, with revisions in 1977, was enacted to ensure more healthful and safer working conditions for miners. The Bureau of Mines coal-cutting research facility at Twin Cities (MN) is examining fundamental aspects of the cutting system, including generation of primary dust causing pneumoconiosis in miners and ignition of methane by the frictional impact of cutting bits used on continuous mining machines (CMM's). The cutting system is defined as the cutter-mineral interface area with all its variables, e.g., forces, speed, cutter geometry, bit-mounting geometry, and wear. It has become obvious over the past several years that the cutting system directly affects the economics and design of the ""total system,"" which is defined as all areas of the operation, from the mine face to the preparation plant, which support the mineral recovery by cutting tools to obtain a salable product."

It is with some diffidence that I venture to address the Montreal Section of the Society of Chemical industry on the subject of motor fuel from coal at a time when crude petroleum is produced in greater quantities than at any time in history, and at a time when the known reserves exceed all expectations, even the optimistic estimates of the Committee of Eleven of the American Petroleum Institute. Not only are new fields being discovered in America a -an embarrassing frequency but sources outside of the North American Continent show, unmistakable signs of adding materially to the world's sources of oil. Were it not for the tremendous scientific and technical importance of the work done in the past few years in transforming coal into liquid motor fuels, I should prefer to let this subject rest until a more propitious time, such as prevailed some years ago, when the gasoline consumption curve was rising rapidly and the production curve was slowing in its upward rise. That was the period which stimulated the researches which resulted in tetra ethyl lead and anti-knock gasolines on this side of the Atlantic and in methanol, synthetic gasoline and hydrogenation of coal on the other side. Some of you will recall a symposium on Motor Fuels and Oil Conservation held at the Chemists' Club n New York in September; 1925. Dr. R. L. Brown and I presented a paper at this meeting on "Complete Utilization of Coal and Motor, Fuel, in which we pointed out that coal was the most likely raw material source of gasoline substitutes if and when needed. The Bureau of Mines conducted laboratory and in-mine tests on the Racal airstream helmet (Model #AR21) to evaluate its protection efficiency. Laboratory tests indicated that as ambient air velocity increased, the protection offered by the helmet decreased. In tests conducted at several coal mine long-wall sections with face velocities under 400 fpm, the helmet was 84 pct effective at reducing respirable dust in the miner's breathing zone. However, at a high-velocity section, 1,200 fpm, the efficiency of the helmet was significantly reduced, confirming our laboratory results.

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

The Bureau of Mines demonstrated the feasibility of fractionating lanthanide nitrates with a tertiary amine on lanthanum-cerium and thulium-ytterbium pairs. Optimum values were determined for pH, phase concentration, and percent chelation of metal ions in the aqueous phase. Percent extraction is markedly dependent on the concentration of lithium nitrate in the aqueous phase. Selective masking of the heavier element in each extraction system with DTPA or EDTA aqueous-phase chelating agents resulted in lanthanum-cerium separation factors of 8.5 and thulium-ytterbium separation factors of 3.4.
