The number of persons fatally injured in the California petroleum industry in 1931 was 30, a decrease of 20 fatalities or 40 per cent from the number killed in 1930. As a result of the decrease in the number of fatalities for 1931, the fatality curve of the California petroleum industry reached its lowest point in nine years. Although reductions in personnel--which permitted the retention of a select and experienced class of workmen, decreased active field-development work, and curtailed production--undoubtedly have had a marked effect on reducing the number of fatalities in 1931, the decrease also has resulted from continued accident-prevention efforts. Statistics show that a direct relationship exists between development activity and the number of men accidentally killed in the drilling and producing division of the California petroleum industry. For example, when the average number of drilling wells in 1930 was 29 per cent less than in 1929, the number of men accidentally killed at drilling wells dropped 48 per cent; and when the average number of drilling wells in 1931 decreased 52 per cent from 1930, the number of fatalities at drilling wells decreased 58 per cent. The relationship between field-development work and fatality frequency is significant because each year at least 50 per cent of all the fatalities in the California petroleum industry occur in the drilling and producing division. This relationship should serve to guide the accident-prevention efforts of the industry, especially in the drilling and producing division, toward checking an increase in fatal accidents when development activity again takes an upward trend.

Each winter brings its toll of deaths and serious accidents from the deadly gas, carbon monoxide. Newspapers carry warnings to the public of the dangers of this gas, and frequent now items retort the finding of persons dead or unconscious from the effects of carbon monoxide, yet these accidents continue. Either those warnings are not read, or they are unheeded by people who feel that "It can't happen to me." It can happen to you - carbon monoxide is no respecter of persons, as evidenced by items appearing daily in newspapers all over the country. Carbon monoxide has been a threat to human safety as long as man has used fire to keep himself warm and to cook his food. The burning of any fuel that contains carbon may produce carbon monoxide. This is true of solid fuels such as coal, coke, and wood; of liquid fuels such as oil, gasoline, and kerosene, and of gaseous fuels such as natural or manufactured gas. In the process of combustion the carbon in the fuel unites the chemically with tat oxygen of the air to form carbon dioxide (CO2), however, if the supply of air is not adequate, combustion is incomplete and carbon monoxide (CO) will be formed.

The Carson Hill mine of the Carson Hill Gold Mining Corporation is at Melones, Calaveras County, Calif. It is one of the numerous mines on the Mother Lode of California. The property extends for 8,400 feet along the outcrop of that important vein system. The elevation at the haulage level is about 1,000 feet above sea level. The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars arc characteristically of the 'fire door" type that is frequently encountered on outside exit doors of many public, and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes arc added to the face equipment machinery for which they arty required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in "Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/Automatic Emergency Brakes" by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. I. Judy (our consultant), etc:

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining and crushing methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might perhaps, in many instances, cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this distinction in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the methods employed by the Camp Brothers Company, Mogadore, Summit County, Ohio.

(B) Selected injury data: 1. Tables 19 to 45: Contain current data on various selected factors of operating and physical conditions that have contributed to the occurrence of injuries at bituminous-coal mines and at Pennsylvania anthracite mines. These factors include extent of hand and machine loading, size of mine by employment and production groups, thickness of bed or vein, duration and number of work shifts, rating of mine as gassy, or nongassy, types of cap lamps, ventilation, explosives, and combinations of factors that influence mine safety. (C) Injury experience by States: 1. Tables 46 to 52: Contain current data on number of injuries, frequency and severity rates, average severity, major classification of injuries, injury records of all coal-producing States, and the relative standing by States according to injury-frequency rates. A testing program was conducted to determine the suitability and reliability of adhesives and polycarbonate lenses for extended use in luminaires in mine environments. Polycarbonates were exposed, for periods up to 36 months, to four environments including ultraviolet light, humidity, intermittent water spray, and heat of either 180°F or 407 in various combinations. Rod impact tests on the exposed lens material indicated, that polycarbonate functions well under all 180°F environments and could be used with confidence for periods exceeding the test period, for as long as ten years, with a suit) able safety factor employed in design. The specimens exposed at 240°F showed decreased toughness after 24 months' exposure. Extrapolation of these data was deemed to be risky. A 462-day compatibility test between polycarbonate and six hydraulic fluids was run on stressed PC beams. One fluid caused beam breakage in less than one day, while three caused breakage at intermediate times. Two fluids exhibited essentially no effect on the PC when compared to a control. Epoxy and silicone adhesives were tested as lens adhesives and sealants. Three epoxy combinations tested showed low and erratic failure stresses. A room-temperature-cure silicone adhesive functioned extremely well for time periods up to 36 months and temperatures u2 to 240°F.

The investigation to evaluate the reserves of coking coal in the United States suitable for the manufacture of metallurgical coke is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and (3) to study the carbonizing properties of coals and coal blends not now widely used for metallurgical coke making. This is the fifth of a series of reports giving the results of studies by countless under part (1) of the investigation. (See appendix.) This report covers Westmoreland County, Pa., which comprises parts of New Kensington, Freeport, Elders Ridge, Pittsburgh, Greensburg, Latrobe, New Florence, Johnstown, Brownsville, Connellsville, Donegal, and Somerset quadrangles. (See fig. 1.) A short resume" of the chemical and carbonizing properties of the coals are included. Data on the coal beds in this county were obtained from mining companies, land companies, individual landowners, and other sources of authentic information. A base map for each bed in each quadrangle was made to the scale 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds up to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

Four samples of manganese-bearing material from the Aroostook County, Maine, deposits were tested at the Eastern Experiment Station of the Bureau of Mines at College Park, Md., to determine their amenability to beneficiation by ore-dressing methods. The samples represented material from the Maple Mountain-Hovey Mountain deposit, the Dudley farm, and the Burnham farm and contained 11 to 14 percent manganese. None of the tests produced appreciably enriched concentrates suitable for further treatment for the production of ferromanganese. The intimate association of the manganese minerals with iron and siliceous minerals requires extremely fine grinding to liberate the manganese minerals in these ores and prevents efficient concentration by physical means.

The author, who himself has worked inn the field with various types of torsion balances, expresses in the article his experience with the recently marketed Haff-Torsion-Balance. The advantages of practical work with Haff?s s torsion balance as compared with other types are mentioned. In spite of low weight and corresponding small dimensions (Model M = 23.5 kg., Model Al = 11.5 kg.) the sensitiveness is not less than that in the largest instruments. It is at 1.10-9, which is proved by calculations. A comparison with the corresponding values of other types of torsion balances (Eötvös, Askania, Gepege) is given. The mechanical features of the instrument are briefly described, and the balance is illustrated by a, cross section of it. -- W. Ayvazoglou. This paper describing the mining practices at the Park Utah mine in the Park City district is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Park Utah mine is situated at Keetly, Utah, about 5 miles east of Park City. The Park City district lies on the eastern slope of the Wasatch Mountains, 25 miles southeast of Salt Lake City. The district embraces a tract located between the crest of the main range on the west and the mountain meadows along the eastern foothills. The elevation of the Union Pacific Railroad station at Park City is 7,000 feet above sea level. The town and mines are served by two railroads; one 28 miles long is a branch of the Union Pacific Railroad and connects with the main line at Echo Junction, east of Ogden; the other is 35 miles long and joins the Denver & Rio Grande Western Railroad at Salt Lake City. The district and mines are also accessible by excellent automobile roads from Salt Lake City and surrounding points (fig. 1).

Future coal mining systems will be able to cut from crosscut to crosscut where advances could exceed 100 ft. However, limitations arise when ventilating such mining systems. In deep advance mining, there would be no workers at the face to advance ventilation tubing or curtain manually. Traditional methods also provide no means for maintaining face ventilation after the miner backs away from the face. U.S. Bureau of Mines research is studying means to provide effective ventilation at cut depths beyond the current limit of 4D ft. Several innovative ventilation schemes are currently being considered. One such method is the use of a jet fan to ventilate a deep cut. A jet fan is simply a freestanding fan using little or no ducting to direct the ventilation flow. Jet fan testing in a 90-ft entry revealed that higher exit velocities and greater penetration depth occurred when various configurations were used to confine and direct the air flow. Additional testing also indicated that 2,200 cfm of fresh air was delivered to the face? 90 ft distant when a check curtain was used to limit entrainment around the fan. Without this curtain, this quantity dropped to only 1,000 cfm. This testing indicated that a jet fan was capable of providing ventilation to a distant face area. It also highlighted potential problems, such as recirculation at the fan and reentrainment in the jet flow. Despite these potential problems, jet fans may be adequate for ventilating cuts exceeding 4D ft.

"The interaction of amorphous 1ilica particles with several hydrogen bonding agents (H2O, C2H5OH, C7H2NO) was investigated by monitoring the changes in the bulk and surface IR vibrational modes of silica using photoacoustic spectroscopy. It is argued that the intensity of the silanol band at 3747 cm-1 provides (an inverse) quantitative measure of the interaction or surface groups, along with the shift in the broad hydroxyl band, the interaction following the order C7H2NO > C2H5OH > H2O. Index Headings: Silica; Surface vibrational modes; Photoacoustic spectroscopy; Hydrogen bonding agents.INTRODUCTIONThe use of m spectroscopy to study the adsorption on solid surfaces is well documented in the literature.1 2 For example, hydroxylation of a clean silica surface results in the formation of the free silanol group Si-OH, with a sharp IR band near 3747 cm-1• Further hydroxylation produces a broad band near 3500 cm-1, which is believed to result from various hydrogen-bonded silanol bands leading to a multilayered surface structure of few nm.3-5 Earlier studies had indicated a relationship between the surface silanol band and various chemical activities of silica such as cytotoxicity, 7- 9 catalysis, 10-12 and others.13 Recent studies from our group14-in which the intensity of the silanol band and cytotoxicity of silica, heat-treated at various temperatures up to 1095°C, were investigated have provided a strong correlation between cytotoxicity and intensity of the silanol band.Coating of silica by PVPNO (polyvinyl-2-pyridine N-oxide with the empirical formula C7H8NO), a strong hydrogen bonding agent, is known to reduce the cytotoxicity of silica, presumably by chemically blocking the silanol groups from phospholipids.15 This interaction of the hydrogen bonding agents with the silica can be studied by m spectroscopy, and Knozinger16 and Rouxlet and Semples11 have used transmission m spectroscopy to study the effect of various chemicals on the surface IR modes of silica. However, one of the major disadvantages of transmission IR spectroscopy is that the sample preparation (grinding and mixing with KBr and pelletizing) usually distorts the surface modes (see, e.g., Ref. 14) and there is always a doubt about the effect of the sample preparation on the measured properties. In recent years, photoacoustic (PA) spectroscopy has become the technique of choice for studying the IR spectra of samples in their natural state, since no sample preparation is necessary.18•19 Moreover, according to a recent paper, 20 the relative intensity of the surface modes in PA spectroscopy of silica particles is much higher than that in transmission FT-IR spectroscopy. Consequently PA spectroscopy is ideal for studying the surface chemistry. In this work, we have used PA spectroscopy to investigate the interaction of three hydrogen bonding agents (C7H8NO, C2H50H, and H20) with the silica surface by monitoring changes in the surface m modes. Our results show that the surface IR modes get perturbed to a larger extent than the bulk IR modes in interaction with the hydrogen bonding agents. Moreover, whereas in the earlier studies, the shift of the broad silanol band near 3500 cm-1 was used as a measure of the interaction with hydrogen bonding agents,16•17 here we show that the relative decrease in the intensity of the sharp silanol band near 3747 cm-1 also serves as a quantitative parameter for the relative surface coverage and surface modification. [This report describes preliminary tests of samples from six deposits of oxidized copper ores .in Nevada. The tests for the most part were confined to laboratory-scale acid leaching to extract the copper.'The exceptions consisted of flotation tests to demons' ate the possibilities of treating the ore by that method. The samples tested were representative of oxidized copper ores from six counties in all parts of Nevada. The results obtained by the preliminary tests described were indicative of the extractions of copper to be expected, In the five leaching experiments, the approximate consumption of acid was also indicated.]

The Federal Coal Mine Health and Safety Act of 1969 requires coal mine operators to sample accurately the amount of respirable dust in the mine atmosphere. A technique approved for such sampling employs a 10 mm nylon cyclone followed by a membrane filter (nominal pore size ????= 5 µm) and a pump. The pump is required to provide a flow rate of 2.0 ± 0.1 liters per minute. Calibrations have yielded a range of flow rates (1.4 to 2.8 1pm) at which the cyclone should be operated to remove the non-respirable portion of the dust. The purpose of this project was to evaluate the performance of the 10 mm nylon cyclone at flow rates of 1.8 and 2.0 1pm using a polydisperse coal dust aerosol. The penetration characteristics of the cyclone were to be compared to the United States Atomic Energy Commission's respirable dust standard. The effect of relative humidity on cyclone penetration characteristics was also to be observed.

Heats of solution of yttrium chloride and oxide in hydrochloric acid were measured by Bureau of Mines researchers. Using the heat of combustion of yttrium mentioned in the literature, the Bureau calculated the heat of formation of yttrium chloride to be -239.16 + 0.50 kcal./mole. The Bureau experiments gave evidence that the heats of solution of yttrium chloride from the literature are mostly too low because of water and/or oxychloride impurities. Heat of combustion of yttrium (8)3/ and its heat of solution in hydrochloric acid (2, 14) have been measured. The earlier heat of solution measurement (2) is unreliable because of possible potassium contamination (4). Heat of solution of yttrium chloride has been measured by three researchers (3, 9, 15), who obtained widely different results. Spedding and Flynn (14) report the heat of formation of yttrium chloride as -232.69 kcal./mole from their solution studies. The present work was designed to check the reported heats of solution of yttrium chloride and to determine the heat of solution of yttrium oxide. The latter measurement would allow the results of solution and combustion data for yttrium to be intercompared.

This report describes the carbonizing properties of the principal coal beds of McDowell County, W. Va. Coals from 14 coal beds were selected for study: Upper Cedar Grove, Middle Cedar Grove, Lower Cedar Grove, Eagle, Douglas, Iaeger, Sewell, Welch, Beckley, Fire Creek and Pocahontas Nos. 3, 4, 5, and 9. Selection was based upon estimated minable reserves. McDowell County coals rank either as high-volatile A, medium-volatile, or low-volatile bituminous coal, and this variation in rank is reflected in the wide diversity of the carbonization properties of the coals. All coals tested were either satisfactory as mined or could be upgraded to meet present chemical standards for metallurgical coke; the coals produced strong coke, as determined by ASTM shatter and tumbler tests.

Complex chemical and physical changes occurring during carbonization result in a heterogeneous system composed of gaseous, liquid, and solid phases, whose relative proportions and chemical compositions change constantly as temperature increases. Studies in which the participating variables are isolated and controlled should be useful in formulating the mechanism of coal carbonization. The most characteristic property of a coking coal is its ability to form a plastic mass at a certain stage of the carbonization process. During this period it is believed that fluidity of the coal influences the properties of the resultant coke. This report gives results of an investigation by the Federal Bureau of Mines of the influence of the maximum fluidity attained by the charge on the physical quality of the coke or char produced. As a first approach to the problem, researchers investigated high-melting-point pitches, which are relatively simple carbonaceous materials. The plastic properties of these pitches, prepared specially for this work, varied greatly; their fluidities, as measured by the Gieseler plastometer, covered most of the fluidity range characteristic of coking coals. Blending these pitches with increasing pro-portions of fine coke progressively reduced their fluidities. Coal-pitch and coal-coke blends also were treated; their fluidities were varied by changing their blending ratios. The various blends were carbonized in a small-scale carbonizer and the resistance of the carbonized residue (char) to abrasion was determined in a small-scale tumbler test, using the Roga drum.

"In metal and nonmetallic mineral mines during the 15-year period 1911 to 1925, 30.17 per cent of all fatalities and 16.57 per cent of all injuries were caused by falls of rock or ore from the back or roof or from the wail; 1.24 per cent of the fatalities and 11.05 per cent of the injuries were caused by rock or ore while loading at the working face; 6.66 per cent of the .fatalities and 2.49 per cent of the injuries resulted from men falling down 3 chute, winze, raise, or stope; and run of ore from chute or pocket caused 1.48 per cent of the fatalities and 1.93 per cent of the injuries.3 Hence, accidents due to falls of men and material caused. 39.55 per cent of the fatalities and 34.05 per cent of the injuries in these mines. Accident prevention can best be assisted by each company's preserving complete records of accidents classified according to cause and rate per thousand or 10,000 shifts. A systematic method of recording accidents and the employment of graphs or charts will be helpful to the company safety department in analyzing the cruses of accidents. The purpose of this publication is to analyze data on accidents caused by falls of men and material in metal -mines of the United States, and to suggest methods of preventing or reducing such accidents."
