Direct current electrical systems are used in most coal mines primarily to power the main haulage trains and secondarily to feed other equipment and passageway lighting. Electrical power is supplied from rotary machines or static rectifier equipment and is distributed through the mine by open trolley wires and feeder cables. The rails of the haulageway are used as a current return path. This exposed power distribution system is very vulnerable to conditions which lead to undesired leakage currents and short circuits and, consequently, the possibility of fires or other hazards to personnel. Present techniques and equipment have been utilized in so far as practical to improve the safety of the dc electrical system; however, there still appears a need for further improvement. Because of this need, this program was sponsored by the Bureau of Mines to investigate two specific technical areas related to improvement of dc electrical system safety. One area included the determination of the characteristics of mine electrical systems and their protection requirements and the verification of the adequacy of available protective devices for mine service. Despite the widespread application of industrial protective equipment in mines, there was little detailed technical information available related specifically to the performance of this equipment in service. Our task was not only to develop useful information regarding mine system protection, but also to define and verify the adequacy of the protective devices available. Research to evaluate the lubricity effects achieved by spraying water on the cutting bit of a mining machine or spraying water on the coal during cutting has shown that neither practice affects cutting forces, as had been believed. However, when water was supplied to the cutting zone axially through the bit at 3,000 to 5,000 psi pressure, tangent'ial cutting forces were reduced an average of 30 pct at a I-in depth of cut while normal bit forces were reduced an average of 65 pct. Lower normal forces mean reduced bit wear, faster advance with greater depth of cut, and fewer coal fines.

A major goal of the Bureau of Mines is to conserve the Nation's mineral resources by developing improved performance materials. In support of this mission, a survey of the state of the art of chemically bonded refractories has been made, covering the scientific literature, government reports, and patents. This review includes research and development results for phosphate, silicate, oxychloride, oxysulfate, and other bonding agents used in refractories manufacture. A significant finding of the review was that references on bonding mechanisms, bond formation kinetics, and other important process parameters and conditions were few and universally vague. As a result, recommendations are made to expand research efforts to investigate the kinetics and mechanisms of reactions in chemically bonded refractories.

The German experience in dealing with the health hazard of respirable dust in underground mines is reported from first-hand observation in this Bureau of Mines paper. The report covers-- 1. The control of dust by water infusion, water spraying, and ventilation. 2. The sampling devices (tyndalloscope , konimeter , and BAT-I) and methods used to determine the dust concentrations in mines. 3. The systems of classifying hazardous and safe dust levels in mines. 4. The research facilities devoted to theoretical and applied work on mine dust and pneumoconiotic disease. Tile major research projects on dust and disease now underway in West Germany are outlined in an appendix.

Oxygen breathing apparatus for use in mines was introduced to the United States in 1907. Despite their intended purpose of safeguarding lives, the apparatus led to the deaths of many men because of inherent or developed defects in the equipment, lack of training,, physical shortcomings of wearers, and improper procedures. The Bureau of Mines pioneered in research and training to curb logs of life among users of such apparatus and promoted development of safer equipment and procedures. As a consequence, deaths have been far less frequent. In 1944 the Bureau issued Information Circular 7279, Loss of Life Among Wearers of Oxygen Breathing Apparatus. That publication listed the case histories of 26 deaths that had occurred since the introduction of such equipment to American mining. The author, the late G. W. Grove,3/ asserted that further loss of life could be avoided if good equipment were used, teams were properly trained, and the basic principles of safe procedure were followed. This publication is a sequel to I.C. 7279 and contains information on eight deaths among wearers of oxygen breathing apparatus that were overlooked in the original compilation. It also describes the single death that occurred since I.C. 7279 was published.

This report investigates the mechanical behavior of fine soils in a lunar environment in engineering gravity-flow bins. The ultrahigh vacuum, absence of moisture, and a lunar gravity one-sixth that of earth gravity represents a unique environment, both advantageous and detrimental to these systems. On earth, moisture and gases contained in powder masses can be responsible for complex descriptions of gravity flow. Their absence appear to simplify the lunar soil behavior. However, simulation of the lunar gravity and vacuum complicates the development of experimental data for designing bins. The properties of a dry soil powder, its behavior under one-dimensional compression, and its torsional and direct shearing strength under earth atmosphere are described in part 1 of this paper. These properties provide the parameters for a finite-element analysis to optimize the design of bins, to be described by Dr. William Pariseau in part 2. Shear tests assess the failure criteria for the material. Compression tests provide modulus and (Ko) stress-ratio values from the loading portion of the compression cycle, duplicating the condition of a bin at rest with the discharge closed. During the unloading portion of the compression cycle (soil overconsolidated), the residual Ko values rise. It is postulated that this phenomenon creates a high-lateral stress in bins when they approach incipient flow. Assessment of the Ko value, overconsolidation ratio, and the void ratio state is proposed as a criterion to determine the flowability of powder.

This is the first progress report to be released on the anthracite, mechanical mining research and engineering development program of the Bureau of Mines. This phase of Bureau work, which was initiated as an aid to stimulating wartime production of anthracite, has been continued after the war to assist primarily in improving the general economic position of the anthracite industry. Field work was started in. the 1945 fiscal year with the cooperation of an advisory committee representing management, labor, and the Commonwealth of Pennsylvania. For a beginning, several matters were suggested by members of this advisory committee as being worthy of investigation, and sections of underground mines yore offered for test purposes. Among the suggestions accepted for investigation was the problem of increasing the rate of advance for driving gangways in thin, steeply pitching anthracite beds 4 to 6 feet thick and pitching 60 degrees or more. The problem was undertaken as a field study, and this report relates to accomplishments on this project to June 30, 1947.

Synthesis of hydrocarbons by the Fischer-Tropsch reaction in a hot-gas- recycle system was demonstrated to be technically feasible. This project was undertaken, by the Bureau of Mines, to determine if the system was operable and to ascertain the optimum conditions for the production of gasoline. Carbon steel turnings packed with a void volume from 88 to 90 pct. were satisfactory catalysts, but steel catalysts with greater void volume, either turnings or steel wool, were not as active. Good temperature control with a pressure drop of less than 0.5 pounds per square inch (p.s,i,) per foot of catalyst bed of turnings was obtained by operating with a recycle to fresh feed ratio of 20 and by splitting the total gas flaw and injecting portions into the reactor at different entry ports.

Work has been carried out under Bureau of Mines Contract HO 395132 to develop improved sensor cells for use in direct-reading detectors and diffusion exposure meters. A pumped CO sensor cell was developed which has a shorter response time, improved temperature cycle characteristics, and improved linearity and stability at high CO concentrations. Diffusion CO sensor cells have shown good response level stability and linearity up to 1000 ppm. In addition, a new sensor cell catalyst has been developed for NO2 sensor cells which has a much shorter response time and improved response stability characteristics.

This Bureau of Mines report describes the results of an investigation for developing and applying procedures for stabilizing excavations openings in highly yielding ground. The approach developed in this report involves nonlinear modeling of the progressive relaxation of the zones of rock mass around the excavations opening where Coulomb criterion of failure is exceeded. Stresses are calculated by using a computer code; Coulomb-failure condition is examined for both intact rock and joints (using strength parameters [~] and c). The rock mass in the failed zones is relaxed by reducing the Young's modulus of the rock based on an empirical formulation that is a function of the shape of the opening and the extent of the failed zone. In addition, the material in the failed zone is assigned reduced strength paramters 0' and c'. The limiting (or convergent) relaxed zone is obtained through an iterative process by manually changing the rock modulus and the strength parameters between iterations. Support pressures are computed by applying forces normal to the excavation surface. The approach is applied to the analysis of stability and support requirements for an entry in a longwall coal mine.

A new high-temperature soft soldering system has been developed by the Bureau of Mines for use on copper, copper alloys, and low-carbon steel; the method is applicable to automobile radiators and home appliances. The system uses a unique sacrificial metal coating method to promote spontaneous wetting and spreading of zinc and zinc alloy solder: on metallic substrates. The 10-5 to 10-6 cm thick, electroplated or sputtered, sacrificial nickel coating is absorbed by the molten filler alloy during soldering and produces a direct solder-substrate metallic bond. Preliminary measurements on butt joints with copper members give tensile strengths up to 22,000 psi at room temperature using 95 Zn-5 Al alloy as solder. Spontaneous wetting, spreading, and capillary penetration are extremely rapid and produce joints as easily as 50-50 tin-lead solders. Recrystallization or annealing of the wrought copper joint members is negligible at the soldering temperatures of 450° to 490° C and lower. A list of fluxes and solder alloys is included in the report.

The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 3/16-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.

This paper is the first part of a report giving the results of the Bureau of Mines' twenty-third semiannual survey of motor gasoline marketed in the United States. A companion report, Part II, is in preparation and will give a more detailed discussion of the whole survey. Results of the determination of copper-strip corrosion, color, sulphur content, copper-dish evaporation residue, and gum content as given by the Bureau of Mines steam-oven method will be presented in the second paper, which will also include the prevailing retail price and the tax at the time the sample was taken. This paper deals specifically with data relative to gravity, Reid vapor pressure,5 and distillation (method 100.13).6 The samples tested were divided into "competitive-price gasolines" and "premium-price motor fuels," a method of presentation that was begun with the twenty-second semiannual survey.7 A total of 312 samples were collected from service station pumps in 20 cities throughout the United States. Of this number of samples, 207 were "competitive-price gasolines" and 105 were "premium-price motor fuels." All of the samples were collected in March, 1931, and analyzed at the Petroleum Experiment Station of the United States Bureau of Miner at Bartlesville, Okla.

This report describes results of tests on the desilication of solutions resulting from the leaching of lime-soda sinters. Desilication was accomplished by heating the solutions in an autoclave. A liquor relatively free of silica was obtained after 30 minutes of heating at 200 p.s.i.g. in the presence of lime. The addition of lime improved desilication, but the rate and efficiency of desilication was effected by the quality of lime used. The optimum quantity of lime for effective desilication was about 6 grams per liter. A lesser quantity gave poorer desilication, and a greater quantity increased the alumina loss without improving desilication. The alumina loss was approximately proportional to the lime added. A complex structure, called artificial noselite in this report, was the only silica bearing compound detected in the desilication precipitate. Other compounds present were Ca(OH)2 (calcium hydroxide), CaCO3 (calcium carbonate), and Ca [A1(OH)6]2 (hydrated tricalcium aluminate). Sodium carbonate in the leach liquor retarded the formation of the calcium aluminate; hence it decreased the alumina lost to the precipitate. The extraction of alumina from aluminum silicate materials by the limestone soda-sinter process has been investigated by the Bureau of Mines for many years. The process consists of the following major operations: Blending the aluminum silicate with limestone and soda ash in such proportions that dicalcium silicate and sodium aluminate are formed on sintering; leaching the sinter in a carbonated caustic solution to extract the soluble alumina; purifying the leach liquor by the precipitation of soluble silica (this precipitate is designated desilication precipitate in this paper); precipitating alumina trihydrate from the purified liquors by carbonating with carbon dioxide gas; and calcining the trihydrate to alumina. "This report is based primarily on a study of safety conditions and practices followed in the coal mines of Japan. Not all of the coal fields in Japan were studied, but typical mines in the largest producing areas and a fair cross section of coal-mine-safety conditions observed during February to April 1948 are described.Information was obtained through investigations conducted in the mines, discussions with mine-management officials and representatives of labor unions of the various mines visited, and examination of records and statistics from the various offices of the Coal Board of the Ministry of Commerce and Industry and from the Coal Association of Japan. Statistical data covering the same subject, obtained from different sources, varied in many respects and apparently were reported inaccurately, but such discrepancies can be attributed to different methods of reporting and compiling statistics.It is difficult to correlate the high fatal and nonfatal injury rates that prevail in Japanese coal mines with the conditions observed in the mines. Virtually all mines visited were attempting to prevent accidents and explosions, by apparently following known safety precautions for the prevention thereof. Some commendable safety innovations were observed at several mines; they indicated that mine officials are giving thought and consideration to hazardous conditions that affect their particular mines.Naturally, the operating officials and management were anxious to impress the writer with their interest in accident prevention and safety. Operating officials were found to be receptive to safety and wore interested in formulating definite safety programs. Some nines had well-planned and well-organized safety programs, which, if put into effect, would contribute greatly toward reduction of accidents.The approach to safety in Japan is quite different from that in the United States, especially the concept of personal responsibility for accidents and the extent to which the individual should be protected against hazards. Management is responsible for providing and maintaining safe working conditions. Collaboration between management and worker, as understood in the United States, does not exist in Japan.Increase in accidents since the cessation of hostilities is the result of unsettled economic conditions in the coal industry, influx of inexperience workers, and breakdown of discipline among the miners, who have been organized into unions. Those unions are greatly influenced by ""leftist"" tendencies.It was observed that the Japanese mine worker is fatalistic by nature and has little, if any, noticable safety consciousness. The most urgent major requirements to reduce accidents in the coal mines are to train the worker in accident prevention and instruct him regarding the inherent hazards of his occupation.Revision of the mining laws would help to reduce accidents if the companies would comply with such laws and provide safer working places and if the workers would cooperate with management and observe and comply with such laws as are enacted for their protection."

This report presents a study by the Federal Bureau of Mines of technical factors related to the production of special carbon and tar from selected Wyoming coals. Certain Wyoming high-volatile bituminous and subbituminous coals were processed in bench-scale apparatus to determine potential carbonization yields and in pilot plant retorts to produce sufficient char and tar for testing. These tests have shown that a critical selection of coal is necessary when the coal is processed for a specialized carbon. Generally high yields of tar are obtained from low-temperature carbonization of Wyoming high-volatile bituminous and subbituminous coals, and the yield of tar usually increases with increase in rank within this range of coals. The production and evaluation of industrial carbons from Wyoming coals by using pilot plant and bench-scale techniques is part of the continuous program of upgrading western coals. It has been found that: 1. Most Wyoming coals are nonagglomerating and may be carbonized in fluidized systems. Chars produced in pilot plant retorts at low temperatures contain about 17 to 23 pct, residual volatile matter and are easily ignited. These chars appear suitable as power plant fuel. The tar-plus-light-oil yields range from 14 to 40 gal./ton of raw coal processed. 2. Wyoming high-volatile coals produce a slightly smaller and somewhat weaker coke than currently mined Western United States high-volatile coals used commercially as blending stock in metallurgical coke production.

This report summarizes the cost of U.S, mining and milling industry compliance with the Environmental Protection Agency (EPA) interim water quality guidelines for waste discharges. Applicable excerpts from Public Law 92-500 are stated and interpreted in conjunction with the guidelines being used for implementation of the law. Over 200 U.S. Army Corps of Engineers applications for discharge permits were used to develop the quality and quantity data base needed to estimate the cost to comply with EPA guidelines, Cost of three basic treatment methods were considered: Aeration, addition of lime, and sedimentation. From the process design, cost-capacity graphs were developed to consider maximum flow rate, maxi lime addition, and average flow rates. The graphical method used in this evaluation should provide a reasonable guide to the effect of waste treatment and, therefore, Public Law 92-500 and corresponding EPA guidelines on the mineral processing industry. The cost of complying with the EPA guidelines will have the effect of prompting the mining industry to minimize the production of waste water and of undertaking some additional treatment, Two case studies are presented to illustrate efforts that might be fruitful for minimizing waste water production and for treatment of combinations of acid mine drainage, mill wastes, and metallurgical process wastes when treatment is deemed necessary.

The Eagle Silver mine is in the Rush Valley mining district, Tooele County, Utah, and is now operated by the Hampton Mining Co. The property, originally referred to as the Argent, is reported to have been one of the first discoveries in the district. The early operators mined ore to a depth of 850 feet, at which point the property was abandoned because of excessive water. During 1905 the Honerine tunnel was driven into the area approximately 1,800 feet below the collar of the Argent shaft. This tunnel served to drain the levels above and operations were resumed. Ore deposits in the Eagle Silver mine occur in the Galena King lime-stone, a 20-to 60-foot member of interbedded quartzite and limestone in the Oquirrh formation of Pennsylvanian age. This member has been faulted along the bedding, forming the Galena King gouge. Mineralization commonly occurs in or near this gouge area in a brecciated, highly altered, pipelike zone. The known ore shoots occur in association with the breccia pipe, commonly adjacent to cross faulting and porphyry intrusions. In general, two ore shoots have been mined on the upper levels of the mine, one lying to the east and the other to the west of the breccia zone. The Bureau of Mines diamond-drilling program was begun during the latter part of 1948 and completed early in 1949. Nine holes were drilled, aggregating 852.8 feet. Sludge and core samples from mineralized sections were analyzed in the Salt Lake City laboratories. A total of 87 sludge, 71 core, and 11 chip samples was submitted for analysis.

World political events that occurred subsequent to yearend 1990, but that bear heavily on the global mineral industry, have been of such importance that they cannot be disregaded, and certainly they contribute to any type of "outlook." However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. Despite the end of the cold war, the world remained fractionated, at least from the limited perspective of its mineral industry. The fractionation was not so much the result of adversarial politics between countries and groups of countries, although to be sure, such conflicts had not disappeared. Rather, the fractionation was in the widely divergent patterns of performance that resulted from the diverse conditions and problems facing the different countries and country groups.
