The first metal-mine accident-prevention course was prepared and published in 1942--45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' Circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

[The utilization of Western coals and lignite is a continuing study of the Bureau of Mines, and storage of these fuels is of paramount importance. Since the seasonal demand for coal in the Western States triples between the summer and winter months, successful storage of these low-rank fuels would tend to level out this variation and should reduce fuel costs. The time is rapidly approaching when the West Coast States, particularly California, will annually import several million tons of coal from the Rocky Mountain States for additional power production. This will necessitate storage of large quantities of coal, and it is thefore important to develop experience in such storage. Dry surface storage, by virtue of its flexibility and low cost, is particularly adapted to the stockpiling of large quantities of coal. This report will, therefore be primarily concerned with such storage. Inasmuch as the problems of dry, open-pit storage are quite similar to those of surface stockpiling, experiences in pit storage will be discussed briefly. Although spontaneous combustion is a hazard in storing coal, experience has proved that heats can be avoided by proper stockpiling procedures. The purpose of this report is to show that the most reactive coals can be stored satisfactorily on the surface by avoiding segregation and by thorough compaction.]

Cable reel systems for shuttle cars were investigated to determine whether an improved system could be identified. Interviews and mine visits were conducted to better define limitations and problems with present systems. Although simple and relatively inexpensive, present cable reel systems are not fully satisfactory. Several concepts for a different technical configuration were formulated and evaluated. An all ectric system using electronic control and external sensors was recommended for further development.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much infor- mation was collected on the salt resources and industry of the United States. The more important features of the information thus gath- ered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geologi- cal Survey, which will supplement this report, relating to salt- making processes, and will describe comprehensively the salt resources of the United States. Persons desiring a copy of that report should apply to the Director of the United States Geological Survey, Wash- ington, D. C. In addition to the discussion of processes, this report gives a brief description of the more important sources of salt in the United States. This description has been abstracted from the much length- ier description contained in the report to be published by the Geo- logical Survey.

Synopsis U.S. Mine Safety and Health Administration (MSHA) accidents statistics have identified ore-pass hazards as a significant safety problem in U.S. underground metal mines. The statistics show that nearly 75% of injuries are directly or indirectly related to pulling or freeing of ore-pass chutes, the use of hand tools in ore passes, fails of broken rock in ore passes and structural failures of chutes or gates and ore-pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines. Risk assessment methods, such as fault-tree analysis, have been employed to identify the most probable causes of orepass failures, define research priorities and analyse the factors that result in malfunctioning and unsafe ore passes. Static and dynamic loads are being measured in a laboratory setting with the use of a reduced-scale orepass mock-up. Field tests are being initiated in mine ore passes to determine static and dynamic loads. Data from the test ore passes are being compared with data from the mine to characterize true system behaviour. Computer modelling with the use of closed-form solutions, finite-element analyses and a newly developed particle flow code predicts static and dynamic leads from the flow and the impact of ore and waste in the ore pass. Preliminary results indicate that dynamic impacts from ore and waste rock might be considerably greater than expected. The total static load is substantially less than is typically used fur the structural design of chute and gate support members. It is suggested that damping factors, normal and shear stiffness and mass frictional characteristics have a significant effect on particle flow and resulting impact loads. This is being verified with the use of results from laboratory tests, field tests and particle flow analyses. Ore passes are vertical or steeply inclined openings in a rock mass through which ore and waste are transported and where they mar also be stored. A typical underground mining system is shown in Fig. 1. The arrows indicate the locations of ore passes and loading pockets and their relative configurations. The control of material flow is potentially one of the most hazardous operations in underground mining. According to MSHA data. most of the ore pass-related accidents in the U.S.A. are associated with the loading-unloading cycle and removal of blockages from ore passes. In particular, attempts to free ore hang-ups have resulted in multiple fatalities. The hazards are obvious; there is uncertainty as to when the ore will break loose and miners are unable to escape falling rock to a safe location. Although ore passes and chutes and gate systems for underground metal and non-metal mines roust meet the requirements specified in the U.S. Code of Federal Regulations (CFR). Parts 57 and 75, recent structural failures of ore-pass linings and gates have underlined the lack of adequate ore-pass design standards available to both MSHA enforcement staff and mine engineers. Because of the importance of an ore pass to the safe operation of a mine design criteria need to be assessed and new guidelines developed. Researchers at the Spokane Research Laboratory of the Nationals Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines and studying design criteria for ore passes. A selection of Procedures that appear well-suited to the ore-dressing problems under investigation is included in the following paper of this report so that other experimenters may be enabled to verify our findings and to offer criticisms and suggestions for improving our practice. A tentative scheme for the evaluation of flotation reagents is being investigated, and some progress has been made in a study to determine the significance of small-scale testing. These projects have required 899 analyses. Papers on these and others on ore testing, such as testing for amalgamation and for cyanidation, will be included in future annual reports.

This US. Bureau of Mines report examines the roof and floor contact pressure provided by the interaction of a shield with the surrounding strata. Controlled forces were applied to an 800-ton two-leg shield in the Bureau's mine roof simulator; the distribution of forces acting on the canopy and base of the shield were measured with 24 hydraulic pressure cells. Several influential factors that affect the load distribution were investigated: (1) the magnitude of loading (leg pressure); (2) the profile of the canopy, principally the upward-sloping tip; (3) the base-lifting device; (4) horizontal load acting on the shield; and (5) compliancy of the immediate roof and floor. It was concluded that the shield does not develop full canopy or base contact without deformation of the strata. Maximum contact pressures are developed at the rear of the canopy and on the toes of the base. Less than 10 pct of the available shield capacity is developed at the canopy tip despite the design intention to ensure tip contact. Horizontal loading reduced the toe pressure acting on the base by as much as 75 pct. The base-lifting device exaggerated the inherently high toe loading, increasing the contact pressure by more than 200 pct.

This report describes a research and development program sponsored by the United State s Bureau of Mines. The purpose of the program was to develop reusable explosion-proof bulkheads for a cross-cut emergency shelter, and to study the implementation of such bulk-heads, and the resulting shelters, as part of an emergency escape plan in a normal coal mining environment. The first part of this report reveals a number of significant conclusions regarding the application of emergency shelters. A study of the cause s of, and the conditions prevailing during a mine emergency indicate s that ideal placement of the shelter s would be midway along developing entries, and at the inter section of butt and main entries. The proper spacing of shelters is based on the travel capability of trapped miners, which is in turn dependent on the height of coal. The life of a given emergency shelter, based on an analysis of the above information, will be anywhere from 6 months to 10 years. Consequently, some shelters are regarded as "temporary?, while others "permanent?.

The present final report constitutes the total productivity of a series of contracts from the U.S. Bureau of Mines and the Institute for Telecommunication Sciences over the period 1971-1979. The emphasis on the research has been analytical. In this "executive summary" we give a succinct description of each phase of the investigation. In the first phase of the investigation that was stimulated by the National Academy of Engineering, we concentrated on the analytical studies of techniques relevant to mine rescue. Several specific procedures for locating a buried source were analyzed. In the next, but overlapping phase of the investigation, we dealt with the fundemental character of how electromagnetic waves propagate in mine tunnels. At the outset we allowed for the finite conductivity of the tunnel walls and the presence of axial conductors such as cables, pipes, and tracks. The third phase of the investigation was devoted to the analyses of various specific geophysical engineering problems. The related fourth phase dealt with the general subject of non-destructive testing of wire ropes such as used for mine hoists.

It is manifestly impossible for the Bureau of Mines either to recommend or adversely criticize the statements of the various writers , particularly as to cost and profit estimates in articles referring to American shales , but it is hoped that the investigator will use caution in considering such statements , as it is well known that much of the literature on this subject has been published for promotion purposes and is therefore over- enthusiastic . Bearing this fact in mind , the reader should be able to judge for himself the reliability or usefulness of these articles .

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent on improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silverbearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores that because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.

The Black Hills Mineral Atlas briefly summarizes all pertinent date available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold: First, from available date the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

The U.S. economy and, consequently, the demand for minerals grew at more moderate rates in 1995 compared with stronger performances the previous year. Demand for metals such as steel and copper was relatively stable. For example, the decline in steel consumed in motor vehicle manufacturing (reflecting lower vehicle sales) for the first half of 1995 was offset by an increase in steel consumed in construction during the same period. More detailed information on events, trends, and issues in the mineral and material sector Is presented below and in the commodity sections that follow. Overall Performance The value of processed materials of mineral origin produced in the United States during 1995 was estimated to be $395 billion, an increase of almost 10% compared with 1994. The estimated value of U.S. raw nonfuel minerals production in 1995 was $38 billion, about 7% more than in 1994. The value of U.S. minerals production has increased in 30 of the last 35 years.

In general, the direction of the maximum horizontal stress in the eastern United States is fairly well defined. However, the variation of the magnitudes of the horizontal stresses is not very well understood. Because the horizontal stresses cause severe ground control problems in underground coal and limestone mines throughout the eastern United States a more complete understanding of how the magnitudes vary would be useful for developing mine design strategies to combat horizontal stress related ground control problems. Therefore, in this National Institute for Occupational Safety and Health (NIOSH) study, the variation of the magnitude of the horizon stresses in sedimentary deposits in the eastern and Midwestern United States are examined with respect to two factors, the elastic modulus of the rock and the site depth. Stress measurements from thirty-seven sites are used in the evaluation. Examining the applied excess strains indicates that the eastern United States can be, separated into high and low strain zones. For most of the eastern United States the maximum applied excess or tectonic strain ranges from only 300 to 550 micro strains. However, there is one area, a portion of the Beckley seam in the central Appalachian region where the strains are significantly higher than the other regions. In this higher strain zone, the maximum applied tectonic strains range from 700 to 1,000 micro strains. Regression models for each zone based on the elastic modulus can explain between 83 to 85% of the variation of the maximum horizontal stress. Because one region, the northern Appalachian district, has strains that are about 20% higher than the other regions in the low strain zone, multiple strain models based on geographic regions were developed for the low strain zone that can explain 87 to 91% of the maximum horizontal stress variation with the elastic modulus. Depth was found not to be a significant causal factor in any increase in the horizontal stress even though the site depths ranged from 275 to 2,500 ft. Beyond a theoretical increase, based on Poisson’s effect and gravity, no other increase in the horizontal stress with depth can be justified with this data. The most significant factor controlling the variation of the maximum horizontal stress is the elastic modulus of the rock, not the overburden depth.

This bulletin summarizes the work conducted under the Bureau of Mines methane control research program during the years 1964 to 1979. This research effort was directed toward improving existing methods and developing alternative methods of reducing the explosion hazard during mining. The research was performed in three general areas: (1) basic factors that control the emission of methane into coal mines, (2) methane control during mining, and (3) methane drainage in advance of mining. Topics discussed in this bulletin include the magnitude of the methane problem; the equipment and instruments developed; the geological, chemical and physical parameters that control the movement of methane in coalbeds; the direct method of determining gas content; the estimates of gas content from adsorption data; and methane drainage, through shafts, through horizontal boreholes, through vertical boreholes, or through slant holes. Improvements in ventilation, control of methane in gob areas, and water infusion are also discussed, as is the potential use of coalbed methane as a supplement to natural gas supplies. This bulletin provides a comprehensive source of information on the accomplishments of the Bureau's methane control research program, on the technology developed, and on the direction of further research.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. The rapid rise of industrial Los Angeles to international prominence has been accompanied by the natural corollary - a record influx of population - together with greatly increased production and fabrication of steel and nonferrous and light metals; industrial mineral processing; and high consumption of fuel oil, gasoline, and chemicals. These have resulted in the release of hundreds of tons of metallurgical and mineral dusts, fumes, and gases into the atmosphere daily. Los Angeles County, intrinsically, is no worse than other industrial centers in respect to the generation of atmospheric contamination. It is, in fact, more fortunate in that no coal is used, and it has no great primary metallurgical industries comparable to those of Chicago and Pittsburgh. Meteorologic and topographic peculiarities of the area, however, which result in poor drainage of the polluted air away from the Los Angeles Basin, serve periodically to greatly increase the intensity and frequency of industrial smog visitations. This combination of intense industrialization, population influx, climate, and topography has made mandatory control of air pollution necessary. The nonferrous pyrometallurgical industry of Los Angeles has three rather unusual characteristics that contribute to its difficulties in developing suitable fume control: It consists of a multiplicity of relatively small establishments subject to wide Variations in products and operating schedules; operations are largely of the secondary or reclaiming nature and, therefore, often work dirty scrap metals; and, unfortunately, much of the industry is concentrated, to a considerable extent, near the center of the city. A difficulty inherent in most nonferrous foundries, including the many brass-works melting alloys containing zinc, is the high volatility of zinc and the extremely small mean particle size of the resulting zinc oxide fume.
