"In this period of improved metal prices and reported profits, valuable lessons should be recalled from the 1970s when a similar cycle lured the federal and provincial governments into thinking that they could grab bigger pieces of the pie without harming the minerals industry. It took years for the industry to recover from the damage inflicted by that unprecedented scramble for higher tax revenues. It is hoped that the current policy makers will have learned from the lessons of the seventies, and will realize that mining companies need to keep a reasonable share of profits realized during the good years in order to prepare for the inevitable downturn in the cycle.INTRODUCTION"", «. We have made clear to industry that super profits... will no longer be tolerated "".With that assertion, the Honourable David Barrett , Premier and Minister of Finance of the Province of British Columbia, announced the introduction of a new mining tax regime in his February 17, 1974 bud get papers . British Columbia producers would face a basic royalty and a royalty on so-called ""super profits"", resulting in some instances in tax rates exceeding 100070 of pre-tax profits.The ball started to roll. Mining tax changes knew no political or geo graphical boundary. On April 9, 1974, Ontario's Treasurer John White stated in his budget speech:""Increased demand by major industrialized countries has resulted in sharply higher metals prices and substantial wind fall gains for the mining industry in Ontario. With the prospective demand for minerals likely to sustain current price trends into the future, it is only fair that we secure for the people a higher return from our natural resources""."

"Oil has been discovered off Newfoundland in a number of locations on the Grand Banks, the most notable and exciting being in 1979 when Hibernia was discovered. This discovery has brought new challenges to the province as well as to all of Canada. During the seven years"" since its discovery, both industry and governments have attempted to define its parameters and to find the most efficient and economical way to develop the field.A number of studies have been completed during the interval and in 1985, Mobil Canada Ltd. and partners stated that they would prefer to develop the field by using a concrete Gravity-Based Structure (GBS). IntroductionHibernia is located in an environmental climate much more severe than that of any previously developed oil field. The wind and wave conditions are similar to those of the North Sea, but unlike the North Sea, any structure on the Grand Banks would have to contend with ice floes and icebergs. Decisions had to be made on whether fixed structures could be put in place that would withstand the pressures of the ice and the impact of an iceberg, or whether structures that could be removed when such impacts were imminent would be used.Early studies in 1981, determined that it was possible to build a concrete Gravity-Based Structure which could withstand the impact of the largest icebergs that are anticipated to float in that area of the banks.Additional studies increased the knowledge of icebergs: their patterns and size, and verified the original conclusions that Concrete Gravity-Based platforms would provide a practical solution."

"AbstractSherritt has been applying hydraulic drives to concentrator equipment since 1967. The initial application was made on a bank of 5- by 5-in. slurry pumps. This has now been extended to all slurry pumps requiring less than 40 hp and several conveyors which require variable-speed or low-speed/high-torque characteristics. The pump motors are directly connected through a flexible coupling, whereas the conveyor systems are directly mounted onto the head-pulley shaft extension.The different applications and design concepts will be described, with outlines of the operating and maintenance advantages and disadvantages and costs. The paper also outlines future possible applications, together with the limiting conditions, of such systems.IntroductionSHERRITT GORDON MINES LIMITED has been operating a mining division in Northern Manitoba for almost 50 years. The original mining operation was at Sherridon, Manitoba and was a copper-zinc producer. This mine was exhausted in 1948 and the mining plant was moved north to its present location at Lynn Lake, Manitoba. The Lynn Lake Mine is a nickel-copper producer. Since 1960, two new mines have been discovered and brought into production in the general vicinity of Lynn Lake. The first of these was the Fox Mine, a copper-zinc property operating at 3,000 tons per day from an underground operation. This mine started production in May 1970."

"Laboratory and trial installations have been completed to determine the potential of composite cable bolt reinforcement in Canadian underground mines. Several prototypes of glass fibre cable bolts have been developed and tested, two of which are currently available to the mining industry. Their evalualtion consisted of lab testing in Canada and the United States, along with trial installations in several underground mines throughout Canada. The objective was to develop a cost competitive composite cable bolt equivalent in strength to that of a 16 mm (Ys in.) diameter steel cable bolt. In addition to achieving equal or superior load carrying characteristics in tension, the glass fibre cables generally experienced an increase in the rate of installation due to their lighter weight. Unlike conventional steel cables, composite cables may be installed within mines which utilize continuous excavation and which require cuttable support. A market analysis of cable bolt usage in Canada has been completed. Glass fibre cable bolts are an effective means of rock reinforcement in mining applications. They prove to be a viable alternative to conventional steel cable bolting. IntroductionCurrent cable bolting practice consists of cement grouting one or more steel cables within a drill hole in order to support the surrounding rock mass. Cable bolts are a form of internal support and are generally used as pre-support in open stope and cut-and fill mining methods. They can be either tensioned (active support) or untensioned (passive support) and may be of any length, though for underground mining applications, are generally less than 20 m (65.6 ft) and are untensioned. A major advantage of cable bolts is that they are flexible and can be coiled to approximately 1 m (3.3 ft) diameter coils. This allows relatively long lengths (>20 m, [65.6 ft]) to be installed in areas with limited head room (1.8 m)."

Nickel is used in a wide variety of applications from consumer goods to industrial uses. In many of these uses, nickel contributes to the environmental attributes of the product. The challenge, however, is measuring that contribution, comparing it to the environmental cost of production, and communicating the role of nickel to the customer in a way that is easy to understand. This paper presents the Nickel Institute?s approach to climate change as a global commodity industry association, and discusses where we stand with regard to some of these key questions. It also identifies issues for the nickel industry moving forward ? challenges that are likely to be common to other commodities.

"In the first half of 1990, Cambior earned $1104 million, or $0.37 per share, on revenues of$66.4 million. The company's strong cash position, attained late in 1989 and in the beginning of1990 through the exercise of warrants, put working capital at $83.8 million as of June 30, 1990. Long-term debt was reduced by over $10 million during the weak gold market, leaving the company with a debt to equity ratio of only 0.03. Production for the six first months of 1990 was 107 720 oz. Au, an increaseof24% over the corresponding period in 1989.Financial Profile/Results and Corporate Financial StrategiesTotal revenue for the 1989 fiscal year was $116,883,000 compared to $109,848,000 for 1988. The 1989 results achieved despite a lower average gold price, resulted from a higher level of commercial gold production and a 115% increase in investment income over 1988. Investment income rose to $3,568,000 in 1989 due to higher levels of cash assets.Cambior's mine operating costs increased 19% to $68,561,000 in 1989 from $57,472,000 in 1988. This increase resulted from rising operating costs at the Doyon Mine ($250/oz to $274/oz) due to the shift from open pit to underground operations, as well as from the start -up of three new mines with relatively higher costs. These costs have reached a stable level that should be maintained for the next few years.In 1989, net exploration expenses were $6,838,000, down 31070 from 1988, partially due to the Canadian tax reforms introduced since 1987. Depreciation and depletion grew by $1,432,000 in 1989, reflecting a higher volume of commercial production from the Pierre Beauchemin, Lucien C. Beliveau and Chimo mines.Net earnings for 1989 amounted to $17,661,000 or $0.73 per share compared to $17,438,000 or $0.74 per share in 1988.Cambior has an exceptionally liquid and strong balance sheet. As at December 31, 1989, net working capital stood at $85.6 million, with a total assets base of $338.6 million. With a long-term debt (including gold loans) of $21.5 million and shareholders' equity of $277.2 million, Cambior has a debt to equity ratio of 8%. All but about $100,000 of long-term debt is in the form of gold loans.The total market value for Cambior's stock as at September 10, 1990, stands at $420million, based on recent stock market prices. "Understanding the frictional properties of discontinuities is crucial to ensure the stability of underground structures. In particular, the frictional behavior at depth depends on the complex interaction among mechanical, hydrological, thermal and chemical characteristics and their coupled effects. In this study, a series of triaxial compression tests were carried out to investigate the behavior of rough shear surface of synthetic rocks. The frictional behavior showed little variation at different confining and water pressures. The test results were analyzed using Coulomb’s failure criterion. In addition, numerical analysis was carried out using PFC2D to simulate the test.INTRODUCTIONUnderstanding coupled behavior of rock at depth is of great importance in design, construction and operation of underground structures such as a disposal facility of radioactive waste, hot dry rock geothermal system and oil reservoir. In particular, many uncertainties are involved in characterizing deep rock mass deformation in the designing process and interactions among fluid flow of groundwater, high temperature and stress disturbance should be considered. Many independent studies have been carried out to investigate the thermal, hydro, mechanical and chemical coupled effects in numerical and experimental methods. They include the researches by Lockner, Summers, Moore and Byerlee (1982), Jafari, Amini Hosseini, Pellet, Boulon and Buzzi (2003), Tembe, Lockner and Wong (2010), Lee, Lee and Jeon (2012), Indraratna, Premadasa, Brown, Gens and Heitor (2014)."

"Muon tomography allows investigating the subsurface. Muons being penetrative, the attenuation of the muon flux depends on the quantity of matter the particles travel through, hence on the rock density and thickness. For the Temporal Tomography of rock Density using Muon Measurements (T2DM2) project, the muon flux measurements are performed in LSBB URL (http://www.lsbb.eu) in order to study the hydrogeological processes in the unsaturated area of Fontaine-de-Vaucluse karst aquifer. The suitability of the muography for this study is here numerically demonstrated. In parallel to these simulations, muon flux measurements are carried out in the LSBB galleries by means of a set of four scintillator tanks and Micromegas detectors are developed. These detectors, here described, are adapted for underground and confined spaces as well as other environments. Their performances are particularly interesting and should contribute to the expansion of muon tomography in new application fields. INTRODUCTIONMuon tomography or muography is a method to image large volumes by measuring the absorption of cosmic ray muons. It uses, in a passive way, a natural radiation source: the muons which are charged particles produced in the atmosphere. Primary cosmic rays interact with atmospheric nuclei and produce a huge number of secondary particles, including muons. Due to their important mass compared to electrons, they are highly penetrating, reaching several hundreds of meters below the surface. Their attenuation depends on the quantity of matter they cross. That's why they are used to investigate the subsurface, muon absorption measurement allowing to estimate the in-situ density of the rock.Georges (Georges, 1955) proposed in 1955 to use the muons in order to study the density variations caused by the overburden over an Australian tunnel. In 1970, Alvarez (Alvarez, 1970) imaged the internal structure of Chephren Pyramid thanks to this method. The muon tomography has been particularly developed for volcanology (Nagamine, 1995; Tanaka, 2007; Lesparre, 2010; Carloganu, 2013) over the last twenty years. Since the beginning of the 2010's, a growing amount of projects that proposed to use the muons in various fields get underway: the CO2 storage (Kudryavtsev, 2012), the exploration of Mars (Kedar, 2013), etc."

"A key element for a successful mining operation is the grinding circuit. It must be reliable, maintainable and must perform to or above design capacities for 95% of the time. Once chosen and installed major modifications are either prohibitive or very expensive. The selection of mills and drive system is probably the single most important decision made within the concentrator complex.Economic studies revealed that the optimum expansion for Lornex was a 68070 increase in plant throughput. This indicated that the new mill would have to be larger than the existing 32-foot mills.The Lornex ore has a wide range of hardness which has a great influence on mill throughput (Table 1). To smooth out the fluctuations, a blending program ha s always been in effect at the mine, coupled with ball charge control for the primary mills. As can be appreciated, an optimum balance is difficult to achieve. A sudden change to so ft ore with a high ball charge puts the mill into jeopardy with a constant speed drive.The blending philosophy would continue after the expansion, but with the addition o f a second primary crusher, it was envisaged to have the new mill process harder ore to maintain production targets. In theory, the new mill would have a proportionally larger ball charge than the existing mills.This scheme makes the new mill vulnerable for processing so ft ore for a fixed speed mill. Thus, variable speed seemed an attractive option.In early 1979 prominent mill manufacturers were invited to submit proposals for the new mill. Fixed and variable speed mills were to be considered with mill size ranging from 32-foot to 36-foot diameter. The proposals were to include the drive, ball charge, % critical speed, couplings, gears, etc. - the complete package. The recommendations were variable with most manufacturers submitting several alternatives. Recommended mill speed varied from 68% to 78% critical. The concept of variable speed was becoming more attractive, Lornex ultimately decided on a twin DC motor drive system for a 34-foot diameter mill.After start-up it was discovered that best throughput occurred at 78% mill critical speed or top speed of the drive motors. The motor speed range was adjusted upward from 186 to 200 rpm. Today the mills operate at 79% critical or a motor speed o f 193.5 rpm.Clearly the selection of the variable speed mill allowed the flexibility to optimize throughput."

Subsidence can cause serious damage to surface installations such as railroads, highways, pipelines, buildings and other facilities over a period of many years. Although total elimination of the effects of subsidence is difficult, the damage can be minimized through a systematic analysis. An example of such a study for reducing the effects of subsidence on pipelines is presented in this paper. Subsidence-induced stresses on a pipeline over some coal mining properties in Utah have been analyzed using a computer with graphics capabilities. The results are useful in predicting the extent of damages due to mining subsidence. In view of the gradual replacement of room-and-pillar mining by longwall with caving, this sort of analysis will become more and more important. In the next phase of this study the predicted results will be compared with the permissible stress levels on pipelines over actual subsided areas in an actual case.

Mother Earth being a treasure of minerals, it is prime duty of the mankind to preserve this natural source to ensure steady growth of the nation. Utmost care is to be taken to see that these natural resources are explored and exploited scientifically in a sustained manner to ensure that the resource base improves and last longer. In this backdrop, the topic of ?Lignite - its resource and technology options to exploit deep seated deposits? is an apt subject to be deliberated upon in the present context, where the shallow deposits may slowly get dwindled. I shall deliberate upon the resource base of lignite, production profiles of the last five decades, consumption pattern, demand / supply projections, future available technology options to exploit the deep seated deposits, growth trends of the sector etc. in my paper. With the available resource base and future technology options, I can confidentially make a statement that ?lignite will remain as cocontributor along with coal to India?s energy generation and may well maintain its same status in the 21st century too, as it has been in the later part of the twentieth century?.

"Phase equilibria in the ‘Cu2O’-‘Fe2O3’-SiO2 system, the base slag system in copper production, were recently determined. However, the addition of MgO, commonly present in the slag, drastically changes the phase equilibria in this system. The present study focuses on the phase equilibria in the ‘Cu2O’-‘Fe2O3’-MgO-SiO2 system in equilibrium with metallic copper.Recently, an experimental procedure has been developed that resolved a number of experimental difficulties. This procedure has been successfully applied to characterise several complex industrial copper slags. It includes a high-temperature equilibration followed by rapid quenching and electron probe X-ray micro-analysis (EPMA). The methodology was adapted to the present system and used to determine the liquidus at SiO2 saturation and in contact with high-MgO phases in between 1100 and 1250 °C in Cu2Orich slags.The results indicate a maximum solubility of MgO in the system at 1200 °C of 5 wt%. The boundary line between tridymite and spinel lies 3-4 wt% closer to the SiO2 apex for every 2 wt% MgO added. These new data on the high-copper slags are important for optimisation of the direct-to blister"

"Rational exploration requires the prior selection of areas possessing excellent geological potential and minimum hazards to commercial development . Within an over-all strategy of grass-roots exploration, two procedures for selecting areas for (i) coal and (ii) metals exploration are described. The procedures explicitly balance infrastructure requirements and environmental concerns for areas of geological merit not alienated in parks and reserves. Through consensus, priorities are attached to those areas meriting closer scrutiny and field reconnaissance.IntroductionMining companies need to know that having made a potentially economic discovery, they will be allowed to develop it with minimum delay and at reasonable cost. The environment for exploration in British Columbia is complex and recent experience suggests that conditions are not becoming any easier. Conflicts over land use issues, preservation and economic development are common. The high cost of exploration requires that the risks should be offset where possible by: (i) carefully selecting the areas in which to work (ii) conducting operations in a responsible manner, and (iii) working cooperatively with the community of interests. This paper concerns the first action: prior selection of areas.To aid exploration planning at Suncor, a procedure was developed to grade those areas of the province possessing favourable geology according to the ease with which a mine might be developed . This had to be done within the constraints of the company's over-all approach to exploration. This emphasizes ""grass-roots"" exploration of self-generated projects in British Columbia. In addition, having selected a favourable belt of rocks, it is intended to persevere there while steadily adding to the accumulated data base and local experience. Hence, it is intended to concentrate on an area. This implies a long-term commitment to an area which in turn increases the importance of the original selection.Suncor's search is directed to finding base and precious metals in intrusive and volcanic environments, and export quality coal."

"This article addresses the relationship between mine evaluation, the tax system, and economic risk. It is based on a paper presented by the author at recent seminars in Moscow and Tashkent on the subject of mine evaluation.IntroductionTaxation can have a strong influence on the feasibility of a mining project. For the most part, because metal prices are determined on a global basis, the mining concern is not able to pass on to its customers any portion of taxes which the concern has to pay. Taxes are a direct charge against the project. The purpose of the article is to highlight the various ways whereby different taxes can affect the financial viability of a mining operation.The first part of the paper identifies different forms of taxation, and the second part of the paper addresses the different forms of taxation in terms of risk analysis and impacts on the mining project. Finally, the third part of the paper makes brief mention of using the taxation system to provide incentives with respect to investment in mining activities."

"The use and development of scientific disciplines involved in heat transfer technology, related in general to steel masses and in particular to batch annealing, is demonstrated.The measurable benefits of cooperation are tabled; on industry's side, this includes a 10 to 20 per cent decrease in annealing time, and a corresponding higher productivity potential. The returned benefits to the academic engineer include the development and refinement of new computer algorithms related to heat transfer mechanisms.IntroductionThe object of this discussion is not really to describe an improvement in the batch annealing operation, but to use the project as an example of joint work between industry and the academic field. Both parties have derived a number of substantial benefits. These benefits will be listed, of course, but the batch anneal project will be used just as a typical example of cooperation. Why it happened will be explained, what actually happened will be described and finally some thoughts about areas in the field of heat transfer, where cooperation will continue in the future, will be highlighted. The paper will close with a message.Industry OverviewAt the outset, perhaps it should be understood that, in general, the Research Department at Dofasco believes that the universities and their staff are not destined for the problem-solving role in industry. Its opinion is that the university staff is best suited to the gathering and dissemination of knowledge. There are other more professional problem solvers for industry, including the steel industries' own individual investigation groups. Dofasco, therefore, looks to its academics for consultation. It benefits by bouncing ideas off them, and through rubbing shoulders with them in such a way that their knowledge can be tapped, and thus establish more effective scientific routes. In addition, the younger and brighter engineer s can broaden their scope through the intellectual contact with experts. The university professors can, it is believed, benefit through closer contacts with result-orientated research. They can also develop an appreciation of the fiscal control necessary for industrial investigations, without government subsidies, grants, etc., and with massive overheads."

"Construction of mountain roads at north westerly Saudi Arabia is a difficult task in rugged terrains, where the rock masses are steep slopes, and full of geomorphological constraints.Werka descent lies at the north west region of Saudi Arabia. The Werka descent, constructed four years ago harmed due to rainstorm. The rock masses are metabasalt and metaryolite tuff rocks. The road is eight m-wide, surround by unsupported sharp manmade slope cuts, reaches up to 15 to 40 m height on both sides. Failures took place at both sides of the road, and blocked it. The road of almost 2 km long subjected to all modes of slope instability such as rockfalls, manmade slope failures and debris flows in the absence of the remedial measures. The very precipitous 40 m-high rock slope-cut along the road has no benches, backed by a natural slope of almost 80 m height. Both types of slopes suffer from rockfalls and slope failure’s incidents, frequently took place mainly in rainy seasons. The steep manmade rock slope cut is less than 1 m close to the road, with no ditches, form a potentially source area for rockfall’s hazards.Intensive geotechnical study includes utilization of the RMR and GSI rock masses classifications indicates that the rocks are fair to poor quality. The DIPS, RocFall, Swedge, RocTopple, RocPlane computer program, in addition to GIS and DEM image utilized to perform modeling and deterministic analysis, in order to suggest the mitigation measures for the natural and manmade slope cuts and rockfalls. The seismic coefficients of 0.1 to 0.4 taken into consideration in modeling processes. Input parameters to model the rockfalls and slope failure’s characteristics were studied such as GSI, block size; seeder points, locations of fallen blocks; slope angle, restitution coefficients, and slope roughness. The programs modeled the proposed location, height and energy of the rockfall barriers, collectors, and rock bolts.
