The Mineral Resources Act 1989-90 came into force on 1 Septem- ber 1990 and the Second Schedule of this Act set out the Savings, Transitional and Validation Clauses to this legislation. The Second Schedule gave rise to a number of interesting situa- tions however due to the fact that the time set aside to attend to these matters (the prescribed period) has now expired, with the exception of the points raised below, most of these situations are now history and are of no relevance. The Transitional provisions of the Second Schedule provided for a three month "prescribed period" in which certain actions were required to be undertaken to ensure tenements granted or applied for under the repealed legislation transitioned into the framework provided by the Mineral Resources Act. This Second Schedule of the Mineral Resources Act highlighted a number of anomalies which are still worthy of mention and are listed below.

The mined-out Old Waite volcanogenic Cu-Zn deposit lies in the Noranda mining district of northwestern Quebec. The deposit has a distinctive pipe-like zone of alteration beneath the massive ore, extending into the stratigraphic footwall. The hydrothermal metasomatism within the alteration pipe produced a concentric zonation. with a peripheral quartz - sericite - chlorite mineral assemblage surrounding an axial core of magnesian chlorite - Phlogopite.

Dump leaching began at Teller in late-1988 at a rate of 4 MTPA and has been progressively expanded to the present rate of 10 MTPA. Teller's on-going commitment to dump leaching is driven by the amenability of gold ores to the process and the availability of large tonnages of low grade gold ore. The sequence of evaluating ores for dump leaching involves rolling bottle tests on coarsely ground ore, followed by small and large column leaching and finally trial heaps. Trial heap tests are very expensive and an alternative approach to this is large diameter column leaching.A four-column permanent facility was built at Teller to specifically evaluate the leaching characteristics of new dump leach ores. Details of construction, operation and dismantling are discussed in the paper. Capital cost for the four column facility was some $45 940, while operating costs are about $24 800 per column.

The Lake Rotokaua sulphur deposit, near Taupo, New Zealand, is a lacustrine sedimentary ore body, 220 acres in area and from 7 ft to 96 ft thick, containing, within the area drilled to date, some 20 million long tons of ore averaging 25% elemental sulphur in unconsolidated tuffaceous diatomaceous clay, overlain by about 120 ft of pumice sand and by the shallow Lake Rotokaua. An additional amount of perhaps 4 million tons of sulphur is regarded as probable in the area remaining to be drilled. Current economic studies cover the problems of mining an unconsolidated water-saturated formation with some residual thermal activity nearby; conservation and restoration after mining in a scenic recreation area; beneficiation of the ore and extraction of high- purity sulphur, principally for fertilizer manufacture. The deposit has additional importance as a pointer to possible further discoveries in the Thermal Region.\

We discuss the origin of the Patuki ophiolite complex and the Dun Mountain ultramafics of Middle Permian age in Nelson, New Zealand. It is shown that the Patuki volcanics have strong affinities with tholeiites of mid ocean spreading ridges transitional to alkaline basalts similar to those from fracture zones and ocean islands. At D'Urville Island, typically pillowed alkaline basalts enriched in rare light rare earth elements (LREE) - ophitic spilites - are associated with LREE-depleted (N-MORB-like) tholeiitic spilites with intergranular textures. The metabasalts are associated with a wide variety of sediments, and with sediments are intruded by conformable sheets of serpentinite. Coarsely crystalline mafic and plagiogranitic rocks signify vents and magma chambers, and we propose that the group developed as ocean crust from a slowly spreading mid-ocean ridge, transform association, overwhelmed at intervals by volcaniclastic sediment. Detailed mapping at a scale of 1:5000, and stratigraphic and geochemical development and structural coherence, show that the group is not melange in the Franciscan sense. The Dun Mountain Group, of serpentinites, peridotites, dunites, gabbros and other rocks, intruded the upper Patuki Group as a linear series of aligned pods and sheets. They carried up with them tectonic inclusions of older rock, which were metasomatised, and altered wall-rock, and one low angle dike passed several hundred metres into overl~ing sediment, at moderate temperatures (500 C). The rocks did not act as a floor (and alleged source) for the Patuki, but partly post-dated and were emplaced into Patuki.

Brown and Chitombo (2007) indicated that during the last two decades, the international mining industry has been using mainly mass mining methods to extract safely and economically some of the important commodities such as copper, diamonds, gold, iron and nickel. Mass mining may be implemented either on the surface through large open pits or underground using mining methods such as sublevel, block and panel caving. Developments in the last ten years have demonstrated that caving methods can be applied successfully in strong orebodies at greater depths and in increasingly challenging geotechnical environments for which more traditional mining methods would be unsuitable, unsafe and/or uneconomic. These underground mass mining challenges require æfront endÆ investigation and analysis, robust engineering design and disciplined implementation and operation. Newcrest Mining Limited has focused its efforts on the development of gold/copper projects of substantial scale and margin. To help achieve this, the company is applying and further developing mass mining methods. These include large-scale open pits (OP) and underground mining methods such as sublevel (SLC), block (BC) and panel caving (PC). Block and panel caving now offer economies of scale opportunities for Newcrest to achieve high production rates at lower production costs; thus enabling the exploitation of mineral endowments at higher margins. This paper discusses the practical aspects of caving technologies that Newcrest continues to develop through its expertise at Telfer and Ridgeway SLC operations, Ridgeway Deeps BC and Cadia East PC projects.

This paper gives a description of the research undertaken by an explosives manufacturer to give better technical advice to the Mineral Industry. Blasting Physics is defined as giving a systematic and coherent account of the initiation and subsequent effects of high explosives upon the surrounding medium. As a result of this work a mathematical model based on the gener- ally accepted mechanism of blasting has been developed. The mechanism and the resulting model are briefly outlined. IFrom'this model the effects of burden, spacing, blasthole diameter, rock and explosive properties upon fragmentation and heave can be calculated. Using these calculations it is then possible to see how variations in frag Imentation and heave can affect the overall production costs of a mine whether it is surface or underground. The paper is introduced by some general comments on the Electrolytic Zinc Company West Coast Mines operations. An outline of the geology of the Rosebery Mine orebodies preced- es a resume of the mining methods used prior to the current mechanization programme. The reasons for the introduction of longhole stoping techniques are given together with a brief explanation of both sublevel longhole and longhole stoping methods. The application of remotely controlled loaders within these stoping methods is discussed. A description of the remote control mechanisms, used on Atlas Copco 310 and 511 Cavo loaders, is followed by comments on these mechanisms from both a maintenance and production viewpoint. A summary of perform- ance statistics and operator safety records vindicate the selection of remotely controlled loaders for the longhole stoping areas at Rosebery Mine.

This paper presents an assessment of the status in design and operation of deep level backfill distribution systems by referring to case studies and practical experience. The improvements in design and operation of the systems can largely be attributed to an improved understanding of slurry flow behaviour and a corresponding integrated design approach that includes slurry flow modelling, system design and application of the latest technology. The conclusions summarise the lessons learnt from such case studies and stresses the importance of design reviews and audits of existing systems as a means to ensure that the mistakes of the past are not repeated in the future.

The coal mass flow monitor was developed to measure the instantaneous mass flow rate of pulverised coal to the copper reverberatory furnace at Mount Isa. The instrument was calibrated with an isokinetic coal sampler which was installed immediately downstream from the coal mass flow monitor. Readings from the coal mass flow monitor were used to control the feedrate of coal to the furnace and this helped to stabilise the furnace operation.Coal samples obtained from the isokinetic coal sampler were also sized using a Leeds and Northrup Microtrac analyser. The coal size was critical to reverberatory furnace performance. These developments significantly improved the overall combustion control of the furnace and gains of ten percent were made in the furnace thermal efficiency. Testwork on an auxiliary arch coal burner is also reported.

Recent advances in global positioning systems (GPS), machine guidance technology and telemetry allow an unprecedented level of control of surface mining operations. GPS technology can now locate the bucket of a shovel or the blade of a dozer within 50 mm. Some of the outcomes possible are: precise selective mining û even when the ore is visually indistinguishable from waste; tracking grade and tonnage of every ore parcel through the mine; real time productivity monitoring; detailed post accident safety analysis; and tracking the movements of every piece of equipment. This paper will consider the contribution that GPS based machine control systems can make to ensuring that surface mining projects deliver the outcomes promised in the feasibility studies. Case studies of installations are presented.

Mineralisation adjacent to Herberton occurs within three main subcentres. The Her- berton Hill subcentre is characterised by the association of Sn,W the Herberton Dividing Range South subcentre by Sn, and the Herberton Dividing Range North by Cu, As. The relation- ships between the subcentres are discussed in terms of metal distribution, production, deposit types, wall rock alteration and re- lationships with granitoid intrusives. The temporal and three dimensional spatial re- lationships between the centres are uncertain.

The experiments described in this paper were carried out as a preliminary to a comprehensive study of the factors which affect the behaviour of lead during and subsequent to deformation by rolling and pressing. These observations are therefore to be considered as introductory to a further paper dealing more specifically with the above-mentioned variables.EXPERIMENTALThe rolling was carried out in a small mill with six-inch diameter surface ground rolls, both of which were electrically driven at 15 r.p.m. The average draft per pass approximated 0·03 in. The pressing was performed between platens in the compression unit of a 30-ton Amsler machine. The flat faces used had a ground finish comparable with the surface of the rolls. All hardness measurements were made with a Herbert "dead load" Brinell machine. The following te'sting conditions were maintained: ball diameter-5 mm.; load-10 kgms.; duration of loading-30 seconds; temperature of testing-16 to 18°C. A portable surface impedance meter has been tested extensively over a wide variety of geological formations both in Australia and elsewhere. It has proved a useful geophysical too] for relatively shallow mapping (i.e less than 100 metres depth) of faults, intrusions, dykes and conductive ore veins and can be used as a depth probe for overburden and glacial ice. Case studies involving coal seam mapping at Collide (Qld. Australia), galena ore vein location at Zeehan (Tas. Australia) and glacial ice probing on the Brewster Glacier (South Island, New Zealand) are detailed. The first results of a similar unit using a lower frequency with consequential increase in depth of penetration will be presented. The application of VLF measurements to monitor blasting in mines and in the location of earthquake epicentres will also he introduced.

Several nuclear techniques have been assessed for application to online conveyor belt analysis of oil yield from Rundle oil shale. The most favourable technique is neutron inelastic scattering which determines the total carbon content of bulk shale samples. Correlations of chemical laboratory assays for 540 Rundle oil shale samples show that oil yield can be predicted from total carbon to within 11 litre/tonne.Laboratory experimental work on 17 bulk samples of Rundle oil shale indicated that carbon and oil yield can be determined to within 0.6 wt per cent and 9 litre/tonne, respectively, using the neutron inelastic scatter technique. A practical neutron inelastic scatter gauge for application on a 23 mm thick reinforced conveyor belt could consist of a 5 curie 241 Am-Be neutron source and a 150 mm diameter x 100 mm thick Nal(TI) detector. With this gauge, the analysis time to achieve a counting statistical error of 6 litre/tonne should be about five minutes.

The results of pot-furnace tests with 35 bituminous coals from 20 seams in New South Wales and Queensland were used to establish the relationship between coal properties, as determined by standard laboratory tests, and the combustion process. The rate of combustion is influenced chiefly by the expansion of the fuel bed, but this cannot be accurately predicted from the crucible swelling number of the coal.The effects of various other factors, such as calorific value and ash yield, were investigated and statistical analysis of the results shows that the coals could be classified satisfactorily according to two experimentally derived parameters, namely heat-release rate at an air flow rate of 260 lb/sq.ft/hr and air flow rate giving stoichiometric combustion. The grouping obtained is shown to be related to ash yield and swelling number.INTRODUCTIQNThe rate of heat release from the fuel bed of a travelling grate stoker and the efficiency with which the heat is used depend upon the design and method of operation of the furnace as well as upon the properties of the fuel. It is difficult to draw general conclusions concerning the influence of fuel properties from tests on a single stoker installation. In the pot-furnace test, on the other hand, a part of the same combustion process as occurs on a travelling grate is carried out in isolation, uninfluenced by furnace design variables, and consequently the effects of coal properties and of the method of pretreatment can readily be demonstrated.While the combustion pot provides a rapid method of assessing the combustion characteristics of a fuel during the ignition and burn-out stages under standard conditions, and of predicting changes in performance with changes in fuel or in air flow rate, it is unable to simulate certain features of furnace design and operation. The conventional transportation system in open pit, a to u.* itc:,~> truck., to carry the ore along the ramps. Normally, the transportation distance increases greatly as mining progresses deeper. A new approach to overcome the above disadvantage is to adopt a buried roadway by which ores is transported by conveyors from the mining area to the outside dump in the shortest distance so that the production efficiency is greatly increased. Maintenance of the buried roadway in a good working condition is the key factor that determines the success or failure of the proposed approach. This includes the determination of support load, types and structures of support and other related supporting measures. The crucial problem here is to effectively control the load applied on the buried roadway in a certain range that the ordinary support can stand. Based on the theoretical analysis, numerical modelling and physical simulation testing using equivalent material, this paper studies effects on control of the support load by adopting certain measures, for instance reinforcing the surrounding rock and placing the extendable layer between the support and a rock mass. Furthermore, the influence of the dynamic load induced by the movement of heavy vehicles on the stability of the buried roadway is also investigated.
