A comprehensive feasibility study should be submitted as part of the loan application to a financial institution for debt funding of a proposed project. Its scope should include technical, costing, marketing and other aspects pertinent to the project. The technical presentation should be sufficiently detailed to show that the assumpt- ions concerning future performance are realistic. A lender needs to be convinced that the capital and operating cost estimates are conservatively based with adequate allowances included for contingency and escalation. The marketing assumptions determine the level of revenue from which operating cost, debt servicing, and other commitments are to be met. The foregoing aspects establish the economic viability of the project, and are therefore relevant to the risk assessment and cash flow analysis carried out by a potential lender which determine his ultimate lending Decision

A Master of Applied Science degree course in Mining Geomechanics commenced in 1983 at The University of New South Wales, taught by extern- al (correspondence) studies. The course is aimed at graduates employed in the mining indust- ry, and especially people involved in geomechan- ics projects on a routine basis in remote locations. This kind of course is unique in Australia and is one of only two correspondence programmes available at this University. The author designed the course and nursed it through the early years, and was Director until 1986. The paper describes the teaching and assess- ment methods and also discusses aspects of admin- istration and coordination of such a course. It is concluded that an important need of the mining industry is being catered for and it appears that similar correspondence course for- mats would also be useful in other areas of the minerals industry.

The present-day arrangement of old ( ? ) Palaeozoic and Mesozoic metamorphic rocks in eastern New Guinea lends some support to the concept of tens:konal dilation in Upper Cretaceous to Lower Tertiary time, It appears that the metamorphic core of the Morobe Arc (Glaessner, 1950) could have been rifted from the eastern flank of Cape York Peninsula, and then been carried north-eastward by some unspecified sub-crustal. tangential force. In the early stages of the rift it is thought.that submarine basalts may have extruded up the .'tension .scar and spread across the floor of the opening rift. Thick clastic muddy sediments derived almost exclusively from the rifted block were then spread across the floor of the opening rift. Later ~ertiary lateral movements from east to west along the Markham-Ramu Fault appear to have bent the northern end of the Morobe Arc towards the.east,,causing the intense folding in the sediments of the Aure Trough.

My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

IF lead be heated with concentrated sulphuric acid two distinct actions will usually be observed. In the first, bubbles begin to be evolved more or less rapidly from the lead, and in the second, which occurs at a higher temperature than the first, hydrogen and sulphur dioxide are evolved, free sulphur is liberated, and leadsulphate is formed. The second action may be violent and usually continues till the lead is all consumed.Attempts have been made to apply these reactions, by means of a standard procedure, as a "Flash test" for the acid resisting qualities of chemical sheet lead. A major problem with many items of underground equipment is that they have either been converted or adapted from surface equipment, or that they have been designed and assembled in comfortable offices and factories with adequate lighting, specialised tools, and ample space. As soon as they are in use underground in cramped spaces maintenance frequently becomes difficult, parts are awkward to change, and a whole range of accidents can happen.Similarly, ingenious operators discover a whole range of uses for which the equipment was not designed, such as using a loader bucket for a work platform, or scaling backs with it.Design modifications of equipment and removal of hazardous components that can trap limbs is expensive when the dangers are discovered in operation, sometimes posthumously, and it is not surprising that workers compensation insurance premiums are high. The cheapest place to ensure that equipment is safe is in the design office, where the operator should be considered first, rather than being added to a purpose built machine as an afterthought.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

The sudden. explosion of relatively inexpensive digital process control computers has accelerated interest in the possibilities of economic savings by their use. In particular the metalliferous industries have shown that they are willing and capable 6f grasping this new technology and putting it to good use. These industries have a number of problems which need special attention. In many cases the process is difficult to measure and a reaction is often controlled by measuring a secondary effect, computing its relationship to the reaction and then applying the necessary corrective action. This creates problems in building the process model, designing the computer to process interface and in the subsequent system development. Environmentally the metalliferous industries create conditions which severely test sophisticated electronic equipment. Care taken in locating and housing this equipment is a major factor in ensuring reliability in Operation.

Mineralogical information obtained from plant surveys is subject to errors, both due to sampling and experiment. To reduce these errors, and to ensure that information is consistent, a data reconciliation model has been developed for mineralogical data. Its capability includes mass balancing size data, total assays, assays within size-classes and liberation data. Unlike any other mass balance package, this package also allows reconciliation of the complex mineralogical information. For example, particles cannot simply be treated as binary, but consist of combinations of many minerals. Hence the distribution of mineralogical information is multidimensional and the mineralogical distributions are referred to as multiphase. In this paper, the different levels of mass balancing are explained, including how to mass balance liberation data. Furthermore a new technique based on probability theory can be used to infer distributions even when there is insufficient information to perform a mass balance, and this technique is also explained. Results for various stages are given.

I would like to build on the keynote address given by Peter Stoker to the Fourth International Mining Geology Conference (2000) entitled æThe Role of the Mine GeologistÆ. He concluded that à the important aspects of the professional contribution of a mine geoscientist to a mine operation include: The geoscientists prime task is to maximise the profitable extraction of the ore deposit on which they are working û that is to add value. They must maintain and develop their own expertise. By ensuring a truly professional approach to all they do, they will provide the best service to the community, to their company or client, their shareholders and their family or close associates. In that process they will also assist in protecting themselves in this increasing litigious world. I intend to build on these points and, in particular to expand on what it really means to take a truly professional approach to mine geology. Mine geology is different from other forms of geological practice. As a mine geologist you are the advocate for the orebody. After all the orebody is the one thing that is unchangeable.

Outsourcing of mining operations and services is done for various reasons and there is no single model which fits all situations. Experienced contractors and mine owners have also developed, more often than not, jointly, numerous commercial arrangements and project delivery methods to suit their particular project. It is often the case that some mine owners who have not considered outsourcing to contractors do so because of a simple lack of understanding of the potential benefits. This paper will highlight the potential benefits and perceived disadvantages of outsourcing for mine owners and demonstrate how these issues have been addressed by the mining contracting community over recent times as well as demonstrate the evolution of current commercial arrangements in engaging mining contractors.

Your Worship the Mayor, Ron McCullough; the Honourable Tony McGrady M.L.A., Minister for Minerals & Energy; distinguished guests, ladies and gentlemen.It's both a pleasure and a privilege to have been invited by the North West Queensland branch of the AusIMM to speak at a forum in Mount Isa to discuss the potential, and more importantly, the development of the great North West. I spent 25 years of my life proudly living and working in this part of the world, marvelling at its riches, exploring its potential, assisting in its development and responding to its challenges.As President of the North West Queensland branch of the AusIMM in the early 1970's I can clearly recall helping to organize a major symposium extolling the geological potential of the region, revealing the extensions of the Mount Isa copper orebody at depth and describing the potential of the then untapped Hilton Mine. Our optimism in the North West so obviously reflected two decades ago remains today.

The effect of various methods of conditioning on subsequent flotation performance was reviewed, where complex interactions involving attrition, aggregation, dispersion and surface cleaning were discussed. The present study focussed on the influences of standard laboratory cell conditioning, ultrasonic dispersion and high intensity conditioning on copper mineral flotation characteristics. The effect of substituting demineralised water for the WMC plant water was also examined. It was found that higher copper concentrate grades were often obtained using demineralised water, however the use of high intensity conditioning in mill water gave the highest copper recovery and highest flotation rate constant. This process should be considered if copper grade and recovery in this section of the plant drops, especially if the drop is due to surface oxidation of the copper minerals. Other methods of conditioning (cell and ultrasonic techniques) improved the rate of copper flotation above that obtained in the virtual absence of conditioning, showing the importance of conditioning on subsequent flotation operations.

This paper describes measures taken by Ok Tedi Mining Limited (OTML) to minimise the risk of acid rock drainage (ARD) resulting from mining operations at its Mt Fubilan porphyry copper-gold mine in the remote Star Mountains of Papua New Guinea. The risk of acid generation and metal leaching as a result of oxidation of these sulfidic deposits has long been recognised by OTML. In 1998, OTML instigated the ARD Management Program to fully evaluate these risks and to formulate, if necessary, trial and implement appropriate management strategies. In implementing the ARD Management Program, OTML has adopted a risk management approach consisting of five stages: risk identification, risk analysis, risk assessment, risk treatment, and review and monitor. Significant progress has been made in relation to risk identification, analysis and assessment. The work currently underway to put in place a comprehensive risk treatment and review process will ultimately determine the success or otherwise of this approach.

All sections of our community are becoming increasingly aware of the dangers of uncontroll- ed erosion associated with modern earthworksy whether they be concerned with the protection of capital structures, reforestation of mine tailings or generally the aesthetic and ecol- ogical impact. Because of the many ecological variances and climatic conditions no single technique may be offered as the complete answer. Rather that a combination of a series of techniques is nec- essary to achieve an individual end result. These techniques may appear to be expensive initially, but when considered in relation to the overall cost, and we realise that this work represents our only insurance of the stability of our project, the cost of stabilisation is insignificant. Once erosion has commenced the cost of stabilisation escalates dramatically which highlights the definite need to include the requirement of stabilisation in early design of your projects. Stabilisation should commence during construction to ensure that control of mobile soils is gained at the earliest possible time.

Gold and silver mineralisation at the Chatree low sulfidation deposit is hosted in andesitic volcanic and volcaniclastic rocks and characterised by multiple hydrothermal alteration assemblages and quartz-carbonate (chlorite-adularia) replacements, veins and breccias. The ore-bearing veins are influenced by intersecting structures and host rock lithologies. Emplacement of the host succession occurred at 250 ¦ 6 Ma (dated with laser ablation ICP-MS U-Pb zircon techniques), which was closely followed by mineralisation at 250.9 ¦ 0.8 Ma based on the analysis of adularia from coarse-grained quartz-sulfide (chalcopyrite-pyrite- sphalerite) veins using laser ablation Ar-Ar methods. The Victorian State Government recognises that the extensive brown coal deposits in Victoria are one of the State's key competitive strengths for economic development. The unique properties of the coal, together with the ease of open cut mining, make it suitable for a variety of new applications. Research and development activities are centred around applications which take advantage of the natural attributes and unique properties of the coal. The high reactivity and low ash content of the coal led to its selection for the Japanese brown coal liquefaction pilot plant currently operating in the Latrobe Valley, with support from the Victorian Government and the Coal Corporation of Victoria. Research and development of new brown coal based products together with many other areas of applied and fundamental research are being conducted in Victoria by Government research organisations, tertiary insti- tutions and private industry, with the objective of establishing new indus- trial developments based on Victoria's vast brown coal resource.
