In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

The design of the settling pond for the Malvern Hills opencast coal project was based on a primary requirement to control runoff and sediment generated from the immediate 6 ha mine catchment, which included two seepages from old underground workings. The pond has been particularly effective in controlling turbidity in the outflow water, with the consent limit of 50 NTU being met on all but one occasion and normal levels of discharge less than 10 NTU. Water quality testing carried out at the time of consenting indicated that there were no acid-generation issues with the proposed mine site in dominant mudstone strata of the Broken River Formation, and that water from the old mine workings was near-neutral in terms of pH and well-buffered. However, it became apparent over the very dry summer of 2003 - 2004 that slaking of the exposed mudrocks in the mine batters was resulting in significant acidity generation, and outflow pH levels were well below the consent limit of 6.5 during and following periods of rainfall. Although these acidity problems have been remediated in the short-term by the use of lime products, it is clear that a programme of lithotype characterisation for AMD should have been undertaken and this has now been implemented. Design of long-term acid drainage control measures is being carried out, and will probably be based around the use of hydrated lime for pH control with enhancement of natural wetlands.

Southland contains over 70 per cent of New ZealandÆs recoverable coal resources, and an investigation into the potential effects of coal mining on SouthlandÆs water resources is therefore of interest. This paper investigates pit-lake water quality in relation to current mining activities within the sub-bituminous coal and lignite deposits of Southland.   Water quality data was collected from pit-lakes in sub-bituminous and lignite deposits from October 2005 to March 2006. After periods of settled weather, turbidity increased with depth at the sub-bituminous pit-lake (10 - 21 NTUs from 5 - 30 m). In the stratified sub-bituminous pit-lake in March 2006, heavy rainfall caused higher turbidity in the epilimnion than the top of the hypolimnion (20 NTU vs 13 NTU) reflecting surface water runoff (up to 1993 NTUs) and epilimnion mixing. In contrast, turbidity at the lignite sites was variable due to the shallowness of the lakes, but noticeable increases following disturbance and adverse weather were recorded. High turbidity at the sub-bituminous deposits was attributed to the presence of clay minerals such as kaolinite whereas turbidity at the lignite sites was more likely short term and a result of heavier minerals such as quartz.   Trace element concentrations at both sites were low when compared to mine waters in other coal areas in New Zealand and no samples exceeded ANZECC water quality trigger values for 80 per cent species protection. Pit-lake water pH levels were lower and more variable in the lignite deposit (4.18 - 7.30 vs 7.24 - 8.98 in the sub-bituminous deposits). In the lignite pit-lakes, higher concentrations of trace elements (eg Dissolved As - 0.034 ppm and Dissolved Mn - 1.09 ppm) and lower pH (ÿ4) were observed at the bottom of active pits compared to inactive pits. It is possible that quartz pebble conglomerates containing sulphide minerals within the lignite seams are responsible for this.   Further investigation into the mine waters, waste rock and lake sediments will help get a better understanding of the results observed and long term processes that occur.

Space-based synthetic aperture radar (SAR) data is becoming available over much of the world, includingNew Zealand. Radar imagery has a number of very advantageous features, including all-weather capability; it also has artifacts, such as layover, which require processing before these data may be used to best effect.   This paper gives an outline of SAR, details the image processing required, and discusses the use of the first New Zealand Japan Earth Resources-1 SAR data to aid geological mapping on the Coromandel Peninsula.

The Martha epithermal Au-Ag deposit contains multiple generations of quartz veins with a range of textures. We examined: +        vein textures, +        crosscutting vein relationships, and +        the paragenetic sequence within the pit walls as well as a wide range of hand specimens. Samples include host rock, breccia, and veins, but these groups are not distinct; instead, they form a continuum.   Veins at Martha mine show a wide range of textures on a local scale; these textures also change significantly over both the lateral and vertical extent of the pit. Common textures include crustiform bands, comb quartz, colloform bands, platy quartz, massive quartz, drusy quartz, sedimentary textures and brecciation.   Vein grades relate to textures. Many textures, including crustiform, platy, cherty, and sedimentary textures display predominantly low grades, but some textures are linked with high grades, such as ginguro, massive and comb quartz where they are associated with visible base metal sulphides and/or electrum. Host rocks and most breccias are low grade, as most samples contain <2 ppm Au.

Anglo American Platinum has adopted a strategy of Best Practice Principles (BPP) for sampling, mass measurement, analysis and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned.The design called for the high-grade material to be crushed to 95 per cent passing 2 mm and the design allowed for a single cutter primary Vezin sampler, increments taken from a gravity flowing stream at regular intervals, whilst filling a tanker for the pneumatic offload at our base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from our smelting complex and the input to our refineries. In addition, the design incorporated the functionality to collect increments in an ‘interleaved’ fashion from the Vezin sampler for internal precision checks.The metal accounting strategy for Anglo Platinum is the ongoing measurement of all inputs, outputs and stock levels for all our operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February every year, across the smelters and refineries (at least the base metal refinery). A trend was developing in the accounting period immediately following the introduction of the new crushing and sampling facility, whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter (sender) showed an increase in physical stock compared to the theoretical stock and the base metal refinery (receiver) showed that their theoretical stock increased against their physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question and it was confirmed through the physical stock measurement results, that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream.This paper showcases parts of the process that took place to explain the poor accountabilities for the respective sites. Previous results from the sampler ratification process (of the interleaved sampling design) were analysed again, a physical inspection was carried out on the sampling system again and the sampler performance was monitored (quality control parameters) for the period.From these investigations, it was found that airflows present inside the Vezin introduced the sampling bias and a change in sampling protocol was introduced as well as physical changes to the sampling equipment were made to eliminate the airflow and thus the bias conditions significantly. The accounting period which followed, after a phased upgrading process, showed that the accounting between our smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below five per cent relative to theoretical stock).CITATION:Kruger, C J and le Roux, E, 2017. The Golden Cross project was a joint venture between Coeur NZ Ltd (80 per cent) and Viking Mining Company (20 per cent). The site is located in the Waitekauri Valley, 8 km north-west of Waihi, on the Coromandel Peninsula, in the North Island. The mine-site is situated close to the Coromandel Range Divide between the headwaters of the Waitekauri River and the Martoto Stream. The site has a history of Gold Mining dating back to 1892. The more recent mine comprised an open pit and underground gold and silver operation from December 1991 to April 1998, MacGillivray, Maton and Goldstone (2000).Doug Hood Ltd commenced the first of three contracts on site in September 1997 and was responsible for completing the final stages of open pit mining, landslide remedial works mine closure and rehabilitation works. The Mill Closure and Rehabilitation and Drainage Works contract, for which this submission relates, commenced in September 1999 and was officially completed by Doug Hood Ltd. on the 26 May 2001.This paper endeavours to highlight the project objectives and backgrounds them against the difficulties experienced with respect to the site-specific conditions, the design complexities and risks associated with the contract, from a contractorÆs perspective.

At Reefton, mesothermal gold deposits occur in the Ordovician Greenland Group basement and bituminous coal deposits occur in overlying Eocene Brunner Coal Measures. These different resource types occur in close proximity to one another in the same topography, vegetation and climate. Both types of resources have been mined for many years and as a result historic mining areas discharge water with chemistry reflecting the mineralogy of the deposits. Coal measures release natural acid rock drainage throughout the region due to oxidation of pyrite in coal and associated sediments. Levels of acidity are increased in mining areas, and pH near three is common. Gold mines contain pyrite, arsenopyrite and stibnite. Discharge waters from these sites have pH near seven because of the high acid neutralising capacity of the basement rocks. Both coal and gold mining sites have iron oxyhydroxide precipitates in drainage waters. These precipitates are more abundant at gold mining sites, and one deposit is up to 5 m thick. Iron oxyhydroxide at coal mine sites contain Zn (up to 89 ppm), Ni (up to 10 ppm), As (up to 163 ppm), Cr (up to 23 ppm), Pb (up to 16), and Cu (up to 11 ppm). Jarosite group minerals have been identified in the coalmine iron oxyhydroxide, although most of the material is amorphous. Gold mine iron oxyhydroxide contains Zn (up to 353 ppm), Ni (up to 592 ppm), Cr (up to 17 ppm), Cu (up to 72 ppm), Pb (up to 29 ppm), Sb (up to 230 ppm), and this material is particularly high in As (up to 20 wt per cent). Most of the material is amorphous but distinctive zones (mm scale) are As rich (up to 30 wt per cent As oxide). Pharmacosiderite, K2Fe4(As04)3 (OH)5.6.3H20, is a secondary mineral in one deposit. These iron oxyhydroxide deposits are useful indicators for the metals mobilised into the environment by oxidation in the historic workings.

This paper discusses various issues surrounding the metallurgical control for furnaces, especially focusing on processes with long time-constants and æmetallurgical memoriesÆ. Examples will focus on furnaces accepting particulate and sometimes ill-defined feeds, eg submerged-arc furnaces, blast furnaces, secondary scrap smelting operations, recycling operations, waste incinerators, etc. Generally, because of the usually higher metallurgical time constant of these furnaces, these reactors have to be controlled in a feed-forward manner by the use of a hybrid of æblack boxÆ or empirical and ægrey boxÆ semi-empirical first principles metallurgical modelling and simulation techniques in a supervisory metallurgical control capacity.

The Mt Lyell copper mine in western Tasmania has discharged acid drainage (AD) into the Queen and King Rivers and Macquarie Harbour for over a century. Presently, dissolved copper loads of about 1000 tonnes per annum and dissolved aluminium loads of >2000 tonnes per annum are contained in the AD, which is derived from underground workings (~60 per cent) and historic waste rock dumps (~40 per cent). Flows vary from about 100 L/s during dry periods, to >400 L/s during the wet winter. The site is presently operated by Copper Mines of Tasmania (CMT) who are not responsible for the acid drainage generated from the mine site. Although western Tasmania is famous for its mining history, tourism and aquaculture have emerged as the new industries on the West Coast, with a major tourism railway (the Abt) recently opened along the banks of the Queen and King Rivers. The emergence of these industries in a æclean greenÆ Tasmania has resulted in a strong community and government push to remediate the acid drainage. Remediation investigations and efforts at Mt Lyell were initiated by the Department of Primary Industries, Water and Environment (DPIWE), previously known as DELM, in 1995, and have included the quantification of environmental impacts arising from the AD, and the investigation and costing of potential remediation options. A primary focus of the work has been to identify cost-neutral options which recover metals from the AD in a saleable form to help defray on going treatment costs. This paper summarises these activities in generally a chronological order, highlighting findings of the program that are potentially applicable to other acid drainage sites.

"The Nyrstar Port Pirie Smelter, located on the eastern shore of the Upper Spencer Gulf in South Australia 230km north of Adelaide, began operation in 1889 to process lead concentrate from the Broken Hill lead and silver mines. The site still operates an updraft sinter machine, commissioned in 1955, with the product fed into a blast furnace. While sinter plant technology has changed and improved since 1955, development has reached the stage where further enhancements are not possible or economic. High purity lead concentrates command lower margins and for the smelter to remain economically viable a wider range of higher value materials must be treated. The current flowsheet cannot meet this demand. Additionally, community blood lead levels particularly in children below four years of age, are a critical indicator used to measure the site’s environmental performance. The smelter’s environmental licence to operate is dependent on meeting future community and regulatory expectations. To achieve this a major step change in the emission performance of the smelter is required. Since 2008 pre-feasibility work has been undertaken to develop a new flowsheet and business model to allow Port Pirie to operate sustainably into the future. The main requirements were for the smelter to reduce lead and sulfur dioxide emissions that impact on the local environment and community to meet current and future environmental expectations, as well as dramatically reducing current feed constraints and change the business case from a marginal business to a sustainable profitable business. After reviewing all practical options a decision was made to replace the sinter plant with an Outotec Top Submerged Lance (TSL) furnace. This paper describes how the new furnace technology was selected and how it will be integrated into the present flowsheet; the unique funding arrangements that are in place to deliver the redeveloped site; and future opportunities that are associated with the implementation of the new flowsheet. The ball mill in closed circuit with hydrocyclones is an industry standard, and well known methodologies exist for equipment sizing, selection and design. However, the potential to improve the capacity of ball mill circuits by replacing cyclones with screens has been recognised for many years and recently has been successfully realised, thanks to developments in fine screening technology. Proper methodology for equipment sizing and selection is required to capitalise on this opportunity, but there is currently insufficient information and few guidelines available on how to design such a circuit. This paper discusses the differences between ball mill circuits closed with cyclones and with screens. A methodology is described for equipment sizing and selection for a circuit closed with screens, and the laboratory testing requirements are described for low grade base metal ores and magnetite ores. An economic evaluation is also presented for a case study demonstrating the potential benefits of closing a ball mill circuit with screens.CITATION:Jankovic, A and Valery, W, 2013. Background information, formulae and a systematic set of procedures for estimating capital and operating costs for open pit mining equipment are presented in this paper. Firstly, equipment capital costs are required. These can be obtained from either suppliers, contractors or from first principles. The equipment is then divided into cost elements. Typically these are fuel and power requirements, spare parts consumption, wear items such as tyres, teeth and drill bits and finally repair and operating labour requirements. By consideration of the cost and life of each element a base cost can be derived. The base cost is then adjusted to suit specific site conditions such as the proximity to spare parts suppliers, the duty or ground conditions and the management and operator skills specific to the site. Hence, the same item of equipment can be costed to reflect different operations. Included are tables and data for typical plant items. Several examples are also given to illustrate the methodology being presented. The intention is to provide a set of procedures to allow costs to be built up from base level in a systematic and repeatable way. Applications for these costs include feasibility studies, budgetting and data for economic analyses.

Effects of DA as a Grinding Aid on Selective Grinding of Low-Grade Bauxite Effects of DA (a copolymer of acrylic acid and acrylamide) as a grinding aid on selective grinding of low-grade bauxite were investigated in this study. The addition of DA into the grinding system enhanced the selectivity of grinding and increased the A/S ratio in the coarse fraction of ground product, leading to improved throughput of grinding mills and alumina recovery. The results showed that DA decreased the viscosity of slurry significantly and hence improved grinding efficiency due to low viscosity at a high slurry concentration. Both the hydrogen bond formation and chemical adsorption existed between DA and the surface of bauxite particles. The adsorption of DA on the surface of bauxite could decrease stress needed for crack initiation and extending during grinding, prevent new-born crack surfaces from rejoining, and promote the expansion of the cracks.

The structure of a comprehensive research project into mine fires study applying the Ventgraph mine fire simulation software, preplanning of escape scenarios and general interaction with rescue responses is outlined. The project has Australian Coal Association Research Program (ACARP) funding and also relies on substantial mining company site support. This practical input from mine operators is essential and allows the approach to be introduced in the most creditable way. The effort is built around the introduction of fire simulation computer software to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Application of the simulation software package to the changing mine layouts requires experience to achieve realistic outcomes. Most Australian mines of size currently use a ventilation network simulation program. Under the project a small subroutine has been written to transfer the input data from the existing mine ventilation network simulation program to æVentgraphÆ. This has been tested successfully. To understand fire simulation behaviour on the mine ventilation system, it is necessary to understood the possible effects of mine fires on various mine ventilation systems correctly first. Case studies demonstrating the possible effects of fires on some typical Australian coal mine ventilation circuits have been examined. The situation in which there is some gas make at the face and effects with fire have also been developed to emphasise how unstable and dangerous situations may arise. The primary objective of the part of the study described in this paper is to use mine fire simulation software to gain better understanding of how spontaneous combustion initiated fires can interact with the complex ventilation behaviour underground during a substantial fire. It focuses on the simulation of spontaneous combustion sourced heatings that develop into open fires. Further, it examines ventilation behaviour effects of spontaneous combustion initiated pillar fires and examines the difficulties these can be present if a ventilation reversal occurs. It also briefly examines simulation of use of the inertisation to assist in mine recovery. Mine fires are recognised across the world as a major hazard issue. New approaches allowing improvement in understanding their consequences have been developed as an aid in handling this complex area.

Leading Article from "British Medical Journal," London, 4th, November, 1944.Assuming that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid, Denny, Robson, and Irwin thought that if the solubility of siliceous material retained in the lungs could be suffciently reduced the usual fibrotic response could be diminished or prevented. They discovered that aluminum powder rendered siliceous material insoluble in vitro by coating the silica particle with a thin film of gelatinous hydrated alumina, which on drying formed crystalline alpha aluminum monohydrate. The presence of this adsorbed layer on the surface of the quartz was shown by staining it with aurin. That metallic aluminum dust produced no fibrosis in the lungs was demonstrated by dust-inhalation experiments on eight rabbits. Attempts were therefore made to prevent silicosis by mixing quartz with metallic aluminum dust.Animals exposed to quartz dust developed typical silicosis in about five months, but the addition of 1 per cent. aluminum powder prevented this even after exposure had been lengthened up to 22 months, provided the aluminum powder was of a particle size below 5. This year Crombie, Blaisdell and MacPherson have reported the treatment of 34 silicotic miners by the daily inhalation of fine aluminum powder freshly ground from small aluminum pellets in a specially constructed mill. Daily treatment began with five-minute inhalations, which were gradually increased to 30 minutes. Some of the men received 300 treatments, but the majority only 200. Out of the 34 cases thus treated clinical improvement was manifested by lessening or disappearance of shortness of breath, of cough, of pain in the chest, and of fatigue. In 15 cases the condition became stationary and remained so in spite of continuous employment in silica dust throughout the treatment. The progress of the disease was assessed by means of tests for respiratory function repeated at three-monthly intervals. Obviously this treatment cannot be regarded as a cure for silicosis, since it cannot restore lung tissue which has undergone fibrotic change; but Crombie and his colleagues believe that the inhalation of finely particulate aluminum powder offers every prospect of preventing the development of human silicosis.In view of these findings, it is surprising that repeated papers by Goralewski from Germany describe various types of lung disease attributed to aluminum dust, and press for them to be scheduled under the Workmen's Compensation Act in that country. Seven hundred workers were investigated. They were making, probably by a stamping process, aluminium powder containing about four milliards of particles of dust per grain, and are reported as complaining of dry cough with pain on breathing, shortness of breath, poor appetite, and gnawing abdominal pain. Hargraves (1983) has reviewed the phenomenon of instantaneous outbursts of coal and gas with special attention to Australian occurrences. The purpose of this discussion is to highlight some problems and omissions in his review that reflect particularly on the authors' structural geological investigations of outburst-prone coal seams.It is surprising to find that much of the authors' reported work has either been glossed over or the results distorted by Hargraves (1983) and it is, therefore, important to clarify the contribution that structural analysis of coal seams can make.For many years it has been known that faults provided preferred loci for gas outbursts (for example, Briggs 1920-21) but the roie that faults played in outburstprone seams was unclear. The present authors reviewed the association of faults and outbursts drawing upon local investigations and the world-wide literature (Shepherd et aI., 1981), and discussed some wideranging aspects that result from the high coincidence of faults and outburst sites. Without repeating large segments of this article the authors will discuss four aspects of coal seam faulting and fracturing.

Well planned and executed environmental management plans can reduce life-of-mine operating costs and the need to deal with major environmental issues at the time of mine closure. With proper planning during the exploration, feasibility and execution phases of a project, final closure costs can be reduced. The reduction of closure costs should be considered during exploration and initial feasibility studies and when process facilities, waste rock dumps and tailings impoundments are designed. During the mining of the resource, closure cost reduction will depend on effective and efficient environmental management plans for ongoing land clearance, segregation of mine waste materials, management of mine site water and workshop wastewaters, and the establishment of progressive rehabilitation strategies. These issues are the responsibility of planning, production, technical support and maintenance personnel at an operating site. The successful implementation of environmental plans will ensure that all impacts are reduced and that closure issues with major cost implications are addressed prior to closure of the mine.

When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

In-pit crushing and conveying (IPCC) is being increasingly considered as an alternative to traditional truck-shovel mining methods. The move towards IPCC is driven by a number of factors including the potential to reduce greenhouse gas emissions, the availability of skilled labour and the need to increase extraction rates to levels that present significant challenges to traditional methods.When considering the relative performance of IPCC and truck-shovel methods, the outcome can be inadvertently impacted by either the use of different simulation approaches, or techniques that do not adequately model the processes in sufficient detail.A simulation approach is proposed that models both IPCC and truck-shovel using the same software platform and is capable of functioning at a wide range of resolutions from life-of-mine scale through to second-by-second asset tracking level. The simulation framework also holds models of processing equipment and hence the mining simulations can be extended to gauge the impact on downstream plant.The approach, known as mine-process operational simulation (MPOS), can be tailored to the level of information available and hence the type of study required, ie order of magnitude, prefeasibility, feasibility, or detailed design.Using information from block models and a range of detailed equipment and process models, MPOS can span major system discontinuities, typified by the mine-plant interface, to allow the estimation of final mine and plant product specifications.
