This paper examines the impact of the time value of money on the location of mining facilities, as examplified by a central processing plant serving several mines. Three approaches, the Euclidean-Distance Approach, the Gravity Centre Approach, and the Rectilinear-Distance Approach, commonly applied to a single facility location problem were employed in the study. The objective function in all three models was the updated value of the following three costs influenced by the processing plant location and defined within the framework of the continuous model of value representation and the continuous interest rate convention: I. the costs of transporting the useful mineral from the mines to the plant, 2. the costs of constructing the transportation links between the mines and the plant, and 3. the costs of maintaining these links over time. Results of the study show a substantial impact of the time value of money on both the processing plant optimal location and the opportunity cost of neglecting the time value of money in the locational considerations.

Extraction under very mild conditions - a few minutes at room temperature with poor solvents - yields results characteristic of surface properties for a variety of coals. Such superficial extractions preferentially remove long-chain aliphatic compounds. As coal becomes more oxidized, less of these yellow- colored compounds is extracted, forming the basis for a simple colorimetric test for coal surface quality. The fact that these aliphatic compounds are responsible for surface hydrophobicity is supported by good correlation between extraction results and floatability, which decreases with decreasing extractability. This extraction test is very sensitive to oxi dationb even the effect of heating for an hour at 100 C can be detected. A second extraction test using mild alkali conditions has shown good correlation with plant dewatering Operations.

Improper use of auxiliary ven- tilation units during heading operations may often result in the appearance of hazardous methane accumulations. This is the case especially when roadways are ventilated by a combined system with a short sucking pipe at face end performing as the dedusting installation. Uniform air inflow to the face end facilitates sucking off the dust clouds and creates conditions favourable for formation of local methane accumulations. The highest methane concentration occurs in the cutting zone between the rock cut and the pipe inlet, under the roof and by, the sidewalls. Permanent monitoring of methane concentration at face end employs methane sensors. The most important are: one on the road- header's boom behind the cutting head, and one at the air outlet from the dedusting installation.

Coal Mining Land Use on the southern coalfields often preceded other land uses. Over the past century overlying land use has altered significantly, particularly with water supply storage development, road system building, railways, pipelines, electricity reticulation schemes and general urban develop- ment. National Parks were declared over coal bearing lands. Little regard was paid to the coal under the land surface by land developers, Government instrumentalities, central planners and the Metropolitan Water, Sewerage and Drainage Board and others, and little value was placed on this valuable energy source. These bodies derived no benefit from the under- lying mineral. In these circumstances, mine operators and such surface land users were put into adversary roles. Mass sterilisation of coal resources resulted. The loss of reserves continues, although the problem has become better under- stood. An Energy Impact Statement (EIS) submission by all surface land developers has been proposed as a means to justify the impact of the development on the coal reserves Beneath.

There are a number of examples of how environmental factors have been integrated into the water management aspects of mining projects. The Kingston Lignite project in South Australia, Pine Creek Gold Mine in the Northern Territory, gravel and sand extraction from the Nepean River flood plain near Penrith, and the Olympic Dam Project have all illustrated that consideration of environmental factors can be integrated with project developments, with beneficial outcomes for both the project and the environment.Each of the above cases demonstrated an individually significant environmental issue, directly related to the interaction between the proposed project and its environment. In each case, careful research and an integrated approach to the problem resulted in a solution that gave both maximum protection to the environment and optimum consideration to the economic feasibility and success of the proposed project.The solutions ranged from alternative mining methods and improved waste and water management through to the ultimate objective of converting a mining project into a major water-based recreation source. These examples have set a precedent that will contribute ignificantly to the successful development of future projects.

Operations at the Mount Bonnie gold/silver project are described. The project is based on the gossan of a stratiform and stratabound polymetallic sulphide deposit. The gossan contains approx- imately 100 000 tonne of ore grading 8g/tonne Au and 230g/tonne Ag. This is mined in an open cut, and transported to a stockpile area lkm away, from which it is fed to the treat- ment plant. The ore is crushed through two stages and fed to a fine ore storage shed, from which it is reclaimed, milled and cyanide leached in draft tube agitators. The pulp is filtered using a horizontal belt filter to recover a pregnant solution. Silver sulphide is precipitated using sodium sulphide solution, and collected as a mixed sulphide/precoat concentrate on a drum filter. The solution is then passed through carbon columns where the gold is adsorbed and is subsequently recovered by methanol desorption using a process developed by Micron Research, and electrowinning. Modifications to the treatment plant circuit based on operational experience are Described.

There have been many published mathematical models that, to varying degrees of sophistication, attempt to describe dynamic thickener behaviour. CSIRO has undertaken to develop a model under industry sponsorship. Recently developed instruments such as the floc density analyser and natural gamma-ray gauge have enabled new data to be collected from plant thickeners for model validation and development. The principles behind the use of the natural gamma-ray gauge are described and the possibilities for its use as a control instrument in the bed have been examined. A simple nomograph illustrates how the gamma-ray gauge data can be used to predict steady state underflow consistency and bed Position.

Pike River Coal Limited (PRCL) is developing the Pike River Coal Mine in the Paparoa Ranges of New ZealandÆs South Island. The mine is being developed to extract a coking coal deposit of the Brunner Seam, some 46 km northeast of Greymouth, using a combination of continuous miners, road-headers and hydraulic extraction.   The mining area is located within Department of Conservation (DOC) land and is adjacent to the escarpment of the Paparoa Range and the Paparoa National Park. The mine will use its elevation advantage to hydraulically flume coal from the working faces to the pit bottom area where it will be slurried to approximately 35 per cent density of solids and pumped down a slurry line to the coal prep plant some 10.5 km down the Pike River Valley. The coal will be sold on the export market as a high quality coking coal for international steel making.   PRCL faces significant challenges to achieving the goal of cost effective production. The remoteness, high rainfall (greater then 6 metres per year on average), temperature variation and restrictions on access to this subalpine environment have driven the project to develop some distinctive solutions. These include the establishment of survey control in such a difficult environment with vertical and sub-vertical rock faces, significant vegetation and steep slopes by using helicopter survey, aerial photography and LIDAR (Light Detection And Ranging) aerial survey. PRCL has also commenced designing the placement of the main ventilation fans in an underground chamber in the stone drive.

The hydrocyclone parameter d5Oc is estimated by the application of Artificial Neural Network (ANN). Results indicate that ANN performs equally well as compared to statically derived analytical formulae. Results also show that ANN will also be convenient in the on-line control of hydrocyclones.

With a view to characterising activated carbons with respect to their ability to adsorb gold from cyanide solutions, an attempt was made to establish correlations between the equilibrium capacity constant of the activated carbon for gold (k value) and five other parameters. These parameters were percentage ash content, iodine number, methylene blue value, surface area, and pH respectively. Twenty four different proprietary brand activated carbon products were examined, the correlations being established by means of linear regression analysis. It was shown that a significant correlation only existed between k and pH value. This was interpreted in terms of the presence of oxide complexes on the activated carbon surface. Further test specifications as developed at the Anglo American Research Laboratories are also outlined with a view to the selection of activated carbons suitable for use in' a carbon-in-pulp operation. Methods for assessing both the capacity and the kinetic response of carbons for gold adsorption are presented, while the measurement of attrition resistance, particle size distribution and moisture and solubles content is also outlined. The measurement of the capacity constant for gold adsorption together with attrition resistance are considered to be necessary in the initial selection of a suitable carbon.

Mt. Whaleback is in the Pilbara region of Western Australia approximately 1200 kilometers north of Perth, the State capital. In this deposit the Mt. Newman Joint Venturers are mining ore reserves totalling 1500 million tonnes of high grade hematite averaging 64.0% Fe. In addition to Mt. Whaleback, 38 ore bodies have so far been identified outside Mt. Whaleback on the Company's remaining 75,000 hectares of lease area. These ore bodies contain major tonnages of iron ore. Extraction at present is planned at a rate of 37 million tonnes per annum at an ore-to-waste ratio of approximately 1 to 1.4. The ore is railed north to Port Hedland on the Indian Ocean where the different products are screened, crushed and blended prior to shipping. The purpose of this paper is to acquaint the reader with the facilities installed in the Mt. Newman operation to form a background to the sampling techniques employed, describe the precisions which were achieved in experiments conducted February through June, 1976 and also to assess the degree of blending which takes place during the various processes and to put a quantitative measure to the degree of blending. Slope stability has now become a practical tool in the design and oper- ation of open pits. The stability of rock slope depends on many factors, including not only structural geology, the existence of weak layers, ground- water, blasting and weathering, but also the virgin stress field. This paper presents an application of a numerical method to investigate the effect of the virgin stress on slope stability. The finite element method is employed to simulate the excavation of open pits. Redistributed stress fields in the slope of open pit are computed for several different virgin stress fields. Based on the redistributed stress fields, the shear force which tends to produce sliding of a rock mass and the frictional resistance to sliding are evaluated. The possibility of potential failure is assessed by the limit equilibrium method. The combination of the finite element method with the equilibrium method provides a powerful analytical tool for slope stability. The significant effect of virgin stress on the stability of slopes is shown by studying a typical case.

Since 1980, the Department of Mining Engineering at Kyushu University, in co-operation with the Ikeshima Colliery, Matsushima Coal Mining Co. Ltd., has been conducting a research project into longwall gateroad designs applicable to deep and poor strata conditions. During this period, the economic environment has drastically changed the situation of the domestic coal mining industry. Conventionally, the retreat longwall method, with re-use of gateroad, has been employed as it achieves higher recovery. However, from the view point of production efficiency, this method is not suitable because it requires intensive work in side packing and roadway maintenance. Therefore an interpanel-pillar system, or a two-entry gateroad system, was adopted to identify the factors responsible for excessive vertical closure in longwall gateroads. Field measurements and non-linear finite element analyses were undertaken to confirm the performance of this system. Study results indicate that the stability of the gateroad employing the rib pillar system is comparable to that of the conventional system of re-using Gateroads.

In recent years there has been a trend among mining companies to diversify exploration and development away from the countries that have dominated mining activity for the latter half of this century. With some exceptions, this trend is accelerating and is a function of the recognition that many parts of the world, with no previous exposure to modern exploration, are endowed with considerable mineral potential. In addition coincident with changing political and economic circumstances, many countries have recognised the benefits of attracting international mining investment and have radically changed policies, fiscal and legal regimes so as to encourage exploration and mining. Some countries, however, have not readily accepted mining for cultural or social reasons and have yet to make effective changes to mining legislation. For historical reasons, other countries may have little or no direct experience of western economics, nor may they fully recognise the need for stability and competitive fiscal and legal systems to attract foreign investment. Not all ventures in new countries have been commercial successes and there have been some lamentable and recent lapses from grace. The O.K. deposit occurs within a belt of cherts and spilitised basic volcanics near the western margin of the Hodgkinson Province. The tabular to lenticular shape and gross conformability of the ore bodies; the common occurrence of colloform, framboidal and banded textures in the ores; the lack of significant alteration adjacent to the massive ore horizons and the apparent restriction of stockwork mineralization to the foot-wall side of the massive ore zone at the O.K. mine, all favour a syngenetic origin for the massive sulfide bodies. Furthermore, the micro- structural evidence suggests that the ores have undergone the same deformational history as the country rocks. The invariable association of the ores with spilites; the S isotope values and Co-Ni contents of the pyrites, together with the primitive metal assemblage (Fe, Cu, minor Zn) strongly favour a basic magmatic source for the sulfides. It is suggested-that the sulfides were probably precipitated sub aqueous- ly during a hiatus in volcanic activity. The O.K. deposit is of the cupreous pyrite variety, but unlike other well known occurrences of this type, it does not con- stitute part of an ophiolite complex. Alternative processes for converting coal to liquid products and their stage of development are outlined. The merits of hydrogenationprocesses in general, and the solvent refined coal process in particular, are stressed. Bench scale experimental hydrogenation procedures used by the Australian Coal Industry Research Laboratories Ltd. (ACIRL) to study the liquefaction of Australian coals and correlations between properties of such coals and their conversion to liquid products are described. Factors involved in assessing investment and operating costs for modern hydrogenation based coal refineries of different capacities are described with reference to a recent study undertaken in N.S.W. The significance of coal properties such as yield and yield structure of total liquid products and how they and other factors can influence the economics of the coal refining operations are discussed.

Up until June 1988, Mount Thorley Coal Handling and Preparation Plant disposed of tailings by two methods. Approximately half of the plant tailings was mechanically dewatered by solid bowl centrifuges mixed with plant reject and was subsequently disposed in mine overburden spoils; the remainder was pumped to tailings ponds. Both future mine planning and environmental constraints could not allow for the long term construction of more tailings ponds so, following evaluation of available dewatering technology, belt press filters were selected for the treatment of tailings in excess of the capacity of the existing solid bowl centrifuges. Commission of the four 2.5 metre wide belt press filters soon showed that marked differences in performance were experienced when treating different coal seams. Further analysis showed that the coal tailings from different seams were quite different in terms of clay mineralogy, and these differences could be correlated with varying degrees of filter performance. Poor filter performance was experienced with coal tailings rich in sodium montmorillinite clays. A number of variables were investigated including in-line mechanical mixing of flocculant and feed slurry, cation exchange reagents such as gypsum, and upstream addition of cationic flocculant. In order to achieve satisfactory performance on the worst tailings, a combination of all of the above was required. In this paper, the reasons for selection of belt press filters and the program of investigations and testwork required to arrive at satisfactory belt press filter performance for the treatment of troublesome bentonitic rich tailings are discussed.

The Parker Centre was formally established by the Australian Government's Co-operative Research Centre (CRC) Program in 1992 and is one of over 60 such centres encompassing a wide-range of applied scientific and resource based disciplines. Government funding for the CRC Program is currently around $A140 million per annum and the Parker Centre receives $A1.8 million per annum to support its core research and education activities.
