Adopting environmentally acceptable practices in New Zealand is a crucial requirement for mineral wealth development. Recent planned expansions in the coal and gold industry have increasingly placed mining in the media spotlight. A lack of appropriate standard environmental guidelines has resulted in inconsistent responses and assessments of current and proposed mines. These inconsistencies have lead to delays in decisions on developing economic mineral deposits that may have only minor short-term impacts, and have also allowed unacceptable environmental management practices to continue elsewhere. A research collaboration between CRL Energy, Landcare Research, University of Canterbury and University of Otago aims to provide regulator groups and the mining industry with a unified approach to the requirements of the Resource Management Act 1991,the legislation that largely drives the nationÆs environmental policies and guidelines. The tangible outcome of this research program will be water quality and impact management guidelines integrated into a decision-making framework. The result of this unification will assist in the development of viable mineral deposits and minimise environmental impacts. The framework will be derived from a synthesis of three objectives. Objective 1 identifies potential water quality impact. This objective is based on a targeted geochemical study of the lithology and waterways of the West Coast and Southland regions. Objective 2 categorises the degree of impacts on the ecology of receiving aquatic ecosystems and determines the processes that drive aquatic ecosystem recovery. Objective 3 identifies best strategies to sufficiently manage impacted ecosystems, and to prevent future unacceptable impacts. Wide consultation with representatives of the mining industry and regulator groups will occur frequently during the development stages of the framework. It is anticipated that this multidisciplinary approach will provide a robust and coherent, standardised system that will assist in achieving industry and environmental targets.

This paper deals with change strategies on brownfield and greenfield sites in extractive industries. It draws upon contemporary experiences across Australian, Indonesia and Papua New Guinea (PNG). Change strategies can be used when owners of an extractive industry operation want to optimise their resource. This paper draws upon many tried and proven theories and practices, including the findings of the Tavistock Institute (Trist, Emmery, Bamford, Jaques), as well as the concepts of Adult Learning espoused by Malcolm Knowles and is supported by learnings of Australian based management consultants. This paper reviews a range of approaches that have succeeded in the integration of systems, machines and people, with the key corporate objectives of: increasing productivity; decreasing cost; improving on-time delivery performance and achieving long-term survival. Such integration needs to be measured to show the outcomes from the change strategies and the authors have worked within many measurement regimes and metrics but for the most part, found that JaquesÆ set of metrics being æquality, quantity, resources and timeÆ has gained currency across many Australian operations. This paper contends that investing money in machines alone without a commensurate investment into the people side is counter-productive. Further, if there is not an understanding of processes, ie stable and capable, core and support processes, then all that new technologies will do, is to make what is done badly, only quicker. Recent interventions for the most part, have been cognisant of this balanced approach towards change management. The change strategies described are across extractive industry implementations, using a number of tools and techniques drawn from Continuous Improvement and Six SigmaÖ (registered trade and service mark of Motorola Corporation, USA).

The character of alluvial gold deposits presents severe difficulties, and sometimes limitations, on the extent to which metallurgical efficiency can be measured. Very little monitoring of metallurgical performance is practised. An indication of performance is often extracted from the comparison of production to the estimate. This is a dubious practice. The recovery efficiency of conventional practices, viz sluices, tables and jigs, falls off sharply below 0.2 mm. Field evaluation procedures tend to simulate these conventional practices. Thus the presence of fine gold may not be detected, particularly if obscured by clay. There is increasing evidence that fine gold could, in places, be present in sufficient concentrations to be economic. Most gold in paleoplacers is finer than 0.1 mm. There are established practices elsewhere in the mineral industry that may physically recover gold down to 5 microns in size and which could find application for fine alluvial gold.

"In order to effectively predict the roof collapse of underground openings using continuum models, it is imperative that a realistic failure criterion is used to represent the rock mass. However, for coal mining operations, there is still uncertainty as to the appropriate failure criterion that should be used for the coal measure strata. This study compares stability numbers and collapse mechanisms for a rectangular underground opening predicted based on three commonly used failure criteria: the standard Mohr-Coulomb, Mohr-Coulomb with a tension cut-off and Hoek-Brown. Three methods of analysis are considered: an analytical upper bound method an upper and lower bound finite element formulation the displacement finite element method.The theoretical results are also compared with field measurements of subsidence above longwall coal mining. For the standard Mohr-Coulomb failure criterion, the friction angle governs the shape of the collapse mechanism, and the so-called critical width (the cavity width above which failures extend to the ground surface) ascertained from field observations in the New South Wales coalfields corresponds to a friction angle of approximately 30°. On the other hand, predictions obtained based on the Hoek-Brown failure criterion consistently overestimate the critical width. The results also show that tensile failure governs the stability of the cavity and shape of the collapse mechanism when a tension cut-off is introduced for the Mohr-Coulomb yield criterion.CITATION:Suchowerska, A M, Hambleton, J P and Carter, J P, 2014. The recycling of steel is a crucial aspect of the shift toward a sustainable metals industry. The emphasis on steel recycling through the introduction of the scrap based mini-mill concept is also matched with a desire for greater product quality and reduced environmental impact, which, in turn, has generated important innovations. There have been significant advances in the technology for recycling steel over the last 20 years and this paper will provide an overview of these developments and discuss future directions in steel recycling including scrap management, control of tramp elements, electric arc furnace technology and ladle metallurgy.

The authors have previously described a piezoelectric-based system to measure the dynamic pressure during actual detonation in the field. This technique is used in a water hammer test set-up where a donor detonator is fired first, with the pressure sensor and an acceptor electronic detonator placed underwater in a water tank, and maintained at a fixed distance away from the donor detonator. The functioning and timing of the acceptor detonator are captured using a customised microcontroller board called the water hammer timer. Using such water hammer testing, the effect of dynamic pressure was studied as a function of the magnitude of pressure during the electronic timing countdown. Data obtained indicate there is no significant impact in the timing of the electronic detonators in contrast to what has been reported in non-electric detonators.CITATION:Teowee, G, Solis, H, Papillon, B E and Ibarra, R, 2015. The Eagle on the Hill tunnels form part of an upgrade of Mt Barker Road, 15 km to the southeast of Adelaide. The upgrade significantly improves safety and reduces delays on this major road, which winds steeply through mountainous terrain. The twin tunnels each spanning 15 metres run in parallel for a length of 480 metres. The tunnels are excavated in slightly weathered high strength slates and very high strength quartzites of the Saddleworth Formation on the western margin of the Mount Lofty Ranges. Steeply dipping slate cleavages and the high fracture ratio result in many slope stability problems in the project area. The level of geotechnical investigation undertaken prior to the calling of tenders for the project was extensive. This included the excavation of a pilot tunnel along one of the tunnel alignments, which allowed accurate mapping and rating of the rock, resulting in an increased level of confidence during the tender process. One of the features of the winning alternative tender design was the use of canopy tubes, flexible steel ribs and shotcrete to replace up to 40 metres of deep portal cuts in unstable rock with driven tunnels. Slope stability issues were overcome with the use of rock dowels and shotcrete. The support concept allowed the safe driving of the tunnel portals with as little as two metres of overburden. The design incorporated lining drainage and criteria for fireproofing based on European experience to ensure the ability of the tunnels to remain stable in the case of a severe fire incident. The support design allowed for maximum flexibility with a range of support types able to deal with the varying ground conditions. Design development and support refinement continued throughout the tunnel construction phase with close liaison between the designer and the constructor. Monitoring and review of feedback from the construction site by the Sydney based design team was easily achieved by means of electronic transfer of photographic and survey information, telephone and fax communication and regular site visits. The contractor for this project is Macmahon Concrete Constructions Joint Venture (MCCJV) and the designer is Connell Wagner. Excavation commenced in January 1998 with tunnel breakthrough having been achieved in early-August 1998 and mid-September 1998 respectively. Concrete lining construction is scheduled for completion in April 1999.

Estimation of operating costs in the nickel production industry requires a detailed analysis of material flows from mine to smelter to refinery. Despite the small number of nickel producers compared to other base metals, the existence of two very different ore types (sulphide and laterite) and a wide variety of mining and processing technologies make the identification of these flows of critical importance if an accurate global picture is to be obtained. Smelting and refining processes in nickel metallurgy have evolved with a high degree of adaptation to specific operating conditions in different locations. Overall costs are calculated by combining individual cost elements for each unit in production chains from mine to saleable metal product. The average cost of western world primary nickel production in 1995 was US$2.07/lb ($4560/tonne). Average operating costs remained virtually unchanged in the three years to 1995 after an 8.5 per cent fall in 1993, but a 3.9 per cent increase to $2.15/lb is expected for 1996. A major factor in this rise results from the lower prices of copper and cobalt this year, reducing the by-product credits available to major producers.

In addition, there are many mines which are located in or near populated areas in Japan. Utilisationof the potentially useful under- ground space at mined-out sites is a topic relevant to the practice of surface mining. This paper describes and discusses the concept of underground space utilisation and tunnelling systems, referring specifically to geotechnical/ tunnelling parameters.

In May 2018 Kasbah Resources Limited (“Kasbah”) completed an ore sorting test work program which was a precursor to releasing in July 2018 an updated Definitive Feasibility Study (“DFS”) for the Achmmach Tin Project in Morocco, which it is proposing to develop along with its joint venture partners. The testwork program evaluated ore sorting as a pre-concentration option to achieve early elimination of gangue and the low-grade component of ROM feed, thereby potentially:  Significantly upgrading the head grade of tin to the downstream processing plant.  Significantly reducing the required throughput capacity (and projected capital expenditure) of the downstream processing plant.  Reducing total consumables, power and water requirements in downstream processing.  Increasing the recovery of tin in the gravity and flotation circuit due to the higher feed grade achievable with ore sorting.  Reducing tailings tonnage, tailings cost and environmental footprint.  Using sorter rejects for mine backfill or road base applications. Key aspects of the design of the metallurgical testwork program centred around the need to ensure that samples representative of ROM ore feed (including projected mining dilution) were selected for the ore sorting testwork. The design and implementation of the ore sorting bulk testwork program is described, as well as a summary of the test work results and a discussion of the enhancement of the project economics reported by Kasbah, which led the company to adopt ore sorting as part of the proposed processing circuit in the updated 2018 DFS.

"Underground coal mining is the dominant method of extracting thermal and coking coal in the southern and western coalfields of New South Wales. Monitoring mining-related subsidence forms an important component of environmental impact assessments and subsidence management plans, particularly when there are conflicts between the interests and requirements of mining and environment and community groups. However, there are few specific guidelines for monitoring the impacts of subsidence on terrestrial and aquatic ecosystems, leading to inconsistent policy approaches and highly variable abilities of monitoring programs to accurately detect biological change.This paper highlights the use of a conceptual framework to guide the development of a long-term ecological monitoring program at an underground coalmine in the Western Blue Mountains, New South Wales. Two pilot studies are described: determining the level of observer agreement to assess the condition of a vulnerable tree species (Capertee Stringybark) comparing field sampling methods for detecting a rare heath shrub, Epacris muelleri, using a power analysis to determine sampling intensity requirements.These examples demonstrate that investment in initial pilot studies to test different monitoring approaches can have long-term benefits for stakeholders by more confidently being able to detect potential impacts.CITATION:McCaffrey, N?B,?Glenn, V, Erskine, P?D, Johns,?C?and Fletcher, A?T, 2014. “Let’s get discipline and quality into easy to understand evaluations!” Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations. Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

The aim of these analyses was to utilise the latest available production information for the Wandoo operation to determine the optimal blasting parameters, costing information and predicted results (fragmentation, muckpile shape and vibration). Much of the data used as input was made available from the information gathered during the excavation of the test pits during 1995. As with any æplanning stageÆ analyses, many assumptions were required to fill gaps in the available data. The calibration of computer blasting models was conducted using data from the last of the test pit blasts (this blast was carried out in material that closely resembled rock expected to constitute the bulk of the base case design pit). This calibration was refined using observation and experience based judgements to extend the accuracy of the predictions as far as possible. All the simulations were performed assuming that the blastholes will be wet (as instructed by BGM). This has consequently determined that the appropriate explosive for the simulations and the actual blasting will be a pumped emulsion/ANFO blend. The following blast design parameters were derived by determining a likely range of powder factor (from other similar scale gold mines) with a median value of 0.62 kg/m 3 being the powder factor arrived at through the field optimisation process conducted during the test pit excavation. The total swell/displacement percentage (volume after blast/volume before blast) largely determines the diggability of a well fragmented muckpile. Consequently where fragmentation is good any reduction of total swell will probably reduce diggabilty. Any reduction of diggability can and should be traded off against increased gold recovery. In most gold mines, diggabilty will be substantially compromised at the balance which produces the most profit. When these considerations are combined with the cost to drill and blast material, processing costs and the achievement of æacceptableÆ diggibility, the analysis becomes extremely complex and qualitative. Many trends are evident including:the relationship between powder factor (for each blast design) and maximum forward displacement (throw), see Figure 1; and the relationship between powder factor (for each blast design) and drill and blast cost per BCM, see Figure 2. The following blast designs are matched to each of three ore-tonnage alternatives (as supplied by BGM) (Table 1). They are all based on powder factor of 0.62 kg/BCM and are considered optimum from a mining æpoint of viewÆ. The costing of each design includes drilling, explosives and labour cost to load, stem and tie-in holes. Using the available rock data and relying heavily on the wall exposures in the test pit(s), it is the opinion of the author that between 20 per cent to 40 per cent of the final walls excavated in the Wandoo pit would be likely to have the angle between the dominant foliation and the wall plane that is well suited to presplitting and be cost-effectively served by presplit technique. The drilling cost for 125 mm blasthole is about $11.40 per drilled metre and the cost of 40 mm presplit explosive is about $140 per 25 kg (17 metre) case. This implies that the cost to drill and blast presplit on the above parameters would be about $10.90 per square metre of presplit face. The remaining wall area would be most cost-effectively delineated using modified production blasting techniques. This requires the use of modified parameters such as smaller hole diameters, smaller spacing/ burden, higher powder factor, free face firing, less rows per blast and longer delays. These altered blast parameters would usually be applied uniformly across the entire blast fired adjacent to the wall and this ætrimÆ blast would relieve burden away from the wall, into the pit. In simplest terms, this method relies upon maximised burden relief to minimise blast energy applied to the wall. It is only applicable where the material to be blasted is waste since the throw achieved is inconsistent with ore dilution control. The largest charge weight per hole for these analyses is 360 kg and the nearest domestic structure to the proposed Wandoo pit is about 6100 metres distant. From these parameters and assuming a worst case example of rock controlled site factor, the predicted ground vibration is 0.5 mm/sec that is about five per cent of the lower limit set down in AS 2187 part two (1993). This suggests that for the current location of neighbours, ground vibration will not be an issue for the Wandoo operation.

Magnesium International Limited (MIL) has broken new ground in their desire to integrate their mineral development activities in the Southern Flinders Ranges of South Australia in to the communities of the region, despite there being no statutory requirement to do so. In their efforts to define a magnesite resource adjacent to the proposed site for a magnesium metal processing facility, MIL opened their exploration program up for public consultation. In conjunction with the Port Pirie Regional Development Board (PPRDB), a community group was formed to review the impact of exploration and mining on the ecologically sensitive Southern Flinders region. This voluntary move towards full community consultation for mineral exploration was a first in South Australia and probably in Australia. The Community Focus Group (CFG) worked closely with MIL, Primary Industries and Resources of South Australia (PIRSA) and the Department for Environment and Heritage (DEH) in the development of an exploration program and Declaration of Environmental Factors (DEF) acceptable to all stakeholders. Collaboratively, the community concerns were discussed and addressed, with the community gaining a very comprehensive understanding of the exploration process and possible future mine development. A balance of social, environmental and economic factors was developed that was accepted by all parties and encapsulated in the final DEF for approval by the regulatory authority. The consultation process was a new experience for all of the stakeholders, each of them effectively exploring new ground in addressing information dissemination, risk management and the social versus economic equation. MIL developed not only a viable and acceptable exploration program but also substantially reinforced its position as a responsible corporate citizen with the Southern Flinders communities.

This investigation involves laboratory testing and stability analysis of paste fill at the Golden Giant Mine. Site-cast samples are tested in unconfined, confined, and consolidated-undrained triaxial compression. Pore pressures during shear and consolidation characteristics are measured to determine both drained and undrained shear strength parameters and assess the potential for undrained loading. Liquefaction potential is also considered. A limit equilibrium solution is used to obtain factors of safety against failure of the fill during mining of adjacent stopes.

The professional skills shortage is intensifying, and commentators are predicting a shortfall in supply of qualified professionals for the mining industry, ranging from thousands to tens-of-thousands by 2020 (Tuckwell, 2011; Scoble, 2011; Laurence and Hebblewhite, 2011). Human resources are already stretched, and university graduates arriving in the workplace are often moved rapidly into management positions where there is limited scope to develop their engineering proficiency. This process may well be developing excellent young managers, but our industry is producing fewer excellent young engineers (Munro and Tilyard, 2009). Many believe that it is engineering excellence that is likely to be the key to our industryÆs success in the decade to come. An innovative in-house graduate development program has been created by specialists at the JK Centre in partnership with two mining companies. This program, known as MetSkill«, has been running throughout 2012. Groups of graduates have had to identify a process plant optimisation opportunity and embark on a structured program of data collection and analysis, facilitated by a æteaching teamÆ of researchers and consultants from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. This group project culminates in a report-back session to senior company officials. Along the way, a series of short workshops and other activities provide opportunities to work on specialist skills, and support is also offered by senior technical specialists from the companies involved.This paper outlines key features of the MetSkill« program, along with a report-card on progress in 2012 and plans for further program development in 2013.CITATION:Drinkwater, D and Bianco, N, 2012. Radar monitors are now widely used in surface mining for monitoring slope deformations and predicting failure events. Their introduction has facilitated better management of risk associated with slope failure during mining and therefore protection of personnel and equipment. However, a wellrecognised problem is that radar monitors only measure deformation directed towards the detector (line-of-sight bias). This bias can lead to misinterpretation of deformation size, rate and failure mechanism, and therefore miscalculation of failure volume, which can significantly impact safety and productivity. This paper presents recently completed research and field trials into the feasibility of using low cost vision systems to mitigate this issue. It has been demonstrated that by integrating a computer vision system with an existing slope monitor, high precision tracking of features in the field of view can be performed. Combined with assumptions on the deformation characteristics, the true 3D deformation vector can be estimated. The applicability of using this technique for monitoring iron ore mine slopes is discussed.
