The role and policies of the Aboriginal Sacred Sites Protection Authority are described in conjunction with the provisions of the N.T Aboriginal Sacred Sites Act 1978. Comment is made on the application of the legislation and these policies to development proposals in the Northern Territory. A brief review of criticisms by both developers and Land Councils is provided together with responses to these Criticisms.

In areas where land suitable for development is a scarce resource, an upgraded post-mining land use can result in economic benefits to both the mining company and to the community.A study undertaken at Aberdare Colliery near Ipswich during 198611987 assessed the costs and benefits of developing the site following mining for grazing, forestry and residential uses. The proposed fmal land use plan comprised a combination of these uses that can be upgraded to higher valued uses once subsidence monitoring of backfilled open-cut areas and dumps indicates that total settlement has reached acceptable levels for development to proceed.The study involved the documentation of existing site environmental parameters and the delineation of site opportunities and constraints. The unpredictable nature of settlement over backfilled open-cuts and overburden dumps represents the major constraint to urban development on mined areas.

Blast exclusion zones are instrumental in protecting equipment and personnel. When there is no constraint in footprint, the exclusion zone can be enormous, practically eliminating the hazard of flyrock. Unfortunately, this may not always be the case and in many circumstances the blast design needs to be altered to suite such scenarios. When a conservative design approach is taken, it could completely eliminate any form of ejection, whether it is from the free face or the bench itself. The degree to which typical flyrock models describe fragment motion through air with ballistic flight equations are not justified when such a high level of control is applied. Metso Minerals Process Technology Asia-Pacific and South America (MMPT) has been working with operations around the world to increase their efficiency through æMine-to-MillÆ or Process Integration and Optimisation (PIO) projects. These projects have delivered significant improvements in mine efficiency, mill throughput and reduced operating costs at mines around the world. The MMPT methodology involves rock characterisation, site auditing, data collection, modelling/simulation and implementation of integrated operating and control strategies on site. This results in significant benefits to the operations û for example, 5 to 20 per cent increases in concentrator throughput have been measured. MMPTÆs rock characterisation utilises simple and inexpensive measurements that can be performed by trained site personnel. The advantage of these measurements is that a large amount of data can be collected in a very short timeframe, as the samples do not require shipping to an outside laboratory. Typically, a PIO project starts with a site visit to perform blasting and process audits, collect high quality data including measurements of run-of-mine fragmentation and survey data around all crushing and grinding circuits. These measurements are combined with rock characterisation and the definition of strength and structure domains to model the complete production chain. Site-specific models of the blast fragmentation, crushing, grinding and flotation processes can then be developed. This proven methodology has applications ranging from greenfield projects to long-standing operations with AG/SAG or conventional grinding circuits. Process improvements can be higher mining productivity, higher mill throughput, decreased overall operating costs and higher flotation or leach recovery. This paper discusses a recent application of PIO conducted at a large open pit operation in South America and emphasises the potential that every operation has to ædo more with what they haveÆ.

The Albany Conglomerate is a widespread geological unit found in northern areas of Auckland, New Zealand. It has previously been described as part of the early Miocene Waitemata Group which underlies most of Auckland. Much of the Waitemata Group comprises weak interbedded sandstones and mudstones, but also includes conspicuous conglomeratic units such as the Albany Conglomerate. The Albany Conglomerate comprises a well-cemented mixture of hard pebbles, cobbles and boulders of igneous and metamorphic derivation in lenticular beds. A number of tunnelling projects are planned for the near future in Auckland. Recent experience has shown that the variable features associated with the Albany Conglomerate can make selecting appropriate construction methods very challenging. This paper explores the engineering geological and sedimentological features of the Albany Conglomerate with respect to other conglomerates within the Waitemata Group and the potential implications on tunnelling projects in Auckland. "Sunrise Dam Gold Mine (SDGM) is located 820 km from Perth, 220 km from Kalgoorlie—Boulder and 55 km south of Laverton in Western Australia. The SDGM main pit had successfully operated since 1997 and was due to be completed during 2012. An opportunity existed to extract the high-grade crown pillar – 600 kt @ 7 g/t for 135 koz by either open pit or underground methods.The crown pillar was the 60 m (vertically) thick remaining part of the high-grade Cosmo orebody between the top of the paste filled underground mine stopes and the planned base of the final open pit shell.There were two major difficulties being considered when choosing the underground or open pit options:a major wall failure in the upper section of the main pit wall directly above the crown pillar restricting access from the base of the open pit to the top of the crown pillarimpact of a high rainfall event while the crown pillar was being mined from either surface or underground resulting in flooding of the underground mine workings.This paper will discuss the following issues:the process to identify and evaluate the risks in both options using knowledge based modelling software; this technique allowed the evaluation of a complex set of assumptions to arrive at the preferred optionremediation of the Watu failurethe selection of the preferred option and the challenges encountered before, during and after the extraction of the crown pillarthe planning and geotechnical work to ensure the safe extraction of the crown pillarsuccessful outcomes transitioning from open pit operation to a solely underground operation.Citation:Robeson, A, Cowan, M and Brockman, M, 2016. The goal of the life-of-mine plan is to ensure that while the site is left safe, stable and non-polluting, the landscape is such that optimal use can be made of the site post-mining and closure. However, in the face of evolving shareholder expectations and the current international economic climate, numerous mines are ceasing operations and moving into a care and maintenance phase. These changes bring with them a high degree of community concern, not only about the potential legacy of closed operations, but also those mines that continue to operate.While mines across Australia are committed from the earliest planning stage to develop clearly defined post-mining land use and landform objectives, broader expectations related to these objectives may change and evolve during the life of the operation. This is especially the case where a mining operation has a project approval where the land use objectives are aligned to land capability and land use commensurate to that which occurred premining. Newstan Mine commenced mining operations in 1887 and has since undertaken extensive mining within the Young Wallsend, Great Northern, Fassifern, Borehole and West Borehole coal seams using a range of mining methods including board and pillar mining and longwall mining.Newstan Mine is planning to extend the existing mine workings using longwall and miniwall mining methods to produce up to 4.5 Mt/a of run-of-mine (ROM) coal for at least 25 years. The planned extension in the Main East and South West sections will involve developing new longwall panels and related mains headings. The new area contains higher specific gas emissions (SGE) than previously experienced at Newstan Mine. To achieve the optimum ventilation requirements for the longwall operation in this new area, a new ventilation shaft was designed to be constructed using the blind boring method in the South West Headings section.This paper presents the shaft design parameters and selection criteria for the construction of the new ventilation shaft, including the construction phase and the holing process to connect the shaft to the underground workings. Substantial schedule advantages can be made on projects if cross-passage construction can occur at the same time as tunnel boring machine (TBM) operation with little or no impact on TBM logistics. However, this approach can prove difficult to achieve with many of the more cost-effective means of supporting the segmental lining during cross-passage break-out. This paper discusses the constraints and shortcomings of conventional approaches, and describes how a cost-effective solution involving a shotcrete shell and opening constructed inside the segmental lining was designed and constructed to deliver cost and time savings on Seattle University Link contract U220.The paper explains the spatial and schedule constraints on the TBM tunnelling and cross-passage construction, and how a shotcrete solution was arrived at in preference to traditional approaches. As the solution was novel the design had to be robust, and the paper explains how this was achieved through a combination of 3D finite element modelling and closed form solutions. Following a description of the trials to verify that the structure could be demolished post-cross-passage completion, the paper describes how the shell solution was constructed, used and demolished safely to leave the lining surface in a clean and undamaged state fit for tunnel operation.CITATION:Harding, A, Chappell, M, Burdick, M and Krulc, M, 2014. In the course of reviewing grade control practices at the Marvel Loch gold mine in Western Australia in 1992, FSSI Consultants developed and implemented a novel approach to ore selection using a method to maximise financial return (the MP method*). The approach was based on improved grade control sampling and an ore selection method which directly incorporates both a measure of the uncertainty in knowing the true grade of selection units in the definition of ore, as well as the operating cost and revenue parameters of the mining operation. During the past four years, FSSI Consultants have evaluated and refined the use of this approach and have implemented customised variations of the MP method at seven gold mines and a gold-copper mine in Australia. The previous methods of ore selection at most of these operations were based mainly on polygonal - sectional methods of grade estimation. At all of the sites where grade control optimisation has been given a fair trial over several months of production, the use of the MP method has been consistently rewarding to the mining operations. The benefits include increased run of mine ore stockpiles and low-grade stockpiles and decreased fluctuation in the production grade. Most operations have also benefited from a consistent ability to improve production grade through high-grading of the increased ore production. The increase in ore production has the logical benefit of reducing stripping ratios, increasing mine profitability and mine life.

"The Phu Kham copper-gold operation in the Laos People’s Democratic Republic (PDR) is owned and operated by Phu Bia Mining Limited. PanAust Limited holds a 90 per cent interest in Phu Bia Mining Limited, with the remaining ten per cent held by the Laos PDR Government.The original 12 Mt/a copper-gold concentrator at Phu Kham commenced production in April 2008. An incremental improvement program resulted in a number of circuit changes being incorporated by 2011, including conversion of conditioning tanks to flotation cells and the installation of a Jameson Cell cleaner scalper. In 2012 the Phu Kham Upgrade Project was commissioned to increase throughput to 18 Mt/a. In April, 2013 the Phu Kham Increased Recovery Project was commissioned to maximise performance by debottlenecking the plant IsaMill™ regrind and cleaning capacity.With the variable mineralogy of Phu Kham ore, control of the c concentrate regrind circuit is essential in terms of achieving effective liberation to maintain concentrator performance. On a routine basis laboratory regrind signature plot data is compared with daily surveys of the operational IsaMills™. More extensive surveys are also conducted to determine size distribution on a mineralogical basis and the effect of fine regrinding on pulp electrochemistry and flotation performance. This paper provides a review of the operating performance of the Phu Kham IsaMills™ with regard to power draw, feed and product size distribution, feed per cent solids, mineralogy and pulp electrochemistry. ENGIE, the current owner and operator of the Hazelwood Open Cut coalmine, are in the process of rehabilitating the mine site in preparation for mine closure. Bucket wheel excavators (dredgers) used during coal mining operations are in the process of being demolished, which involves the controlled felling of dredger components using explosives. With the mine located in close proximity to the Morwell township and other critical public infrastructure, it is crucial that the use of explosives and the possible implications for mine stability is well understood. The felling of Large Mining Equipment (LME) will apply an impact load immediately to the underlying coal benches with the adjacent coal batters potentially at risk also of adverse slope stability impacts. This paper presents the 3D stability modelling methods employed to successfully assess the potentially adverse stability implications associated with LME collapse.

Zinc-Lead-Silver (Zn-Pb-Ag) mineralisation at the George Fisher Mine occurs in multiple structurally-disrupted stratiform orebodies hosted within a mid-Proterozoic sequence of calcareous siltstones and variably pyritic shales (e.g. Valenta, 1994; Chapman, 2004). The geological model for the mine has been constructed based on a large number of stratigraphic domains which have been defined using recognised patterns of the constituent rocktypes, aided by recognition and mapping of K-rich tuff marker beds (TMBs). The continuity of these domains has been affected by the presence of several sets of faults which are extensional in the plane of stratigraphy, leading to the common occurrence of fault-related stratigraphic gaps in drillholes. Recent improvements to the detail of the geological model have led to significant improvements in the head grade of ore at George Fisher, with relatively small loss of metal. Recognition and accurate logging of these domains requires a high level of knowledge and expertise amongst mine geologists. In order to aid this process, the George Fisher mine installed a Minalyzer CS (core scanner) on site, with the aim of using high resolution X-ray fluorescence (XRF) geochemical data and core photography to increase the speed, accuracy and consistency of the site geological logging system. This contribution describes some preliminary results from a research project aimed at using the Minalyzer CS XRF data to perform high-resolution rocktype identification and domain boundary mapping in drillcore at George Fisher. "This paper discusses the successful use of bituminous geomembranes (BGMs) in mining applications since their development in 1974. It explains and illustrates the structure of a BGM composite, which is a geomembrane manufactured by impregnating a polyester geotextile with a compound of bitumen, elastomer and filler. Examples of applications of BGMs in the mining industry are also presented in the following contexts.Storage of solid waste: storage of mining waste at mines in Canada heap leach pads in France, Peru, Chile and Turkey at the base of a mining waste landfill in Brazil capping of solid mining waste in Chile and Canada temporary capping of mining stockpiles in Australia (with possible reuse of the BGM for other works).Examples of the application of BGMs for the storage of liquid waste in mining containment reservoirs in Canada, Guatemala and Peru will also be given.For each example given, reasons are supplied that supported the choice of BGMs by the clients and consultants, drawn from the following advantages of the BGM:BGMs have excellent puncture strength, due to the internal polyester reinforcement, as well as excellent ultraviolet resistance. This often eliminates the need for a cushion geotextile or cover soil over the BGM.BGMs have a very long life expectancy, in excess of 300 years, in subsoil conditions (Breul et al, 2004).BGMs can be installed in very harsh climatic conditions. They are suitable for high wind environments as their heavy mass per square metre makes them resistant to wind uplift. The low coefficient of thermal expansion means that BGMs are suitable for installation in mines where very low or very high temperatures are expected. This reduces construction delays and allows for a quicker use of the mining facility.The fact that the BGM can be installed by the mine’s own workforce, after appropriate training from the BGM manufacturer, allows for a more flexible construction sequence on the mine.Ability of the BGM to connect to other materials such as concrete, steel, rock and other geomembranes that may be on the mine site.The technical advantages of a BGM enabled the engineering consultants to prepare solutions for their mining clients that had a lower environmental risk, had a faster completion schedule and were overall a cheaper option than with a polymeric geomembrane.CITATION:Breul, B and McIlwraith, R, 2015. The Hazelwood Mine (HM) commenced operations in the 1950s and was originally operated by the State Electricity Commission of Victoria (SECV) prior to it becoming privatised. ENGIE, the current owners of the Hazelwood Mine ceased operations in 2017 and have since transitioned the site into the rehabilitation and closure phase, which is to encompass a full pit lake as part of the final landform. A key aspect of HM closure is the maintenance of long-term stability of the pit slopes to deliver a final landform which is safe and sustainable, particularly given its proximity to critical public receptors. The Princes Freeway, which is the primary access route to the Latrobe Valley (LV), and the Morwell Township are both located immediately to the north of the HM. Outbursts have occurred irregularly in the Collinsville Coal field since 1954 when an incident claimed seven lives. Further significant outbursts occurred in 1960, 1961, 1972 and more recently in the No. 2 mine in 1978. From the information collected over 25 years a comprehensive program to minimize the hazard of outbursts has evolved. Further developments of techniques to combat outbursts are being developed.

"Screw press technology is an innovative approach to tackling the growing pressure to conserve water and minimise the environmental impact of mineral tailings disposal. The principles of the technology have been known for a considerable period of time in non-mining applications such as water treatment, wastewater (municipal sludge), as well as in the paper and chemical industries for dewatering solids, particularly those containing clays.The screw press represents a viable niche technology for filtering fine and high-clay tailings, without the prior thickening stage, and is capable of producing a filtered product that is sufficiently consolidated and dry enough to provide a product suitable for conveying and dry stacking.The Ishigaki screw press was introduced in 1990 and key features are: continuous operation and excellent availability low wear to plant acceptable flocculant consumption low carbon footprint and low noise levels fully automatic.These features lead to simpler plant layouts, easier maintenance, smaller spares inventories, reduced wear, smaller footprint and overall lower capital and operating costs.The amenability of a particular tailing stream to treatment by screw press technology may be determined by test work. Two pilot plant studies are described where this technology has been applied in the mineral industry being flotation tailings from a rare earth (RE) mineral concentrator and coal tailings. This paper discusses the methods utilised by the technical team to identify and quantify the SLC risk factors, the modifications to mine design and scheduling, and the changes to the planned risk management practices. The paper also describes the future work currently planned by the OZ Minerals technical team to quantify the various risk factors in terms of space, time and magnitude. This may better inform the future mining practices within not only the Carrapateena province but also the wider Gawler Craton.

Post a serious heating event underground, and at the direction of the State Mining Safety Authority, a mining company needed to demonstrate the use of cutting-edge technology to mitigate future events. Yokogawa were contracted to provide a turnkey solution to help the mine achieve this objective. The solution was to use a fibre optic-based Heat Detector that will allow entry into and around the mine considering the potential volatility of the environment, also the need to redeploy as mining activities moved underground and more boreholes are added. Industrial strength fibre optic cable and a robust connector system was chosen to achieve this goal and give the customer the ability to send cable down boreholes of up to +1 km and continuously monitor the temperature ofunderground roadways. Being able to re-deploy the cables into different boreholes and link borehole temperature measurements gave insight into all areas on the mine. The machines deployed on-site were the Yokogawa DTSX1 heat detector incorporating the Ramen Backscatter principle. Being of a robust construction and a low power consumption device, it was easily included into the portable monitoring trailers designed by the customer and built locally.
