Over the last five years Du Pont (Australia) Ltd has developed a commercial range of new generation emulsion based explosives concurrently with the development of new explosives-placement systems. The paper outlines Du Pont's emulsion technology and history of product development from the initial emulsions (Tovex E & EL) to emulsion/ANFO blends (Tovex BE) through to the most recent development of Du Pont's SOL emulsion component. The paper also outlines the development of materials handling systems on site to load waterproof bulk explosives from the original pumper trucks through to the multipurpose agitator bowl blending and pumping units at the heart of Du Pont's SOL emulsion system currently available within Australia. The last section deals with some of the more important features of enhanced agitator bowl truck designs and outlines examples of the complete SOL emulsion system and methods of operations currently practiced at specific mines within the Bowen Basin coalfields.

Glencore Coal Assets Australia (GCAA) operates five coalmines in Queensland and has rehabilitated thousands of hectares of mined land across these sites. Accordingly, GCAA seeks to continually improve rehabilitation outcomes over time and work towards progressive rehabilitation sign-off. The ultimate test of rehabilitation success is the attainment of an agreed land-use target, whether for biodiversity conservation or some type of agricultural production, and the ability of the rehabilitated landscape to resist degradation and retain desired functions (eg biodiversity protection or grazing productivity). However, success must be based on documented evidence that can demonstrate adequate progress towards rehabilitation targets and is assessed at appropriate intervals. To assist this task, a stepwise decision guide for the GCAA monitoring program was developed to ensure consistent monitoring data is collected across the range of sites. "The Gosowong Gold Project is owned and operated by PT Nusa Halmahera Minerals (PT NHM), an Indonesian company 75 per cent owned by Newcrest. It is located on Halmahera Island, in the North Maluku Province of the Republic of Indonesia, approximately 2450 km north-east of the national capital, Jakarta (Newcrest, 2017).Kencana is one of two underground gold and silver mines at the Gosowong Operation where ground conditions vary from competent to very poor. Development headings occurring in poor rock mass conditions require high capacity ground support including long tendon cable bolts. Manual installation of cable bolts in these development headings has been a time consuming process due to borehole collapse, blockages requiring subsequent re-drilling and a minimum eight hour grout curing time interval. The installation of cable bolts including the setting, plating and tensioning can impact the critical path for development heading advance resulting in development cycle delays.A review was conducted by PT NHM on current industry practices for alternatives to manual cable bolting. PT NHM subsequently approached Minova to assist with the development and trialling of self drilling anchors (SDAs) installed using jumbos with a rapid setting pumpable resin, CARBOTHIXTM. A series of system development trials were conducted and a reliable bolting system was developed utilising the existing jumbo drilling fleet with minimal required modifications.The system developed was a ‘one pass’ bolting process to install and grout SDAs using a two component resin with a remote, mechanised system. Improvements achieved from the system include: eliminating hole closure issues and more immediate support in poor rock mass effectively reducing personnel exposure to poor ground conditions by removing the requirement to access the drive backs reducing grout set time with full installation times for 6 m SDAs averaging 25 min.The resin grouting system has now been successfully implemented to effectively manage areas of poor ground conditions and to accelerate advance rates in high priority headings.CITATION:Pateman, D and Sprague, T, 2017. Energetics has been in the business of climate change for more than twenty years. This experience has only served to cement the understanding that decisions taken during design define the environmental and economic performance of any project. The 80-20 rule definitely applies, with 80% of a project’s performance being set through the first 20% of design decisions. This in depth knowledge is used for determining energy price forecasts, future carbon markets and carbon costs, current and future energy technologies, as well as giving a thorough understanding of the processes and technologies in place in the mining industry to work out what the most carbon and energy sensitive decisions during design are. Project selection and design is a gated process where decisions are taken in line with the information available at that point in the evolution of the project. Design decisions are, by their nature, dominated by uncertainty. In order to ensure that robust decisions are taken, it is necessary to ensure that the correct information is brought to bear at the correct decision point. This then defines and supplies the necessary carbon and energy information for design decisions to be correctly made. One of the most significant risks facing design engineers and decision makers in the mining industry is the future cost of energy. Part of this risk is associated with a future cost of carbon, however, a significant part of this risk is the cost, and variability in this cost, of the energy itself. This paper investigates the information required to support good decision taking during the design process.Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations.Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

Major falls of ground, strainbursts, airblast and mudrush events are the major hazards in block caving environments, resulting in both safety and financial consequences and losses. Rio Tinto mines have developed strategies to reduce the likelihood of these events occurring. However, until recently, there have been no tools available to monitor and manage these hazards in real time.Mira Geoscience and Rio Tinto have collaborated to develop real-time geohazmaps to monitor and manage major cave hazards. These geohazmaps are used by mine planners to integrate multiple hazard parameters that contribute to form a combined hazard rating.The benefits of implementing geohazmaps include safety and cost improvements through the early identification of potential locations for major events. These cost savings are realised in the design phase, where development and critical infrastructure is located in areas of lower hazard rating. Additional improvements can be achieved by taking the hazard level into consideration when planning the production and development schedules and ground support design.CITATION:Talu, S, Savage, E and Howe, S, 2016. The results expected from a longwall face can best be estimated from the ideal production rate, determined by the capacity of the equipment and the conditions in which it is installed, the effective operating hours, and the utilisation.The effective operating hours are determined by a number of scheduling factors which include the proportion of manned time to calendar time, the effective shift factor (effective time to manned time) and the move times.Analysis of the results achieved on the last 121 completed longwall panels in Australia (1984 onwards) shows a significant trend between 'actual tonnes/manned hour' and 'ideal production rate' (the measure of the capacity of the installation).Using 1982 'state of the art' longwall equipment, (the average in use in the seven year period), it should be possible to produce around 2.7M tonne/year ROM from a mine with one longwall. Few mines are achieving this.A review of production scheduling factors and general natural hazards affecting some mines suggests three things.1. Whilst some increase in average effective hours has followed the CIT decision, further improvement is possible at many installations.2. Many mines subject to general natural hazards, such as high gas make and high general stress, have found effective solutions and achieve the same utilisation as the overall average.3. A small number of faces within such mines have been severely affected, some less so. The most severe effects of natural hazards appear to be very site specific. This emphasises the need for detailed investigation of the causes, and development of means of predicting their presence. Only then can either satisfactory technical solutions be found to overcome the problems or prior decisions be chosen not to mine badly affected panels.

Martabe gold and silver mine is operated by PT Agincourt Resources (PTAR) and is situated in northern Sumatra and comprises several deposits in steep terrain, and in a tropical climate, that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste rock from excavations and tailings from processing is a by-product to be scheduled and used for a number of purposes identified as part of life-of-mine planning. These uses include construction of the current integrated tailings storage facility (TSF) as well as future engineering construction and waste disposal projects which includes plans for a program of in-pit backfilling. These plans need to be aligned to ensure the waste rock and tailings can be contained relative to the production rate. Given that the site will have multiple open pit voids upon cessation of mining activities opportunities for integration of in-pit disposal of mine waste have now been assessed with technical studies to review the practicality of the approach with respect to operational challenges and conformance with closure planning requirements. This includes assessment of disposal of waste rock, tailings (including consideration of filtered tailings) and co-disposal of waste rock and filtered tailings.

Rio Tinto has actively committed to progressive reclamation, concurrent with commercial operations, at its Diavik Diamond Mine. The most significant piece of progressive reclamation undertaken at Diavik to date has been the construction of an engineered thermal rock cover for the mine’s largest waste rock storage area. This 80-metre-tall and 2000-metre-long area is known as the Waste Rock Storage Area – North Country Rock Pile (WRSA-NCRP) and contains the operationally segregated potentially acid-generating waste rock mined over the last 20 years. As part of the mine plan, an opportunity was recognised where a limited 1.5 per cent of the WRSANCRP surface area was required for storage of the balance of life-of-mine generated waste rock and a decision was made to advance the closure design almost a decade ahead of final closure. With over 12 860 000 tonnes of material placed and 57 443 dozer hours logged since cover construction, progressive reclamation on the WRSA-NCRP is scheduled to be complete in mid-2023, three years before planned cessation of commercial operations in 2026. The progressive closure of the WRSA-NCRP demonstrates Rio Tinto’s commitment to not only closure, but modern best practices with integrated mine closure. Over the past seven years, Diavik has overcome multiple implementation hurdles for this project including the psychology of operational standby, the financial mechanisms required to support closure, working within the constraints of a mine plan and the associated operational organisational structures. This paper outlines the lessons learned to provide an example of successful integrated mine planning for closure. The North Country Rock Pile project had three major learnings which resulted in an effective organisational structure that allowed for the execution of an integrated planning model for progressive closure. The initial hurdle the project faced was adapting the psychology of an operational open pit mining team. The team was an experienced mining group who came in with the perspective to target the shortest haul possible resulting in the initial perception that the longer haul of material to the NCRP was an un-necessary task impacting operational performance metrics. After the installation of an improved dispatch tracking system and performance metrics, it was possible to demonstrate that the mine was shovel constrained. This showcased the short haul was generating an increase in queue time not production. With updated performance metrics, the team was aligned to target a decrease standby through haulage to the NCRP. These performance metrics had to be reinforced by financial mechanisms. The operations team was able to offset costs by charging time to the capital project set-up for the closure of the NCRP. This allowed the operations team to receive credit for time that would have otherwise likely been standby. As well, the progressive closure project was able to receive the benefit of not having to incur costs for the drill, blast and load as that was done as part of the operation. This was a significant benefit to the project and one of the primary drivers for the early approvals of the work as the project costs were limited to the incremental haulage distance and placement of the material. Life of Mine Conference 2023 | Brisbane, Australia | 2–4 August 2023 114 While the combined operational and progressive closure approach provided financial advantages, it did result in the project being constrained by the operational activities. A traditional capital project is managed through a linear execution plan where the deliverables within a project are within the realm of control of the project execution team. However, the NCRP project had to be continuously adapted to the outcomes of the pit operations. This included geotechnical constraints, ore delivery, and other operational delays. To adapt, the planning module had to be dynamic but not reactive to allow for adjustments on a shift-by-shift basis. Based on this requirement the Diavik Closure Projects structure adopted a mine planning format. The team executed a similar planning timeline and reporting structure as the mine operations team, allowing planning to be integrated into the operational planning structures on a daily, weekly, monthly and quarterly basis. This resulted in the Projects team as a core pillar of the mine planning team. The process of continuous improvement spanned six years and has resulted in the project being ahead of schedule and under budget for the project’s scheduled progressive closure completion date of June 2023. The North Country Rock Pile project supports the argument that bulk earthworks progressive closure projects should be integrated into the operational mine plan. If the project is aligned the mine plan it allows for dynamic adjustments which capitalise on evolving opportunities inevitable in an operating mine. These cultural and organisational alignments should be supported by appropriate performance metrics and financial mechanisms to ensure united priorities. The result of this alignment provides long-term financial savings for the business as well as delivery of closure objectives.

Rio Tinto’s Argyle Diamond Mine has a history of underperformance with delivery of ore from the underground operation to the surface for processing with no real clarity in sources of loss and value. In order to increase underground production performance, the basic concepts of the Theory of Constraints model were applied to the Argyle underground production system. This prompted a revised view on bottlenecks and contributors to value loss and ultimately leading to record breaking mine performance. System loss reporting to demonstrate the best opportunity to drive value, departmental detail to develop tools to identify improvement opportunities and clarity across the team to ensure alignment and clear lines of communication were critical to the project success.

"Sensor based automatic ore sorting technologies are used in the minerals industries to efficiently remove waste and submarginal grade material from crushed and screened run-of-mine (ROM) ore, producing a coarse (typically >10 mm) upgraded preconcentrate at an early stage in the mineral processing circuit. This avoids additional energy intensive downstream processing of this rejected component of the ROM feed, leading to lower unit operating costs and reduced tailings disposal volumes.Test work on bulk low-grade gold ore stockpile samples from Central Norseman Gold Proprietary Limited has been conducted, indicating high gold recoveries as well as high material rejection rates. A financial model, based on these results, evaluates grade sensitivity and identifies a minimum stockpile grade for adequate financial returns. The base case modelling estimates that the ex-stockpile grade (including the fines bypassed fraction) can be more than doubled through ore sorting and that the project will be highly viable with strong cash flow generation at stockpile grades as low as 0.7 g/t gold. Capcoal Mine has modified its water use practices over the past 15 years. Two issues have changed the way water was managed:an economic review of water supply options for a planned expansion of the coal handling and preparation plant (CHPP) in the early 1990s, and increasing neighbour concerns about discharge of worked water from the mine into the local streams. These issues resulted in commitment by the site General Manager to cease discharge of worked water from site and to convert from using raw water to worked water in the CHPP. Operational needs, societal demands and continuing dry weather are again demanding change to the siteÆs water management strategy. This paper outlines the drivers for past and future operational change.

Run-of-Mine (ROM) stockpiles are the inventory of valuable materials extracted from the mine. Depending on the customer requests, a selective addition of ore from stockyards should be selected at the required tonnage. In the stockyard, stackers and reclaimers are the machines which load and unload ore, respectively. Currently, humans determine the reclaiming/stacking planning sequence in the stockyard by rules of thumb. However, this is a complex task subject to multiple operational constraints, such as where undesirable mineral properties should not exceed certain limits in a request. Human planning can lead to limited decision support and lower ability to consider the upcoming blends and requests. This kind of decision making can cause perturbations in the assumed profit and unexpected loss in practice. Therefore, an intelligent decision-maker and sequence planner would be highly valuable to automate stacking and reclaiming operations in practice. The benefits are reducing variability in decision-making and operation costs. This paper considers a stockyard with available mineral information in the stockpiles using load and dump locations from GPS data feeds. We present an optimisation problem to find a solution which results in reclaiming more ore in a shorter time. To solve the problem, we develop an automatic search strategy based on the greedy search algorithm independent of the type of machine used in reclaiming. The proposed method plans a sequence for stockyard recovery blend optimisation to meet multiple customer demands in a timeframe. Blend optimisation is subject to various constraints such as the elemental composition of the valuable materials and penalty elements. We present three case studies using EKA’s simulator, to fulfil two to four requests from four stockpiles. We compare the obtained results with a pilgrim step reclaiming heuristic and we show how our proposed search strategy outperforms the current strategy used in practice.

One of the most significant technical and practical challenges facing the tunnel construction team on the Legacy Way road tunnel project in Brisbane, Australia was how to erect the prestressed precast concrete slabs to form the smoke duct in the tunnel boring machine (TBM) tunnels.An essential part of the tunnel ventilation system, the smoke duct extends the full length of the 4.6 km-long twin two-lane tunnels. The vast majority of the tunnels (approximately 4.3 km) were constructed using two 12.4 m diameter double-shield TBMs. The refurbished Herrenknecht machines broke several world records on the way to completing the tunnel excavation works in just over nine months. With the excavation complete the focus turned to solving the complex civil tunnel fit-out challenges. A key component of the civil fit-out of the tunnels was constructing the smoke duct in the TBM tunnels, which was designed as a precast solution.The slabs, which each measure 8.62 m long × 2.0 m wide × 200 mm thick and weigh close to 9?t, need to be erected above cast in situ corbels whilst other tunnel finishing works continue. The space-proofing clearance offered by the design to the support corbels below and the precast segmental lining above was in the order of only 100 mm.This paper tells the story of how the Transcity Joint Venture (JV) tunnel fit-out team comprising some of Europe and Australia’s leading tunnel construction specialists drew upon the global strengths of the existing JV member companies and the global reach of leading TBM manufacturer Herrenknecht to develop an innovative system in solving this challenging problem. Hillgrove Resources (HGO) commenced open pit mining in 2011 and from 2011 to 2016 the geology team experienced a consistent negative reconciliation between grade control estimated copper (Cu) grade and the mill received grade. For the first four years, despite trialling various grade control strategies, the monthly variance between geology and mill copper grades fluctuated between -5 per cent to -17 per cent Cu metal depending on the style of mineralisation.In 2015, HGO embarked on various measures which resulted in changes to grade control practices under the advice of consultants. These changes to grade control sampling, estimation and block out practices resulted in six to seven months of consistently poor Mine to Mill reconciliations from -25 per cent to -28 per cent Cu.In an effort to mitigate these poor reconciliations the geology team reintroduced the preconsultant block out and geology driven grade control methods. Blockout reconciliations from this point emulated those seen originally from -8 per cent to -12 per cent (Cu per cent). Early in 2016 the geology team introduced conditional simulation for grade control as opposed to ordinary kriging to better characterise the grade distribution, introduced separate estimation parameters appropriate for every zone of mineralisation, implemented a maximum profit function to optimise the selection of ore and waste, and retained the geology driven block out processes. Since March 2016 the mine has experienced consecutive months of positive Mine to Mill reconciliations, the first seen in six years. Year to date the expected copper metal is within 1 per cent of mill reconciled copper metal.This paper will compare the various sampling methods, estimation algorithms and block out procedures from the past six years to arrive at a robust open pit operating procedure applicable for mineralisation with high short scale variability.CITATION:Reid, M and Arbon, H, 2017. This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

Safescape Laddertube provides an improved system for emergency egress in ventilation shafts. The addition of Laddertube in a rise has very little impact on ventilation flow, studies have indicated that the difference in flow velocities are difficult to measure due to the minimal impact. Due to the size and open-ended nature of Laddertube, the air velocity inside and out of the Laddertube is mostly linear. Laddertube can be used either permanently or during an emergency as a secondary ventilation duct. One project involved a 385 m ladder installed in a surface return air raise that could be made to bypass the primary circuit and supply fresh air to a sea container fresh air base at the bottom of the raise. Laddertube has been designed to be installed to any feasible length and can be fitted with a climb assist system ensuring enhanced speed and reduced fatigue during ascent. The climb assist used in association with Laddertube is a Tractelift system which applies a weight relief of up to 36 kg off the climber’s body weight when using the ladder. This system has successfully been tested for ladders up to 600 m in length and is currently in use for a ladder of 185 m length. The use of refuge chambers in underground coalmines has long been a contentious issue due to the concern that while it may provide temporary shelter, the risk of being exposed to high heat or the inability for rescuers to access them due to fire or explosive atmosphere means that they may be effectively trapped. The additional application for coal environments includes Laddertube installed alongside a refuge chamber concealed behind a blast proof door ensuring a secondary means of emergency egress. In certain operations designs may allow for this chamber to be provided withpositive pressure fresh air.

A survey of derelict and active alluvial tin and sapphire mines in the Emmaville area of northern N.S.W. as the first step in a pro- gramme of similar surveys to be undertaken throughout the State by the State Pollution Control Commission is presented. Thirty nine individual mine sites in the study area were included in the survey and an assessment made of the current level of impact on the environment at each site by assigning values of "magnitude" and "importance" to a number of impacting factors. Results are pre- sented in matrix form and mine sites ranked in order of impact "importance". Examples of alluvial tin, underground tin/arsenic and alluvial sapphire operations are discussed in detail and rehabilitation programmes proposed for implementation.

The Paper presents the authors thoughts on how the mining industry should be improving the education of site personnel so they can provide a greater level of effective control of tailings dam safety including empowerment to develop their own documentation, monitoring and surveillance systems and to better liaise with specialist external technical staff or consultants.

In underground mines experiencing dynamic events, there is an ever-present challenge to design and maintain a capable ground support system. One key component of ground support systems is surface support, which serves the essential roles of retaining failed rock and transferring forces generated by surface displacement to rock bolts or other support elements. Observations underground show that in many instances, standard mesh panels alone do not provide sufficient dynamic support to retain substantial bulking failures imposing displacement onto mesh, and in such cases Mesh straps and W-straps may be employed. Determining the performance of surface support elements proves to be difficult, with a multitude of variables at play in the underground environment. Quite comprehensive work has been completed on laboratory testing of surface support systems; however, very little work has been conducted on in situ dynamic testing of Mesh straps and W-straps. In 2019 in Western Area’s Flying Fox Mine, in situ dynamic testing was conducted on a series of Mesh straps and W-straps using Sandvik’s in situ Dynamic Test Rig (DTR). The testing regime applied impact energies from 5.1 to 15.3 kJ to Mesh straps and W-straps. The performance of the straps that did not fail was a maximum absorbed energy of 9.3 kJ and 14.2 kJ for the Mesh straps and W-straps respectively. The testing successfully demonstrated the ability of Sandvik’s DTR to test not only rock bolts, but also surface support elements, creating new testing and research possibilities. The testing also provided important design guidance data that is not practicable to obtain using laboratory dynamic testing facilities.

La Colosa is a world-class porphyry Au project located in Colombia, currently undergoing prefeasibility analysis. As part of collaboration between AngloGold Ashanti and the AMIRA P843A GeMIII Project, the application of emerging geometallurgical characterisation testing and modelling tools has been incorporated in early stages of project development. The aim of the geometallurgical study is to map inherent comminution variability across the La Colosa deposit providing information critical for mine/mill design and optimisation. In this study, site-based data incorporating multi-element assays, quantitative analyse X-ray difraction QXRD bulk mineralogy measurements, EQUOtip rebound hardness data, and routine geological logging information from 59 diamond drill holes has been integrated with a range of geometallurgically specific comminution test (ie GeMCi, A × b, BMWi). The work in this paper demonstrates the integration techniques used at La Colosa to link routine data acquisition methods with comminution test results through the development of proxy support models. The integration incorporates a range of statistical techniques including principal component analysis and regression modelling. By creating proxy models, comminution index estimates can be propagated into the geological database enabling comminution processing domains to be defined. These domains provide the first spatial representation of comminution performance and variability at La Colosa and can be compared against traditional geological domains. This study provides the foundation for ongoing comminution characterisation as the La Colosa project evolves through project cycles into an operational mine.
