Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.

During the drilling campaign conducted between October, 1942; and May, 1943, to prove the extent of the scheelite deposit worked by King Island Scheelite N.L. at Grassy, King Island, Tasmania, 35 holes were drilled and 606 samples recovered and assayed for their content. Of these, 238 came from outside the limits of the orebody and were for the most part barren, although a few contained some scheelite. The present statistical analysis is made only of the 368 samples taken from diamond-drill cores of the orebody itself.Drilling Pattern and Sampling MethodsFrom the purely statistical viewpoint, it is realised that methods employed in selecting sites for diamong.-drilling, and of collecting samples from drill cores, do not give a completely unbiassed set of data for analysis. Fig. 1 is a sketch plan showing the relativepositions of the drillholes, which were inclined at an angle of depression of 50 deg. The pattern does not conform to a properly randomized and' regularly-spaced grid, the positions of the later holes being determined by the results obtained from previous holes.Statistically, the bias is, therefore, favourable. The unequal spacing of the drill holes and the lack of uniformity in direction of the lines along which the holes were drilled are unsatisfactory from the mathematical viewpoint; but it is realised that these irregularitiesare difficult to avoid in determining by the most economical methods the extent of such an orebody, and are dictated by geological rather than mathematical necessity.Sampling, also, is lacking in complete uniformity. Each sample is approximately 10ft. in length. However, owing to the fact that 100% recovery of core is rarely achieved, and actual lengths of samples taken are ,primarily governed by the length of the drill runs,and secondarily by lithological changes, there is a considerable amount of variation in the sample length.AssayingWith the exception of 28 samples from three drill holes all samples dealt with in this paper were assayed in the Melbourne University Ore-Dressing Laboratory of the Commonwealth Scientific and Industrial Research Organisation. These assays were given to the nearest 0.05% WOg as it was considered that more accurate determination was not possible. This fact has been taken into consideration in the frequency analysis below. The 28 assays determined by the Tasmanian Mines Department were given to the nearest 0.01%.

With the proving of a mineable orebody at Orlando in May 1961, Peko Mines N.L. was faced with the decision of whether to mill the ore on site or to haul it 25 miles to central facilities at Peko. Orlando was a relatively small orebody, so that it was decided to haul, although no reliable assessment of possible ore haulage costs was available.The necessity for a good haul road was recognised from the beginning and a 17 mile, 12 ft wide, single seal bitumen road was constructed, to link the mine to the Stuart Highway and Peko. The initial selection of 20 ton capacity diesel-powered end-tipping ore carts was made, with the best information available at the time.Since then some 130,000 tons of ore have been carted over a period of 3 years, and this paper presents the experiences of this haulage operation and the lessons learned.A second mine has just been brought into operation at Ivanhoe, 19 miles from Peko. For this haul it was decided to use an ore haulage vehicle of the side tipping road train type, which would cart some 70 tons, or more than three times the load of the vehicles initially selected.Only about 5,000 tons had been hauled at the date of this paper, but preliminary figures indicate a cost 01 1· 65d./ton-mile as against 2·47d. for the smaller vehicles.It would appear that the road haulage of ore from small outlying mines to a central plant can be highly economical, if certain basic rules concerning haul roads and vehicle selection are followed. THE area dealt with in this paper is included within a radius of about 3 miles of the Poimena township. Several thousand tons of tin have been won from this field, and probably £200,000 spent in exploiting it.PREVIOUS LITERATUREThe field has been reported on by Government geologists on four occasions and several ,articles on it have appeared in the mining journals. Dykes- (a) Indurated or hard (as shown by the formations at the Anchor and Cream Creek mines). (b) Soft (eg Hayley's Lease).

The district specially referred to in this paper comprises the very gently sloping country extending from the western shores of Port Phillip from the mouth of the Yarra to Footscray along the Bacchus Marsh railway to near that town thence in a southerly direction to the Little River, and along that river to the coast, 1 as may be seen on the accompanying map. Almost the whole of this area is covered by volcanic rocks, consisting of pumerous sheets of basalt, which have been poured out of various volcanic hills in the districts, such as Mts. Atkinson and Cotteril, near Melton; Mt. Maryand Bald Hill, 12 and 16 miles respectively N.W. of Werribee; and vents in different parts of the parishes of Tarneit, Mouyong, Mooradoranook, Pyweitjorrk, and Derrimut. These volcanoes were in an active state of eruption during a late period of the earth's historyprobably the late Pliocenll, or still younger Pleistocene.Occupying a narrow strip of country, for most of the distance along the coast from Williamstown to past the mouth of the Little River, there occur deposits of still younger age, belonging to the Recent period. These lie on the basalt, and extend for distances varying from a few chains to more than a mile back from the beach. They comprise superficial deposits of blown sand, and raised beaches, composed of marine sands...

In the minerals industry allocating capital for setting up a new project or for upgrading an existing facility usually requires that a compromise be found between the initial cost of equipment, its operating performance and on-going operating costs. To maximise the return on the investment usually requires that various possible combinations and layouts of equipment be assessed. This task is both difficult and time consuming. Computer simulation can be used as a means of determining the expected operating performance of a range of alternate equipment configurations. Simulation is a particularly important technique for analysis as it is one of the few approaches that allows the analyst to take into account the variability inherent in a mining process. While computer simulation is a well established technique its use, until recent years, has been limited to large organisations with access to substantial computing facilities. However, with the current availability of low cost computing platforms combined with easily understood animated displays, simulation is now becoming more widely used across the industry.

The steeply dipping silver/lead/zinc orebodies at Mount Isa mine have been extracted most recently by a combination of cut-and-fill and open stoping methods. Bench stoping was first used at Mount Isa Mine seven years ago to allow safe extraction of a highly stressed cut-and-fill stope. Subsequent benches have shown that the method offers significant cost and safety benefits through increased productivity and reduction in man exposure. The success of benching has lead to cut-and-fill mining being replaced at Mount Isa.Significant resources have been focussed to optimise benching. This paper describes the operational, planning, and research and development aspects which have contributed to the method to date. A brief look is also taken at the future direction of benching at Mount Isa.

THERE are certain facts that the mining industry in Australia is faced with at the present moment which may be accepted as axioms. The industry is at a low ebb, as evidenced by statistics. Metals form the basis of all modern industries, and are necessaryfor the welfare of Australia. Mining is a wasting asset. Every ton of ore extracted is one ton less which c.annot be made good, and it should be our duty to get as much profit froin that ore as possible, otherwise there is a permanent loss to the country.The metal market cannot be controlled by Australia; it is more or less an international matter. Australia has not been thoroughly prospected. There are no mines being developed that are likely to replace those which are being depleted.Our mining engineers are as capable as those in other parts of the world, and have made good where they have been given a chance. There is no one cause for the present depression; there are several, more or less, interwoven. Of course, the war has had an adverse effect, but that has only dislocated things temporarily; it upset our markets, influenced the price of metals, and affected the labour market and cost of stores. Labour troubles made their appearance before the wave of unrest swept over the world. The cause of labour discontent must be investigated, and if possible removed. As each industry has .its·own problems, miners must inquire into their special problems, as there is no sovereign remedy that will suit all cases.It is obvious that we cannot mine ore if we do not know where it is; therefore, the first thing is to discover workable deposits.

After completing a feasibility study in 1987, Niugini Mining Limited (NML) obtained five Gold Mining Leases within PA 632, covering the Mount Victor and Clarkes Ridge gold deposits. Reserves prior to mining were 260 000t at 3.63g/t Au for Mount Victor and 40 000t at 2.8g/t Au for Clarkes Ridge. Ore was mined from the two deposits by NML from November 1987 to January 1990. A total of 645kg of gold and 346kg of silver were produced from 198 000 tonnes of ore pro- cessed. Mining and milling operations ceased in February 1990. Since then, there has been significant progress in rehabilitating and revegetating the site. Plant and workshop facilities have been dismantled and removed from site, exposed parts of the pit have been landscaped and replanted, tailings water has been neutralised and discharged, and the dam filled. All remaining personnel and equipment left the site in November 1990. It is envisaged that the replanted areas will be rapidly revegetated, leaving little evidence of mining. Niugini Mining did not recoup the initial investment for Mount Victor, but the mine produced a positive cash flow and made a significant' financial contribution to the local communities and Papua New Guinea as a Whole.

Luossavaara-Kiirunavaara AB (LKAB) operates one iron ore mine, three concentration plants and three pelletising plants in Kiruna, Sweden. The current methods of separation at the beneficiation plants are low intensity magnetic separation (LIMS) and reverse apatite flotation, where the wet LIMS stage is regarded as the crucial part of silica separation from the ore. Because future silica levels are expected to increase in the incoming material to the beneficiation plants, geometallurgy has become an important area of development and research.A laboratory-scale methodology was developed for the systematic characterisation of the ore for mineral processing, with the focus on the high silica ore type B2 and newly discovered subtypes. This methodology combines mineralogical, geochemical and process mineralogical characteristics. Automated mineralogy (QEMSCAN®) is used to study the modal mineralogy, the distribution of silicate minerals in different particle size classes after comminution, the deportment of silicon (Si) between various silicates and the degree of liberation and intergrowth of magnetite and silicates. An essential stage in the systematic characterisation of the ore deposit for mineral processing is the estimation and simulation of different parameters from the laboratory scale to the full scale at the concentration plants. This is achieved by using empirical models based on the data collected at the mineral processing plants. As the first step to implement the geometallurgical information, the current geological model is reconstructed with the mineralogy and the two, newly defined subtypes of high silica ore type B2 are separated into different domains.To study the reduction of the SiO2 content in the magnetite concentrate, a large-scale reverse cationic silicate flotation laboratory test program was initiated in early spring 2016. This program investigated potential silicate flotation in the beneficiation plants at the Kiirunavaara site. The second target is to implant mineral processing parameters into the block model based on the new geological model. This information provides a good basis for making a prognosis for mine planning and a quality prognosis regarding the crude ore for mineral processing.CITATION:Niiranen, K, 2017. The expansion of hydrometallurgical operations, declining ore grades and upwardly spiralling production increases the demand for fresh and recycled water with low levels of contaminants. The minerals industry is also increasingly being forced both by regulatory and cost pressures to reduce the amount of liquid waste they produce. This requires a strong focus on waste reduction by recycling, regeneration and reuse. However, these measures are often not enough in arid countries for a forward progress and expansion of their mining activities.   It is often the case that in the arid and semi-arid countries the only available water is either sea water or underground (brackish to hypersaline) saline waters. Brackish waters can be desalted at a reasonable cost but the desalination of highly saline waters is challenging and expensive.   There are emerging reports that sea water and in some cases hypersaline underground waters are now used by various mining industries as process water. This study explores the possibility of the use of sea water in various mineral processing and hydrometallurgical processes and briefly discusses the benefits and problems related to the use of saline waters at the mine and mill site. Several cases studies and preliminary laboratory test results are presented.

Approximately 420 VertiMills« (VTM) have been installed in mineral processing plants throughout the world, mainly in tertiary and regrind applications plus several in secondary grinding duties. Metso Minerals (Metso) and the Julius Kruttschnitt Mineral Research Centre (JKMRC) have commenced a collaborative research program in stirred milling technology focusing on mill performance evaluation, model development and scale-up methodology. Industrial VTMs are being assessed using a consistent circuit survey protocol to evaluate the performance of VTMs in comminution circuits. The survey protocol includes identification and modification of sampling points, appropriate sampling techniques, controlled circuit stability, and best sample analysis practice. To initiate this study four surveys were conducted in the tertiary grind circuit in the Ridgeway Concentrator at Cadia Valley Operations (CVO) that treats the full circuit throughput of over 800 tph. To deal with the high feed rate the site opted to lead the world in the application of stirred mills by installing the largest VTM, at 3000 hp (2240kW) in closed circuit with a hydrocyclone bank. On average the operating work index was 13.1 kWh/t, reducing the secondary grind product by 40 - 50 ¦m to the required 80 to 100 ¦m range. The applied specific energy is relatively low in these low-intensity stirred media mills at 2.7 kWh/t. The size specific energy was 24.2 kWh/t-75¦m. Failure of rock materials is a process of crack propagation. Crack initiation takes place when the crack tip stress intensity K reaches a critical value called fracture toughness, K1C. The rock fracture toughness is known to be affected by the surrounding environment such as temperature, confining pressure and humidity. In order to examine the effect of humidity, a series of semi-circular bend tests were performed under various water vapour pressures in a rock material that is known to be anisotropic. Water vapour promotes stress corrosion of rock and therefore the fracture toughness was found to have a decreasing trend with increasing water vapour pressure. The rate of decreasing the fracture toughness depends on the microcrack density that promotes the migration of water vapour into the rock. Also in an anisotropic rock, the fracture toughness depends on the direction of crack in relation to the anisotropy of the rock material.

Recent mapping at the Kelian epithermal gold deposit in East Kalimantan, Indonesia has delineated intrusive and extrusive-phreatomagmatic breccias, their magmatic roots, and late-stage endogenous domes of a maar-diatreme complex. The Kelian epithermal system is characterised by a wide variety of mineralised and unmineralised breccias, which include tectonic, hydrothermal, phreatic and phreatomagmatic varieties. Phreatomagmatic breccias and associated igneous rocks post-date early stage alteration and mineralisation, and pre-date main stage precious and base-metal mineralisation. This study emphasises the spatial, temporal and genetic links that have been drawn between diatremes and both epithermal and porphyry systems in volcano-plutonic arcs.

The growth of "Unit Load-cargo handling technology in world cargo lin- er trades over the last decade has cre- ated a situation in which special pur- pose-vessels (cellular container ships, roll-on/roll-off vehicle deck ships and Lash type vessels) are rapidly replac- ing conventional cargo ships, the principal means previously available for transporting heavy lifts. Consequently heavy lift traffic has tended to accumulate awaiting ship- ment, especially where discharge is required in "off beat" locations. A partial solution to this problem will be provided by new and small but exceptionally versatile ocean going heavy lift carriers now finding their way into world trade routes. These new ships combine extremely high lifting capacity, high manoeuvreability and exceptionally shallow draft with bow and stern Ro/Ro capability. They can handle rolling loads of exceptional size and weighing up to 1,000 tons Each. But the problem is a far larger and more serious but essentially a domestic one. Major industrial pro- jects in Australia will require pro- gressively heavier and larger plant and construction sites are becoming much more inaccessible. Whereas these new ocean going heavy lift carriers have ample capacity to satisfy part of the total transport requirement, there is clear evidence to show that domestic transport resources have little if any potential for increase in capability at the same rate as demand or at the same rate as sea transport facilities. Resolution of the larger problem is within reach but only through a pro- perly co-ordinated approach to future planning for the overall needs of large scale projects on a national basis. This co-ordinated approach must involve Federal and State government transport administrators, railway and highway authorities, shipping and road haulage interests and finally the planners of the projects which require these improved heavy haulage services.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

Shane is enjoying his new work. Six months ago, he was stocking shelves at his local supermarket and decided to make the big move to a job in mining with more challenge and, of course, more dollars. He's been through his inductions, received his training tickets and is now working in a crew of eight underground at a fly-in, fly-out (FIFO) operation. There are many more systems and processes here than in his retail job, and Shane's comfortable that his safety is being looked after. He is enjoying the continually changing work and conditions, it makes the job interesting. It's taking some time to get used to the roster and he is worn out by changeover, but he gets more time with friends and family during R & R.   Generally, the mining industry has a maturing safety culture and well developed systems. This sometimes lulls people into a false sense of security. Safety systems cannot anticipate every possible situation, nor can they replace people's perception, thinking and decision-making. To manage safety, it's critical to find the right balance between dependence on systems and a healthy fear and respect of risks we face.   As safety standards are raised, systems tend to get more thorough and complex. When a new person joins a mining crew, we induct and train them to provide the information they need. As labour availability again becomes short, and many new people join our industry, we shouldn't assume they know the fundamentals. We need to explain not only what they are expected to do, but why doing what we ask and expect will keep them safe. We must equip people to deal with both the routine and the unexpected.   This presentation explores the challenges of balancing a structured, systematic approach to safety with the need to also equip people to deal effectively with risks everyday in dynamic and extraordinary situations.   Session purpose Introduce participants to a way of looking at risk from a different perspective, as a force for change and progress, if managed well. Demonstrate that risk is something we need to engage with emotionally as well as physically, if we want our risk management efforts to be successful. This purpose will be achieved through an entertaining and engaging presentation, using photos and case studies. The session will initiate interest to explore new ways of thinking about risk and generate discussion about the balance between people and systems. What is the right balance and why getting it right enhances the safety culture, while getting it wrong can impact on safety, business performance and sustainability.

The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

It's long been suspected that there has been an increase in the incidence of premature failure of rock bolts in underground coal mines over the past ten years. As far back as 2002 a study found a possible contributor to such premature failure in some Australian coal mines might be linked to stress corrosion cracking (SCC) (Crosky et al, 2002). That study suggested the low impact toughness could be a major influence on the susceptibility to SCC of different steel compositions. A subsequent study involving laboratory corrosion tests however failed to confirm any link with metallurgical factors (Villalba and Atrens, 2007), a finding that is at odds with field experience. Some mine sites today are still reporting prematurely failed rock bolts to the rock bolt manufacturers; the failures are being identified at SCC induced. To this end a research project has recently been commissioned at University of New South Wales (UNSW), which aims to identify the environmental factors causing SCC, through field test sites and simulating the conditions within an accelerated corrosion laboratory. This paper outlines the methodology that will be used in this study.

The full history of exploration successes, failures and related costs from initial greenfield exploration in 1987 to the current brownfield stages was analysed for the Plutonic Marymia Gold Belt of Western Australia. This belt, which had escaped the attention of turn-of-the-century prospectors and had not produced any gold until 1990, is an ideal area for a collectively exhaustive, progressive value and risk case study of expected return on gold exploration. The study analyses the progressive screening of over 200 greenfield and near mine prospects, through various stages of exploration to the establishment of 38 mining sites, ranging from a few large mines to small satellite operations. It provides empirical estimates of the historical Bayesian probability of projects advancing to successive stages of exploration, eg from reconnaissance, to systematic drill testing, resource delineation, feasibility and mine development, given a successful outcome in any exploration phase. The ratio between the estimated value of the gold discovered and the corresponding historical exploration expenditure in each year and cumulatively, ie the average cost of discovery per ounce of gold, are then computed as measures of historical return on the exploration investment in this belt. These, together with an estimate of the æresidualÆ gold endowment, ie of the number and size of possible as yet undiscovered deposits, generated through the use of rank statistics (ie ZipfÆs law), provide a basis for future strategic consideration in exploration targeting in this and similar geological terranes.
