THE object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed he called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the first mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniences of civilization, the cost of which in regions better suited for agriculture and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining com¬pany, it is argued, having made these outlays, should receive credit for, them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security, depend on the prevalence of law and order, which is a result of good government. THE year 1930 in the Ceur d? Alene district was one of curtailment in production. Many of the small properties were closed entirely and only three large. producers, the Bunker Hill & Sullivan, Hecla, and the Morning mines were left producing at capacity. No innovations in milling were evident, but progress was made in reducing costs as is always necessary in times of low metal prices. One new concentrator was constructed, a 500-ton daily capacity selective flotation plant for, the Jack Waite Mining Co. This mill uses coarse crushing, followed by hand sorting, for both a high-grade ship- ping ore and waste. The remainder of the ore leaving the sorting belt is crushed in a new type Traylor reduction crusher to %-in. size and stored in large capacity mill ore-bins. The grinding is done with ball mills, in closed circuit with a Dorr classifier to 75 per cent - 200 mesh. Minerals Separation 24-in. flotation machines are used both for a lead and a zinc concentrate, with double cleaning in each case. The concentrates are dewatered in Dorr thickeners and filtered on Oliver late-type filters.

This paper is a study of the effects of heterogeneity on flow in an analog of porous media, the Hele-Shaw model. l-3 A set of experiments in heterogeneous Hele-Shaw models showed streamlines through and around heterogeneities of various sizes, shapes and levels. (A level, we define as the ratio between the transmissibility of the heterogeneity and that of the rest of the model.) The heterogeneities were restrictions or expansions of the flow stream analogous to variations in the transmissibility of porous media. The experimental data agreed well with numerical results and with an analytical solution, which we derived for a circular heterogeneity in an infinite field. This study considers the flow-stream distortion due to the shape, size and level of heterogeneities. Size and level are much more important than shape provided the heterogeneity is not long and narrow. Our analytical solution shows that a circular heterogeneity in a large field can be replaced by an equivalent circle of either zero or infinite permeability. The radius of the. equivalent circle is a simple function of size and level of the actual circle. INTRODUCTION With the availability of high-speed computers and numerical procedures to predict reservoir behavior, we are faced with an important question. How much information about the reservoir do we need to justify the cost of the computer in any given case? To answer this question, we have to know how various reservoir parameters affect flow behavior. Reservoir heterogeneity is one of these parameters. In this study, we used a simple, two-dimensional model of porous media, the hele-shaw model, to investigate the effect of heterogeneity on flow behavior. We restricted ourselves to linear, single-phase, steady-state flow in a rectangular field with a single heterogeneity at its center. The analogy between flow in Hele-Shaw models and in porous media is easily verified. Let us first consider a homogeneous Hele-Shaw model with constant plate separation h. (The Hele-Shaw model is constructed by placing two plates, usually glass, very close together and allowing liquid to flow between them. Streamlines are made visible by introducing colored fluid into the space between the plates at a number of points across the model.) We assume a cartesian coordinate system with its origin in the middle between the plates and the z axis directed perpendicular to the glass plates (Fig. 1). The fluid flow is always in a direction parallel to the glass plates and varies from a maximum value to zero in the very small distance from the middle (z = 0) to either plate (z = h/2). For slow motion of an incompressible fluid, neglecting inertia and body forces, we have the viscous flow equation: where p is the fluid pressure, p the viscosity, and v the velocity vector with components u, v and w in the x, y and z directions, respectively. Although an almost continuous campaign had been carried on by various experimenters since 1885 to find a commercial process of smelting zinc by electrothermic means, no commercial success was attained in the United States. The St. Joseph Lead Co., appreciating the theoretical possibilities of such a process, such as the ability to construct units of large capacity, quality control, and the possibility of treating complex and refractory ores, decided in 1926 that the process was worthy of further investigation, and in that year, at one of its southeast Missouri plants, began the development of the electrothermic zinc-smelting process according to the invention of the late Earl C. Gaskill. Late in 1929 the process reached a stage of commercial significance, and in 1930 the erection of a modern electrothermic zinc smelter was begun, at Josephtown, Beaver County, Pa. The site is 3 miles from Monaca, which is on the main line of the Pittsburgh & Lake Erie Railroad, and a spur of the railroad has been constructed to the plant site. The site borders upon the Ohio River, which is navigable for 600 to 800-ton barges. This district was selected for the plant after an economic survey involving such questions as cost and availability of electric power, reduction fuel, transportation facilities, and the transportation charges on raw and finished materials, labor conditions, and taxes. The initial unit of the plant was designed to treat daily 120 tons of 58 per cent zinc sulphide concentrates from the company's mines in St. Lawrence County, New York. The plant equipment is housed in seven modern steel-frame buildings, and includes: Roasting and Acid Plants 3000-ton concentrate storage. Two Nichols-Herreshoff 21 ft. 6-in. diameter, 12-hearth roasters with usual cast-iron airshaft supporting chromium-alloy rabble arms and rabbles. SO2 gas purification system consisting of: One double-compartment hot-dust Cottrell precipitator. Cast-iron sinuous air-contact gas cooler.

WITH seventeen papers submitted. and thirteen presented in three sessions, the geophysicists had a most successful meeting at New York in February. The first paper on Monday morning dealt with the location of a diabase dike near Chapel Hill, N. C., by magnetic and resistivity methods. The magnetic indications were pronounced directly over the dike. whereas the anomalies of apparent resistivity were less distinct and displaced away from the dike. The production of soda ash from natural sources is one of the United States' oldest industries. The London Company, which financed the settlement of Jamestown, in the fall of 1608 exported in its first cargo from Virginia " . . . trials of pitch, tar, glass, frankincense, and soap-ashes."1 This last product, a crude mixture of sodium and potassium carbonates obtained by the burning of wood in iron pots, was the commercial soda ash of its day, used in the infant soap, glass, and bleaching industries. Besides having a good cash value, its production helped to clear the land, and it was a compact, easily shipped commodity. The extra high potassium content of these American "pot-ashes" gave them an added market as a fertilizer, a field that they dominated until the opening of the Strassfurt deposits in 1860. This form of natural soda ash disappeared forever from commercial importance with the introduction of the Le Blanc process (1791), and later the Solvay process for manufacturing soda ash. The Solvay process was rapidly accepted in the United States, and has accounted for most of the country's soda ash production since 1884. It was not until the western part of the country began to be developed that natural soda ash was again produced. A number of lakes, playas, and springs west of the Rocky Mountains were found to be rich in this mineral, and climatic conditions were ideal for its easy recovery by solar evaporation. The production of natural soda ash from these deposits has become a steadily growing industry in the United States. Production A summary of the production and value of natural sodium carbonates in the United States is presented in Table 1. Prior to 1927 the principal output came from several different companies at Owens Lake, California. Then production at Searles Lake, California, began to [ ] increase until it became the most important source. In 1948 the sale of crude trona from Green River, Wyoming, commenced and since that time production from these latter two areas has been about equal. Table 2 lists the four

Introduction Loading and hauling systems are evaluated in open pit mining for new properties, expanding existing operations, changing systems or equipment, and equipment replacement analysis. The objective of such evaluations is to determine the equipment needed to handle planned tonnages at the lowest cash flow cost. Cash flow costs are used to combine capital outlays with operating and maintenance costs. Leasing costs could be substituted for capital costs with appropriate modifications to calculation procedures. These modifications will not be covered. This chapter will describe methods of evaluating loading and hauling systems, concentrating on some of the more often raised questions concerning quantitative data. While the methods described are not the only ones in current use, they have a record of proven reliability. The shovel and haulage truck system is used In the examples because of its common use in open pit mines. In medium to large open pit mines, electric shovels and diesel-electric drive haulage trucks are normally used. The basic ideas presented in this chapter apply to all loading and hauling systems, with appropriate modifications. The process of performing a shovel and haulage truck evaluation can be time-consuming and tedious because of the quantity of data involved, but it is not particularly difficult. The examples used to Illustrate shovel and haulage truck evaluation are based on a hypothetical open pit mine operating 350 days per year producing 31 750- 000 t (35,000,000 st, 100,000 stpd) annually, of which 11 110 000 t ( 12,250,000 st, 35,000 stpd) are ore. Selection of the optimum shovel and haulage truck fleets will be shown. The principal sources of data for the examples or any other equipment evaluation are equipment manufacturers and actual operations. Whenever possible, actual operating experience should be used to verify estimates. The quantitative data presented herein are unrelated to a specific existing mining operation.

Manganese has, until recently, been most highly esteemed as a good thing to keep out of steel. Its value in the process of mannfacture has been fully recognized, but after it has played its part in the crucible or the converter, then the less of it the better. It is true that the mission of this metal and its influence upon the character of steel has been a source of much controversy. Our own Holley, in one of his special reports on ferromanganese: I, states that ''it has been suspected by some, and believed by a few, while it is still denied by many, that manganese as an ingredient in steel has not only a body-giving and toughening influence, but a positive neutralizing influence upon any excess of hardening or cold-shortening substances, as phosphorus." In another paper on the same subject he states that " it should appear from such facts as we have that manganese toughens" the structural steels, "increases their soundness and prevents red-shortness." Notwithstanding these rather guarded assertions as to its value, the general belief, it will be found, is with Dr. Siemens, that manganese is " merely a cloak to hide impurities," and its presence in steel has been endured, not welcomed. Peruvian production for the year 1935 amounted to 17,064,879 bbl., a record amount for any year, bringing the cumulative production of the country up to 188 million barrels. The 1935 figure is an increase of 785,769 bbl. over the 1934 total. The property of the International Petroleum Co. contributed 636,812 bbl. of this increase, and the Lobitos property 158,625 barrels. Exploration work in the country was again active, with attention focused on three areas, the Huallaga River, Lake Titicaca and the Coastal Zone of the Province of Tumbes. It is reported that in the Huallaga River area the Selden Breck Construction Co. has completed geological and engineering studies on its Pachitea River concessions and has ordered a drilling rig. In the Lake Titicaca region further studies in the vicinity of Pusi were made by Government geologists. During the period from 1906 to 1915, the Pirin anticline in this area produced 285,936 bbl. of low-grade crude. The Government holds 120,000 hectares of reserved lands in this area. In the Coastal Zone of the Province of Tumbes explorations by the Government were continued on the National Reserve, and a test location has been selected in the Quebrada Zapotal about 10 miles from the Port of Zorritos. An order has been placed in the United States for drilling equipment. LaBrea-Parinas Estate.—Production on the LeBrea-Parinas Estate reached an all-time high in 1935 of 14,756,914 bbl., an increase of 636,812 bbl. over the 1934 record. The total production from 1890 to 1935 was 148,541,523 bbl. During 1935 a total of 63,021 ft. was drilled in new wells and 5449 ft. in deepening existing wells; 23 wells were deepened and 29 new wells were completed, of which 27 were producers and 2 were dry holes. At the end of the year 2873 wells had been drilled on the Estate, of which 1838 were still productive. The remaining 1035 wells represent abandoned producers or dry holes. Practically all the drilling on the property has been done with cable tools, but during 1934 three strings of rotary tools were introduced. SEEBECK discovered, in 1821, that if, in a closed circuit of two metals the two junctions are at different temperatures, an electric current will flow in the circuit. In the case of an iron and a copper wire, for example, current will flow from copper to iron at the hot junction, or from iron to copper at the cold junction. Two factors combine to cause the current. An electromotive force exists between the two metals, the magnitude of which, depends upon the temperature and upon the metals; this is called the Peltier e.m.f. If a single wire of homogeneous material is heated at one end, an electromotive force is developed between the ends of the wire, the magnitude of which depends upon the metal and upon the difference in temperature; this is known as the Thomson e.m.f: The total e.m.f. acting in the circuit is the sum of the Peltier e.m.f. at the two junctions and the Thomson e.m.f. in each wire, consideration being given, of course, to the algebraic signs of the four e.m.f.'s. FEW subjects have attracted the attention of metallurgists more than oxygen in steel. From the days of Mushet and Ledebui interest in this subject has been increasing, and as additional knowledge has become available, the problem has naturally grown more complex. Instead of using the simple term "oxygen" we now distinguish between iron oxide, silicates of various kinds, oxysulfides, oxygen as gas and oxygen in solid solution in steel. There are five general methods for determining oxides in steel: hydrogen reduction; vacuum fusion; various wet-extraction methods, including electrolytic methods; methods depending on volatilization of the iron away from the oxides; and metallographic methods. For oxygen in solid steel each of these methods has both advantages and disadvantages. The hydrogen-reduction method is of no use on steels above about 0.20 per cent. carbon; 1 furthermore, it gives only FeO and possibly some MnO. The vacuum-fusion method2 is expensive and gives total oxygen, with the exception of some A1203, and does not differentiate between the various oxides in which the oxygen exists. Most of the wet-extraction methods3 give only the more insoluble oxides SiO2 and A1203, though the iodine method gives MnO to an uncertain degree (information that may be more misleading then no information

FOR several years, the Bureau of Standards has been working in cooperation with an Advisory Committee on non-ferrous metals on various phases of the production and testing of zinc bronzes. The work has dealt, especially with the type of metal known as "Admiralty bronze" in England and as "Government bronze" in this country and consisting of 88 copper, 10 tin, and 2 zinc. Several reports have been made on this subject and these should be considered in connection with this paper.1 FIRST SERIES OF FIVE FOUNDRY TESTS A very brief summary of the first series of five foundry tests has been made,2 but for the sake of clearness the results are given here in different form. The five foundries cooperating in this investigation were: Ohio Brass Co., Mansfield, Ohio; Titanium Alloy Mfg. Co., Niagara Falls, N. Y.; Packard Motor Car Co., Syracuse, N. Y.; National Cash Register Co., Dayton, Ohio; Bureau of Standards, Washington, D. C. The object of the work was to determine whether uniform results could be obtained with this alloy in different foundries working under definite instructions. One of the participating foundries prepared, from virgin metal, a stock of ingots of the composition 88 copper, 10 tin, 2 zinc, and at the same time poured nine test bars from this melt of virgin metal. The results of the physical tests of these bars are shown in Table 1. Examination of this table shows that the highest and most nearly uniform results were obtained when the virgin metal was cast flat in chill molds and the lowest and most variable results were encountered when it was cast vertical in green-sand molds. When a metal or alloy is poured into a mold, internal stresses are set up by the cont,raction in volume on passing from the liquid state at the temperature of pouring to the solid state at the ordinary temperature. It is assumed by the writers that all castings are internally stressed. That any casting is internally stressed is shown by its warping or distortion on maturing at the ordinary temperature, by warping or cracking on heating, or by cracking or distortion on machining. In the investigation made by the writers, the internal stresses in cast non-ferrous alloys were studied with a view to examining the effects of heat treatment (i.e., simple anneal) on the release of such stresses. Data have been obtained that show quantitatively that internal stresses can be removed by appropriate heat treatment. The investigation was limited to a study of the effect of heat treatment on stress release in cast rings of the 87:7:5:1 copper-tin-zinc-lead alloy. The writers are indebted to E. G. Fahlman for the method used for inducing stress in cast rings; to M. E. Boyd for microscopic examination and for other aid; and to G. B. Dalrymple for the chemical analyses. ABOUT two years ago some of my friends were discussing the amount of drill-steel breakage that was permissible or not excessive, per month, per rock ton, per ton of steel or any unit of measure or output that would give a comparison between different kinds of drill steel. No one seemed to know what life to expect of steel, or what percentage of breakage might be termed excessive. In fact there were no operating data available to guide one in selecting the best steel for our mines, nor could any ideas or information be secured from the steel manufacturers. One was merely told that so and so used their steel and it was very satisfactory; or else one was given a highly technical lecture on their specific heat-treatment. Any estimates on expected breakage were just guesses, ranging from a fraction of a per cent to as high as ten per cent per month.

Let me reassure you by promising that my narrative will not include all the experiences I have had over that long period. You will, I trust, pardon what might seem egotistical but I do not see how a personal narrative could well be otherwise.

IN the last decade one of our oldest and largest non-metallic metallic mineral industries has been the subject of persistent technical research, the results of which are another example of the benefits following the systematic application of scientific principles. The consequent improvement in the technique of phosphate recovery represents the greatest material advance in the industry since the discovery of phosphate in Florida in 1881. Moreover, these successes have stimulated interest and development in numerous other nonmetallic industries. Strange as it may seem, and despite the fact that the phosphate deposits of Giles County, Tennessee, together with those of Polk and Hillsborough Counties, Florida, have yielded more than 50,000,000 long tons in the last twenty years, the mineralogy of phosphates has been given scarcely any space in our technical literature. For many years it was the general consensus that these so-called phosphate rocks represented a physical mixture composed principally of tri-calcium phosphate, together with smaller quantities of calcium carbonate, calcium fluoride, iron phosphate, aluminum phosphate and other less important constituents. More recent investigations, however, led to the conclusion that these phosphates really represent a complex mineral in which calcium, iron, aluminum, phosphorus pentoxide, carbon dioxide, and fluorine all form a definite part of the molecule. Colony, after a careful study, utilizing chemical, microscopic, and X-ray diffraction methods, reported that American phosphates consist principally of calcium-carbono-phosphate of the staffalite type.

Many contributors have added to the fund of knowledge in the basic sciences related to mineral dressing during the past year. During 1964, the French edition of the Proceedings of the VIth International Mineral Processing Congress together with discussions was printed. Also, complete Preprints of papers delivered at the VIIth IMPC were published in September1. Over a third of the papers presented at VIIth IMPC dealt with fundamentals. COMMINUTION It has been postulated by Ponceleta that flaws need not exist before a stress is applied but rather the flaws are created at the tip of a propagating crack at a stress well below the theoretical breaking stress.
