Titanium can exist in three different oxidation states. Its oxides are numerous and in presence of iron and oxygen, iron-titanium oxide compounds can also form. Some of the oxides are non-stoichiometric, making the determination of the thermodynamic properties of titanium and its oxides in molten steel and in slag difficult. Therefore, for the assessment of titanium activity in molten steel using the electrochemical measurements of oxygen partial pressure, the identification of oxides in equilibrium with titanium is important. This paper reports on an investigation of solid titanium oxide inclusions, which have been identified by combining different methods of analysis on quenched samples. These samples were taken from a Fe-Ti-melt at 1600°C, quenched in cold water then mounted and polished for optical microscopy. The oxide inclusions were analysed using transmission electron microscopy (TEM) with energy dispersive spectroscopy (EDS). Both single crystal and polycrystalline diffraction patterns were used to identify the oxides by comparing the d spacings with those in the ICDD X-Ray Diffraction (XRD) database. XRD was used to analyse the oxide particles on the top of slow cooled samples. It was found in the TEM study that the similarity of the diffraction patterns of the various phases meant that unique identification was difficult to achieve in some of the diffraction patterns. However, TiO, Ti2O3, Ti3O5, Ti4O7were identified in quenched samples, while TiO2, FeO.TiO2and iron oxides were seen in slow cooled samples. A clear understanding of the meanings of terms is important when discussing a project. Whether it is a submission, an investment study, a feasibility study, an environmental impact statement, an estimate, a tender, a contract, or a close-out.report, the need for all parties involved to understand what is under discussion or what has been written is paramount. The clarity of definition and the level of understanding can affect the outcome of the project. It is vital that all parties know what is wanted, what is expected, and what it will cost. This paper draws attention to some of the problems that beset many projects, clients, project managers and contractors, and it is hoped that its presentation will encourage us to pay more attention to defining what it is that is required. Ultimately we should all be the richer for having defined and understood the requirements at the beginning rather than at the end.

"Laterite ore processed by the Ambatovy Joint Venture in Madagascar is primarily limonitic in nature, containing about 40 to 45 wt.% Fe and 1.1 wt.% Ni. The process selected for treatment of this ore considered the behavior and deportment of iron in each step of the commercial flowsheet. Such considerations included nickel and cobalt recoveries, reagent consumptions, liquid-solid separation characteristics, and both intermediate and final product purities. In this paper, the results for the first three years of commercial operation at Ambatovy are compared with the design parameters, with emphasis on the behavior of iron.INTRODUCTION The main component of nickeliferous laterite ore is iron, and the Ambatovy deposit in Madagascar is no exception. The Ambatovy ore is primarily limonitic in nature, containing about 40 to 45 wt.% Fe and 1.1 wt.% Ni. Since the nickel content of the ore is roughly one fortieth that of iron, successful recovery of nickel depends on close control of the behavior of iron in the selected process. Exploration of the Ambatovy area, which is located to the east of Antananarivo, the capital of Madagascar, dates back to 1960, when the Malagasy Service Géologique carried out a limited pitting and auger-drilling program. Phelps Dodge Corporation (now Freeport-McMoRan Copper & Gold, Inc.) was granted the mining rights to the property in 1995 and carried out significant resource definition, environmental assessment and engineering studies between 1995 and 2001 (Chou, Rooke, Williams, & Hanks, 2000). In 2003, Dynatec Corporation, which was formed in 1997 by the merger of Dynatec International Ltd. and Sherritt International Consultants Inc., signed a joint venture agreement with subsidiaries of Phelps Dodge to evaluate the Ambatovy Nickel Project. Dynatec then became extensively involved in the development of the project, including process selection and pilot plant testing in Fort Saskatchewan (Collins et al., 2004, 2005, 2009; Collins & Vardill, 2005). Dynatec acquired 100% of the project in 2005 and a joint venture between Dynatec, Sumitomo Corporation, Korea Resources Corporation (KORES), and SNC-Lavalin Inc. (SLI) was formed shortly thereafter to provide funding for further development. SLI was responsible for engineering, procurement and construction management of the commercial facilities. Sherritt International Corporation reacquired Dynatec Corporation, including 40% ownership in the Ambatovy Nickel Project, in 2007. The current Ambatovy Joint Venture consists of an integrated nickel and cobalt mining, processing, refining and marketing enterprise between subsidiaries of Sherritt (40% owner and mine and plant operator), Sumitomo Corporation (32.5% owner) and KORES (27.5% owner)."

Testing ores for heap leach operations traditionally follows a progression of bottle roll tests, bucket and column leach tests, and very expensive large field leach tests. Enough data is now available to streamline the procedures. Data from five different operations shows that recoveries from large field leach tests can be predicted from the bucket tests. Initial recovery times in large field leaches are longer than in bucket tests- a typical response is eight days versus twenty days to the same recovery percentage; but the ultimate percent recoveries (after 60 days) are normally very close. Methods of mining and stacking can radically affect recoveries from clay-rich ores. Leaching of uncrushed ores provides special testing problems, since accurate samples smaller than several tons cannot be taken.

In general, the direction of the maximum horizontal stress in the eastern United States is fairly well defined. However, the variation of the magnitudes of the horizontal stresses is not very well understood. Because the horizontal stresses cause severe ground control problems in underground coal and limestone mines throughout the eastern United States a more complete understanding of how the magnitudes vary would be useful for developing mine design strategies to combat horizontal stress related ground control problems. Therefore, in this National Institute for Occupational Safety and Health (NIOSH) study, the variation of the magnitude of the horizon stresses in sedimentary deposits in the eastern and Midwestern United States are examined with respect to two factors, the elastic modulus of the rock and the site depth. Stress measurements from thirty-seven sites are used in the evaluation. Examining the applied excess strains indicates that the eastern United States can be, separated into high and low strain zones. For most of the eastern United States the maximum applied excess or tectonic strain ranges from only 300 to 550 micro strains. However, there is one area, a portion of the Beckley seam in the central Appalachian region where the strains are significantly higher than the other regions. In this higher strain zone, the maximum applied tectonic strains range from 700 to 1,000 micro strains. Regression models for each zone based on the elastic modulus can explain between 83 to 85% of the variation of the maximum horizontal stress. Because one region, the northern Appalachian district, has strains that are about 20% higher than the other regions in the low strain zone, multiple strain models based on geographic regions were developed for the low strain zone that can explain 87 to 91% of the maximum horizontal stress variation with the elastic modulus. Depth was found not to be a significant causal factor in any increase in the horizontal stress even though the site depths ranged from 275 to 2,500 ft. Beyond a theoretical increase, based on Poisson’s effect and gravity, no other increase in the horizontal stress with depth can be justified with this data. The most significant factor controlling the variation of the maximum horizontal stress is the elastic modulus of the rock, not the overburden depth.

Cyprus Sierrita Corp. has 16 parallel 5.03 m-diam x 5.8 m long (16.5 ft-diam x 19 ft) primary ball mills, each operating in closed circuit with a nest of cyclones. Before the upgrade to 840 mm (33 in.) cyclones, each mill operated with a nest of five 660 mm (26 in.) cyclones - four in use and one on standby. In this configuration, the mill throughput was 88.5 kt/d (97,500 stpd). Flotation feed averaged 25.9% +212 pm (+65 mesh). The 660 mm (26 in.) cyclones normally operated at an inlet pressure of 34 kPa (5 psi), lower than the inlet pressure of 55 kPa (8 psi) recommended by the manufacturer. The circuit was typically operated with cyclone overflow densities greater than 40% solids to achieve the required throughput. This resulted in inefficient cyclone operation and excessive coarse oversize reporting to flotation. The apexes choked frequently. Larger apexes were tested but reduced the classification efficiency and resulted in circulating loads greater than 800%.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied a 20,500-acre part of the 104,085-acre Rincon Wilderness Study Area (OR-002-082) in order to evaluate its identified mineral resources. The wilderness study area is located in Harney County, OR, about 12 miles west from Fields. No mineral resources were identified within the study area. A literature search found no records of mining or minerals exploration, nor did a ground search find any evidence of mining-related activity. Of seven alluvial samples taken from the major drainages of the study area, all were barren except one. This sample, taken from a dry streambed along the southern boundary, contained $0.07 gold per cubic yard; however, this small amount of gold is of no economic significance, and the source is probably outside the study area. The Pueblo-Steens mining district extends to within 4 miles east of the study area. No evidence of geological environments similar to those that were responsible for the formation of resources or occurrences of metals and nonmetals within the district is known within the study area.

The introduction of Extra Low Profile (XLP) mechanised equipment within Anglo Platinum is aligned with the overall New Mining Technologies strategy to focus on continuing modernization of our mining operations to achieve injury free sustainable production and cost effective mining technologies. The method allows for the introduction of a suite of XLP and Low Profile (LP) equipment in a narrow reef (1,2m) mining environment. For the first time it is now possible to achieve total trackless mechanisation at these stoping widths and XLP Breast mining has the potential to add more value when benchmarked with conventional mining and other mechanised methods. Various types of XLP equipment were tested at different sites within Anglo Platinum and this paper describes the XLP equipment evolution to-date. It concludes with recommendations on our future strategy regarding implementation and roll out of the XLP technology within Anglo Platinum.

Increased exploration in Alaska has resulted in many requests to the Bureau of Mines for facts about the mineral resources and mining conditions in the Territory. This report presents information about the minerals of Southeastern Alaska and the factors that affect development of a mining industry in that area. Southeastern Alaska is a narrow coastal strip of rugged mountains and many islands. The climate is mild, with an average annual temperature of 40° and heavy rainfall. Geologically, the region is favorable for deposition of ore; geographic-ally, it is difficult to prospect and to develop, except along areas immediately adjacent to the coastline.

A systematic study of the mechanism of interaction of 218Po(RaA) armed by the decay of 222Rn with airborne particulate matter has been made. The rate of attachment of RaA to particles in the diameter range of 0.1 µm to 10.0 µm has been measured as a function of particle size, concentration, and composition, radon concentration, time of interaction, relative humidity and temperature. It was found that under the conditions in these experiments the attachment rate was proportional to the square of the particle diameter and varied with temperature and relative humidity. The composition of the particles apparently has no effect on the attachment. The variation in attachment rate was related to a sticking probability coefficient of approximately 0.02 that varies systematically with temperature and humidity. In addition, the rate of deposition of RaA on the wall of the attachment kinetics system was measured and also found to change with temperature and relative humidity.

"This is an account of the expansion of Texasgulf's Timmins concentrator by the building of a fourth circuit.The original capacity of the mine and concentrator was 3.6 million tons per year of ore. In 1974, Texasgulf decided to increase that capacity by about one third to 4.8 million tons per year. It was planned that the increased capacity would be available by mid-1978.The expansion involved work at the rninesite, increased railroad capacity, and a new circuit in the concentrator, and it is the concentrator expansion which is described here.In 1974, the minesite drew its ore from the open pit. The pit was being phased out and was to be replaced by No. 1 mine. To allow for the expansion, a second mine was required. The railroad was capable of handling 18 car trains. Its capacity had to be increased to 27 cars per train and this, in turn, required two new locomotives. Each of these alone cost half a million dollars.The concentrator building in 1974 contained the concentrating equipment and miscellaneous services (such as machine shop, warehouse, analytical lab). The grinding and flotation sections were divided into three circuits ('A', 'B', & 'C'). 'A' and 'B' circuits treated copper-zinc ore and 'C' circuit treated the much more difficult copperzinc- lead ore. This 'C' circuit had been modified over the years to implement improvements in the metallurgy."

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. The aim of this joint work between the French Coal Board and the Paris School of Mines is to be able to practically model the behaviour of a transverse drum cutting rock with picks. First a theoretical approach leads to the concept of cutting curves, giving forces and torque against penetration per drum revolution. Then experimental evidence, from full scale and reduced scale testing, validated and confirmed the theoretical shape of the curves. Finally practical applications are given, to improve the design or use of a shearer (or continuous miner). A micro-computer program is being developed to predict the cutting performances of a machine in certain conditions.

Data released by the Commerce Department's Bureau of Economic Analysis show continued gradual change in the real GNP's rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).

This report describes the Mine Inspection Data Analysis System (MIDAS) developed by the Bureau of Mines to analyze the records of industrial hygiene samples collected by the Mine Safety and Health Administration (MSHA) in metal and nonmetal mines. MIDAS is the first system capable of sorting, editing, analyzing, and reporting these data. It is also the first system designed to be used by a number of Government agencies. At present the system contains 225,000 personal and area samples for 61 contaminants in 45 industries. The records date from 1974 to early 1980, and MSHA plans to provide yearly updates to the system. This report presents preliminary analyses of dust exposures and discusses the potential uses and limitations of these data. Analysis of the dust data for 1978 and 1979 showed that bagging had the highest percentage of dust overexposure. Morn than 40 pct of the 1,536 respirable quartz dust, total nuisance dust, and total silica dust samples exceeded the MSHA exposure limit. Other dusty occupations are ranked according to their percentage of overexposure.

The objective of this study was to determine the magnitude and sources of environmental noise from mining operations near populated areas, to de-scribe monitoring techniques, and to identify applicable existing noise abatement techniques. To this end, noise surveys of a representative sample of mines and quarries were conducted. Noise levels at site boundaries and near specific equipment and ensembles of equipment were measured. Noise exposures in terms of annual day-night sound level were calculated for the boundary noise measurement locations. In addition, the relative sound level contributions were estimated for the mining equipment noise sources affecting the boundary locations. Noise abatement methods falling into three categories were analyzed: equipment practices, operational/administrative practices, and equipment quieting. Selected applications of noise abatement methods were evaluated in hypothetical situations with emphasis upon machinery selection and use. Procedures for measuring noise around mining operations were provided.

Each potential oil sands developer deals with the question of optional sources of raw water to supply large water demands that range from 50 to 80 million cubic metres per year for each of six existing and planned developments. The Athabasca River currently supplies nearly all of the water to the existing mines via conventional bank intakes, which has resulted in some concern over the effects of reduced river flows. This paper describes the various water supply options, and the likely scenario for future oil sands water supply projects. Various water supply options have been suggested including Athabasca River water via infiltration galleries, groundwater, combined Athabasca River water and alluvial groundwater using wells (i.e. bank filtration systems), diversion of tributary rivers, utilization of large lakes in the region and pumping from other large rivers in the region. Investigations show that the size of river catchment needed to support raw water usage by a typical oil sands mines exceeds 5,000 km2 eliminating all tributary rivers that are located in the oil sands region except those rivers with large drainage areas like Firebag and MacKay Rivers. Lakes cannot be used as a source of supply due to large water deficits for smaller lakes and the large cost of sourcing water from a lake as large as Lake Athabasca. A groundwater source alone would not likely meet the large water demands. River intakes on the Athabasca River will likely continue to be the most practical water supply option for oil sands mines north of Fort McMurray, although various types of Athabasca River intakes are possible. Existing intake systems include screened riverbank intakes, forebay intakes, and river bottom intakes. Infiltration galleries are not feasible for most sites, though some bank-filtration-type systems using high capacity wells may be an option if there is sufficient thickness of high-permeability alluvium at a suitable location in the Athabasca River valley.

For the second time in four years, the coal industry was brought to the forefront of the nation’s consciousness in 2006, as two separate events unfolded which involved coal miners trapped underground. Unfortunately, the tragic results of the 2006 incidents were not the same as in 2002 when the trapped miners were all successfully rescued. In January, two different incidents, both in West Virginia, focused the public’s attention on the dangers that miners face on a daily basis. As a result of these unfortunate events new legislation requiring improvement in safety in underground mines passed both at the federal and state level. In 2006, a total of 47 miners died on the job, matching the total number that occurred in 1995, and more than double the 22 killed in 2005. Notwithstanding those tragic events, coal production in the United States reached another record level in 2006, ending the year at 1.05 Gt (1,161.4 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2006 was 27.1 Mt (29.9 million st) higher than the prior record set in 2005 of 1.03 Gt (1,131.5 million st). Although coal production rose in 2006, U.S. total coal consumption actually declined for the year. Coal consumption decreased in the electric power sector by 1.1 percent, while coking coal consumption decreased slightly. Only the other industrial sector had higher coal consumption in 2006, increasing by 0.3 percent. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports declined slightly in 2006, while coal imports again reached a record level. The excess production over consumption allowed total coal stocks to increase significantly during the year, as electric generators rebuilt their stockpiles that had fallen substantially in 2005 because of missed shipments in the second half of that year.
