The objectives of this investigation were to determine the strain propagation laws for a strain pulse in salt and to compare the seismic effects from the detonation of different explosives in salt. The investigation showed that a strain propagation law of the type, e = K(R/W 1/3 ) n, and a strain energy propagation law of the type, Ea/W 1/3 = K(R/WI/3)b , are valid in salt. A change in the regression law coefficient, n , was noted with strain level. A similar change in b was inferred because strain energy is proportional to the square of strain amplitude. Particle velocity data may be used interchangeably with strain data under the test conditions.

PROJECT DESCRIPTION Alignment The Strenger Tunnel forms part of the S16 four-lane expressway between Landeckand Bludenz. The construction of this important East-West connection started in 1973with the Arlberg Road Tunnel as its key constituent. Beginning in 1992, solutions for the section between Pians and Flirsch were investigated. Efforts to conserve nature and to avoid potential avalanche and landslide areas led to a solution detouring the villages in the Stanz valley. The starting points were predetermind by the intersections at Pians in the East and at Flirsch in the West. As a result of the expected traffic load and the comparatively high gradient of 2.9%, both one-way, two-lane tubes were constructed at once. The north tube is 5.851 m long, the south tube 5.775 m, see Figure 1. Static-Load Piledriving utilizes a hydraulic push to facilitate the installation of a pile. The pile is not rotated, impacted or vibrated. A smooth pushing force advances the pile incrementally into the ground. Static-Load devices must have a reaction mass to push against. The most simple form of a Static-Load device is a jack; more advanced equipment, such as the Still Worker, also utilizes this approach. This paper focuses on the use of the Still Worker on three challenging projects. In each case, the existing site conditions made it risky, or unattractive, to utilize conventional impact, vibratory, or drilled-shaft equipment.

"INTRODUCTION The Krausse Estate property was the site of the first lead silver mining in western Kentucky, which began with the sinking of the Andrew Jackson shaft in 1835 3/. The earliest miners considered fluorspar of no value and threw it upon the waste dump, but Crittenden County later became an important part of the western Kentucky and southern Illinois fluorspar district 4/, which has produced about 90 percent of the fluorspar mined in the United States. By 1945, approximately 35,000 tons of fluordpar ore had been produced from the Estate property.This property can be reached by traveling west from Marion on Highway 60 from 2.5 miles, than northward 3 miles. The road from the paved highway to the mines is very rough but not impassable even in bad weather. Ore is hauled 5 1/2 miles by truck to custom mills at Marion, a town of 2, 000 population, where the Illinois Central Railway was a freight station.Hurricane Creek runs through the eastern part of the property. The surface slopes steeply upward to west from the creek, and the topography is rough. The top of the hill is about 150 feet above the creek.The climate permits working throughout the year, but spring rains cause surface water to enter mine and water apparently drains southward along the fractured fault zones, so that when no water is being pumped at properties north of the Krausse Estate a heavy flow comes on the Krausse."

The Federal Bureau of Mines contacted 29 organizations--mine maintenance departments and equipment manufacturers--concerning service experience and construction of diesel exhaust-gas water scrubbers. Scrubbers are used primarily on mobile diesel-powered mining equipment subject to 30 CFR 36. Because the scrubbers cool exhaust gas and act as flame arresters, their failure would compromise safety in underground mines. Scrubber maintenance problems and frequency and modes of failure were identified, and construction materials and techniques were evaluated. Three failed scrubbers were randomly selected from two cooperating mines, and their modes of failure were determined. In conjunction with failure analyses, mine water and scrubber water solution samples were chemically analyzed to characterize corrosive properties. Sludge and mineral deposits and different types of corrosion and metal fatigue were identified as problems leading to scrubber failure. The corrosion process is explained; maintenance practices, construction materials, and manufacturing methods that could be used to reduce premature failures and allow longer effective scrubber life are identified; and basic changes in scrubber design are suggested. If type 304 stainless steel is used throughout the scrubber and regular maintenance is performed, long, dependable service can be expected. Other materials such as 304L, 316, or other more exotic steel alloys may be necessary under certain conditions.

There were no significant changes in the mineral industries of the smaller Caribbean Islands during 1980. Imported petroleum requirements continued to erode economic gains that may have occurred in other sectors. Some relief may be forthcoming as more qualified Caribbean countries take advantage of Trinidad and Tobago's petroleum product financing program (see Trinidad and Tobago). There were no crude oil discoveries in these areas during 1980, although some geophysical testing around the British Virgin Islands and Antigua war underway. In March 1980, the Government of Antigua sold a 75% interest in the 16,000-barrel- per-day West Indies Oil Co. refinery to the Swiss Intermaritime Bank and Intermaritime Management Services for $6 million. The new refinery company is called the National Petroleum Co. Shutdown since 1976, it was originally planned for the refinery to reopen in 1980, but refurbishing has proved to be more extensive than anticipated. The reopening is now expected in 1981.

The primary use of coal in the US is for electric generation. The problems associated with the use of this vast amount of coal is the central theme of these sessions. The problems discussed include: production capacity, mining problems, coal cleaning, transportation, combustion, and various environmental problems, such as health effects of coal combustion, water and air pollution, and solid waste disposal.

"The mineral potential of the Nanisivik area was discovered as far back as 1910 when a prospector of the Geological Survey of Canada, on an expedition under Captain J. G.Bernier, recorded a deposit of pyrite with minor sphalerite and galena. An outcrop of the present orebody was discovered by Texas Gulf Company in 1957. Subsequent drilling outlined the orebody consisting of 6,000,000 tonnes of ore containing 13 % Zinc and 1.5 % Lead. The orebody appears to have been formed by the filling of a limestone cavern with sulphides. The sulphide minerals consist of pyrite, sphalerite and galena. The limestone bedrock is mostly dolomite with some calcite and magnesite. A cutoff grade of about 6% Zinc has been calculated.In 1972 Mineral Resources International Limited took an option on the property. Upon completion of the feasibility study by Watts, Griffiths and McOuat, the then new independent project management group of Strathcona Mineral Services Ltd. were engaged to develop the project through the financing, construction and operating phases. Strathcona Mineral Services still manage the project from their head office in Toronto and through the Mine Manager and Department Superintendents at the Mine site. The interest for the project is presently split five ways: Mineral Resources International Ltd. 53.5 %, Government of Canada 18 %, Metallgesellschaft A.G. of Germany 11.25 %, Billiton B. V. of Holland 11.25 % and Texas Gulf Co. 6 %."

Bangladesh ilmenite is partially altered, containing pseudorutile, rutile and haematite as well as the predominant ilmenite phase. A typical analysis is 39.45% TiO2, 24.19% FeO and 33.0% Fe2O3. Reduction of the ilmenite by charcoal was found to involve two major reactions: conversion of pseudorutile into ilmenite and rutile, and change of ilmenite into metallic iron and rutile. The first, which was much the faster reaction, was responsible for an initial increase in ilmenite content with reduction time at lower temperatures. Apart from these two major reactions, rutile was reduced to lower oxides at 1 100 degrees C with a consequent decrease in its XRD peak height

The coal-bearing regions of Colorado cover approximately 29,600 square miles, which is 28.4 percent of the state's total area. The most important coal-bearing regions are located in the north western and west-central parts of Colorado. Coal resources vary from lignite to anthracite. More than 70 percent are bituminous; 23 percent subbituminous; 5 percent lignite; and less than 1 percent anthracite. The state's coal reserves total about 17.2 billion tons, 3.5 percent of national reserves. Approximately 8.8 million acres of coal rights in the state are owned by the Federal Government; on about 72percent of this land, the Federal Government controls both the coal and the surface rights. It is estimated that approximately 4.2 billion tons of coal reserves are under federal ownership in Colorado. Permitted acreage of mines in Colorado ranges from 40 to 13,114 acres. Differences in elevation create many climatic zones in Colorado. Local annual precipitation can average less than eight inches in some areas in extreme western Colorado to more than 30 inches in certain mountainous areas. Generally, precipitation rates are low at most mine sites, making revegetation difficult. Colorado gained primacy when its regulatory program was conditionally approved December 15,1980. The Abandoned Mine Land Program was approved June 11, 1982.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. The Federal Bureau of Mines conducted static tests at 2,500° F on 39 refractory compositions, and dynamic tests at [2,825°35° F] on 31 commercial refractory brick specimens to determine their resistance to corrosion and erosion by a slag similar in composition to that used in producing insulating mineral wool. The static tests showed fireclay, low-alumina compositions (<70 percent A1203), zircon, zirconia, SiC, and clay-bonded graphite refractories to be unsuitable. Dynamic test results indicated that magnesia and chromia compositions were superior to high-alumina compositions (=70 percent A1203) as a furnace lining for melting mineral wool. Data from these tests indicated that magnesia and chromia compositions with low RO/R203 mole ratios were more resis tant to attack by mineral wool slags than ones with high RO/R203 mole ratios.

The effectiveness of anaerobic in-situ biological treatment for the immobilization of selenium, molybdenum, and uranium in an alluvial aquifer was examined using long-term column tests. A series of organic substrate and nutrient combinations were tested to determine removal effectiveness, optimum supplement concentrations and ratios. Final column testing was conducted to determine the chemical stability of the treatment by-products/treatment compounds by dosing the columns continuously with elevated redox untreated alluvial groundwater.

The past several decades have seen the rapid expansion of multinational mining companies? exploration and production activities around the globe. This trend has resulted from a number of factors, including increased demand for resources as a result of worldwide economic growth, the diminishment of known and proven reserves, rising commodity prices, technology improvements, and the liberalization of investment regimes in developing countries with significant natural resources. With those opportunities, however, come associated risks and significantly increased legal compliance obligations that may be imposed by various bodies. That includes domestic regulations, as well as foreign civil and criminal laws with extraterritorial reach. A failure to adhere to those laws can have dire consequences, including substantial monetary fines and penalties, severe damage to a company?s reputation, and even jail time for individual company employees.

Derelict and ownerless (D&O) mines in South Africa have been an ongoing concern for over a decade. While some progress has been made to rehabilitate D&O asbestos sites, significant work remains, exacerbated by the growth in illegal mining. There are concerns regarding the accuracy and transparency of the D&O database, lack of oversight, and constrained funding, and the government is increasingly looking to the private sector to fund rehabilitation. Given these challenges, a new, sustainable approach to D&O sites in South Africa is needed to bring clarity and transparency to the process, recognise responsibilities and promote partnerships, and explore economic opportunities at D&O sites to reduce the financial liability and respond to the growing demand for critical minerals. This article has three components: i) reviews of international D&O good practices; ii) it analyses South Africa’s current approach and the D&O sites; and iii) proposes a D&O framework that addresses data, risk ratings, responsibilities and rehabilitation, economic opportunities, and stakeholder engagement. The study finds that the majority of the 6,100 so-called abandoned D&O mines are quarries and mine site features, 16% are operational, at least 11% have owners, and only 752 (12%) require rehabilitation. The framework aims to bring clarity and fairness to decision-making and to assign risk and responsibility for rehabilitation and seeks to incorporate economic opportunities to reduce the financial burden of rehabilitation, create jobs for local communities, and respond to the growing demand for critical minerals for the clean energy transition.

When the Q-system was launched in 1974, the name referred to rock mass classification, with focus on tunnel and cavern support selection. Besides empirical design of support, the Q-value, or its normalized value Qc, has been found to correlate with seismic P-wave velocity, with deformation modulus, and with deformation. The Q-system provides temporary or permanent support for road, rail, and mine roadway tunnels and for caverns for various uses. It also gives relative cost and time for tunnel construction for a complete range of rock qualities. There are also indications that Q has captured important elements of the cohesive and frictional strength of rock masses, with Qc resembling the product of rock mass cohesion and rock mass friction coefficient.

The outstanding environmental management initiatives undertaken by Novacoal at its Western Main Site near Lithgow in New South Wales over the past five years are detailed in this paper. These initiatives have been based on a combination of proven and innovative investigation and implementation techniques, close consultation with regulatory authorities and full support by colliery management. The results of these initiatives have enabled the colliery to exceed its pollution control obligations from a base well below industry standards. The initial poor condition of the mine was the result of over 50 years of traditional mining which paid little regard to environmental management. The transformation of the colliery within such a short period, with limited capital, is considered a model for the N.S.W. coal industry.

The object of this study was to determine the economic feasibility of hydraulically transporting Sandow (Tex.) lignite 100 miles and dewatering and thermally drying the transported lignite to a surface-dry condition. The most important factors involved in the feasibility of hydraulic transport, are the degradation incurred during transit, the length of the line, and the cost of alternative methods of shipment. In pipeline tests in which roughly 75 miles of hydraulic transport was simulated the percentage of minus-325-mesh solids increased from about 1 to 41 percent for both lignite and bituminous coal; in the micron sizes the coal fared considerably better than the lignite. Such degradation, even though it enhances flow through the pipe-line, severely aggravates the dewatering problem on lignite. Cost studies indicated that continuous vacuum filters offer the most economical means of dewatering minus-1/8-inch material. Surface moisture, if high, must be removed by relatively expensive thermal drying.

The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity. Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer. Having concluded that steaming coal in particular is likely to become even more important as a generator of base load electricity, the paper looks at the opportunities this presents for exporters such as Australia, and touches on some factors that could prevent development of those opportunities. This paper will concentrate on electrical energy. For the purposes of this paper, the Pacific Basin refers essentially to Australia, New Zealand and the Asian countries bordering the Western Pacific. As a supplier, Siberia is not included because, although it has great potential, it is thought that problems of climate, infrastructure and political restructuring will delay the realisation of that potential until the next century. Although it deals with the Pacific Basin region, where many countries are industrialising rapidly from a predominantly agricultural base, it looks at the experience of mature industrial DECD economies where their experiences seem relevant.
